Omar visits G. B. Pant Hospital
Ascertains status of improvement
             SRINAGAR, JUNE 01 – In a surprise visit to G. B. Pant Hospital this morning, Chief Minister, Omar Abdullah inspected new initiatives put in place by the government to improve the functioning of the hospital and upgrade its delivery.
            Omar Abdullah received the status of the improvement and directed for showing visible results in the performance and service delivery front by the hospital to the satisfaction of the general public.
            The Chief Minister interacted with hospital management, para-medical staff and the parents of the children under treatment in the hospital. He said government is vigorously endeavouring to improve the functioning of the hospitals in the State and in this direction special attention has been focused.

Gives resume of initiatives taken to strengthen institutions
Reaffirms determination for peace, development
             SRINAGAR, JUNE 01 – Reaffirming his government’s determination to work vigorously for permanent peace and sustained development in the State, Chief Minister, Omar Abdullah Friday said that a well defined roadmap to reach out all areas and all sections of the society is being followed alongwith facilitating the forward movement in the process of restoration of permanent peace and tranquillity.
            Talking to different deputations who called on him in his Friday Awami Mulakat here, the Chief Minister said that the positive results of the initiatives his government has initiated to focus development and peace simultaneously, have started yielding visible results.
            “From the day first, I assumed the charge of Chief Minister of Jammu and Kashmir, my government’s attention has been on the twin subjects of political addressing of political issues and economic betterment will equitable development of the State”, he said adding that the last over three years of the coalition government speak itself loudly for the positive developments achieved on both these fronts.
            Omar Abdullah said that peace was imperative to resolve issues and give necessary fillip to the development process. He said that dividends of peaceful 2011 in the shape of comprehensive and faster development alongwith generation of wide-ranging economic activities are clearly noticeable on ground.
            The Chief Minister said that his government has taken historic decisions regarding empowering people, bringing transparency in the functioning of administration, making public delivery time bound and the government answerable before the common masses. He said the necessary legislations enacted during the last three years to strengthen the institutions and check malpractices and corruption in public dealing have been widely recognized as noteworthy and effective decision of the government. He said public has been empowered to question all commissions or omissions of the government departments and ascertain status of financial transactions, physical status of schemes and other performances.
            “We have given power to public to demand service delivery within the fixed time frame making administration legally bound to deliver it in a time bound manner or face punishment and fine”, he said and told the people to take best advantage of this path breaking and historic public empowerment initiative put in place by his government in the shape of Public Service Guarantee Act. He said any official found failing or showing laxity in delivering the public service to a consumer in six departments of Housing, PHE, Power, CAPD, Revenue and Transport is liable for a fine up to Rs. 5000 which shall be deducted from his salary. “A portion of this fine will be paid to the affected consumer”, he said adding that without creating hype his government is laying strong edifice for strengthening the institutions and empowering public at grass roots to make government answerable before on all counts.
            The Chief Minister said that for the first time Third Party Monitoring by independent agencies to ascertain the quality and benefits of the development projects executed and completed by government departments has been initiated in the State. E-tendering and e-procurement are other measures introduced to bring transparency in awarding works and making purchases for government departments.
            Omar Abdullah assured the people of the determination of the coalition government to mitigate their difficulties and upgrade basic amenities across the State under a planned and well defined development policy being presently followed in the State. He said administration at all levels has been sensitized to be prompt to public needs and devote fullest attention on redressal of peoples’ grievances on development and socio-economic fronts.
            The Chief Minister said that his government has underlined unemployment scenario in the State as top most concern in the development policy. “First time in the history of Jammu and Kashmir, unemployed youth have been covered under State Voluntary Service. Presently over 30000 youth who have left studies and are without jobs are receiving unemployment allowance while new window of self employment in MSME sector under SKEWPY has been opened for the educated unemployed young persons.
            The Chief Minister gave patient hearing to the demands and grievances put forth by various deputations and individuals. He disposed of various issues giving on spot orders relating to urgent public importance matters while many were referred to the concerned departments for necessary action.

New Jhelum Bridge near Raj Bagh will ease traffic congestion: Nasir
During construction of Rs. 9.11 Cr Bridge, conservation of Jhelum banks will be top priority
 SRINAGAR, JUNE 01 - Minister of State for Home & Housing, Mr. Nasir Aslam Wani today inspected the construction site of 120-metre-long Bridge, coming up near Raj Bagh. The bridge is being constructed at an estimated cost of Rs 9.11 crore.
 The Principal Secretary to the Chief Minister, Mr B.B Vyas, Commissioner/ Secretary R&B, Mrs. Tanveer Jehan, Chief Engineer, R&B, Kashmir, Mr. Mushtaq Ahmad, MD, JKPCC, Mr. M. M. Gupta and other senior officers of Floriculture and Tourism departments were present on the occasion.
While discussing the alignment of the upcoming bridge, the Minister was assured that banks’ conservation on both sides of Jhelum will be accorded top priority. He was informed that steps have already been taken for conservation of river bund before finalizing its alignment.
The Minister was assured that slightly-curved alignment of the bridge has become necessary due to the only opening for it near General Post Office. He was informed that the department is exploring the possibility of making it a four-lane bridge.   
 The Minister said that construction of bridge has become important to ease traffic congestion on Abdullah Bridge and main city towards Srinagar Airport Road. He hoped after completion of the project, the traffic management will be better managed in the summer capital.
 Earlier, the Minister inspected the Multi- Facility Sports Centre,  Gindun,  near Joggers Park which is being constructed at a cost of Rs. 18 crore. The facility will provide world-class facility to the sports lovers. About Rs. 4.2 crore have been spent on this mega project so far.
During the inspection, it was decided to complete the Sports Centre in a phased manner for which Rs. 4 crore is being released during the current fiscal to complete the ongoing projects at the earliest.
Later, Mr. Nasir Aslam inspected the Joggers’ Park and identified the site for setting up of Amphitheater. He also issued instructions for making additional paths around the park.

Srinagar Army School breaks CBSE record
Achieves API of  200 for Class XII
             SRINAGAR, JUNE 01 – The Army Public School, Srinagar has broken all previous records this year by achieving Academic Performance Index (API) of 200 for Class XII in the recently declared Central Board of Secondary Education, New Delhi.
            According to the Principal of the school Sandeep K. Maratha, the school has stood first in Northern Zone this year which is also a record.
            The XII Class students of the school Tabina Javid has scored 90 percent marks in Science stream and Nahida Akhtar of the same class 82 percent in Commerce stream while Khurshid Ajaz and Falaz Mahajan of Class X have stood first securing 10 point CGPA and nine students of the same class have earned A1 Grade.
            Expressing happiness over the performance of the school, the management has extended felicitations to the meritorious students and parents assuring further academic and extra-curricular growth and development of the students attaining education in this prestigious school in which 40 percent students are from civil society.

SP Collage organize Mathematics Quiz
            SRINAGAR, JUNE 01:- The Department of Mathematics of Sri Pratap College organized a Mathematics Quiz, “Quality Mathematical Sciences” in continuation with the celebration of National Mathematical Year 2012 here today at College Auditorium.
The quiz was held in recognition of contribution made by three great mathematicians, Prof G. M. Qazi, Prof. G. M. Shah and Prof. M. L. Sad (QMS).  There were three students in each group. The quiz was spread over six rounds.
The special feature of the quiz was its presentation with due support of I.T. based power presentation. The questions were explained by the experts at the end of every round.
Prof. Nazir Ahmad Chirag acted as observer of the session. Prof. Asiya Siddiqi, Head Department of Mathematics presented the introductory note. Prof.  Tariq Ahmad Shikari was the quiz Master and Dr.  Kanwarjeet as score analyst.
The Principal of the college, Dr. Nazir Ahmad Gilkar presented concluding remarks on the occasion while as Prof. Siddiqi presented vote of thanks.

Dy CM for close monitoring of building permission violations
SRINAGAR, JUNE 01:  Asking for close monitoring of the commercial complexes, shopping   malls   coming up in and outside Srinagar city, the Deputy Chief Minister, Mr. Tara Chand underlined need for strict implementing the building permissions being issued by Building Operation Control Authority (BOCA) and warned a stern action against the field staff to be found responsible for any deviation.
The Deputy Chief Minister was reviewing the progress of the initiatives taken for beautification of Srinagar city besides rationalizing traffic system at an officers meeting held here today.
Principal Secretary, Housing and Urban Development, Mr. Suresh Kumar, Divisional Commissioner, Kashmir, Mr. Asgar Samoon, Deputy Commissioner, Srinagar, Mr. Baseer Ahmad, I.G.P, Kashmir, Mr. S.M.Sahai Vice Chairman, SDA, Farooq Renzushah, Vice Chairman, LAWDA, Mr. Erfan Yasin, Commissioner, SMC, Dr. G.N.Qasba and other senior officers were present on the occasion.
Deputy Chief Minister asked officers to issue building permissions keeping in view the provisions of Srinagar City Master Plan and traffic management system. He said with installation of traffic signals the traffic system has been improved to a great extent in civil lines area, adding the need is to create more parking facilities to further smoothen the system.
Mr. Tara Chand said the traffic system cannot be streamlined unless sufficient parking facilities are made available, particularly in Srinagar city. In this regard he asked concerned authorities to take necessary measures for creating more parking slots in the city.
The Deputy Chief Minister asked Commissioner, SMC to mobilize field functionaries and ensure that shopping malls or commercial complexes coming up will not violate the terms and conditions of building permissions granted to them. “It is responsibility of field staff to get it stopped and intimate the higher authorities about the deviation” said the Deputy Chief Minister, adding that divisional administration has been asked to provide necessary logistic support to SMC, LAWDA and SDA in checking illegal constructions in the city.

Instruction Manual finalized
CS orders strict compliance
             SRINAGAR, JUNE 01 –The high powered Committee headed by Chief Secretary, Madhav Lal today  finalized department specific instruction cum guidelines manual for transfer of power to panchayats with directions for strict compliance.  
The Chief Secretary had series of meetings with Administrative Secretaries in this regard to crystallize the recommendations towards empowering the panchayats into action. The Committee held detailed deliberations to address department specific issues regarding transfer of funds, functions and functionaries and to simplify the entire decentralization process for its easy adoption and implementation on ground. It also dwelt on the aspect of dovetailing of resources and effective collaboration between departments serving common interests.
            The departments will issue the instruction manual for the implementation of government orders issued from time to time for the empowerment of panchayats. 

Timing for Kargil-Leh bound vehicles re-scheduled
SRINAGAR, JUNE, 1:- As per government notification issued today the timing of vehicular traffic plying on Srinagar-Kargil-Leh National Highway has been rescheduled.
As per revised schedule all type of vehicles including the vehicles of Army and Para Military Forces should have to leave from Kargil at 4.00 am, from Drass at 6.00 a.m and from Gumri at 10.00 am so as to cross Zojila by 11.00 am.
Accordingly the Kargil and Leh bound vehicles have to cross Sonamarg at 3.00 pm.
However there should be no restriction for movement of light motor vehicles on the highway, the notification envisaged.

Stresses on importance of coordination to deliver excellent public service
            SRINAGAR, JUNE 1: Dedication and coordination among all ranks is imperative for delivering excellent public service and achieving goal of maintaining lasting peace in the State. Police headquarters has an important role to maintain coordination among all wings of Jammu and Kashmir Police Organization.
            This was disclosed by Mr. K. Rajendra Kumar, who is holding the charge of Director General of Police J&K. He was addressing the first meeting of senior police officers, after assuming the charge of DGP, at Police Headquarters here today. He said that Police Headquarters, being a direction office functions as a nodal office among the government and other law enforcing agencies and maintains coordination among these agencies. Result oriented decisions at higher level would enhance the working at grass root level and strengthen the Organization in its day-to-day functioning, said Mr. Rajendra.
            Emphasizing upon the importance of people’s cooperation, Mr. Rajendra said that security of the people should be our main concern for which all efforts should be made to maintain congenial atmosphere cross the State. Peace is imperative for development and prosperity and Jammu and Kashmir Police is committed to ensure sustained peace so that the people carry out day-to-day activities smoothly. He stressed upon the officers to make the field staff aware that public service should be our sole motive to gain their confidence which would lead us to more successes. He said that field staff, who are directly related with the public, have to play a vital role in building the image of the Organization by winning the hearts of public.
            Dwelling on strengthening professionalism and discipline, he said that Jammu and Kashmir Police has been ranked among the most professional police forces in the country, who’s jawans and officers have always faced different challenges with courage and fortitude. The tradition of discipline and history of sacrifices by the force should be preserved all costs to keep the flag of the force aloft. By the dint of dedication and valour, the force has enhanced its professional qualities and remained on forefront in public service in the times of peace and calamities, he added.
            The meeting also discussed arrangements made in connection with Amar Nath Ji Yatra-2012. The officers present in the meeting, apprised about the deployment of manpower, police bandbast, traffic and other arrangements made to ensue smooth and peaceful conduct of the Yatra.
            Mr. Rajendra asked the participants to define the targets on various fronts of policing and work with coordination to achieve goals within the prescribed period.

Div Com flagged off rally
                SRINAGAR, JUNE 01: The Divisional Commissioner, Kashmir, Dr. Asgar Hassan Samoon today flagged off a rally from Dalgate to Nehru Park. The rally was organized by M.E.T Senior Secondary School, Baghat. The main purpose of the rally was to develop a health society in a healthy environment. About 400 students participated in the rally.
            Speaking on the occasion, Div Com said that youth especially students can contribute a lot to defeat growing evils in society especially drug addiction and smoking.

Unauthorized USG Clinic & three Medical shops sealed in Chadoora
                BUDGAM, JUNE 01: On a tip off received from locals about illegal USG Clinic running in Chadoora Budgam, a special team lead by District Health Officer, Budgam, Dr. Nadeem Nazir under instructions of Chief Medical Officer, Budgam, Dr. Aleem-ud-Din today carried out a surprise check at the concerned spot and found the information correct. The team immediately sealed the USG Clinic and the Lab where it was illegally in operation.
            The team forwarded their action in the vicinity and found some medical shops were selling expired medicines. Pending enquiry cases under punishable offence has been initiated against the offenders.

District administration Budgam fixes the rate of bricks
                BUDGAM, JUNE 01: According to District Magistrate, Budgam, the rate for 1,000 bricks (A-Class) has been fixed Rs. 4,492 while as the rate for B-Class has been fixed as Rs. 3,100 per thousand in district Budgam.

Omar emphasizes protecting, promoting State’s identity
Pins hope in Khalid Bashir for excellence in activities of Academy
             SRINAGAR, JUNE 01 – Pin pointing the co-relation between tourism and culture, Chief Minister, Omar Abdullah Friday emphasized the need for dovetailing efforts to protect and promote State’s identity, cultural diversity, art, languages and history.
            “Department of Tourism and J&K Academy of Art, Culture and Languages should complement each others’ endeavours in protecting the State’s civilization to outside world”, he said and asked the duo to work out a 15-day cultural bonanza utilizing good number of amphitheatres available in Srinagar and other places in the Valley to showcase Jammu and Kashmir's cultural diversity and heritagte. “This would provide prospect to the large number of visiting tourists to know about the State’s identity, history, culture, tradition, heritage and pluralistic ethos and give considerable fillip to its promotion and protection”, he added.
            Speaking at an award giving function for excellence in literary translation, organized by J&K Academy of Art, Culture and Languages here, the Chief Minister said that Jammu and Kashmir is the land of rich cultural diversity, languages, art and traditions. He said the State has produced renowned literary personalities who have penned down popular and high class works in various languages spoken in Jammu, Kashmir and Ladakh regions.
            “There is a need to translate these works of prose and poetry in other languages and also translate the classic of different foreign languages into local ones to expand the ambit of readership for works of renowned authors and poets”, he said asking the Cultural Academy to make further headway in the translating discipline involving local writers in the field.
            Omar Abdullah said that the awards for excellence in literary translation have been introduced for the first time in the activities of J&K Academy of Art, Culture and Languages to encourage this discipline and provide larger canvas of variety literature to the readers. He said translated versions of great authors dealing with different subjects would not only enrich the local literature but provide opportunity to the people speaking different languages to read the translated versions of famous books.
            The Chief Minister said that his government has a roadmap for comprehensive development and promotion of State’s identity, history, culture, art, languages and pluralistic ethos through J&K Academy of Art, Culture and Languages. “We have thought of a well planned programme to give fillip to these activities and protect and promote these in the State and outside”, he said pinning hope in newly appointed Secretary of the Academy Khalid Bashir Ahmad Bhat that he would translate the government’s desire to see Cultural Academy attaining new highs in a reality.
            “I am hopeful that Khalid Bashir in his best capacity and calibre he has exhibited in the service career and as the head of various departments would give new energy to Cultural Academy to flourish and expand its activities”, he maintained.
            The Chief Minister told the Cultural Academy to organize Book Fairs and hold cultural programmes at various tourist places to provide opportunity to the visitors to by books authored by the writers and poets of the State and learn about Jammu and Kashmir and its cultural diversity. “This would also provide opportunity to the talented artists of the State to exhibit their talent and receive encouragement”, he said.
            In his speech, Minister of State for Tourism and Culture, Nasir Aslam Wani said that efforts of Departments of Tourism and Cultural Academy are being dovetailed to showcase State’s cultural richness alongwith its mesmerising natural beauty.
            Nasir said that the activities of Cultural Academy would be further expanded to promote and protect the State’s languages, art, culture, tradition and history.
            In his welcome address, Commissioner Secretary Tourism and Culture, Atal Dulloo presented the resume of the activities of J&K Academy of Art, Culture and Languages and gave detailed account of the new initiatives taken by the Academy for the promotion of State’s culture and art.
            Five renowned writers received the first ever excellence awards for best translations. These included Dr. Jatindra Udhampuri who received the award for Dogri translation ‘Do Gaz Zameen’, A. N. Dhar for ‘Country of the Soil’ (Engish), Gouri Shankar Raina for ‘Ranga Rajtarangini’ (Hindi), Darakshan Indrabi for ‘Zou As Peth Akh Rath’ (Kashmiri) and Mohammad Azeem Khan for ‘Rubaiyat-e-Iqbal’ (Pahari). Each award constituted Rs. 25,000 cash, a shawl and a citation.
            Deputy Chairman Legislative Council, Mohammad Yousuf Taing, Vice Chairman Pahari Advisory Board, Mushtaq Ahmad Bukhari, Commissioner Secretary Tourism and Culture, Atal Dulloo, Secretary Cultural Academy, Khalid Bashir Ahmad Bhat were present among a good number of literary persons and lovers of literature and art.
            The artists of the Cultural Academy sung the famous poem of Alama Iqbal “Mashriq Sey Ubertey Huey Suraj Ko Zara Dekh” in a beautiful composed musical background.

Omar participates in dinner hosted in honour of Kuldeep Khoda
             SRINAGAR, JUNE 01 – Chief Minister, Omar Abdullah participated in a dinner hosted last night in honour of former Director General of Police, Kuldeep Khoda who retired from service yesterday.
            Deputy Chief Minister, Tara Chand, Minister of State for Home, Nasir Aslam Wani, Advisors to the Chief Ministers, Devender Singh Rana and Mubarak Gul, Chief Secretary, Madhav Lal, Principle Secretary to Chief Minister, B. B. Vyes, In-charge Director General Police, K. Rajindera were present among others.
            Speaking on the occasion the Chief Minister highlighted the outstanding and meritorious service rendered by Mr. Khoda in various capacities and as the head of the Jammu and Kashmir Police Force. He wished bright and prosperous life to Mr. Khoda.

Govt committed to upgrade tourism infra in Valley: Tara Chand
Discusses issues connected with hotel industry with hoteliers
SRINAGAR, JUNE 01: Deputy Chief Minister Mr. Tara Chand today convened a meeting with the Association of J&K Hoteliers Club and discussed several issues connected with the development of Srinagar city and infrastructural facilities for the tourist across the Valley.
            Mr. Tara Chand said that Government was committed for the beautification of Srinagar city and all further construction activities will be under taken strictly as per the Master Plan, keeping in view the further requirements.
Referring to the development of Dal Lake, the Deputy Chief Minister said that work on Rs. 356 crore Dal cleaning project is  in full swing and dredging machines have been put in service round the clock. He said the government has already started the process of shifting of Dal dwellers in the new identified colonies as per the rehabilitation policy.
He issued strict instructions to SMC and SDA for initiating more steps to keep the Srinagar and peripheries neat and clean. He directed the officers of SDA to keep a provision   of shopping malls while establishing new residential colonies in the Valley.
The Hoteliers Association apprised the meeting that government should take immediate measures to expand the tourist infrastructure to accommodate heavy rush of tourists in the Valley. They requested the Deputy Chief Minister to acquire land in the peripheral areas for establishing new hotels and hutments for the tourists.  
The Association also stressed for reconsideration of tourist village from Cheshmashahi to Brein for creating tourist infrastructure. This project has not been taken in view of environmental point of view. They also called for allowing the facelift and necessary repairs to the structures around the Dal area to restore the beauty of the area.
Mr. Tara Chand assured the members that government would take into consideration all the genuine demands of the Association and address them in a phased manner. 
The meeting was attended by Vice Chairman LAWDA, Vice Chairman Srinagar Development Authority, Commissioner, Srinagar Municipal Corporation, Superintendent Engineer, LAWDA, Chairman J&K Hoteliers Club and other senior officers of concerned departments.

Detailed review done of all Yatra related arrangements
         SRINAGAR, JUNE 1 – After reviewing the pace of Yatra registration in various States, the Shri Amarnathji Shrine Board has released additional quota for Registration through those Bank Branches where the earlier allotted quota has been exhausted. Additional quota for on-line registration through the website of Jammu and Kashmir Bank has also been made available. These decisions were taken in context of the experience of 2011 Yatra when the allotted numbers had remained unaltered with certain Registration Centres while the demand at other Centres was relatively very high.
    These decisions were taken in a meeting held at Raj Bhavan today evening under the chairmanship of Mr. N. N. Vohra, Governor J&K, Chairman of the Shrine Board to review the to-date Registration status and all other arrangements being made for Shri Amarnathji Yatra 2012.
          Giving further details, the CEO, Mr. Navin K. Choudhary disclosed that while more than 2.55 lakh Yatris had registered to-date for the coming Yatra the quota for registration through on-line service as well as at 47 Bank Branches of J&K Bank had been exhausted. Potential pilgrims can now register themselves at these Bank Branches or on-line. The CEO stated that details of Bank Branches where registration will recommence are being made available on the website of the Shri Amarnathji Shrine Board.
          While addressing a meeting of officers who are being deployed as Camp Directors for the coming Yatra, the Governor emphasized that it is extremely important for them to personally inspect each and every arrangement being made at each Camp location and along the Yatra routes. The Governor asked these officers to particularly focus on sanitation in the area, cleanliness of toilets, proper treatment of sewage, effective collection of garbage, smooth water and electricity supply, and to personally monitor the medical care centres several times a day to ensure that oxygen and medicines are being made available to the Yatris, such care as they may require. It may be recalled that, for the forthcoming Yatra, 18 serving civil and police officers would be deployed at various Camp locations, to secure effective management of the pilgrimage.
          During the review meeting, the CEO informed that he had obtained the latest weather predictions for next seven days and there is every likelihood that for the next few days, the entire Yatra area would remain overcast, with intermittent rains. Observing that this is a setback and a matter of serious concern, the Governor directed the CEO to ensure that, as necessary, additional manpower may be deployed to complete all tasks on a war footing.
          Among others, the meeting was attended by Shri Preet Pal Singh, Additional Chief Executive Officer, SASB, Shri K. G. Bamba, General Manager (Works), SASB, Manager, Holy Cave, Shri B. D. Mengi and the Camp Directors S/Shri Amit Sharma, Manohar Lal Raina, Ashok Kumar Pandita, Tilak Raj, Rajnish Kumar, Ranjit Singh and Surinder Mohan.
          Later, in a separate meeting, the Governor discussed the security arrangements and deployment of Police Officers for the coming Yatra with the Acting DGP, Mr. K. Rajendra Kumar. It was agreed that a list of experienced Police officers, to be deployed for the Yatra, will be finalized in the next 2 days by the Acting DGP and the officers will assume their duties at the Yatra Camp locations next week, after being briefed by the CEO. The Governor directed the CEO to urgently convene a joint meeting next week of Camp Directors, Police Officers and representatives of all the concerned Departments to ensure timely arrangements and smooth coordination.

Hizb ridicules Police statement
‘If militants numbered, what are 7.5 lakh troops for?”
Srinagar, June 01 (VOS): Ridiculing the the outgoing police chief’s statement regarding the presence of numbered militants in state, militant outfit Hizbul Mujahideen on Friday questioned the logic behind the presence of  7.5 lakh troops in the state.
 “If Police is right in saying that only 247 militants are active in state, what are the 7.5 lakh military personnel doing here”, Hizb spokesman Salem Hashmi asked in a statement to VOS on Friday. He said that those responsible for the killing of innocent children and people should not talk of protecting people, businessmen and school children of the state. He said, according to him, only time will tell what the strength of militants in the state is.
Hashmi added that History stood testimony to the fact that those who were the stakeholders in ‘eliminating’ the militants and decorated their chests and shoulders with medals finally found their way, according to him, into the ‘dust bins.
“The days of occupation are now numbered, and India will meet the same fate as has the superpower in Afghanistan did”, asserted the Hizb Spokesman.(VOS)


Reports of Shah walking out of Hurriyat Executive meeting baseless: Mirwaiz
Srinagar June 01 (VOS):  Hurriyat Conference (M) led by Mirwaiz Umer Farooq has rejected the press reports which suggested that the senior Hurriyat leader Shabir Ahmad Shah had walked out of the Hurriyat Executive meeting held Thursday at Mirwaiz’s NIgeen residence. Hurriyat Conference has claimed that the leader had to leave the meeting on account of some health issue.
“The reports of Shah Sahab walking out of the meeting are baseless. We reject these press reports which are not based on facts”, Mirwaiz told VOS over phone. “He had some urinary infection, because of which he had to leave the meeting midway”, Mirwaiz said adding that such reports are only a misrepresentation of facts. 9500 persons disappeared in custody: Hurriyat(M)
Coming in support of the ‘International Week of Disappeared’, Hurriyat Conference (M) has said that at least 9500 people have disappeared in Kashmir during the last two decades after being taken into custody by security forces. Hurriyat Conference has also expressed solidarity with the families of disappeared persons and called for their honourable return.
While speaking at Jamia Masjid Srinagar during the Friday Congregation, the Mirwaiz castigated the government for its silence over the existence of at least 6000 unmarked graves. “We reiterate our demand for an impartial probe into these excesses and pledge to keep raising these issues until justice was done and facts were made public”, Mirwaiz said.
Referring to incidents like Chittisingpora, Pathribal, Machil and abduction and killing of foreign tourists, Mirwaiz castigated the government for what he calls, committing atrocities in the garb of militant outfits like Alfaran. “It has recently been revealed that the abduction and killing of foreign tourists and journalists had been done at the behest of government agencies. It should serve as an eye opener for international community”, Mirwaiz said.
On the occasion, Mirwaiz expressed his sympathies to the families of the victims in these incidents and said that the sacrifices offered in the way of the freedom struggle will not go in vain. “The sacrifices offered by people will not be forgotten and we pledge to take the struggle to its logical conclusion”, Mirwaiz added.
Meanwhile, on the occasion Mirwaiz rejected the press reports suggesting that DFP president Shabir Ahmad Shah has walked out of the Hurriyat Executive Meeting on Thursday, saying that he(Shah) had taken leave of the meet on account of his unwell health.

Srinagar June, 1: Calling for a judicial probe into the massive breach in the Lower Jehlum Hydel Project (LJHP) canal, Peoples Democratic Party leader Muzafar Hussain Beign Friday alleged that it had happened because of government’s policy of cronyism in allotment of development works.
In a statement issued here today senior PDP leader and former deputy chief minister Muzaffar Hussein Baig said there was an urgent need to probe the breach in LJHP canal that has been recently ‘repaired’ reportedly at a cost of Rs 27 crore. ”The probe should be conducted by a sitting judge in view of the substantial loss to the state involved in it”, he said.
Beigh also said that reports suggested that the breach that has resulted in the closure of LJHP which was costing the state an additional Rs 44 lacs everyday on account of production losses.
“The repair was actually launched only to benefit a particular person in true tradition of the National Conference which treats the state as a personal property”, Beigh alleged though a press statement here.
Beigh alleged the allotment of repair work was made in violation of norms and, according to him, the only purpose of it was to divert public money into private pockets. “The need for repairs in fact was a ‘manufactured’ one and highly questionable” he said.
The former deputy chief minister who represents Baramulla constituency in the Assembly where the scam has taken place, said the chief minister Omar Abdullah must come out with the facts of the case as he owed an explanation for the brazen loot of exchequer. He said as chief minister and as the minister of power Omar must explain this major setback to power sector which even otherwise has witnessed a sharp down turn ever since he took over the government.
Baig said there had always been a suspicion that the contract for repair to the LJHP canal was awarded to benefit the NC district president and its candidate in the last assembly elections. “Government’s silence on the issue would only confirm this suspicion”, he said.
“Though our party had from the very beginning raised voice against the scandalous allotment and substandard nature of work done, but the government in its arrogance never felt obliged to respond, much less stop this loot” he added.

Yasin Malik arrested at Banihal
Srinagar,  June 01 (VOS) :  Chairman, Jammu Kashmir Liberation Front Mohammad Yasin Malik was Friday arrested by police along with his accomplices at Jawahar Tunnel. Malik along with his party men Showkat Bakhshi, Noor M.Kalwal ,S. Ab.Rashid and five other JKLF leaders were detained by police at Banihal when they, according to JKLF spokesperson, where going for expressing solidarity with the families of 5 persons arrested at Banihal in 2002, whose whereabouts are not know till date.
According to a JKLF press handout, as Malik along with other leaders crossed Jawahar Tunnel, a police party waiting for them arrested them in order to prevent them from visiting the victims’ families and staging a protest there.
According to the JKLF spokesman, party leaders from Banihal which include Moulana Yaqoob Rabbani, Sheikh Nazir Ahmad, Gh Nabi Kashmiri, Mohammad Hanief and Professor Javed, had been detained by police Thursday evening to prevent them from publicity and preparations for Malik’s visit.
The JKLF spokesperson condemned the government for arresting Malik and his associates. ”Despite its tall claims of democracy and transparency, the government is using force against our leaders from carrying out their peaceful programmes”, he said.
Castigating the state government for its alleged oppressive tactics, the JKLF spokesperson said that the state government is trying to suppress people’s voices by force. “Rather than making tall claims, the Chief Minister and his so called government must stop suppressing people’s voices through an iron hand”, the spokesperson said.
Meanwhile, according to the JKLF spokesperson, Malik had been detained and lodged at some unknown location.

Mujahid Manzil to become centre of political activity: Omar
Srinagar, Jun 1 (VOS): National Conference Working President Omar Abdullah on Friday said that Mujahid Manzil in the downtown Srinagar will be made functional, continuing the tradition of Sheikh Mohammad Abdullah to conduct weekly Friday party meetings there.
According to the Party Spokesman Tanvir Sadiq, the Chief Minister and working president Omar Abdullah while participating in the weekly Friday meeting said that historical Mujahid Manzil at Zaina Kadal in the old city will again hustle and bustle with political activity. He said the Friday meetings will again be started from Mujahid Manzil because the culture started from there.
“I will be happy the day we have such meetings at the Mujahid Manzil where Sheikh Sahib had initiated this culture into our party”, working President Omar Abdullah said while addressing party workers of Srinagar district. He added that that he will personally monitor these meetings and ensure that he attends them to get feedbacks from partymen to improve the relations between the government and the party.
Omar said that he would direct all the party Ministers and MLA’s to participate in the Friday meeting so that better co-ordination is achieved between the grass root workers and the party high command.
The party’s working president in his Maiden speech after becoming the working president said that the party has the aim and the agenda of Sheikh Mohammad Abdullah and we have to ensure its implementation
“I am a loyal soldier of the party which has the teachings of Sher-e-kashmir, he has shown us the path and I am trying to follow his footsteps” said Omar adding that “I will be successful only if you all work together in realizing the dreams of Sheikh Mohd Abdullah”
Accepting the demand of party workers the NC working president said that he will ensure that the party elections are conducted immediately after consultations with the senior party colleagues
“We will have the party elections very soon, I will discuss it with Nazir Sahib and people among you will be office bearers who will and should ensure that the party reaches out to the masses and highlight the party polices” said Omar
Omar said he stands committed to conduct Municipal election and even though he wanted to conduct the elections in February, March but due to the delay in the technicalities of the election department it couldn’t be realized
“I am committed to conduct the election to all municipal corporations and committees, I will ensure that they are conducted after the BDC elections are complete” said Omar “The People related to trade and tourism had a lot of reservations and I didn’t want them to suffer” said Omar

Shabir Shah kept under house arrest
Srinagar June 01 (VOS):  Senior Hurriyat Conference leader and Democratic Freedom Party President Shabir Ahmad Shah has been kept under house arrest at his party headquarters in Srinagar. According to a party press release, Shah was scheduled to address a public gathering at Tral town after Friday prayers. However, according to the party chief spokesperson, Shah was detained at his party headquarters and prevented from going to Tral.
Democratic Freedome Party spokesperson has condemned the government action against Shah. “Stopping him from carrying out his political activities is dictatorial and against the character of democracy”, the spokesperson said, adding that through such actions, the government cannot curb the aspirations of Kashmiri people.
Expressing grief over the Wullar tragedy which had claimed 22 innocent lives, the spokesperson alleged that the life of a common Kashmiri holds no value in the eyes of the Indian government. “If they valued the life of a Kashmiri, the killers of innocent children would not have been roaming free”, he added.
The party also strongly condemned the continued house arrest of its leader calling it the worst possible violation an individual’s democratic and human rights.

KCEU raises AFSPA with UN High Comr. on Human Rights
Srinagar June 01 (VOS):  Continuing its efforts for raising rights violation in Kashmir across the globe, KCEU Thursday met the United Nations High Commissioner for Human Rights, Navanethem Pillay. Barrister A. Majid Tramboo, the Chairman of the Kashmir Centre EU discussed and pushed for the High Commissioner to raise the issues of ratifying the Convention Against Torture, failing to ratify the Convention for the Protection of All Person from Disappearance, a lack of responses to human rights cases submitted by the Office of the High Commissioner for Human Rights (OHCHR), restricting the internet, failing to protect human rights defenders, failing to protect journalists, and failing to abolish the death penalty, and the unmarked and mass graves with the Indian Government as put forward during the UPR of India. This was stated in a press release issued by the KCEU.
The High Commissioner stressed on the importance of the Non-Governmental Organizations contributions on the promotion and protection of the human rights universally, and continued need of the NGO community to remain in close contact with her offices.
Following the lunch, Barrister Tramboo interacted with Mrs. Pillay and brought up the serious issues of human rights in India, particularly in Indian Held Kashmir. He drew the attention of the High Commissioner towards the Indian draconian laws particularly to the Armed Forces Special Powers Act (AFSPA), which extends overwhelming impunity to the armed forces and paramilitary forces for perpetrating gross human rights violations, especially Kashmir.
Barrister Tramboo expressed his utter disappointment to exempt perpetrators from the responsibility and to go unpunished under this law. He cited a very recent case which was brought before the Supreme Court of India, known as Pratihbal case in which the Indian Boarder Security forces personnel had killed 5 innocent Kashmiris in a fake encounter but enjoyed the impunity under the AFSPA. The Supreme Court regrettably upheld that impunity.
Barrister Tramboo also raised the issue of having adopted 169 recommendations by the Working Group of the Universal Periodic Review (UPR) on India, which clearly recommend India to repeal AFSPA and ratify the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and its Optional Protocol; the International Convention for the Protection of All Persons from Enforced Disappearance and the Statute of the International Criminal Court. India has been asked to implement the recommendations of the Special Rapporteur on Human Rights Defenders, which calls upon India, among other recommendations, to hold an independent and impartial investigation on unmarked and mass graves which exist in Indian Held Kashmir.
“The High Commissioner assured him that her team in the Rule of Law, Equality and Non-Discrimination Branch, will look into this matter and carefully study the recommendations of the Working Group”, the press release added.

PDP dissolves Zone committees

Party president       Mehbooba Mufti took the step on the recommendations of Mohammad Ashraf Mir, District President P.D.P Srinagar. “PDP District President of Srinagar, will be incharge of these zones till reorganization of these Zone Committees”, the spokesperson of the party informed through a media handout.


HM militant apprehended in Sopore
Srinagar, June 01: In a joint operation by Sopore Police and 29 RR a Hizbul Mujahideen militant Hilal Ahmad Peer son of Ghulam Mohammad resident of Banner, Baramulla was apprehended at Wagab Tarzoo, Sopore
According to police sources an AK 47 rifle, three AK magazines, fifteen rounds of AK ammunition and three Chinese grenades were recovered from him.

3 structures damages in fire
Srinagar, June 01: Fire broke out at the Government Middle School Bagh-e-Mehtab, Srinagar located in a two storied house, resulting in damage to the roof of the building. Second storey the building got partially damaged. However, no loss of life or injury was reported in this incident. The building is owned by Ali Mohammad Bhat son of Abdul Khaleel resident of Machwa.
In another incident, fire broke out in the house of Mohammad Ishaq Kasana son of Kalu resident of Kachnad , Nadsangar, Anantnag. The house got partially damaged.
In another incident, during the intervening night of 31/01.06.2012, fire broke out in the cowshed of Jehangir Ahmad Bhat son of Mohammad Abdullah resident of Kachad Mohalla, resulting in partial damage to the cowshed.

5 Injured in road mishaps
Srinagar, June 01: Five persons were injured on Friday in different road accidents across the Kashmir Valley.
Today a Honda Car bearing registration number JK01R/8668 was hit by a CRPF vehicle at Lal Mandi Crossing, Srinagar, resulting in injury to the Honda Car driver Ghulam Mohammad Malik son of Habibullah resident of Wuyen Pampore. The injured was shifted to hospital for treatment. CRPF vehicle fled the spot. A case has been registered in this regard.
In another accident a collision took place between SSG 407 vehicle bearing registration number JK01L/4072 and Tavera bearing registration number JK01Q/6327 at Lower – t- Crossing near Police golf crossing, Srinagar, resulting in injuries to four persons. The injured were hospitalized.

Women held with Charas
Srinagar, June 01: Two women were arrested by police after Charas was recovered from their possession. Hafiza Begum age 30 years wife of Manzoor Ahmad Handroo resident of Bemina, Srinagar and Fameeda Begum age 27 years wife of Firdous Ahmad Sheikh resident of Qamarwari, Srinagar were arrested by police at Sangam Chowk and recovered 600 grams of Charas from their possession.

Man consumes poison in Kupwara
Srinagar, June 01: Tariq Ahmad, 24 year old son of Mohammad Sadiq resident of Kralpora consumed some poisonous substance at his home. The boy was shifted to Sub District Hospital, Kupwara for treatment. A case has been registered in this regard. 

Man held with Brown Sugar
Srinagar, June 01(VOS): Police has apprehended an alleged drug peddler at Awantipora and recovered 600 gms of Brown Sugar from him.
According to police sources, On a tip off, Awantipora police after establishing a special Naka at Batagund crossing arrested one Ghulam Nabi Beigh son of Abdul Ahad resident of Lurgam-Tral. Upon frisking, about 600 grams of brown sugar were recovered from his possession, police sources said.
According to police, during questioning the person revealed his involvement in drug trafficking in the area.
Police has registered an FIR in the case expects more recoveries and arrests in the near future.

JK Bank inaugurates EC, ATM at Solina
Srinagar, Jun 1 (VOS): In an endeavour of further strengthening the chain of its units in the valley, J&K Bank Friday inaugurated a state-of-the-art Extension Counter and ATM at Commercial Tax Complex Solina.
Commissioner Sales Tax Kifayat Hussain Rizvi inaugurated the Extension Counter of Bank’s B/U Old Secretariat in presence of J&K Bank President & Zonal Head Bashir Ahmad Lone, Vice President Abdul Rashid Shigan, Head Marketing Team Vaqar-ul-Mulk Nazki, Deputy Commissioner Sales tax department and bank’s customers.
The on-site ATM was commissioned to public by the Bank’s President B A Lone.  
J&K Bank B/U Head Old Secretariat Ajaz Ahmad Bhat and Incharge E/C Mohammad Ashraf Bhat were also present on the occasion.
Extending gratitude towards the Bank management for opening the counter at CT Complex Commissioner Sales Tax said that the counter would hopefully bring relief to the people especially tax payers and employees of the department.

AMK welcomes new Secretary for Cultural Academy
‘Rejuvenate the defunct Kashmiri section’
Adbee Markaz Kamraz (AMK) has welcomed the appointment of Secretary for the J&K Academy of Art, Culture and Languages (JKAACL) hoping that Mr Khalid Bashir will give fillip to cultural  and literary activities in the State. “Though government wasted a lot of  time in deciding about the Secretary for JKAACL which was ominous for the State’s literary scene, but now we hope that the new Secretary will accelerate the efforts of  promotion and preservation of arts, culture and literature in Jammu & Kashmir,” AMK said.

Referring to the defunct Kashmiri language section of the JKAACL, AMK president Dr Aziz Hajni said the new Secretary is expected to realise the importance of the issue and will put his efforts to rejuvenate the Kashmiri section. “Kashmiri section has not been working in tune with the requirements of promoting the Kashmiri language and literature, the mother tongue of the majority of the State,” Hajni maintained.
Expressing its anguish over the efforts by some sections of the current dispensation to curb and control the JKAACL which is constitutionally an autonomous body, AMK  reiterated its stand that autonomy of the JKAACL should not be compromised and it should work independent of any department or ministry of the government. AMK hoped that new Secretary will work towards strengthening the autonomy of the JKAACL as is prevalent in rest of India where all literary and cultural academies work independently despite the funding from the State and Central governments. “AMK will extend all support and co-operation to the Secretary in the efforts of promotion and preservation of Kashmiri language, literature and culture in the State,” AMK maintained.

of Art, Culture &  Languages (J&KAACL) and Urdu Academy J&K Chapter,
is organizing first ever nine-day national level Book Fair from June
02nd to 10, at S. P. College, Srinagar.
Addressing a press conference here on Friday, Director National Book
Trust (NBT) India Shri Mohammad Abdul Sikandar informed that the
Srinagar book Fair is scheduled to be inaugurated by J&K Chief
Minister Shri Omar Abdullah on Saturday. State Higher Education
Minister Shri Abdul Gani Malik, former J&K State Cultural Academy
Secretary & eminent writer Shri M.Y. Taing, Vice –Chancellor Kashmir
Universality Prof Talat Ahmad, Prof Manoj Das, eminent writer and
author, besides a galaxy of writers, authors, students and people of
literary taste are also participating in the inaugural function.
In reply to a question Shri Sikandar informed that 110 publishers,
book sellers and literary organizations from various parts of country
including 20 from J&K state are participating in the fair. Besides,
180 stalls showcasing books and other publications mainly from Urdu,
Kashmiri, Punjabi, Hindi and English, will be put up during the nine
day book fair.
Director NBT said that the Trust has also planned a series of literary
events for children and book lovers with the support of Sahitya
Academy and local organizations and agencies, during nine day Book
Fair. He said the Srinagar Book Fair is being organized by NBT this
year after receiving good response and encouragement from last year’s
NBT Exhibition which had been organized in collaboration with Urdu
Academy, J&K chapter.
Shri Sikander said that the aim of organizing this book fair is to
encourage promotion of books and the habit of reading among the youth
and children in J&K state especially Kashmir. He said NBT India has
also planned some more literary activities in the State during coming
months.

Secondary & Higher Education, Ministry of HRD, Govt of India,
established in 1957. The major activities of the Trust include

School Stamp Show-2012 inaugurated at Mallinson & Tyndale Biscoe
School, Srinagar’

Mallinson School is celebrating its 100th anniversary during this
year.  As a fitting tribute, the philately exhibition was organized in
the School.  School Stamp Show-2012 was inaugurated today at Tyndale
Biscoe and Malinson School, Srinagar by Shri John Samuel, Chief Post
Master General, J&K Circle along with Shri Parvez Samuel Koul,
Principal, Tyndale Biscoe & Malinson School.  This is a unique
initiative launched by Department of Posts to encourage the school
students to take the hobby of Stamp collection. This exhibition of
rare stamps is being held at various schools in Srinagar during May
2012.
This exhibition displays more than 5000 rare stamps from India and
abroad. Stamps on Lady Diana, Harry Potter, Animal Kingdom, special
cover collection are major attractions. Shri John Samuel at the launch
of School Stamp Show announced that this exhibition was held at 12
schools and at NIT during the month of May.  A large number of
children from Tyndale Biscoe & Mallinson School, Srinagar have shown
interest in Philately.
The grand finale of School Stamp Show will be held for two days at
Delhi Public School, Athwajan Srinagar on 1st and 2nd June, 2012.
Stamps from various schools will be exhibited during the grand finale.

“New Staff members will be recruited”

New Delhi, June 01, 2012

J&K Postal Circle has shown considerable growth in business during the
last year.  The Post Office Savings Bank, J&K has grown by 40%,
highest in the country.  The mail services, parcel services, speed
post etc. has grown up by 23% in the last year.  With such an
increase, to build the business people, J&K circle will be recruiting
more than 200 staff members across the state within next 3 months.
Shri John Samuel, Chief Postmaster General, J&K Circle stated that in
Kashmir region more than 100 Gramin Dak Sevaks staff members will be
recruited and will mostly serve in the rural areas.  The recruitment
process will be done by the concerned Divisional Superintendents and
the advertisement shall be made in the local news papers as well as
through employment exchanges of the concerned districts. The selection
will be based on merits.

Shri John Samuel also announced that 5 percent of the vacancies will
be filled from Sports quota. Those who have represented in state level
will be eligible.  Apart from this, eight vacancies will be filled
from Physically Handicapped quota and there will be reservation for
the SC/ST quota also. [VOS]

Israel doomed to extinction: Iran cleric

A senior Iranian cleric says Western efforts to strengthen the Zionist regime by arming terrorists in Syria are futile as Israel’s expiration date is overdue and it is doomed to extinction.


The six-point peace plan for Syria put forward by the UN-Arab League envoy Kofi Annan was making good headway until the Western world started arming terrorist groups in the country in a bid to support Israel, Tehran's interim Friday Prayers Leader Hojjatoleslam Kazem Seddiqi said.

Since the Muslim nations of the region are all enemies of the Zionist regime of Israel, they must unite against this cancerous tumor, he added.

Seddiqi further touched upon the recent negotiations between Tehran and the P5+1 group - Britain, China, France, Russia, and the United States plus Germany - in Baghdad and said Iran did not retreat from its position despite all the pressures by the West.


Iran has an inalienable right to peaceful nuclear technology, he stressed.

Iran and the P5+1 held three sessions of plenary talks in Baghdad on May 23 and 24 after an earlier round of negotiations in the Turkish city of Istanbul in mid-April.

The two sides agreed to hold another round of talks in Moscow from June 18-19. 

Obama ordered Stuxnet cyber attack on Iran: Report

A US daily has revealed that President Barack Obama secretly ordered a cyber attack with the Stuxnet computer virus against Iran to sabotage the country’s nuclear energy program.


“From his first months in office, President Obama secretly ordered increasingly sophisticated attacks on the computer systems that run Iran’s main nuclear enrichment facilities, significantly expanding America’s first sustained use of cyber weapons,” The New York Times quoted “participants in the program” as saying on Friday.

The report added that the offensive was part of a wave of digital attacks codenamed “Olympic Games.”


“Mr. Obama decided to accelerate the attacks - begun in the Bush administration and code-named Olympic Games - even after an element of the program accidentally became public in the summer of 2010 because of a programming error,” the report added.


The US daily also confirmed that the Stuxnet virus was created with the help of a secret Israeli intelligence unit.

Stuxnet, first indentified by the Iranian officials in June 2010, is a malware designed to infect computers using a control system favored by industries that manage water supplies, oil rigs, and power plants.

In July 2010, media reports claimed that Stuxnet had targeted industrial computers around the globe, with Iran being the main target of the attack. They said the country's Bushehr nuclear power plant was at the center of the cyber attack.

However, Iranian experts detected the virus in time, averting any damage to the country's industrial sites and resources.

On Wednesday, Head of the Information Technology Organization of Iran Ali Hakim Javadi said the country’s experts have managed to produce antivirus software that can spot and remove the newly detected computer virus Flame, which experts say is 20 times more powerful than the Stuxnet virus.

Israeli Deputy Prime Minister Moshe Ya'alon strongly hinted Tuesday that Tel Aviv was involved in creating the computer virus to sabotage Iran’s nuclear energy activities.

Ya'alon expressed support for the creation of the virus and similar tools, arguing that it was "reasonable" for anyone who sees Iran as a threat to take such steps. 

British Labour wins by-elections with spectacular gain from Tories

Britain’s Labour Party has made fresh achievement in the latest council by-elections with a spectacular gain from Tories in north London's Barnet Borough.


Party candidate Andreas Ioannidis triumphed on a big swing at Brunswick Park.

The ward, as in the rest of the borough, showed substantial split voting in the May 3 London mayoral and assembly elections with a majority for Tory mayor Boris Johnson, but also a lead for Labour ex-MP Andrew Dismore in the Barnet and Camden constituency contest.

The squeeze on Liberal Democrats, already evident in the capital earlier in the month, tightened in the by-election.

Labour also surged to a close second place in Redhill and Northbourne at well-heeled Bournemouth Borough.

Lib Dems, who won two of the ward's seats last year, slumped into third place.

Analysis of eight comparable contests during the month - following the May 3 main polls - suggests a 6.2-percent projected nationwide Labour lead over Tories.

A calculation based on five wards fought both times by all three major parties gives a line-up of: Lab 40 percent, C 34 percent, Lib Dem 11 percent.
