Mir visits Dastageer Sahib (RA) Shrine, expresses solidarity with the people on the tragic fire incident
            SRINAGAR, JUNE 28: President Democratic Party of Nationalist (DPN) and Minister for Agriculture, Mr Ghulam Hassan Mir this morning visited Dastgeer Sahib Shrine (RA) at Khanyar and took stock of the damage caused to the shrine of Hazrat Syed Abdul Qadir Jeelani (RA) due to the fire incident.
            While expressing the grief over the fire incident at the shrine and terming it unfortunate, DPN president appealed the people to maintain peace and amity.
             Mr Mir hailed the efforts of Sajada Nisheen, Khalid Geelani, and others for displaying courage and protecting the sacred relics and Taburakat. He said that the shrine of Dastageer Sahib being 250 years old and people ofthe valley have great attachment with it.       
            He expressed solidarity with the people of the J&K on this tragic incident and hoped that work on new building of the shrine will be started by the   Wakaf Board soon.
Governor visits Dastgeer Sahib Shrine
SRINAGAR, JUNE 28 - Mr. N. N. Vohra, Governor, visited Dastgeer Sahib Shrine at Khanyar today and saw for himself the irreparable damage to the Shrine caused by the fire incident of 25th June.
While expressing deep sadness over this most unfortunate fire incident, the Governor hoped that well planned work will commence very early to restore this revered and historical Shrine to its pristine glory.
Interacting with Sajada Nashin, at the latter’s residence, the Governor expressed relief that the holy relics kept in this Shrine are safe and secure.
Mr. A. H. Samoon, Divisional Commissioner, Kashmir, Mr. M. Y. Qadri, Vice Chairman, Muslim Wakf Board, Mr. Khalid Hassan Geelani, Sajada Nashin of the Shrine, Mr. Baseer Ahmad Khan, Deputy Commissioner, Srinagar, Mr. S. A. H. Bukhari, SSP, Srinagar, and other senior officers were present on the occasion.


Omar orders restoration of Peer-e-Dastgeer (RA) Shrine
‘Make its heritage characteristic basis for restoration’
             SRINAGAR, JUNE 28 - Chief Minister Omar Abdullah Thursday ordered for immediate restoration of gutted Shrine of Peer-e-Dastgeer (RA) at Khanyar strictly as per its heritage characteristic.
            “The restoration of the revered Shrine should be strictly based on its heritage characteristic”, he told the Waqaf Board at a high level meeting he chaired here to discuss measures for restoration of Shrine.
            The Head of the INTACH, J&K Chapter, Mohammad Saleem Beg presented the images, photographs and digital documentation of the heritage structure of Peer-e-Dastgeer Shrine in the meeting preserved by the INTACH.
            The Chief Minister expressed satisfaction over the heritage documentation of the Shrine preserved by the INTACH. He said that this documentation could provide required basis for restorating the Shrine as per its original heritage structure.
            The meeting was attended by Minister for Finance, Abdul Rahim Rather, Minister for Rural Development, Ali Mohammad Sagar, Advisor to the Chief Minister, Mubarak Gul, Minister of State for Tourism, Nasir Aslam Wani, Political Advisor to the Chief Minister, Devender Singh Rana, Chief Secretary, Madhav Lal, Principal Secretary Planning, B. B. Vyas, Vice Chairman, Muslim Waqaf Board, M. Y. Qadri, various Administrative Secretaries, Chief Architect, Munir Ahmad Khan and other senior officers.
            The Chief Minister also directed the Waqaf Board to immediately notify the measures and put in place befitting mechanism to safeguard the revered Shrines in the State.
            Meanwhile the Restoration Plan of the revered Peer-e-Dastgeer (RA) Shrine was also discussed with the Sajjad-a-Nisheen of the Shrine Syed Khalid Geelani.
            The Chief Minister said that the valuable suggestions and view points of Sajjad-a-Nisheen and Management Committee as also of the experts in heritage restoration subject should be factored in the process of restoration of the Shrine to its pristine glory. 

Geelani invited for talks with Pak FS
Srinagar June 28 (VOS): Senior separatist leader and Chairman of Hurriyat Conference (G) Syed Ali Geelani has been invited by the Pakistan High Commission in New Delhi for talks ahead of the meeting of the Foreign Secretaries of India and Pakistan.
Geelani was invited to meet the Pakistan Foreign Secretary by the Pak High Commission through a telephonic message here on Wednesday.
According to Hurriyat Sources, the conglomerate is organizing a meeting of its Majlis-e-Shoora where it will decide on the names of delegates to attend the meet. The Chairman Syed Alli Geelani is also scheduled to visit New Delhi for talks with Pak Foreign Secretary.

Mehbooba pays obeisance at Peer Dastgeer Sahib Shrine 
Srinagar, June 28 (VOS): Peoples Democratic Party (PDP) president Mehbooba Mufti today paid obeisance at the Dargah of Sheikh Sayed Abdul Qadir JeelaniRA at Khanyar. The Dargah suffered an extensive damage in a recent fire incident. The cause of which is still unknown. Mehbooba paid her respects and obeisance and also visited the family of the Sajada Nisheen Khalid Geelani Sahib.
Hurriyat aghast over continued, undeclared curfew
Srinagar, June 28 (VOS): The All Party Hurriyat Conference (M) has strongly condemned the continuous imposition of undeclared curfew in Shehr-e-Khaas following the mysterious fire which gutted the sacred shrine of Hazrat Sheikh Abdul Qadir Jeelani (RA) at Khanyar.
 The APHC termed the government action of imposing the curfew as a “dictatorial” decision.
The APHC said the sacred shrine represented historic, religious, cultural and collective identity of Kashmiris, adding, besides being the centre of spirituality. Hence, the party said it was obvious that people would emotionally react to the incident which has hurt the religious sentiments of lakhs of of Kahsmiris.
The Hurriyat said that the curbs have stopped the devotees, ulemmas,   and commoners from visiting the shrine. Instead, the party said, the government was officially facilitating the visit of those people who have not even a distant relation with the revered Shrine.
“This act of government is absolutely shameful and highly regrettable,” the APHC said.
The parties said due to continuous curbs and curfew, the residents living in the old city are facing immense problems like insufficient stock of food and vegetables. The residents are also suffering over the facts that patients could not be provided healthcare or ferry to hospital.
The APHC demands immediate lifting of undeclared curfew so that people can move freely and buy the food stocks and medicines.
Meanwhile, ahead of the talks between India and Pakistan foreign secretary talks, the Pakistan high Commissioner to New Delhi has invited APHC Chairman Mirwaiz Umar Farooq and other executive members for deliberations on July 3.   
The high commission has called upon the APHC Chairman and other executive members to get first hand information about the prevailing situation in Jammu and Kashmir. 
Engineer flays government for not allowing people to visit Dastgir Sahab Shrine
Srinagar June 28 (VOS):  MLA Langate Er. Rashid has strongly criticized State Government for allowing only a few select dignitaries to visit the gutted shrine of Sheikh Syed Abdul Qadir Jeelani (R.A).
In a press statement today he expressed his anger and anguish over the restrictions imposed by the state administration over separatist and religious leaders including Syed Ali Shah Geelani. He said that there can be nothing worst than the fact that the Govt is deploying heavy contingents of police to facilitate the visit of main stream politicians including Dr Karan Singh and others who are answerable for the whole incident what so ever the cause may be but is not allowing political and religious leaders like Geelani Sahab to visit the gutted holy shrine. He said that all the Kashmiris irrespective of political and sectarian affiliations have emotional attachments with all the
religious place including that with shrine of Dastageer Sahab and as such every Kashmiri has a right to mourn the incident and visit the shrine, but the way govt has dealt with the situation and taken whole of the valley especially down town as hostage is highly condemnable. He accused state administration of creating many sensitive questions regarding the incident by not allowing common Kashmiri masses to visit the site. MLA Langate warned state and central Govts of serious consequences if they continue to have casual and colonial approach towards religious and political sentiments of Kashmiri people.

JKSM pays tributes to ‘martyrs’
Srinagar, June 28 (VOS): Senior Hurriat leader and chairman Salvation Movement Zaffar Akber Bhat , who has been put authorities under house arrest has paid glowing tributes to Anchi doora Islamabad trio martyers Shujaat Islam, Ishtiyaq Ahmed Khanday and Imtiyaz ahmed yatoo on their  2nd martyers anniversary.
Bhat has also paid tributes to Tawqeer Asif Rather of Deulana Barmalla. “Killers of innocent Kashmiris during 2008 to 2010 have not been given any punishment as yet”, he said.
Meanwhile Spokesman of JKSM has strongly condemned the continued house arrest of Chairman of JKSM Zaffar Akber Bhat and other Hurriyat leaders for last 4 days and also castigated Govt for imposing curfew and restrictions upon people without any reason. People of Kashmir will not afraid from such Govt acts and will continue liberation struggle, Bhat said in a statement issued here.
Kashmir Christian Community expresses grief over Shrine gutting incident
Srinagar, June 28 (VOS): The Kashmir Christian community has expressed grief over the destruction caused to the Dastgir Sahab Shrine in a devastating fire.
The community has passed a resolution expressing anguish and grief over the gutting of the revered shrine. They also expressed solidarity will the muslim community and called the loss as unbearable. (VOS)
Union Power Ministry directs NHPC to recruit local youth for Uri project
Taj hands over CSC report on power projects to Shinde
Srinagar June 28 (VOS):  The Central Government today directed the NHPC to make recruitments to Class III and Class IV vacancies at its Uri project from local youth only. The decision to this effect came today at a meeting between Union Power Minister, Mr. Sushil Kumar Shinde and Minister for PHE, Irrigation & Flood Control, Taj Mohi ud Din here today.
The meeting was held in the backdrop of stoppage of work at Uri project following protests by local people.
The meeting resolved that recruitment to Class III and Class IV vacancies at the project would be made locally from the youth living within the five kilometer radius. The process would be completed within one month to facilitate speed up of work at the project, the meeting decided. It was also decided that in case requisite manpower within this area is not available, recruitment among the youth belonging to adjoining areas of Baramulla district would be considered, particularly in Class III vacancies.
As for the technical staff among this lot, the meeting decided, if the requisite number of youth is not available locally, NHPC would train local youth at ITI, Uri for the purpose. Once trained fully, these youth would be put to job at the project, the meeting decided.
The meeting also agreed on the resumption of work immediately at the project and the NHPC was asked to take necessary steps for the purpose.
The Union Minister appreciated the concern of Mr. Taj for engaging local youth in the projects to redress the problem of unemployment in the State.
On the occasion, Mr. Taj also handed over the report of Cabinet Sub Committee on the return of power projects, also approved by the State cabinet, to the Union Power Minister for the perusal of the Union Government.
 Union Minister of State for Power, K. C. Venugopal, Union Power Secretary, P. Umashankar, Chairman & Managing Director, NHPC, A. B. L. Srinivastava, Jt. Secy. Power, Devinder Singh and officers of J&K Government were present in the meeting.

SHRC asks police to initiate action against SHO Anantnag
“Duo killed in Sep 2010 falsely implicated”
Srinagar June 28 (VOS): Coming down heavily on police’s inaction into filing of FIR into the killings of two youth at Anantnag, allegedly by police, during the 2010 summer unrest, the State Human Rights Commission has asked state government to initiate disciplinary proceedings against SHO Anantnag for not complying with the directions of the state High Court.
“I am astonished to see the mad courage of the SHO P/S Anantnag that despite Hon’ble High Court directions, he has not complied with the same till 12.06.2012”, reads the decision of the State Human Rights Commission through its Member Justice Javaid Kawoosa on June 25.
“The SHO has deliberately and intentionally failed to comply with the Hon’ble High Court directions, he must be proceeded against u/s 24 of the Police Act, 1983 (1927 A.D) Act No. II of 1983 read with regulation 30 of police organization manual Chapter 1, and police rules 561, 562, 565 etc. etc. for not complying the mandate of law”, said Justice Kawoosa through the judgement, a copy of which lies with VOS.
The recommendations have been made to the Director General of Police and Dy. Inspector General of Police Anantnag asking them to record the recommendations of the commission in the ACRs of the official.
Quoting an enquiry report submitted to the commission by its investigation team, headed by SSP SHRC, the commission has also held the police responsible for falsely indicting the two youth allegedly killed by police on the fateful day. “It has been proved beyond doubt that the deceased persons namely Bilal Ahmad Najar S/o Gh Mohiuddin R/o Zadipora Khanabal and Noor-ul-Amin Dagga S/o Noor Mohammad R/o Nai Basti Khanabal have been falsely indicted the two in FIR No. 355/210 under section 188, 147, 148, 336, 427, 307 RPC, 3-4 PPP Act”, reads the judgment quoting its investigation officer’s report.
“… the SHO Anantnag, in order to save his fellow men in uniform, wants to take shelter and refuge under a quite different FIR regarding which the enquiry officer has clearly reported that the two deceased person namely Bilal Ahmad Najar and Noor Ul Amin Dagga have nothing to do with the same and have been falsely and wrongly implicated and an artificial story has been floated by the police with regard to these deceased persons”, reads the judgment.
The investigation officer of the SHRC has further recommended that a separate case be registered and investigated regarding the incident by an impartial agency, reads the judgment.
The commission has also recommended to the high ups of all disciplined forces to imbibe the knowledge and spirit of honoring human rights among their men, through training sessions and crash courses.
Concluding that the police had falsely indicted the two youth in FIR No 355/2010, the report submitted by its investigation team reads, ‘the two were waiting to join the mourners near Ahli Hadees Masjid Khanabal where they were shot dead. With regard to this separate and subsequent incident, police has not registered any case and an artificial story has been floated in the FIR against the two deceased persons’.
The commission has expressed its doubts over police’s compliance to its recommendations “I fail to understand that when the SHO concerned is defiant to comply with the directions of the Hon’ble High Court, in what manner he will treat the recommendations of this Commission”, reads the judgment. “However, in order to dispose off the complaint at hand, a recommendation purely in terms of the directions made by the Honble High Court”, it adds. (VOS)
RTI Movement demands judicial probe into Wakf Board accounts 
Srinagar June 28 (VOS) : The J&K Right to Information Movement (RTI Movement) has demanded a high level inquiry into the income and expenditure of the J&K Wakf Board which has administrative control over many important shrines and mosques across the state. In a statement the Convener of J&K RTI Movement Dr Raja Muzaffar Bhat has accused the Wakf Board of not adhering to the provisions of State RTI Act.
He said that the official website of the Wakf Board has not put RTI related link on its official website and the details of income and expenditure too are missing which is gross violation of the J&K Right to Information Act (RTI Act). The State Wakf Board is a public authority and the people living in state especially the muslims have a legal right to know how much income has the Wakf Board made from the Nazar o Niyaz etc at various shrines and mosques for the last many decades , but unfortunately the common people living across state are in total dark about all this in spite of the fact that we have RTI act in force in our state. Even the Wakf Board is providing incomplete and misleading information under RTI Act and the guidelines under section 4 of State RTI Act are not being adhered by the Wakf Board authorities wherein the Board has to make voluntary / pro active disclosure of its assets , income and expenditures. People don't know who is the officer in charge for RTI related issues called Public Information Officer (PIO) at Wakf Boad office in Srinagar as the Wakf Board website has no such information available.
"It is a matter of concern that wakf Board has appointed scores of blue eyed people in its organization for the last many years without any proper procedure and this we have already exposed under RTI Act but till date the Govt has not taken any action on this issue too.  Some retired people have been appointed on very important posts for which our educated young people could have been selected after properly interviewing / conducting a written test.
The recent fire incident at Shrine of Dastageer Sahib must be probed properly as there is an apprehension that some officials at Wakf Board are trying to destroy the official record of the shrine as the Wakf Board is under continuous pressure from RTI applicants who are seeking various kinds of information under RTI Act. We want a high level judicial probe into bunglings made by Muslim Wakf Board Dr Muzaffar added.

Yusmarg, Budgam June 27: A three day conference on “Good Governance and Role of Panchayati Raj Institutiuns (PRI’s) concluded on Tuesday at Yusmarg in Budgam . This conference was organized by Gandhi Simriti and Darshan Samiti New Delhi in collaboration with Center for Rural Development J&K. More than 500 participants which included Panchayat Members, RTI Activists and Journalists from various parts of the state like Poonch , Doda, Kupwara, Rajouri etc attended this three day programme at Yusmarg
The Chairman of National Minorities Commission and former Chief Information Commissioner of India, Wajahat Habibullah inaugurated the conference on June 23rd . In his inaugural address he stressed upon holding of Block/ District Council elections for the state Panchayat Raj Institutions without any further delay. He also stressed upon implementation of section 4 of J&K RTI Act, 2009 wherein all the public authorities including PRI’s are supposed to make pro-Active disclosure .
Magsaysay awardee and noted RTI Activist Aruna Roy who is also the member of National Adivisory Council (NAC), New Delhi said that Panchayati Raj Institutions should be hold accountable under RTI Act and impressed upon the participants to make use of RTI law in ensuring good governance and transparent administration. She also said that very soon a high level team from National Advisory council will be visiting J&K to look into issues related to implementation of various national flagship programmes like NREGS.
Dr. Manimala, Director Gandhi Simriti and Darshan samiti (GSDS) urged upon the participants to ensure holding of Deih Majlis Meetings which is the soul of J&K Panchayti Raj Act.
Eminent writer, A G Noorani said that, “RTI is is the soul of Good Governance” RTI activists should do social audit of Panchayts.” Panchyati Raj is the medicine to ensure Good Governance”Noorani added.
MLA Langate Er. Ab. Rasheed also spoke on the occasion he said that there is “no Governance” in J&K and he further added that before addressing issues related to governance New Delhi must address Kashmir Issue.
Among others who spoke on the occasion included Dr. Raja Muzaffar Bhat Convenor of J&K RTI Movement and Chairman of Centre for Rual Development J&K, Salman Anees former World Bank senior executive Dr. Sheikh Ghulam Rasool RTI activist, ADDC Budgam Mohammad Akbar Ganai, CEO YDA Ghalib Mohiudeen, Sajad Rasool, SDPO Chararisharief Syed Mubashir, Mohammad Ramzan Khan, Shafiq Mir and others.
At the end of the programme a resolution was passed by the participants  wherein various demands were put before the Government which included, Prosecution of Corrupt Ministers against whom cases of corruption are pending in SAC/SVC, holding of Block/District council elections, implementation of 73rd amanedment, monthly honorarium for panchayat memebres, appointment of Panchayat secretaries.

Mufti seeks people support to establish a new system of equality, justice in J&K
Reiterates PDP commitment to develop far-flung, backward areas
Srinagar, June 28 (VOS): Seeking support of the people to change destiny of the residents of Jammu and Kashmir, patron of Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today said that it was his desire to establish a system where every sections of the society would get justice and equal opportunities for development and economic growth.
Addressing a public meeting at Bani town, Mufti said that during its tenure the PDP led regime had proved its capability of changing life of the common masses by treating all individual equally and providing equal opportunities to all sections of the society. “Although we had just 16 members in the Assembly, we provided good governance to the people by streamlining functioning of all the wings of the government”, he said and added that it was only during the PDP led regime that governance consciousness was generated in the people of Jammu and Kashmir and the common masses had a taste of good governance. “During our tenure, I utilized my 50 years long political experience to provide good governance to the people of Jammu and Kashmir”, he said.
He added that PDP led regime had brought transparency and accountability in the governance by strengthening democratic institutions in the state. He especially mentioned that during PDP led regime more than 70,000 youth were appointed as teachers under Rebar-e-Talim (ReT) scheme and more than 30,000 Anganwari workers were also appointed. “Not only a single case of favouritism or nepotism were reported during our tenure because appointments were made with complete transparency and accountability to ensure that only deserving people would get jobs”, he said and dared his opponents to come with single example of favouritism or backdoor appointment during PDP led regime. He, however, regretted that the present regime has been brazenly indulged into backdoor appointments in government jobs.
“The present regime has miserable failed to do justice with the people as it has not fulfill any of the promises made with the people during 2008 elections”, he observed, adding “corruption has crossed all limits during the last three and half years because there is no transparency and accountability in the governance”.
Reiterating that attaining power was not the only aim of PDP, Mufti recalled that after 2002 assembly elections PDP had entered into alliance with Congress when almost all the important demands of the party were incorporated in the Common Minimum Programme (CMP). “Unlike other parties we never compromised with our agenda”, he said and added that agenda of his party was to restore dignity and honour of the people and to provide justice to all sections of the society.
Mufti added that during PDP led regime all regions were treated equally but special attention was paid towards far-flung and backward areas like Bani. He said that comprehensive developmental policies were formulated for such areas. He reminded that it was only during PDP-Congress coalition that a degree college was sanctioned at Bani and a tourist circuit from Lakhanpur to Bhaderwah via Bani-Sarthal was announced. “Days are not far when tourists will enter Bhaderwah from Bani via Sarthal area”, he said.
He said that Bani area has huge tourism potential and there was a need to properly exploit tourism of this belt. “Properly utilization of tourism potential of Bani would bring change in the socio-economic conditions of the people of this backward belt”, he said and assured that power PDP when come to power, would formulate a comprehensive plan for this belt to change fate of the people of Bani and adjoining localities.
While emphasizing on providing quality education to the people of such backward areas, he asked the authorities to introduce job oriented courses at Degree College Bani so that pass out students from this college would get jobs without any problem.
 Pointing towards deplorable conditions of roads, he demanded that on going work on roads connecting Bani with rest of the state should be expedited. He said that work on Basholi-Bani-Bhaderwah road should be accelerated.  
Coming down heavily on National Conference regime for taking confrontation with the government employees, Mufti said that this attitude of the government was wrong. “It is unfortunate that instead of involving employees in dialogue process to solve their problems, the government has adopted adamant attitude”, he said asked the government to solve all genuine demands of the government employees, who according to him, were instruments of the any government to provide good governance to the people.  “We provided good governance to the people only by utilizing services of the same government employees”, he said. 
Cabinet approves construction of residential flats for employees
Srinagar June 28 (VOS):  The State Cabinet which met here today under the Chairmanship of Chief Minister, Omar Abdullah approved placing of the Draft of J&K Hindu Marriage Registration Rules, 2012 and the Draft Jammu and Kashmir marriage Laws (Amendment) Bill 2012 on the website of the General Administration Department (GAD) for one month for eliciting public comments.
It also accorded administrative approval for construction of residential flats for employees at Pampore.

On-line building permission, birth certificates soon: Dy CM
Srinagar June 28 (VOS):  Deputy Chief Minister Tara Chand has said that Government is contemplating to register and issue on-line building permission and birth certificates to the applicants in a time bound manner and asked the concerned officers to ensure early implementation of the plan to make the system people friendly.
Deputy Chief Minister was reviewing the progress of implementation of e-governance programme in Municipal Corporations and Municipal Committees of the State at an officers meeting here today.
Principal Secretary Housing and Urban Development, Mr. Suresh Kumar, Commissioner, Srinagar Municipal Corporation, Dr. G.N.Qasba besides officers from Traffic, Fire and Emergency Services, PHE, Revenue and LAWADA were present on the occasion.
Tara Chand asked the officers to create necessary infrastructure in their department so that the e-governance programme is implemented more effectively for convenience of general public. He said this would bring efficiency in the processing of applications being received in Municipal Corporations and Municipal Committees for granting building permission and issuance of birth certificates and hand minimize the hardships of the people.
Deputy Chief Minister said that introduction of Public Service Guarantee Act in the State was aimed to provide services to the people in a time bound manner. Asking officers to act quickly on the applications received for granting of building permissions and issuance of birth certificates, the Deputy Chief Minister said that applicants can know the status of their applications just accessing the web portal of the SMC, adding that system would save time and money of the applicants.
Earlier, Principal Secretary gave a power point presentation of the project and asked the officers to work in close coordination to make availability of on-line services a reality. 
Kichloo for early completion of work on Kishtwar-Anantnag road
Jammu June 28 (VOS): Member Legislative Assembly and spokesperson Jammu and Kashmir National Conference Sajad Ahmed Kichloo has urged the state government to ensure early completion of work on Batote-Kishtwar and Kishtwar-Anantnag roads.
Interacting with a delegation of National Conference workers from Inderwal constituency, Mr. Kichloo said that state government under the leadership of Chief Minister Omar Abdullah has taken major initiatives to ensure road connectivity to far flung areas of the state. The center’s flagship programme PMGSY was being implemented with full zeal and several prestigious projects have been taken under this scheme.
The MLA said that even the far flung areas of Warwan and Marwah were now connected with the roads, while several other road projects in the district were nearing completion.
He said that the Kishtwar-Sinthan-Anantnag road was one of the major projects undergoing in the district and once completed the road will not only connect the district with Valley but will also provide an alternate highway to the state. He said that the road will also open new avenues of economy and development for the district.
Mr. Kichloo said that the road is under execution since last over a decade and the work was stopped due to various reasons in the past. “However, the present dispensation has ensured that the work is executed in time bound manner”, he said urged the Chief Minister Omar Abdullah to personally ensure that the work on the road project is completed at the earliest.
He also drew the attention of the Chief Minister towards the deplorable road condition of Batote-Kisthwar highway, especially from Doda to Kishtwar. The MLA said that the highway being accident prone is posing serious threat to the lives of common masses as the work on more than 40 kilometer of stretch has been left incomplete from last over a year.
He urged the state government to take up the matter with the BRO so that the work is completed on this stretch at the earliest.

SRINAGAR, JUNE 28: Union Minister of State for Home Mr. Jatinder Singh has said the Union Government is working out on a proposal to strengthen and upgrade the Forensic Science Laboratory facilities in the country for quick investigation of the heinous crimes. He said 6 District Mobile Forensic Units (DMFU) would be established in Jammu & Kashmir State alone, adding that in all 6 new Regional Forensic Science Laboratories and 52 District Mobile Forensic Units would be established in different States across the country under the proposal. 
This was stated by the Union Minister while speaking at the valedictory function of three-day 22nd All India Forensic Sciences Conference at SKICC today.
The 3-day conference on ‘Forensic challenges ahead’ was organized by Directorate of Forensic Sciences Service, Ministry of Home Affairs, Government of India in collaboration with Directorate of Forensic Science Laboratory, J&K. Over 200 delegates from across the country and abroad participated in the conference and deliberated in detail on the topic.  
Elaborating the role of forensic science (FS) in the investigation of serious crimes, Mr. Singh said that it has changed the world of investigation and justice. He said the forensic science has been constantly developing new techniques and theories in the field of investigation and justice. He termed forensic science as important factor in the investigation, court process and security levels.  
The Union Minister said every field is getting hi-tech as the perpetrators commit crime by state-of-the art equipments, adding that it is the forensic science through which scientific techniques are used by the law enforcement agencies to establish beyond doubt connection between the suspect and the crime to solve the cases. He said that the scientists and the professionals belong to the forensic science have to bring innovations to meet the challenges.
Mr. Singh said that year 2010 was declared as year of forensic science by the Union Home Minister Mr. P. Chidambaram. Exhorting upon the people belong to this field, he said they have to motive the young talented science graduates to adopt forensic sciences as their career as it has ample opportunities of employment and encouragement. 
The Union Minister said that such conferences are very beneficial for the participants to learn more from the experts in their respective field. The facilities to the security personnel of the Central Security agencies posted in the state would be enhanced, he maintained.
Minister of State for Home Mr. Nasir Aslam Wani said that Forensic science plays important role in the administration of justice by analyzing and test methods, adding that quick investigation and fast trials are the need of the hour.
Highlighting the importance for holding the conference in the state, the Minister hoped that organizing such conferences would prove beneficial in upgrading the knowledge of the forensic professionals.
Additional Secretary and Financial Advisor, Union Ministry of Home Affairs Mr. S C Panda said that UMHA is keen to modernize the Forensic Science Laboratories in different States of the country to meet various challenges, in this regard several  ambitious schemes have been formulated. He said that 26 forensic professionals from the country were deputed for advanced training in the field through world class agencies like FBI, USA, adding that the Centre has also taken up  assignment to help Maldivies, Vietnam and Seychelles in the recent past for establishing state-of-the-art forensic science laboratories facilities there.  The Directorate of Forensic Science Services established three new hi-tech Central Forensic Laboratories (CFL) at Pune, Bhopal and Guwahati during XI plan, he added.
Director-cum-Chief Forensic Scientist, Directorate Forensic Science Services Dr. C. N Bhattacharayya in his welcome address stressed the need of advanced training to the professionals and modernization of FSLs to face the challenges. He said that the valuable suggestions by experts and scientists would be looked into and implemented for the betterment of forensic science field.
The Union Minister also gave away certificates, trophies and cash prizes among the participants whose papers and presentations were adjudged best in the conference. Camp will provide national level platform to ophthalmologists: Speaker
            SRINAGAR, JUNE 28- Association of Community Ophthalmologists of India , Kashmir Ophthalmologist Society in association with the Department of Ophthalmology SKIMS, Medical College and Department of Ophthalmology GMC, Srinagar in collaboration with Press Association of J&K today organized IV National Continued Medical Education (CME) Session 2012 at Sumbal Sonawari. About 200 patients were screened for ophthalmic ailments and necessary medicines were distributed free of cost to the patients. Name and Address of all the patients was registered so that follow up can be ascertained by the ophthalmic surgeons. Glaucoma sample survey was also conducted to know about the prevalence of Glaucoma in the area.
            Speaker, Jammu and Kashmir Legislative Assembly Mr. Mohammad Akbar Lone visited the camp and took stock of the facilities being provided to the patients. Interacting with the doctors, the Speaker congratulated the Department of Ophthalmology, Srinagar for organizing the maiden CME session in our State, which he said will prove very beneficial to medical cadre in general and ophthalmologists in particular. He conveyed his good wishes and felicitations to everyone associated with the CME Session.
            Mr. Lone said that this camp will provide a national level platform to young and budding ophthalmologists. He hoped that these national level events will be instrumental in spreading the latest know how in the field of ophthalmology. He was impressed by the functioning of doctors and associated staff members and hoped that the CME will be a grand success. 
            The Speaker asked the organizers to organize such more camps in other areas especially in far flung areas of the State.

Responding the difficulties faced by the Hospital, Sumbal Mr. Lone directed the Chief Medical Officer to submit a comprehensive report about the requirements for making the Hospital fully equipped with modern facilities and that the matter will be taken up with NRHM. He said he will also take up this matter with the Union Minister of Health and Family Welfare, Mr. Ghulam Nabi Azad.

SRINAGAR, JUNE 28:- Learned Member of J&K State Human Rights Commission Mr. Amolik Singh recently visited District Jail Jammu and Central Jail Kotbalwal today and took on spot assessment of situation, prevailing in two Jails.
Mr. Singh impressed upon the Jail authorities to take special care of Human Rights of inmates of the Jail and safeguard and respect the human rights of these inmates. He impressed upon both the Superintendents of the jails that the facilities as provided under jail Manual to various categories of inmates must be strictly adhered to.
The Commission further stressed upon Jail authorities to ensure presence of under trails to their respective Courts on the scheduled dates as fixed by the  Court. He asserted that non production of these under trails to their respective courts on one pretext or other delays, the final disposal of cases for which the learned member has taken serious note of.

            SRINAGAR, JUNE 28: Cannabis destruction shall be carried out on a mass scale by the Excise Department, Police, Crime Branch and concerned District Administrations.
            This was said in a meeting chaired by Additional Commissioner Kashmir Abdul Majid Mir. The meeting was attended amongst others by Deputy Commissioner Pulwama Shafaat Noor, Deputy Commissioner Kulgam Mir Jehangir, Chief Conservator Forest Manzoor Ahmed, Deputy Commissioner Excise Tassaduq Jeelani, Dy. Director Crime Branch, Dy. Superintendent of Police, PCR Kashmir Ashiq Tak, and other senior officers.
            Additional Commissioner Kashmir said that major cannabis destruction drive would be launched in the near future in consultation with DCs and SSPs. It was also decided in the meeting that action would be taken against revenue officials including Patwari and Village Chowkidars in areas where Cannabis is found to be cultivated as a crop and not reported. It was also decided that awareness drive would be launched so that the general public is informed, especially youth about ill-effects of drug abuse.
            Mr. Abdul Majid Mir said that a reward scheme would be formulated by the excise department for any person who provides information about psychotropic drugs and areas where cannabis and poppy is grown, so that incentive can be provided to the informer also.             A general appeal was also made by the Divisional Administration through electronic and print media requesting them to identify any person cultivating cannabis and also appealed the general public not to cultivate this crop which is detrimental to the society and ethos.

SWD to launch Women Empowerment Schemes with the help of NABARD

            SRINAGAR, JUNE 28: Minister for Social Welfare, Ms Sakina Itoo on Thursday convened a high level meeting of the officers of the Social Welfare Department in Civil Secretariat and discussed measures for utilising the services of Aangan Wadi Workers in the formulation of Self Help Groups (SHG) for Women empowerment and their capacity building as proposed by NABARD authorities.
            The meeting was attended by Managing Director, NABARD, S.C Ratra, Deputy General Manager, NABARD, Mr. V. D. Vohra, Deputy General Manager, NABARD, Jammu, Mr. Rohit Mishra, Director Social Welfare Department, Mr. Bashir Ahmed Bhat, Joint Director Planning, Mr. Abdul Majid and other senior officers of the Social Welfare Department.
            On the occasion, the Managing Director, NABARD apprised the participants about the various schemes taken by the NABARD for the capacity building for Self Help Groups through Aangan Wardi workers in States like Himachal Pradesh, Rajasthan and Bihar etc. He suggested the services of the Aangan Wardi workers in J&K State can by utilized in the formation of such Self Help Groups, who will be provided loaning facilities and also facilitated linkage with banks in order to enable the women to start their income generating units .He further added that the Angan Wardi workers will be given a target of forming Self Help Groups in each district and for each self help group,  they will get Rs. 2000 as incentive . He also informed the meeting that facilitating of loan through NABARD and other banks to the Self Help Groups is to empower the women, so that they are able to live independent life with honour and dignity and also contribute in the development of the State.
            The Minister on the occasion said that the programme will be initially launched in five selected districts in the State on pilot project basis and will be extended to other district subsequently. She impressed upon the NABARD authorities to come up with the formal proposal in this regard and also assured them the full support from her department.

North-Eastern States to get Rs. 100 Crore under NFSM for Promotion of
Rice Cultivation
Will Help in Self-Sufficiency in Rice Production

New Delhi, June 28, 2012

The north-eastern states of the country are getting Rs. 100 crore this
year  from the Agriculture Ministry for supporting various activities
relating to rice cultivation, under the National Food Security Mission
(NFSM).

 All the eight north-eastern States, including Sikkim, are being
covered under NFSM-rice this year. Till last year, only Assam was
covered under NFSM-rice.

 Under NFSM-rice, States are given assistance for a large number of
activities including seed distribution, soil management, pest control,
machines & tools, training and field demonstrations.

 The interventions planned under NFSM are likely to improve rice
yield, which is low in the northern-eastern states. It will also help
the States in becoming self-sufficient in rice production. [VOS]
