            GANDERBAL, SEPTEMBER 12: According to Deputy Commissioner, Ganderbal, the Hajj pilgrims of district Ganderbal will be vaccinated on September 15 & 16, 2012 at Sub District Hospital, Ganderbal (Duderhama) at 10 a.m.
            SHOPIAN: According to Additional Deputy Commissioner, Shopian, the Hajj pilgrims of Shopian district would be vaccinated at District Hospital, Shopian on September 13, 2012.
            KUPWARA: According to Chief Medical Officer, Kupwara, the Hajj pilgrims of Block Handwara, Zachaldara and Langate on September 14, 2012 at District Hospital, Handwara, while as Block Sogam, Kupwara, Kalaroos, Villagam, Keran, Machil would be vaccinated on September 15, 2012 at AMT School, Kupwara near Sub-District Hospital, Kupwara and the Hajj pilgrims of Karnah Tehsil would be vaccinated at Su-District Hospital, Tangdhar on September 15, 2012 at 10 a.m. respectively. 
            BARAMULLA: According to Chief Medical Officer, Baramulla, the vacation programme for the Hajj pilgrims of district Baramulla to be scheduled with effect from September 12 to September 17, 2012. The Hajj pilgrims of Tehsil Tangmarg asked to attend Sub-District Hospital, Tangmarg for vaccinated on September 12, 2012, the Hajj pilgrims of Tehsil Pattan would be vaccinated at Sub-District Hospital, Pattan on September 13, 2012 while as the Hajj pilgrims of Rafiabad Tehsil will be vaccinated at Primary Health Centre, Dangiwacha on September 14, 2012 and the Hajj pilgrims of Uri and Boniyar would be vaccinated at Sub-District Hospital, Uri on September 15, 2012. Similarly, the Hajj pilgrims of Sopore will be vaccinated on September 16, 2012 at Sub-District Hospital, Sopore whileas the Hajj pilgrims belonging to Baramulla would be vaccinated on September 17, 2012 at District Hospital, Baramulla.
            BANDIPORA: According to Chief Medical Officer, Bandipora, the vacation programme for the Hajj pilgrims of district Bandipora has been framed. In this connection, the Hajj pilgrims of Bandipora would be vaccinated at District Hospital, Bandipora on September 13, 2012 while as the Hajj pilgrims of Sonawari will be vaccinated at Community Health Centre, Hajin on September 13, 2012 and the Hajj pilgrims of Gurez would be vaccinated at Sub-District Hospital, Gurez on September 14, 2012 at 10.30 a.m. respectively.


Revival of Sick Industrial Units:
State Govt mulls adopting GoI Guidelines, Sets up panel
Srinagar, Sept 12 (VOS): In an attempt to streamline and regulate the revival of sick private and public sector industrial units in the state, the Jammu and Kashmir Government is contemplating to adopt guidelines of the Board for Industrial and Financial Reconstruction (BIFR) for the purpose.
The government has set up an eight member committee to examine and consider the recommendations of the BIFR for their adoption by it- aimed at revival of sick industrial units in the state.
The committee headed by the Principal Secretary to state’s Finance Department, has Principal Secretary Power Development Department, Commissioner Secretary Industries and Commerce, Directors of Industries and Commerce Srinagar/Jammu, Managing Director SIDCO, Financial Advisor PDD and Financial Advisor Industries and Commerce as its members.
Orders for constitution of the committee were issued by the state government on Wednesday under No. 967-GAD of 2012 dated 11/09/2012. The committee has been asked to submit its recommendations to the government within a period of one month.
Enumerating the terms of reference for the committee, the government has asked it to “examine and consider the recommendations of the Board for Industrial and Financial Reconstructions (BIFR), in totality, its delegation, enforcement under law and its applicability”.
As a specific case, the panel has also been asked to examine the case for waiver of interest and minimum charges in favour of M/S Singer India Ltd (SIL) Bari Brahmna Jammu.
Earlier this year, workers at the unit had alleged both the management and the state government of delaying the much needed concessions to the unit for its revival.  Pertinently the management of SIL had approached the BIFR (Board of Industrial Financial Reconstruction) in 2005 with contention to declare the unit as sick for getting sops and other concessions from State government and other related agencies.
The committee has also been asked to look into extension of Amnesty Scheme 2004 in favour of M/S K.G Steel Industry Pvt Ltd Bari Brahmna Jammu with respect to its arrears on account of power consumption.
Pertinently, the Board for Industrial and Financial Reconstruction (BIFR) is an agency of the government of India, part of the Department of Financial Services of the Ministry of Finance, with an objective is to determine sickness of industrial companies and to assist in reviving those that may be viable and shutting down the others. The board had been setup in order to tackle the problem of industrial sickness, set up under the purview of Sick Industrial Companies (Special Provisions) Act,1985 (SICA).
The BIFR had come up with its latest set of guidelines for assessing the viability of sick industrial units and preparing a suitable rehabilitation scheme for them in April 2008. (VOS)


Govt sets up committee to promote film tourism
Ten percent increase in tourist influx: Director Tourism
Srinagar, Sept 12 (VOS): In an effort to boost film tourism in the state, Jammu and Kashmir Government has set up a Film Tourism Promotion Committee (FTPC), with an aim to promote the film tourism potential of the J&K outside the state.
The FTPC has been set up with Principal Secretary to the Chief Minister as its Chairman with Director Tourism as its nodal officer.
Promotion of different picturesque film tourism destinations in the state will be its prime responsibility while as it will also invite and facilitate film makers to shoot in the valley.
“The PTPC has an important role and we’re optimistic of getting better outcomes”, Director Tourism Kashmir Talat Parveez said in an interaction with VOS.
 He said that the committee has a technical team which will professionally promote different locations in the valley and demonstrate to the bollywood film makers and celebrities as to why Kashmir is the best location for film shooting. “We believe every shot with any requirement of background is possible in Kashmir, irrespective of the season”, he said.
In response to a question on the level of satisfaction of the film with crew that visited the valley recently along with film star Shahrukh Khan, he said, “They were so much convinced that they promised to be ambassadors of Kashmir’s beauty and hospitality and encourage more crews to shoot in the valley”.
Regarding the efforts that were made to facilitate the film crew, he said, “We made permissions available to them, every department and authority went a step ahead to make them and their shooting convenient and comfortable”.
When asked whether the film crews are interested in Pahalgam and Gulmarg tourist destinations only, the Director said that no particular place has been marked for shooting in valley and every place is itself attractive. “What we have to see is the choice of film makers and to cooperate with them. We know that every place in Kashmir is itself worth shooting at”, he said adding era of 1970’s and 80”s is slowly returning in Kashmir and bollywood is the best medium for promotion of tourism in the state.
While thanking people of the valley Director tourism said that there was a ten percent increase in the number of tourists that visited the state as compared to last year.
“Valley witnessed ten percent increase in tourist influx in comparison to last year and we’re optimistic to see it growing” he informed.
Asked what measures are being taken by the his department to facilitate the tourists “We’re making our best efforts to prove to them (tourists) as the best hosts so that through them the message of love and peace goes outside and more tourists would travel to Kashmir. We’re introducing adventure tourism like rafting, rock climbing etc”, he replied.
According to VOS, Talat said that the cooperation from the private sector and the Prime Ministers package has played a significant role in promotion of tourism. “We have developed and improved the infrastructure at Aharbal, Dudhpatri and other tourist places” he informed.
“We have to make a collective effort for the promotion of tourism and the prevailing peace and tranquility is responsible for the increase in the numbers of tourists” he said.
He appealed people and traders not to cheat the tourists by selling goods to them on exorbitant prices. “We should respect the tourists and be courteous by offering every possible help to them”, he said.
“I don’t mean everyone cheats and we are proud that the people of Kashmir have always set an example to the world for their honesty and hospitality. I thank people for the valley for their cooperation” he said. (VOS)


Cabinet discusses holding of Municipal Elections
“Agencies directed to finalise arrangements”
Srinagar, Sept 12 (VOS): The state cabinet which met at Machil in Kupwara today discussed holding of Urban Local Body elections during the month of December
“All concerned departments and agencies have been directed to give final shape to arrangements to ensure smooth conduct of the elections”, Dy Chief Minister Tara Chand told VOS over phone.
Development issues of the remote areas of the state came up for discussion and directions were passed on to different departments to ensure completion of projects and developmental works in far flung areas within the stipulated time frame, he added.
Reliable sources told VOS, the next meeting of the state cabinet will be held at remote north Kashmir town of Gurez in Bandipora district.
“Discussions on increasing the retirement age of state employees and other matters were also discussed, however, no decisions in this regard were taken in the meeting due to non-availability of Finance Minister Abdul Rahim Rather and Law Minister Ali Mohammad Sagar for the meeting”, they added.
However, the sources said that the Chief Minister has expressed his desire to fulfil demands of the employees in a phased manner. (VOS)


Bedi Commission resumes probe
Late Yousuf’s daughter alleges police of forcing PSO change statement
Srinagar, Sep. 12 (VOS):  Accusing the state government of hiding the truth behind the mysterious death of her father and former National Conference Worker Syed Yousf, relatives of the deceased have alleged that the Crime branch of the state Police was using force and violent methods to silence the witnesses.
“They have forced my late father’s PSO, Khursheed Ahmad to change his statement in the court”, counsel representing the deceased’s family at the probe commission Advocate Mushtaq Ahmad Dar quoted Late Yusuf’s daughter Syed Wajahat as having told the Justice Bedi Commission on Wednesday. Dar told VOS that Syed Wajahat revealed before the commission that the PSO of her late father was brutally ‘tortured ‘by crime branch sleuths to put pressure on him before he actually changed his statement in a local court.
“One could easily spot burn injuries on Khursheed’s hand when he was released from police custody”,  Wajahat is understood to have recorded in her statement before the Bedi Commission which has been probing the case over nearly an year.
The retired Supreme Court Judge arrived here on Tuesday to record more statements in the case.
Meanwhile Advocate Dar also told VOS  that deceased’s brother Syed Mohammad Shafi refused to accept that Police or civil administration had actually informed the family about the ‘illness’’ of Yousf. “He was alright, had never any such medical complicacy. Neither the Crime branch, nor any other agency or establishment informed us that he was unwell”, Shafi is said to have mentioned in his statement recorded before the commission.
Meanwhile the commission has set September 13, as next date of hearing.
Official sources told VOS that Wednesday’s proceedings were held at Harinawas in which state was represented by advocates Gaurv Vipchinda, Ali Mohammad Magray and Fraooq Ahmad Kathwari where as Advocate Mushtaq Ahmad Dar represented the a Victim’s Family. (VOS)


NC led regime has failed to bring transparency, accountability: Mufti
Vows to take peace process to logical conclusion
Srinagar, Sept 12: Reiterating that his party had started a new chapter of peace and development in Jammu and Kashmir and revived democratic institutions, Peoples Democratic Party (PDP) patron Mufti Mohammad Sayeed today alleged that prevailing chaos and anarchy in the state was result of the failure of National Conference led government to bring transparency and accountability in the system.  He said that due to lack of transparency and accountability, the system of governance in the state has collapsed.
Addressing a workers’ meeting at Kangan, Mufti reminded that PDP led regime in the state had streamlined functioning of the government by bringing total transparency and accountability in the government. “There was no pick and choose policy during PDP led regime”, he said adding various developmental projects were started in Kangan assembly segment to mitigate miseries of the residents and to accelerate developmental activities in this area.
“We treated all regions and sub-regions equally”, he maintained and added that work on Srinagar-Leh road was approved in the year 2005 and this prestigious project was brought under the Prime Minister Reconstruction Plan of Rs 25000 crore so that the project be completed as early as possible. He added that construction of tunnel at Zojila was also approved in the year 2005 as part of this important project.
“Instead of treating all regions equally, the government was discriminating with different areas in allotting funds for developmental activities”, he added.
He further said that some places have been deliberately ignored while as some places were given priorities. “It has become policy of the government to discriminate with some specific areas for political areas”, he said and such policy of pick and choose was responsible for underdevelopment and backwardness of various regions.
Reiterating resolve of his party to aggressively pursue the pro-peace agenda, Mr Sayeed said it was only during the regime of PDP that dignity and honour of the people of Jammu and Kashmir was restored. PDP had pioneered a peace and reconciliation process which was endorsed by the successive regimes at New Delhi.
 "PDP has shown in the past that it can facilitate the resolution process with prudence, and it is ready to shoulder the responsibility of taking the process to its logical conclusion," he asserted and exhorted the party workers to educate the people about pro-peace polices of the party.
“It was all due to the credibility of the PDP that previous NDA regime headed by Atal Behari Vajpayee and present UPA government led by Dr Manmohan Singh whole heartedly supported initiatives taken by us for restoring peace in this region", Mr Sayeed said while recalling the historic rally of then Prime Minister, Atal Behari Vajpayee at Kashmir on April18, 2003 when he had extended hands of friendship towards Pakistan at the time when
tension was running high on borders. He observed that Vajpayee’s rally at Srinagar had laid foundations of taking Confidence Building Measures (CBMs) to improve relations between two countries.
Mr Sayeed hailed recent decisions taken in the meeting of Foreign Ministers of India and Pakistan. He, however, argued that there was a need of taking some CBMs for facilitating cross LoC trade and travel. “We have to carry forward the process of peace in this region”, he asserted and peace process started during PDP regime was irreversible.
Highlighting achievements of PDP led regime, he said PDP led coalition regime had carved out a path of peace and equitable development in Jammu and Kashmir. He said that PDP-Congress coalition regime had revived peoples' faith in the democratic institutions. “Removing regional imbalance and creating atmosphere for initiating peace process was the remarkable achievement of PDP led coalition”, he observed. “Resorting peace and accelerating equitable development is the one and only agenda of PDP”, he said and asserted that during the PDP led coalition regional imbalances were removed and equal treatment was given to all regions and sub-regions.
Speaking on the occasion vice president of PDP and veteran leader Moulvi Iftikar Hussain Ansari said that PDP has earned credibility of the people through its convictions and commitments. He said that aim of this party was to uphold dignity and honour of the people of Jammu and Kashmir.
Senior PDP leader and former Minister for Finance Tariq Hamid Karra, while pointing towards rampant corruption in the state, regretted that present regime had crossed all limits as far as corruption, favourtism and nepotism was concerned. He said that although all sections of the society were facing hardship due to wrong policies of preset regime, younger generation was bearing maximum brunt of the policies being adopted by this dispensation.
Former Minister for PHE and Housing and Urban Development Qazi Mohammad Afzal, in his address, called upon the people to compare performance of PDP led regime with the decades long mis-governance of successive National Conference led regimes.
Sayeed Irfan Hussain, Bashir Ahmed Mir, Javed Ahmed, Mushtaq Ahmed Shah, zonal president Kangan, Saleem Ahmed zonal president Ganderbal and others also spoke on the occasion.


CM Chairs Cabinet meeting at Machil
Addresses public meeting, meets deputations
Machil, Sept 12: As a part of his decentralization policy and commitment to take government at the doorsteps of people, Chief Minister, Omar Abdullah Wednesday chaired the Jammu and Kashmir State Cabinet meeting at Machil, the remotest village in hilly district of Kupwara in Northern Kashmir.
The holding of State Cabinet meeting in remote areas is aimed at ascertaining the problems confronting people in these areas and taking first hand appraisal of development needs. This also provides opportunity to the Cabinet Ministers and top brass in the Administration to interact with people and have personal assessment of the problems and requirements in these areas.
The Chief Minister during this summer also chaired a State Cabinet meeting in Tangdar Karnah and took area specific decisions for the holistic development of the area. He has chalked out a schedule of holding Cabinet meetings in different remote and far-flung areas of the State and today’s meeting is a part of this programme.
Besides discussing development issues of Machil and issuing directions on various matters of urgent public need in the area, the Chief Minister held district officers meeting, visited various pockets, interacted with people, received appraisal of development and talked to Panches, Sarpanches and local representatives and addressed largely attended public meeting.
Addressing the people, the Chief Minister said that reaching out to every area is the guiding principle in the development process launched by his government across the State aiming at equitable and all round development of all the regions and sub-regions of the State. He said special focus is on the fast development of remote and backward pockets of the State besides weaker sections of the society.
The Chief Minister said that public empowerment to ensure area specific development and involve people’s representatives in decision making at grass roots level through Panchayat Raj system has already began. “We have conducted panchayat elections after a period of about 30 years. We have empowered these ground level institutions so that these are able to make decisions and launch public welfare schemes in their areas”, he said adding that 3-tier Panchayat Raj is his government’s endeavour and all decks have been cleared to hold Block Panchayat Council elections in the State this year.
Omar Abdullah apprised the people about the historic Public Service Guarantee Act enacted and implemented by his government to make public service delivery time bound. He told the people that if they will not receive the prescribed service within the prescribed time limit, the erring officials will be fined up to Rs. 5000 and a part of that fine is paid to the affected consumer.
The Chief Minister asked the people to take best advantage of this path breaking initiative of the government and demand public service from the departments of Power, PHE, CAPD, Revenue, Housing, Transport, etc in a prescribed time limit fixed for the delivery of each service.
The Chief Minister said that road communication in far-flung areas and linking these with main highways has been flagged as one of the most important sectors alongwith enhancing and upgrading drinking water supply and supply of electricity, health care and educational facilities.
Referring to the development of Machil Omar Abdullah said that bad pockets development fund has been raised this year to 52 lakhs from 26 lakhs last year for the execution of special projects in Machil. He said that he has directed Border Roads Organization for early completion of ongoing road projects in the area.
Various Ministers accompanying the Chief Minister also addressed the public meeting.
The Chief Minister inaugurated 1x21.34 meter span steel deck bridge on kilometer 1st of Machil Poshwari road constructed at a cost of about Rs. 72 lakhs. The bridge will be highly beneficial for the people not only for communication but for the economic activities. It will link up villages and help development process.
Omar Abdullah also inaugurated Administrative Block at Machil for the offices. This has provided adequate official accommodation to the government functionaries working in Machil.
The Chief Minister laid foundation of Staff Quarters for government employees at Machil and laid stone for a Rest House at Dudi about three kilometers from Machil. He also inspected Labour Room at PHC Dudi.
Taking appraisal of development works under implementation in Machil and other parts of Kupwara district at a meeting of district officers here, the Chief Minister asked the officers to ensure hassle-free public service to the people in remote areas and be at their beck and call especially during the winter months when maximum areas get cut-off due to heavy snow.
The Chief Minister told the officers that the people in remote pockets require all the more attention as the government is only means to them for getting necessary succor particularly in the hour of need. He said availability and distribution of essential commodities and domestic fuel should receive priority. “District Administration should monitor the distribution regularly ensuring that the people are receiving supplies without any difficulty”, he said stressing on raising buffers of essential commodities for winter months.
Omar Abdullah also underlined the necessity of upgrading basic amenities and improving health care service in the area. He underscored the need for dovetailing efforts and funds available under various schemes to help holistic and comprehensive development of the area.
On reaching Machil, Omar Abdullah was given rousing reception by the people shouting slogans in his and in favour of his government.


India, Pakistan cannot brighten their future at the cost of Kashmiris : Yasin Malik
“Wisdom, statesmanship demands resolution of Kashmir on priority”
Srinagar, Sept 12: Underlining the need for resolution of the burning Kashmir issue on priority, Jammu and Kahsmir Liberation Front (JKLF) Chairman Mohammad Yasin Malik has said that rulers in India and Pakistan cannot put the future of coming generations of Kashmiri’s into dark for a better future of their own generations
Addressing a gathering at Sopore today, Yasin Malik said, Indian and Pakistani foreign ministers recently held parleys and singed many agreements between them. “We are witnessing new warmness in the relations of these two countries. Kashmiri’s welcome and support these good gestures’ but at the same time Kashmiri’s, the people of conscience in India, Pakistan and rest of the world feel surprised and agonized at the fact that the core issue of Kashmir has again been put behind, without any progress on it” the JKLF Chairman said on the occasion.
Yasin Malik said that Indian and Pakistani leadership is trying to build the castles of desire and dream on the heaps of explosives but the wise men and women around know that this action cannot be termed  but as foolish and loss of time.
Yasin said that this undesirable effort of putting Kashmir on the back burner may benefit the rulers in India and Pakistan but this selfish attitude can prove to be disastrous for the whole world especially the sub continent.
He said that people of Jammu Kashmiri’s are human beings like the people in India and Pakistan Kashmiri’s also desire the progress, prosperity, stability and peaceful life for their coming generations. We also want to transfer to our next generations a life without the burdens of get rid of the conflict, differences, issues, and problem’s .we too desire for our next generations a happy and progressive life that would benefit the world and humanity but alas our next generations inherit conflict and unstable life .
Yasin said that the measures aimed at sidelining Kashmir cannot make world safer but will make it a much dangerous and worst place to live on. “Wisdom and statesmanship requires us to resolve the issue of Kashmir on priority basis with the active participation of Kashmiri’s”.

14 injured in Kashmir road mishaps
Srinagar, Sept 12: At least fourteen persons were injured in different road accident across the valley.
A 407-passenger vehicle bearing registration number 5048/JK01K skidded off the road near Kanier Chadoora, resulting in injuries to three passengers. All the injured were shifted to hospital for treatment.

Both the injured were shifted to Hospital for treatment. Police has registered a case in this regard.
A Scorpio vehicle bearing registration number JK10/4746 while on way form Jammu to Srinagar collided with a Truck at Laterbal, Pampore in the jurisdiction of Police Station Pampore, resulting in injuries to 02 passengers. Both the injured were shifted to Hospital for treatment. Police has registered a case in this regard.


Tarigami Advocates Rationalizing establishment of New Colleges
Srinagar, Sept 12: Welcoming the proposed government move to establish a number of new degree colleges in the state, Mohammad Yousuf Tarigami, State Secretary CPI (M) and MLA urged the government to expand and strengthen the infrastructure in the colleges already established.
He stressed on providing adequate staff, housing and equipment to the proposed new colleges, so that they become real centres of learning and do not sport sign boards only; as has been the case with a number of existing colleges. The already established new colleges and the colleges to be established  in the near future, should have all the basic and the latest job oriented courses, as only then can they serve the purpose of providing quality and meaningful education to the youth of the state.
Tarigami urged the government not to locate the new colleges on narrow considerations and keep the real requirement of the area in view.
He demanded establishment of a women’s college in Kulgam as the district has a large number of female students and has no exclusive college for them. He also demanded opening of one college at Yaripora in Humshalibugh constituency and another at a suitable and centrally located place in Watchi constituency of Kulgam and Shopian districts respectively.

Putting Kashmir on backburner will create more trouble: Shah
Srinagar, Sept 12:  Democratic Freedom party Chairman Shabir Ahmad Shah said that the friendship between India and Pakistan will help in the resolution of the Kashmir issue but ignoring the Kashmir issue will not help in shrinking the differences between them.
“The friendship between the two powers will help in the resolution of the Kashmir issue but putting the Kashmir issue at the backburner will create more trouble. Kashmir is the main cause of confrontation between them and ignoring them will not allow them in easing out the tension as the times have proved it,” Shah said while addressing his party workers in South Kashmirs Islamabad district where he is on two day visit.
He also said that they cannot place the two powers on the same level as “India has persecuted them from time to time.” “We cannot compare India and Pakistan at the same level. India has made us slaves from many years. They are killing us, putting behing bars without any justification, harassing us and are trying to suppress the freedom struggle while the Pakistani antion has been all helpful for kashmiri’s,’ he said.
Hailing the Pakistan for its help offered to the kashmiri people in one way or the other. “Pakistan has helped us at every level and are continuing their help,” he said.
He also appealed to the writers and intellectuals and youth of the valley to contribute in the freedom struggle. “We appeal to the writers, intellectuals, youths and traders of the valley to continue their efforts for the freedom struggle and play their part. The writers can do a lot by writing on the issue that concern the kashmiri nation,” he said.   
He also said that the kashmiri’s are not fighting on anyone’s behest. “The struggle of the kashmiri nation is their indigenious struggle and is not fighting on anyones behest. Kashnmiri people will continue their freedom struggle till they attain their birth right,” he said.  
He also urged upon the separatist leadership to reach to the grassroots level so that the innumerable sacrifices offered by the people will not get waste in any way. Hurriyat was born for the cause of freedom of Kashmiri nation and should hold the base values with utmost strength.
He said that freedom movement is the core value of DFP and the party is a basis to reach to that value. He said, “Many parties were born for the cause of freedom and if parties are martyred for the cause of freedom then it is a matter of pride but if the parties are kept safe and and the freedom struggle takes a back seat then it is a loss to the whole nation,” he said.
“All parties should hold the freedom struggle higher than their party basis for the sake of freedom,” he added.
He also appealed to the party workers to reach and meet to the people and understand their problems. “The propanganda by the mainstream parties aimed at disturbing the freedom struggle has to be countered by the party workers,’ he said.


Promote unity for securing right to self-determination: Zafar
Srinagar, Sept 12: APHC leader and the Chairman of Jammu and Kashmir Salvation Movement, Zafar Akbar Bhat has said that the Kashmiri people will continue their ‘peaceful liberation struggle till its logical conclusion’.
Zafar Akbar Bhat addressing in meeting in party office at Nowgam expressed solidarity with the families and paying tributes of 49 youth ‘who were martyred by Indian troops and police in the area inSeptember, 2010 said that the use of brute force by the authorities could not deter the Kashmiris’ resolve to get freedom from Indian bondage’.
The APHC leader appealed the people to further promote unity in their ranks for securing their inalienable right to self-determination adding that only the amicable settlement of the dispute could bring permanent peace in South Asia. He urged the international community to take notice of gross human rights violations in Kashmir and put pressure on India to resolve the dispute in accordance with the Kashmiris’ aspirations.
While reiterating that the Kashmir was a political dispute, which should be resolved without any further delay expressed serious concern over the deteriorating health of illegally detained Hurriyet leaders and activists and demanded immediate release of young boys including Amir Ahmad and student Zeeshan.


Engineer demands sacking of TV anchor
Srinagar, Sept 12: MLA Langate Er. Rasheed has expressed his deep anger and anguish over the alleged non-serious attitude shown by Doordarshan authorities towards the incident during which an NC senior leader and Ex MLC was caught red handed in a house boat with a female TV anchor in a compromising position.
“DD authorities should have not only dismissed the said anchor from their channel but also condemned the incident but adding salt to the injuries of the people of Jammu and Kashmir they did not take any action against the said female anchor”, he said in a statement. 
“There can be nothing more shameless and immoral than the fact that morally degraded authorities of Doordarshan allowed the said female anchor to carry on the programe “Good Morning J&K” within 12 hours of the incident”, he added.
 MLA Langate said that it seems that Doordarshan Srinagar has become a den & base camp of immoral activities where in the name of cultural activities minds of Kashmiri youths are being poisoned with immoral and shameful acts. MLA Langate demanded stern action against doordarshan authorities and said that common masses have right to know that how the said tv anchor was allowed to host a program after this grave incident. However, he appreciated role of JK police in acting promptly despite the huge pressure from the political and bureaucratic set up.
Meanwhile Er Raheed also hailed the action taken by police in the incident during which security personnel of Mr. Taj Mohudin Minister for PHE, Irrigation & FC had manhandled a traffic sub inspector during which he was injured.
He urged JK Police to discharge its duties above political considerations and favoritism if they want to earn respect in the hearts of the Kashmiri people who often have been feeling as if policemen in uniform are treating themselves above the law. MLA said that the highhandedness shown by the Personal Security Officers (PSOs)of the senior minister have given an idea that how helpless common masses would be feeling before the PSOs and other ‘gundas’ of politicians especially the ministers. He said that Taj Mohudin cannot run away from the responsibilities by saying that he did not have eyes on his back.


Lone, Sagar address Common wealth Parliamentary Conference at Colombo
Srinagar, Sept 12: The 58th Common wealth Parliamentary Conference organized by CPA began in Colombo Sri-Lanka on 11th of September was formally inaugurated by the president of Sri-Lanka Mr. Mahinda Rajapaksa.
The conference is being attended by delegates from all the Common Wealth Countries and J&K State is being represented by Speaker J&K Legislative Assembly, Mr. Mohammad Akbar Lone, Minister for Rural Development, Panchayati Raj, Law Justice and Parliament Affairs, Mr. Ali Mohammad Sagar and Secretary J&K Legislative Council, Mr. Mohammad Ashraf Mir.
The Main topic for the seminar of the said conference is “The politics of constitution making- the role of the parliaments in relation to the people”.
Speaking on the topic Mr. Lone said that constitution is the basic and most fundamental law of a nation and when followed in letter and spirit makes a nation economically, socially, politically and democratically stronger. It is the constitution which empowers the representatives of the people to draft laws and amend the constitution to ensure human rights guarantees, economic, social and cultural rights and strengthens the democratic culture of particular country as a whole.
Mr. Lone said that the constitution guides a nation in its journey of achieving the goals of progress, prosperity and welfare of the people through its Parliamentarians by way of electoral process.
Speaking on the occasion Mr. Ali Mohammad Sagar said that the constitution is very important document which shapes the governance of a country and decides the policies dealing with its democratic, economic and social setup and represents the aspirations and sentiments of the people through its parliamentarians. The making of amendments in the constitution by the Parliamentarians is a continuous process and the main concept behind this entire process should be the welfare of the general masses only. He also said that the constitution must therefore represent the aspirations and sentiments of the people.    

Councilor visits Sangarmaaal, praises city centre
Srinagar, Sept 12: The councilor of Australian high commission in New Delhi Diana Nilson visited Sangarmaal city centre which has now become hub of economic and trade activities in Srinagar, official sources told VOS.
The councilor spent time with officers of the SDA and interacted with traders and people. She appreciated the development of Srinagar and said that Srinagar is one of the most beautiful Cities of the world, the sources added.

“The Chief Minister of State Omar Abdulla and Deputy Chief Minister Tara Chand has been always taking extraordinary endurance to make the city centre successful which has witnessed the large number of people to the city centre. Besides CM and Deputy CM all authorities have visited the city centre and interacted with the people since May 2012”, she was told by the SDA officials.
“The people present in the centre informed Australian councilor about their desire for boosting the economic and trade activities. SDA officials also informed about various steps taken the development of Srinagar by SDA and other vital development department actively engaged all development of city”, an SDA official told VOS.
Appreciating the economic hub Sangarmaal, Australian High Commission Diana Nilson said that the efforts of Srinagar Development Authority have made the City Centre one of the best places to visit. She said that the Srinagar is one of the most beautiful city in the world, the official added.
Pertinently, Chief Minister Omar Abdullah and Deputy Chief Minister other authorities and a good number of people have visited the City centre since May 2012.

DC Bandipora suspends 15 employees
Srinagar, Sept 12: To maintain the regularity of employees in Government offices, Deputy Commissioner, Bandipora, Manzoor Ahmad Lone today placed 15 employees of Mechanical Irrigation Division, Shadipora under suspension which include one Assistant Accounts Officer, one Head Assistant and 13 other staff members of the Division.
The Deputy Commissioner had a surprise inspection of Mechanical Irrigation Division, Shadipora and found 15 employees un-authorizedly absent from duty.


J&K Bank RSETI Shopian concludes training program, convenes DLRC meet,
Srinagar, Sep 12: J&K Bank RSETI Shopian concluded its 13-day training cum awareness program on fish farming and development today.
The programme entitled ‘Pisciculture: Awareness and Skill Development’ was attended by 35 trainees in the age group of 22-45 years from different areas of the district.
Speaking on the valedictory function, the Addl. District Development Commissioner Shopian Attaullah Simnani emphasized upon the diversification of business activities instead of depending solely on the fruit production in the district. 
He said that aquaculture can be taken on a large scale in the district as the nature has bestowed Shopian with tremendous water resources in the shape of running streams and brooks suitable for pisciculture.
He appreciated the efforts of the RSETI for its demand-driven approach to the training programs.
Director RSETI Aijaz A Banday assured the trainees of complete support while helping them with hassle free credit linkages.
He extended his gratitude towards Director Fisheries R K Dogra for allowing his technical staff to participate and deliver lectures on various aspects of the Pisciculture.
He also thanked the district officials for extending help and taking time to attend the program on valedictory functions at the institute to encourage the trainees. He also thanked local media for the coverage.

Meanwhile, J&K Bank today convened a District Level Review Committee (DLRC) meeting in Ganderbal.
District Development commissioner (DDC) Ganderbal Showkat Ahmad Mir chaired the meeting.
Addl. DDC Itrat Hussain Rafiquee, Chief Planning Officer (CPO) Mukhtar Ahmad Bazaz, RBI Representative Dinesh Chander, all district officers/ line departments and district  coordinators of all the banks operating in the district attended the meeting.
After welcoming the participants the Lead District Manager (LDM) Masood Ahmad Khan briefed the house about the achievements of the banks operating in the district under District Credit Plan2012-13.
He said, “Under priority sector the banks have disbursed an amount of Rs 24.29 Cr for 1297 units during first quarter of DCP 2012-13 against target of Rs 126 Crores to 8038 units while as in Government Sponsored schemes an amount of Rs 3.82 Cr has been disbursed to 714 beneficiaries in the district.”
In priority sector Agriculture and allied activities registered an achievement of 31%, Small Enterprises 22%, Micro Credit 9%, Education Loan 10% and Housing Finance 9% in financial terms.
Chairman DLRC Showkat Ahamd Mir stressed upon banks as well as the sponsoring agencies to work in close co-ordination while eradicating unemployment of the district by achieving the set targets and increasing the number of income generating units in the district.

SHRC dismisses complaint against former DGP in Bhaderwah triple murder

Srinagar, Sept 12 (VOS): The State Human Rights Commission (SHRC) today dismissed the complaint filed by the relatives of the deceased persons in the Bhaderwah triple murder case against the former Director General of Police Kuldeep Khoda,.
Rejecting the contention of the complainants, the SHRC division bench in its order today said, “… We are of the opinion that it will be a sheer exercise in futility to take the matter on board which stands otherwise already finally disposed off by the Hon’ble High Court, Trial Court of Principal Session Judge Bhaderwah, National Human Rights Commission as also by this commission while disposing off earlier petition No. 235 of 2011”.
The commission’s bench comprising Javed Kawoos and Javed Fida, citing the judgement of the High Court, has said that it cannot override the findings of the High Court in the present case
The Jammu & Kashmir Police had earlier submitted the Crime Branch Enquiry report about the Bhaderwah triple murder case in the state human rights commission (SHRC) with the request that the document be treated as privileged. The case was agitated by the son of one of the deceased Fazal Husain Dar and brother of Fareed Husain Dar.
Pertinent to mention, the former Director General of Police, (DGP) Kuldeep Khoda was implicated in the case by a Crime Branch progress report that came to light through the media on August 13, 2011.
In the petition filed before SHRD, the Commission had been asked to order an investigation into the 1996 incident by its own (SHRC’s) investigating agency and after ascertaining the facts of the case recommend prosecution against the real culprits.
As submitted in the petition, it had been said that the investigation conducted by a Superintendent of Police (SP) Crime, Bachan Singh Choudhary into 1996 incident had blamed one Ashraf for executing three civilians – Fazal Muhammad Dar, his son Fareed Ahmad Dar and their neighbour Muhammad Hussain Dar in 1996.
Meanwhile, the coordinatior of the Coalition of Civil Society, Khuram Parvez  has expressed dissatisfaction over the verdict. “The SHRC has made the Crime Branch report in the murder case a basis, which was prepared by the accused (Kuldeep Khoda) himself when he was IGP Crime Branch. How can a report prepared by the accused be taken as authentic”, he said. (VOS)

Inspects pace of the construction on Rs.540 lakh Migrant project
         NATNUSA (KUPWARA), SEPTEMBER 12: The Minister for Revenue, Relief and Rehabilitation, Mr. Raman Bhalla today visited to Natnnusa, Kupwara to get on the spot feedback about the progress of under construction Migrant Quarters project coming at a cost of Rs.540 lakhs.
      The Minister took a round of the whole complex along with District Officers and directed the concerned officers to complete all the remaining works including finishing within a time frame. He also warned the officers that there would be no compromise on the quality and quantity of the material and if anybody found guilty of violating the rules,he would be booked under law.
      Mr. Bhalla also directed the concerned Officers to immediately make arrangements of providing facilities of safe drinking water, electricity, medical and other necessary basic requirements so that quarters are complete in all respects before shifting of employees in them.
      The Minister was accompanied by Additional Deputy Commissioner, Handwara, Additional Deputy Commissioner, Kupwara, M.D. SCIOP, Executive Engineer PHE, and other officers of the PDD, Municipality and Revenue Departments.
      The Minister was informed by the Commissioner for Relief and Rehabilitation, Mr. R.K Pandita that an amount of Rs.465 lakhs have been spent on the construction of quarter buildings and Rs.75 lakhs have been so far incurred on the construction of compound wall, development of paths and roads etc. He was also told that presently, the construction of 60 sets at around 24 kanals of land (two rooms with latrine bath room) is at the final stage and they are now ready for handing over to the Government.
      On the occasion, addressing a gathering of locals and Migrant employees, the Minister said that the Omar led Coalition government is committed to provide every basic facilities to the people and  is also very much keen on rehabilitation of migrants  with full dignity and honour. He said that “All credit goes to the local population who have extended their helping hand for encouraging you to join here as migrant employees under PM’s Employment Package.
      Lauding the majority community for lending their help and extending their cooperation for resettling the migrant employees in the valley, who presently are working in every nook and corner of their mother land Valley without any fear and pressure, and  have never felt any kind of inconvenience adding  these employees are rendering their services very happily. He said that the State government has already approved PM’s revised rehabilitation package from Rs 7.50 lakhs to Rs.20 lakhs and hoped the package would soon get nod from the Central Government. He said that this is only transit accommodation and employees should make efforts to settle at their native places and try to accommodate themselves with their brethren. He said against 3000 posts, 1446 candidates have already joined at their place of postings, while the recruitment for remaining posts is in progress and the matter would be solved accordingly. He said that recently a batch of 82 Kashmir Pandit Migrant children for the first time since they have taken birth outside the valley, 1990 onwards visited some places of the Valley as a goodwill gesture under the banner of State Government Relief and Rehabilitation Organization. He said no sooner these children entered the valley, they became so happy and expressed their gratitude to the State Government for arranging visit to the valley for them.
      Mr. Bhalla said that the Government will continue its efforts to restore the confidence of the Kashmiri Migrants for their resettlement in their native places with honor and dignity.

Asks engineers to switch over to PPP mode
            SRINAGAR SEPTEMBER 12:- Minister of State for R&B, Mr. Javed Ahmad Dar who is also Vice Chairman of State Road Development Corporation, today inaugurated one day work shop on “Various modes of public–Private partnership, financial structuring of road projects and capacity building of human resources to meet the challenges” here today.
            The workshop was jointly organized by Jammu and Kashmir State Road Development Corporation”(JKSRDC) and Infrastructure Leasing Financial Services Transportation Network limited (ITNL), Mumbai .
            Commissioner Secretary PW(R&B) Department, Mrs. Tanveer Jehan, who is ex-officio Managing Director JKSRDC presided over the workshop  which among others way attended by the Chief Engineers R&B Kashmir and Jammu, Chief Engineers PMGSY Srinagar and Jammu, MD, JKPCC and the Chief Engineer Design Inspection and Quality Control, senior Vice President, ITNL, Mr. S. C. Mittal, Superintendent Engineer Project Mugal Roads, Mr. Mohammad Ali Khan besides many contractors who are likely to be the prospective bidders in JKSRDC.
            Mr. Javed said that government has taken several initiatives to improve the road network across the State, adding the formation of JKSRDC was aimed to generate new concept of taking up road project on Private Public Partnership mode. He said SRDC was recently constituted by the government for inviting private investment in roads, bridge, tunnels and allied works on “ Build operate and Transfer” basis. Under the orders of Chief Minister exercise has already been initiated for indentifying such vital projects in the State which could be prioritized for execution under PPP mode.
            The Minister urged upon the engineers to switch over this mode of execution which shall not only create quality infrastructure but also reduce maintenance related issues over the entire agreemented and lease period. He said the contractors of the State are playing a vital role in infrastructural development and asked them to participate in the new mode of execution of the projects. 
            Mrs. Tanveer Jehan while speaking on the occasion emphasized the importance of establishment of JKSRDC on the pattern of similar organizations in other States, for providing much needed impetus to the road sector which did not get due attention due to various reasons in the past. She hoped that JKSRDC will go a long way in providing a sustainable, efficient, safe and dependable road infrastructure to cater to the growing economic needs and in commensuration with the requirements of various sectors including industry, tourism etc besides providing connectivity to the strategies areas.
            Earlier, Additional Managing Director and Chief Engineer of the Corporation gave brief introduction of the Corporation and apprised the participants of the mandate given to JKSRDC for taking up various road projects including the construction of new road and appurtenant structure besides, upgrading and widening of the existing and allied structure.
.   Later, Senior Vice President ITNL, Mr. S.C. Mittal provided valuable inputs regarding various modes of public private partnership and financial structuring of projects besides capacity building of human resources through a power point presentation. He said the concept of execution of projects related to road infrastructure on PPP basis is unique therefore, the workshop will prove to be useful in sensitizing the technical personnel, as well as the executing agencies regarding the various procedures involved right from the conceptualization upto the execution of projects.

Week long Nutrition camp concludes at Sambora, Pampore
            SRINAGAR, SEPTEMBER 12:  A Week long nutrition camp, organized by ICDS, Pampore in collaboration with health department, concluded today. The purpose of the camp was to sensitize adolescent girls and pregnant women about the benefits of taking proper nutrition besides breast feeding.
            Speaking on the occasion, the project officers, ICDS, Pampore said department will hold such more camp aimed to bring maximum women and girls under the welfare schemes being run by the Government.

Naaz chairs Gujar and Bakarwal Advisory Board meeting

SRINAGAR, SEPTEMBER 12:- A meeting of Gujar and Bakarwal Advisory Board headed by Vice chairman Mr. Bashir Ahmad Naaz was held and here today.
In the meeting various issues regarding the welfare and development of Gujar and Bakarwal population were discussed in threadbare.
Commissioner Secretary Revenue, B. A. Runiyal, Secretary CA&PD, Mr. Mohammad Abbas Dar, Special Secretary, Rural Development Department, Mr. Sajad Ahmad Khan, Secretary, Gujar and Bakerwal Advisory Board attended the meeting.
            Mr. Naaz urged upon the CA&PD authorities to provide the BPL ration cards to the left out deserving families of the community and maintain transparency while providing ration to them.
He also stressed upon the concerned authorities that Gujar and Bakarwal population especially Nomads be enlisted and benefited under IAY and BPL schemes and ensure 60% of quota at Panchayat level should be given to them.
Mr. Naaz was apprised by Secretary, CA&PD that the department is taking special care of them and essential commodities are being provided to them on priority basis besides ration is being made available to these people near their habitations.
It was informed that the families who are without the BPL ration cards can enlist themselves at the offices of concerned Assistant Directors of CA&PD. It was also stated that nomadic population and scattered families of Gujar and Bakarwal can get ration at any depot of the department on their ration cards.
Mr. Naaz was assured that after proper survey and identification CA&PD department will issue the BPL ration cards to them without any hesitation.
Mr. Naaz suggested the Revenue authorities to issue state subject certificates to the members of the community on the basis of grazing passes possessed by them.
Mr. Naaz asked the Rural Development Department, Revenue and CA&PD authorities to provide the last 3 years record pertaining to the Gujar and Bakarwal population with details about enlisted and benefitted families under BPL and IAY schemes and submit the report in the next meeting.

Interview of NRHM contractual candidates of Bla
                BARAMULLA, SEPTEMBER 12: According to Chairman, District Rural Health Society, Baramulla, the interview of the candidates who have applied for the posts on contractual basis under NRHM of Baramulla district shall be held on September 17, 2012 in the office of District Development Commissioner, Baramulla at 10 a.m.

            SRINAGAR, SEPTEMBER 12: According to the Registrar General, High Court of Jammu and Kashmir, Srinagar that all concerned High Court J&K and its Subordinate Courts shall function for the Winter Session 2012-13 with effect from October 01, 2012.
            The time schedule for office hours of High Court Wing, Jammu from October 01, 2012 to April 2013 from 10 a.m. to 5 p.m., High Court Wing, Srinagar from November 01, 2012 to April 2013 from 10.30 a.m. to 4 p.m. and Court hours of High Court Wing, Jammu from 10.30 a.m. to 4 p.m. and 2 p.m. to 4 p.m. and for Sub Court Jammu Province with effect from October 01, 2012 to April 2013 from 10 a.m. to 4 30 p.m. (with lunch break from 1 p.m. to 1.30 p.m.) except Courts located at Bhaderwah, Kishtwar, Gandoh (Bhallesa), Batote and Banihal).

Fire safety audit meeting held at Srinagar
            SRINAGAR, SEPTEMBER 12: A meeting regarding fire safe of historical Divisional Commissioner, Kashmir’s office building, Financial Commissioner’s office complex and Deputy Commissioner, Srinagar’s office complex situated in Tankipora, Srinagar officers meeting was held here today under the chairmanship of Deputy Commissioner, Srinagar, Mr. Baseer Ahmad Khan.
            The meeting discussed threadbare various issues relating to fire safety audit which would prepare by the concerned departments for safety of the concerned buildings. The Deputy Commissioner has instructed the officers for preparation of plan for submission in his office within 7 days under which these buildings would be saved from any eventuality whenever occur.
            The meeting was attended by Additional District Development Commissioner, Srinagar, Deputy Director, Fire and Emergency Services, Srinagar, Deputy Director Achieves, Kashmir, Executive Engineers of R&B and PHE Srinagar and Convener, Disaster Management Committee.

Royal Wedding Gifts distributed among special brides
SRINAGAR, SEPTEMBER 12:-Directorate of lifelong learning (DLL) University of Kashmir in collaboration with Islamic Relief and research Trust (IRRT) Kashmir and the Jammu and Kashmir Bank organized ceremonial and distribution of Royal wedding gifts among 14 special brides at Gandhi Bhawan today.
            Vice Chancellor, Kashmir University, Prof Talat Ahmed, Registrar, Kashmir University, Dr. Syed Fayaz Ahmad, Director, DLL, Dr. G.H. Mir, Founder IRRT, Advocate, A.R. Hanjora, Deans and Heads of various university faculties, Civil Society Members, and representatives of various NGOs’ attended the function.
            Vice Chancellor and other dignitaries distributed Royal Wedding Gifts among 14 special brides, drawn from various far flung areas of the State who are mostly orphans. The kit contains 30 utility items for use at the time of marriage.
            Prof Talat Ahmed stressed upon one and all to contribute a bit for social cause so that the destitute, orphans and deserving persons would also live a dignified and honourable life.
            He said Kashmir University is engaged in indentifying areas of under privileged society where people need up-liftment in respect of skill development and also in upgrading their socio economic conditions.
             He said a locality of Saidakadal was chosen last month where various skill development centers were set up for aspiring boys and girls.
             He appreciated the efforts of DLL and IRRT in organizing this function and prayed for prosperous and successful future of the special brides present in the function.
Director, DLL, Dr. Mir gave resume of the activities of his department and said that all the schemes launched by DLL are aimed at upliftment of status of people and community development. He said that DLL provided training to 300 boys and girls in various trades for setting up of their business units. He said that the department is planning to start 34 courses for youth in different areas of the Valley with evening class facilities so that society is transformed into a class room.
The function was also addressed by Founder, IRRT, Advocate A.R. Hanjoora and  Mr.  Manzoor Ahmed Baba.

Northern Railway and Mata Vaishno Devi Shrine Board to work together
       SRINAGAR, SEPTEMBER 12 – Mr. N. C. Goyal, Divisional Railway Manager, Ferozepur Division, Northern Railway, called on Mr. N. N. Vohra, Governor Jammu and Kashmir, at Raj Bhavan here this evening.
          During the meeting, the Governor emphasized the urgent importance of timely putting in place all the Vaishno Devi pilgrimage related facilities at the Katra Railway Station well before the Udhampur-Katra sector of the Udhampur-Katra-Qazigund-Baramulla Rail Link Project becomes operational around March 2013. Observing that, on an estimate, around 75-80 lakh Shri Mata Vaishno Devi pilgrims would be de-boarding at the Katra Railway Station from next year, the Governor, who is Chairman of the Shri Mata Vaishno Devi Shrine Board, stressed the vital requirement of effective cooperation between the Railways and the Shri Mata Vaishno Devi Shrine Board, to facilitate the pilgrims and all other commuters to and from Katra Railway Station.   
          The Governor observed that the Shrine Board would need to establish all the required facilities at the Railway Station, including Information and Enquiry Counters and Registration facilities. It would also be necessary to assess the requirements of Waiting Halls, Eateries, Bath, Latrine, Locker etc facilities, in close consultation with the Railways.  
          Mr. Goyal informed the Governor about the facilities which the Northern Railway is planning to provide at the Katra Railway Station and assured all required support to the Shrine Board for putting in place pilgrim-centric facilities at the Railway Station, while ensuring pro-active cooperation between the Railways and the Shrine Board. After discussions it was agreed that Mr. Navin K. Choudhary, Principal Secretary to the Governor and Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, who also participated in the meeting, would have further discussions with the Railways at Katra on 30th September. It was agreed in principle to explore the possibility of a pilgrim traveling by Railway being automatically registered for the Yatra, on a given date, so that his Railway ticket is virtually also his Yatra Permit.
          Mr. Goyal also briefed the Governor about the various time bound steps taken by the Northern Railway to reduce congestion at the Jammu Railway Station, improve cleanliness, enable advance bookings without passengers being exploited by touts etc. The Governor was also informed about the large spaces at the Railway Station which continued to be retained by the State Transport Corporation, General Railway Police and other authorities which required urgent rationalization. The Chief Executive Officer informed Mr. Goyal that the Governor had already addressed the State Tourism Minister regarding problems faced by pilgrims at the Jammu Railway Station, besides writing to the Chairman Railway Board in this regard. On learning about the constraints faced by the Northern Railway, it was agreed that Principal Secretary to the Governor would assist Mr. Goyal to have an early meeting with the State Government, for urgent resolution of all outstanding issues to enable further improvements being brought about in the facilities to be provided to the pilgrims at the Jammu Railway Station.
