Raj Bhavan spokesman denies press report regarding “Durbar Move” 
          SRINAGAR, SEPTEMBER 22 – The Spokesman of the Raj Bhavan has refuted the report appearing in a section of the press which claimed that the Governor, Jammu and Kashmir, has suggested to the State Government “to consider doing away with the 140-year old practice of shifting the capital between Jammu and Srinagar every six months, and proposing to alternate the two cities as the capital after every year”. It was stated that the report is incorrect, baseless, motivated and obviously mischievous.
          The Spokesman recalled that some months back Raj Bhavan had received a letter from one Mr. Rajnish Khosla of Amritsar who had suggested, interalia, discontinuation of the practice of biannual “Durbar Move”. He said that the Raj Bhavan Secretariat had forwarded Mr. Khosla’s letter to the Chief Secretary, J&K Government, for “appropriate consideration” without any other suggestion. He advised against the motivated distortion of facts which would cause misunderstandings among the public. Media is expected to play an accountable and responsible role.

DEO asks BLOs to attend training on September 24, 25.
            KULGAM, SEPTEMBER 22: District Election Officer Mir Jahangir has asked BLOs to turn up at Tehsil headquarters on September 24 and 25 for training.
          Tehsildars, Election Naib Tehsildars and Master Trainers will impart necessary training to BLOs with regard to Summary Revision of Electoral Rolls 2013.
         Meanwhile draft publications of Rolls are being displayed at all Polling Stations from October 1 and period of filling of Claims and Objections notified from October 1 to October 31 as per Revision Schedule. While the disposal of Claims and Objections will be carried out by December 1, updating the data base merging of Photographs updation and preparation and printing of supplementary lists will be done from December 1 to December 31.
        The BLOs have been directed to undergo compulsory training at their respective Headquarters without fail.

Prasad commissions Model Police Station Batmaloo
            SRINAGAR, SEPTEMBER 22: Jammu and Kashmir Police is upgrading its building infrastructure to provide living and working facilities to its personnel. Various residential and office accommodations have been constructed across the State to strengthen the building infrastructure under the modernization scheme.
This was disclosed by the Director General of Police (DGP), Mr. Ashok Prasad while commissioning the Model Police Station building at Batmaloo here this morning. He said that in view of the increasing manpower, the Organization has been focussing to upgrade the facilities for its personnel as per the latest requirements. Constructions are made keeping in mind the modern facilities and techniques of construction, he added.
Mr. Prasad appreciated the efforts of the officers and engineers of Police Housing Corporation (PHC) for ensuring quality material and time bound construction of the buildings. He asked them to keep in mind weather scenario of the particular area before finalizing the plans of construction in that area. He said that the constructions should be equipped with latest facilities of living and working including recreational facilities for the personnel, who are always found busy facing tough situations. Proper supervision by the senior officers would make performance more fruitful, said the DGP.
Before commissioning the building, the DGP was briefed by Managing Director, Police Housing Corporation, Mr. Alok Puri and the Executive Engineer, PHC, Mr. Nissar Ahmed about the construction of the Police Station Building. He was told that the building, in the midst of its jurisdiction is having hostel facilities and residential quarters. It would help to provide better policing to the people with quick response, overlooking Bus Terminal and Civil Secretariat. Earth quick resistant column structure has been utilized in the construction as per the norms prescribed by the Bureau of Research and Development. The four storey building with 3330 sft plinth area has been completed within a period of two years, the DGP was informed.
On the occasion, the DGP also discussed the pace of progress achieved on other works presently under execution in Kashmir Division. ADGP (Headquarters), Mr. S. P. Vaid apprised the DGP about the present status of these constructions. He assured that all the constructions would be completed within the time frame.

Sham Direct for Cleft lip Surgery of abandoned at G. B. Pant Hospital

            SRINAGAR, SEPTEMBER 22: Moved by the story about abandoned cleft lip baby admitted in G.B. Pant for last few days the Minister for Health, Mr. Sham Lal Sharma today instructed Director Health Services Kashmir to ensure that the health department takes responsibility for the corrective surgery for cleft lip and palate for the baby.
            Soon, the Director Health services called a meeting of super specialist of the Health Department and directed them for necessary measures for the corrective surgery, Dr. Sheikh Tariq, and Dr. Hamidulah Wani, Plastic Surgeons and Dr. Gowher Mufti Pediatric Surgeon belonging to Director of Health Services Kashmir were assigned the Job to undertake the necessary surgeries at the appropriate stage. The Director of Health Services is in regular touch with the administration of G. B. Pant Hospital for the purpose.

Training workshop on Civil Registration held in Budgam
Registration of Births and Deaths is vital for plan formulation: DC Budgam
BUDGAM, SEPTEMBER 22:- The District Development Commissioner, Budgam, Mr. Khurshid Ahmed Shah has urged the need for sensitizing the people about the importance of Civil Registration Act, 1969 also known as registration of Births and Deaths,  adding that the statistics generated from these registrations is valuable for planning, monitoring and evaluating various programmes especially dealing with Primary Health Care, Social Security, Family Plans, Maternal and Child Health nutrition, Education, Public Health etc.
Speaking at the inauguration of one day training workshop on Civil Registration held at Budgam today, Mr. Khurshid said that registration of Births and Deaths has also a legal significance as the Birth certificate issued by the concerned is required as Legal proof of age, admission in schools, obtaining of driving license and passport for foreign travels etc. Similarly, the death registration records may be required for the settlement of inheritance, Insurance claims, claiming family allowance and other Social Security benefits.
The DDC enjoined upon the village Chokidars, reporters of Municipal Committees and Police Personnel associated with the job of civil Registration to perform their duty with dedication adding that there should be no laxity in this regard. He said people should be educated that the Registration of Births and Deaths is compulsory under the provisions of Civil Registration Act 1969.
The Director, Statistics and Evaluation, J&K, Mr. B.R. Lachotra, Joint Director Planning, Budgam Mr. F.A. Yasvi, Regional, Jt. Director S&E, Mohammad Ismail and the District Statistics and Evaluation officer, Budgam, Ab. Salam Magray also spoke on the occasion and highlighted the importance of Civil Registration Act 1969 in the process of plan formulation.

Avoid false propaganda of disgruntled elements: Sakina to people
            LASSIPORA, SEPTEMBER 22: -The Minister for Social Welfare, Miss Sakina Itoo today asked the people not to heed on the false propaganda of those rejected and disgruntled elements who are responsible for dividing the society on party lines resulting in chaos and confusion among people.
            The Minister was addressing a huge public meeting at Lassipora,Dhamhal Handjipora in District Kulgam.
            Ms Sakina Itoo asked the people to compare the works of the present Government with the previous regime and judge themselves that how much development works are under presently execution in Dhamhal Hanjipora Constituency. She said that Rs.16 crore have been spent under MGNERGA by Rural Development in this constituency. She said that the construction works on   scores of new road connections under PMGSY Project is under progress. She said that no such huge development has taken place in the last 50 years as this government did under the leadership of Chief Minister, Mr. Omar Abdullah.
            The Minister asked  the people to remain vigilant against the gimmicks of those elements who were rejected in last Assembly Elections. She said that those leaders who have been rejected by the people, have only one agenda to defame the present government by false propaganda. However, the people of the State are now very cautious and they have the sense to differentiate between the right and wrong, she added.
She said that since the Omer Abdullah took over the reigns of State Government, a new era of development has dawned in length and breadth of the State. She said that several vital sectors like education, road connectivity, PHE,PDD have been prioritised. She said the opening of degree college in the Damhal Hanjipora was a mile stone of this area as many aspirants of higher education were not able to go Anantnag due to weak economic conditions  and belonging to backward and downtrodden families. She said now everyone either poor or rich have easy access to the higher education in this constituency. She said that nearly all the roads of the constituency have been macadamised, while new schools have been opened besides a number of schools have been upgraded to spread the education in every nook and corner of State.
            Lashing out at the PDD leadership, the Minister said that the leaders of this party  were misleading the people by assuring Govt jobs ,healing touch and peace with dignity ,but whey them were in power ,they forgot all these slogans and instead of fulilling their promises, they arrested the youth, harassed them  and put them behind the bars.
            Ms Sakina said that the CM Mr. Omar Abdullah in the presence of Prime Minister and UPA Chairperson at the inaugural function of Railways in Anantnag, said that the J&K issue is a political one and it should be resolved politically .She said the Chief Minister even repeated the same line in the State Assembly. The Minister said that there is a sea change on the ground level and added under the dynamic leadership of Omar Abdullah a new era of development have started throughout J&K State. She said that in 1996 when Dr. Abdullah took over as Chief Minister of the State Valley had suffered extremely, number of school, government building were burnt down and there was a chaos and fear in the State. But due to active cooperation of the people and efforts of Dr. Farooq the schools, hospitals and other government buildings, besides basic infrastructure were reconstructed and a new era of development was started in the State.
            Responding to the demands of the Lassipora village, she directed the concerned authorities to pay immediate attention to their demands including construction of school buildings for which the land has already identified and asked the concerned authorities to start the construction work of the building soon.
            On the occasion the Minister announced Rs. 3 lakh (1.50 lakh each) for the fencing of two graveyards. The Minister also responded to the problem of  Lassipora Water Supply Scheme coming up at the cost of Rs. 50 lakh, directed the PHE authorities to go ahead with the project so that the people of this area may not face shortage in future.
            She also directed the PDD engineers for moving a proposal for the replacement of damaged electricity polls, transformers etc.
            The Minister assured that medicare facilities will be improved and    new Anganwari centre will be opened in the area. She said presently four Anganwari centres are functioning in the village where a good number of children including adolescent girls are being providing nutrition. She appealed the people to strengthen the hands of Omar Abdullah for over all development of the State.  
            On the occasion Additional Deputy Commissioner, Mr. Gulzar Ahmed, Chief Education Officer, Engineers of PHE, PDD, R&B, Flood Control, Project Officer, ICDS, Assistant Director, CA&PD, Ranger and BMO were present.

6th batch of 270 Hajj pilgrims leave for Madina
            SRINAGAR, SEPTEMBER 22: The 6th batch of 270 Hajj pilgrims comprising of 167 male and 103 female pilgrims left for Madina Munawara this morning.        
            Including the Hajj pilgrims of the 6th batch, 1620 Hajj pilgrims comprising of 974 male and 646 female besides one infant pilgrim have left for Madina from Srinagar International Airport till date.
            On the occasion, officers from State Hajj Committee and Airport Authority were present to see off the 270 Hajj pilgrims.
Anantnag & Budgam BLOs would get training on Sept 24 & 25
                ANANTNAG, SEPTEMBER 22: According to District Election Officer, Anantnag, the Booth Level Officers (BLOs) of the district shall be imparted the necessary training for Summery Revision-2013 of electoral rolls on September 24 & 25, 2012.
            The BLOs of Anantnag, Dooru, Kokernag, Shangus and Bijbehara Constituencies shall be imparted the training at Town Hall, Anantnag, Government Higher Secondary School, Dooru, Town Hall, Kokernag and Town Hall, Achabal on September 24 and 25, 2012.
            While the BLOs of Bijbehara and Pahalgam Constituencies shall be imparted training at Town Halls of Bijbehara and Pahalgam on September 24 and 25, 2012.
            The training programmes shall be conducted from 10 a.m. to 4 p.m. daily at all the scheduled venues.

Hajj Orientation Programme held at Anantnag district
            ANANTNAG, SEPTEMBER 22: An Orientation Programme for Hajj pilgrims of district Anantnag was organized by the District Administration, Anantnag here today. As many as, 500 Hajj pilgrims of district Anantnag participated in the programme and were imparted necessary training with regard to Manasik Hajj.

Workshop on introduction of “Pentavalent Vaccine” held at Bandipora
            BANDIPORA, SEPTEMBER 22: A daylong workshop on introduction of pentavalent vaccine was held by Health Services Department at CMO Office, Bandipora in which all Block Medical Officers, CHO’s, Extension Educators, Health Educators, ICDS Supervisors of the district participated.
            The Director, Family Welfare, J&K inaugurated the workshop while State EPI Officer, Dr. Yangchan Doma and Chief Medical Officer, Bandipora were also present on occasion.
            The participants were sensitized about the introduction of Pentavalent vaccine and was given out that the vaccine will provide an ideal opportunity to educate and inform the public about Hib disease, leading cause of meningitis and pneumonia in children aged less than 5 years besides, its prevention and the positive health benefits to individuals and community. The introduction of Hib Vaccine universal Immunization Programme would prevent morbidity and reduction in hospital admissions associated with Hib disease and consequently reduces IMR.
            Currently, DPT & Hepatitis-B Vaccine are provided in the UTP requiring two separate injections, with the inclusion of Pentavalent Vaccine, a single injection will deliver 5 antigens (DPT+Hep+Hib) and therefore there will be less requirement of auto-disable syringes and less number of pricks to young children. Every beneficiary will require 3 doses of Pentavalent Vaccine.
            All Block Medical Officers were stressed upon to improve the quality of immunization services in their respective Blocks and were directed to conduct similar sensitization workshops in their respective blocks.

Power shut down on Sept 23
            SRINAGAR, SEPTEMBER 22: According to Power Controller, Power Development Department, Kashmir, in order to carry out urgent repair work, power supply to the areas fed from 33 KV Rawalpora shall be affected on September 23, 2012 from 8 a.m. to 10 a.m.

A daylong seminar on Value Education held
                SRINAGAR, SEPTEMBER 22: One day seminar Value Education was organized by the District Institute of Education and Trainings (DIET) at Bemina here today.
            About 60 Headmasters of various Institutions of district Srinagar participated in the seminar.
            While interacting with the participants, the Principal DIET reiterated the significance of inculcating the moral values among the students. Threadbare discussions were held to ameliorate the erosions of moral values in the society besides ways to infuse values among the students in educational institutions. The importance of the role of a teacher in generating value education among the students was also discussed.

District Advisory Board meeting held at Ganderbal
            GANDERBAL, SEPTEMBER 22: To facilitate the farmers of district, a meeting of Ganderbal District Advisory Board for Development of Kisans was held today in the Dak Bungalow Manasbal-Ganderbal under the chairmanship of Vice Chairman, J&K State Advisory Board for Development of Kisans, Thakur Rachpal Singh. Besides, the District Development Commissioner, Ganderbal, Mr. Showkat Ahmad Mir, all District Officers of Agriculture and allied departments including officers from Employment, Lead Bank were present in the meeting.
            District Advisory Board members and prominent farmers of the area were also present in the meeting. The problems confronted by the farming community of the district were discussed at length in the meeting. On spot directions were issued to the concerned officers for taking remedial measures for mitigating the problems of the farmers.
            The Vice Chairman instructed the Executive Engineer Irrigation for formulation of proposal for provision of lift irrigation facilities at various places as demanded by the orchardists.
            He also issued instructions to the District Development Commissioner for directing the Command Area Officer for construction of irrigation approach drains in the areas, where water scarcity is prevalent.
            The Lead Bank Officer was directed to get all the cases cleared for grant of loan pending in different banks of the district.
            Instructions were issued to Chief Agriculture Officer for preparation and issuance of Kisan Credit Cards to farmers as early as possible. He alongwith District Horticulture Officer was instructed to prepare of Soil Health Cards and Soil Testing Laboratory in the district besides activating Enforcement Wing so that sale of spurious fertilizers, pesticides and fungicides is get rid of.
            Instructions were also issued for maintenance of irrigation canals and construction of Check dams for provision of irrigation facilities to farming community.

Dar reviews functioning of GMC, associated hospitals
JAMMU, SEPTEMBER 22- Stressing for prompt and timely execution of services, Minister of State for R&B, Health, Medical Education and Agriculture, Mr. Javed Ahmed Dar, exhorted upon the Health and Medical Education functionaries to be more responsive towards patient care.
The Minister said this while chairing a high level meeting convened to review the functioning of Government Medical College Jammu and Associated Hospitals, here today.
The Minister expressed concern over certain issues taking place in these institutions and cautioned that no laxity will be tolerated as far the patient care is concerned.
Mr. Dar took stock of sewerage and drainage system in GMC and directed the concerned to devise an effective mechanism to deal with this vital system in the hospital. He asked the concerned to engage additional number of safai karamcharies to drain out the waste at the earliest.
The Minister asked the officers to suggest innovative ideas so that most effective sewage treatment plants in health institutions could function properly with added results.
  He directed Principal Medical College Jammu to conduct review meeting once a month to discuss the vital issues like repair, renovations. He asked them to identify grey areas for further improvement in functioning of the hospital.
He also asked the administrative units of GMC and hospitals to redouble their efforts for smooth and people friendly functioning of health institutions which is pre-requisite for establishing a healthy society.
            The Minister termed collective efforts and team spirit as an essential component for the success of any institution, the Minister asked all the concerned to work in tandem to meet the responsibilities of their profession.
The meeting was attended by acting Principal GMC, Dr. Aniece Choudhary, Medical Superintendent GMC, and Chief Engineer R&B, SE, R&B, and officers of R&B, health, Medical Education and other concerned departments.
