Jora reviews Action Taken Report on HLC recommendations of Amarnathji Yatra
Directs for completion of all arrangements well before start of yatra
            SRINAGAR, JUNE 07:-Underscoring the need for ensuring all preparedness well before commencement of forthcoming Amarnathji Yatra at Phalgam and Baltal base camps besides enroute to the cave and other transit camps at National Highway, the Minister for Tourism and Culture, Mr. Nawang Rigzin Jora urged upon the concerned authorities to complete all works recommended by High level Committee (HLC) of Shri Amarnathji Yatra well in time for convenience of visiting yatries.
            Chairing a high level officers meeting convened to review the status of Action Taken Report on the recommendations of HLC, the Minister asked the concerned authorities to mobilize their field agencies and maintain close coordination for ensuring all arrangements before commencing of forthcoming Shri Amarnathji Yatra.
            Minister of State for Tourism, Culture and Home, Mr. Nasir Aslam Wani was also present in the meeting.
            Principal Secretary to Chief Minister Mr. B.B.Vyas, Principal Secretary Home, Mr. B.R. Sharma, Principal Secretary to Governor and Chief Executive Officer of Shri Amarnath Ji Board, Mr. Naveen K. Chowdhary , Commissioner Secretary Tourism and Culture, Mr. Atul Dulloo, Commissioner Secretary R&B, Mrs. Tanveer Jehan, Divisional Commissioner Jammu, Mr. Pardeep Gupta, District Development Commissioner Anantnag, Mr. Farooq Ahmed Shah, District Development Commissioner Ganderbal, Mr. Showkat Ahmed, Director Tourism, Kashmir Mr. Talat Parvez, Director Tourism Jammu, Mr. R.S. Mehta, Director Health Services, Kashmir Dr. Saleem and Chief Executive Officer Pahalgam Development Authority, Mr. Altaf Hussain were among other senior officers who attended the meeting.
            The meeting reviewed pace of  progress  of various works like construction of impregnable gates at Chandanwari and Domel, upgradation of existing Rangamorh-Baltal-Domel road, widening and improvement works along Chandanwari-Holy Cave, establishment of transit camps along national Highway from Lakhanpur to Sonamarg and Pahalgam, establishment of Shelter units at various locations along  yatra routes, strengthening of drinking water supply at Baltal, Panjtharni, Sheshnag and Holycave Camps, besides strengthening of electricity infrastructure and health care facilities being carried out by the concerned departments to facilitate the yatries.
            The Concerned officers gave detailed appraisal to the Minister about the status of the works being carried out through their departments and assured that all under execution works especially under critical sectors are being completed within stipulated time frame for convenience of yatries.
            The Meeting was assured that adequate medicare arrangement is being ensured at all yatra camps from Baltal and Phalgam routes.

Rs. 75 Cr. budgetary support for reviving of PSUs: Slathia
Vows to restore Pristine glory of Silk Industry
JKI, poised to achieve threefold increase in production
            SRINAGAR, JUNE 7: Re-affirming that all the available resources will be pooled to restore the pristine glory of State’s world famous Silk Factory, Mr Surjit Singh Slathia today said that a budgetary support of Rs. 75 Cr has been earmarked for the current fiscal to revive sick public sector undertakings (PSUs), which includes Rs. 26 Cr to settle claims under Voluntary Retirement Scheme (VRS) and Golden Handshake (GHS) Schemes.
            Addressing a gathering of employees and workers of Government Silk Factory, Rajbagh, Srinagar today, Mr. Slathia said intricate craftsmanship of the State is unparalled which would be preserved and promoted at all costs. He said Kashmiri Silk fibre is known throughout the globe for its lusture, purity and fineness adding that a State of art silk Show Room is being constructed at Rajbagh, at a cost of Rs. 85 lacs to provide plateform for Silk weavers and traders to showcase and sell silken products to the tourists visiting the State. The Showroom, which will be a blend of traditional cum modern architecture, is expected to be commissioned by the chief Minister, Mr. Omar Abdullah by ending this month, Mr. Slathia added. He called for strict enforcement of quality control measures to check sale of spurious silk and other Handicraft products.
            Mr. Slathia while appreciating the management of the Jammu & Kashmir Industries Limited (JKI) for bringing improvements both in production and revenue generation levels, asked the workers to continue their efforts with further devotion and dedication, so that the Corporation to improve its profitability graph on sustained basis. He said profitability of the Corporation was key for extending benefits of the 6th Pay Commission to its employees and workers. He asked the workers to work unitedly with utmost discipline to protect the JKI from losses adding that “Silk Factory was their own property and they shall have to safe-guard it for their own benefit”. He assured the workers and employees of the Corporation that their service interests would be safe-guarded optimally.
            Referring to the tangible improvement in the performance of the JKI, Mr. Slathia said, it was heartening to note that the Corporation has completed targets viz-a-viz production of fibre and revenue generation that depicts that workers have firmed up their mind to restore the past glory of Silk Industry in the State.
            The Minister also inspected the upcoming Silk Show Room and instructed the architect to complete the complex by 15th of the current month. About Rs. 80 lac have already been incurred on it so far.
            The Managing Director JKI, Mr. Javed Iqbal accompanied the Minister during his inspection to the Silk Show Room. He apprised the Minister that as against the production of 6000 Mtrs. of Silk in 2010-11, the factory has produced 45,000 Mtrs. of Silk in 2011-12 and adding that after the implementation/upgradation proposal, the Factory is poised to produce more than 1.50 lac Mtrs. during the current financial year.

Azad announces Rs. 37 cr for SKIMS, Rs. 6 cr for SMHS cancer centre
SRINAGAR, JUNE 07: The Sher-i-Kashmir Institute Medical Sciences, (SKIMS) Soura would get Rs. 37 crore for further strengthening the healthcare facilities from the Union Ministry of Health & Family Welfare.
 This announcement was made today by the Union Minister for Health and Family welfare Mr. Ghulam Nabi Azad, during his visit to the institution. He further announced Rs. 6 crore for procurement of upgraded and latest diagnostic equipments to Department of Oncology, Cancer Centre at Shri Maharaja Hari Singh (SMHS) hospital, Srinagar.
Minister for Medical Education Mr. R S Chib was accompanied the Union Minister during the visit.
The Union Minister who was on the tour of the state to take stock of the healthcare facilities in the state, asserted that Union Government would provide all possible financial assistance  to the state Government for modernizing and upgradation of health care sector, adding that in this regard so far liberal financial assistance have been provided to the state.
Earlier, Mr. Azad visited SKIMS, Soura and inspected various wards of the premier health institution. He interacted with patients and enquired about the medical facilities being provided to them in the hospital. During his visit, some individuals also met him and apprised him about the problems being confronted to them in the hospital. They demanded additional beds in emergency ward and establishment of additional latest diagnostic equipments for the convenience of the patients.
Chairing high level meeting of officers in SKIMS, the Union Minister said that the capacity of Students for SKIMS, Medical College, Bemina would be enhanced to 100 from existing capacity of 50 students. He sought proposal from Director, SKIMS for conversation of Advanced Trauma Centre into Poly Trauma Centre for making it resource centre. He also directed for formulation of proposal for establishment of full fledge cancer ward in the institute.
Meanwhile, Mr. Azad visited under construction building of up-coming Super-specialty hospital and took stock of the pace of construction work on the project. He asked the executing agency to accelerate the pace of construction work so that it could be completed by the end of this year and could be commissioned for the benefit of people. 
Later, the Union Minister visited Shri Maharaja Hari Singh Hospital and took stock of the functioning of the hospital. He went round various wards including emergency ward, emergency surgical ward and Radiation Oncology block, a Cancer centre established in the hospital. Interacting with the patients, he said that free medicines and diagnostic facilities would be provided to the patients belong to BPL category provided the certificate should be issued from a competent authority.
Briefing media, Mr. Azad said that the Union Government has sanctioned Rs. 37 crore upgradation of infrastructure and procurement of latest diagnostic equipments for SKIMS. He also announced Rs. 6 crore for further strengthening the existing Department of Oncology, Cancer Centre at Shri Maharaja Hari Singh Hospital, Srinagar. He said certain latest diagnostic equipments and required services have already been introduced in the centre for the treatment of patients suffering from fatal disease cancer. He said the government is also working for the establishment of another cancer centre for the facility of the cancer patients in the valley.
Among others, Union Joint Secretary, Health & Family Welfare Mr. Vishwas Mehta, Union Additional Secretary, Health & Family Welfare Mrs. Anuradha Gupta, Secretary, Health and Medical Education, Mr. M K Dwevidi, Director, SKIMS, Dr. Showkat Zargar, Principal, Government Medical College, Srinagar, Dr Qazi Masood, besides other senior officers of the department accompanied the Union Minister.

HSRP System from this month: Akhoon
Department earned Rs. 120 crore last year
            SRINAGAR JUNE -07:  Minister for Transport and CAP&D, Qamar Ali Akhoon has said that High Security Registration Plate (HSRP) System would be introduced during this month in the State which will help in curtailing theft and misuse of vehicles besides bringing efficiency in the traffic system.
            This was disclosed by the Minister while reviewing the functioning of transport department at an officers meeting here today.
            Principal Secretary, Transport, Mr. Sudhanshu Panday, Transport Commissioner, Meraj Ahmad Kakroo, Director State Motor Garages, G.N.Sofi, Managing Director, STRC, Mr. Tandan, RTO, Kashmir, Mr. Anees Ahmad besides district officers of the department were present on the occasion.
            Mr Akhoon asked the officers to make accountability and transparency more effective in their respective units and ensure that public grievances are addressed quickly. He directed them to speed up the computerization process of the records and ensure that the work is completed as per the schedule.
            Mr. Qamar asked officers for carrying out regular checks of the vehicles so that loading, rash driving, wrong-lane and teenage driving which are the main causes of the accidents can be stopped besides bring traffic discipline in the State.  “There are sufficient laws to fight this menace”, said the Minister and asked for launching a massive drive against traffic law violators. He asked officers to organize public awareness camps on district headquarters to sensitize people about the benefits of abiding traffic laws and repercussion of its violations.
            Underlining need for bring down the graph of losses, The Minister asked MD, STRC to work and improve the functioning of the department particularly in the mechanical workshops where vehicles, coming for repairs and replacement, are kept months together unattended. He asked him to get all condemned vehicles auctioned immediately after declaring them un-serviceable to get best bid value.
            The Minister instructed officers to start construction work of district offices where land has been acquired and also accelerate land acquiring process in the rest of the districts.
            Principal Secretary asked the officers to implement Management Information System (MIS) in their respective units which can give real picture of income and expenditure.
            Earlier, Transport Commissioner gave resume of the functioning of the department and highlighted the initiatives taken to improve over all functioning of the department besides brining traffic discipline on the routes.   He said the department has generated revenue of Rs. 120 crore during last year, adding the computerization of office records, especially driving licenses, would be completed and put on public domain by August this year.

Rather inaugurates Rs. 5.40 crore State of Art Guest House at Kashmir University
Assures full support for its academic plans
            SRINAGAR, JUNE 7:- Maintaining that Universities are the real builders of Nations, the Minister for Finance & Ladakh Affairs, Mr. Abdul Rahim Rather today assured full support of the Government to the Kashmir University for carrying forward its academic activities adding that the University, besides its expansion plans, should also focus on further improvements in quality of education.
            “In view of difficult topography of the Kashmir division including Ladakh region, opening of new University campuses was need of the hour, but quality of education should be the main focus”, Mr. Rather said while speaking to an impressive gathering of academicians, faculty members and Deans, after inaugurating a State of art “Sheikh Himza Mukhdoom (RA) Guest House” at Kashmir University today. He lauded the University authorities for opening its campuses in for flung areas like Leh, Kargil and Kupwara adding that it would provide opportunities of high education to the poor students also. He asked the University authorities to move forward with its academic programmes and policies assuring that availability of funds shall not be allowed to come in the way of its plans. “where there is will there is a way”. Mr. Rather said adding that revenue resources get automatically mobilized when the objective is sincere.
            The 3-storyed Guest House constructed at a cost of Rs 5.41crore on 8600 sft plinth area has 36 General rooms, 4 VIP suits, and a Dining cum Recreation Hall.
            The Minister said that the new Guest House would provide better accommodation facilities in a congenial atmosphere to the scholars and researchers visiting Kashmir in tune with the rich traditions of State’s hospitality.
            Mr. Rather assured the Vice-chancellor, Mr. Talat Ahmed that their request for exempting Rs. 5 crore stamp duty for registration of 300 kanals of land acquired for University expansion would be favourably considered just as outright assistance was provided to the University by him at the time of acquiring this land earlier.
            Mr. Talat Ahmed, in his welcome address, thanked the Finance Minister for extending outright support to the University for carrying forward its academic activities from time to time. He pleaded for whole hearted support of the Government to help the Kashmir University with stand growing stiff competition in the wake of establishment of new Universities including Central University of Kashmir, which gets grants directly from the centre.
            Speaking on the occasion, the Registrar  the Kashmir University, Syed Fayaz, said that the Kashmir University is moving forward both at quality as well as consolidation levels, faculty development, physical infrastructure development, academic and research plans. He said more than 100 colleges are functioning under the University  adding that projects worth Rs. 350 crore are in pipeline which are aimed at to provide better and congenial academic environment to the students.

Directs distt admn to identify pvt accommodation for Migrants
 SRINAGAR, JUNE 07:  As a part of continued efforts of Omer led government to provided every basic amenity to the Kashmiri migrant employees, the Minister for Revenue, Relief and Rehabilitation, Mr. Raman Bhalla on Thursday visited Mattan Migrants Transit camp and inspected the facilities being provided to the migrant employees in the complex.
The Minister was accompanied by the District Development Commissioner, Anantnag, Mr. Farooq Ahmed Shah, Relief and Rehabilitation Commissioner, Mr. R. K. Pandita, Additional Deputy Commissioner Anantnag, Mr. G. M. Dar, senior district officers and a number of congress leaders.
 On the occasion, the Minister w as informed that at present 99 Kashmiri Pandit Migrant Employees are putting up in 17 quarters constructed at a cost of Rs 1.08 crore. He was informed that the employees are facing difficulties on different accounts like accommodation, sanitation and medical facilities.
The Minister taking notice of the problems faced by the migrants, on the spot nominated Naib Tehsildar Migrants as Nodal Officer and directed him to keep a close co-ordination with camp employees and put forth all their problems before the Relief &Rehabilitation Commissioner for immediate redressal.
Regarding the shortage of residential facilities, Mr.Bhalla asked the district authorities to identify the private accommodation so that the migrant employees are accommodated comfortably till the construction of the new quarters will take place in the area. He also issued directions to the district authorities to identify the state land for that purpose. He also asked the Deputy Commissioner Anantnag to look into other problems of the employees like sanitation, providing of clean drinking water, installation of ration depot and medical facilities in the camp.
Meanwhile, the Minister also enquired about the arrangements made for Shri Amar Nath Ji yatra starting from June 25.
The Deputy Commissioner informed the Minister that all the arrangements are in place and land for basic camps have already been identified at a number of places including Qazigund, Vassu, Mattan and other places. He assured the Minister that the district administration is fully prepared to welcome the yatries.
Later, a large number of Sarpanchs and Panchs met the Minister and apprised him of their problems.
 Mr. Raman Bhalla on the spot issued instructions to Deputy Commissioner Anantnag to sort out all the issues immediately. However, he emphasized on the Panchs and Sarpanchs to work with dedication as they are the real representatives of the rural masses and asked them to play their role in the overall development of the rural areas.
The Minister later convened a high level meeting in his Office chamber, which was attended by Minister of State for Revenue, Home and PHE, Mr. Nasir Aslam Wani, Chairman, SSRB, Relief & Rehabilitation Commissioner and Special Secretary Revenue to discuss the implementation of PM’s Employment package fully.

Rajendra visits South Kashmir, reviews security scenario
                SRINAGAR, JUNE 07: The Director General of Police (DGP), Mr. K. Rajendra Kumar has stressed for close coordination among all security agencies for maintaining continuous vigil on the activities of anti-national elements to foil their nefarious designs. He said that people’s cooperation and greater synergy among the agencies is must for achieving the desired results.
Mr. Rajendra was chairing a high level security review meeting at District Police Lines Anantnag today which was attended by senior police, para-military and army officers.
Addressing the meeting Mr. Rajendra said that safety and security of the people is our prime concern and efforts of the anti-national elements to disrupt the peaceful atmosphere of State would be curbed firmly. He said that Jammu and Kashmir Police has faced various abnormal situations they with other security agencies has always ensure to avoid loss of lives and property of the common masses, while dealing the situations. He stressed upon the officers to maintain close coordination with their ranks and strengthen relations with the people to achieve better results.
The DGP said that wholehearted cooperation of the people with the forces has helped in maintaining the sustained peace and these relations should be strengthened at all levels to foil the ill designs of law breakers. Community policing at the grass root level would enhance the police public relations and a patient hearing to their grievances would pay dividends by result oriented policing.
The meeting also discussed investigation of cases and security of panchs and surpanchs in South Kashmir. The DGP emphasised to make necessary arrangements to prevail a sense of security among the panchs and surpanchs. He said that effective domination in area based on analysis is required and joint patrolling should be intensified to keep the activities of suspicious elements under surveillance. He stressed to focus on qualitative changes, keeping in mind the advancements on security front. While conducting counter insurgency operations, it should be ensured that the common people are not harassed at any cost, said the DGP.
Referring to the criminal activities, the DGP asked the officers for crime mapping with intent to establish pattern and factors of crime, which could lead to identify the criminals. He also asked to draw a strategy and implement in a time bound manner.       
During the meeting arrangements for Amar Nath Yatra were also discussed. It was told that all arrangements with regard to security, deployment of manpower, communication network and traffic management have been chalked out in coordination among all security agencies. Mr. Rajendra asked the officers to conduct joint meetings and maintain coordination to make yatra a success. He stressed to ensure proper traffic arrangements and make the routes via Pahalgam and Srinagar hassle free during the yatra period. He expressed satisfaction over the arrangements made by various agencies for law and order maintenance and safety of the pilgrims.
Among others, the meeting was attended by Inspectors General of Police, Mr. S. M. Sahai, Dr. B. Srinivas and Mr. B. N. Romesh, Deputy Inspector General of Police, Mr. Vijay Kumar, Sr. Superintendents of Police, Mr. Amit Kumar and Mr. R. K. Jalla, Superintendents of Police, Mr. Abdul Jabbar, Mr. Mohammad Shafi Mir, Mr. Mumtaz Ahmed, Mr. Abdul Waheed Shah and Mr. Javid Hassan Bhat, Commandants of CRPF battalions of South Kashmir and other police officers.     

Executive committee releases Rs 5.5 crore as Wind storm Relief
SRINAGAR, JUNE 7: The State Executive Committee headed by Chief Secretary Madhav Lal today released Rs 5.5 crore out of the State Disaster Response Fund (SDRF) in favour of Financial Commissioner, Revenue for its further placement at the disposal of Divisional Commissioner, Kashmir and Jammu.
The funds have been released as part of the relief to the affected families and for temporary restoration of public utilities and other non residential infrastructure damaged due to cyclonic wind storm that hit the state in March this year.
The Executive Committee has directed to further assess and recommend the relief following norms of assistance from the State Disaster Response Fund besides submitting utilization certificates of released funds.

Div Com reviews Mehraj-ul-Alam (SAW) arrangements
Stresses officers to facilitate people
            SRINAGAR JUNE 07: Divisional Commissioner, Kashmir, Dr. Asgar Hassan Samoon today reviewed the arrangements being made in connection with celebration of ensuing Meraj-ul-Alam (SAW) at a high level meeting held here today.
            The meeting discussed various aspects in this behalf and took many decisions to facilitate the people on the occasion.
            It was given out in the meeting that Traffic Police will make elaborate arrangements as per past practice in managing the traffic movement.
            Transporters were directed to ensure that people do not face any inconvenience by way of available of transport and that traffic should ply in late hours in the evening.
            The CA&PD department was asked to provide additional quota of sugar in Hazratbal besides rice, kerosene oil and LPG.
            The Health department was directed to establish medical aid centres at Dargah where free medicines will be provided by Red Cross to facilitate the pilgrims.
            It was also decided that Health department will deploy ambulance in the area to meet any exigency.
            The Srinagar Municipal Corporation was directed to ensure proper sanitation around the Dargah Sharief, besides installation of mobile latrines. They were also asked to ensure proper parking of vehicles.
            It was also informed in the meeting that voluntarees of civil defence and NSS will provide their services during the Urs days.
            The Power Development Department was asked to ensure uninterrupted power supply while as PHE Department was directed to ensure smooth supply of water besides installation of additional tapes.
            The Divisional Commissioner also directed to ensure same arrangements in Aasar Sharief Kalashpora, Jenab Sahib Soura, Aham Sharief Bandipora, Pinjoora Shopian, Khram Sirhama and Kabamarg to facilitate people on the eve of Mehraj-ul-Aam. He asked Additional Commissioners working in his office to take separate meeting with concerned Deputy Commissioners in this behalf.
            Among others, officers, Additional Commissioner, Kashmir, Mr. Abdul Majid Mir, Chief Engineer, Power Development Department Kashmir, Superintending Engineer R&B, Srinagar, SP Traffic City, SP Traffic Rural, SP Hazratbal, Chief Proctor Kashmir University, Deputy Director CA&PD, Secretary, Waqaf Board and other officers were present in the meeting.

Potato Seed distributed at Machil Kupwara
 KUPWARA   June 07:- 100 quintals of Potato Seed was distributed at Machil  Kupwara following the delayed sowing of maize due to incessant rains in the area as an alternate crop for maize. Earlier in the month of May the department has already distributed 90 quintals of potato seed tubers. The people in the area have highly appreciated the efforts of the department who arranged the seed just on the call of the farmers on contingent basis following the poor germination of maize crop due to inclement weather. Pertinently the Machil area has also been covered under organic farming like the Karna in Kupwara District and distribution of inputs for this purpose is being started and distribution is being monitored by
District Agriculture Officer Extension Farooq A. Rather. Giving details Chief Agriculture Officer Kupwara M. A. parray  told that this year protected cultivation of vegetables  has been made a thrust area in Machil and the hybrid vegetable seeds are being distributed in the area  for the first time through Panchayat Raj Institutions.

Night Scavenging in summer capital be restarted: Nasir
SRINAGAR JUNE 07: Asserting the need for better sanitation in and around the city, Minister of State for Home, H&UD, Tourism, PHE and revenue, Mr Nasir Aslam Wani today said that night scavenging would be restarted in the summer capital.
The Minister said this during the interaction with Regal Chowk Traders Association at Partap Park Srinagar. He said the night scavenging has become necessary in the city due to tourist rush in the capital and urged the business community to provide cooperation SMC in this regard.
 The Minister said that government has already taken steps to provide better sanitation in the city and its surroundings adding that “it is possible only with the cooperation of people to make our heritage city clean”.
Regarding road widening, better management of traffic and parking slots, The Minister said that the respective departments have already taken the steps to redress these issues and adding that with the installation of traffic signals, the traffic management has been improved very much and by end of June this year these signal would installed on already identified cross sections of the roads. He said that for multi layered parking slots in the city, preparation of detailed project repots are under process on the existing parking areas to provide better parking space to the commuters.
 Referring to their demands, the minister assured that steps would be taken to redress the genuine demands in phased manner.

Omar highlights importance of knowledge exchange
Says SKIMS to be upgraded to world class tertiary care hospital
             SRINAGAR, JUNE 07 – Chief Minister, Omar Abdullah Thursday highlighted the importance of knowledge exchange particularly in healthcare discipline to address ever increasing challenges in this field.
            Addressing 3-day Asian Endourology Conference (AEC) 2012 at SKICC here, the Chief Minister said that research and studies conducted globally to make medicare more appropriate and effective, the sharing of findings by the medical fraternity to benefit mankind globally is all the more necessary.
            The Chief Minister said that organizing regional and international conferences on various subjects of human importance provide necessary platform to the experts and subject matter specialists to ponder upon crucial issues and exchange valuable experience and knowledge.
            Omar Abdullah said that medical care field is such a discipline where learning never stops. He said that new medicines, new technology and new methods of treatment are daily born and there is need to be well informed and knowledgeable about latest discoveries. He said conferences of this nature provide opportunity to the medical professionals to learn about new trends and practice these in the hospitals.
            “We do not lack in expertise, talent, faculty or infrastructure. Whatever we require is the exposure and linkage with the latest happenings in medical field in the world”, he said adding that in almost all reputed health institutions in the world we find doctors and professors from the Valley rendering their service in various capacities.
            Expressing the hope that there will be a reverse brain drain enabling the State to constitute best faculties, the Chief Minister said that this would al;so contribute the efforts of the government in making SKIMS one of the leading health care institutions in the world.
            Referring to the visionary concept of Late Sheikh Mohammad Abdullah to establish world class hospital at the picturesque site of Soura, the Chief Minister said that SKIMS was aimed at providing modern health facilities to the common people in the Valley who had to travel distant destinations for specialized treatment.
            Omar Abdullah said that the medical tourism envisioned by Sher-i-Kashmir at that time when corporate sector in medical field in India has not even thought of it, was a right step in right direction to establish a world class medical institute which would be economically viable and of greater service to the people of the State especially to the poorer sections of the society. He said government is working to realize this vision and make SKIMS the center of health care excellance.
            “New researches and experiments are going on unabated to work out methodology and introduce medicines to provide befitting treatment to the critical diseases”, he said and expressed hope that the pooling of knowledge and outcomes of experiments would enhance the expertise of doctors participating in such conferences. “This would also expand the accessibility orbit for people to get modern treatment in the State”, he said and complimented the organizers of the conference for selecting Srinagar venue for it.
            The Conference organized by SKIMS in collaboration with Asian Society of Endurology is being participated by about 500 delegates from all the over the country and abroad including USA, UK, Bangladesh, Indonesia, etc. World renowned faculty in Endurology, Laparoscopy and Robotic urology are attending the conference.
            Guest lecturers, symposia, penal discussion and laparoscopic-Endurological live surgeries by world renowned authorities will be the main feature of the 3-day Conference. The surgeries will be conducted at Sher-e-Kahmir Institute of Medical Schinces and beamed live to Conference Hall, SKICC.
            The main aim of the conference is to enable the international and national faculty urology to interact and create a platform to share their clinical practice, operative skills and latest research conducted in genito-urinary sciences. It will be first meeting in Jammu and Kashmir to have sessions dedicated to robotic surgery. The conference is likely to be informative and educative in updating the knowledge base and skills of the Urologists and Surgeons working in the State and the Country thereby improving the surgical care practices available to the patients here.

Vyas sensitizes officers about devolution of powers to PRIs
               SRINAGAR, JUNE 07: Principal Secretary Planning & Development Department, Mr. B. B. Vyas has called upon the field functionaries to implement government instructions with regard to devolution of powers to the Panchayati Raj Institutions (PRIs) in letter and spirit enabling these ground level institutions to discharge their duties as per mandate.
               Speaking at an interactive session organized by the Planning Department in collaboration with IMPA for sensitizing the officers of various departments, here today, Mr. Vyas said that Government has already issued circular instructions with regard to devolution of financial powers and notified the role of PRIs across the State and all concerned officers should facilitate systematic release of funds to the respective panchayats and ensure their proper utilization. He stressed the need for close coordination between the administration and the Panchayat functionaries to achieve the objective of Panchayati Raj system in the State.
               The Principal Secretary impressed upon the Deputy Commissioners and Chief Planning Officers to facilitate the Panchayat functionaries to discharge their legitimate responsibilities according to the circular instructions devised by the Government. He said at the initial stage there may be some difficulties in implementation of these instructions, but gradually the system will come on track. The officers can get any kind of clarifications from the appropriate authorities for successful implementation of Panchayati Raj system. He also sought the views of officers to make further reforms in the system.
               The officers raised several queries on the subject, which were replied to by Mr. Vyas and other concerned officers.
               Director General IMPA, Mr. Aijaz Iqbal, Commissioner/Secretary Rural Development, Mr. Farooq Ahmad Peer, Consultant Planning & Development (Q),  Director Rural Development, Kashmir, Director Economics & Statistics, Deputy Commissioners, Ganderbal, Baramulla, Chief Planning Officers and other officers of the Planning & Development Department from across the Valley were present on the occasion.

Malik for short term winter, summer courses in J&K
SRINAGAR, JUNE 07:  Government is contemplating to start short term winter courses and summer courses both in Srinagar and Jammu provinces during winter and summer vacations for ensuring better utilization of time and energy of budding students of the state.
This was stated by the Minister for Higher Education, Labour and Employment Mr. Abdul Gani Malik while addressing an impressive function at Islamic University of Science and Technology, (IUST) Awantipora today.
The 2-day function was organized by HOPE 2012, University Youth Festival, Youth for Society for collection of charity for social cause.
The students of IUST, Mata Vaishno Devi University, Katra, SSM College of Engineering, Parihaspora, University of Kashmir, Central University and NIIT in collaboration with J&K Bank jointly organized the function.
Referring to the function held on the occasion, the Minister lauded the role of IUST for organizing the first ever function with difference. He appreciated the efforts of Vice Chancellor, IUST Prof. A. R. Trag and his team for shaping the academic as well as extra-curricular standards of the University. Mr. Malik impressed upon the management to maintain cordial atmosphere in the University and speed up growth of various faculties to extend all possible teaching and research facilities to the students.
Addressing the 2-day concluding function, Vice Chancellor, IUST, Prof. A. R. Trag expressed his gratitude to the Minister for Higher Education for providing logistic support to IUST in acquiring land and in building infrastructure for housing computer science, electronics and hostels for the students of the University.
He said that Chief Minister as well as Higher Education Minister are taking keen interest and constantly monitoring the University functioning so that the campus emerges as one of the best Universities of the country.
Prof. Trag said that Rs 4.32 crore are being spent on Electronic Department block, Rs 5.44 crore for Girls Hostel and work on Computer Science block has already been taken up by the University. He said that solar street lights are being set up through battery Bank to make the University Green campus and provide students best possible lighting facility during curtailment of electricity.  
Speaking about the academic programmes of the University Prof. Trag said that with roll of 2483 students, the number of courses has been raised to 14, which include MBA, MCA, M. Sc Food Technology, M.A. Mass Com, M.A. International Relationship and several other courses of vital importance.
The Vice Chancellor said that the University has signed a tripartite MOU with University of Delhi and University of Kashmir in order to facilitate Inter-University faculty and student ex-change for academic development and excellence. He said another MOU is likely to be signed with Tokyo University of Foreign Studies later this month.
To enhance the employability of Management and Engineering students in Middle East Countries, Special Courses in Communicative Arabic language have been devised for interested students, Prof. Trag added.
Earlier, Dean Students Welfare Prof. K. K. S. Jamwal presented welcome address on the occasion.
The Minister awarded best talented personalities and students with trophies on the occasion. They include popular satirist of the Valley, Zarief Ahmad Zarief and Organizer of the event, Prof. Saher Iqbal. She said that the band of young men and women possess great amount of talent and it needs to be channelized properly.
Student Taha Mugal, Umar Hafiz and several other groups of students of the State were also awarded with trophies for their best performance during 2-day youth festival of Islamic University of Science and Technology.

DFP Srinagar Organises Awareness Programme

Srinagar, June 7, 2012

       Directorate of Field Publicity, Srinagar is organizing a series of
programmes of Block Tangmarg  on various themes like Environment and
ICDS. A seminar was organized at Higher Secondary School Khaipora on
the Topic Integrated Child Development Scheme (ICDS) and Health on
06-06-2012. Besides, teaching faculty of the school a large number of
villagers, school children, Panchs and Sarpanchs attended the
programme.

       Many students, teachers also share their views on the topic.
Mr. M. A. Tantray, Assistant Director, DFP Srinagar gave a descriptive
lecture on the topic and expressed the need for proper implementation
of the scheme. At the conclusion of the programme prizes were
distributed among the speakers.

       Another programme on the above said topic was organized at a private
hall on 07-06-2012 at Tangmarg. In a very simple and precise function
a large number of Anganwari workers, supervisors attended the
programme. Many anganwari supervisors and workers spoke on the topic
and share their respective experiences. CDPO Tangmarg Mrs. Raj Kiran
Jotshi gave an elaborative presentation on the working  of the project
in Block Tangmarg.

       Shri M. A. Tantray,  Assistant Director, DFP Srinagar delivered a
brief lecture giving details of working of DFP and its role in
publicizing the centrally run schemes like ICDS. The programme
concluded with the prize distribution among the speakers.

       DFP Srinagar unit had organized a series of such programmes in the
areas like Khaipora, Warpora, Hardmadum and Hajibal.  [VOS]

NAVAL NCC CAMP ORGANISED BY NCC GROUP HQRS SRINAGAR

1 J&K Naval Unit NCC, Srinagar is conducting second Annual Training
Camp at Haft Chinar, Srinagar under the aegis of NCC Group, Srinagar
from   05 – 14 Jun 2012. The Chinar Corps, Srinagar has provided the
venue for the camp this time also.  300 cadets, young boys and girls
of age group 13 to 19 from different schools and colleges of Jammu and
Kashmir are participating in this Camp.  The aim of the camp is to
impart combined Naval Training to the cadets of different institutions
and afford them an opportunity to live together as a team, introduce
cadets to waterborne activities, and develop qualities of character,
courage, and comradeship.  Watermanship activities like Boat Pulling,
Sailing will be conducted in the ‘Dal Lake’ along with the ‘Save Dal’
awareness programme started by NCC Group Srinagar.  The cadets from
Jammu will get an opportunity to visit the beautiful Mughal gardens
located in the city. Visit to Air Force Station, Awantipura is also
planned during the camp. Such camps increase the horizon of the cadets
and prepare them for selection for camps outside the state and qualify
them for visits to foreign countries as part of Youth Exchange
programme.  In addition lectures on ‘Personality Development’, ‘Career
Counseling’, ‘Disaster Management’ and other social programmes have
been included in the camp curriculum.   High attendance in the camps
indicates the increasing level of awareness among young boys & girls
of the state towards the NCC and the benefits of joining the largest

Setting up of 'North East Centre for Technology Application and Reach’
under Department of Science & Technology


New Delhi, June 07, 2012

The Union Cabinet today approved setting up of an Autonomous
Organization named 'North East Centre for Technology Application and
Reach' (NECTAR) at Shillong, Meghalaya as a Society under the
Societies Registration Act 1860, under the Department of Science &
Technology w.e.f 2012-13.

The total expenditure involved will be Rs.292 crore during the 12lh
Plan period.

The Ministry of Science and Technology proposes to establish a nodal
centre in the North Eastern Region in the form NECTAR as a society
under the Societies Registration ACT 1860. NECTAR would promote
deployment of carefully selected technologies, emanating from the
public funded research institutions under Government of India and
State Governments, in consultation with the respective state
governments, after assessing their application potentials. [VOS]
