Employees’ strike called
off
Govt to decide on all
issues by September 30
Srinagar, July 08 (KNS): Calling
off their proposed strike from tomorrow, the leaders of Employee unions
expressed gratitude to the Chief Minister Omar Abdullah for intervening in
removing the stalemate between the Government and the employees.
Under the directions of the
Chief Minister the top brass of the administration led by Political Adviser to
the Chief Minister, Devender Singh Rana, met the employees Union here and
finalized the road map for addressing the issues raised by the employees
amicably and in a time bound manner.
In a joint meeting which
was also attended by the Chief Secretary Madhav Lal, Principal Secretary,
Finance, Principal Secretary, Home, Principal Secretary, PDD and Secretary, GAD
and employees association members represented by Rouf Ahmad, President Secretariat,
Non-Gazetted Employees Union, Khursheed Alam, President JK EJAC, Abdul Qayoom
Wani, President EJAC(Q), Mohammad Gafoor Dar,
President,JKEJAC,(3rd Front ) Jammu ,the agreement reached between
the leaders of employees union on 15th September, 2011, was reviewed and
after detailed deliberations the following decision were mutually agreed upon.
On the issue of increase in
the retirement age from 58 years to 60 years, it was indicated that the issue
requires wider consultations and the Government also proposes further
discussions on the issue with various stake holders before taking any final
decision in the matter. It was, accordingly, agreed that a decision shall be
taken in the matter by 30th September, 2012.
Regarding regularisation of
Casual /Temporary Labourers engaged, it was informed that owing to the
existence of various categories of casual / temporary labourers, the issue
requires to be verified and authenticated before it is submitted to the Cabinet
Sub Committee for a policy decision. It was accordingly decided that
the departments will be put to notice to provide the complete data which will
be verified and authenticated within a period of three months, where-after the
same shall be submitted to the Cabinet Sub-Committee for a policy decision. The
regularisation of the leftover pre-1994 daily wagers has already been
fast-tracked.
Regarding redressal of
anomalies, it was informed that as per the agreement, the Pay Anomaly Committee
has been revived and it shall submit its report about the Clerical cadre and
the pre-revised scale of Rs. 6500-10500 in the near future for an appropriate
decision by the Government by 30th September, 2012.
On the issues relating to
employees of Public Sector Undertakings (PSUs), it was decided that appropriate
instructions will be issued to all PSUs for their Board of Directors to look
into the demands of their employees including that of the arrears on account of
the 6th Pay Commission, keeping in view their respective resource
position.
Meanwhile employee’s Joint Consultative
Committee leaders in a press conference announced the deferment of the strike
exhuming confidence that the government will fulfil their demands before the
deadline. “We have reached a 4 point agreement with the government under which
the government will fulfil our demands in a time bound manner”, said JCC leader
Mohammad Khurshid Alam adding the government is bound to act upon the agreement
by September 30.
Alam thanked the Chief
Minister while calling off the 4 day strike programme earlier scheduled to
begin on 9 July.
EJAK (Q) leader Abdul
Qayoom Wani while expressing happiness over the agreement said all the demands
as per the July 8 agreement will be fulfilled by September 30. The demands
include enhancement of retirement age from 58 to 60, regularization of adhoc
and daily wage employees, removal of pay anomalies and payment of 6th pay
commission arrears.
