Farooq pins hope on Indo-Pak talks
‘Talks alone can remove differences, misunderstandings’
Srinagar, Sep 01 (VOS): Pinning hopes on the Indo-Pak dialogue, National Conference President and Union Minister for New and Renewable Energy, Dr Farooq Abdullah today said the Foreign Minister level talks between the two countries will lead to positive outcome and help in easing visa laws apart from facilitating the cross-LoC trade.
"I hope the upcoming talks between the External Affairs Ministers of India and Pakistan will lead to positive outcome. I am sure the Kashmir centric CBMs will move forward in a positive way," Dr Farooq said while speaking to newsmen on the sidelines of a function here.
He said the recent meeting between Prime Minister Manmohan Singh and Pakistan president Asif Ali Zardari in Tehran during the NAM summit is a positive development and it would have a positive outcome.
The Union Minister expressed hope that visa laws between the two countries will be eased apart from boosting cross-LoC trade, including opening bank branches on either side of the Line of Control.
He said differences between the two countries can be removed only by a sustained dialogue. "We cannot remove misunderstandings if we maintain distance. It will lead to further misunderstandings," he said.
In response to a question on implementation of the the recommendations of the Justice Sagheer report, Farooq said he was not concerned with it as he is presently  a part of the central governemnt. "You should ask me about Government of India," he retorted.
Dr Farooq said the Mumbai 26/11 convict Ajmal Kasab should face the law of the land as he has killed so many people during Mumbai attack in 2008.
"I cannot interfere in the Supreme Court judgment. I am no body to do that. He killed so many people, let him answer," he said. (VOS)

Kashmir lags behind in employment opportunities for youth
Srinagar, Sep 01 (VOS): General Officer Commanding 15-Corps, Lt Gen Om Prakash today said that 500-600 militants were ready to infiltrate from launching pads across the Line of Control
General Officer Commanding, of Valley based 15-Corps Lt Gen Om Prakash told reporters on the sidelines of a seminar “employment opportunities in Kashmir” here that more than 42 militant camps were operating in Pakistan and 500-600 militants are ready to infiltrate from launching pads.
“The recent incidents of ceasefire violations by Pakistan is aimed to infiltrate militants into Kashmir,” he said and added that that it was impossible to completely check the infiltration due to geographical reasons.
“It isn’t possible for the Army to bring down infiltration to zero level. You can’t give guarantee of zero percent infiltration due to geographical reasons,” he added.
On unemployment issue in Kashmir the GOC said that there were less employment opportunities for youth in the Valley. “Every year thousands of youth pass out after obtaining high degrees. But the employment opportunities are very less. Most of the youth in Kashmir are unaware of employment schemes provided by the government,” he added. (VOS)

Srinagar, Sep 01 (VOS): Hurriyat Conference (G) Chairman Syed Ali Shah Geelani Saturday asked state government to disband Shri Amarnath Shrine Board (SASB) and Muslim Wakf Board immediately falling which they would launch a massive agitation against it.
Addressing a press conference at his Hyderpora residence, Geelani said, “If government control on affairs of Amarnath yatra and Muslim shrines isn’t ended soon, we will launch a massive struggle against it.”
However, the veteran separatist leader said that they weren’t against holding og Amarnath yatra “as it has been happening for the last 145 years.”
“But now government of India and fanatic Hindu organisations are using the yatra as launch pad to instigate communal disharmony,” Geelani claimed.
Upping his ante for environmental protection, Geelani said that if the state government undertakes any constructions in eco-fragile areas in and around the Amarnath Cave “it has the potential of snowballing into major trouble.”
“Supreme Court of India has expressed concern over 90 deaths which occurred during this year’s yatra. At a place where more than six lakh people will visit, 90 deaths are expected to happen. But due to rising number of yatries the environment is getting disturbed,” he claimed.
Geelani said that principles of conservation for environment as applied to the pilgrimage to Gangotri be applied to the pilgrimage to Amarnath shrine.
Expressing his concern over “interference” of state government over the affairs of Muslim shrines in Kashmir, the Hurriyat (G) chairman said, “Hindu governor is controlling Amarnath yatra while Muslim shrines and masjids are being controlled by the chief minister. If government control on these institutions isn’t ended soon, we will launch a massive agitation,” he warned.
Calling upon people to observe a complete shutdown on Tuesday, September 4,  Hurriyat Conference (G) Chairman Syed Ali Geelani Saturday demanded disbanding of the Shri Amarnath Shrine Board and the Muslim Wakf Board by liberating them from the government control. He also demanded that the time period and the number of pilgrims visiting the shrine should be limited.
“The Shrine board should be soon dissolved and the duty of running smooth yatra should be given to local Pandits who had performed it in past as well,” said Geelani.
While criticizing the functioning of the Muslim Wakf Board he said it was unfortunate for Kashmiri’s that every successive regime tries to dominate the Wakf Board for their personal gains. “Wakf property should be used for religious things like marrying poor and orphan girls. It should come in transparent hands and the government should not control its functioning,” he said.
Geelani said the transfer back of the 800 kanals of Amarnath land has not been completed as the case is still in the court.
“The 800 canal Amarnath land is yet to be given back. It is presently under stay order in court and Board is using it for its own purpose. We want it back before we come on roads,” Geelani said, adding, when India forces raped thousands of women and killed lakhs of innocents, its Supreme Court was silent then.
Geelani accused India of being a fascist country. “On one side India talks high about its democratic nature but in reality its fascist and undemocratic face can be seen in Kashmir”.
About his continuous house detention, Geelani flayed the National Conference (NC) led coalition government calling it a puppet government which is powerless and runs at the dictations of New Delhi.
However, the octogenarian leader clarified that Kashmiri’s were never against the Yatra and India was giving it a political and communal color only to continue its political, cultural and military invasion on Kashmir.
Geelani said yatra was started in 1867 and was smoothly running with Kashmiri Muslims and Pandits extending every kind of help, but one fails to understand why shrine board was created.  
“It is the National Conference during the tenure of Farooq Abdullah that created shrine board. This board works like East India Company to strengthen Indian occupation on Kashmir,” said Geelani.
Geelani lamented that the real representatives of Kashmir are not being allowed to meet people and their movement restricted. “People and media is our only hope and bridge to reach our voice to the oppressed people”, he said. 
He appealed the journalist community to give voice to the sufferings of people. (VOS)

Credibility of Govt at lowest ebb due to mis-governance, trust deficit: Mufti

Poonch, Sep 01 (VOS): Patron of Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today said prevailing chaos and uncertainty in the State were result of the failure of the present regime headed by National Conference to connect itself with the common masses. He said that the credibility of the government has reached at its lowest ebb because this regime has lost faith of the people.
“From the day one when this government was formed, there is instability and uncertainty in the State”, Sayeed said while addressing a public meeting which was organized  here in connection with the foundation day function of the party.
“Prevailing anarchy and chaos in the state is result of the failure of the system”, he said and made a reference towards remark of Cabinet on Security (CCS) which pointed out, during the summer unrest in 2010 that trust deficit and governance deficit as main reasons of alienation of the people.  “The situation which was prevailing in the State in 2008 and 2010, is still persist because the government has failed to bring transparency and accountability in the system”, he said and termed the present regime has worst ever corrupt government in the history of Jammu and Kashmir. 
 “Although the corruption has been sneaked into the government from top to bottom, the anti-graft institutions like State Accountability Commission (SAC) have deliberately make non functional by the State Government”, he observed and reiterated demand of PDP that  SAC should be equipped with an independent investigating agency to ensure proper investigation of the cases against higher ups.
PDP patron said that corruption has become a big issue in the whole country and a war against corruption has already launched in the country. He supported the demand of Lok Pal raised by social activist Anna Hazare.
Terming present government as directionless coalition, he said that just to grab the power, National Conference and Congress has entered into an alliance without forming Common Minimum Programme (CMP) and without evolving consensus on vital issues. He mentioned that both the coalition partners speaking in different tones on many important issues.
Emphasizing on the need of solving vexed Kashmir problem for the lasting peace in this region, he maintained that dialogue was the only way to solve all problems peacefully. “Political parties of the country have to realize that solution of Kashmir problem is must for the lasting peace in this region”, he said.
Referring to the historical steps taken by the then Prime Minister Atal Bihari.
He, however, expressed his concern over lack of progress in the peace process pioneered by his party and implemented during PDP-Congress regime.
He regretted that that announcements regarding communication facilities to the traders engaged in cross LoC trade and other step to boost this trade still remained only on papers. He further emphasized that besides initiating steps to boost cross LoC trade, facility of visiting both sides of LoC should not be confined only to divided families. “There should be free movement of people from both sides of Kashmir”, he demanded. Terming opening of points on LoC as most significant CBM since 1947, Sayeed that opening of Uri-Muzafferabad and Poonch-Rawlakote roads has liberated people of Jammu and Kashmir from seize which they had been facing after partition of the country.
While reminding the people about steps taken by the PDP regime to complete work on Mugal road, he told the people that Poonch would be soon emerged as “Gateway of Kashmir” and this belt would be a biggest business centre of this sub-continent. He reminded that during the regime of PDP-Congress various steps were taken for the development of this land locked border districts of Poonch and Rajouri.
Speaking on the occasion, former Deputy Chief Minister Muzaffar Hussain Baigh said that that PDP had scripted a new chapter of peace and development in the State. He said that July 28, 1999 was landmark in the political history of Jammu and Kashmir because PDP was formed on that day and this party has revived people’s faith in the democratic institutions.  “Politics of our party is not only to attain power. Aim of our party is to restore lasting peace in this region and to establish a system where every section of the society would get justice and equal opportunities for development and economic growth”, he said and pointed out that during its short span of three years PDP led regime had carved out a path of peace and development in the state.
“We can topple this government within no time”, he said and added disclosed that after 2010 summer unrest PDP had opportunity to get the power back. “We don’t want to attain power by such tactics. We will get power with the support of the people of Jammu and Kashmir”, he said.
Terming Mufti Mohammad Sayeed as a statesman,  Baigh said that under the leadership of Mufti Sayeed, PDP, in a short span of time, has earned faith and credibility of the people. He said that three year tenure of the PDP led regime was historic period in the political history of the State because that government had succeeded in involving people in the governance.

KCSDS rejects Interlocutor’s report on power
Urges MPs, MLAs to  stress centre for return of projects
Srinagar, Sep 01 (VOS)
: Rejecting the recommendations of Interlocutors in power sector, the Kashmir Centre for Social and Development Studies (KCSDS) has reiterated its demand for immediate return of power projects that continues to be under the illegal and unconstitutional control and occupation of National Hydroelectric Power Corporation (NHPC) besides compensating the state on account of perpetual losses incurred due to the Indus Water Treaty.
In a meeting held under the chairmanship of Prof. Hameedah Nayeem, the KCSDS members urged upon the state government, Members of both houses of Parliament from J&K  and state legislative assembly  to exhibit moral courage and lead a joint delegation to Prime Minister and others in order to stress for immediate restoration of these power projects from  illegal occupation of NHPC to the state. The MPs are also required to take up the issue in the current session of the Parliament besides organizing sit-in and raising their voice vociferously in the interest of providing this
basic amenity to citizens of the state.
The KCSDS has cautioned the state government not to ignore the potential of public uproar on this sensitive issue as it would be unacceptable to the people of Jammu and Kashmir to allow export of power generated from their own waters by NHPC before fulfilling their own needs.
The meeting observed that the recommendations made by the interlocutors for improving power situation in the state are as casual and shallow as any other recommendation in their report.“The interlocutors, on one hand, have failed to fix responsibility for under-exploration of enormous hydro potential of the state over past 65 years and, on the other hand, they have also failed in quantifying the losses incurred by the state due to Indus Water Treaty in their report”, the members observed.
The Chairperson informed the meeting that it was amply made clear to the interlocutors that the Jammu and Kashmir was a self reliant state with
balance of trade to its advantage in 1947. But because of casual approach, colonial policies and lack of political will of GOI has been rendered into
a fully dependant and consumer state. “Whereas, every state in India has witnessed enormous growth and development over past 65 years, the J&K state was deliberately left out for reasons best known to GOI”, Prof. Hameedah said, adding that  Government of India has to own and undertake full responsibility for lack of any concrete and sincere policy to focus on the growth and development of the state.
 She said that It is deplorable that despite the potential of harnessing about 30000 MWs of hydro energy to generate around 1 lac crores revenue,
the state has been forced to meet its day to day demand by purchasing power for over 3000 crores annually. She further said that the state had the
pride to be amoung first two princely states in the whole of Asia that had set up its hydro power projects way back in 1905 but no efforts have
deliberately been made to build on this foundation.
KCSDS has expressed its concern that the successive state governments have undermined the interests of its people and facilitated loot of water
resources besides displaying a dismal will  to utilize these resources.
Contrary to the tall claims of present dispensation, the interests of the state continue to be compromised till date, the chairperson emphatically
 demanded that the government should scrap  new agreement with NHPC for handing over three more power projects of Kiru, Kawar and Pakal Dul to them under the garb of joint venture. She said that the terms and conditions of the new agreement are not even at par with terms and conditions of Rattle Power Project awarded to Hyderabad based company by the same dispensation.

Qureshi takes oath as HCBA president
‘Bar committed to upholding human rights, freedom’ 
Srinagar, Sep 01 (VOS): The Election Commission of J&K High Court Bar Association Srinagar today administered oaths to the newly elected office bearers.
Z. A. Qureshi, President, Vice President Aijaz Bedar, General Secretary Mohammad Ashraf Bhat, Joint Secretary Shabir Ahmad Bhat and Treasurer Bilal Ahmad Wani took oath during the ceremony which was held at the  Sadder Court premises this afternoon.
The ceremony was attended by the lawyers from the High court as well as the Sadder Court Srinagar.
After the conclusion of the oath ceremony the outgoing president Main Abdul Qayoom addressed the gathering of the advocates and also the incoming president Z. A. Qureshi. Both Qayoom and Z. A. Qureshi reiterated that the Bar Association is committed for fighting the cause of the freedom which is also the part of the constitution of the Bar Association and to work for upholding the Human Right of the people of J&K State before every available forum. Immediacy after the oath ceremony was concluded the new elected body of the J&K High Court Bar Association Srinagar conveyed a meeting to discuss the issues concerning the Bar and with vote of thanks to all the voters concluded its first meeting.
It was brought to the notice of the Executive Committee of the Bar Association that Hurriyat leaders Nayeem Ahmad Khan and Shabir Ahmad Shah were not allowed to move to Bandipora and one of the leaders Shabir Ahmad Dar was arrested and at present lodged in Sopore Police Station.
Bar Association condemns this act on the part of the State Govt. because it is right of every citizen to move and propagate, he said.

J&K Bank signs MoU with Tata Motors
Srinagar, Sep 01 (VOS): The Jammu and Kashmir Bank has entered into a business tie-up with Tata Motors Ltd, leading car manufacturing company of the country, to facilitate swift and hassle-free finance for purchase of their manufactured cars.
S K Bhat, President (Strategy and Business Development/Finance), J&K Bank and Ramesh Dorairajan, Head Retail, Channel Finance & Insurance/PCBU, Tata Motors Limited signed the MoU here today at Bank’s corporate headquarters. The MoU will allow the Bank to be one of the preferred retail financiers of Tata Motors’ car business.

Mir urges youth to contribute to developmental process
Beerwah, Sep 01 (VOS): Minister for Agriculture, Ghulam Hassan Mir today urged upon the youth to contribute in the developmental process of the state as ‘much time has been wated on emotive slogans for last 63 years’.
The Minister said this in a public gathering after witnessing the final match of a cricket tournament of the area.
He said “the political settlements take very much time and that period we cannot live a miserable life and the youth should strive first for economic independence rather political settlement”.
He said till date our emotions have been exploited by the vested interests and the time has come to get rid of this and make a new beginning where peace, progress, prosperity and KHUSHHALI only prevails in our state.
Mir stressed for strengthening economy of the state adding “my philosophy to make the future generation as a self reliant force” and maintained youth is our future and it is our collective responsibility to provide them a big platform for harnessing their potential in right direction.
Citing the example of last 63 years, Mir said that people today still demand the basic needs from their political representatives when other states have registered the people of the other part of the country has progressed in every sphere of life.
The Minister said that people of valley are complaining that “we are lacking behind the other part of the state, but Mir questioned the people that we all are responsible for this backwardness”. He said after witnessing an era of destruction, the successive governments started the reconstruction of damaged infrastructure and now the time has come that we have to work collectively for realizing the dream of self reliance in economic independence.
Referring for providing the transparent job opportunities to the educated youth of the state, the Minister said that our government has given priority to the merit for the appointment of any post in government sector. He said that even for selection of Anganwari workers and helpers merit is the first choice. Asking the students to impart quality education, Mir said that in today’s competitive world the merit speaks louder. He urged the students to compete at national levels and try to clear IAS and IPS exams.
Referring the demands of the people of the area, the Minister said that all the genuine demands would looked into and assured the energetic players of the area that playground of the village will be developed through sports department to facilitate the players. 

Soz for promotion of Football in valley
Takes up matter with Union Sports Minister
Srinagar, Sep 01 (VOS): Jammu and Kashmir Pradesh Congress Committee Chief Prof. Saifuddin Soz has underlined the importance of strengthening and promotion of Football in Kashmir.
“I met Ajay Makan Hon’ble Union Minister of Sports & Youth Services in Delhi yesterday  and explained to him in detail the importance of strengthening the process of promotion of Football as the most important game ever played by Kashmiris”, said Soz in a statement to VOS.
He said, “I told the Minister that while promotion of cricket, Hockey and other games played in   J&K State has to receive a fillip in the days to come, the promotion of Football in Kashmir must be a priority for Government of India”.
Soz said he told the minister how Tyndale Biscoe had introduced Football in Kashmir in the begining of the 20th Century in very difficult circumstances.            I He said he told the minister f that it was a heartening situation that a crowd of thirty thousand people watched the match between Kashmir Football 11 Team and Mohammdan Sports Kolkata on July 14th 2012 in Bakshi Stadium, Srinagar. This was the first time that such a big crowd watched Football being played in Bakshi Stadium, after a very very long time.

Dr. Farooq inaugurates Night Post Office Services at GPO
Srinagar, Sep 01 (VOS): In order to provide modern customer friendly services to the people of Srinagar,  Night Post Office services in Srinagar GPO were inaugurated by Dr. Farooq Abdullah, Hon’ble Union Minister for New & Renewable Energy, Govt. of India at an impressive function held at Srinagar GPO amidst the presence of staff members and a large number of customers. Dr. Farooq Abdullah lauded the role of Shri John Samuel, Chief Postmaster General J&K Circle for taking many innovative initiatives aimed at improvement of postal services in the State. Dr. Abdullah declared “the postal services in Kashmir has gone for a major transformation recently, the Post Office has been playing a key role in the development of Jammu and Kashmir and has strengthened its bonds with the common masses by adopting the latest technology in its operations.” He further said that Post Offices have proven its utility, in the era of competition and Night Post Office facility at Srinagar GPO will go a long way to benefit the people of Kashmir. He advised that Post Office should use Solar Panels for energy requirements.

Defeat cultural aggression, secure identity: Nayeem Khan
Srinagar, Sep 01 (VOS): Senior resistance leader and National Front Chairman Nayeem Ahmad Khan has appealed people to defeat the cultural aggression from India by securing and protecting their identity.
He also appealed all pro-freedom activists to activate themselves because leadership is not allowed to reach the masses.
National Front had a day long party meeting at party headquarters which was attended by all the central office bearers and District representatives and was presided over by party chairman Nayeem Ahmad Khan. The meeting was called to discuss some important party issues and present political situation. In his presidential address Nayeem Ahmad Khan  showed his strong concern about the cultural aggression of India which is aimed to change the mindset of our new generation. Khan appealed people to defeat the cultural aggression of India after understanding it so that our new generation is not deviated from it’s past and it does not forget it’s identity.
Khan said that so called state government on the behest of Delhi is not allowing the pro freedom leadership to meet the masses so pro freedom activists have to activate themselves. He condemned the arrest of Muslim Conference chief Shabir Ahmad Dar at Bandipora on Friday. Khan said that it is a matter of concern that Shabir Ahmad Dar is not being freed.

Arms, ammunition recovered in Handwara
Srinagar, Sep 01 (VOS): In a joint operation, Police and army recovered arms and ammunition in the forest area of Handwara District.
Action on a specific information, Police and 47-RR recovered one AK-56, three Ak magazine (Rusted and Unserviceable) rounds twenty 7.62mm,82Mm five Mortar Shellr (destroyed on spot) three Chinese Grenade (destroyed on spot) from a Cave type Hideout in the forest area of Sangri Magam, falling under the jurisdiction of Police Station Handwara. Police has registered a case in this regard. 

02 die, 04 injured in road mishaps
Srinagar, Sep 01 (VOS): Police said a load carrier without registration number which was on way to Bijbehara from Khanabal hit one 8 year old boy resulting in serious injuries to him. The boy namely Daarmoo son of Bawani resident of Rajasthan presently Urhanhall near Flour mill was shifted to District Hospital Anantnag where he succumbed to his injuries.
A Van bearing registration numberJK03/2575 hit and injured one pedestrian Mohammad Rajab Bhat age 65 years son of Abdul Gani resident of Sofshali at Sofshali, who has been referred to SMHS Hospital Srinagar for treatment.
A Motorcycle bearing chasis number 10373 fell into a Nallah near kanjikulla, Yaripora Kulgam, resulting in critical injuries to motorcyclist Amir Ahmad Allie age  16 years son of Mohammad Ayoub resident of Kujjar and minor injuries to pillion Shakir Ahmad Mir son of Farooq Ahmad resident Kujjar.  Both the injured were shifted to Sub District Hospital Yaripora; where from Aamir Ahmad Allie was referred to SKIMS Soura, where he succumbed to his injuries.
An Accident took place at main road Zakoora, falling under the jurisdiction of Police Station Zakoora Srinagar between tipper bearing registration number JK016/0177 and scooty without registration number resulting in injuries to Sheikh Umer Jan 21 years son of Reyaz Ahmad resident of Saloora, Ganderbal driving Scooty. The injured has been shifted to hospital for treatment.
A Maruti car bearing registration number JK01P/6182 driven by Mohammad Ashraf Sofi 26 years son of Ghulam Ahmad resident of Chackla, Baramulla turned turtle near Chala Ziyarat Sharif, resulting in injuries to the driver of the vehicle. The injured was shifted to District hospital Baramulla for treatment.

Srinagar, Sep 01 (VOS): Police and other forces today after demonstrating the worst kind of state terrorism arrested chairman JKLF Mohammad Yasin Malik and other leaders and prevented them from addressing a public meeting at Kulgam. Police and other Forces had cordoned the whole Kulgam district from all sides and enforced curbs and Barriers at various places. Despite all these barriers Yasin Malik reached Badroo kulgam and thousands of people in his leadership started marching towards kulgam. Police, SOG and CRPF laid a siege around the procession and arrested Yasin sahib and other leaders. People including women resisted the arrest in a most peace full way and marched along with the police vehicles to Yaripora Chowk. Police after failing to disperse public by cane charge and other repressive means called Rashtraya rifles and all the forces started beating the participants of the rally. Yasin Malik said that today’s police action clearly shows the frustration of so called rulers and other pro India politicians who when saw the growing public support  for  JKLf meeting  resorted to police force and tyranny . Yasin said that if these so called leaders who call themselves democrats have any dignity they instead of using police force should come forward and compete with pro freedom leaders politically. Malik while appreciating the peaceful approach of the people said that today people have shown that despite all kinds of state terrorism they can stand by their peaceful attitude and struggle. Malik on proposed India Pakistan dialogue and meeting between foreign ministers said that Talks and negotiations lead to the solutions of the problems but when important issues are kept out of even the agenda of talks the success of talks cannot even be imagined .the leaders of India and Pakistan should realize the importance of solving Kashmir on priority basis. Malik  said that India and Pakistani leadership recently met in Tehran Iran and from 7th to 9th September 2012, the foreign minister‘s of these two countries are again meeting  in Islamabad Pakistan. The people of Kashmir support and welcome the steps taken by these two countries to normalize ties between their two countries but are concerned by their approach of ignoring the Kashmir issue and putting it aside. We Kashmiri’s wish peace and prosperity of both these countries because peace or hatred of these countries has direct bearing on us. But at the same tine Kashmiri’s feel concerned about the fact that nothing is done to solve Kashmir on priority basis. Yasin Malik said that Kashmir was and remains to be a core issue that has in past ignited many wars between India and Pakistan and future too remains at the verge of disaster. Because of this issue Kashmiri’s have suffered and our four generations have been destroyed. The future of every citizen of Jammu Kashmir is and remains ambivalent and vague. This issue has ignited hatred between India and Pakistan and the life, peace and prosperity of millions of citizens in subcontinent remains bleak because of this issue. Yasin Malik said that the whole world knows and appreciates  the fact that the best way to resolve issues is to talk and negotiate, but when important  core issue  such as Kashmir is kept out of the agenda of talks how can one expect any solution. Yasin while describing the attitude of the leaders of India and Pakistan in Tehran as unfair said that if ignorance on Kashmir remains the same in the talks between two foreign minister, it cannot be termed but as a disaster. This will be like building castles on the pile of explosives and can jeopardize the peace and prosperity of whole world. Yasin Malik said that to stop Indian and Pakistani leaderships from showing this ignorance on Kashmir, to emphasize on the importance of resolving Kashmir on priority basis through dialogue and to press on the demand of involving the principal party (Kashmiri’s) into the dialogue process on Kashmir JKLF will hold a peaceful demonstration on Friday 7th September at Lal Chowk Srinagar after the Friday prayers. This peaceful protest will convey to India and Pakistani leadership the need to resolve the core issue on priority basis without wasting any more time. Meanwhile after the arrest people in yaripora and adjustment areas came out of their homes and protested against the high handedness of police and other forces. Shops and business establishments were shut down in the whole area in protest. A group of JKLF leaders mean while reached kulgam and addresses people who were protesting there. Among those who led this protest included Mushtaq Ajmal,Ghulam Nabi kashmiri and Siraj ud din Mir.

Srinagar, Sep 01: The National Conference-Congress coalition coordination committee has decided to hold elections for Urban local bodies, Block Development Councils and Legislative council as early as possible.
“The Committee held thorough discussions on holding elections to Panchayat at Block Level , Election to the J&K Legislative Council through Panchayat and election to Urban Local Bodies”, CHariman of the committee Prof Saifuddin Soz said in a statement to VOS. Adding there was consensus on holding these elections, as early as possible.
The committee has also decided to frame a detailed mechanism and decide "upon operational technicalities which will guide these Elections. 
“The Committee also initiated to identify personnel to man the vacancies in the Public Service Commission and the backward classes Commission”, Soz said.
The committee which met here at Hari Niwas today under President of the JKPCC Prof. Saiffudin was attended by Tara Chand Dy. Chief Minister, A. R. Rather Finance Minister, Pt. Mangat Ram Sharma Former Deputy Chief Minister, Ali Mohd Sagar Minister of RDD and Ch. Mohd Ramzan of the National Conference.
Sources told VOS, the issues with regard to constitution of State Vigilance Commission also came under discussion. “The details and objections raised by the Governor to the nominations submitted earlier to him were discussed”, the sources added.
However, a member of the panel told VOS, the discussions were held in a cordial manner, despite differences over certain contentious issues.             Speaking at an impressive gathering of employees & Workers of JKI and the Sr. Officers of Industries & Commerce  Department, after commissioning the modernized and upgraded  Bemina Woollen Mills here   today Mr. Slathia said that coordinated efforts  all the Stakeholders are needed to make  the Corporation a sustainable economically viable and technically feasible PSU. The Factory has been modernized at a cost of Rs: 2.50 crores under Revival Package of the State Govt. He said JKI’s  one of the sick PSU which has been revived after remaining in red for about 15 years due to turmoil with the  strenuous efforts of the management    and liberal    financial support of the dynamic Chief Minister, Mr. Omar Abdullah.

He said  the machinery  for modernization of  both these factories has been procured in  a transparent manner, after consulting the workers & all Stakeholders.  He congratulated  the Managing Director for giving a positive direction to the Corporation and producing quality stuff of cloth, which he said, was imperative to meet the stiff market competition.
            Commissioner/Secretary Industries & Commerce, Mr. Shantmanu also appreciated the management and workers of the Corporation for good performance and assured full support to it both in the capacity of being one of its Board Director as well as being Commissioner/Secretary Industries & Commerce Department.
            Mr. Javid Iqbal, informed that modernization of  Woollen Mills would facilitate to produce high quality woollen & worsted tweed suiting, serge, Angola /Terricot, Blankets. He said after its modernization the production capacity of the  Bemina Woollen   Mill will  increase to 1.60 lac meters valued at Rs.10.00 crore as compared to 75000 meters (Rs.250 lacs) during the current fiscal.  Similarly, after  modernization of Govt. Silk Factory Rajbagh the production of silken fabric will increase to 3  lac meters valuing Rs. 15.00 crore against 72000 meters valued at Rs. 225 lacs  during the current financial year. He  said  Rs: 17 crore have been earmarked for the JKI in Five Year Plan for undertaking modernization of its units.

Sagar, Sakina caution people against frustrated elements
SRINAGAR, SEPTEMBER 01: Enumerating the various measures taken by the government for ensuring peace and over all sustained development of the state, Minister for Rural Development, Law, Justice, Parliamentary Affairs and Panchayati Raj, Mr. Ali Mohammad Sagar has said that certain frustrated elements are trying their best to mislead the people by falsehood and hollow slogans.
The Minister was addressing a huge public gathering at Arechanderhama, Pattan today.  Minister for Social Welfare, Ms. Sakina Itoo, Director Rural Development, Kashmir, Mir Altaf Ahmed and other senior officers of district administration were present.
Referring to the enactment of various acts for ensuring good governance at the gross root level, the Minister said that the government has ensured that the people get the requisite necessary information about the working of the various departments and services within the stipulated time frame so that the menace of corruption is contained. “We have also seen to it that people get the requisite essential services required for their day-to-day living as early as possible and in this regard Public Services Guarantee Act is a landmark legislation which also ensures that an officer/official is also penalized if he fails to provide the requisite service within the given time frame”, he maintained.
“The Government has also ensured democratic decentralization of powers to the grass root level by putting in place a vibrant panchayati raj system and empowering the same with a power of 14 vital departments so that the people at ground level are also involved in the day-to-day governance. Further Additional District Development Commissioner has been nominated as nodal officer for monitoring that the orders of empowerment are fully adhered to and any officer/official not adhering to the same will not be spared”, the Minister said and announced that an amount of Rs. 20 lakh would be given to halqa under MGNREAGA for ensuring development.
Minister for Social Welfare, Ms. Sakina Itoo while speaking on the occasion said that the government has initiated several landmark schemes for the welfare of the people. She said that in order to tackle the global phenomena of unemployment, the state has introduced a noble scheme called Sher-i-Kashmir Employment Welfare Programme for Youth (SKEWYP) and  EDI for imparting training and providing hassle free loan facilities to the un-employed educated youth.
Coming down heavily on the political parties trying to mislead the people, Ms. Itoo said that it is a recorded history during their tenure they only mislead the people by resorting to falsehood and hollow slogans. She said that the present government believes in sustained action rather than rhetoric and misleading people by flouting obnoxious ideas.

Voluntary load disclosure scheme extended for one month more: PDD
            SRINAGAR, SEPTEMBE 01- The Power Development Department with the approval of Jammu and Kashmir State Electricity Regulatory Corporation has notified for general public that the period for making voluntary load disclosure under voluntary load disclosure scheme has been extended for a period of one month.
            The department has clarified that this will not stop the department from making routine inspections for purpose of determination of actual connected load and the maximum demand of different installations. It has further revealed that load not disclosed voluntary under the scheme or earlier at the time of getting a power connection by any consumer shall invite penalty for the period for which the same has been concealed in accordance with connected load/ maximum load determined by the inspection team at the time of inspection.  
            The department has further requested that the public to go for early disclosure which would save them from avoidable penalty and revenue warrants.

            Congratulating LAHDC, Tourism Dept J&K and the people of Ladakh for the festival, Omar spoke high of the unmatched beauty of the region and impressed and stressed the need for its conservation. He said natural beauty and rich cultural heritage of Ladakh region attracts tourists of wide ranging interests and the preservation of the ecology and natural beauty of this area is responsibility of all.
            Mr. Omar said that Ladakh Festival gives a unique opportunity to project Ladakh in its entirety for national and international tourists. He also underlined the hospitality and love of the people of this area and said that this characteristics is yet another speciality of the area to attract tourists.
            On the occasion, CM assured that his govt is putting every effort to promote tourism in Ladakh making a mention of Ladakh International Film Festival, 2012 and the development of Golf course of which the foundation was laid this year.
            Mr. Nawang Rigzin Jora talking about the gaining momentum of tourism in Ladakh with its number increasing every year said that Ladakh holds a great potential in enhancing the tourism sector stressing majorly on sustainable tourism that includes promoting domestic tourists. Jora informed the gathering that from next year onwards Ladakh Festival will commence from Sept 15 in order to lengthen the tourist season in Ladakh.
            In view of promoting tourism in Ladakh, Jora made a mention of world’s highest green golf course of international standard at Shey that will prove an important element to fetch national and international players to Ladakh within next 2 years. He also revealed about the upcoming Trans Himalayan Culture Centre in Leh that will provide a platform to showcase the diverse culture of Ladakh including spiritual Buddhism to the tourists at one place.
            The CEC LAHDC, Leh Rigzin Spallbar in his welcome address made a mention of 1.24 lacs tourists visited Ladakh by the end of August this year which is comparatively little less than last corresponding time and cited the reason of unpresendential withdrawal of King Fisher Air Service to Leh. He made it clear to the tourists that the money charged from them as environmental fees are being utilized in preserving the fragile ecology of this region. Follow traffic rules to avoid accidents: Traffic Police
            SRINAGAR, SEPTEMBER 01: To make people aware about the measures to be undertaken for curtailing the road accidents and save the precious lives, Traffic Police Srinagar has advised the two-wheeler riders not to resort to over speeding, riding without wearing crash helmets, double pillion and driving undue stunts on roads.
The parents have been also advised to educate their children in riding the two wheelers to desist from such practices leading to fatal accidents and loss of life.

            SRINAGAR, SEPTEMBER 01: According to Excise and Taxation Officer, Excise department, Kashmir today raided a shop of Ghulam Mohammad Jogi S/o Ali Mohammad Jogi R/o Maisuma situated at Batmaloo area of district Srinagar. During the search operation illicit liquor was recovered from the spot.
            The culprit has been put behind the bars and an FIR has also been lodged against him.

6 employees place under suspension in Ang
            ANANTNAG, SEPTEMBER 01: To ensure regular attendance in government offices, the Deputy Commissioner Anantnag today made surprise visit of various offices of Block Mattan, Anantnag.
            During the inspection five employees of town Area Committee Mattan and one employee of Poultry Development Office, Mattan were found unauthorisedly absent and were placed under suspension.

Power shut down on Sept 02, 04
            SRINAGAR, SEPTEMBER 01: According to Power Controller, Power Development Department, Kashmir, power supply to the areas fed from 132 KV LITL (Amargarh Circuit) of 132 KV D/C LITL shall be affected on September 02, 2012 from 10 a.m. to 2 p.m.
            Meanwhile, in order to carry out completion of cable work near Rambagh Bridge (Flyover work under ERA), power supply to be fed from Bemina-K.P. Bagh 33 KV shall be affected on September 02, 2012 from 9 a.m. to 3 p.m.
            According to another communication from PDD, in order to carry out the maintenance work, power supply to the areas fed from 33 KV Yard at Grid Station Pattan shall be affected on September 04, 2012 from 9 a.m. to 5 p.m. During the period of shut down about 45 MWs of power shall remain off and Gulmarg area shall be fed from Amargarh Grid Station.

Orphans, destitutes of Pulwama, Sopore get new Homes by SW Deptt
            SRINAGAR, SEPTEMBER 01: The Director Social Welfare, Kashmir today said that construction work on two Homes under Prime Minister’s National Relief Fund has been completed to provide proper accommodation facilities to orphans and destitutes of Sonbura-Pulwama and Ribon-Sopore.
            Kh. Bashir Ahmed Bhat was reviewing the pace of implementation of various welfare schemes of Social Welfare Department at District Social Welfare Officers meeting here today.
            He said 15 Homes are already functioning in the valley, 9 for male and 6 for female orphans and destitute, providing accommodation facilities to 650 children with all food, boarding, lodging and education upto metric level.
            He said in all 2.86 lakh physically challenged and old age women in distress have been provided pension of Rs. 106 crore while as Rs. 19 lakh have been spent on providing hearing aid, wheelchairs, crèches, tricycles to 655 hearing impaired persons and other needy persons of the valley.
            Similarly, the department spend Rs. 4.73 crore under ISSS, Rs. 6.45 crore under IGNOAPS, Rs. 19 crore under IGNWPS and Rs. 15 crore under IGNDPS upto ending July this year.
            On this occasion, Director Mr. Bhat directed the district officers to speed up the pace of implementation process of various welfare schemes so that the benefit reaches to deserving persons as soon as possible. He asked them to work with dedication and zeal and made judicious use of funds being provided by Centre as well as state government.

DGP visits South Kashmir, assesses security situation, inspects police station Awantipora
            Srinagar, September 01: The Director General of Police (DGP) Mr. Ashok Prasad today visited South Kashmir to assess the security, law and order situation in the range. He was accompanied by Inspector General of Police, Kashmir, Zone Mr. S. M. Sahai and other senior police officers.
            During his visit, Mr. Prasad inspected Police Station Awantipora and enquired about the various issues pertaining to professional policing. He was briefed about the crime rate in the police station jurisdiction and the efforts taken by the thana police to check the crimes. He checked the crime records and registers maintained in the police station and was told that all efforts have been taken for the disposal of cases on the merit to bring the criminals to task.   
            The DGP chaired meetings of senior police officers at Awantipora and Anantnag to took stock of the security situation in the Range. He was apprised through power point presentation about the present law and order scenario in the districts. He asked the officers to dedicate themselves for public service and ensure safety and security of the people. He said that the “men in khaki” have to make public service their motive and deliver at every nook and corner by adopting pro-people attitude.
            Mr. Prasad said that after painstaking efforts by JKP in coordination with other security agencies and with the whole hearted support of the people, a congenial atmosphere has been created which needs to be sustained. He said that the coordination among different agencies is imperative to achieve the goal of maintaining lasting peace in the state. The activities of elements, inimical to peace would be curbed and Jammu and Kashmir police is committed to provide better policing to the people.
            While discussing the crime scenario in the range, the DGP stressed for quick disposal of the under investigation cases related to crime as soon as possible so that justice is done at  appropriate time. He said that for the purpose targets needs to be fixed and the areas requiring more focus needs to be identified. All ranks have to work together with greater synergy and provide better policing to the people of the state, he added.

Samoon visits Jamia Masjid, reviews the beautification programmes
            SRINAGAR, SEPTEMBER 01: To review the developmental works being taken up for the beautification of Jamia Masjid, Divisional Commissioner, Kashmir, Dr. Asgar Samoon visited the area today.
            While reviewing the developmental projects, the Divisional Commissioner emphasized for maintaining the glory of the mosque besides ensuring its historical significances.
            Among others who accompanied the Divisional Commissioner include District Development Commissioner, Mr. Baseer Ahmad Khan, Commissioner, Srinagar Municipal Corporation, Dr. G.N. Qasba, Director Tourism, Mr. Talat Ahmad, Director Floriculture, Mr. Anil Misra besides other officers.
            During the meeting with a managing body of Jamia Masjid, it was given out that Rs. 5.13 crore shall be incurred on the beautification and other developmental works to be taken up in the area. An amount of Rs. 1.22 crore shall be expended on development of interpretation centre, while Rs. 84.91 lakh shall be utilized for the construction of restaurant besides Rs. 85.90 lakh shall be incurred on refurbishment and conservation of the mosque. The shopkeepers coming under the alignment of Muslim Park shall be rehabilitation at Kawdara, the meeting was informed.
            Dr. Samoon exhorted upon the officers concerned to expedite development activities being taken up for the area.

Dr. Samoon for sensitizing masses about ill effects of food ripening agent
Srinagar September 1: Divisional Commissioner, Kashmir, Dr. Asgar Samoon  chaired a high level meeting of officers to discuss the issues of Food Adulteration and availability of artificial ripen fruits in the market here today.
            Divisional Commissioner stressed the need for intensifying the market checking so that the adulterated and chemical induced ripened fruits are destroyed. He said that use of such fruit can result in the deterioration of human health. He impressed upon the concerned  to gear up and take punitive action against the violators indulging in such malpractices.
           The Participants expressed deep concern over the presence of Food articles below acceptable quality in the market, particularly artificial ripening of fruits mainly came under discussion.
            It was observed that the level of awareness on the subject among the masses and the Food vendors needs to be enhanced through Press and electronic media. The harmful health effects that the commonly used Food ripening agent calcium carbide popularly known as “Masala” can have injurious effects on consumers. The matter was discussed threadbare in light of the prevailing Food Law i.e The Food Safety and Standards Act 2006 Rules and Regulations 2011.
            Mr. Samoon expressed satisfaction on  the steps initiated by Various governmental agencies like Horticulture, Planning and marketing regarding setting up of plants involving globally acceptable technology to make available fruits of edible quality to the consumer at large.
 The meeting informed that the concerned are already seized of the gravity of situation that is surfacing globally in the context of artificial ripening and the process of setting of plants with modern technology put in place at various vital horticulture zones of the valley and many more such projects are in the pipe line and shall be executed in due course of time.
           The stressed upon the need for a coordinated effort between various agencies associated with public health and on his part assured strict enforcement of the regulations in force. He  further shared that the helpline of organization has been put in place purely to address genuine complaints.
 The Divisional Commissioner directed the regulatory agencies to increase vigil at all levels especially at the entry point of the valley i.e Lower Munda by posting permanent staff there to check quality of food articles. 
            Among others, Commissioner of Food Safety Mr. Satish Gupta Director Horticulture, Dr. Mohammad Saleem, Director Agro Industries, Mr. Abdul Majid, Director Planning and Marketing, Drug Controller, Kashmir, besides other officers and representatives of fruit growers association also participated in the meeting.

            SRINAGAR, SEPTEMBER 01: To review the implementation of universalization of quality education under Rashtriya Madhyamik Shiksha Abhiyan Scheme, Divisional Commissioner, Kashmir, Dr. Asgar Samoon convened a meeting of officers here today.
            The meeting was attended among others by Deputy Commissioner, Srinagar, Mr. Baseer Ahmad Khan, Director Education Kashmir, Mr. M. Shafi Rather, State Projector, Director RMSA, Mr. Hilal Ahmad Parray, Chief Engineer R&B, Mr. Mushtaq Ahmad Lone, Chief Education Officers of Kashmir division besides other officers.
            It was given out in the meeting that as many as 259 Middle Schools in Kashmir Province have been upgraded to the level of High Schools and subsequently 259 high schools to Higher Secondary Schools resulting in the creation of 259 Head Masters, 259 Masters, 1567 teachers, 259 Library Assistant post in the school education department.
            As many as 97 Model Schools shall be established in the state for economically backward blocks on the pattern of Kendra Vidhyalas, the meeting was told.
            As many as 4994 SC/ST girls besides KGBV pass outs have been covered under the incentives scheme and an amount of Rs. 149.82 lakh have been released for them to continue their further studies.
            Speaking on the occasion, the Divisional Commissioner emphasized for achieving the objectives of RMSA scheme and to make quality education available and affordable to the students besides removing the gender, socio-economic and disability barriers.  

 DM imposes restriction on heavy vehicle
UDHAMPUR, SEPTEMBER 01- District Magistrate (DM) Udhampur, P.K Pole under section 144 Cr. Pc has completely banned the entry of heavy vehicles including trucks, tankers, tippers, tractors with trolley and heavy vehicles of Army on the stretch of Dhar-Udhampur Road from Bye Pass to Jakhani via Slathia Chowk-DC Office-Subash Chowk .
According to the order heavy vehicles shall have no entry to Udhampur town from Phalta through Old NHW-IA and they shall follow the Bye Pass road during peak hours i.e. 6:00 AM to 9:00PM while as during non peak hours i.e 9:00PM to 6:00AM (night) the heavy vehicle may be allowed by traffic and police authorities to pass through Udhampur town.
The restrictions are not applied to the vehicles required to be repaired at the private workshops situated between Jakhani Chowk to Raj Theatre between 2.00 PM to 4.00 Pm which may be allowed after proper verification.
