Shift from knowledge parasitism to knowledge creativity: Ruhullah to students
SRINAGAR, JUNE12: Minister for Science and Technology, Aga Syed Ruhullah Mehdi today asked students to inculcate scientific temper which would provide them opportunity for channelize their talent for the welfare of mankind. He said choosing science as career will lead them to shifting from knowledge parasitism to knowledge creativity.
The Minister was addressing an inaugural session of National seminar on ‘Advances in Bio-Sciences’, organized by Faculty of Bio-Sciences, Government Amar Singh College here today.
Mr. Ruhullah said that the biological system is the foundation of life on earth; hence there is need to understand how the system operates and functions naturally.
Referring to the topic, chosen for the National Seminar, Ruhullah said that an integrated approach needs to be put forth for understanding bio-sciences to which involve a variety of disciplines, like engineering, industry, informatics, Computational and mathematical Sciences to meet our requirements today.
The Minister said that Almighty has created nothing but purposeful for the benefit of human beings, whether it may be living or non –living.
The Minister said that medical science has created medicines for treatment of various ailments while as engineering sciences has discovered machinery, robots and other equipment as per requirement of people across the globe .
Referring to a ‘Metal’ discovered by foreign scientists, Mr. Ruhullah said that this metal has proved to be of great help in repairing the broken bone of a person.
Appreciating the students of the state for their inbuilt intelligence nature, the Minister said that our youth need to be encouraged and channelized properly to explore their abilities and efficiencies for better tomorrow.
Deliberating on other feather in the cap of the state, the Minister said that a brilliant student of Jammu and Kashmir has been invited by NASA to Join the services of high nature and also the scientists of the state have succeeded in producing first clone sheep “Noori” for producing pashmina of high quality.
Mr. Ruhullah hoped that the seminar will conclude with some concrete suggestions of providing new generation a guideline to pursue the advances in Bio Sciences.
The Minister released two books authored by Dr. Pervez Ahmed of Zoology department and souvenir of the seminar on the occasion.
Earlier, Principal of the college Prof. Zahoor Chatt welcomed the scientists, delegates and participants from all over the Country.
He said Biosciences at present is taking new dimensions and its scope has increased and 21st century science is being dominated by the developments taking place in Bio-sciences, particularly in Applied and Molecular Biology. It offers immense potentials for a developing country like India.
The objective of the present seminar is to focus on the advances in prominent areas of Bio-sciences by invited lectures, experts and presentations by young researchers so as to achieve wide range of economic and social objectives, improved health and environmental conditions and increased agricultural and energy production.
Formal Director, Zoological Survey of India, presently Prof INSA, Senior Scientist Department of Zoology, Aligarh, Muslim university, Dr. M. Shamim Jairajpuri presented keynote address on the occasion through power point presentation.
During the day long proceedings the seminar was addressed by Dr. Parvez Ahmed, Zoology Department Amar Singh College Dr. Mymoona Akther, Dr. Khalid Rehman Hakeem Dr. M. Younis, Dr, Sumiya Jamsheed and several other academicians and scientists.
The proceedings were conducted by Prof Tehmina Yousuf and various principals of Government Degree Collage including Prof G M. Tibet Baqal, Prof Gilkar and Prof Tariq Ashai were present on the occasion.

HC directs for speeding up of settlement process of wetland
SRINAGAR, JUNE 12: The House Committee (HC)of Legislative Assembly constituted “to ascertain the factual position regarding the illegal encroachment of wetland for its conversion for residential purposes in Srinagar, Baramulla and Badipora districts”  on Tuesday directed the officers of Settlement and Revenue department to speedy up the settlement process of wetlands at Shalteng and its adjoining areas within 10 km radius falling within the administrative jurisdiction of Srinagar, Baramulla and Bandipora districts and submit its report to the committee for its examination.
The Committee, which met today under the Chairmanship of MLA Mir Saffullah with its members Mr. Nizam-ud-Din Bhat and Syeed Bhasharat Ahmad Bukhari, decided that it will meet in its next meeting on June 21.
The Committee asked the concerned to furnish the details of the wetland in question with its present status i.e conversion of agriculture and Khacharai land for residential and commercial purposes.
Among others, Divisional Commissioner Kashmir Mr. Asgar Samoon, District Development Commissioner, Baramulla, Mr. G. A. Khwaja, District Development Commissioner Bandipora Mr. Manzoor Ahmad Lone, Director Land Records Kashmir, Officers of Settlement, Revenue department and Assembly Secretariat attended the meeting.

Inclusion of experts’ suggestions key for hydropower development: Shabir
 SRINAGAR, JUNE 12: On the concluding day 2-day of National Level Hydro-Power Conference, organized by India-Tech foundation on “Harnessing hydro-power in Northern Himalaya-challenges and opportunities” with special focus on Jammu & Kashmir here a t SKICC, the speakers read-out the papers and gave their valuable suggestions for removing certain impediments in rapid harnessing of hydro-power potential available in the Northern Himalayan region of the country.
Minister of State for Power Mr. Shabir Ahmad Khan chaired the Ist technical session and chairman Chenab Valley Power Development Corporation, Mr. M Y Khan was the co-chairman during the session.
Principal Secretary, Power Development Department Mr. Sudanshu Panday, Managing Director, J&K PDC MR. Basharat Ahmad Dhar, Director, Hydro Himachal Pradesh Government, Mr. R D Nazeem and Director Project and Incharge UJVN Limited, Uttarakhand Mr. Sandeep Singhal, Executive Director, J&K SPDC, Mr. Zahoor Ahmad Chat and General Manager, JKPDC, Mr. Iftikhar Ahmad Kakroo were the panel members.
 In his opening remarks, the Minister reiterated state Government’s commitment to make the J&K State self-reliant in power sector, adding that in this regard government has taken various bold and reformative steps to harness the hydro-power potential of the state. He said the suggestions given by the experts of different states during the convention would prove beneficial for exploiting hydro-power potential in Northern Himalayan region of the country. He asserted that the thesis and practical experience of the experts presented in the conference should be considered by the state governments as well as Central government for development of eco-friendly hydro-power projects.  
Mr. M Y Khan said that in present time Hydro-power has great importance, as there is much environmental threat by thermal and nuclear energy. “Our future is either on hydro-power or renewal energy,” he maintained and added that “we should focus on development of Hydro-power projects in potential state”.  He said the states should join hands and took up the matter with concerned Union Ministries for removal of various bottlenecks including forest clearance, implication of funds confronting in early taking up of power projects.
Executive Director, JKPDC Mr. Zahoor Ahmad read-out papers on the implications of Hydro-power projects in J&K in the light of in Indus Water Treaty and Baglihar Dam case study, Mr. Itiikhar gave presentation on hydro-power potential and its development in J&K state.
Director, Hydro Himachal Pradesh and Director Project and Incharge UJVN Limited, Uttarakhand government gave detailed resume of the initiatives taken by their respective governments for development of Hydro-power projects.
The Second technical session of the conference was chaired by Principal Secretary, PDD J&K Government Mr. Sudanshu Panday while as Managing Director, JKPDC Mr. Basharat Ahmad Dhar was Co-chairman of the session.
On the opening of the second key note session, Mr. Panday threw light on the initiatives taken by the government for harnessing the Hydro potential in J&K. He said utmost efforts of the government is to get bottlenecks cleared from the concerned quarters for speedy execution of Hdro- power projects. He also deliberated on the issues of recent advances in planning, design and construction of power projects
Director, Hydro Central Electricity Authority, Mr. J S Bawa read-out the papers on Hdyro Power Potential and its development in Northern Himalaya. Executive Director, Power Finance Corporation Ltd Mr. C Gangopadhyay deliberated on finance strategies on Hydro Power, Deputy Chief Engineer, WAPCOS Ltd Mr.  Amit Gupta read-out papers on site selection and land  acquisition- including space for muck disposal, Head of Project Development- Hydro-power, L&T Power Development Ltd Mr. Devendra K Sharma gave his presentation on impact of climate change on Hydro-power generation in Himalayan region, General Manager, GEOTECH. NHPC Ltd Mr. Manoj Basu read-out papers on Geological challenges in Hydro-power projects and its mitigations, Chief Technical Principal, Tractebel Engg. India, Mr. H R Sharma read-out papers on international best practices and latest technologies for Hydro-power, Director (Hydro) GVK technical and consultancy Services Pvt Ltd Mr. M M Madan gave presentation on construction aspects of Ratle  Hydro electric projects (850MW) in J&K and Executive Director-SEF and Planning of Power Grid Corporation Ltd Mr. Pankaj Kumar read-out papers on challenges of evacuation of power from Hydro-power projects. 
During the session threadbare discussions were held on the topic and several delegates raised questions which were answered by the Speakers satisfactorily for development of Hydro-power generation in Northern Himalayan region.

Urdu Translation of Kalam-i-Sheikh-ul-Alam (RA) released in CUK
SRINAGAR, JUNE 12:- Urdu Translation of Kalam Sheikh-ul-Alam (RA) authored by Prof. Ghulam Mohammad Shad was released at a simple but impressive function at Central University Kashmir auditorium here today.
Vice Chancellor Central University Prof. Abdul Wahid Qureshi presided over the function whilppe as Prof. Ghulam Rasool Malik was the guest of honour on the occasion.
Several scholars presented their papers on the book, which include Dr. Nazir Azad, Ghulam Nabi Atash and Prof. G.R. Malik.
Earlier, in his welcome address Registrar, Central University, Kashmir Dr. Abdul Gani appreciated the work of Prof. Shad in translating the ‘Shrukh’ of Sheikh-ul-Alam (RA).
He said that the efforts put in by Prof. Shad shall be remembered for generations to come and the readers of this book especially people from other languages will be blessed by the teachings of Islam through Kalam-i-Sheikh-ul-Alam (RA).
Dr. Abdul Gani said that by organizing the function, Central University as a whole feels blessed as the work done by Prof. Shad on Sheikh-ul-Alam (RA) is commendable and appreciable.
Prof. Bashr Bashir, Prof. Aziz Hajni, Prof. F.A. Nika, Prof. Riyaz Rufai and several poets, researchers, academicians, scholars and students attended the function.
Vice Chancellor Central University, Kashmir Prof.  Abdul Wahid Qureshi in his address lauded the work of translation of Kalam-i-Sheikh-ul-Alam (RA) by Prof. G.M.Shad and said that Prof. Shad is master of several languages which include Urdu, Kashmiri, Persian, Arabic and English. He said Shad Sahib devoted his whole life for preaching truth through his commendable works and authored several books which became popular in literally circles of State.
He said that Kashmiris owe a lot to Sheikh-ul-Alam for his untiring efforts to popularize ‘Tawheed’ and ‘Risalat’ in nook and corner of the state. He thanked Almighty who grifted us such a great saint who was born in ‘Qoumo’ village of Kashmir Valley blessed Kashmiris with all his bounties.
Prof. Abdul Wahid in his address stressed upon the scholars of various universities, Cultural Academy and other institutions who promots literally works to popularize the teachings of Sheikh-ul-Alam so that the new generations would be acquainted with such great saints and their preaching’s.
Thanking the Scholars for their comments on the book and the audience for participating in the function, Prof. G.M. Shad said that the book is a step towards paying rich tribute to great saint and Reshi Hazrat Sheikh Noor-ud-Din Wali (RA).
He impressed upon one others to do follow pursuit and acquaint ‘Shrukh’ in new generation so that they are benefitted with his teachings.
Prof. Abdul Wahid Makhdoomi presented vote of thanks while Prof. Muied conducted the proceedings of the function.

Rajendra calls for joint efforts by security agencies
                        JAMMU, JUNE 12: Security arrangements made for the ensuing yatra were reviewed at a high level meeting held at Police Control Room (PCR) here this afternoon. The meeting, chaired by Director General of Police Mr. K. Rajendra Kumar, was attended by senior officers from JKP, CRPF, intelligence and civil administration.
                During the meeting threadbare discussions were held with regard to the police bandubast  for this year yatra at Jammu. Officers representing different agencies gave detailed power point presentation about the deployment of manpower along the route from Lakhanpur to Jawahar Tunnel and the places of stay at Jammu.
                The Director General of Police asked the officers to identify the sensitive places and strengthen security grid after making joint efforts . He said that joint patrolling should be carried out round the clock in these areas and also national high way should be kept under continuous surveillance to foil any attempt of disruption by the miscreants. All busy places including langars should be brought under security cover and intelligence gathering accelerated, shared for making preventive measures. CC TV cameras should be utilised to get footage of busiest places.
                Mr. Rajendra stressed upon the officers that while making arrangements it should be ensured that common people and the yatris are not harassed. Parking of vehicles at the identified slots should be ensured and recovery vans be kept in readiness to make smooth traffic movement. Medical facilities for the pilgrims  be made available and the services of ambulances should be utilised .Round the clock functioning of joint control rooms and supervision of arrangements by the senior officers was also stressed by the DGP. He disclosed that the pass out Dy. Superintendents would be deployed for yatra duty to strengthen the deployment.  
                Inspector General of Police Mr. Dilbagh Singh, briefing the meeting about the arrangement said that all security arrangements are put in place to ensure security of the pilgrims. He said that security has been strengthened at all sensitive places including the railway station, bus stands and the yatri bhawan. Civil administration is also being coordinated to make required arrangements for the convenience of pilgrims, he said.  He apprised the meeting that pamphlets containing information about the yatra have been prepared and would be distributed to guide them. Police help lines would be established at different places for the convenience of the pilgrims.
                Mr. Rajendra also asked to strengthen the communication network and maintain liaison about the arrival and departure of pilgrims. Duty magistrates and the civil administration should be provided full cooperation in the performance of their duties. Additional Director General of Police Headquarters PHQ Dr. S.P Vaid assured the meeting that PHQ would provide full assistance in meeting the requirements. Divisional Commissioner Jammu Mr.Pradeep Gupta also assured to provide all assistance from the civil administration.

Div Com reviews water transport, Radio Taxi
Trail run of water transport to be done on June 16
                        SRINAGAR, JUNE 12: Divisional Commissioner, Kashmir, Dr. Asgar Hassan Samoon reviewed the arrangements for Inland Water Transport and Radio Taxi, today in a high level meeting.
                The meeting was attended by IGP Traffic, Mr. Muneer Ahmad Khan, Deputy Commissioner, Srinagar, Mr. Baseer Ahmad Khan, Vice Chairman Srinagar Development Authority, Kh. Farooq Renzushah, Joint Commissioner, Srinagar Municipal Corporation, Mr. A.M. Raina, Regional Transport Officer, Kashmir, Mr. Mohammad Anees, Joint Transport Commissioner, Sheikh Fayaz, Deputy Director Tourism, Mr. Azmat Ali, Executive Engineer Irrigation and Flood Control and service providers Kashmir Motors and Kehwa Express.
                It was decided that a trail run of the water transport will be done on June 16 and trail of Radio Taxi on June 22, 2012. All impediments would be removed and administration would provide all necessary help and assistance to ensure that these schemes are put in place for the benefit of the local population Special Ticket Counters shall also be established at Airport and Railway Station for the benefit of people.
                It was emphasised that adequate safety measures are taken with respect to water transport including providing of life jackets, divers and para-medical facilities to counter any mishap. The water transport shall ply from Pantha Chowk to Chattabal Wier.  
Three more brick kilns demolished: DC Budgam
                        BUDGAM, JUNE 12: In continuation to the ongoing drive against illegally running brick kilns in Budgam district, a Special Squad comprising of Police, Revenue officials led Additional District Development Commissioner, Budgam, Mr. Mohammad Akbar Ganai, who is also Incharge of the whole drive accompanied by Tehsildar Beerwa, Mr. Abdul Hamid Zargar today in a swift action demolished 3 more brick kilns in village Najan Utligam and Poonch Gund of Beerwa tehsil.
                People in general appreciated this kind of initiative taken by the administration against the offenders and reiterated their demand that the exercise must continue in full swing in future also.

Tourist trial from Nawa Kadal to Cement Bridge to be established
DC reviews implementation programme
                SRINAGAR, JUNE 12: The Government has a proposal to establish continuous tourist trail from Nawa Kadal to Cement Bridge with appropriate tourist infrastructure and public amenities.
                In this connection, Deputy Commissioner, Srinagar, Mr. Baseer Ahmad Khan conveyed a meeting of officers of Srinagar Municipal Corporation, Tourism, Health and Superintending Engineers of all disciplines here today and discussed all pores and cons of the newly introduced development programme.
                The meeting was informed that under the programme, 2 kilometres stretch from Nawa Kadal to Cement Bridge will be developed in every respect.
                The meeting was informed that Rs. 20 lakhs are proposed to be spent on construction of surface and deep drains, Rs. 30 lakhs on solar lights, Rs. 1.45 crore on upgradation of houses and shops, Rs. 75 lakhs on improvement of river front ghats for overall development of the site. Besides, entire 2 kilometres stretch has to be put underground cabling.
                The Deputy Commissioner directed the concerned officers to submitted the proposal with photographs within one day so that the presentation of the same could be made before the Chief Minister.
                The team of the officers later visited the site for further preparation.
                Among others Additional District Development Commissioner, Srinagar, Mrs. Rukhsana Gani was present in the meeting.

20 Civil and Police officers being deployed at Yatra 2012 Camps
           SRINAGAR, JUNE 12 - As per recommendations of the High Level Committee, set up after the Governor’s meeting with the Chief Minister and his concerned Cabinet Ministers, the State Government has relieved 20 experienced Civil and Police officers who have been deployed at the various Base and en-route Camps under the orders of Shri N. N. Vohra, Chairman, Shri Amarnathji Shrine Board.
          Disclosing this, Chief Executive Officer Mr. Navin K. Choudhary said that these officers, who have already reported to Shri Amarnathji Shrine Board, have been briefed and given a detailed order which lays down their responsibilities within the jurisdictions assigned to them. As directed by the Chairman, all the officers reach their assigned Camps, at Nunwan, Chandanwari, Sheshnag, Panjtarni, Sangam, Holy Cave and Baltal,  by 14th June afternoon and stay there till the Yatra is over. They will supervise all the arrangements and facilities being set up for the pilgrims, monitor the Yatra on hour-to-hour basis and furnish reports to the Shrine Board Control Room five times a day, at fixed hours.
            The CEO further added that the Yatra arrangements being made by different departments are progressing satisfactorily despite the unfavourable weather conditions which have prevailed during the past several weeks. It is expected that track clearance and other arrangements will be put in place well in time for the Yatra to commence from 25th June, simultaneously along both the routes. To ensure this, the Board has deployed additional manpower and ordered work in double shift to compensate for the loss of time due to the adverse weather conditions.
           The CEO informed that the Governor and Chairman of the Shrine Board, Shri N. N. Vohra, is monitoring the progress made towards ensuring Yatra arrangements on daily basis and in this connection, would be visiting Baltal and Domel on 13th June to review the preparedness. Senior Government officers, including Divisional Commissioner and Deputy Commissioners, are also monitoring the progress made by different departments towards making necessary arrangements regarding water supply, power, health facilities, sanitation etc. CEO of the Pahalgam Development Authority is supervising the track clearance from Pahalgam to Holy Cave, while the labour engaged by the Shrine Board is clearing the Baltal-Domel-Brarimarg-Sangam track.

Jora declares 3 day Sindhu festival open
Says such festivals promotes communal harmony, tourism
            LEH, JUNE 12:- Minister for Tourism and Culture, Mr. Nawang Rigzin Jora who was the Chief Guest on the occasion declared the three days Singhey Khababs Sindhu Festival (SKSF) open with hoisting the national flag which was followed by a brief prayer ceremony performed by all the religious heads in the presence of the guests seeking blessings for peace to prevail and to ward off the impurities made to the Indus which holds a sacred significance.  
            Addressing the gathering Jora said, “Celebrating this festival is a means of paying tribute to Sindhu from which has born the most ancient civilization, the Indus Civilization and speaks of the heritage of India and Pakistan”. Citing the objective of the festival Jora said that the primary purpose of celebrating this festival is to attract more and more tourists, domestic and foreigners to this region as tourism sector is the main support system for economic growth in Ladakh and the industry has proved highly beneficial in providing job opportunities which in turn has resulted in improved economic conditions of the people in every part of the district.
            “We have achieved great success in promoting tourism in Ladakh as we have been able to lengthen the tourist season and have been raising funds from Centre and State for all the three regions of the State in equitable manner and ensure development through tourism in all the possible ways,” asserted Jora. He made an appeal to the guests and tourists to perform their national duty and spread good message among their people about Ladakh which over a time has acquired a significant place in the country.
 Singhey Khababs Sindhu Festival (SKSF) is a symbolic event on communal harmony and sends across the message of brotherhood and peace in the country and in the world. SKSF which in a very unique way marks the fact of unity in diversity in India commenced today at Shey Manla Sindhu ghat with grand inaugural celebration and festive fervor.
            Amrita Rawat, Minister for Tourism & Culture, Uttrakhand who was the guest of honour on the occasion expressed happiness over her wish of attending Sindhu festival come true for which she credited her luck and hoped to get such chance again and again. She said, “Sindhu, the word from which has come the name Hindustan holds a great significance and is very auspicious in Indian culture and this festival in true sense projects India’s unity in diversity. Uttrakhand is a new born state and is in many ways similar to Ladakh like the mountains, landscape and its religious importance with places like Badrinath, Kedarnath and flow of sacred rivers, Gangotri and Yamnotri. The rivers like Ganga and Sindhu are symbols of unity as they bound people of every caste, religion, place and class together without any biasness and give the message of brotherhood and such festivals play a great role in keeping the sanctity of these rivers preserved and alive.”
            To further promote tourism in both states Amrita Rawat expressed her wish to carry a cultural exchange programme by sending cultural troops from Ladakh to Uttrakhand and vice versa and strengthen the ties between the two states.
            “I didn’t find Ladakh so beautiful before and it indeed is the exact example of India as a secular state with people of all the religion participating with equal importance and zeal in the Sindhu festival,” quipped Nasir Aslam Wani, Minister of State Home and Tourism, who was the guest of honour on the day. Calling tourism the cutting edge for economy the Minister said that the State govt. is trying to bring development in every district in uniform way and each department is playing a significant role in achieving the developmental goals and the Govt. ensures participation in almost every Travel fair to promote tourism in J&K and specially in Ladakh.
            CEC, LAHDC Rigzin Spalbar in his speech expressed pride in getting the festival inaugurated by the most dynamic leader of Ladakh, Nawang Rigzin Jora who has contributed tremendous in bringing development in tourism sector in particular and other areas in general of which no Ladakhi could ever dream of. “Projects like creation of Golf Course, Trans-Himalayan Culture Centre, Food Craft Institute and other programmes and projects on conservation and promotion of heritage sites are the giant steps taken by our Minister in promoting tourism in Ladakh at international level,” asserted Spalbar. He made an appeal to all the visitors to the region to bear in their mind while enjoying their vacation the fragile environment of Ladakh which has a limited carrying capacity and natural resources that pose a grave challenge to the entire region.
            During the inaugural function a CD on Rock Art of Ladakh by Tourism dept. was released and as a token of gratitude CEC Rigzin Spalbar presented portraits to all the three ministers. A colourful cultural programme was also presented by different cultural groups and school children on the occasion.
            Other dignitaries present on the occasion were his holiness the Bakula Rinpoche, MLC Norbu Gyaltsan, Former Union Minister P Namgial, ECs, Councilors, DC Leh Tsering Angchok who gave the vote of thanks, SP, Addl. SP, ADC, Defence heads, religious, social, political heads, district officers and tourists and locals in huge numbers.

SIC serves notice to MD, PIO Housing Board for compliance within 30 days
SRINAGAR, JUNE 12- Chief Information Commissioner in a second appeal filed by Mohammad Farooq, President Housing Board observed that there was no reason to ask the information seeker the details of the already asked information when he had asked for a specific detail.
            The Chief information Commissioner has further observed that Public Information Officer of the Housing Board was under an obligation to pass orders within 30 days and also provide as much information as he could have deciphered from the application.
            The Chief information Commissioner has further observed that the first appellate authority which was the MD had to under the section 16 of RTI Act to adjucate upon the appeal and decide the issue. He further served notices to the PIO and fist appellate authority to explain their conduct within 30 days from the receipt of the order and restored the first appeal.

Malik for strict check on child labour

JAMMU, JUNE 12-Child labour is a menace which needs to be strictly dealt with and stringent action under the Law should be taken against those found guilty of employing minors as labours, this was stated by the Minister for Higher Education, Labour and Employment, Mr Abdul Gani Malik at a meeting to review the functioning of the Labour Department in Jammu Division.
He directed the concerned officers to ensure regular inspections to check the problem of child labour. He said that labour department should work in liaison with education department and various NGO’s to trace the whereabouts of the school dropouts who may be probable child labours .He stressed on generating more awareness to curb the problem of child labour and protecting the rights and interests of minors.
The Minister stressed on ensuring that the provisions of various Acts for labour welfare are implemented in letter and spirit and there is strict adherence to norms by the organisations. Mr Malik said that the department is entrusted upon with the responsibility to maintain dignity of labourers and protect their interests 
The Minister directed that top priority should be accorded to streamline the registration process of the unregistered workers and said that regular check should be made to make the organisations more accountable for providing information in this regard. He stressed that the labours at the private construction sites should be brought under the ambit of the act and a check should be maintained that employers do not flaunt the laws and norms.
He also directed the concerned officers to organise awareness camps and engross various social organisations and NGO’s in making the workers and labourers aware about their rights and the various welfare schemes of the department. Mr Malik said a call centre should be set up to facilitate the labourers by providing help to them regarding various issues and welfare measures put in by the department.
He asked the concerned officers to work on creating a data base of the migrant workers from other states employed in various organised and unorganised sector/units/establishment as unskilled/skilled labourer and ensure that the contractors and employers provide an accurate information to the department regarding these workers so that they can avail benefits of various schemes     
Deputy Labour Commissioner Sehnaz Akhter apprised the Minister of the achievements of the department.

Bhaderwah Tourism-cum-Cultural festival 2012
            DODA, JUNE 12 – The Bhaderwah Development Authority (BDA) in collaboration with district administration and Tourism Department is going to organize the annual four day Bhaderwah Tourism-cum-Cultural festival in Bhaderwah from 24th to 27th of June 2012.
The inaugural function is scheduled to be organized at Government Higher Secondary School (Boys) Bhaderwah where VIP will inaugurate the festival and address the gathering. Besides, various Government Departments and private stake holders will establish stalls to provide first hand information regarding various schemes of the government besides displaying variety of departmental products.
During the festival, various cultural activities will be organized including a National level Mushaira on 24th of June at Bhaderwah by J&K Academy of Art Culture and Languages (JKAACL) besides Cultural Jhankies by school children and colourful cultural programmes will be presented.
Likewise, various sports activities will be the attraction of the festival which include Paragliding, River crossing, Rappling, Tree climbing, Monkey climbing etc which will be conducted by the Jawahar Institute of Mountaineering and Water Sports at all the venues of celebration i.e Tourist Resort Jai, Khellani Top, Tourist spot Nalthi and Tourist resort Gatha.
During the festival, adequate boarding and lodging facility will be provided to the visitors besides concerned agencies have been activated for providing to and fro transport from Bhaderwah to all the venues of the festival. Besides, security, medicare, drinking water facility will be provided at all the venues.

AP Health Minister calls on Sham, Chib, discusses health scenario

SRINAGAR, JUNE 12: Health & Family Welfare Minister of Andhra Pradesh (AP), Dr. D.L.Ravindra Reddy, who is on three-day visit to Jammu and Kashmir, today called on Minister for Health, Mr. Sham Lal Sharma and Minister for Medical Education, Mr. R.S.Chib and discussed issues relating  to the healthcare sector.
During the interaction, the trio exchanged the ideas of healthcare in both the States and steps taken to improve the health services. Both the Ministers apprised the visiting Minister about the initiatives taken by the Jammu and Kashmir State to improve the health services, especially at the primary and secondary level.
Dr. Reddy highly impressed by the steps taken by the State Government in the health sector while revealing his experience after visiting a number of health institutions in the Valley said that he was astonished to see excellent services at the primary and secondary level institutions.
While disclosing that he personally visited the Primary Health Centers, Seer, Mattan, Pahalgam and Tangmarg to study the functioning of these institutions said that he found that even after the duty hours the staff was rendering services to the patients.
Lauding the system, the Minister said that even in the absence of private sector in the State, the Government institutions are best in Jammu and Kashmir as compared to other States in the country, including that of Andhra Pradesh (AP).
In his brief chat with the media persons, the visiting Minister said that on the instructions of Union Minister for Health & Family Welfare, Mr. Ghulam Nabi Azad, he visited the Jammu and Kashmir to see the model of State Government in healthcare as the State was adjudged best in the country in primary healthcare and it also better in mother-infant mortality rate as compared to other parts of the country. He also appreciated the well-knit mechanism for implementation of NRHM and other flagship programmes in the State.
Dr. Reddy said that he will suggest his counter-parts in other States to visit Jammu and Kashmir and study the functioning of the health institutions and adopt the same measures in their States. He was highly praiseworthy about the unique system of professional audit adopted by the State health department to improve the health scenario and maintained that the system is unique in the country and it needs to be adopted by other States to achieve better results. He expressed optimism that he will adopt some of the initiatives of J&K in his State.
He expressed his gratitude to both the Ministers and officials for extending all assistance and making his stay comfortable and memorable.

Empower PRIs or face agitation: Panchayat members
‘Give Govt one month ultimatum to fulfill demands’
Srinagar June 12(VOS): Association of members of Panchayat, Jammu and Kashmir Panchayat Conference has threatened the government of launching a statewide agitation if their demands of implementing the Panchayati Raj Act and empowerment of Panchayats were not met. The Conference has given one month ultimatum to the government to fulfill its demands.
Speaking to VOS, the Vice Chairman of Jammu and Kashmir Panchayat Conference Abdul Majid Mir said the organization will launch a statewide agitation and go for secretariat gherao in case their demands were not met within one month.
“The Chief Minister has said he will ensure empowerment with 15 days. We will wait and watch for one month. We feel the Chief Minster is sincere and we have decided to give him time”, said Mir. “People have elected thirty eight thousand panches and Sarpanches. If the government fails to fulfill our demands, we will launch agitation and gherao the state secretariat, for the whole world to see”, added Mir. “Our voters will be with us and teach the government a lesson. We won’t resign and run away. People have hopes attached to us and we will fight for people”, he added.
Enumerating its demands, the conference asked the government to fix a monthly honorarium for panches and Sarpanches apart from constituting the block development councils. “We want suitable honorarium to be fixed in our favour as we work day and night and people have expectations from us”, said the Vice Chairman.
Mir also called for early elections for Block Development Councils. “The government had to hold elections for block councils within three months but one year has lapsed since the village level elections were held and nothing has been done in this regard”, he lamented. “The government was talking about 3 tier system and they have failed to even set up the second tier. The government must initiate steps to set up block councils at the earliest or face music”, he threatened. “Panchayat Act necessitates the nomination or election of an MLC from among the PRIs but that has not been done till date”, he added.
Appreciating the efforts and sincerity of the Chief Minister Omar Abdullah, Mir alleged that his orders are not being carried out by the officers and bureaucrats. “We are thankful to Omar Saheb but unfortunately the things he has promised are not getting implemented”, he said.
Rejecting the perception of threat to the Panches and Sarpanches, Mir said personal rivalry and misadventures of some panchayat members may be behind the recent incidents. He also said, if the government doesn’t fulfill their demands, they will be compelled to conclude there are some ulterior political motives behind the government’s inaction. (VOS)

NC will pay for not empowering Panchayats: Mehbooba
‘Panches, Sarpanches starving’
Srinagar June 12(VOS): Lashing out at the coalition government for its ‘delaying tactics’ on empowerment of Panchayats, Peoples Democratic Party Chief Mehbooba Mufti said the National Conference will have to pay for rendering the grass root institutions dysfunctional.
“Panchayats are the basic institutions of democracy and should be empowered. These institutions are in the interest of people’s welfare and delaying their empowerment will harm the people of the state”, Mehbooba said while talking to VOS. ”If they fail to empower them, the National Conference will have to pay dearly for it”, she added.
Calling the setting up of Panchyati Raj Institutions a cruel joke with the people of the state, Mehbooba called for early delegation of power to Panches and Sarpanches, which according to her will help in upholding the sanctity of people’s emotions in general and those of the Panchayats in particular. The PDP President also demanded that honorarium in favour of the Panches and Sarpanches be fixed at the earliest. “They risked their lives, people came out to vote and it all ended up in nothing”, Mehbooba said. “Panches and sarpanches left their jobs and came into the system but unfortunately they are starving”, she added. “The government must fix a suitable honorarium for Panches and Sarpanches so that they could also honorably carry out their work. We had done the same in respect of urban local bodies members” Mehbooba said.
Rejecting the idea that the empowerment of PRIs will result in disempowerment of MLAs, Mehbooba said their empowerment could have been on the contrary helpful to the legislators. “MLAs responsibilities could have been shared by PRIs. Panches and Sarpanches are always on the ground and they could easily take care of smaller grievances of people”, she said. “MLAs would have benefited from PRIs as they know the requirements and priorities of development in their areas first hand”, she added.
Alleging the National Conference of disempowering and destroying the state institutions, Mehbooba said the party has never trusted state’s institutions. “They believe in centralizing powers to keep everything to themselves, which is against the basic tenets of democratic setup”, she said. “They (NC) were compelled to hold Panchayat elections as pressure had mounted on them because they were not able to avail central funding and assistance”, she alleged.
Castigating the government for not having a clear cut policy for empowerment of the PRIs, Mehbooba criticized the government for not being able to ensuring security of Panches and Sarpanches, after rendering them vulnerable. “We believe they should not resign but they have to live in danger, they are not secure. What is government’s policy to ensure their safety”, she asked. (VOS)

Shahid Malik completes term as Pak High Commissioner to India

On completion of his term as Pakistan High Commissioner in New Delhi, Shahid Malik Tuesday said he will keep raising the issue of Kashmir wherever he finds an appropriate forum.
Before leaving for Pakistan Malik called senior Hurriyat Conference leaders to bid a good bye to them. Senior Hurriyat leaders lauded Malik for his exemplary services while raising the plight of Kashmiris at appropriate fora. Malik, on completing a record 5 years as Pakistan High Commissioner to India, also thanked the Hurriyat leadership for their support during his tenure in New Delhi.
While speaking to Senior Hurriyat leader Syed Ali Geelani, Malik said although he had completed his term as High Commissioner to India but he will always be by the side of Kashmiris in pursuit of their aspirations. “My emotions have always been for Kashmiris and would continue to remain with them”, Malik was quoted of having told Geelani. “I also congratulated and thanked Malik for successfully representing the wishes of Kashmiris apart from his country”, Geelani told VOS. “I also asked him to raise the Kashmir issue and the plight of oppressed Kashmiris people wherever he goes”, he added.
Meanwhile, Ambassador Malik also called Hurriyat Conference (M) Chairman Mirwaiz Umer Farooq to bid good bye. “I appreciate the ambassador for his positive role in representing his country in India. I conveyed my good wishes to him and desired that he takes up the Kashmir issue wherever he find the appropriate opportunity”, Mirwaiz told VOS.
“Malik sahib promised that he will take up the issue and raise the problems of Kashmiris wherever he goes”, added Mirwaiz.
Ambassador Malik also called Democratic Freedom Party Chairman Shabir Ahmad Shah in this context. “Although you have been relieved of your duties in India but you have a role to strive for the resolution of Kashmir issue through various means”, Shah told Malik. Conveying his good wishes to Malik, Shah said he expects the outgoing ambassador to raise the plight of oppressed Kashmiris wherever he finds an opportunity.(VOS)

SRINAGAR June 12: The National Conference (NC) General Secretary Sheikh Nazir Ahmad has directed the party ministers to reach out to the people at the remotest part of the state and remain available to them to ensure that their problems are redressed. He also asked the party MLA to be present in their respective constituencies and make sure that their day to day problems are immediately addressed. 
Meeting various deputation from far of places like Rajouri, Poonch, Doda, Kistwar, Gool, Arnas, including present and former MLA,  MLC’s  the party general secretary assured that all the ministers will tour far of places and make sure the problems are addressed immediately
Sheikh Nazir Ahmad also assured the delegations that party will direct all the MLA’s and ministers to remain available to the people in their respective constituencies for the speedy redressal of the grievances of the people.          
While interacting with the delegations from various areas the party general secretary said that the party has always favored that all the traditional routes must be open, “We had started work on the Mugal road in 1996 with the intention that people on the either side of the round would be connected and it becomes another route for trade. 
Sheikh Nazir Ahmad said that not only internal routes, but also traditional road with Pakistan must be open. He said that it will help to create a better atmosphere of talks. “More road links will also help business community of both the countries to export and important commodities,” he said.
 The NC general secretary asked the people to support Omar Abdullah as he is striving to make the state progress and prosper He said that various initiatives started by chief minister for the welfare and betterment of weaker sections should be appreciated and Omar Abdullah will continue to deliver better with the support of people.
 The party general secretary said that it was because of NC that injustice was eliminated from the state. The NC always stood for the welfare of the state. He said that Sheikh Mohammad Abdullah always preached brotherhood and harmony between all the regions of the state and party leaders must follow the same roadmap as given by the Sher-e-Kashmir.
 He also said that the party never discriminated on the bases of region, religion, cast, colour or creed unlike our adversaries. He also said that secular character of the party is being endorsed by people of all the regions.

They assured the people that the party will redouble their efforts to ensure that the benefits of development percolate to these remote and backward areas and that essentials of life like rations, water, electricity, education, health and road connectivity are made available by the government headed by young and dynamic Omar Abdullah.
Dr. Kamal in his address highlighted the achievements of the coalition government, he said that in the short span of three and a half years the government headed by Omar Abdullah has crossed many milestones and one of them is the successful Panchayat elections.

Salvation Movement condemns arrest of Hurriyat leaders
Leader of the AJK Chapter of Hurriyat Conference and Salvation Movement Vice Chairman, Tufail Altaf Bhat has strongly condemned the arrest of Hurriyet leaders ZafarAkbar Bhat, Shabir Ahmad Shah, Nayeem Khan, Yasmeen Raja, Mohammad Yousuf Naqash, Javed Ahmad Mir. He also condemned the use of brute force on them when they were peacefully marching towards the United Nations office at Sonwar in Srinagar.
Tufail Altaf Bhat in a statement said unresolved Kashmir is the major stumbling block in establishing cordial relationship between the two neighbours. And the lingering dispute should be settled according to the aspirations of the Kashmiri people.
He expressed solidarity with the bereaved family of 2008-2010 martyrs who laid their lives for the freedom movement.
He appealed to the international community to play its role in bringing the culprits to justice and protect the honour, dignity, life and property of the people of Jammu and Kashmir.
Bhat urged India to withdraw its troops and revoke draconian laws like Armed Forces Special Powers Act (AFSPA), to create conducive environment for the resolution of Kashmir in accordance with the aspirations Kashmiris.

DFP Unit Chadoora Launches Publicity Campaign on Integrated Child
Development Schemes.

       The Field Publicity Unit Chadoora under the directives of Directorate
of Field Publicity launched a vigorous campaign at various places in
district Budgam for the theme of ‘Integrated Child Development
Scheme’.

       According to a press statement, the campaign stated on Ist June 2012
and concluded on June 12, 2012. During  the campaign, various types of
publicity programmes were conducted at Chari Sharief, Kakaw-ring,
Sarawni, Kani Dajan, Byari Pathri, Phutlee Poora, Nowgam, Kani Mohalla
and Traji Bal.

       The prorammes at above places were conducted in coordination with
Song & Drama Division, Education Department, Rural Agencies, ICDS and
Voluntary Workers. During the said campaign two specials seminar type
programmes besides other inter-active/ oral communication type
programmes were conducted. During all these programmes, the common
public was made aware of the various schemes which Govt of India has
launched for the growth, nourishment and physical development of
children. During the seminars and lectures delivered in the
programmes, main emphasis was laid on Nutrition programmes for
children, Child care programmes, Immunization (Vaccination
Programmes), Polio Eradication Programmes, Providing of free Napkins
to new-born children and providing of free medicines and free health
care to new born children.

       Gifts prizes were distributed among the outstanding participants in

sustained and result oriented efforts for seeking an amicable
resolution of Siachen.

In a joint statement issued at the end of the two-day Defence
Secretary level talks in Rawalpindi, it was agreed to continue
dialogue on Siachen in keeping with the desire of the leaders of both
countries for early resolution of all outstanding issues. The talks
were held in a cordial and friendly atmosphere.

Both sides acknowledged that the ceasefire was holding since 2003.

The Indian delegation was headed by Shri Shashikant Sharma while Ms.
Nargis Sethi led the Pakistani side. Shri Sharma also called on the
Minister for Defence Syed Naveed Qamar.

It was agreed that the next round of talks on Siachen will be held in
New Delhi on mutually convenient dates, to be fixed through diplomatic

Khadi and Village Industries Commission (KVIC) undertakes various
schemes and programmes for the holistic development and promotion of
khadi and village industries which includes reaching to the grassroots
level and providing facilities and affordable technologies.

Mahatma Gandhi Institute for Rural Industrialization (MGIRI) at
Wardha, a national-level institute, undertakes research, design and
extension activities in the rural industries sector.

KVIC and Coir Board also implement a specific programme for cluster
development, viz. Scheme of Funds for Regeneration of Traditional
Industries (SFURTI), under which assistance for replacement of
obsolete equipment, setting up common facilities centres, product
development, market promotion and other support are provided. So far,
76 clusters in khadi and village industries sector and 20 clusters in
coir sector have been developed.

In addition, the Ministry of Micro, Small and Medium Enterprises is
also implementing the Prime Minister’s Employment Generation Programme
(PMEGP) for setting up micro-enterprise in the non-farm sector. Under
PMEGP, general category beneficiaries can avail of margin money
subsidy of 25% of the project cost in rural areas and 15% in urban
areas. For beneficiaries belonging to special categories such as
scheduled caste/scheduled tribe/women the margin money subsidy is 35%
in rural areas and 25% in urban areas. The maximum cost of projects is
Rs.25 lakh in the manufacturing sector and Rs.10 lakh in the service
sector. So far, 1.66 lakh projects have been assisted under PMEGP with
margin money subsidy of Rs.3062.40 crore, creating employment
opportunities for an estimated 16.10 lakh persons. [VOS]
