Omar chairs Central Committee meeting of Cultural Academy
Gives nod to implementation of various literary, cultural
programmes
Secretary presents performance brief
SRINAGAR, SEPTEMBER 06:- Approving the publication programme
of Jammu and Kashmir Academy of Art, Culture and Languages, the Chief Minister
Omar Abdullah who is also president of the Academy Thursday underlined the need
for transparency in finalization and implementation stressing on adherence to
the set norms and procedures in this regard.
Chairing the Central Committee meeting of the Culture Academy
here today, the Chief Minister directed for prior vetting of all proposals with
financial implications by the Finance Committee of the Culture Academy before
listening these in the agenda for approval of the Central Committee.
The Chief Minister asked the Academy to factor in the
opinions of members of Central Committee representing various languages while
formulating the programme for publications in these particulars languages.
The President of the Culture Academy said that a
comprehensive project for upgrading Tagore hall at Srinagar is being worked out
with the Central Government at a cost Rs. 12.5 crore. He said a similar project
for Abhinav theatre Jammu is also under process with the Union Government. The
Chief Minister has already approved Rs. 2 crore for Srinagar Tagore hall and
Rs. 1 crore for Abhinav theatre for the improvement and upgradation of these
prestigious cultural centres.
The Chief Minister also gave nod to the creation of writers’
welfare fund and enhancement of assistance to the artists and writers. The
enhancement of scholarship for the student of calligraphy and enhancement of
cash prize for photography and films was also approved in the meeting.
The meeting was attended by the Minister for Tourism and
Culture Nawang Rigzin Jora, Deputy Chairman Legislative Council, Mohammad
Yousuf Taing, Principal Secretary Finance, Mohammad Iqbal Khanday,
Principal Secretary Planning Development, B.B. Vyas, Commissioner Secretary,
Tourism and Culture, Atal Duloo, non official members of the Central committee
and other senior officers.
Omar Abdullah asked the Culture Academy to issue calendar of
Culture events before the start of tourist season every year and keep it
available at all tourist offices, hotels and other such tourist concern
establishments so that tourists visiting the State receive full information
about various cultural programmes and avail the opportunity to witness these.
He asked the Cultural Academy to take best advantage of amphitheatres developed
at Mansbal, Nageen west, Zaberban and other tourist places for organizing and
showcasing cultural programmes depicting Suffiana and other heritage of the
State.
In his presentation, the Secretary Culture Academy Khalid
Bashir Ahmad presented resume of the major activities undertaken by the
Cultural Academy during last two years. He said composite cultural programmes,
exhibitions heritage painters camps, interpreters training programmes,
sculptors camps, exhibitions of paintings, manuscripts, literature, calligraphy
and photos were organized at Srinagar, Jammu, Delhi, Leh, Ahmadabad,
Bhubaneswar etc.
He said the Academy also organized best book award
presentation, young artist, folk festival, painting competition, Gojri heritage
festival, theatre, workshop for women, Tagore theatre festival etc during this
period besides publication of 133 publications in various language.
He said Advisory sub-committees have been activated and
discussions held with prominent writers and artists at Jammu, Srinagar, Kargil,
Leh and Rajouri. He said best translation ward have been given, Quranic
manuscripts and calligraphy exhibition held. He said 7 day all India painting
camp at Leh, 20 days children summer workshop at Jammu, 8 day all India
sculptors camp, seminars on Sadat Hassan Mantoo and Mehjoor were held besides
all India book Affair held at Srinagar.
He said that the Academy also organized cultural programmes
on different themes, folk dances, talent hunt musical programmes, mushairas and
music competitions at various places.
The meeting reviewed action taken report on the decision
taken in the previous Central Committee meeting and discussed matters relating
to the functioning of various units of the academy in detail.

hydraulic schemes of Pattan constituency
SRINAGAR,
SEPTEMBER 06:-Minister for PHE, Irrigation & Flood Control, Mr. Taj Mohi ud
Din today stressed the need for preserving traditional sources of water.
Interacting
with a delegation of National Institute of Hydrology (NIH)
here this morning, the Minister asked them to undertake a study of ponds and pools
in Kandi belt and suggest measures to stabilize their water discharge.
In this
regard, Mr. Taj underscored the need for collaborative attempts by all
concerned agencies like PHE, Irrigation & Flood Control, CCDU and NIH and
other agencies.
Earlier,
in his briefing, Director, NIH, Mr. R. D. Singh apprised the Minister about the
activities of his organization. He said the institute, since its inception in
1978, has conducted 72 research studies on various aspects of hydrology
including glacier change, water harvesting in Kandi areas, cloudbursts etc.
Commissioner-Secretary,
PHE, Irrigation & Flood Control, Mr. B. D. Sharma, Chief Engineers of all
the wings and other officers were also present on the occasion.
Later,
the Minister, alongwith MLA, Moulvi Iftikhar Hussain Ansari, reviewed the pace
of hydraulic works in Pattan constituency.
Mr. Taj
impressed upon the engineers to pace up work on Water Supply Scheme, Devar and
take up stabilization works of Bala Khul in hand. He also directed completion
of civil works at Hanjiwera gate immediately.
The
Minister asked the engineers to complete all ongoing schemes within the
targeted time schedule so that the benefits of these schemes reach the people
at the earliest.

administration to ensure timely availability
of essentials, drugs
SRINAGAR, SEPTEMBER, 06:-MLC Dr. Bashir Ahmad Shah (Veeri)
Thursday said that the govt under the dynamic leadership of Chief Minister Mr.
Omar Abdullah has launched various developmental schemes by which remarkable
progress has been achieved during last 3 years adding that the political party
which was defeated in 2008 election is now frustrated by these revolutionary
changes made by present dispensation on development front.
Dr. Veeri was addressing wayside gatherings at different places
during his extensive tour to district Anantnag today.
He said implementation of Right to Information Act (RTI), Public
Service Guarantee Act (PSGA) and holding of panchayat election and empowering
them by way of supervising 14 departments besides launching of various public
welfare Schemes for the betterment of the people especially for weaker sections
of the society is a land mark achievement of the Omar led govt.
The MLC directed the district administration to ensure essential
commodities like Rice, Atta, Sugar, K. Oil besides L. P. Gas Cylinders in
Anantnag District especially in far flung and hilly areas including Kapran and
Matigawran are stocked before the onset of winter.
Dr. Veeri also asked them to ensure availability of drugs,
surgical aids and other medicines in all hospitals of the district. He stressed
for regular monitoring of all health institutions of the district to check the
attendance of the medical and Paramedical staff besides availability of drugs.

SRINAGAR,
SEPTEMBER 06: Minister of State for R&B, Health and Medical Education, Mr.
Javed Ahmad Dar has said that a project of Rs. 1.73 crore for construction of
bridge over nallah Viji at Wanpora
on Tragpora Rohama Panzulla road has been forwarded to the Centre for approval
while work on ANM sub centre at Khushipora is in progress and would be
completed shortly.
This was
stated by the Minister while addressing a public gathering at Kushipora in Rafiabad
after inaugurating 3 bridge projects at Saripora, Khushipora and Wanpora
completed at an accumulated cost of Rs. 3.20 crore.
The
Minister said that Government has formulated a massive development plan for
up-grading existing basic public facilities during current fiscal, adding that
special attention is being given towards rural and far-flung areas. He said Rs. 5.81 crore have been earmarked during current fiscal
for up-gradation of inner links at Doabagh, Vijibal, Ferozpora, Tragpora,
Chijhama and Saripora.
Mr. Javed
said the coalition Government, headed by Chief Minister, Omar Abdullah, is
making all out efforts to ensure equitable development of all the parts of the State, adding the projects taken up at
different places of the State would transform the development scenario of the
State. He said that the officers have been asked to remain in touch with people
to seek and address their problems.
The
Minister said that the bold and historical decisions of the Chief Minister to
hold Panchayat elections in the State will empower the people at gross root
level. He appealed people to come forward and take the benefit of the schemes
launched by the Government under different sectors in the State. adding
empowering Panchayat Raj Institutions will go a long way in ensuring proper and
equitable development of rural areas.
The
Minister also released Rs. 10 lakh from his constituency development fund (CDF)
for fencing of play ground and construction of water reservoir at Khushipora
and asked concerned engineers to start work early.

underlines importance of agriculture in State’s economic

development of horticulture, agriculture in Ganderbal
GANDERBAL,
SEPTEMBER 06:- Underlining the importance of agriculture and allied activities
in the economic development and job creation for youth in the State, Chief
Minister Omar Abdullah Thursday said that the vast potential of Jammu and
Kashmir in this sector needs to be harnessed to the maximum to realize the self
reliance in agriculture production and comprehensive economic growth.
Omar
Abdullah said that agro-based small industries promise substantial and viable
avenues for budding entrepreneurs of the State to venture upon and earn
handsome livelihood not only for themselves but many more. He said government
has introduced various schemes in this regard to encourage investment in this
sector. He asked the youth to take best advantage of these schemes and create a
healthy and growing MSME temperament in agriculture and allied sectors.
The
Chief Minister asked the concerned departments to create awareness about the
viability and profitability of investing in this sector in the State
encouraging the local youth by providing them all technical, financial and
other facilities envisaged in various programmes initiated by the government.
The
Chief Minister said that in order to give considerable fillip to the
horticulture and agriculture activities, his government has made this sector
free from taxies adding that various schemes of providing concessions and
subsidies to promote horticulture and agriculture are also being implemented in
the State.
Omar
Abdullah was reviewing the development of agriculture and horticulture sectors
in Ganderbal Assembly Constituency at a meeting of officers here this
afternoon.
Taking
appraisal of various agriculture schemes under implementation in the Constituency,
the Chief Minister was informed that over 4900 hectors of land has been brought
under the cultivation of paddy in Ganderbal Constituency during current Kharief
to achieve the production target of 23000 tonnes of rice. The cultivation of
maize has been over an area 472 hectors and vegetables on 750 hectors while
fodder has been cultivated over 2010 hectors.
The
Chief Minister was told that as many as 367 quintals of quality paddy seeds,
360 quintals of potatoes, 170 quintals of fodder and 47 quintals of hybrid
maize seed have been distributed amongst the farmers in the Constituency this
year. An amount of over Rs. 1 crore has been provided to the farmers in the
shape of incentives and subsidy on major agriculture activities in the
Constituency this year.
It was
stated that agriculture activities are being encouraged in the Constituency
under various centrally and state sponsored schemes including technology
mission, ISOPOM, RKVY, micromanagement, seed village programme, poly-green
houses development programme, vermin culture, water harvesting, irrigation
pumps and power tillers providing schemes.
Taking
brief on horticulture activities the Chief Minister was told that the
production of apple in the constituency during last year was over 51000 tonnes,
production of pear over 3000 tonnes, cherry about 1800 tonnes, plum over 1000
tonnes, apricot over 480 tonnes, peach 430 tonnes, grapes 277 tonnes, quince
apple 641 tonnes, strawberry 2 tonnes and pomegranate 36 tonnes. The production
of walnut was about 5000 tonnes while the production of almond has been
registered at 22 tonnes.
Omar
Abdullah was told that Rs.73 lakh have been provided by way of subsidy to the
horticulturists for promotion and growth of horticulture activities in the
Constituency under various schemes.
Chief
Minister visited various projects under implementation in the constituency in
horticulture and agriculture sectors. He inspected Bouwer system introduced in
the cultivation of grapes at Khiranihama and Kralbagh. The Chief Minister also inspected the land for
proposed fruit mandi at Zazana. He said that Ganderbal possess greater
potential for the cultivation of various grape varieties adding that various
areas in Ganderbal district have been known for production of grapes. He asked
the horticulture department to focus attention on the growth and development of
grapes in the feasible areas of the district.
Akhoon calls on CM
Discuses development of Hazratbal area
SRINAGAR, SEPTEMBER 06:- The former legislator and National
Conference leader Mohammad Syed Akhoon Thursday afternoon called on Chief
Minister Omar Abdullah here and discussed with him various matters pertaining
to the development of Hazratbal area.
Akhoon highlighted the issues pertaining to the Hadoora water
supply scheme, slaughter house at Wanihama, Naseem bagh-Buchpora road,
development of Shanpora, Handom mohalla and Meerak-shah colony.
He also brought to the notice of Chief Minister the need for
upgradation of basic amenities in Mir-Behri area of Dal Lake, upgradation of
girls’ high school and PHC Hazratbal.
The Chief Minister gave him patient hearing and said that the
genuine demands would be given due consideration.
Shantmanu
inspects carpet Training Centre Gouzhama
Appreciates
role of IICT for developing human resource
GANDERBAL,
SEPTEMBER 06- The
Commissioner Secretary, Industries and Commerce, Mr Shantmanu today inspected
the Carpet Training Centre at Gouzhama, Ganderbal which has been established by
the Indian Institute of Carpet Technology (IICT), Srinagar.
The
centre is imparting skill upgradation training in carpet manufacturing on
modern carpet looms under Integrated Skill Development Scheme (ISDS) of
Ministry of Textiles, Government of India.
The Director, IICT, Srinagar Mr Zubair Ahmad informed the
Commissioner Secretary that the institute has launched four months Certificate
Courses in Carpet Manufacturing (CCCM) with the objective to develop a trained
human resource for the carpet industry across the eight districts of Kashmir
division and 4200 persons (105/district/year) shall be trained over a period of
5 years under the said scheme.
The Director further informed that an amount of Rs. 1000/- per
month is being paid as a stipend to each trainee for which each trainee has to
open/ operate bank account during the training period. It was further informed
that besides training, the Institute is also facilitating the outgoing trainees
in getting themselves registered with the Handicrafts Department so that
Artisan Registration Card is issued to each artisan by virtue of this the
registered artisan becomes eligible for availing benefits from various developmental/welfare
schemes of the concerned department. The trainees are also being awarded about
the standard procedure of forming SHG/Cluster/Cooperative Society and the
benefits available under the relevant schemes for such type of groups.
Speaking after the distribution of Artisan Registration Cards,
Monthly Stipend and Course Completion Certificates, the Commissioner/Secretary,
Industries and Commerce Department appreciated the pivotal role being played by
IICT, Srinagar for the revival/development of the carpet industry and expressed
the hope that the Institute will continue to work with the same zeal and
dedication and assured that the Govt. of Jammu and Kashmir shall extend full
support to the Institute in this endeavor. In the end, the Commissioner/Secretary
advised the trainees to come forward and avail benefits from the schemes of
State/Central Govt.
Besides trainees, Coordinator, Mr Asif Gowhar Khan, two
Instructors and few members of Panchayati Raj Institutions were also present on
the occasion.

National Championship
SRINAGAR,
SEPTEMBER 06: Equating sports activities as an important parameter for overall
development of personality the Minister of Rural Development, Panchayati Raj,
Law Justice and Parliamentary Affaris, has said that it is the endeavor of the
government to promote the sports related activities and build requisite
infrastructure for the purpose.
The
Minister was speaking at the inaugural function of 3-day 19th National Thangtha championship organized by Thangtha Federation of
India at Sher-i-Kashmir Indoor Stadium Srinagar.
Ex-Mayor
Srinagar Municipal Corporation Salman Sagar and other prominent sports person
were present on the occasion.
Mr. Sagar
said that such events are necessary for providing the much needed exposure to
the youth of the State, so that they can effectively compete at National and
International levels and bring laurels to the State.
The
Minister said that the youth are the future of the State and the need of the
hour is to channelize their energies as well as talent in a proper and systematic
manner so that they can effectively contribute their bit in Nation building. He
said that the youth also have to understand that they should devote their time
in pursuing education and extracurricular activities especially the sports
which would ultimately result in making them a role model in the society.
Mr. Nissar Geelani President Thangtha Association of Jammu and
Kashmir presented the introductory remarks and gave an overview of the
championship in which teams from 23 states of the country are participating.
The
Minister later visited Pandach Ganderbal and took stock of the developmental
works initiated there. He was accompanied by District Development Commissioner,
Ganderbal Mr. Showkat Ahmed Mir, Director Rural Development Kashmir, Mir Altaf Ahmed,
Additional District Development Commissioner, Ganderbal and other senior
Officers of the district.
While
interacting with the people, the Minister said that the government has already
put in place a mechanism for ensuring sustained development of all the three
regions of the state. He said various flagship schemes have also be introduced
for uplifting the socio economic profile of the
people especially those living in rural and far flung areas.
Referring
to the initiatives undertaken by the government for ensuring peace in the
State, the Minister said that the people should understand the importance
peaceful environs for ensuring sustained development and carrying on other
related activities. He said that the record number of the tourists have visited
the State which would go a long way in uplifting the economy besides providing
the much needed employment opportunities in future also.
The
Minister later, directed the officers to ensure that the renovation of the
Shrine of Syed Fazal Sahab is undertaken as early as possible.
12946 Income Generating Units established in district Srinagar
under Credit Action Plan
SRINAGAR, SEPTEMBER 06: An amount
of Rs. 436 crores have been disbursed by various financial institutions in
Srinagar district under Credit Action Plan for setting up of 12946 Income
Generating Units upto the end of June 2012.
This information was revealed here today in the District Consultative Committee
meeting held under the chairmanship of District Development Commissioner,
Srinagar, Mr. Baseer Ahmad Khan.
In the meeting, it was disclosed that under the priority sector Rs. 150.22
crores were advanced upto the end of June 2012 for establishment of Income
Generating Units. Besides, Rs. 286.32 crores were also distributed under the
Non-Priority Sector in district Srinagar.
The meeting was attended by the representatives of various financial
institutions and district officers besides Lead Bank Officer, Mr. Tassaduq
Mohammad Alamgir.
The District Development Commissioner impressed upon the financial institutions
to work with zeal and dedication in resolving the cases of unemployed educated
youth to facilitate the unemployed educated youth so that more Income
Generating Units can be established. He also stressed upon the agencies to
speed up their activities for achieving the cent percent target. He also
directed banks and various line departments to work together so that government
sponsored scheme is implemented in letter and spirit for socio-economic
development of the people.
Power

SRINAGAR, SEPTEMBER 06: According to Power Controller, Power Development
Department, Kashmir, in order to carry out branch cutting and stabilization
works, power supply to the areas fed from 33 KV Shariefabad-Narbal shall be
affected on September 08, 2012 from 10 a.m. to 5 p.m.
Attention Hajj pilgrims of district Ganderbal
GANDERBAL, SEPTEMBER 06: According to Additional Deputy Commissioner,
Ganderbal, J&K State Hajj Committee is going to conduct training programme
for selected Hajj pilgrims, 2012 on September 08 and 09, 2012 at 10.30 a.m. in
Physical Education College, Ganderbal.
All the Hajj pilgrims of district Ganderbal are requested to attend the
Orientation Training Programme on the scheduled date, time and venue.
Adopt
latest and scientific technology to increase production
SRINAGAR, SEPTEMBER 06: To take stock of the implementation of the National Mission on
Saffron MLA Pampore Mir Zahoor Ahmad Visited the traditional saffron growing
areas of Pulwama namely Lethapora, Chandhara, Barsoo, Ludoo, Sharshali,
Indroosa, Munpora, Kunibal & Namblabal areas, where the rejuvenation and
replanting of Saffron corms is in progress under the said mission. He expressed
satisfaction about the implementation of various components under the Mission.
While interacting with the saffron growers he said that the aim of National
Mission on Saffron is to increase productivity of saffron, maintaining quality
and improving marketing facilities. He advised farmers to adopt latest and
scientific technology as per the guidance of field functionaries’ of
Agriculture Department to boost production and productivity thereby improving
their socio-economic status.
He further emphasized that farmers shall not only use improved Agriculture
practices but should focus on improved quality as well. He appreciated the zeal
and commitment of officers and officials of the Department for implementation
of the Mission at ground level.
Chief Agriculture Officer Pulwama, Gh. Hassan Guroo stressed upon saffron
growers to coordinate with Agriculture Department for successful implementation
of National Mission on saffron.
The saffron growers expressed satisfaction about the implementation of National
Mission on Saffron. Among others District Agriculture Officer Inputs/Extension,
Sub Divisional Agriculture Officers Tral/Kakapora & Subject Matter
Specialist accompanied the MLA during the visit.
Governor
for using IT to enhance frontiers of knowledge
SRINAGAR,
SEPTEMBER 6 - Mr. N. N. Vohra, Governor Jammu and Kashmir, today said that
organizing Information Technology Festivals contributes very significantly
towards enhancing the frontiers of scientific knowledge and emphasized the need
for promoting e-learning to enable the students to benefit from the lectures of
national and international level experts in different disciplines while sitting
in their classrooms, through latest scientific advancements.
The
Governor, as Chief Guest, was addressing the Valedictory Session of the 3-day
“Vastoorvan Tech Fete 2012” at the Islamic University of Science and Technology
(IUST) at Awantipora this evening. This national level Information Technology
Festival was named after the ambience of a beautiful almond forest called
“Vastoorvan” which adjoins the University Campus.
Referring to the “Vastoorvan Tech Fete 2012”, the Governor observed that it is
a very imaginative idea which would go a long way in not only broadening the
knowledge base of the students but also promote deeper understandings and
cooperation among the various Universities and other institutions of higher
learning within and outside the State. He referred to the meetings which he had
had with the Vice Chancellors of the various Universities in the State in the
past three years with a view to fostering well
considered and imaginatively structured mutually beneficial collaborations in
the arenas of teaching, learning and research. He
expressed happiness that this concept had since materialized between several
Universities which had entered into collaborative arrangements in various
arenas.
The Governor recalled his earlier two visits to the IUST, adding that for the
first time he had come to this University in 2008, during the Governor’s Rule,
when it was in the process of being established. His second visit was along
with the Chief Minster in 2010 to inaugurate an academic block for which the
funds had been provided during the Governor’s Rule. Expressing happiness over
the achievements of the IUST in different fields, within a rather short span of
time, the Governor observed that this varsity was bound to come up as a centre
of excellence in the coming years, through the hard work and commitment of the
management, teachers and students. He wished the students a very bright future
ahead.
The Governor congratulated the students for singing a beautiful University
Tarana and announced a cash award of Rs. 50,000 for them. He suggested to the
Vice Chancellor of the University to get a video version of the Tarana
prepared.
The Governor gave away 1st prize to
the team of Central University of Kashmir, 2nd prize to the South Campus of Kashmir University and 3rd prize to the Jammu University for their overall outstanding
performance in the various events organized during this Festival. He also gave
away mementos to the sponsors and co-sponsors of the various events on this
occasion.
Prof. A. R. Trag, Vice Chancellor, Islamic University of Science and
Technology, Awantipora, presented a memento to the Governor as a memorabilia of
his visit to the University.
Prof. Abdul Wahid, Vice Chancellor, Central University of Kashmir, emphasized
upon the students to focus on 3 Cs – Competence, Commitment, and Conduct and
Character – to build a promising and bright future. He congratulated the
University for organizing the IT Festival.
Prof.
Rajat Gupta, Director, National Institute of Technology, Srinagar, dwelt on the
collaboration the NIT and IUST have built up. He assured all possible support
to the students of this University.
Prof. A.
R. Trag, Vice Chancellor, Islamic University of Science and Technology,
Awantipora, speaking on the occasion, gave details of the achievements of the
University in academic and other spheres, the courses taught and those in the pipeline.
He thanked the Governor for taking keen interest in the promotion of quality
higher education in the State, as also in the development of the IUST.
Dr. Javed
Parvaiz, Assistant Professor, Department of Computer Sciences, Kashmir
University, spoke about the aims and objects of organizing this IT Festival. He
said that students from various Universities and institutions of higher and
technical learning from within and outside the State participated in the
Festival.
Earlier,
Prof. A. G. Rather, Registrar, IUST, in his welcome address, gave details of
the participants and the subjects covered during the technical sessions of the
Festival.
Dr.
Muneja Khan, Head, Department of English, Islamic University of Science and
Technology, presented a Vote of Thanks.
Deans, Heads of Departments, Faculty members, staff, students and the
participants of the Festival were present on this occasion.

decides restructuring of PDD
4-successor
entities to be carved out with 100% Govt equity
SRINAGAR,
SEPTEMBER 06- The Jammu and Kashmir Government has decided to convert Power
Development Department (PDD) into four successor companies with each having
100% equity of the State Government.
Decision
to this effect was taken by the State Cabinet which met here yesterday under the chairmanship of Chief Minister, Mr. Omar Abdullah.
The
unbundling of the department has been granted approval in accordance with the
provisions of the Jammu and Kashmir Electricity Act 2010. The four entities
into which the department is to be divided include:-
· One Trading company, acting as a bulk supplier of electricity to the
distribution companies, which shall hold 100% equity in the proposed
distribution companies;
· A State Transmission Utility, responsible for the transmission and load
despatch functions in the state, with the SLDC separately ring-fenced within
the transmission utility for handling system operations in the state; and
· Two Distribution companies, one each for Jammu and Kashmir provinces
respectively.
Each of the
successor companies shall be 100% owned by the State Government.
The
restructuring of PDD is expected to benefit consumers, employees and power
sector alike.
The
restructured structure would provide better promotional avenues and rewards to
the employees and protect their interests and service conditions.
This
restructuring will enable to implement the consumer service strategy through
bringing in consumer orientation by numerous initiatives like energy
accounting, regulatory initiatives, corporate governance etc.
The
restructuring of J&KPDD was also necessitated under the 3rd tripartite MoU
signed with the Union Ministry of Finance, Government of India and Planning
Commission of India, to avail the central finance assistance in the form of
Power Reforms Grant.

reviewed arrangements for football match

SRINAGAR SEPTEMBER, 06: Minister for Youth Services and Sports Mr.
R. S. Chib reviewed the arrangements made by the government for the football
match being played between Mohan Baghan and Jammu and Kashmir -11 at Bakhshi
Stadium, Srinagar, on September 08, 2012 at 3.30 p. m, at a high level meeting
here today.
The meeting was attended by Principal Secretary PDD Mr. Sudhanshu
Panday, DIG Security Mr. Sharma, Senior Superintendent of Police, Srinagar, Mr.
Aushiq Bukhari, Secretary, Jammu and Kashmir Sports Council Mr. Dilip Thusoo,
Deputy Commissioner, Srinagar Mr. Baseer Ahmad Khan, Director, Youth Services
and Sports, Mr. Jaipaul Singh, officers of Protocol Department and Srinagar
Municipality attended the meeting.
The meeting was informed that the people of the State have great
interest in sports activities especially with football which was experienced
previously when Muhammadan Sports Club, Kolkotta, played matches at Srinagar
and Baramulla in which large number of the people witnessed the matches. It was
also given out in the meeting that in the interest of thousands sports lovers,
country’s famous football team has been approached to play goodwill match in
the State.
It was given out in the meeting that the Bakhshi Stadium where
this match is being played has the capacity of 30,000 spectators and 21000
passes have been issued by the J&K Sports Council and Football Association
of Jammu and Kashmir.
On the occasion Mr. Chib said that
promotion of sports is a key agenda of the coalition government and spelled out
several measures taken during the past three years. He said the Chief Minister
Omar Abdullah is keen to see sports activities gaining momentum and the state
youth participating in big events. To achieve this, he said adequate sports
infrastructure is being raised all over the State. He also referred to the
initiatives being taken for engaging the number of coaches in different
disciplines. He said sports are a viable medium for the overall development of
the youth. It is with this objective in mind, the Government is contemplating
to include sports in the academic curricula at various levels.

SEPTEMBER 06:-Departmental Related Standing Committee –I of Legislative Council
on Forest Department, was held under the Chairmanship of Mr. Ravinder Kumar
Sharma here today
Members,
Ch. Nizam-u-din Khatana, Syed Mohammad Rafiq Shah, Mr. Bashir Ahmad Magray and
Mr. Dharambir Singh Oberoi were present in the meeting.
Commissioner
Secretary Forest, Mr. Ejaz Iqbal, Principal Chief Conservator Forest, Mr. Vinod
Ranjan, Chief Conservator Forest Jammu, Chairman Pollution Control Board,
Director Social Forestry, Director Fisheries and other officers of concerned
departments also attended the meeting.
The
Committee discussed various issues for preservation of the state’s ecology and
measures taken for the purpose. It divulged upon the matter like protection of
forests, forest encroachments, conservation of wetlands and water bodies, fish
deaths in Nigeen Lake and non implementation of ban on polythene and other
related issues.
The
Committee was informed that the State has total 20230 square kilometers area under forests out of which 13360Sq Km are under
encroachment and forest department has taken an initiative by which 720sq kms
have been evicted.
It was
also stated that due to the increase in population and developmental activities
near forests, the people living near the forests has continuous tendency of
encroachment upon forests lands. This is the serious problem with which the
forest department is confronted. The committee asked the forest department to
submit the action taken report to the committee on the forest encroachments.
It was
said that the efforts are being made by the field, supervisory and executive
staff of the Forest Department to initiate all possible measures against any
attempt of encroachment and wherever needed the support of the Forest
Protection Force, Police or Revenue Department is sought.
Committee
urged upon the Forest Department that they have to play pivotal role for the
protection of the forests and bring encroachments to the zero level. Committee
also stressed upon the department to constitute the special team consisting of
members from Forest and Revenue Departments to sought out the confusions
regarding the demarcation forest land and revenue land.
The
Committee also discussed issues regarding the steps taken for the conservation
of Hangul and Snow Leopard besides, the conservation of wet lands. It was
informed that conscious of necessity for launching some focused conservation
program for Hangul in the State, a species recovery plan for Hangul has been
prepared by the Wild Life Department through the Wild Life Institution of
India, Dehradun at cost of. 22 crores for the period of 5 years and submitted
to the Ministry of Environment and Forestry, Government of India for approval.
In this regard a conservation breading centre for Hangul at Shikhpora Tral
funded through Central Zoo Authority of India
The
Committee took the serious note of large scale deaths of fishes in Nigeen Lake
and asked the concerned department to submit the report regarding the cause of
deaths upto September 20.
The
Committee also record seriously on non- implementation of the ban on polythene
carry bags and recommended the government to take concrete measures to stop
this menace. Committee also asked the concerned department to prepare a task
force to stop the importing of polythene carry bags.
Committee
suggested the Soil Conservation department to formulate the schemes under the
MGNEREGA and other schemes for the welfare of the people who face the problems
like water Scarcity.
Shahrukh chooses silence over 'negative
portrayal' of Kashmir in 'Bollywood'
Citing lack of in depth knowledge about the geography, ideology and
politics of Kashmir, 'Bollywood' actor Sharukh Khan declined to
comment on the negative portrayal of Kashmir in Indian movies.
“My knowledge is lacking and I won't comment on it in. The problem we
have is that when we talk about things we don't have enough knowledge
about," he said.
When asked why 'Bollywood' always depicts one-sided story of Kashmir
and never tells the world about the issues like mass graves and rapes,
the superstar said that he is only an actor and all 'these things are
decided by the story writer'.
“Story-telling is not my part. I am an actor and my job is to act.
Films are the reflection of society and they show the happenings of
the society,” he said.
When asked whether he really felt that Muslims all over world are
being misunderstood and taken as terrorists. He said, “During the
making of ‘My Name Is Khan’, we tried to dispel with the notion that
muslims are terrorists”.
“There is misunderstanding about our religion. Basically, we all have
to set ourselves right. We have to mend ourselves. We are all nice
human beings. Once we do good, everyone will do good to us,” he said.
When asked about the Indian Premier League (IPL), Shah Rukh said that
he is ready to take any Kashmiri cricketer into his squad provided he
has talent. “I never think in terms of regionalism but if an
individual has a talent he would get opportunities to expose,” he

Anushka Sharma and is scheduled for a Nov 13 release. The first teaser
of the film has already hit the theatres.

The 46-year-old said his first experience with Kashmir had been "so
rewarding that he would be talking about it to his family and friends
for the next 15 days".
Asked whether his visit would give a fillip to Kashmir as a Bollywood
destination in future, SRK said: "I am not such a big person that
others would follow me, but I have shot films in Switzerland,
Mauritius, London and other places and the beauty of Kashmir is
definitely unmatched by any other place. Inshallah, other filmmakers
will come here to shoot their films in future."
After shooting for Yash Chopra`s untitled film in famous tourist spots
Pahalgam and north Gulmarg, SRK is scheduled to fly back to Mumbai
Thursday. He was sad that his stay in the Valley has come to an end.
"It was always my father`s dream to take me to Kashmir because his
grandmother belonged to this place. Although I could not come here in
his lifetime, yet making it finally to Kashmir has been the fulfilment
of a family dream. I am happy it has been finally realised," he said.
Asked about Kashmir being portrayed in a certain manner especially
since violence broke out here, he said: "Different people have
different ideas. Films are just the reflection of a society and it
depends on a storyteller what kind of story he wants to tell. For
example, I am presently here shooting for a love story."
About the negative portrayal of Muslims in the West, SRK said: "We
should not get into a negative attitude. I think all of us must
explain to others that what some of us might be doing by way of
violence has nothing to do with our religion." Commenting upon his

Omar chairs Central Committee meeting of Cultural Academy
Gives nod to implementation of various literary, cultural
programmes
Secretary presents performance brief
SRINAGAR, SEPTEMBER 06:- Approving the publication programme
of Jammu and Kashmir Academy of Art, Culture and Languages, the Chief Minister
Omar Abdullah who is also president of the Academy Thursday underlined the need
for transparency in finalization and implementation stressing on adherence to
the set norms and procedures in this regard.
Chairing the Central Committee meeting of the Culture Academy
here today, the Chief Minister directed for prior vetting of all proposals with
financial implications by the Finance Committee of the Culture Academy before
listening these in the agenda for approval of the Central Committee.
The Chief Minister asked the Academy to factor in the
opinions of members of Central Committee representing various languages while
formulating the programme for publications in these particulars languages.
The President of the Culture Academy said that a
comprehensive project for upgrading Tagore hall at Srinagar is being worked out
with the Central Government at a cost Rs. 12.5 crore. He said a similar project
for Abhinav theatre Jammu is also under process with the Union Government. The
Chief Minister has already approved Rs. 2 crore for Srinagar Tagore hall and
Rs. 1 crore for Abhinav theatre for the improvement and upgradation of these
prestigious cultural centres.
The Chief Minister also gave nod to the creation of writers’
welfare fund and enhancement of assistance to the artists and writers. The
enhancement of scholarship for the student of calligraphy and enhancement of
cash prize for photography and films was also approved in the meeting.
The meeting was attended by the Minister for Tourism and
Culture Nawang Rigzin Jora, Deputy Chairman Legislative Council, Mohammad
Yousuf Taing, Principal Secretary Finance, Mohammad Iqbal Khanday,
Principal Secretary Planning Development, B.B. Vyas, Commissioner Secretary,
Tourism and Culture, Atal Duloo, non official members of the Central committee
and other senior officers.
Omar Abdullah asked the Culture Academy to issue calendar of
Culture events before the start of tourist season every year and keep it
available at all tourist offices, hotels and other such tourist concern
establishments so that tourists visiting the State receive full information
about various cultural programmes and avail the opportunity to witness these.
He asked the Cultural Academy to take best advantage of amphitheatres developed
at Mansbal, Nageen west, Zaberban and other tourist places for organizing and
showcasing cultural programmes depicting Suffiana and other heritage of the
State.
In his presentation, the Secretary Culture Academy Khalid
Bashir Ahmad presented resume of the major activities undertaken by the
Cultural Academy during last two years. He said composite cultural programmes,
exhibitions heritage painters camps, interpreters training programmes,
sculptors camps, exhibitions of paintings, manuscripts, literature, calligraphy
and photos were organized at Srinagar, Jammu, Delhi, Leh, Ahmadabad,
Bhubaneswar etc.
He said the Academy also organized best book award
presentation, young artist, folk festival, painting competition, Gojri heritage
festival, theatre, workshop for women, Tagore theatre festival etc during this
period besides publication of 133 publications in various language.
He said Advisory sub-committees have been activated and
discussions held with prominent writers and artists at Jammu, Srinagar, Kargil,
Leh and Rajouri. He said best translation ward have been given, Quranic
manuscripts and calligraphy exhibition held. He said 7 day all India painting
camp at Leh, 20 days children summer workshop at Jammu, 8 day all India
sculptors camp, seminars on Sadat Hassan Mantoo and Mehjoor were held besides
all India book Affair held at Srinagar.
He said that the Academy also organized cultural programmes
on different themes, folk dances, talent hunt musical programmes, mushairas and
music competitions at various places.
The meeting reviewed action taken report on the decision
taken in the previous Central Committee meeting and discussed matters relating
to the functioning of various units of the academy in detail.

SEPTEMBER 06:-Minister for PHE, Irrigation & Flood Control, Mr. Taj Mohi ud
Din today stressed the need for preserving traditional sources of water.
Interacting
with a delegation of National Institute of Hydrology (NIH)
here this morning, the Minister asked them to undertake a study of ponds and pools
in Kandi belt and suggest measures to stabilize their water discharge.
In this
regard, Mr. Taj underscored the need for collaborative attempts by all
concerned agencies like PHE, Irrigation & Flood Control, CCDU and NIH and
other agencies.
Earlier,
in his briefing, Director, NIH, Mr. R. D. Singh apprised the Minister about the
activities of his organization. He said the institute, since its inception in
1978, has conducted 72 research studies on various aspects of hydrology
including glacier change, water harvesting in Kandi areas, cloudbursts etc.
Commissioner-Secretary,
PHE, Irrigation & Flood Control, Mr. B. D. Sharma, Chief Engineers of all
the wings and other officers were also present on the occasion.
Later,
the Minister, alongwith MLA, Moulvi Iftikhar Hussain Ansari, reviewed the pace
of hydraulic works in Pattan constituency.
Mr. Taj
impressed upon the engineers to pace up work on Water Supply Scheme, Devar and
take up stabilization works of Bala Khul in hand. He also directed completion
of civil works at Hanjiwera gate immediately.
The
Minister asked the engineers to complete all ongoing schemes within the
targeted time schedule so that the benefits of these schemes reach the people
at the earliest.

Thursday said that the govt under the dynamic leadership of Chief Minister Mr.
Omar Abdullah has launched various developmental schemes by which remarkable
progress has been achieved during last 3 years adding that the political party
which was defeated in 2008 election is now frustrated by these revolutionary
changes made by present dispensation on development front.
Dr. Veeri was addressing wayside gatherings at different places
during his extensive tour to district Anantnag today.
He said implementation of Right to Information Act (RTI), Public
Service Guarantee Act (PSGA) and holding of panchayat election and empowering
them by way of supervising 14 departments besides launching of various public
welfare Schemes for the betterment of the people especially for weaker sections
of the society is a land mark achievement of the Omar led govt.
The MLC directed the district administration to ensure essential
commodities like Rice, Atta, Sugar, K. Oil besides L. P. Gas Cylinders in
Anantnag District especially in far flung and hilly areas including Kapran and
Matigawran are stocked before the onset of winter.
Dr. Veeri also asked them to ensure availability of drugs,
surgical aids and other medicines in all hospitals of the district. He stressed
for regular monitoring of all health institutions of the district to check the
attendance of the medical and Paramedical staff besides availability of drugs.

worth Rs 3.20 crores

SRINAGAR,
SEPTEMBER 06: Minister of State for R&B, Health and Medical Education, Mr.
Javed Ahmad Dar has said that a project of Rs. 1.73 crore for construction of
bridge over nallah Viji at Wanpora
on Tragpora Rohama Panzulla road has been forwarded to the Centre for approval
while work on ANM sub centre at Khushipora is in progress and would be
completed shortly.
This was
stated by the Minister while addressing a public gathering at Kushipora in Rafiabad
after inaugurating 3 bridge projects at Saripora, Khushipora and Wanpora
completed at an accumulated cost of Rs. 3.20 crore.
The
Minister said that Government has formulated a massive development plan for
up-grading existing basic public facilities during current fiscal, adding that
special attention is being given towards rural and far-flung areas. He said Rs. 5.81 crore have been earmarked during current fiscal
for up-gradation of inner links at Doabagh, Vijibal, Ferozpora, Tragpora,
Chijhama and Saripora.
Mr. Javed
said the coalition Government, headed by Chief Minister, Omar Abdullah, is
making all out efforts to ensure equitable development of all the parts of the State, adding the projects taken up at
different places of the State would transform the development scenario of the
State. He said that the officers have been asked to remain in touch with people
to seek and address their problems.
The
Minister said that the bold and historical decisions of the Chief Minister to
hold Panchayat elections in the State will empower the people at gross root
level. He appealed people to come forward and take the benefit of the schemes
launched by the Government under different sectors in the State. adding
empowering Panchayat Raj Institutions will go a long way in ensuring proper and
equitable development of rural areas.
The
Minister also released Rs. 10 lakh from his constituency development fund (CDF)
for fencing of play ground and construction of water reservoir at Khushipora
and asked concerned engineers to start work early.

in the economic development and job creation for youth in the State, Chief
Minister Omar Abdullah Thursday said that the vast potential of Jammu and
Kashmir in this sector needs to be harnessed to the maximum to realize the self
reliance in agriculture production and comprehensive economic growth.
Omar
Abdullah said that agro-based small industries promise substantial and viable
avenues for budding entrepreneurs of the State to venture upon and earn
handsome livelihood not only for themselves but many more. He said government
has introduced various schemes in this regard to encourage investment in this
sector. He asked the youth to take best advantage of these schemes and create a
healthy and growing MSME temperament in agriculture and allied sectors.

Chief Minister asked the concerned departments to create awareness about the
viability and profitability of investing in this sector in the State
encouraging the local youth by providing them all technical, financial and
other facilities envisaged in various programmes initiated by the government.
The
Chief Minister said that in order to give considerable fillip to the
horticulture and agriculture activities, his government has made this sector
free from taxies adding that various schemes of providing concessions and
subsidies to promote horticulture and agriculture are also being implemented in
the State.
Omar
Abdullah was reviewing the development of agriculture and horticulture sectors
in Ganderbal Assembly Constituency at a meeting of officers here this
afternoon.
Taking
appraisal of various agriculture schemes under implementation in the Constituency,
the Chief Minister was informed that over 4900 hectors of land has been brought
under the cultivation of paddy in Ganderbal Constituency during current Kharief
to achieve the production target of 23000 tonnes of rice. The cultivation of
maize has been over an area 472 hectors and vegetables on 750 hectors while
fodder has been cultivated over 2010 hectors.
The
Chief Minister was told that as many as 367 quintals of quality paddy seeds,
360 quintals of potatoes, 170 quintals of fodder and 47 quintals of hybrid
maize seed have been distributed amongst the farmers in the Constituency this
year. An amount of over Rs. 1 crore has been provided to the farmers in the
shape of incentives and subsidy on major agriculture activities in the
Constituency this year.
It was
stated that agriculture activities are being encouraged in the Constituency
under various centrally and state sponsored schemes including technology
mission, ISOPOM, RKVY, micromanagement, seed village programme, poly-green
houses development programme, vermin culture, water harvesting, irrigation
pumps and power tillers providing schemes.
Taking
brief on horticulture activities the Chief Minister was told that the
production of apple in the constituency during last year was over 51000 tonnes,
production of pear over 3000 tonnes, cherry about 1800 tonnes, plum over 1000
tonnes, apricot over 480 tonnes, peach 430 tonnes, grapes 277 tonnes, quince
apple 641 tonnes, strawberry 2 tonnes and pomegranate 36 tonnes. The production
of walnut was about 5000 tonnes while the production of almond has been
registered at 22 tonnes.
Omar
Abdullah was told that Rs.73 lakh have been provided by way of subsidy to the
horticulturists for promotion and growth of horticulture activities in the
Constituency under various schemes.
Chief
Minister visited various projects under implementation in the constituency in
horticulture and agriculture sectors. He inspected Bouwer system introduced in
the cultivation of grapes at Khiranihama and Kralbagh. The Chief Minister also inspected the land for
proposed fruit mandi at Zazana. He said that Ganderbal possess greater
potential for the cultivation of various grape varieties adding that various
areas in Ganderbal district have been known for production of grapes. He asked
the horticulture department to focus attention on the growth and development of
grapes in the feasible areas of the district.

SRINAGAR, SEPTEMBER 06:- The former legislator and National
Conference leader Mohammad Syed Akhoon Thursday afternoon called on Chief
Minister Omar Abdullah here and discussed with him various matters pertaining
to the development of Hazratbal area.
Akhoon highlighted the issues pertaining to the Hadoora water
supply scheme, slaughter house at Wanihama, Naseem bagh-Buchpora road,
development of Shanpora, Handom mohalla and Meerak-shah colony.
He also brought to the notice of Chief Minister the need for
upgradation of basic amenities in Mir-Behri area of Dal Lake, upgradation of
girls’ high school and PHC Hazratbal.
The Chief Minister gave him patient hearing and said that the
genuine demands would be given due consideration.

inspects carpet Training Centre Gouzhama
Appreciates
role of IICT for developing human resource
GANDERBAL,
SEPTEMBER 06- The
Commissioner Secretary, Industries and Commerce, Mr Shantmanu today inspected
the Carpet Training Centre at Gouzhama, Ganderbal which has been established by
the Indian Institute of Carpet Technology (IICT), Srinagar.
The
centre is imparting skill upgradation training in carpet manufacturing on
modern carpet looms under Integrated Skill Development Scheme (ISDS) of
Ministry of Textiles, Government of India.
The Director, IICT, Srinagar Mr Zubair Ahmad informed the
Commissioner Secretary that the institute has launched four months Certificate
Courses in Carpet Manufacturing (CCCM) with the objective to develop a trained
human resource for the carpet industry across the eight districts of Kashmir
division and 4200 persons (105/district/year) shall be trained over a period of
5 years under the said scheme.
The Director further informed that an amount of Rs. 1000/- per
month is being paid as a stipend to each trainee for which each trainee has to
open/ operate bank account during the training period. It was further informed
that besides training, the Institute is also facilitating the outgoing trainees
in getting themselves registered with the Handicrafts Department so that
Artisan Registration Card is issued to each artisan by virtue of this the
registered artisan becomes eligible for availing benefits from various developmental/welfare
schemes of the concerned department. The trainees are also being awarded about
the standard procedure of forming SHG/Cluster/Cooperative Society and the
benefits available under the relevant schemes for such type of groups.
Speaking after the distribution of Artisan Registration Cards,
Monthly Stipend and Course Completion Certificates, the Commissioner/Secretary,
Industries and Commerce Department appreciated the pivotal role being played by
IICT, Srinagar for the revival/development of the carpet industry and expressed
the hope that the Institute will continue to work with the same zeal and
dedication and assured that the Govt. of Jammu and Kashmir shall extend full
support to the Institute in this endeavor. In the end, the Commissioner/Secretary
advised the trainees to come forward and avail benefits from the schemes of
State/Central Govt.
Besides trainees, Coordinator, Mr Asif Gowhar Khan, two
Instructors and few members of Panchayati Raj Institutions were also present on
the occasion.

National Championship
SRINAGAR,
SEPTEMBER 06: Equating sports activities as an important parameter for overall
development of personality the Minister of Rural Development, Panchayati Raj,
Law Justice and Parliamentary Affaris, has said that it is the endeavor of the
government to promote the sports related activities and build requisite
infrastructure for the purpose.
The
Minister was speaking at the inaugural function of 3-day 19th National Thangtha championship organized by Thangtha Federation of
India at Sher-i-Kashmir Indoor Stadium Srinagar.
Ex-Mayor
Srinagar Municipal Corporation Salman Sagar and other prominent sports person
were present on the occasion.
Mr. Sagar
said that such events are necessary for providing the much needed exposure to
the youth of the State, so that they can effectively compete at National and
International levels and bring laurels to the State.
The
Minister said that the youth are the future of the State and the need of the
hour is to channelize their energies as well as talent in a proper and systematic
manner so that they can effectively contribute their bit in Nation building. He
said that the youth also have to understand that they should devote their time
in pursuing education and extracurricular activities especially the sports
which would ultimately result in making them a role model in the society.
Mr. Nissar Geelani President Thangtha Association of Jammu and
Kashmir presented the introductory remarks and gave an overview of the
championship in which teams from 23 states of the country are participating.
The
Minister later visited Pandach Ganderbal and took stock of the developmental
works initiated there. He was accompanied by District Development Commissioner,
Ganderbal Mr. Showkat Ahmed Mir, Director Rural Development Kashmir, Mir Altaf Ahmed,
Additional District Development Commissioner, Ganderbal and other senior
Officers of the district.
While
interacting with the people, the Minister said that the government has already
put in place a mechanism for ensuring sustained development of all the three
regions of the state. He said various flagship schemes have also be introduced
for uplifting the socio economic profile of the
people especially those living in rural and far flung areas.
Referring
to the initiatives undertaken by the government for ensuring peace in the
State, the Minister said that the people should understand the importance
peaceful environs for ensuring sustained development and carrying on other
related activities. He said that the record number of the tourists have visited
the State which would go a long way in uplifting the economy besides providing
the much needed employment opportunities in future also.
The
Minister later, directed the officers to ensure that the renovation of the
Shrine of Syed Fazal Sahab is undertaken as early as possible.
12946 Income Generating Units established in district Srinagar
under Credit Action Plan
SRINAGAR, SEPTEMBER 06: An amount
of Rs. 436 crores have been disbursed by various financial institutions in
Srinagar district under Credit Action Plan for setting up of 12946 Income
Generating Units upto the end of June 2012.
This information was revealed here today in the District Consultative Committee
meeting held under the chairmanship of District Development Commissioner,
Srinagar, Mr. Baseer Ahmad Khan.
In the meeting, it was disclosed that under the priority sector Rs. 150.22
crores were advanced upto the end of June 2012 for establishment of Income
Generating Units. Besides, Rs. 286.32 crores were also distributed under the
Non-Priority Sector in district Srinagar.
The meeting was attended by the representatives of various financial
institutions and district officers besides Lead Bank Officer, Mr. Tassaduq
Mohammad Alamgir.
The District Development Commissioner impressed upon the financial institutions
to work with zeal and dedication in resolving the cases of unemployed educated
youth to facilitate the unemployed educated youth so that more Income
Generating Units can be established. He also stressed upon the agencies to
speed up their activities for achieving the cent percent target. He also
directed banks and various line departments to work together so that government
sponsored scheme is implemented in letter and spirit for socio-economic
development of the people.

SRINAGAR, SEPTEMBER 06: To take stock of the implementation of the National Mission on
Saffron MLA Pampore Mir Zahoor Ahmad Visited the traditional saffron growing
areas of Pulwama namely Lethapora, Chandhara, Barsoo, Ludoo, Sharshali,
Indroosa, Munpora, Kunibal & Namblabal areas, where the rejuvenation and
replanting of Saffron corms is in progress under the said mission. He expressed
satisfaction about the implementation of various components under the Mission.
While interacting with the saffron growers he said that the aim of National
Mission on Saffron is to increase productivity of saffron, maintaining quality
and improving marketing facilities. He advised farmers to adopt latest and
scientific technology as per the guidance of field functionaries’ of
Agriculture Department to boost production and productivity thereby improving
their socio-economic status.
He further emphasized that farmers shall not only use improved Agriculture
practices but should focus on improved quality as well. He appreciated the zeal
and commitment of officers and officials of the Department for implementation
of the Mission at ground level.

Governor
for using IT to enhance frontiers of knowledge
SRINAGAR,
SEPTEMBER 6 - Mr. N. N. Vohra, Governor Jammu and Kashmir, today said that
organizing Information Technology Festivals contributes very significantly
towards enhancing the frontiers of scientific knowledge and emphasized the need
for promoting e-learning to enable the students to benefit from the lectures of
national and international level experts in different disciplines while sitting
in their classrooms, through latest scientific advancements.
The
Governor, as Chief Guest, was addressing the Valedictory Session of the 3-day
“Vastoorvan Tech Fete 2012” at the Islamic University of Science and Technology
(IUST) at Awantipora this evening. This national level Information Technology
Festival was named after the ambience of a beautiful almond forest called
“Vastoorvan” which adjoins the University Campus.
Referring to the “Vastoorvan Tech Fete 2012”, the Governor observed that it is
a very imaginative idea which would go a long way in not only broadening the
knowledge base of the students but also promote deeper understandings and
cooperation among the various Universities and other institutions of higher
learning within and outside the State. He referred to the meetings which he had
had with the Vice Chancellors of the various Universities in the State in the
past three years with a view to fostering well
considered and imaginatively structured mutually beneficial collaborations in
the arenas of teaching, learning and research. He
expressed happiness that this concept had since materialized between several
Universities which had entered into collaborative arrangements in various
arenas.
The Governor recalled his earlier two visits to the IUST, adding that for the
first time he had come to this University in 2008, during the Governor’s Rule,
when it was in the process of being established. His second visit was along
with the Chief Minster in 2010 to inaugurate an academic block for which the
funds had been provided during the Governor’s Rule. Expressing happiness over
the achievements of the IUST in different fields, within a rather short span of
time, the Governor observed that this varsity was bound to come up as a centre
of excellence in the coming years, through the hard work and commitment of the
management, teachers and students. He wished the students a very bright future
ahead.
The Governor congratulated the students for singing a beautiful University
Tarana and announced a cash award of Rs. 50,000 for them. He suggested to the
Vice Chancellor of the University to get a video version of the Tarana
prepared.
The Governor gave away 1st prize to
the team of Central University of Kashmir, 2nd prize to the South Campus of Kashmir University and 3rd prize to the Jammu University for their overall outstanding
performance in the various events organized during this Festival. He also gave
away mementos to the sponsors and co-sponsors of the various events on this
occasion.
Prof. A. R. Trag, Vice Chancellor, Islamic University of Science and
Technology, Awantipora, presented a memento to the Governor as a memorabilia of
his visit to the University.
Prof. Abdul Wahid, Vice Chancellor, Central University of Kashmir, emphasized

Govt
decides restructuring of PDD
4-successor
entities to be carved out with 100% Govt equity
SRINAGAR,
SEPTEMBER 06- The Jammu and Kashmir Government has decided to convert Power
Development Department (PDD) into four successor companies with each having
100% equity of the State Government.
Decision
to this effect was taken by the State Cabinet which met here yesterday under the chairmanship of Chief Minister, Mr. Omar Abdullah.
The
unbundling of the department has been granted approval in accordance with the
provisions of the Jammu and Kashmir Electricity Act 2010. The four entities
into which the department is to be divided include:-
· One Trading company, acting as a bulk supplier of electricity to the
distribution companies, which shall hold 100% equity in the proposed
distribution companies;
· A State Transmission Utility, responsible for the transmission and load
despatch functions in the state, with the SLDC separately ring-fenced within
the transmission utility for handling system operations in the state; and
· Two Distribution companies, one each for Jammu and Kashmir provinces
respectively.
Each of the
successor companies shall be 100% owned by the State Government.
The
restructuring of PDD is expected to benefit consumers, employees and power
sector alike.
The
restructured structure would provide better promotional avenues and rewards to
the employees and protect their interests and service conditions.
This
restructuring will enable to implement the consumer service strategy through
bringing in consumer orientation by numerous initiatives like energy
accounting, regulatory initiatives, corporate governance etc.
The
restructuring of J&KPDD was also necessitated under the 3rd tripartite MoU
signed with the Union Ministry of Finance, Government of India and Planning
Commission of India, to avail the central finance assistance in the form of
Power Reforms Grant.

SRINAGAR SEPTEMBER, 06: Minister for Youth Services and Sports Mr.
R. S. Chib reviewed the arrangements made by the government for the football
match being played between Mohan Baghan and Jammu and Kashmir -11 at Bakhshi
Stadium, Srinagar, on September 08, 2012 at 3.30 p. m, at a high level meeting
here today.
The meeting was attended by Principal Secretary PDD Mr. Sudhanshu
Panday, DIG Security Mr. Sharma, Senior Superintendent of Police, Srinagar, Mr.
Aushiq Bukhari, Secretary, Jammu and Kashmir Sports Council Mr. Dilip Thusoo,
Deputy Commissioner, Srinagar Mr. Baseer Ahmad Khan, Director, Youth Services
and Sports, Mr. Jaipaul Singh, officers of Protocol Department and Srinagar
Municipality attended the meeting.
The meeting was informed that the people of the State have great
interest in sports activities especially with football which was experienced
previously when Muhammadan Sports Club, Kolkotta, played matches at Srinagar
and Baramulla in which large number of the people witnessed the matches. It was
also given out in the meeting that in the interest of thousands sports lovers,
country’s famous football team has been approached to play goodwill match in
the State.
It was given out in the meeting that the Bakhshi Stadium where
this match is being played has the capacity of 30,000 spectators and 21000
passes have been issued by the J&K Sports Council and Football Association
of Jammu and Kashmir.
On the occasion Mr. Chib said that
promotion of sports is a key agenda of the coalition government and spelled out
several measures taken during the past three years. He said the Chief Minister
Omar Abdullah is keen to see sports activities gaining momentum and the state
youth participating in big events. To achieve this, he said adequate sports
infrastructure is being raised all over the State. He also referred to the
initiatives being taken for engaging the number of coaches in different
disciplines. He said sports are a viable medium for the overall development of
the youth. It is with this objective in mind, the Government is contemplating
to include sports in the academic curricula at various levels.
Committee
on DRSC-I suggest for strict ban on import of polythene

SRINAGAR,
SEPTEMBER 06:-Departmental Related Standing Committee –I of Legislative Council
on Forest Department, was held under the Chairmanship of Mr. Ravinder Kumar
Sharma here today
Members,
Ch. Nizam-u-din Khatana, Syed Mohammad Rafiq Shah, Mr. Bashir Ahmad Magray and
Mr. Dharambir Singh Oberoi were present in the meeting.
Commissioner
Secretary Forest, Mr. Ejaz Iqbal, Principal Chief Conservator Forest, Mr. Vinod
Ranjan, Chief Conservator Forest Jammu, Chairman Pollution Control Board,
Director Social Forestry, Director Fisheries and other officers of concerned
departments also attended the meeting.
The
Committee discussed various issues for preservation of the state’s ecology and
measures taken for the purpose. It divulged upon the matter like protection of
forests, forest encroachments, conservation of wetlands and water bodies, fish
deaths in Nigeen Lake and non implementation of ban on polythene and other
related issues.
The
Committee was informed that the State has total 20230 square kilometers area under forests out of which 13360Sq Km are under
encroachment and forest department has taken an initiative by which 720sq kms
have been evicted.
It was
also stated that due to the increase in population and developmental activities
near forests, the people living near the forests has continuous tendency of
encroachment upon forests lands. This is the serious problem with which the
forest department is confronted. The committee asked the forest department to
submit the action taken report to the committee on the forest encroachments.
It was
said that the efforts are being made by the field, supervisory and executive
staff of the Forest Department to initiate all possible measures against any
attempt of encroachment and wherever needed the support of the Forest
Protection Force, Police or Revenue Department is sought.
Committee
urged upon the Forest Department that they have to play pivotal role for the
protection of the forests and bring encroachments to the zero level. Committee
also stressed upon the department to constitute the special team consisting of
members from Forest and Revenue Departments to sought out the confusions
regarding the demarcation forest land and revenue land.
The
Committee also discussed issues regarding the steps taken for the conservation
of Hangul and Snow Leopard besides, the conservation of wet lands. It was
informed that conscious of necessity for launching some focused conservation
program for Hangul in the State, a species recovery plan for Hangul has been
prepared by the Wild Life Department through the Wild Life Institution of
India, Dehradun at cost of. 22 crores for the period of 5 years and submitted
to the Ministry of Environment and Forestry, Government of India for approval.
In this regard a conservation breading centre for Hangul at Shikhpora Tral
funded through Central Zoo Authority of India
The
Committee took the serious note of large scale deaths of fishes in Nigeen Lake
and asked the concerned department to submit the report regarding the cause of
deaths upto September 20.
The
Committee also record seriously on non- implementation of the ban on polythene
carry bags and recommended the government to take concrete measures to stop
this menace. Committee also asked the concerned department to prepare a task
force to stop the importing of polythene carry bags.
Committee
suggested the Soil Conservation department to formulate the schemes under the
MGNEREGA and other schemes for the welfare of the people who face the problems
like water Scarcity.
Shahrukh chooses silence over 'negative
portrayal' of Kashmir in 'Bollywood'
Citing lack of in depth knowledge about the geography, ideology and
politics of Kashmir, 'Bollywood' actor Sharukh Khan declined to
comment on the negative portrayal of Kashmir in Indian movies.
“My knowledge is lacking and I won't comment on it in. The problem we
have is that when we talk about things we don't have enough knowledge
about," he said.
When asked why 'Bollywood' always depicts one-sided story of Kashmir
and never tells the world about the issues like mass graves and rapes,
the superstar said that he is only an actor and all 'these things are
decided by the story writer'.
“Story-telling is not my part. I am an actor and my job is to act.
Films are the reflection of society and they show the happenings of
the society,” he said.
When asked whether he really felt that Muslims all over world are
being misunderstood and taken as terrorists. He said, “During the
making of ‘My Name Is Khan’, we tried to dispel with the notion that
muslims are terrorists”.
“There is misunderstanding about our religion. Basically, we all have
to set ourselves right. We have to mend ourselves. We are all nice
human beings. Once we do good, everyone will do good to us,” he said.
When asked about the Indian Premier League (IPL), Shah Rukh said that
he is ready to take any Kashmiri cricketer into his squad provided he
has talent. “I never think in terms of regionalism but if an
individual has a talent he would get opportunities to expose,” he
said.
Khan, who completed his nine-day shooting schedule in the Valley for
Yash Chopra's untitled project, expressed confidence that people from
South Asia and South East Asia will visit the valley when they watch
the movie, which has been extensively shot in Kashmir.
Scenes of chaos and confusion were witnessed at the superstar’s press
conference as Khan appeared 15 minutes late in the press conference
and apologized to the journalists for coming late. Khan had to
personally intervene to settle the chaos on the occasion by making
personal requests. "It was a dream to come to Kashmir. My grandmother
was from here and my father was very keen to bring me here. He died
when I was just 15 so I was a bit sad to come here without him.
He said people in Kashmir have been very kind, patient and wonderful
to him. "Let me tell you that I have been to London, Mexico, Newyork

Never felt 'this kind of happiness before', SRK on Kashmir visit
Hoping that his stay would encourage others to makes films in Kashmir,
Shah Rukh Khan Thursday said he had never felt "this kind of happiness
in life before". Addressing a crowded press conference here, Shah
Rukh, who ended his shooting in Kashmir for Yash Chopra`s untitled
directorial venture, said: "Naturally, people who hear me would like
to come here either to make a movie or to simply see the beauty of the
place. I never felt this kind of happiness in life before. I do not
know what exactly it was." The film also features Katrina Kaif and
Anushka Sharma and is scheduled for a Nov 13 release. The first teaser
of the film has already hit the theatres.
The actor found himself playing real life crowd controller at his
press interaction here where most of the people had turned out to have
a glimpse of their favourite superstar rather than listen to his

Dressed formally to attend his first media interaction at Hotel Lalit

Mauritius, London and other places and the beauty of Kashmir is
definitely unmatched by any other place. Inshallah, other filmmakers
will come here to shoot their films in future."
After shooting for Yash Chopra`s untitled film in famous tourist spots
Pahalgam and north Gulmarg, SRK is scheduled to fly back to Mumbai
Thursday. He was sad that his stay in the Valley has come to an end.
"It was always my father`s dream to take me to Kashmir because his
grandmother belonged to this place. Although I could not come here in
his lifetime, yet making it finally to Kashmir has been the fulfilment
of a family dream. I am happy it has been finally realised," he said.
Asked about Kashmir being portrayed in a certain manner especially
since violence broke out here, he said: "Different people have
different ideas. Films are just the reflection of a society and it
depends on a storyteller what kind of story he wants to tell. For
example, I am presently here shooting for a love story."
About the negative portrayal of Muslims in the West, SRK said: "We
should not get into a negative attitude. I think all of us must
explain to others that what some of us might be doing by way of
violence has nothing to do with our religion." Commenting upon his
larger than life stature in the Indian film industry, he said: "God
has always been very kind to me and everybody has been nice to me."
Citing lack of in depth knowledge about the geography, ideology and
politics of Kashmir, 'Bollywood' actor Sharukh Khan declined to
comment on the negative portrayal of Kashmir in Indian movies.
“My knowledge is lacking and I won't comment on it in. The problem we
have is that when we talk about things we don't have enough knowledge
about," he said.
When asked why 'Bollywood' always depicts one-sided story of Kashmir
and never tells the world about the issues like mass graves and rapes,
the superstar said that he is only an actor and all 'these things are
decided by the story writer'.
“Story-telling is not my part. I am an actor and my job is to act.
Films are the reflection of society and they show the happenings of
the society,” he said.
When asked whether he really felt that Muslims all over world are
being misunderstood and taken as terrorists. He said, “During the
making of ‘My Name Is Khan’, we tried to dispel with the notion that
muslims are terrorists”.
“There is misunderstanding about our religion. Basically, we all have
to set ourselves right. We have to mend ourselves. We are all nice
human beings. Once we do good, everyone will do good to us,” he said.
When asked about the Indian Premier League (IPL), Shah Rukh said that
he is ready to take any Kashmiri cricketer into his squad provided he
has talent. “I never think in terms of regionalism but if an
individual has a talent he would get opportunities to expose,” he
said.
Khan, who completed his nine-day shooting schedule in the Valley for
Yash Chopra's untitled project, expressed confidence that people from
South Asia and South East Asia will visit the valley when they watch
the movie, which has been extensively shot in Kashmir.
Scenes of chaos and confusion were witnessed at the superstar’s press
conference as Khan appeared 15 minutes late in the press conference
and apologized to the journalists for coming late. Khan had to
personally intervene to settle the chaos on the occasion by making
personal requests. "It was a dream to come to Kashmir. My grandmother
was from here and my father was very keen to bring me here. He died
when I was just 15 so I was a bit sad to come here without him.
He said people in Kashmir have been very kind, patient and wonderful
to him. "Let me tell you that I have been to London, Mexico, Newyork
and many parts of the world but I think Kashmir is boon for Bollywood
and that should visit here,” he said.
Never felt 'this kind of happiness before', SRK on Kashmir visit
Hoping that his stay would encourage others to makes films in Kashmir,
Shah Rukh Khan Thursday said he had never felt "this kind of happiness
in life before". Addressing a crowded press conference here, Shah
Rukh, who ended his shooting in Kashmir for Yash Chopra`s untitled
directorial venture, said: "Naturally, people who hear me would like
to come here either to make a movie or to simply see the beauty of the
place. I never felt this kind of happiness in life before. I do not
know what exactly it was." The film also features Katrina Kaif and
Anushka Sharma and is scheduled for a Nov 13 release. The first teaser
of the film has already hit the theatres.
The actor found himself playing real life crowd controller at his
press interaction here where most of the people had turned out to have
a glimpse of their favourite superstar rather than listen to his
views.
Dressed formally to attend his first media interaction at Hotel Lalit
Palace overlooking the Dal Lake in Srinagar, Shah Rukh had to get up
from his chair to maintain order so that he could hear questions posed
by media persons.
