No curfew, only restrictions on July 13: DGP

Srinagar, July 12: Police has decided to impose restrictions on movement of people in different city areas to prevent any untoward incidents in the wake of proposed strike and March on Martyrs day. “We have inputs that some miscreants may try to disrupt peace in the city on July 13, and have decided to impose restrictions”, said Director General of Police K Rajendra Kumar while speaking to VOS. However, the DGP said “curfew will not be imposed in any city area.
“We have taken steps to prevent the designs of certain miscreants and we won’t allow such attempts to succeed”, he said. “So restrictions will be placed in different city areas as a preventive measure”, he added.
The DGP said police has taken all necessary steps to prevent any law and order problem.
When asked whether the separatist leadership will be placed under house arrest, the DGP said “police won’t allow disruptions to occur and further steps will be taken by the district administration”. The DGP appealed people help maintenance of peace and tranquility in the valley. (VOS)

CEO Baramulla conducts Morning Prayer assembly
Suspends eight officials at Sopore School

Srinagar, July 12: In a bizarre incident, the Chief Education Officer (CEO) Baramulla had to conduct the morning assembly and prayer session of a school after he had gone to inspect the school on Thursday morning.
The CEO Baramulla Rouf Ahmad Shahmiri, upon visiting the recently upgraded Government High School Tarzoo Sopore at 9:30 on Thursday morning found that only one teacher had reported at the school. He, along with, the lone teacher organised the Morning Prayer assembly in absence of majority of the teachers.
Taking cognizance of the careless approach of the teachers and other staff at the school, the CEO placed 8 teachers including the Headmaster of the school under suspension.
The CEO expressed displeasure over the habit of teachers to report late to their schools. He pledged to continue the drive against the erring teachers in the future after starting it from his own locality. (VOS)

Govt to include 5 years in ReT's service: CM

Srinagar, July 12: Days after the state government succeeded in bringing back the JCC leaders to the negotiating table, Chief Minster Omar Abdullah on Thursday said the initial five years service of Rehbar-e-Taleem teachers would be included in their service.
"This is a genuine demand and government is considering it seriously", a delegation of ReT forum quoted Chief Minster as having told them.
The Delegation met Omar Abdullah on Thursday at his Gupkar residence and presented a memorandum to him. "We are overwhelmed by the CM's response as he acknowledged our demand of inclusion of 5 years in the service", General Secretary of the forum told VOS.
He said the Chief Minister assured them that government would meet the genuine demands of the ReT forum. "He asked us to meet him again at the civil secretariat", said the delegation members. They said, the problems pertaining to Education Volunteers were also the part of memorandum presented to the Chief Minister. (VOS)

Srinagar, July 12: Chief Minister, Omar Abdullah has paid rich tributes to the Martyrs of 13th July describing them heroes of the struggle against suppression and totalitarianism.
In a message on the eve of Martyrs’ Day, the Chief Minister said that the sacrifice of the Martyrs to free the society from autocracy and lay edifice for democracy and human dignity is one of the richest chapters of the history of Jammu and Kashmir.
“The best way to pay homage to the Martyrs is to help create equitable and palatable environment for everyone to grow and nurture in a democratic atmosphere. Let all of us join hands to develop a society based on justice and principals of secular democratic temperament”, he said adding that tolerance and respect for each others’ viewpoints whether we agree to these or not is the soul of democracy. He said the Martyrs of 13th July laid their lives to uphold this principal of natural justice and democracy.

Kashmir issue won’t disappear without resolution: Mufti
PDP to celebrate foundation day on 28th July
Srinagar, July 12:    PDP patron Mufti Mohammed Sayeed has said the resolution of J&K problem constitutes the primary agenda of his party and it was now becoming obivious that the contours of a solution conform to the process which had initiated in 2002.  He was addressing a joint meeting of all the legislators, senior leaders, district Presidents and some prominent office bearers.
The meeting was called to discuss detailed programme for commemoration of party’s foundation day on 28th july.  The meeting was presided over by PDP patron and attended among others by President Ms Mehbooba Mufti, Senior leader Iftikhar Hussain Ansari, Tariq Hameed Karra, Naeem Akhtar, Peer Hussain and Aga Syed Mehmood . it was decided to hold the public rally in Srinagar on 28th July in which party workers, sympathizers and general public from all over Kashmir valley would participate. A similar rally will be organized t Jammu on 1st August, dates for rallies in Poonch, Rajouri , Chinab Valley region and Ladakh will be announced latter.
Mufti said Kashmir problem would not go away unless it is actually resolved. We have witnessed for the last six and a half decades how the conflict in J&K has been a permanent feature of Indo Pak relations and how badly it has impacted the people of this state. “Nothinhg better can happen to this part of the world than reconciliation between India and Pakistan and resolution of J&K would have to be the centre peace of that process”, he said.
Mufti said there have been periods when it looked that the out standing issues over Kashmir were not of importance to the people of J&K. It was either because things looked deceptively too rosy as during some patches in the past or at present when maladministration, bad governance and corruption seem to have emerged as a bigger problem taking people’s focus away from it. But, he said the reality undelying the surface calm has the potential of erupting any time and it can not be permanently managed through security and administrative measures.
Mufti said the PDP which was founded in 1999 with immediate purpose of relieving the people of the state of the pain inflicted by an insensitive system had evolved into a viable forum for resolution. He said with time, experience and inputs from public the party has now an agenda which is being followed by every one whether they acknowledge it or not. He said it was heartening that even those for whom the only solution for Kashmir was the bombardment of Pakistan or return of Pak administered Kashmir only outstanding issue too have now recognized the validity of PDP’s vision to transform J&K into a bridge between the two countries.
The PDP Patron said the party’s vision of establishing a Free Economic Zone (FEZ) conformed to the prime Minsiter Dr Manmohan singh’s well articulated agenda of making the LOC irrelevant. He said it was a very positive development that the civil society and the business community from both sides of LOC now demand a Free Economic Zone (FEZ). This, Mufti said, indicated the emergence of a consensus over this dimension of the problem of J&k which had landed in an economic siege following partition. He said the fundamental principals of an FEZ have already been conceded by the governments of India and Pakistan in 2005 by waiving off the requirments of passport and visa for travel and custom duty for trade. What is needed now is to build on this initiative and “We hope that the Prime Minister puts some pace into this process”. He said he expected the PM to take a lead in reaching out to Pakistan to achieve his own vision of reconciliation with that country and he will find the people of J&K behind him.
Mufti urged his party members to create a better awareness about its agenda not only within the state but in rest of the country as well. “We need to educate the people out side the state about the positive nature of our vision for a resolution” he said. Mufti said nobody can brand us anti national for demanding free access to out side world, reopening of our historic routes, return of the power and water assets or our demand for full restoration of democratic institutions. He said our demand for an elected governor is an idea that would some day emaerge as a model for a true federal system in India. Similarly the state should be  assured of full respect for people’s choice of a government and application of Article 356 to J&K needs to be revoked. In order to give the people of this state a better representation in administration and governance the ratio in central services needs to be renegotiated.
Mufti said the process of disempowerment of the state was unfortunately continuing under various NC dispensations. After the water and power resources the NC sold out even the JKBank which is now showing its adverse effects in the shape the cash crunch the state is facing. He said this process has not only to be stopped but reversed and PDP could achieve it only with full support of people of the state. “I am satisfied that our agenda is now being hailed in all the three regions of the state which could lead to a better outcome of our efforts as also create  an era of a more positive partnership between Kashmir, Jammu and Ladakh” he said.


Jamaat grieved over Tangmarg accident

Srinagar, July12:  Jamaat-e-Islami has expressed deep sorrow over the tragic accident near Babareshi Tangmarg in which three persons including a school child lost their lives and about fifty other students got injured.
“Jamaat shows its total solidarity with the bereaved families and wishes an early recovery of the injured”, said a Jammat press statement. Further Jamaat vehemently appeals people not to lose patience at such occasions and target innocent persons, the statement added.
“Hindustan Times correspondent Peerzada Ashiq and photographer Waseem Andrabi had no part in the tragic accident and attack on them by the angry mob is not at all justified. There are many fair ways to express grievances”, the Jamaat spokesperson said.
“Further, the higher educational authorities are impressed to investigate the reports that some private schools are taking both boys and girls to the camps where they are kept together for days which is quite against the local social values.”, the statement said. “Such activities are likely to prove disastrous at any time. The educational authorities are duty-bound to take strict action against institutes violating the social ethos and thereby hurting the sentiments of the local people”, the statement added.

IGP Railway holds Darbar

Sopore, July 12: Inspector General of Police, Railways, Abdul Qayoom Manhas held a Darbar of officers and jawans of GRP Kashmir today at GRP Railway Station Nowgam.
IGP while addressing the Jawans said that GRP Kashmir is passing through the stage of infancy as such emphasis was laid  for making available the infrastructural facilities like duty hutments at railway tracks, accommodation, drinking water, electricity and communication facilities on ground. The officers/officials were assured that all these facilities are on top agenda and are being vigorously pursued with concerned authorities at Railway Hqrs, said a police statement.
The IGP insisted upon the officers that they should remain extra vigilant round the clock and ensure safety and security of railway track and property.
All jawans present on the occasion were given opportunity to put forth collective or individual genuine problems if any, being faced by them in the discharge of duties. Necessary orders were issued on spot in some genuine cases and rest of the problems is being sorted out at RPHQ level.
