The Chief Minister approved Rs. 59.80 crores Annual Plan for Srinagar district for the year 2012-13 and gave nod to the allocations available at last year’s level under special area development programme at Srinagar District Development Board meeting he chaired here today.
            As a result of this decision, the overall availability of resources to Srinagar district for the development purposes will be maintained at the level of the last year.
            The Legislators and the Members of the District Development Board, Srinagar thanked the Chief Minister for maintaining last year’s resource availability to the district for the current fiscal for development programmes.
            The Chief Minister said that further additionality wherever required would be considered during the review of the plan expenditures in November-December this year.
             Omar Abdullah said that development of Srinagar and Jammu cities, for being the Capitals of the State, require focused attention for holistic development “Government is fully aware of this need and measures are afoot in this direction”, he said.
            The Chief Minister said that the recommendations of Finance Commission for enhancing Srinagar district plan size and the recommendations of Planning Board being constituted by the government will be factored in the formulation of comprehensive and up to the mark district development plan for Srinagar to address the development needs.
            Citing special areas of focus in the development process, Omar Abdullah said that establishment of community halls, land acquisition for projects, improvement to health institutions including G. B. Panth Hospital and setting up two new maternity hospitals, upgradation of general drainage system, Dal development, development of garbage dumping sites at Achen, widening of Panthchowk to decongest traffic, Reconstruction of Dastigeer Sahib (RA) Shrine, development of artisan clusters, construction of bridges, widening of roads, macadamization, improvement in water supply, street lighting and better delivery on public service are areas of special attention.

2nd goodwill football match between JK-XI, Mohammedan Sporting Club, Kolkata to be played on July 17 at Baramulla: Chib
SRINAGAR, JULY 16: The 2nd goodwill football match between JK-XI and Mohammedan Sporting Club, Kolkata will be played at Degree College, Baramulla on July 17 at 2.30 p.m. 
This was stated by the Minister for Youth Services and Sports Mr. R S Chib at a Press Conference here today.
Mr. Chib said that the Match which will be played at Degree College (DC), Baramulla is a sequel of commitment made between Mohammedan Sporting Club, Kolkata and the hosts. He appealed the people especially of Baramulla district to visit  the venue to witness the match.
The Minister termed yesterday goodwill football match which was won by JK-XI by 5-2 a successful one. He said that the state has ample sport potential particularly in football, adding that the need is to shape it in a befitting way. He said the mammoth gathering yesterday at Bakshi Stadium to witness the match proved that the football is a popular game in the Valley. 
Extolling the players of JK-XI football team for playing consistently throughout the match, Mr. Chib also applauded the players of guest team for playing skillfully.  
Mr. Chib conveyed his gratitude to Chief Minister Omar Abdullah for witnessing the match and said that his presence encouraged both the teams. He also thanked Union Minister of State for Home Mr. Jatinder Singh who visited the state and witnessed the match.
The Minister appreciated the people for their cooperation and patience in and outside the venue during match. He also thanked Mohammedan Sporting Club, Kolkata for accepting invitation to play friendly matches with the host team. He also appreciated the Divisional and District administration and police force for dealing calmly with the people.
Later, the Minister Visited Degree College, Baramulla and inspected the ground fixed for the conduct of event. He directed the concerned officers to work with close coordination to make the event a success.
Among others, the Minister was accompanied by the Commissioner Secretary, Youth Services and Sports, Mr. Vinod Koul, Secretary, J&K State Sports Council, Mr. Dalip Thussu, officials of Department of Youth Services and Sports and J&K &K Football Association.

Bhalla chairs high level meeting of Revenue Officers
Rs.419 crore disbursed among land owners, 12926 kanals land acquired under NH-IA
            SRINAGAR, JULY 16: Stressing on expediting land acquisition process, the Minister for Revenue, Relief and Rehabilitation, Mr. Raman Bhalla has said that land acquisition has direct bearing with the development scenario and infrastructure building in Jammu and Kashmir State.
            Chairing a high level meeting of Collectors (ADC’s and ACRS)of Kashmir Division, the Minister called for pacing up disbursement of compensation to the rightful owners. “No Rightful land owner of land and structures coming in the acquisition process should suffer any longer “he stressed and emphasised upon the senior revenue officers to ensure complete transparency in making the payment to the land owners.
            The meeting was attended among other by Financial Commissioner, Revenue, and Mr. K.B.  Aggarwal, Commissioner cum Secretary, Revenue, Mr. B.A. Rounyal, Settlement commissioner, Mr. L .Z. Deva, Settlement Officer, Mr. G.M. Dar ,Additional Commissioner, Kashmir, collectors, SDM’s and ACRs and other senior revenue officers.
            Earlier, the meeting was informed that 12926 kanals of land has been acquired against the target of 20896 kanlas of 226 villages have been handed over to the National Highway-IA authorities and accordingly Rs.419 crores out of  the availability of funds Rs.520.65 crores has been disbursed among the land owners. It was further said that under PMGSY, 42417 kanals of land against proposed 54290 kanals of land has been acquired and handed over to the concerned agency. The meeting was told that till date more than Rs.277 crores out of the Rs.428.04 crores amount have disbursed accordingly.
            It was also given out in the meeting that Rs. 193.91 crores out of the funds available Rs.359.21 crores have been disbursed as compensation among the land owners against the 21123 kanals of land acquired under BRO in the State. It was also informed that Rs. 93.23 crores out of availability of funds Rs. 234.75 crores have been disbursed among those whose land has been acquired for Kishen-Ganga Hydle Project at Bandipora.
            Meanwhile, the Revenue Minister expressed his concern over slow progress of Roshni Act and called for focusing on its implementation to mop up resources as envisaged under the revolutionary legislation.
            Mr. Bhalla also stressed on expediting settlement operation, so that records are up dated and the land management is streamlined. He said, settlement is fundamental aspect in the land management and measures need to be put in place to complete the process at the earliest. He was informed that settlements of 879 villages have been complete till date.
            Mr. Bhalla asked revenue officers to restore dignity of revenue courts by making transparency and fast disposal as bench mark in their functioning, for the purpose, full knowledge of revenue laws, rules made there under SRO’s, and Government orders are must, he added.
            The Minister directed for conducting frequent inspections so that constant vigil is kept on the working of field functionaries like Girdwaras and Patwaries.
            The Minister also asked the concerned Revenue Officers to immediately dispose the cases regarding issuing of Permanent Resident Certificates so that that the needy do not face any kind of inconvenience.
            Mr. Bhalla said that action will be taken against those officers/officials who may be found creating any kind of hurdle in implementing the projects launched by the Government for overall development of the State.

Governor orders air-lifting of pilgrims dead bodies to Bihar 
        SRINAGAR, JULY 16 - The Governor, Mr. N. N. Vohra, who is also Chairman of the Shri Amarnathji Shrine Board, ordered the dead bodies of  the seven Amarnathji Yatris who lost their lives in the bus accident at Ramban yesterday should be sent by air to Darbhanga, Bihar. On the Governor’s instructions, the Chief Executive Officer, Shri Amarnathji Shrine Board, Mr. Navin K. Choudhary, asked the Divisional Commissioner, Jammu, Mr. Pradeep Gupta, and Additional Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, Dr. Mandeep K. Bhandari, to coordinate and make all necessary arrangements in this regard and debit the expense to the Shri Amarnathji Shrine Board. Dr. Bhandari has also been directed to provide all other essential assistance to the kith and kin of the bereaved families.
