Out of Rs 22.57 crore
tourism plan, Leh bags 8 crores
11 districts allocated 13
crores, Kargil given meager 25 lakhs
Plan not based on regions
but projects: Director Tourism
Srinagar, Sept 20 (VOS): In a glaring example of discrimination,
regionalism and vote bank politics, the state Tourism department has allocated
more than 8 crore rupees, out of a total plan outlay of about 23 crore rupees
to the concerned minister’s home district.
According to reliable
official sources, out of a total projectized state plan outlay for year 2012-13
of rupees 22.57 crores for Kashmir division, the department has allocated 8.20
crores to Leh district alone, leaving an amount of 13.26 crore for rest of the
12 districts.
Surprisingly, Kargil
district has been allocated a meager amount of 25 lakh rupees only in the state
plan approved vide government order No 421-Tsm of 2012 dated 14/09/2012.
An amount of about rupees
1.2 crore has been spared for common schemes, which according to the sources,
is utilized on various activities during the annual Amarnath Yatra.
Pertinently, the tourism
plan, recently approved by the state cabinet, has been devised by the state
government for the financial year 2012-13, which involves construction,
renovation and creation of tourist infrastructure at tourist destination apart
from conservation of heritage sites across the state.
Meanwhile, Director Tourism
Talat Parvez told VOS that the plan is not based on regional considerations.
“It is funding for different projects in the state and different projects in
the city have been allocated rupees 13 crore by the central government for 5
different tourism projects”, he said adding that the state plan has been
devised for such projects where the centre does not provide support. (VOS)

NC changed politics of vote into politics of violence:
Mehbooba
‘People should support PDP to realize Self Rule
agenda’
Srinagar, Sep 20: Peoples
Democratic Party (PDP) president Mehbooba Mufti has said the agenda for
transforming Jammu and Kashmir into a hub of peace and economic stability can
be achieved only with the active participation and struggle of youth of the
state.
Mehbooba was addressing a
PDP youth convention organised by Aga Syed Yousf at Budgam on Wednesday.
Senior party leader and former finance minister Tariq Karra, senior party leader
Aga Syed Mehmood, PDP leader and noted RTI activist Dr Raja Muzaffar Bhat
attended the convention.
Speaking on the occasion,
Mehbooba said since its inception, PDP had promised people of the state that
once in power the party will restore sense of security and provide a clean
administration. It was during PDP regime, she said that political process was
initiated and new ventures for the empowerment of people like mobile telephony,
creating new educational institutes, reforms in health sector and opening of
traditional routes including Srinagar-Muzaffarabad road, Poonch-Rawalakote
road, Mughal Road became a reality. She said reopening of these roads was the
most significant development in breaking decades’ old mindset that denied the
people of the state the right to travel across the LOC.
Mehbooba said inter
regional connectivity in the state was a thrust area of PDP’s vision of growth
for the state. The construction of Mughal road had begun this process but it
needed to be taken to next level by constructing a tunnel on this vital link
between two regions of the state to make it an all weather facility. Similarly
the party during its tenure had aimed at constructing a tunnel on the
Srinagar-Anantnag Kishtwar road at Sinthan pass to make it traffic worthy
throughout the year.
On the other hand, Mehbooba
said, the National Conference right from 1947 till date created a wedge between
the people of the state and rest of the country just to stay relevant and enjoy
power. She said the only achievement NC can count is that this party made
people of Kashmir a suspect in the eyes of people all over the country. “This
is the main reason why youth of Kashmir are being harassed and suspected in
other parts of the country where they go for studies, jobs or some other
business. The worst example of harassment of youth is within the state where
recently two boys were arrested just for wearing green cloths on Eid,” Mehbooba
remarked.
The PDP president observed
that it is an irony that National Conference leadership has always enjoyed best
of the relationship with all leaders and political parties in the country but
created a trust deficit between the people of the state and rest of
the country. “It was NC which made a U-Turn after loosing power in 1950s and
advocated secession from India for 22 years in the name of plebiscite front.
And surrendered the same for 1975 power accord. The party showed its real face
again in 1987, when its rigged elections just to stay in power. That was the
year that NC forced youth of the state to take to guns for changing politics of
vote in politics of violence,” Mehbooba reminded the convention.
She said that now after
ruling the state for many decades, nothing seems to have changed for the ruling
party. “Today once again just to prove its nationality the NC has dubbed all
Kashmiris as anti nationals. The worst example can be the recent arrest of an
11-year-old Faizan. NC not only demonized Kashmiris to stay in power but also
compromised with the natural resource. The ruling party abysmally bargained on
water resources thereby plunging the state into darkness and huge economic
losses,” the PDP president said.
Mehbooba said that it was
PDP’s agenda to restore the people’s faith in democratic process and use the
same to build peaceful and prosperous Jammu and Kashmir wherein the youth who
have been the worst sufferers can be beneficiaries of the socio-economic
change. “PDP has been advocating renegotiations of water resources with New
Delhi, opening of all traditional routes to lift the economic siege from the
state. The party also advocated for better representation in state versus
central ratio in administration by proposing that 90 per cent of locals should
constitute quota of IAS, IPS and other civil services in J&K and there
should be a symbolic representation from outside the state,” Mehbooba stressed.
Addressing the convention,
senior PDP leader and former Minister for Finance Tariq Hamid Karra explained
the youth about reasons behind the formation and its futuristic agenda.
“Besides restoring dignity and honour, PDP was formed with an aim to provide
people of the state a platform to give vent to their socio-political
aspirations,” Karra explained.
He said one of the biggest
achievements of PDP is that people have accepted this party as an alternative
to the National Conference. “It is not the question whether we are in the
government or not but it is our achievement that we have won hearts and minds
of the people and people have faith and trust on us,” Karra said and added that
it was all due to the pro-people policies of the party that PDP has emerged as
strong alternative in the state within a short span of time.
Pointing towards rampant
corruption in the state the former finance minister regretted that present
regime had crossed all limits as far as corruption, favoritism and nepotism is
concerned. He said that although all sections of the society were facing hardship
due to wrong policies of preset regime, the youth was the worst victims of
policies adopted by the present dispensation. He said that woes of the common
masses were compounding with passing day due to wrong policies of the present
dispensation.
Aga Syed Mehmood, the PDP
senior leader while addressing on the occasion said PDP is once again seeking
the support of the people for a total change in the system. He said party
patron Mufti Mohammad Sayeed’s vision is clear that people don’t want the
political problem of Jammu & Kashmir to be swept under the carpet and
transfer this problem to the next generation. “We want to take the resolution
issue head on and get it resolved with the support of people and through
democratic means,” headed.
Speaking on the occasion,
the noted RTI activist Dr Raja Muzaffar Bhat described RTI an effective tool to
expose the corruption in the state. “We should use this right to expose the
present defunct system. Through RTI people particularly the youth can not allow
exploitation anymore,” Dr Bhat said and pledged his commitment to the PDP
agenda and policies which include strong measures for establishing of foolproof
institutional accountability in the state. The convention was organised by Aga
Syed Yousf.
Mirwaiz leads protest demonstration outside UN office
in Geneva
“UN cannot shy away from RSD to Kashmiris”
Srinagar, Sept 20 (VOS): Hurriyat Conference (M) Chairman, Mirwaiz Umar
Farooq today said that the UN cannot shy away from its responsibility and
commitment towards the fulfillment of the inalienable right to Self
determination of the people of Jammu & Kashmir.
While addressing a gathering
after leading a demonstration outside the UN office at Geneva against the
blasphemous film on Islam, the Mirwaiz emphasized that the self-determination
of peoples is a basic principle of the United Nation Charter, which has been
reaffirmed in the Universal Declaration of Human Rights and applied countless
times to the settlement of many international disputes. “In 1945 the
establishment of the United Nations gave a new dimension to the principle of
self-determination. The Charter emphasizes the principle as one of the
objectives it wants to achieve”, he said.
Addressing the gathering,
Mirwaiz said that freedom of speech can not be used as a pretext to justify
such repugnant activities and a red line has to be drawn. He strongly condemned
what he called a abhorrent and reprehensible act that represents an
irresponsible misuse of the right to freedom of expression, the exercise of
which carries with it special duties and responsibilities under International
Human Rights Law, according to Article 19 of the International Covenant on
Civil and Political Rights.
Mirwaiz pointed out with
concern that this film is not an isolated act, but comes as part of an ongoing
anti-Muslim campaign, aiming not only to hurt the feelings of Muslims around
the world, but also to distort the true image of Islam.
APHC chairman appealed the
UN to take cognizance of conspiracies against Islam and Muslims, especially
making of this blasphemous film and fulfil its responsibilities in this regard.

for their own party benefit.

Tarigami demands roll back of FDI in retail, diesel
price hike
“UPA policies have broken spine of people”
Srinagar, Sept 20 (VOS): Expressing surprise over the support expressed
by the state Chief Minister Omar Abdullah for the FDI in multi-brand retail,
CPI (M) state secretary Muhammad Yosuf Tarigami said that
the decision will only deprive millions of people of their livelihood across
the country. He said that such policies of the
central government are bound to be disadvantageous to the public at large.
Addressing workers of party here at the Parta Park, he said that the allies of UPA government are openly opposing the decision of Congress which makes it apparent that federal government doesn't have mandate for these policies. He said that the Prime Minister Manmohan Singh should understand the wishes of people rather than playing to the tunes of the Western multinational companies.
He said that the immature measures taken by federal government was the reason for unprecedented price rise. ''These immature decisions are breaking the spine of common man and the lower class is struggling to sustain life of price escalation'' he said.
He appealed all the political parties to come forward to make a collective effort to oppose the FDI and diesel price hike. "CPI (M) with other all political parties, irrespective of our ideological political differences will continue resistance against these anti public measures and will make public opinion and voice more stronger"
he said.
The demonstrators shouted slogans against the decision of price hike in diesel, LPG cylinders and FDI in multi brand retail. Police didn't allow Tarigami with other party workers to proceed to demonstrate when procession tried to march towards to Regal Chowk.

taken by UPA government over the years including diesel price hike has
triggered unprecedented price rise”, he said adding that instead of
restructuring tax regime, the UPA dispensation is fudging the statistics on the
losses by petroleum companies to hoodwink people of the country.
Come what may CPI (M)
along-with other left and democratic parties will continue resistance against
such anti-people measures and will not allow the people’s voice going unheard.

ANC aghast over LPG capping
“Decision illogical in view
of harsh winter, lack of power supply in Kashmir”
Srinagar, Sept 20: Lambasting
the coalition government over the prevailing poverty, economic mayhem and
spiraling prices of essential commodities, Sr. Vice President Awami National
Conference Muzaffar Shah has criticized the government on making the already
scarce cooking gas even scarcer by capping the number of gas cylinders that a
house hold can avail in a year.
He said that the irony of
the matter is that the people are asked to produce documents of the gas
connections that they have procured many decades ago. “Given to understand that
our state has a winter of 9 months with at least 4 to 5 months of severe winter
and the people have no other source of energy to utilize in order to combat the
harsh winters, even electric supply remains erratic and elusive through the
harsh winters. The government is a mute spectator of the entire issue. The
Government has not even commented on the fresh order regarding the supply of the
domestic cooking Gas connections”, he said.
Shah further said that if
the ruling coalition Government has even a little bit of concern for the people
of the state, it should spell out a policy keeping in view the economic
condition and harsh climatic conditions of the State and provide subsidy on the
gas cylinders. “All out efforts should be made to check its black marketing and
easier and friendly means should be put in place so as to provide the necessary
documents of the gas connections, so that no inconvenience is caused to the
people”, he added.
