Union Power Ministry politicizes legal, technical issue-Civil Society
State government not serious in return of HEPs
Srinagar June 30 (VOS):  Lashing out Union Power Ministry for counseling Jammu and Kashmir government to take up the issue of transfer of power projects from NHPC with the Prime Minister’s office , Kashmir civil society   termed it a conspiracy to politicize an issue which is technical in nature and legal in ramifications. Members of the civil society spearheading the campaign for return of power projects, Muhammad Khursheed Aalam, Sayed Shakil Qalander and Bashir Assad in a joint statement issued here today termed the statement of Union Power Ministry as unfortunate and illogical for the issue of return of power projects to the state is of pure technical nature and involves legality in terms of the agreements and Memoranda  of Understanding sighed by the state government with the union of India through its subsidiary NHPC from time to time, however,    advising the state government to approach PMO  amounts to  politicizing  a technical issues only to buy the time. “this clearly indicates that Union Power Ministry is not inclined to return the projects to the state as laid down in terms and conditions for execution, operation, maintenance and Transfer  of  the power projects run by NHPC on the waters of Jammu and Kashmir” the civil society members  statement said in the statement .
The trio  alleged  that  state government was never serious in  taking back the projects from NHPC’s  illegal occupation and added that Cabinet Sub Committee Report on the issue was full of ambiguity, however, the members of CSC  continued to issue baseless statements to hoodwink the people of the state.
Civil society members recalled the statements made by the political establishment on the state particularly Chief Minister Omar Abdullah and Minister for PHE, Irrigation and Flood Control Taj Mohiuddin that government of India was sincere and the political system in New Delhi never wants to hurt  the interests of the state as for the return of  NHPC owned Power projects was concerned. “ If that was the case how come the state government agreed to the dictates of Union     Power Ministry’s diktate  to approach the PMO especially when the agreements whatsoever reached upon earlier make it abundantly clear that Jammu and Kashmir government can buy back the projects at the depreciated cost  as and when it is in a position to do so is beyond comprehension”  questioned Khursheed Aalam, Shakil Qalander  and Bashir Assad.

“it has come from the horses mouth (Chief Minister Omar Abdullah) that NHPC was illegally and unconstitutionally exploiting our resources as the corporation was contemptuous towards laws of this state and  violates the terms of agreement, how can  they now   justify  their approaching  PMO with folded hands and begging bowl” the trio said.
About employing locals in Uri-II HEP, the civil society members   said though it was welcome but it should have been for all the power projects being executed by NHPC in Jammu and Kashmir.
“What about  other projects where ratio of employment in 5:100 when it was agreed that all class C & D vacancies shall be fill;ed locally, 50% of other higher managerial and ministerial vacancies shall be filled by locals and 35% engineers shall be taken on deputation from the state government” Khursheed Aalam, Shakil Qalander and Bashir Assad said.
They alleged that the concerned ministers has taken care of his constituency alone ignoring how good employment opportunities were available in other projects as well.
“there is not even a single man heading either of the seven projects run by NHPC and as for the Joint Venture Company was concerned NHPC was contemplating to appoint non-state subjects on the coveted positions” civil society members said and added they had been all along demanding that ratio of employment in NHPC for the locals should be directly proportionate to the total annual revenue generation by the corporation from state’s resources. “ If NHPC earns 50 to 55 % of its total profit from Jammu and Kashmir our share in the employment should be 50 %  and regional headquarters should be controlled by locals.
They lashed at government for showing utter disregard to the provisions of the much hyped J&K Water Resources (Regulation and Management)Act as the NHPC was using the waters of the state even after it failed to obtain license from the appropriate authority for using waters.’  Make laws to break laws is what the state government is synonymous for” said the trio.
On Chief Minister Omar Abdullah’s power dictate, the civil society members said, “there is no electricity even during summer months . It is for the first time that people are facing load shedding on this scale in summer. People in Jammu are facing immense problems due to frequent power cuts in scotching heat.  It is complete failure of the system”.
Earlier government had claimed that it would provide uninterrupted power supply to metered areas. “But now they have curtailed the supply to these areas as well, said the trio.
No sensible government can afford to deprive its citizens of energy facility despite receiving fatty tariff bills monthly, they  said and cautioned that continuous negligence of the issue will have serious repercussions.
The government should stop ‘heist” by NHPC before going tough on its own people, added the civil society members.
“Given utilization of our water sources, people should get free power. J&K has potential to generate 20,000 MWs of power and it’s a failure on the part of the government to harness it,” added they.
