Governor, CM receives at Airport 
            SRINAGAR, SEPTEMBER 26 – President of India, Mr. Pranab Mukharjee this afternoon arrived here. Governor, N. N. Vohra, Chief Minister, Omar Abdullah, Union Minister for Health and Family Welfare, Ghulam Nabi Azad, Deputy Chief Minister, Tara Chand, Members of the State Council of Ministers, top brass officers of civil, police and army received the President at the Airport.

Agriculture bulwark of State’s economy: Omar 
            SRINAGAR, SEPTEMBER 26 – Chief Minister, Omar Abdullah Wednesday equated agriculture development with prosperity adding that use of high yielding and disease resistant seed varieties have revolutionized farm production and productivity universally. He said that adoption of modern cultivation practices have given additional boost to agricultural activities ensuring increased and quality production.
            Inspecting the functioning of Mountain Research Centre, Khudwani in South Kashmir this morning, the Chief Minister said that Kashmir Valley has traditionally remained paddy producing area and South Kashmir is denoted as ‘rice granary’ of Kashmir Division.
            “Unfortunately diversion of paddy land for non-agricultural practices has hit the production of rice”, he said adding that saturation in the availability of land for cultivation has also impacted the production. However, he said that the silver line in the scenario is the shift taking place from traditional practices of cultivation to the use of modern technology and sowing of high yielding varieties of seeds assuring good production.
            The Chief Minister said that the role of Research Centers like that of Khudwani in transferring technology from lab to land and evolving area feasible and improved seed varieties for cultivation, is of significant importance. He said that Khudwani Research Centre possesses a good record of developing new and befitting paddy varieties for Kashmir Valley which have shown substantial result on ground. He expressed the hope that the Research Centre would continue its efforts to produce best quality foundation and breeders seed for new generation paddy varieties and popularize the same amongst the farmers to help enhance its production.
            Omar Abdullah said that his government has given fullest attention to the development of agriculture and allied sectors adding that farm activities have almost been kept out of the ambit of taxes to provide necessary succor to the farmers and encourage them venture in the agriculture related activities.
            Describing agriculture bulwark of State’s economy, the Chief Minister said that this sector has greater potential for investors and it promises profitable and viable area for youth to go for MSME units and earn handsome livelihood not only for themselves but also for their brethren by providing them various jobs.
            The Chief Minister said that his government would provide all necessary support to the Sher-i-Kashmir University of Agriculture Sciences and Technology (SKUAST) and other agencies including Agriculture Production Department to help develop agriculture and allied sectors holistically in the State.
            The Chief Minister inspected foundation seed production plot of rice variety Jehlum, the most preferred variety developed by the Khudwani Research Centre and released for general cultivation up to an elevation of 1680 m amsl. This variety has the production of 6-6.5 tonnes per hectare. The variety covers almost 20 percent of rice grown area in the Valley.
            Omar Abdullah also inspected foundation seed production plot of Shalimar Rice-1 also produced and released by the Centre. This variety is blast resistant and is recommended up to the elevation of 1600 m amsl. The variety is prolific yielder and its productivity ranges between 8-9 tonnes per hectare. He inspected breeder seed production plots of both these varieties and visited crop museum.
            The Chief Minister was presented resume of the research activities and achievements of the Research Station. He was told that two high yielding rice varieties of Shalimar-2 and Shalimar-3 have been released by the Research Station during this year for general cultivation up to an altitude of 1650 m amsl and these possess yield potential of 9.5 to 10 tonnes per hectare. It was stated that Shalimar Rice-2 has shown a yield potential of 12 tonnes per hectare in district Bandipora which is a record.
            The Chief Minister was also briefed about conservation of rice bio-diversity programme, all India coordinated rice improvement project, international network for genetic evaluation of rice, development of fine grain aromatic basmati lines suitable for cultivation in the valley, system of rice intensification and other programmes being carried on by the Mountain Research Station, Khudwani.
            Minister for Agriculture, Ghulam Hassan Mir and Vice Chancellor SKUAST, Kashmir were also present on the occasion.
            The Chief Minister interacted with a group of farmers on the occasion and heard their views about the benefits of cultivating improved seed varieties of paddy produced in Khudwani Rice Station. He impressed upon them to utilize modern methods of farm technology and take to the practice of sowing disease resistant, early maturing and high yielding varieties to ensure increase in per unit production and productivity. He also asked them to adopt double-cropping pattern and use balanced dozes of fertilizers.

Taj concludes Kargil tour; addresses public at Mulbek, meets local Congressmen
KARGIL, SEPTEMBER 26:- Minister for PHE, Irrigation & Flood Control, Mr. Taj Mohi ud Din today expressed the resolve of the government to reach out to people in far flung and underdeveloped areas by way of development and facilities.
Addressing a well attended public meeting at Mulbek on the last leg of his three day tour to Kargil district, the Minister asked people not to feel left out as they are already on the priority list of government. He said several state and centrally sponsored schemes operating the State are exclusively aimed at ameliorating the lot of people of these backward areas.
During his visit, the Minister also met several deputations.
Interacting with representatives of Kargil District Congress Committee and local Congressmen from blocks of Shergool, Chikthan etc areas, Mr. Taj asked them to reach out to people and help in mitigating their grievances. He asked the Congress workers to act as bridge between people and the government.
Former CEC, LAHDC, Kargil, Haji Asgar Ali Karbalai also addressed the meetings and sought people’s support in strengthening present government.
During the tour, the Minister also laid foundation stone of Rs. 6.94 crore water supply scheme at Kargil which is expected to benefit the people of Kargil town and Baro village.
Mr. Taj also reviewed the schemes and projects of the PHE, Irrigation & Flood Control Departments in a meeting with members of LAHDC, Kargil.
During the tour, Mr. Taj inaugurated a workshop at Town Hall Kargil on maintaining cleanliness of water sources organized by J&K Chapter of Communication and & Capacity Development Unit (CCDU). He impressed upon people to help in maintaining and preserving the quality of water sources.
The Minister said water testing kits would be provided to all Panchayats and ASHA workers in villages to ensure the standardization of water quality being provided to people.

Enhance quality of personnel and financial management system in departments: CS to Secretaries
             SRINAGAR, SEPTEMBER 26 – Chief Secretary Madhav Lal Wednesday asked administrative secretaries to take necessary steps to enhance and continually improve the quality of the personnel and financial management system in the departments.
            Chairing the periodic meeting of committee of secretaries (CoS), Chief Secretary urged upon the concerned to speed up the pace of computerization and digitalization of accounts in case of PSUs, ensuring up- to -date account statements in respect of all PSUs are completed at an earliest.
            Chief Secretary also reviewed progress made by the Rural Development Department regarding compilation of compendium on transfer of power to Panchayats. He called for preparing publicity material in the form of simple to understand leaflets, pictures and booklets and other user friendly formats for public awareness.
            Chief Secretary also reviewed the status of departmental websites, file monitoring systems and issues related to internet connectivity in the secretariat.
            During the meeting, issues pertaining to transfer of powers to urban local bodies, service and promotion related proposals, draft skill development policy, new recruitment policy etc. were discussed with concerned administrative secretaries with directions to expedite their processing.
The meeting was attended by Principal Secretary Finance, M. I. Khandey, Principal Secretary Planning and Development, B. B. Vyas, Principal Secretary PDD, Sudhanshu Pandey, Principal Secretary Housing and Urban Development, Suresh Kumar and Administrative Secretaries.

Speaker inaugurates Rs.1.56 Cr. Additional block of CHC Hajin
                SRINAGAR, SEPTEMBER 26:- Speaker Jammu and Kashmir Legislative Assembly, Mr. Mohammad Akbar Lone today inaugurated Additional Block of Community Health Centre (CHC) Hajin completed at a cost of Rs. 1.56 crore. He also took stock the pace of ongoing work of 50 bed hospital at Hajin costing to Rs. 18.17 crore.
            Speaking on the occasion, Mr. Lone said that 50,000 souls of Shahgund, Kathpora, vijpora, Prang, Madwan, Mukhdamyari, Hakhbara, Chindergeer, Saderkote and Sadhnar villages will get better medicare facilities by the centre. He said that the Additional block has facilities of dispensary cum store, minor D.T, dressing, injection, ladies ward, labour room, gents ward, nurses room, lab., waiting, medical OPD room, immunization and counseling.
            Mr. Lone said that the government under the young and dynamic leadership of Chief Minister Omar Abdullah is committed to provide better medicare facilities to the people of the State especially in far flung areas adding that liberal funding is being sanctioned under health sector and thrust is being laid to upgrade the basic infrastructure of all health institutions of the State. He directed the health authorities to work with dedication and provide every possible help to patients. “Doctors profession is a noble profession and they should be true to the Hippocratic Oath”, he added.
            Responding to the demand put forth by the hospital management with regard to the posting of Gynecologist, Mr. Lone assured them that the matter will be taken up with the concerned on priority. 
            At Hajin, the Speaker was informed that Rs.4.75 crore have been spent on 50 bedded Hajin hospital so far out of an estimated cost of Rs.18.17 crore and ground floor will be completed by the end of March next year.
            Earlier, the Speaker inspected the execution of upgradation work of 10.6 kms length of Hajin-Shahgund Gundi Jehangir road costing to Rs. 8.01 crore. Mr. Lone directed the executing agencies to speed up the pace of work on all ongoing developmental projects under execution in the Sumbal Sonawari Constituency and complete them in a stipulated time frame for providing benefit to the people at gross root level.
            District Development Commissioner, Bandipora Mr. Manzoor Ahmad Lone, Superintendent of Police, Bandipora Mr. B. A. Khan, Ex-MLA Mr. Ghulam Rasool Naaz and other officers and engineers from various departments accompanied the Speaker during his visit.

Sham pays surprise visit to Health Institutions, Parks, Horticulture Nurseries
SRINAGAR, SEPTEMBER 26: As a part of continued efforts of the Government to provide better health care facilities to common people, especially living in far flung and remote areas of the State, the Minister for Health, Horticulture and Floriculture, Mr. Sham Lal Sharma paid a surprise visit to Seven Health Institutions including Government Primary Health Centres of   Srigufwara and  Salar, DOT Centre Yenned, Government Civil Hospital Pahalgam, Government Primary Health Centre, Ashmuqam, Sub District Hospital Seer Hamdan, Govt. Primary Health Centre, Mattan.
The Minister was accompanied by MLAs of Pahalgam and Shangus constituencies, Mr. Rafiq Ahmed Mir and Peer Mansoor Ahmed.
The Minister during his one day whirlwind tour of District Anantnag enroute to Pahalgam stepped in 24 Kanals HPMC apple grading Plant at Posh Kreeri, Cheeni Wooder, presently in a dilapidated condition due to fire incident during militancy period. He was informed that this year the department earned revenue of Rs.36000 from its produce. On the occasion, the locals demanded revival of this plant once again. They also demanded for construction of cold storage.
The Minister also interacted with local orchardists and enquired about the rate and availability of transport facilities for export of their apple produce to different markets of the Country.
Earlier, the Minister during surprise visit to Govt. Prime Hospital Srigufwara inspected some wards including OPD, Labour Room and directed the authorities to complete the construction of community Health Centre as early as possible and make the centre functional immediately. The new building comprising Driver cum Garage block is coming up at a cost of Rs.5.52 lakh.
The Minister also inspected many wards during visit to Govt. Primary Health Centre, Salar including cold Chain Maintenance Room, Ophthalmic section and Labour Room. The Minister also interacted with some locals including Panchs and Sarpanchs.
Mr. Sham also inspected DOT Centre Yanned and visited Pahalgam and inspected the medical facilities being provided at Govt. Civil Hospital Pahalgam. He was informed that newly approved Allopathic Dispensary is coming up at a cost of Rs.40 lakhs and out of which Rs.15 lakhs have already been spent on foundation project so far. However, the work is suspended due to subjudice. On the occasion, the Minister directed Deputy Commissioner, Anantnag, Mr. Farooq Ahmed Shah to sort out the matter, so that the work on the Hospital is taken up shortly.
The Minister also reviewed the medical facilities being provided at Govt. Primary Hospital Aashmuqam and directed the Executive Engineer, R&B for construction of approach road to Hospital, so that the patients may not suffer during the winter. The Minister announced Rs.22 lakh for equipping the Labour Room and X-Ray plant.
Mr. Sham Lal also took a round of Sub District Seer Hospital Hamadan and inspected the Medicare facilities being provided to the patients.
During his tumultuous tour, Mr. Sham Lal also paid surprise visit to Govt. Primary Health Centre, Mattan and directed the doctors to provide better medical facilities to the patients.
Later, the Minister also visited Floriculture Park Pahalgam and directed the Director Floriculture Department to take further steps for developing the park on modern lines with construction of view points and open air theatre. On the occasion, the Minister interacted with some tourists and enquired from them about the facilities. The tourists were very much satisfied while enjoying the beauty of the nature. However, they informed the Minister that more infrastructure would be constructed at the tourist resorts places, which will attract more and more tourists to J&K State. The Minister also visited Pohshwan Park Pahalgam and enquired about progress of construction of water channel and Gate. The Head of the Department informed the Minister that a DPR has already been prepared  and the work on the project will be started soon.
Mr. Sham Lal said that well flourished Parks and Gardens not only adds grace in the natural beauty of the valley but the fragrance of the flowers of these parks and gardens attract the tourists not only locally but also on national and international level in abundance.
The Minister also inspected Model Orchard cum Nursery Ganeshpora,of Horticulture Department. The Minister discussed various issues related to boost the traditional industry of J&K State. On the occasion, he was shown new variety of Walnut, Hazelnut and Delicious Konera Apple, developed in the nursery under the Indo-Italian and Indo-Bulgarian project.
The Minister said that that government is making every step to revive the State’s traditional trade industries,like Handicrafts, floriculture and Horticulture, not only to maintain our identity but these trades are best income generating units, which can help to reduce the un-employment problem in the State. The Minister also visited Akad Park and issued directions to floriculture authorities for its expansion and development on the modern lines.
Later, the Minister chaired a review meeting of the Health, Horticulture and Floriculture Departments Achhabal Guest House Complex along with accompanied MLA’s, DC, Anantnag and HOD’s.
The Minister while briefing the officers about his one day hectic tour of various health intuitions and parks of District Anantnag, asked them to complete all the on- going projects within the stipulated time frame .He stressed upon the Doctor fraternity to with missionary zeal and dedication and asked them that their profession is noble profession and added that an ailing patient not only expects from them better medical treatment but also a human heart to console them at the doomsday.
Mr Sharma was informed that ISM dispensary at Batkote is coming up at a cost Rs.70.17 lakh, out of which Rs.26 lakh have been spent on the project so far, while Rs.87 lakh out of estimated cost of Rs.145 lakh have been spent on the construction of PHC  Hapatnard. He was also informed that Rs.58.70 lakh out of Rs.145.78 lakh have been booked on PHC Salia and Rs.13 lakh out of Rs.30 lakh have been spent on PHC Ashmuquam so far.
The meeting also discussed the construction of Shangus SDH at a cost of Rs. 6.63 crore and was informed that till March 2012 Rs. 4.99 crore have been spent on the construction of this hospital. It was also told that this year more Rs 50 lakh have been released for its early completion. Besides,   the meeting w as informed that Reenpora PHC is coming up at an estimated cost of Rs 1.94 crore and upto ending march 2012 Rs 66. 50 lakh have been incurred on this project. It was further informed that additional Rs 8 lakh have been released for this project. It was also told that Rs 53.08 lakh out of an estimated cost of Rs 2.48 crore have been booked on the Chattergul project while the DPR of the newly proposed Talewani PHC is under progress. The meeting also discussed Chowgam-Batnoor PHC.
Addressing the meeting, the Minister said that there is always room for improvement especially in medicare sector and a t the same time government is committed to upgrade the facilities in all the three regions of the State.
He said that government is very much alive of the shortage of medical staff including doctors. He assured that this deficiency would be fulfilled shortly.
            The MLAs also spoke on the occasion.

SSM organizes cultural cum Tech extravaganza
Malik, Ruhullah for making education employable
SRINAGAR, SEPTEMBER 26: Minister for Higher education Mr. Abdul Gani Malik today said that major decisions were taken by State Government to modernize higher and technical education both in Government and private educational institutions during last couple of years.
The Minister who was Guest of Honour at function of a 2-days Charity based Cultural cum Technical Extravaganza organized by SSM college of Engg and Technology at Parihaspora was addressing a gathering of students, faculty members of various participating colleges and Universities including SSM College.
Minister for Science and Technology, Animal and Sheep Husbandry, Syed Aga Ruhullah Mehdi was the Chief Guest on the occasion. Ex-MP A.R. Shaheen also attended the function.
Malik impressed upon teachers to make education employable by imparting skilled training as well as academics to the students. He asked private partners in education to design projects aimed at facing modern challenges in education.
Minister for Science and Technology said that Government is committed to encourage students to take up Science subject as their career and accordingly scholarships are given to meritorious students and teachers so that the financial support will boost their morale to go ahead in learning science and technology.
Referring to his inspection of various stalls, showcasing scientific modules in the college, Mr. Mehdi asked the enthusiastic students to approach science and technology department for obtaining logistic support for innovations. He assured that all possible help will be extended to aspiring students for bringing shine in their activities.
Earlier, on the arrival of dignitaries Vice Chairperson, Mrs. Dilafroz welcomed the guests and showed them various scientific modules, exhibited by students of SSM and other institutions of science and technology.
The Minister evinced keen interest in the modules and congratulated the students for their effort in this direction.
Chairman of the college, Qazi Shabir Ahmed in his welcome address said that SSM Trust is the only Engineering College catering to the needs of about 10 million populations.
He said presently six under graduate courses in Civil Engineering, Mechanical Engineering, Computer Engineering, Electrical Engineering and Communication Engineering, BBA at Degree level and six courses of Engineering at Diploma level are being taught in the campus.
He said PG course in MBA, MCA, are also run by the college. He said from next academic session, the college will start PG courses in physics and electronics.
A scintillating cultural bonanza was presented by the students of the host College and other colleges and universities of valley.
Later, the Ministers awarded trophies and certificates to toppers of charity extravaganza for their encouragement.
Among others, the function was attended by Deputy Commissioner Baramulla, G.A Khwaja and Secretary Higher Education Gazanfer Hussain.
Principal of the College, Prof Nazir Ahmed Shah compared the programme on the occasion. He appealed the dignitaries to extend fullest support to SSM so that the college flourishes and becomes a highest seat of technical learning for the students of the State.

DSWK directs for speedy implementation of welfare schemes in Bla
Rs. 8.20 cr spent on supplementary nutrition
SRINAGAR, SEPTEMBER 26: Director Social Welfare Kashmir today inspected District office Baramulla and took stock of the functioning of the office. He interacted with Programme Officer, District Social Welfare officer, CDPO’s and Tehsil Social Welfare officers and enquired from them the pace of implementation of various welfare schemes in the district.
Later, while chairing a meeting of the officers of the district, Khwaja Bashir Ahmed Bhat urged upon them to take duty serious and work with dedication and zeal so that the very purpose of the department is accomplished by extending financial assistance to deserving persons of the valley.
On the occasion, the meeting was informed that Rs. 12.73 crore were distributed among 35,720 old aged persons, widows and physically challenged persons of the Valley during last fiscal. 
Similarly Rs. 33 lakh were provided to 330 persons under National Family Benefit Scheme.
An Amount of Rs. 2 crore was disbursed as pre and post scholarship among 19,000 students of Baramulla.
1794 militancy affected women were given Rs. 1.67 lakh as a token of financial assistance during last fiscal.
As many as 90,000 pregnant ladies, nursing mothers, adolescent girls and 6 years old children were provided supplementary nutrition through 2366 Aangan Wadi Centres at a cost of Rs. 8.20 crore.
Two orphanages one at Uri  and other at Baramulla town are already functioning providing boarding, lodging, food and education to around 60 boys and girls students.
Besides, one more orphanage is coming up at Ribon, Sopore at a cost of Rs. 4.50 crore.    

10th batch of Hajj pilgrims leave for Madina
            SRINAGAR, SEPTEMBER 26: The 10th batch of 540 Hajj pilgrims comprising of 317 male and 223 female pilgrims including an infant left for Madina Munawara this morning.
            Including the Hajj pilgrims of the 10th batch, 3240 Hajj pilgrims comprising of 1878 male and 1362 female besides 03 infant pilgrims have left for Madina from Srinagar International Airport till date.
            On the occasion, officers from State Hajj Committee, Airport Authority and District Administration Budgam were present to see off the Hajj pilgrims.

DDC Anantnag flagged off progressive farmers for study tour
            ANANTNAG, SEPTEMBER, 26: To make the farmers familiar within the modern techniques being adopted for increasing yield of the crops being produced here, a group of 86 progressive farmers of Achabal under ATMA programme in district Anantnag. The farmers shall visit Soil Testing Laboratory, Herbal Garden, Agriculture Engineering Workshop, Poly-Green Nursery, Seed Multiplication Farm Sirhama/ Dialgam & Mountain Rice Research Station Larnoo.
            On this occasion District Development Commissioner said that the Government is committed for the upliftment of Farming community. Such visits of these farmers shall not only boost their moral but shall also provide them the opportunity to interact with the Agricultural scientist, Research scholars and related field functionaries. He was hopeful that the touring farmers shall bring latest technology with them after their return.
             Chief Agriculture Officer Anantnag said that in order to uplift the Agriculture and allied fields, the Department of Agriculture shall be frequently organizing such type of study tours for farmers within and outside the state to update them with the latest technology. He said 450 farmers of District Anantnag are earmarked for study tour within district during ensuing year 2012-13.
            Among others present on the occasion were District Agriculture Officer Inputs, Sub Divisional Agriculture Officer Achabal and other officers, officials of the Department.

Azad inaugurates Blood Donation camp at Red Cross Society Srinagar
Blood donation saves precious lives: Sham
            SRINAGAR, SEPTEMBER 26: Like other parts of the country World Blood Donation Day was also observed with great enthusiasm in the premises of Indian Red Cross Society office, Exchange Road, Srinagar.
            The camp was organized by Samruda Jeevan Foundation sister concern of Live India in collaboration with  Directorate of Health Service Srinagar with Indian Red Cross Society Kashmir Branch.
            The Union Minister for Health and Family Welfare Mr. Ghulam Nabi Azad inaugurated the camp while the Minister for Health, Mr. Sham Lal Sharma was also present on the occasion.
            Mr. Azad while highlighting the main aims and objective of organizing such a great event said that the event is being held throughout the country including J&K State to give priority to health sector and especially donating blood on this day is a noble service for saving precious human lives in emergency times. He said the main goal of world blood donation day is to ensure availability of safe blood for transfusion at various levels in the state.
             Director Health Services Kashmir, Dr.Saleem-ur-Rehman, Director ISM, Dr. Abdul Kabir, Project Director AIDS J&K Dr.Khajuria, Mission Director NRHM J&K Dr. Yashpal Sharma and various officers of Regional Branch Red Cross Society were also present on the occasion.
            The blood donation camps were also organized at other districts of the state also.
            The Union Minister said that 21 units were collected till last information received in this regard.
            Mr. Sham Lal Sharma said that organizing of such blood donation camps will help in saving the precious human lives and added that the people from every walk of life not only participated in this great event with great enthusiasm but also appreciated the efforts of the organizers for conducting such type of blood donation camps in the valley at a shortest period of time. He said that such blood donation camps should be also organized in future so that the needy may get the blood very easily from the blood banks particularly at emergency time. He said this is the great service to the humanity.

   SRINAGAR, SEPTEMBER 26-Minister for Tourism and Culture Mr. Nawang Rigzin Jora convened a meeting in his office chamber with Ogilvy and Mother advertisement agency here today.
Minister of State for Tourism and Culture Mr. Nasir Aslam Wani accompanied with the Minister.
Ogilvy and Mother official Advertisement Agency for Jammu and Kashmir Tourism gave presentation on the proposal regarding campaign for Jammu and Kashmir Tourism through Print and Electronic media.
Commissioner Secretary Tourism Mr. Atul Dullo and Director Tourism Kashmir Mr. Talat Parvez also participated in the meeting.
Strategy for carrying out campaign in next few months was discussed in detail and several suggestions were given to the agency by the concerned Ministers, so that promotion of tourism in Jammu and Kashmir is carried out with great success in next season.

Work for upliftment of poor, downtrodden: Malik
SRINAGAR, SEPTEMBER 26:- Minister for Higher Education, Labour and Employment, Mr. Abdul Gani Malik today said that there is dire need to imbibe spirit of service to humanity and moral character among the masses by organizing religious congregations like seerat conferences, seminars and debates on the teachings of Almighty Allah.
The Minister was addressing a seerat conference, held at Government Degree College, Sopore, MLA Sopore, Haji M. Ashraf Ganai, DDC, Baramulla, Khwaja Ghulam Ahmed, Ex MP A. R. Shaheen, SDM, Sopore, religious scholars, muftis, and large number of people attended the conference.
Mr. Malik said that the Prophet of Islam (SAW) has tought us to live a simple but magnificient life and work for the upliftment of poor and downtrodden.
Lauding the contribution of GDC, Sopore for organizing the conference the Minister hoped that the Conference will go a long way in eradication of evils from the society.
On this occasion, the scholars recited verses of Quran-i-Majid. Several students presented Naat-i-Sharief and created an atmosphere of blessings for all.
Many other intellectuals, professors, teachers and students read out their papers on the Islamic teachings and paid rich tributes to Prophet Muhammad (SAW) for his great sacrifices for humanity.
 Later, the Minister inspected GDC Pattan and took stock of the functioning of the college.

Sagar asks CA&PD to work out a mechanism for effective LPG distribution
SRINAGAR, SEPTEMBER 26:- The Minister for Rural Development, Panchayati Raj, Law Justice and Parliamentary Affairs, Mr. Ali Mohammad Sagar accompanied by the Minister of State for Roads and Buildings, Mr. Javaid Ahmed Dar today visited the residences of the Panchayati Raj Represnetatives, who were recently killed by some unidentified persons at Pattan and Nowgam, Sopore in Baramulla district.
            While interacting with the families, the Minister assured them that the government would provide every necessary assistance to them and a he would take up the matter of providing a job to the deceased families with the Chief Minister at an earliest. He said that the government would also see to it that the persons involved in these heinous crimes are brought to book.
            While interacting with the people there, the Minister said that these types of dastardly acts are crimes against humanity and people from all sections of society should condemn these besides, working unitedly to defeat the elements who are trying to disrupt the peace and disturb the developmental activities initiated by the government.
 Mr. Sagar said that the government by holding elections to the Panchayati Raj Institutions and ensuring the proper empowerment of the same had ensured that democratic decentralization of powers by involving people at gross root levels in implementation of various welfare programmes. “Certain forces are trying to sabotage the same and in a way they are acting against the interests of the people of the State and we should collectively defeat the nefarious designs of these forces who are acting against the interests of State and humanity”, the Minister added.
The Minister later convened a meeting to address the situations arisen due to the recent guidelines issued by the Union Ministry of Petroleum regarding the distribution of LPG in the State. Minister of State for CA&PD, Mr. Shabir Ahmed Khan, Director CA&PD, Joint Director CA&PD, Representatives of various oil companies distributing LPG which included OIC, HP, BP, Retail distributors and various representatives from different areas of the city were also present in the meeting.
Mr. Sagar impressed upon the officers to ensure that the workable mechanism is put in place so that the consumers do not face any inconvenience and get hassle free LPG supply. He said that the deadline for registering with various oil companies should also be increased, so that more and more consumers can avail the facility of registration and in this regard necessary measures should be taken with the Union Ministry of Petroleum.
The Minister also asked the Minister of State for CA&PD to personally pursue the matter as it pertains to the public at large with the concerned Union Ministry, so that people do not suffer on this account.

            Deputy Chief Minister, Mr. Tara Chand, Minister for Rural Development, Panchayati Raj, Law, Justice and Parliamentary Affairs, Mr. Ali Mohammad Sagar, Minister for Agriculture Production, Mr. Ghulam Hassan Mir, Deputy Speaker Legislative Assembly, Mr. M. S. Madni, MLAs, Ms. Mehbooba Mufti, Mr. Chaman Lal Gupta, Mr. Harshdev Singh and Mr. M. Y. Tarigami have been nominated to serve as members of the said Committee.

Governor meets President
SRINAGAR, SEPTEMBER 26 – Mr. N. N. Vohra, Governor Jammu and Kashmir, called on Mr. Pranab Mukherjee, President of India, here this evening and briefed him about various aspects of the growth and development of the State. He also briefed Rashtrapatiji regarding the overall security situation.
The Governor, who has been recently appointed by the President as Chancellor of the Central University of Jammu, briefly informed Mr. Mukherjee about the advancement of Higher Education in the State.
The Governor welcomed the President on behalf of the Government and the people of the State and thanked him for visiting J&K and for honouring the University of Kashmir by addressing its 18th Convocation.

Public much more secure today: Nasir
SRINAGAR, SEPTEMBER 26- Responding to the queries of some media persons on the sidelines of press conference of the Chief Minister at SKICC, Srinagar, Minister of State for Home, Mr. Nasir Aslam Wani dispelled the notion that the militancy related incidents are on the rise stating that there has been a gradual decline of over 30 percent compared to the previous year which itself had witnessed the almost 30% decline compared to the preceding year.
The Minister further asserted that the statistics amply demonstrate that in the last two years, the militancy related incidents have been on decline and civilian killings have also reduced substantially adding that there is considerable improvement in the overall security situation notwithstanding attacks on some elected representatives. He said the police has registered a major breakthrough with the cracking of a city based module involved in attacks on a separatist leader, NC block president and policemen.
He said effective measures have also been taken to counter infiltration adding that the police have also solved a murder case of a sarpanch of Hawoora by arresting some top commanders of a militant outfit. He maintained that militancy related encounters are been handled with utmost caution and consequently collateral damage has been minimized adding that in the last two decades the general public feel much more secure now.

Govt. to take LPG Distribution issue with centre: Akhoon
SRINAGAR, SEPTEMBER 26:- Minister of CA&PD Mr. Qamar Ali Akhoon today said that there is no scarcity of LPG in valley and large number of cylinders have been stocked at all the district headquarters of the valley, so that people do not suffer for want of cooking gas.
 The Minister was addressing a meeting of officers of CA&PD and representatives of various LPG agencies.
 Director CA&PD, Mr. Mushtaq Ahmad, DGM LPG north zone, Mr. Alok Gupta, Senior Regional Manager J&K, Mr. Ashvani Gupta, Senior Sales Officer LPG, Mr. Haroon Hamid and other concerned were present in the meeting.
Mr. Akhoon said that government has stored LPG gas at least for one month and in case of any road block or any emergency, about 2.5 lac gas cylinders can be refilled at Pampore LPG bottling plant. However, the Minister added that the state government has taken up issue regarding LPG supply with the center government so that people do not face any kind of problem in forth coming winter.
On the occasion representatives of LPG agencies informed that talks are in advanced stage regarding the issue of consumer having LPG connections without documents and problem will be resolved soon. It was given out that consumers can transfer/update their gas connections by fulfilling requisite documents like KYC form, Identification proof.
 It was also informed the people who want to get new connections without gas stove (chulla) can submit KYC form which is available free of cost at all distribution centers or which can be down loaded from LPG section of www.hindustanpetroleum.com. The consumer has to enclose proof of identity, Rs. 1250 security deposit for cylinder without gas, Rs. 180 for Safety pipe.
It was also told that other optional services can be availed by paying Rs. 150 for Regulator, Rs. 200 for stove inspection and Rs. 35 for consumer card. It was also given out that rate of subsidized LPG gas cylinder is Rs. 412 and non-subsidized gas cylinder is Rs 837.50.
 It was further informed that gas stove (chulla) is not mandatory for new connections and consumer can purchase that of his own choie. 
Mr. Akhoon said retail outlet registration counters are being established in far flung areas where people can submit their document for the Transfer/update and registration purposes. He said by this initiative people living in rural areas need not to go to the distribution centers and it will also help in reducing the rush at distribution centers.
He said nomadic people have already been issued ration cards and they can also avail the facility of new LPG gas connections. He said problem of supplying of LPG gas to the outside labourers shall also be resolved soon. He further said that consumers who do not have ration cards shall be entitled to bring identification proofs from public representatives including MP’s, MLA’s, Counselors, Surpanchs, Panchs, village Numberdars and permanent resident gazetted officers of the State.
Mr. Akhoon said Center has launched Rajiv Gandhi Gramin LPG Vitran (RGGLV) Scheme regarding new LPG distribution for increasing the network to make LPG available to rural/urban areas. The underlying concept of the scheme is to provide income generation opportunity to youth and empower women at the village level itself.
The Minister  said the process to be adopted is very transparent and involves a draw selection of RGGLV in the presence of invited guests and qualified applicants apart from company officials. As a part of this process a draw will be held on 27 of September at Pampore, LPG bottling plant near Gas turbine pump.

Handloom Buyer Seller meet held at Kashmir Haat
            SRINAGAR, SEPTEMBER 26: The Directorate of Handloom Department organized a seminar on buyer and seller meet during National Handloom Expo   today at Kashmir Haat, Srinagar.
            The event was inaugurated by Commissioner/Secretary, Industries and Commerce, Mr. Shantmanu and other Heads of various Departments attended the function.
            The Commissioner Secretary, Industries and Commerce, Mr. Shantmanu, appreciated the role of the Handloom Department in organizing the National Handloom Expo in Kashmir after a gap of decades and while addressing the Artisans, Handloom agencies assured then every support for skill upgradation and Marketing of their products and stressed the Department to formulate a comprehensive programme for holding of such Mega Events within State during the full year and also see the possibilities of organizing such Events outside the State like Delhi, Mumbai, Goa, Chandigarh, Agra, Lucknow, Chennai and Kolkata etc
            The Director Handloom Development Department, Mr. Mehraj-ud-Din Kenu gave a detailed presentation on the subject and made the Buyers aware about the Handloom activities and product profile being undertaken in the Handloom sector in the J&K State.
            While highlighting the need of organizing such events, the Director stated that National Handloom Expo 2012 was organized in Kashmir Haat Srinagar from 17-09-2012 and will continue till 1st October, 2012 and so far record sale of Rs 2.75 crores have been made by the participant Handloom agencies as well as Cooperatives Societies from different parts of the country. 
            The Director Handlooms Jammu and Kashmir further told that various steps have been taken to check the menace of duplicate Handloom products sold on Kashmir Brand, which includes introduction of Handloom Mark, Silk Mark for the products produced on Handlooms and further efforts are on to bring Pashmina weaving under G.I. Certification, which definitely help the poor Weavers, Artisans of the State in improving their socio-economic conditions.
            The participants who attended the today’s function appreciated the facilities provided to them by the State Handloom Department. Director Handicrafts, M.D. SIDCO, Joint Director Handlooms, Deputy Director Projects UNDP and Dr. Sarfaraz from SKUAST also were present in the function.
            The Buyers and Sellers held detailed interaction during the function and placed huge orders for the products like woolen tweed, woolen mufflers, raffle cloth, cotton linen, bed covers, bed sheets and pashmina items produced in various Handloom Clusters sanctioned by Development Commissioner for Handlooms, Ministry of Textiles, Government of India, New Delhi.

Omar meets President one on one
Discusses J&K affairs
SRINAGAR, SEPTEMBER 26- The Chief Minister, Omar Abdullah Wednesday evening had one  on one meeting with the President of India, Mr. Pranab Mukherjee at Raj Bhawan here and discussed Jammu and Kashmir political and development affairs with the President.
Omar Abdullah gave resume of the new initiatives taken by the coalition government in the State to bring transparency, strengthen the institution and empower people to ask questions to the government about its functioning and other matters relating to development. The Chief Minister also apprised the President about the steps taken by the government to empower people and involve them in policy formation and implementation of development projects.
The Chief Minister also gave details of the endeavours of the government for establishing effective and powerful Panchayat Raj System in the state. He also apprised him of the measures underway to strengthen and empower pachayats and make it delivering.
 Chief Minister told the President about the enactment and implementation of historic public service guarantee act to time-bound the delivery of various public services in the state making government officials legally responsible for delivery of these services within the prescribed time frame fixed for these services. T            The Chief Minister also informed the President about the constitution of State Information Commission and reconstitution of Accountability Commission to make transparency rule the roost.
Omar Abdullah also apprised the President of the policy of the government to reach out all regions, sub-regions and backward pockets of the state equally on development process. He briefed him about the measures put in place by his government for equitable and inclusive development and the welfare of weaker sections of the society including scheduled caste, schedule tribe, Gujjars and Bakerwals, Pahari Speaking people and other backward classes.
The Chief Minister welcoming the President in the State wished him good health and success.
The President reciprocated the wishes of the Chief Minister and prayed for peace prosperity and development of the state and welfare of its people.

Azad asks people to stand united against militants
Srinagar, Sep 26 (VOS):        Union Health Minister and senior Congress leader Ghulam Nabi Azad Wednesday termed the killings of panchayat members in Jammu and Kashmir a serious issue and asked the people to stand united against militants “Killing of panchyat members is a serious issue and the state government should provide security in sensitive areas to create a sense of security among the elected representatives,” Azad told reporters on the sidelines of a function here.
“We cannot let their life be in danger,” he said and called on people to unite against militancy. “People should come on roads and condemn such killings. It is not just the duty of political parties, but people as well to support them and condemn their killing,” the former J&K Chief Minister said. Expressing his concern over the rise in militancy related incidents in the state, he said, “We are concerned that after a long time militancy is again taking its head out. The people of the state should think how beneficial it is when the situation gets normal. Tourists from the country and outside visit the state. It brings in economic prosperity. But if terror is not stopped it would destroy the state.” He also supported State Congress President Pro Saif-ud-Din Soz’s demand for implementation of 73rd Amendment and asked the state government to empower the elected sarpanches and panches without delay.

PDP to introduce Bill on Panchayat Empowerment
If Panchayats are not empowered, people will feel disillusioned: Mehbooba
Srinagar, Sep 26 (VOS):          Opposition Peoples Democratic Party (PDP) President Mehbooba Mufti Wednesday said her party will bring a bill based on features incorporated in 73rd Amendment of the Central Panchayati Raj Act in the upcoming session of the legislature Addressing a press conference at her Gupkar residence here, Mehbooba appealed Congress that if they were is really concerned about the empowerment of Panchayats in the state “then they should support the smooth passage of the bill. Blaming both National Conference and Congress for being engaged in shadow boxing vis-à-vis empowerment of the Panchayats in the state, the PDP president said her party is not interested in drawing any political mileage at the cost of eroding democratic process at the grassroots level.  She informed the bill would be introduced by MLA Shangus Peerzada Mansoor Hussain in the lower house while in the upper house the same would be brought by the party leader Murtaza Khan. Mehbooba accused that the state government has so far failed on its promises to empower the Panchayats on the ground.
She said failure in empowering Panchayats will tantamount to adding more to the disillusionment among people. “If Panchayats are not empowered as was promised by this government the people would feel disillusioned and disgruntled. They would lose hope in the democratic process and ultimately we would have to pay the price. The need of the hour is the Panchayats are empowered fully and powers are shifted to the Panchs and Sarpanchs so that they can bring a change on the ground. They should be allowed to discharge their duties in providing basic amenities to the people living in the villages,” the PDP president remarked.
Criticizing the state government especially police, Mehbooba said the statements issued by the government and police are contradictory and smacks of lack of coordination among the two. “The government and the police offer different versions on the killing of Sarpanchs and Panchs. While government maintains the killings of Panchs and Sarpanchs are carried out by militants the police say that militants are not behind these killings,’ she opined.
She strongly condemned killing of Sarpanchs and Panchs and observed the killings must be condemned by all the stake holders irrespective of their political affiliations. “At the same time it is the responsibility of the government and the police to identify the killers and expose them to the public. Otherwise the blame game will continue and people may not know truth behind these killings,” Mehbooba demanded.
She alleged that National Conference has been exploiting Panchs and Sarpanchs for their own vested interests as NC leaders ensure presence of Panchs and Sarpanchs wherever they address any gathering in any part of the state particularly in valley. The PDP president observed that Panchayats have been made defunct intentionally by NC as the ‘party is not able to deliver and does not want powers to be delegated to the grassroots level.’
“I think the chaotic condition in Kashmir suits to National Conference interests as it has never allowed peace to prevail.  Actually this party in no way can compete on the governance front once the situation comes to normal in the state. NC’s claim of normalcy is a façade and same gets exposed by the arrest of 12 year old boy Faizan, and when Geelani’s visit to Lal Chowk becomes news,” said Mehbooba.
Refereeing to growing inflation, FDI, cap on LPG and hike in diesel prices, Mehbooba asked the state government take a cue from the Delhi government and take people friendly measures on these issues.
She also blamed the NC for eroding credibility and mandate of anti graft and transparency institutions in the state. Mehbooba said the State Information Commission has been rendered useless like the State Accountability Commission (SAC) which has been made a toothless tiger by the present government. “Similarly, the present government has made Panchayati institutions defunct. RTI Act has also been made irrelevant by the government since amendments have been carried out in its rules,” Mehbooba said while demanding security and monthly honorarium for Panchs and Sarpanchs to meet their day to day expenses. Tarigami appeals politicians to refrain from linking panchaytas with K issue

Srinagar, Sep 26 (VOS):           CPI (M) state secretary, M Y Tarigami today appealed political parties including separatist to refrain from linking Panchayats with the political resolution of Kashmir issue. Addressing media persons here at his Gupkar residence, Tarigami said the mandate of Panchayats is limited to the development of rural and far flung areas.  “The mandate of Panchayats is to serve people in the villages and address their day to day problems which include better connectivity, education, health, irrigation and other basic amenities. Unfortunately, an impression was being created that Panchayats a say in the final resolution of Kashmir issue, which is not correct,” he maintained.
The CPI (M) veteran leader expressed disappointment over political parties claiming that Panchs and Sarpanchs belong to them.  He advocated least political interference of the government in the functioning of the Panchayats in the state. “This is why I will bring a bill in the coming assembly session advocating removal of word nomination wherever it has been mentioned in the Panchayat Act,” he informed.   He said sofar there is too much interference of the government in affairs of Panchayats. “The existing Panchayati Raj Act of the state is more regressive and less democratic. The government is to nominate everybody in these institutions right from vice-chairmen to the block development councils,” Tarigami averred. “Even creation of Panchayat adalats (judiciary) have been left to the government nominations. Unless we go for decentralization of powers, we can not claim this system of governance successful,” said Tarigami. Referring to the latest killing of Panchs and Sarpanchs, Tarigami said politicization of the Panchayats has put the lives of these elected representatives at risk.   He said Panchs and Sarpanchs should be paid honorarium on the pattern of payment of salaries and perks to legislators and MPs.


SMHPW held protest at Old Secretariat,
Srinagar, Sep 26 (VOS):           Making allegations of bribery against the authorities for declaring to have qualified the SMHPW examination, trainees made an attempt for Old Secretariat gharow which was foiled by the police. According to VOS, trainees under training of nursing course in various collages held protest demonstrations in heart of city at Lal chowk and proceeded towards to Old secretariat for its gharow. Protesters, talking to VOS said that the amount of 20,000 rupees was demanded from every trainee to declare her successful in the examination and those who refused to pay have been declared unsuccessful in the examination. “We didn’t pay bribe and we were declared unsuccessful” said a group of protesters to VOS. “Candidates who were declared qualified due to paying of bribe don’t have enough infrastructures and are not renowned one like ours” they added. Protesters have appealed the higher authorities to intervene in the interest of justice. VOS


President of India arrives in Srinagar
Srinagar, Sep 26 (VOS):           President Pranab Mukherjee arrived here today on a three-day visit during which he will attend the 18th convocation of Kashmir University. He was received at Srinagar airport by Governor N N Vohra, Chief Minister Omar Abdullah, Ghulam Nabi Azad, Prof. Saiffudin Soz and top rank officers of civil, police and army. He will attend the convocation on Thursday in Kashmir University.  Tight security cover has been thrown around the capital for Mukherjee's visit, the first to Jammu and Kashmir after he took over as President on July 25 this year.  During the convocation, a total of 214 gold and silver medals will be awarded to students for topping their respective disciplines in the past three years.  Mukherjee will also make his presence Dargah Hazrabtal Shrine. He is expected to meet with the leaders of opposition during his three day visit in Kashmir. VOS

Srinagar, Sep 26 (VOS):          Security agencies have made an extensive and in depth verification of all those students and scholars who will participate in the Convocation on Thursday to receive medals and certificates in the 18th convocation of Kashmir University to be addressed by the President of India Pranab Mukherjee.
“I’m the topper of my batch and I had registered my name for the award. Various security agencies have visited my home to verify about me and my family background” said a student requesting anonymity.   Pertinently, 214 student toppers of various departments and 234 PhD and M. Phil will be awarded with medals and degrees in the convocation. Security is alert inside and outside the varsity in the eve of President’s participation in the convocation.



Taj concludes Kargil tour; addresses public at Mulbek, meets local Congressmen

Srinagar, Sep 26 (VOS):          Minister for PHE, Irrigation & Flood Control, Taj Mohi ud Din today expressed the resolve of the government to reach out to people in far flung and underdeveloped areas by way of development and facilities.
Addressing a well attended public meeting at Mulbek on the last leg of his three day tour to Kargil district, the Minister asked people not to feel left out as they are already on the priority list of government. He said several state and centrally sponsored schemes operating the State are exclusively aimed at ameliorating the lot of people of these backward areas.
During his visit, the Minister also met several deputations. Interacting with representatives of Kargil District Congress Committee and local Congressmen from blocks of Shergool, Chikthan etc areas, Taj asked them to reach out to people and help in mitigating their grievances. He asked the Congress workers to act as bridge between people and the government.  Former CEC, LAHDC, Kargil, Haji Asgar Ali Karbalai also addressed the meetings and sought people’s support in strengthening present government.
During the tour, the Minister also laid foundation stone of Rs. 6.94 crore water supply scheme at Kargil which is expected to benefit the people of Kargil town and Baro village.  Taj also reviewed the schemes and projects of the PHE, Irrigation & Flood Control Departments in a meeting with members of LAHDC, Kargil.
During the tour, Taj inaugurated a workshop at Town Hall Kargil on maintaining cleanliness of water sources organized by J&K Chapter of Communication and & Capacity Development Unit (CCDU). He impressed upon people to help in maintaining and preserving the quality of water sources.
The Minister said water testing kits would be provided to all Panchayats and ASHA workers in villages to ensure the standardization of water quality being provided to people.
