Public empowerment right initiative for good-governance: Omar
'Government strengthening institutions to ensure transparency'
                         SRINAGAR, SEPTEMBER 07 – Chief Minister, Omar Abdullah Friday said that pubic empowerment is right initiative to ensure good governance and bring in transparency in the functioning of administration.
            Omar said that from the day one his government has focused attention on this and on the aspect of strengthening of institutions to give authority to people to make government answerable and accountable before them.
            “We have given power to the commoner to ask any question to the administration about its performance, financial transactions, allotment of tenders, expenditures made, physical status of works on ground etc,” he said adding that all government departments have been brought under the scanner of common people.
            The Chief Minister said that by the implementation of historic Public Service Guarantee Act, his government has authorized people to receive over 50 public services in eight vital departments within a prescribed time frame making the government functionaries responsible to deliver these in that fixed time limit. “Any laxity or failure on the part of government functionary in delivering these services makes him liable for a fine up to Rs. 5000 and a part of which is to be paid to the affected consumer”, he said adding that this has brought topsy-turvy in the system. “The consumer is now in a position to receive the compensation for delay in getting the demanded public service instead of paying bribe for getting his work done”, he explained.
            Interacting with various deputations and individuals at his Friday Awami Mulakat here, the Chief Minister said that peace with development is his endeavour for progressive Jammu and Kashmir. He assured the people that his government is determined to ensure holistic and equitable development of all regions and sub-regions of the State. “Welfare of all sections of the society is my government’s target”, he said asserting that a well defined development policy in this direction is being followed with keenness and commitment to achieve this goal.
            The Chief Minister said that special attention is being paid for the upliftment of far-flung, remote and kandi villages and bring these at par with developed ones in the availability of basic amenities and economic welfare. He said focus is on upgrading road communication in these areas and linking up cut-off habitations with main highways.
            Omar said that his government has paid equal attention to the development of cities and towns adding that scores of new schemes have been initiated to upgrade amenities in the urban areas. He said besides over a dozen of new bridges under execution in Srinagar, Rs. 256 crores flyover is coming up from Jahangir Chowk to Natipora area.
            Similarly construction of 4th bridge over River Tawi, a flyover and artificial lake is in progress in Jammu besides other development schemes in the sectors of PHE, UEED, Power and R&B.
            Omar said that universalization of education and health care facilities has been catapulted during last three and a half years in the State and further thrust is being given to this stupendous task to achieve targeted goals in these sectors.
            Talking to a deputation from Pahalgam led by Bashir Ahmad Pamposh, the Chief Minister said that safeguarding tourist resorts and making them more attractive for tourists is the thrust area in the government’s tourism development policy. He said that clear cut instructions have been passed on to the concerned departments and development authorities regarding conservation and protection of natural beauty and ecology of the State while implementing the schemes for tourism development.
            The deputations who called on the Chief Minister today included a deputation from Isgandarpora (Budgam) which highlighted the demands relating to the upgradation of roads and health facilities in the area. The deputations from Beerwa, Handwara, Rafiabad, Wattergam, Uri, Srinagar, Nowgam, Kupwara, Baramulla, Pulwama, Kunzer, Shopian, Shivpora, Zaindar Mohalla, Handjan, Barzulla, Qutab-ud-Din Pora and other places also presented their memoranda of demands to the Chief Minister relating to the development of their areas.
            The deputations of Contractors’ Association, Defence Contractors Union, Namberdars Association, National Federation of Blind, Physicians Association, Federation of Chamber of Sick Industries, Social Welfare Advisory Board, IMPA, Low Paid Employees’ Union, Deh Sudhar Committee, Lawyers, and doctors in their meetings with the Chief Minister highlighted the issues pertaining to their welfare.
            Scores of individuals who also met the Chief Minister brought to his notice the matters of their personal nature and sought Chief Minister’s intervention in redressal of their grievances.
            The Chief Minister gave patient hearing to all the deputations and individuals. He issued on spot directions for the matters of urgent public interest while others were forwarded to the concerned quarters for immediate examination and necessary action.

Akhoon grieved over Chadoora accident
SRINAGAR SEPTEMBER 07: Minister for Transport Mr. Qamar Ali Akhoon has expressed grief and shock over the tragic accident which occurred near Hushroo, Chadoora this morning in which one person was killed and four others injured seriously. The serious injured have been admitted in SKIMS, Srinagar. Those received minor injuries have been admitted in other city hospitals.
            The Minister expressed sympathies with the bereaved family and also prayed for early recovery of the injured persons.
            The Minister instructed the authorities of SKIMS and other hospitals to provide free medicare facilities to the injured including the life saving drugs.

Mian Altaf inaugurates rest house, announces 9 new  timber sale depots for Kupwara

SRINAGAR, SEPTEMBER 07: Minister for Forest and Environment Main Altaf Ahmad today inaugurated rest house at Thayan Kalaroos in District Kupwara, which was completed at a cost of Rs 27 lakh.
            Minister of state for Home Mr. Nasir Aslam Wani was also present on the occasion.
            The Ministers also visited Wuyan Kupwara for identification of land for setting up of University campus there for providing higher education to the students of Kupwara at their door steps.
            Mian Altaf asked the officers to process the case regarding providing of land for university campus taking into consideration the   Forest Conservation Act.
            The Ministers addressed series of public meetings at Thayan Kalaroos, and Lalpora Sogam in Kupwara District. Addressing public gathering, the Minister for forest said that the present Government under the dynamic leadership of Chief Minister Omar Abdullah has initiated numerous reformative measures to ensure availability of improved basic amenities to the people especially these living in far- off and hilly areas of the state.
            He said Chief Minister is keen to develop Kupwara on all fronts and appealed the people to strengthen the hands of Government so that the impact of development process launched by the Government is ensured at the grass root level.
            The Minister said that the Government is alive the problems of the people epically the Gujjar and Bakerwal Community besides, other sections of the society. He asked the ST Category people to send their children to School as they are future of the society.
            The Minister appreciated the people of the area in preserving the green gold during last decade and announced the   opening of nine timber sale depot for providing timber to the people of the District.
            Mian Altaf Said Rs 35 lakh would be provided to Soil Conservation and Social Forest Departments for development activity.
            He said the construction of rest house at Thayan will provide accommodation facilities to tourists and will prove beneficial for generating income to the locals of the area.  
            The Ministers were given warm reception on their arrival at wayan Kupwara and Guard of honour was presented by the JKAP 7thBattalion.
            Addressing the public the Minister for Home Mr. Nasir Aslam Wani said that strenuous efforts are on foot to construct tourism infrastructure at lush green areas of the Lolab and Kupwara for promotion of adventure tourism in the District.
            He said that tourism potential of the area would be fully explored and scenic spots of the Kupwara would be brought on tourism map.
            He directed the PHE authorities to construct the water ponds for providing drinking water facilities to the people of Lalpur.
            He announced construction of parking facilities at Jamia Masjid Lalpur. He said that PHE and other works would be started very soon, which were stopped due to forest clearance.
            In order to provide Job opportunity in police, the recruitment drive would be started soon in Kupwara.

Sagar asks officers to ensure transparency, adherence to norms
Rs. 401 crore spent under MGNREGA in the first quarter
SRINAGAR, SEPTEMBER 07: Asking the officers to speed up the implementation of MGNREGA in the State, the Minister for Rural Development, Panchayati Raj, law justice and Parliamentary Affairs Mr. Ali Mohammad Sagar has said that they should ensure total transparency and adherence to the norms so that the benefit of this land mark scheme which has resulted in changing Socio economic profile of rural and far flung areas reaches the genuine beneficiaries.
The Minister was speaking at a review meeting convened to oversee the status of implementation of MGNREGA and other schemes of rural development department in the State. Commissioner Secretary Rural Development Mr. Farooq Ahmed Peer, Directors Rural Development Jammu/Kashmir Mr. Shafiq Raina, Mir Altaf Ahmed, Director Social Audit Dr. A. G. Sofi, ACD’s of all districts were present in the meeting.
Mr. Sagar said that it was due to the tireless efforts of the department that the scheme has registered a quantum jump in its execution and the labour budget has crossed over Rs. 2000 crore and the need is to ensure that it is properly executed so that more demand can be projected for the next year.
The Minister said that the scope of the scheme has increased due to convergence of the same with the schemes of other departments and care should be taken so that a complete synergy is maintained while dovetailing it with other flagship programmes.
Asking the officers to speed up the work on the new Panchayat Ghars being constructed across the state, the Minister said that these should be completed within the shortest span of time so as to provide the requisite infrastructural facilities to grass-root level these institutions for carrying their day to day work on sustained basis. “We have already released Rs. 158 crore for the construction/renovation of Panchayat Ghars across the state out of an sanctioned amount of Rs. 286 crore @ Rs. 20 lakh per Panchayat Ghar and our endeavor should be to ensure that they are completed as early as possible” he maintained.
 It was given in the meeting that an amount of Rs. 401 crore has been spent under MGNREGA during the first quarter of the current fiscal year.

Rather talks tough against non-performing Banks
Calls for focus on agriculture sector
SRINAGAR, SEPTEMBER 07- Saying that there is about 10,000 crore business potential in horticulture, which needs to be tapped, Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather today asked the banks working in the state to improve their Credit Deposit Ratio (CDR) in the agriculture sector strictly as per the guidelines of RBI. He said Banks should fulfill the credit needs of the people as per the requirements because it was imperative for socio-economic emancipation.
Addressing a large public meeting at Kanir, Chadora, after inaugurating JK Banks Business Unit in the village, the Minister said that the state’s economy is agro-based and it is endeavour of the government to make agriculture sector total tax free. So the Banks should also utilize major portion of their deposits in this sector, Mr. Rather added.
He said state’s economic self reliance will be incomplete without promotion of agriculture. He said though the government doesn’t want to interfere in the matters of Banks but we will act tough against the Banks which continued to be in the fault to provide credit facilities to the people as per the RBI benchmarks. “We will not hesitate to act tough against defaulting Banks as and when it is felt that the interests of the State and its people are not being served and the RBI guidelines are flawed”, Mr. Rather warned however he appreciated the performance of JK Bank as compared to other Banks operating in the state adding that out of Rs. 20, 000 crore loans provided by the 33 Banks operating in J&K, the share of J&K Bank alone is Rs. 13,500 crore which itself speaks of the Banks performance and its commitment towards Corporate Social Responsibility. He hailed JK Banks vision expansion plan to reach out to remote and backward areas adding that 100 new business units of the Bank being opened during the current fiscal, out of which 10 units will be in district Budgam.
He said instead of eyeing on commercial gains only the Banks should also focus on socio-economic development of the state.

Rather grieved over Hushroo traffic accident
SRINAGAR, SEPTEMBER 07- Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather has expressed his grief and sorrow over the tragic traffic accident which occurred today at Hushroo, Chadura in which two passengers were killed instantly and 25 injured. The condition of 12 passengers is stated to be critical.
Mr. Rather, who is on two days official visit to Delhi, on hearing about the accident immediately contacted the hospital authorities and asked them to provide adequate medicare facilities to the injured passengers.
Mr. Rather convened his heartfelt condolences to the bereaved family members of those who were killed in the accident and prayed for eternal peace to their souls.

Mian Altaf reviews power scenario of Kangan Constituency
Rs. 37 lakh being spent for augmenting power scenario
SRINAGAR, SEPTEMBER 07- Minister for Forests and Environment Mian Altaf Ahmad chaired a meeting of officers of Power Development Department  to review  the financial and physical achievements under power sector in  Kangan  constituency here today. 
Addressing the meeting, the Minister directed the concerned for shifting of old poles on Sonamarg-Ganaggir road and identifying the places for installation of additional transformers in the area. He instructed to dump the additional poles and conductors in the constituency to meet any exigency during the winter season.  He also stressed for judicious utilization of fund earmarked for the purpose well in time. 
The meeting was informed that an amount of Rs. 37 lakh cumulatively has been earmarked under Constituency Development Fund for improving the transmission and distribution system in Kangan Constituency during current financial year, of which Rs. 25 lakh have been earmarked for improvement of 12 LT works, while as the rest Rs. 12 lakh would be spent on creation and augmentation of seven sub-stations of the area.
The meeting was informed that out of targeted 76 habitations, 44 habitations have been electrified under Rajiv Gandhi Gramin Vidyutikarn Yojana (RGGVY) so far, while as the electrification of the rest habitations is going on in full swing and expected to be completed soon.
An amount of Rs. 44 lakh has been allocated for augmentation of existing sub-stations under Tribal Sub-Plan (TSP), the meeting was told.

Asks administration to ensure timely availability of essentials, drugs
            SRINAGAR, SEPTEMBER, 07:-MLC Dr. Bashir Ahmad Shah (Veeri) Thursday said that the govt under the dynamic leadership of Chief Minister Mr. Omar Abdullah has launched various developmental schemes by which remarkable progress has been achieved during last 3 years adding that the political party which was defeated in 2008 election is now frustrated by these revolutionary changes made by present dispensation on development front.
            Dr. Veeri was addressing wayside gatherings at different places during his extensive tour to district Anantnag today.
            He said implementation of Right to Information Act (RTI), Public Service Guarantee Act (PSGA) and holding of panchayat election and empowering them by way of supervising 14 departments besides launching of various public welfare Schemes for the betterment of the people especially for weaker sections of the society is a land mark achievement of the Omar led govt.
            The MLC directed the district administration to ensure essential commodities like Rice, Atta, Sugar, K. Oil besides L. P. Gas Cylinders in Anantnag District especially in far flung and hilly areas including Kapran and Matigawran are stocked before the onset of winter.
             Dr. Veeri also asked them to ensure availability of drugs, surgical aids and other medicines in all hospitals of the district. He stressed for regular monitoring of all health institutions of the district to check the attendance of the medical and Paramedical staff besides availability of drugs.

Pays tributes to him on his death anniversary
Describes him monolith of courage, epitome of public aspirations
            SRINAGAR, SEPTEMBER 07 – Remembering Sher-i-Kashmir Sheikh Mohammad Abdullah on his death anniversary being observed throughout the State on 8th of September, Chief Minister, Omar Abdullah paid rich tributes to the late leader describing him architect and founder of educative, progressive and secular democratic society in Jammu and Kashmir based on justice, equality and amity between all regions and all sections of the society.
            Highlighting the struggle and sacrifices made by Sher-i-Kashmir for the cause of people and the State throughout his life, Omar Abdullah said that welfare and public empowerment was his cherished desire and he made all possible endeavours in this direction.
            “Sheikh Sahib propagated and nurtured amity, brotherhood and mutual trust between various sections of the society and lived as a torch-bearer of Hindu, Muslim, Sikh, Isahi unity. His slogan of ‘Sher-i-Kashmir Ka Kya Irshad, Hindu-Muslim-Sikh Itihad’ (What is the direction of Sher-i-Kashmir? – It is the unity between Hindu, Muslim and Sikh) still reverberates in the hearts and minds of people and its resonance is equally felt in the mountains, valleys and planes of Jammu and Kashmir”, he said and vowed his commitment for strengthening this preaching and teaching of Sheikh Mohammad Abdullah.
            Omar said that Sher-i-Kashmir Sheikh Mohammad Abdullah laid the edifice of ‘Naya Kashmir’ with a clear vision of public empowerment and involvement in the formulation and implementation of development plans in accordance with the aspirations of the people and requirements of the areas. He said that his government would put in all efforts to work for realizing the progressive, peaceful and economically welfare New Jammu and Kashmir envisioned by the late leader.
            In a message on the eve of the death anniversary of Sher-i-Kashmir, the Chief Minister said that the best way of paying tributes to the great leader is to follow his footprints and work together for achieving peace and prosperity for the State and strengthening the cherished secular democratic values advocated and propagated by Sheikh Sahib.
            Omar said that the foundation laid by Sheikh Mohammad Abdullah to universalize education and health care facilities in the State and uplift the downtrodden sections of the society by upgrading their socio-economic and education status clearly describes the love Sheikh Sahib possessed for the common people especially belonging to poorer sections of the society.
            The Chief Minister said that the concept of single line administration and devolution of power from central level to grass roots introduced and implemented by Sheikh Mohammad Abdullah constitutes the necessary pillar in good-governance and public empowerment. He said that the revolutionary measure of land to tiller taken by Sheikh Sahib has helped a lot to engulf the gap between have and have not’s and built a society on the principle of equality and justice.

Tourism embeds economic welfare: Omar
Underlines need for preservation of State’s natural beauty
             SRINAGAR, SEPTEMBER 07 – Saying that tourism embeds economic welfare of Jammu and Kashmir, Chief Minister Omar Abdullah Friday said that preservation and conservation of natural beauty and bio-diversity of the State, is imperative for safeguarding tourist industry and ensuring remunerative benefits out of it.
            “We have to transfer the natural resources God has bestowed upon us to the next generation in a better and preserved form to make the tourism sustain and continue percolating economic benefits to the people in an unabated manner”, he said directing for adhering to all requirements necessary for protection of State’s ecology, natural beauty, water bodies, mountains and environment while implementing tourism development programmes.
            Chairing the 7th meeting of Gulmarg Development Authority (GDA) this afternoon, the Chief Minister said that the world famous Gulmarg demands additional attention of the concerned departments to maintain its grandeur and glory.
            The Chief Minister said that gandola, golf course, winter sports and other attractions have added tourists towards this otherwise world class resort of natural beauty. He asked the development authority to focus attention on upgrading facilities without tampering with natural phenomena and ambiance of this beautiful meadow surrounded by majestic mountains covered with forest wealth. He stressed the need for providing better sanitation facilities and disposal of garbage and waste in a scientific manner.
            Omar Abdullah also emphasized on cleanliness of the area and management of tourist traffic in the area in a better manner. He said Gulmarg is also emerging as important Golf-Centre attracting golfers from all over the country. He said that golf events of National and International levels need to be organized at Gulmarg to showcase it’s this speciality.
            The meeting was attended by Minister for Tourism, Nawan Rigzin Jora, Minister for Agriculture, Ghulam Hassan Mir, Minister of State for Tourism, Nasir Aslam Wani, Legislator, Basharat Ahmad Bukhari, Principal Secretary Finance, M. I. Khandey, Principal Secretary to the Chief Minister, B. B. Vyas, Principal Chief Conservator Forests, Vinod Ranjan, Commissioner Secretary Tourism, Atal Dulloo, Chief Executive Officer, Gulmarg Development Authority, Mehmood Ahmad Shah and other senior officers.
            In a PowerPoint presentation, Chief Executive Officer, Gulmarg Development Authority, Mehmood Ahmad Shah said that the inflow of tourist to Gulmarg is showing increase year after year and during the current year about 15 lakh tourists have visited this place. He said to manage the garbage and waste disposal the task has been outsourced since last year helping in improving the hygiene of the resort.
            He said that a project for installing incinerator to dispose of garbage has been formulated and Mechanical Engineering Department entrusted the job for its early launch. He said Kashmir University is presently undertaking the environmental assessment survey of the resort and it is also in process of repairing the geographical information system for Gulmarg. The said study will be helpful in futuristic planning and development of the resort.
            He said that the Authority is actively involved in adding new adventure segments like Zorbring, Snow-Zorbring and Water-Zorbring, Bungee Trampoline, etc coupled with AII terrain vehicles.
            The meeting discussed the agenda items and reviewed the action taken report on the decisions taken in 6th meeting of the GDA. The meeting also reviewed works programme for 2011-12 and annual plan proposals for 2012-13.
            It was stated that during 2011-12 Rs. 750 lakhs have been spent on various development schemes in Gulmarg by the Gulmarg Development Authority. These include upgradation of Golf Course at Gulmarg, upgradation of roads at Gulmarg, construction of parking places and shops at Gulmarg, development of Dobhighat area (Children Park), construction of various works and ornamental fencing, construction of pony shed with pony stand, procurement of additional wireless sets, staff huts, maintenance of GDA assets, construction of garage for snow cutter M/C, construction of shops and Tangmarg, improvement of Tangmarg-Baba Reshi Sahib road, improvement of Tangmarg-Drung road, artefacts for heritage house, environmental assessment study, construction of Divisional Office at Tangmarg, development of Tourist Spot Shranz, Wunte Gurdan, Bandi Balla and Satri Seeran, GIS based mapping for Gulmarg, procurement of WiFi (Balance Payment) and dual use of upgradation Ice Skating Rink at Gulmarg.

Governor pays tribute to Sheikh Abdullah
            SRINAGAR, SEPTEMBER 7 - Mr. N. N. Vohra, Governor, today paid tribute to Sheikh Mohammed Abdullah on his death anniversary and recalled his notable contribution to the development of the State.
In a message, the Governor described Sheikh Sahib as a tall leader who nurtured a dream of peace, progress and prosperity in all parts of J&K. He recalled the period during which Sheikh Sahib had worked with eminent national leaders like Mahatma Gandhi and Pandit Jawaharlal Nehru and how he had strived for strengthening the cherished values of secularism and democracy in the State. The Governor referred to the crucial Land Reforms pioneered by Sheikh Abdullah, which laid the foundations of equitable development of the State, and the high priority he had devoted to the development of health and education.    
The Governor observed that best tribute which could be paid to Sheikh Sahib would be for the people to work with a missionary zeal for re-establishing J&K’s deep rooted secular traditions, for ensuring sustained peace and normalcy in the State, which would usher in progress and prosperity.

Assurance Committee reviews performance of CA&PD Deptt
Ensure timely availability of essentials especially in far flung areas: Panel
            SRINAGAR, SEPTEMBER 07:  The Committee on Assurance (AC) of Legislative Assembly headed by its Chairman, Mr. Nazir Ahmed Gurezi Friday directed the Consumer Affairs and Public Distribution (CA&PD) Department to fullfill all assurance given by the government on the floor of the house in the time bound manner. The Committee also asked them to ensure ration to Below Poverty Line (BPL) consumers as per the Census 2010.
            The Committee which met with its members Mr. Aijaz Ahmed Jan, Haji Mohammad Ashraf Ganaie and Mr. Mushtaq Ahmed Shah discussed and reviewed various assurances pertaining to CA&PD department and action taken reports.
            The Panel directed the CA&PD Authorities to ensure timely availability of essential commodities like Rice, Atta, Sugar, Kerosene Oil and LPG Cylinders in all ration depots of the State especially in far flung areas and stock the ration and other essentials commodities in snow bound areas particularly those villages who remained cut off from other parts of the state before the onset of winter.
            Discussing the staff position in Ration depots, the Committee asked the concerned to make sure the availability of Staff in all depots of the State especially in far flung areas. 
            Earlier, Secretary CA&PD Mr. Mohammad Abbas dar briefed the committee about the progress of the department besides the action taken reports of Assurances of the department.
            Among others, Director CA&PD Kashmir, Mr. Mushtaq Ahmed Mir, Director CA&PD, Jammu Mr. Parveez Ahmed Malik and other officers of Assembly Secretariat attended the meeting.

SRINAGAR, SEPTEMBER 07: A meeting of Estimates Committee of J&K Legislative Assembly was held under the Chairmanship of MLA, Ch. Mohammad Ramzan here on Friday in the meeting hall of Legislative Assembly.
The meeting discussed in detail various issues related to the Public Health Engineering, Irrigation and Flood control Department. It deliberated upon the schemes funds released under NABARD and other State-Centrally schemes for PHE, Irrigation and Flood Control Department. The meeting also debated about the funds released under AIBP and works taken up thereof.
The meeting was attended by the members of the Committee, Mr. G.M Saroori, Mr. Mustafa Kamal, Hakeem Mohammad Yaseen Mr. A. R. Veeri, Mr. Ab. Gaffar Sofi, Peer Aafaq Ahmed, MLC Mohammad Ashraf Mir and MLA Chowdhry Zulfikar Ali as special invitee.
While receiving the details about the  present status of the execution and completion of various Water Supply Schemes, the Chair expressed concern on various schemes ,who  are either pending from a long time or completed ,but are non functional due to some  technical shortfalls. The chair asked the concerned Engineers to redouble their efforts for early completion of these schemes and remove all the bottlenecks and hurdles coming in the way of their execution.
Commissioner Secretary, PHE/I/FC, Mr. B.D Sharma, Chief Engineer PHE, Kashmir, G.R. Zarger, Chief Engineer, PHE, Jammu Ashwani Kumar Sharma, SE’s and Exens  and other concerned Officers of various divisions  also  participated in the meeting.
The meeting also suggested for establishment of a separate fund for maintenance of the all existing schemes for running them smoothly on the ground level. The Chief Engineers of both the provinces earlier gave a brief resume about various schemes presently under execution and assured the Committee that all other scheme will be completed in due course of time.
Earlier, various members of the Committee raised some queries about the augmentation and completion of various schemes in their respective areas and urged the Chair for their early completion.
The Chair asked the Chief Engineers to complete all the Water Supply Schemes in time so that the common people may not feel any kind of inconvenience in getting portable drinking water facilities.

Tripura wins 58th Junior National School Games-2012 championship

SRINAGAR, SEPTEMBER 07- Tripura U-17 Foot Ball team today won 58th Junior National School Games-2012 championship which was played at Bakshi Stadium, Srinagar. The winning team converted the penalty corners into goals and won the final of the championship defeating Chandigarh U-17 Foot Ball team. 
Speaker, Jammu & Kashmir Legislative Assembly, Mr. Mohammad Akbar Lone was the chief guest, while as Minister for Youth Services and Sports Mr. R S Chib was the guest of honour on the occasion.
The 5-day long event was organized by the Department of Youth Services and Sports under the aegis of School Games Federation of India in which over 600 players and managers from 27 state across the country participated.
Speaking on the occasion, Mr. Lone said such national event strengthen the bond of friendship among players.  “The players are the model of national integration, friendship and amity, he added”.
 Mr. Chib said that the government under the leadership of Chief Minister is keen to develop sports infrastructure for improving sports talent among the youth of the State.
Later, the dignitaries gave away trophies to the winning and runner-up teams. They also distributed individual medals among the players who performed best during the tournament.
54 players selected from the participating teams which will represent the country at the international event in France. 
Chairperson, the Innercall, Mrs. Roma Wani also announced special prizes for the two players who scored highest number of goals during the event.
 Among others, Director, Youth Services and Sports S. Jaipal Singh, Secretary, J&K State Sports Council Mr. Dalip Thussu, Joint Director, Youth Services and Sports Mr. Madan lal, Deputy Director and Vice- President School Games Federation of India Mr. Ashok Kumar, Chief Commissioner, Bharat Scouts and Guides Mr. N A Khan, Joint Secretary, School Games Federation of India, Mr. P S Brar, Additional Secretary, School Games Federation of India, Mr. K S Murti, besides international players and sports lovers were present on the occasion.

Speaker lauded Sheikh Abdullah’s role for the betterment of people of the State
            SRINAGAR, SEPTEMBER 07: Speaker Jammu and Kashmir Legislative Assembly Mr. Mohammad Akbar Lone has said that the role played by the Late Sheri-e-Kashmir Sheikh Mohammad Abdullah for the betterment and welfare of the people of the State will be remembered for ever. He said it is he (Sheikh Abdullah) who has credit initiating resolution measures like land to the teller, freedom of press and waving of loans and free education upto graduation level.
            Mr. Lone was addressing a gathering after distributing stationary kits among 18 schools of Baramulla district in a function organized by the ten Sector 29 RR Bn held at Palhalan today.
            The Speaker appreciated the role of the Army for organizing such programmes, however he said it is duty of the Army to help the poor and asked them to arrange sports kits of these educational institutions also so that the students belonging to poor families can be benefited. He said sports activities are vital as it develops mental and physical capacities among the students.
            Mr. Lone asked the students to ascertain quality education as the mankind is incomplete without education adding that the government has initiated several programmes to provide education to the students at their door steps.
            Speaking on the occasion, the Ex-Member Parliament Mr. Abdul Rashid Saheen highlighted the achievements of the government.
            The function was attended by C.O 10 Sector 29 RR Bn. Col. Praiansh Pandey, Chief Education Officer, Baramulla Mr. Abdul Rouf, Army officers, prominent citizens, teachers and a large number of students.

Stresses measures to boost Tourism infrastructure in the State
SRINAGAR, SEPTEMBER 07:-Departmental Related Standing Committee (DRSC-I) of Jammu and Kashmir Legislative Council on Tourism was held under the Chairmanship of Mr. Ravinder Kumar Sharma here today.
            Legislators, Mr. Jahangir Hussain Mir, Ch. Nizam-ud-Din Khatana, Syed Mohammad Rafiq Shah, Bashir Ahmed Magray and S. Dharambir Singh Oberoi gave their valuable suggestions for the improvement the functioning of the Tourism department.
            Threadbare discussion was held on various issues pertaining to the functioning of Tourism department. The Panel directs the authorities of Tourism department to speed up the ongoing Tourism development projects and complete them in a time bound manner.
            The Committee was informed that new Tourist Reception Centre (TRC) which has come up at the cost of Rs. 9.76 crore at Nowgam Srinagar has been completed and a new 18 Hole Golf Course in Jammu at Sidhra is under construction which is likely to be completed during the next financial year. It was told that Ist phase of the that the Pahalgam Golf Course project has been completed and upgraded to 18 Hole Golf Course of International Standards. The committee was  also informed that the Gulmarg Golf Course has been completed and Chairlift from Kangdoori to Marryshouder Gulmarg stands completed besides, construction of Kashmir Haat in the State on the lines of Delhi Haat has been sanctioned.
            The Committee also informed that the upgradation of facilities and beautification in and around Lal Chowk has been completed and Chinar bagh Srinagar has been developed as tourist Entertainment Park.
            The Committee stressed upon the concerned for implementation of new Tourism Policy in the State. The committee reviewed the Pilgrim, Heritage and other Tourist destinations and stressed for Public Private Partnership for providing better facilities to the Tourists to boost tourism in the State. Panel also directs concerned for improvement of various Development Authorities and Huts in the State.
            Commissioner Secretary Tourism Mr. Atul Duloo, Director Tourism Kashmir Mr. Talat Parvez, Director Tourism Jammu, Mr.  R.  S.  Mehta, Chief Executive Officer GDA Mr. Mohammad Ah. Govt prepares project for upgrading prime stadia of state: Chib
SRINAGAR, SEPTEMBER 07- The J&K Football –XI will take on Mohan Bagan Club, Kolkatta on September 8 at Bakshi Stadium.
            This was stated by Minister for Youth Services and Sports Mr. R S Chib while addressing a press conference at Youth Hostel, Srinagar today.
            Giving details, the Minister said that the event is being organized by the J&K State Sports Council in collaboration with J&K Foot Ball Association. He said that the Mohan Bagan team comprising 31 members including players and technical staff has arrived at Srinagar. The first match of the event will be played at 3.30 pm on September 8 at Bakshi Stadium, Srinagar, while as the second match of the event will be played at Government Gandhi Memorial Science College, Jammu on September 11. The Matches will be relayed live on television.
            Mr. Chib termed the goodwill match as mega event for which he said all arrangements have been put in place. He said over 28,000 entry passes have been distributed so far and hoped that more spectators would come to witness the match.
            The Minister appreciated the U-17 State Foot Ball team for performing well in 58th National School Games which concluded today at Bakshi Stadium.
            Responding to a question, Mr. Chib said that the government has prepared a project for renovation and upgradation of Bakshi Stadium, Sher-i-Kashmir Indoor Stadium and Moulana Azad Memorial stadium, Jammu.  Three synthetic football stadia are also being developed to give added facilities to the sports persons.
            The Minister announcing the name of the players of team said that           Mr. Vikramjeet Singh will be the Captain of JK-XI whileas Mr. Asif Majid will be the Vice Captain of the team.

JKP imparting self defence training to female students: Rajendra
            SRINAGAR, SEPTEMBER 7: In order to make the female students self confident and self defensive, Jammu and Kashmir police has decided to impart training to the students of government and public educational institutions. The training would be imparted under the Civic Action Programme of the Organisation.
            This was disclosed by the Additional Director General of Police (ADGP) Armed/Law & order, Mr. K. Rajendra Kumar here today. He said that the training would be imparted by the well versed  female police officers and services of international Wushu player  Mr. Kuldeep Handoo and national Wushu player, Mr. Nissar Ahmed of JKP would also be utilized to acquaint the students with the skills of  unarmed combat (UAC).
            The ADGP said that in the first instance 150 female students of Kity Hawk Public School Srinagar would attend the course commenced today. Similarly students from other educational institutions including Boys Middle School Kareshibal, Girls Middle School Palapora, High School Baghi Dedmari, Girls Higher Secondary School Goripora and Rehmania Educational Institute Noorbagh would attend the training programme. He said that more than 1000 students of these educational institutions would be imparted training under the programme.
            Mr. Rajendra said that the programme is being organized with the aim to make female students self confident to face any challenge. Such programmes would continue to impart training to other students of different educational institutions and awareness about the importance of self defence among the students would be brought, he added.

SWD distributes Rs. 106 cr among 286, 000 beneficiaries of valley
            SRINAGAR SEPTEMBER, 07: Social Welfare Department, Kashmir distributed Rs. 106 crore among 286, 000 beneficiaries of valley under various welfare schemes which include monthly pension to old aged persons, women in distress and physically challenged persons during current financial year.
            This information was given at an officers meeting convened to review pace of implementation of various welfare schemes here today.
            Director Social Welfare, Kashmir, Khawaja Bashir Ahmed Bhat presided over the meeting.
            The meeting was further informed that the department is running 15 orphanages in the valley in which around 650 inmates both boys and girls get free boarding, lodging, food and education upto secondary level.
            The meeting was attended by Programme Officers of ICDS, District Social Welfare Officers, Child Development Project Officers and Tehsil Social Welfare Officers of valley.
            Impressing upon the officers to speed up pace of implementation of welfare schemes, Director Social Welfare, Kashmir said that the very purpose of launching such welfare schemes should be fulfilled in letter and spirit.
            He said that funds from Centre as state Government should be judiciously utilized for the betterment of the deserving persons. He said every effort should be made to give comfort to downtrodden communities through the welfare schemes.

DPN calls intellectuals to re-strategise the policy for Youth
            Democratic Party of Nationalist (DPN) today called intellectuals of Kashmir Valley to come forward to re-strategise the policy for youth to channelizing their potential for peace, Progress, prosperity and development.
            The resolution to this effect was passed in a One-day Party convention of DPN of Srinagar district at the party Headquarter here this afternoon. “It has become inevitable for all of us to sit together to frame a dignified future destiny for the people of valley who suffered a lot during two decades long turmoil”, the resolution maintained.
            The Convention was attended by Party President, Mr Ghulam Hassan Mir, Vice President, Mr G.M Bhawan. General secretary’s, Mr Farooq Jan, Nazir Dailgami, Youth President ,  Muzaffar Reshi, senior Leaders, Mrs Shazadi Simon, Bashir Naz and hundreds of DPN workers across the district.
            Speaking on the occasion, DPN president said that all the shades of opinion are accountable among the people and we all have to work above the party politics to bring the valley back on the path of peace, progress and prosperity. “He questioned to all the leaders who first launch a movement for Raii- Shumari and then others lunched the armed insurgency in 23 years for Azadi, what they achieved from it? He said that only we get backwardness in every sphere of life and nothing else”.
            DPN President said that now people of the state are fed up from this exploitation and wants peace, KHUSHALI in everywhere in the state. “ Time is calling us  to start a new journey for new a beginning  and I appeal to all the stake holders to come forward for making a new future for the people of the valley”, Mir maintained.
            Mr Mir said my and my party’s Philosophy is to march the J&K towards economic independence and adding that “I am for the people of J&K and my heart always beats for the prosperity of people”. He stressed for resource mobilisation of the state for achieving the goal and asked the youth to make their judicious contribution in this direction.
            Calling upon the youth of the valley to put forth their suggestions for the economic development of the state, DPN president said that our party is open to accommodate those valuable suggestions in the party manifesto and added that we are ready to have threadbare discussions on the issues confronted to us .

Kumble credits Dravid, Laxman for his success

New Delhi, Sep 7 (PTI)
 Legendary Indian leg-spinner Anil Kumble says that Rahul Dravid and VVS Laxman played a vital role in his success with their brilliance as close-in fielders.

Of Kumble's 619 Test victims, 81 have been dismissed caught by Dravid and Laxman combined.

Kumble remembered Dravid and Laxman for their agility at the slips, silly point and short-leg positions.
"Rahul and Laxman were brilliant for me as close-in fielders.
