Don’t exceed
budget, don’t create liabilities-FM to officers
Interacts with district administration Poonch
POONCH, JULY 03:-Expressing his concern over
reports that expenditure have been booked beyond the budgetary allocations, the
Minister for Finance & Ladakh Affairs, Mr. Abdul Rahim Rather today asked
the district administration Poonch to justify how a huge liability worth about
Rs.16 crores have been created during execution of some development works.
Speaking at the district officers meeting at
Poonch today, Mr. Rather said it is not permissible to resort to expenditures
beyond Budgeted allocations as it creates fiscal indiscipline adding that
nobody has a mandate to cross limits of the State Legislature which is the only
highest body to pass the annual Budget for the whole State. Responding to the
demand to provide additional grants for clearing liabilities created for
execution of some development works in Poonch, Mr. Rather said there should be
solid justification as to why this liability was created. Mr. Rather said
solving problems of the people was the prime concern of the Government adding
that all the possible resources are being mobilized to mitigate the problems of
the people and to come up to their expectations. He asked the officers to conduct
extensive touring in their jurisdiction to have on the spot assessment of the
problems of the people, which will also help monitoring the ongoing development
works.
Referring to some landmark decisions taken by
the present Government to provide transparent and responsive administration to
the people, Mr. Rather said Public Services Guarantee Act (PSGA) and RTI Act
will weed out corruption and red tape in offices to a great extent. He said
Panchayati Raj Institutions (PRI) will also transform the rural interface
adding that 14 departments have been brought under the purview of PRI for
monitoring of their working.
Mr. Rather asked the officers and engineers to
gearup men and machinery for launching a vigorous developmental drive adding
that State’s current years Annual Plan will be to the tune of Rs. 7300 crore,
based on 10% hike over the last years plan. He said that the annual plan
of district Poonch has been fixed at Rs. 96 crore. However, he asked the
officers to formulate schemes and programmes in consultation with the public
representatives of the area, who have deep insight about the burning problems
and needs of the people at the ground level.
Earlier, the MLA Poonch Mr. Ajaz Jan highlighted
problems of the people of the district and demanded opening of 4 branches of
J&K Bank in the area. He also demanded lifting of restrictions on free
movement, imposed by Army, in Sawjan sector which has reportedly affected
business and farming activities in the area.
The District Development Commissioner, Poonch,
Mr. M.Anwar, Director General Accounts & Treasuries, Mr. Wali Mohammad
Bhat, S.P.Poonch, Mr. Shamsheer Hussain and concerned district officers were
also present in the meeting.
Later,
Mr. Rather chaired a separate meeting of Panches and Sarpanches of Haveli and
Mandi Tehsils and patiently listen to their problems, Minister assured them
that sincere efforts are being made to resolve their problems and measures
taken to impart basic essential training to them for maintenance of close
liaison with officers, Panchayats and civil society.
Mir
flagged off sarpanches, panches on National Integration tour
PATTAN, JULY 03: Minister for Agriculture, Mr Ghulam Hassan Mir
this morning flagged off 26 Sarpanches and Panches of Tehsil-Pattan for
National Integration Tour-2012 to Hamachal Pradesh.
These elders from Pattan Kashmir will visit Dharmshala, Kulu and
Manali of H.P state and has been organized by 29 Rashtriya rifles on a theme
“Mascot of Peace”.
Speaking on the occasion, the Minister appreciated the efforts
of Army for organizing such tours for elders; youths and students which would
help in bridging gaps between the people of J&K and other parts of our
country. He said it is an opportunity for the visiting ambassadors to Know
about the functioning of basic democratic institutions of the area and the
achievement registered by them by way of adopting modern Horti- techniques
during two decades.
The Minister said that the tour will be successful only when the
visiting Sarpanches and Panches would do in depth study of various activities
useful in our state during the tour. He said that Himachal Pradesh is marching very fast in adopting new horticulture techniques
for increasing its quality production and asked the visiting delegates to get
acquaint themselves with these procedures as it is very much needed in the
valley particularly in fruit belt area of Pattan.
Mr. Mir said that Himachal Pardesh remain peaceful state of the
country, which has provided rich dividends in
terms progress, development in all sectors to the
people of the state adding that our ambassadors would bring massage of
peace for the
people of the valley. He hoped that the army would organize such tour programmes
in future also.
Brigadier A.K Tyagi of 10th brigade of RR highlighted
the objectives of tour to aware the people of country that people of valley
wants peace and progress as the people of other parts of the country.
Principal Government Degree Collage Patten, Prof. Shaheena
also spoke on the occasion.

discusses social welfare schemes
Asks for
proper implementation at the grass root level
SRINAGAR,
JULY 03: A meeting of Departmental Related Standing Committee (DRSC) was held
under the Chairmanship of MLA, Mr. Khalid Najeeb Suharwardhy here today.
Among
others who attended the meeting include, Legislators, Chowdary Nizam-u-Din
Khatana, Sheikh Ghulam Qadir Pardesi, Mr. Nurboo Gialchan, Secretary Council
Mr. Mohammad Ashraf, officers of Social welfare Department and Women’s
Development Corporation.
A threadbare discussion was held on the various issues regarding
the centrally sponsored schemes, their implementation and achievements recorded
on physical
as well as financial fronts in the social welfare sector.
The
procedure for the procurement of nutrition for Anganwari Centers, details of
infrastructure and man power required for the Women’s Development Corporation
also come up during the discussion.
In meeting working status of Social welfare Advisory Board,
Schedule caste, Schedule tribe and OBC Corporation was also discussed.
Meeting was informed about the various activities taken up by the
Rehabilitation Council particularly for militancy affected people, besides
disabled and widows.
The Chairman asked the concerned departments to bring awareness
among the people about the centrally sponsored schemes so that they can get
benefit from these schemes launched for the purpose for the people.
The
Committee also stressed for the proper implementation, transparency and
efficiency while implementing all such schemes. Chairman asked the concerned
for strict coordination at all levels by while implementing the schemes in a
proper way.
The Committee assured the concerned departments for their fullest
support in raising important issues and in seeking their immediate redressal
from the concerned quarters.
Committee
on Estimates holds meeting
SRINAGAR,
JULY 3: The Meeting of the Committee on Estimates was held under the
Chairmanship of MLA, Ch. Mohammad Ramzan today and preliminary report furnished
by Director SKIMS Srinagar, Dr. Showkat Zargar was discussed.
The
meeting was attended by Mr. Mustafa Kamal, Mr. Ab. Rehman Veeri, Mr. Ab. Gaffar
Sofi, Mr. Mohammad Ashraf Mir, Mr. Syed Basharat Bukhari, Peerzada Mansoor
Hussain and Peer Aafaq Ahmad.
The
department was represented by Commissioner Secretary to Government, Health and
Medical Education Department, Director Health Services, Kashmir, Principals
Medical College Srinagar/Jammu and Medical Superintendent, G.B. Pant Hospital
Srinagar. The Committee decided to met again on July 18, 2012 at 11 am at the
same place.
Altaf for
bridging the gap between supply and demand of fodder
Asks
agro-wing to introduce improved varieties of fodder grasses and legumes
SRINAGAR,
JULY 03: Minister for Forests and Environment, Mian Altaf Ahmad has called for
adopting scientific approach for development pastures of fodder and high
altitude pastures for the live stock of the state.
Speaking
at a review meeting of Agrostology wing of J&K Forest Department at Civil
Secretariat today, the Minister said since our natural resources have been
subjected to tremendous biotic pressure by live stock population, there was
urgent need to ensure natural regeneration of pastures besides production of
quality fodder for the live stock population which has almost more than doubled
from 40.08 lakhs to 104.75 lakhs during last 50 years since 1956.
He said
in order to sustain the pasture and fodder development, the Agrostology wing of
the Forest Department has tremendous role to play adding that they should
ensure intensive and wise use of posture lands in forest areas and to improve
the quality of fodder by increasing and introducing improved varieties of grasses
and legumes. “This will also help to improve the economic status of nomadic
people of the state”, he added. He asked the Agrostology department to produce
quality grass seeds for further multiplication among the nomadic people and to
check imbalance between supply and demand of fodder. “Research and
extension for introduction of improved varieties of grass and legumes is of
primary importance in this regard”, Mian Altaf added.
The
meeting was informed that an amount of Rs. 82 lakhs under state plan is
proposed to be spent on pasture and fodder development in the state during the
current financial year with main focus on participatory grazing and land
management. Rs. 157.38 lakhs are also proposed to be spent on various schemes
related to pasture and fodder development under CAMPA.
The
meeting was further informed that an amount of Rs. 58.69 lakhs were spent on
various pasture and fodder development schemes under state plan where as Rs.
76.13 lakhs were spent for the purpose under CAMPA covering a total areas of
330 hectares of land and about 15.48 hundred quintal of green fodder which has
been distributed among 11253 beneficiaries during the last year which include
8032 in Kashmir and 3221 in Jammu region.
The
meeting was further informed that 390 Agro units have been established over an
area of about 4560 hectares of forest land where 16000 quintals of different
perennial species of grass and legumes are being produced annually.
Commissioner
Secretary, Forests, Mr. Umang Narula, Principal Chief Conservator of Forests,
Mr. Vinod Ranjan and other senior officers of the Agrostology wing attended the
meeting.
Handicrafts
workshop for artisans held at Kashmir Haat

SRINAGAR, JULY 3:-To promote and support handicrafts sector and
boost sales and earnings prospects of artisans in the domestic, national and
international market, Chief Secretary Madhav Lal as a part of the planned
“cluster development initiative” for Shaher-e-khas had asked for sensitizing
artisans regarding the programme and intervention plan by organising separate
workshops with craftsmen engaged in various traditional crafts.
“By
organising workshops with artisans, we will also be able to ascertain their
requirements and problems. Hence a comprehensive and holistic development plan
for each identified cluster needs to be formulated for expansion of their trade
and business” Madhav Lal said and had directed for organising workshops in this
regard.
In this
connection, the first workshop was held at Kashmir Haat on Tuesday, in which
artisans from Saraf Kadal copper ware cluster and Chatabal Leather cluster
participated and interacted with departmental experts. The key areas discussed
during the workshop included raw material, production process, marketing,
infrastructure, manpower, finance and awareness.
As many
as Ten workshops for artisans belonging to Zadibal Papermachie cluster, Safakadal Khatamband cluster, Safakadal Walnut-wood
carving cluster, Idgah Pashmina cluster, Noorbagh Aari-crewvel Cluster,
Sarafkadal Copperware cluster, Chatabal Leather cluster, Soura -Naware Kani
cluster, Botapora-shohama Sozni cluster and Kanchan-Pirpora Willow cluster are
being conducted as part of the project aimed at providing platform to the
artisans to interact with experts and further identify gaps for a better
intervention plan.
The
workshop was organised by J&K Entrepreneurship Development Institute
(JKEDI), appointed as the nodal agency and assisted by IL&FS clusters
appointed as the Cluster Development Agency (CDA) for the purpose. Director
Handicrafts Mr. Muzaffar Hussain also took part in the workshop and highlighted
various schemes and financial assistance programmes including Margin money
support, which each artisan as part of the cluster can avail once they get
registered under the ‘cluster development initiative’.
Entry
pass to National park cancelled
SRINAGAR,
JULY 03: According to Wildlife Warden Division Srinagar, entry of civilian to
the National Park has been cancelled henceforth.
The step, as per release, has been taken to provide conducive atmosphere for
the endangered species Hangul as the present season is the fawning season for
them.
The releases also maintained that due to excessive in flow of visitors to
Dachigam National Park during last few months the fauna particularly the
endangered species Hanguls has been disturbed to large extent.
The concerned Warden has sought public cooperation in this regard.
Governor makes second visit to review entire Yatra
circuit
SRINAGAR, JULY 3 – Within a week of the commencement
of the annual Yatra to Shri Amarnathji Shrine, Shri N.N. Vohra, Governor,
undertook a day long tour to visit all the Yatra Camps.
The Governor, who is Chairman of the Shri
Amarnathji Shrine Board, accompanied by Shri Navin K. Choudhary, Chief
Executive Officer of the Shrine Board, arrived at Pahalgam early today morning
and, after inspection of the Nunwan Base Camp he proceeded to Chandanwari to
see for himself the functioning of the Control-cum-Security Gate and the
counting of the Yatris embarking on the Yatra from the traditional route. At
the Chandanwari Gate the Governor directed the Camp Director Chandanwari to
forthwith moot a proposal for fixing railings and further strengthening
arrangements at the Exit Point, to ensure the safety of the Yatris.
The Governor next stopped at the crucial Sheshnag Camp
where he held discussions with the Camp Director, Additional Camp Directors and
senior Army and Security Forces officers. Thereafter, he proceeded to review
arrangements at the Panjtarni, Holy Cave, Baltal and Domel Camps.
At each of the Camp-wise review meetings, the Governor
reiterated his directions to the Camp Directors and their staff to ensure
effective sanitation and cleanliness, and particularly asked those running the
Langars to ensure hygiene and cleanliness in and around their premises. He
asked the Camp Directors to ensure that garbage was collected several times
during the day and transported to the designated dumping sites. The
Governor was satisfied to note, after talking to several Yatris at various
Camps, that the medicare facilities are adequate and sufficient stocks of
oxygen cylinders have been kept at all Camps, which were being replenished
regularly.
During his inspection of the arrangements the Governor
noticed that there were no toilets in the Frisking Area short of the Nunwan
Camp and outside the Nunwan Base Camp Gate, where Yatris collect in large
numbers. The Governor also noticed that there was no place for the Yatris to
seek shelter outside the Base Camp Gate in case of a sudden heavy shower. He
issued instructions for these deficiencies being made good on urgent basis.
At Chandanwari, the Governor inaugurated a Medical
Camp set up by the Bharat Sevashram Sangha, a Kolkata based NGO which has been
rendering useful services to the pilgrims for the past several years.
At the Panjtarni Camp several Yatris met the Governor
and complained that Pawan Hans Helicopters Limited was not running an adequate number
of sorties every day because, reportedly, one of its two Helicopters were not
fit to fly. The Governor asked the CEO to immediately take up this matter with
Chairman and Managing Director, Pawan Hans Helicopters.
At the Holy Cave the Governor paid obeisance at the
Shrine and particularly reviewed the queue system and the manner in which the
Yatris were being enabled to perform Darshan.
At Domel, the Governor inaugurated a system set
up by the Shri Amarnath Barfani Langar Organisation (SABLO) which would
supply free power to illuminate light points located all along the track from
Domel to Brarimarg. The Governor conveyed appreciation to Mr Vijay Thakur,
President SABLO, and other functionaries of this organisation who were present
on this occasion. At the Baltal Base Camp, the Governor inspected the
functioning of the Sewage Treatment Plant, the functioning of the Special Yatri
Post Office and the Railway Reservation Counter.
At all the Camps visited by him, the Governor asked
the Camp Directors to daily review and improve the arrangements and facilities
for the Yatris, as required.
Among those present in the review meetings at the
various Camps included Mr Farooq Ahmad Shah, Deputy Commissioner, Anantnag; Col
Sriram; Col Gunjan; Mr R.K. Jalla, SSP, Anantnag; Mr. Mir Altaf Ahmad, Chief
Executive Officer, Pahalgam Development Authority; Mr Mohammad Haroon Malik,
Additional Deputy Commissioner, Ganderbal; Mr Shahid Mehraj, Superintendent of
Police, Ganderbal; Mr Mohammad Yousuf, CEO, Sonamarg Development Authority;
District and Divisional level officers of PDD, Health, PHE, CAPD, Forests and
Environment, Labour and other concerned Departments besides the senior most
officers of the Police, Central Para Military Forces and the Army who were
deployed in the Yatra area.
CM condemns killing of
police personnel
SRINAGAR, JULY 3- Chief
Minister, Omar Abdullah has condemned the killing of two police personnel
describing the act cowardice and inhuman.
The Chief Minister conveyed
his sympathy to the bereaved families and prayed for peace to the departed
soul.
Liberal funding from Centre paced up JK’s development: Dy.
CM
Nunmai (Kulgam), July 3: Deputy Chief Minister, Tara Chand
has said that liberal funding from Centre not only paced up the development
process in the State but also paved way for completion of several mega
projects. He was addressing public gathering at Nunmai in Kulgam district
today.
The Deputy Chief Minister said that
apart from improving basic needs of the people, health, R&B, tourism,
education, rural and urban development sectors are among the priorities of the
Government. He said the development plans framed by Chief Minister, Omar
Abdullah led coalition would ensure equitable development of all areas of the
State.
Mr Tara Chand said that the widening of national highways,
laying of railway lines and giving International Airport status to Srinagar
Airport would go a long way in improving the economy of the State. Terming tourism
back bone of the economy of the State, he said need is to create necessary
tourist infrastructure to meet the requirements of the tourists. He said 30
flights of different airlines are operating on Srinagar Airport for convenience
of the tourists. He said UPA Chairperson, Mrs Sonia Gandhi is also keen for the
development of the State.
Referring the demands of the people, Mr. Tara Chand assured
them that all genuine demands would be fulfilled in phased manner.
MLC, Mohammad Amin Bhat, former MLA, Haji Abdul Rasheed Dar
and other activists were present and spoke on the occasion.

Hurriyat leaders invited to Pakistan
Srinagar July 3 (VOS): Top leadership from both factions of the Hurriyat
Conference today called upon the Pakistan Foreign Secretary at the Pakistan
High Commission in New Delhi to hold deliberations ahead of the Foreign
Secretary Level talks between India and Pakistan.
Chairman Hurriyat Conference (G), had a one to
one interaction with the Pakistan Foreign Secretary in the afternoon.
“I told the Pakistan Foreign Secretary that the
bilateral talks are a futile exercise and there has been no forward movement on
any issue earlier”, Hurriyat(G) spokesperson said quoting Geelani adding
the Pak FS was told the earlier bilateral agreements between India and Pakistan
harmed the Kashmir cause to a great deal.
Geelani also exhorted upon the Pakistan FS to
press for involvement of Kashmiri leadership in the talks. “There can be no
forward movement unless Kashmiris were made a part of the talks who are the
main stakeholders in Kashmir”, he quoted Geelani of having said.
Geelani is also reported to have told the
Pakistan FS to ensure the process doesn’t go on for too long. “Whether Pakistan
supports Kashmiris of not, they will continue their struggle”, Geelani was
quoted of having told the Pakistan FS.
According to Akbar, the Pakistan Foreigh
Secreatary admitted that Pakistan has suffered due to certain limitations on
the diplomatic front.
Meanwhile, the 8 member executive committee of
the Hurriyat Conference led by Mirwaiz Umer Farooq also met the Pakistan
Foreign Secretary Jaleel Abbasi in the evening. The meeting, according to
Hurriyat sources, lasted for close to two hours.
“We expressed our displeasure to the Pakistan
Foreign Secretary over lack of forward movement between India and Pakistan on
Kashmir issue”, Hurriyat Chairman Mirwaiz Umer Farooq told VOS over phone from
New Delhi adding that the Hurriyat expressed its concern over lack
implementation of Confidence Building Measures like cross LoC contacts etc.
“We told him, It is ok to go ahead stepwise but
there is no visible forward movement and the process is going on round and round
in a circle”, said Mirwaiz.
The Pakistan FS, according to Mirwaiz, said the
Pakistan government is sensitive to all issues pertaining to Kashmir. He also
pledged to continue the diplomatic and moral support to the Kashmir cause.
He said
The Pakistan Foreign Secretary has also invited
the Hurriyat leadership to Pakistan sometime in the month of September or
October. “Kashmir is the core issues for Pakistan and the APHC being the
representative of sentiments and aspirations, we want to develop a consensus
with them”, the Pakistan Foreign Sources was quoted of having told Hurriyat
leadership.
Meanwhile, JKLF Chairman Mohammd Yasin Malik met
the Pakistan Foreign Secretary in the evening for an exchange of ideas ahead of
the Indo-Pak FS level talks.
“We told the Pakistan FS that we are not against
the normalization of trade relations between India and Pakistan nor are we
against the resolution of other issues, however, focus should be maintained on
solution of Kashmir issue”, the JKLF Chairman claimed to have told the Pakistan
FS. Malik also stressed on the Pak FS that since Kashmiris were suffering and
lives were being lost, solution of Kashmir should be given top priority.
The JKLF Chairman also asked the Pak FS to stress
upon inclusion of Kashmiris into the talks between the two countries.
“The FS assured us that he will take up Kashmir
with the Indian side during the talks”, said Malik “The Pakistani side is
hopeful of forward movement in wake of positive signals from different quarters
in the Indian side”, he added. (VOS)
Implement working group recommendations: NC to PM
Restoration of autonomy our mission: Sagar
SRINAGAR, July 3(VOS): National Conference (NC) today appealed the Prime
Minister Dr Manmohan Singh to implement recommendations of his working group
headed by Justice Sageer over restoration of internal autonomy in Jammu and
Kashmir.
In a meeting at party headquarters in connection
with the function to be organized on 11th July to commemorate the
Madar-e-Mehrban day and Martry’s day on 13th July under the chairmanship
of Provincial President Ali Mohd Dar, the participants passed a resolution
requesting the Prime Minister to implement the recommendations of his own
committee to end political uncertainty in the state.
In his speech additional General Secretary of the
party Sheikh Mustafa Kamal said that it would be for the best interests of both
the state and central governments to implement the recommendation of the
working group. He said Prime Minister should show his magnanimity and initiate
the process of implementations of the working group
“The autonomy document has become a legal
document now. It has been recommended and passed by state legislature. The
document has been endorsed by Justice Sageer also. Its time New Delhi should
adopt a path of reaching out to the people by endorsing the demand of the
national Conference,” he said.
Minister for Rural Development, Law and
parliamentary affairs, Ali Mohammad Sagar, in his speech said that every party
has its own agenda, and we respect that. Similarly NC has its own and
restoration of autonomy is not only a demand but also a mission for which our
leadership and workers have given countless sacrifices. No party at the centre
and state has given as many sacrifices, as our party has, so when we demand restoration
of Autonomy we reflect the genuine aspiration of the people of the state,” he
said.
Assuring people that Dastgeer Sahib shrine would
be re- constructed on the old pattern, Sagar said “We have already given the
orders to reconstruct the shrine. People must maintain faith and confidence
with Chief Minister Omar Abdullah as he had already taken initiative to
reconstruct the shrine in shortest period of time,” he said.
Mian Altaf, Mubarak Gul, Ahmed Shah, Mohd Yousug
Teng and Nasir Wani, reiterated the stand of the party and demanded the
restoration of 1953 position. They said that the resolve of the party is strong
like a rock and the party will never compromise on the autonomy document. The
document is the lifeline of the party and hope of people of entire state. The
document has been endorsed by people of all the regions of the state. They also
highlighted the contribution of Begum Abdullah and Martyrs of 1931.
Provincial President Ali Mohammad Dar on the
occasion said that people must make sure their presence on July 11, at Naseem
Bagh Hazratbal on the 12th death anniversary of Begum Akbar Jehan. He also
said that the July 13 programme at Martyrs graveyard at Naqshband Sahib will be
announced later as the party has approached deputy commissioner Srinagar for
his approval.
The other leaders who paid rich tributes to Begum
Akbar Jehan and 1931 martyrs includes, MoS home, Nasir Aslam Wani, forest
minister Mian Altaf Ahmad, political advisor to Chief Minister Mubarak Gul,
vice chairman legislative council Mohammad Yousuf Tang, NC spokesman Tanvir
Sadiq, provincial secretary G.A.Saloora, MlA Sopore Mohammad Ashraf Ganie, MLC
G.A. Pardesi and other senior leaders of the party.
Meanwhile the party while expressing sorrow over
the incident of fire at Peer Dastageer Sahib (RA) shrine Khanyar, appreciated
the immediate action taken by the Chairman Wakf Board and Chief Minister Omar
Abdullah to restore the gutted shrine with 24 months.

Srinagar July 3 (VOS): On the invitation of the government, the state
employees’ Joint Consultative Committee (JCC) this evening discussed the
demands of the agitating employees in an hour long meeting with the State Chief
Secretary Madhav Lal held at the Civil Secretariat here.
The JCC leaders, who met the Chief Secretary and
the Commissioner General Administration Department Mushtaq Ahmad included

“This meeting itself indicates positive attitude
of the government”, JCC leader Mohammad Khurshid Alam told VOS adding
the JCC’s hopes of a breakthrough have been strengthened.
Alam said the Chief Minister gave them a patient
hearing and discussed all issues including contentious issue of enhancement in
retirement age.
“The Chief Secretary has told us the committee
headed by him, constituted for looking into our demands has recommended
extension in the retirement age by two years”, Alam told VOS.
Meanwhile, JCC leader Abdul Qayoom Wani said some
demands of employees were discussed with a positive outcome. “There was some
forward movement on issues regarding daily wagers, pay anomaly etc.”, said Wani
adding the attitude of the government looks positive and encouraging.
When asked whether the JCC will call off its
proposed protest programme, he said “There will be no change to our already
framed programme unless there is some positive outcome”, Wani said adding
unless the government acts upon their demands, and they will continue their
agitation. However, he said the JCC was always open to dialogue with the
government.
The JCC leaders thanked the Chief Secretary for
what they called his “positive approach” towards their demands.
The Chief Secreatary, according to the JCC
leaders, told them the final decision on enhancement in retirement age will be
taken by the political executive. He has assured the JCC leaders of following

Scenes of chaos and confusion were today
witnessed at Pahalgam as a result of a scuffle breaking out between the local
ponywallas and the Langarwallas and tentwallas serving the Amarnath yatris.

According to eyewitnesses, some Border Security
Force troopers had an altercation with the ponywallas after which the troops
allegedly beat them up. The agitated ponywallas, later tried to ransack the
langars and tents meant for Amarnath Yatris.
Deputy Commissioner Anantnag and SSP Anantnag
rushed to the spot in order to pacify the situation. The Yatra police officer
also joined them to take stock of the situation.
“The matter was amicalbly resolved.
Situation has been brought under control and the yatra will continue”, Deputy

Srinagar, July 03 (VOS): One person earlier injured in a road accident
succumbed to injuries at SKIMS, Soura while ten others were injured in
different road accidents across the Kashmir Valley.
One person injured in road accident on Sunday at
Usman Abad, Srinagar, falling under the jurisdiction of police station
Soura, Srinagar died in hospital. The injured Abid Ahmad Tarfarosh
son of Ghulam Ahmad resident of Upper Soura succumbed to his injuries
.
A sumo bearing registration number JK05B/0241 hit
and injured a pedestrian Bisma age 15 years daughter of Manzoor Ahmad Sheikh
resident of Khag at Main Market Khag, Budgam. The injured has been shifted to
SKIMS Soura, Srinagar for treatment.
In another accident, a Tata Mobile bearing
registration number JK05A/6062 driven by Aijaz Ahmad Wani hit and injured a
girl Yasmeena age 04 years daughter of Abdul Rashid Mir resident of Zethan at
Zethan Chowk, Sopore. The injured was shifted to hospital for treatment. A case
has been registered in this regard.
In another accident, A Motorcycle bearing
registration number JK02A/5502 on way from Rajouri to Shopian fell into a Gorge
near Sukhoo Sarai, Shopian, falling under the jurisdiction of police station
Shopian, resulting in injuries to Motorcyclist and pillion mate. Both injured
have been shifted to SKIMS, Soura, Srinagar for treatment. A case has
been registered in this regard.

number JK05/3096 hit by a Sumo bearing registration number JK05/8847 at Uran
Baramulla, falling under the jurisdiction of police station Boniyar, resulting
in injuries to Motorcyclist Shakeel Ahmad Mir age 27 years son of Bashir Ahmad
resident of Uran Baramulla. The injured has been shifted to SKIMS,
Soura, Srinagar for treatment.

JK03B/61342 rolled down from road at Sangam, Anantnag, falling under the
jurisdiction of police station Kokernag, resulting in injuries to five persons.

Peoples Conference vows to usher in the Dream of

youth workers and activists from Langate Kupwara led by senior youth activist
Azad Ahamad Bhat joined Peoples’ Conference in the presence of the party
Chairman, Sajad Gani Lone on Tuesday.

Responding to AMK demand that government fulfils its promise of introducing Kashmiri as a subject at secondary school level, Rather assured that he will take up the matter with Chief Minister and ensure that this long pending demand is fulfilled. The Minister announced that the under-construction degree college in Charar-e-Sharief will have a well-established Sheikhul Aalam Chair to study and promote the literature and teachings of Alamdar-e-Kashmir. concerns about the various mother tongues of J&K, Rather said government is committed to promote all mother tongues and eager to seek help and guidance of AMK in that objective.

Dawat-I-Minhaj-ul-Islam stresses upon the
Government for the release of Mirwaiz South Kashmir Qazi yasir Sahab.
Srinagar July 3 (VOS): The chairman of Dawat-I-Minhaj-ul-Islam Dr. Syed
Mubashir has stressed upon the government to release Moulana Qazi Yasir
also appealed the government for providing proper security arrangements for the
Shrines of the valley so that the future untoward incident can be avoided.
According to the spokesman
Dawat-I-Minhaj-ul-Islam Dr. Syed Mubashir, that the executive council meeting
of (DMI) was held at its Central Office Srinagar presided by Chairman Moulana
Ghulam Mohammad Naqeeb, in this meeting so many matters were discussed
especially the tragic fire incident of Dastigeer Sahab (RA) shrine at khanayar
Srinagar. The Various executive members across from the valley participated
especially President Moulana sajad Ishberi, General secretary moulvi Mohammd
ramzan, secretary Ishfaq naqeeb, Shabir Attari, Syed Adil,Mushtaq Aahmad and
other members of DMI were present , it was observed in the meeting that the
inefficiency and corruption within the Wakfboard is responsible for this tragic
loss and any enquiry by the government without boarding Mutahida Ulema
Ahlisunnat will not be accepted .The members also condemned the arrest of
innocent Ulemas especially Moulana Qazi yasir Sahab and other youths of the
valley.
Engineer threatens to shift stray dogs to
ministers’ courtyards
Srinagar July 3 (VOS): Expressing anguish over the increasing attacks on
people by stray dogs in his constituency, MLA Langate, Engineer Rasheed has
threatened to shift hundreds of stray dogs from his constituency to the
courtyards of Ministers and bureaucrats.
“I warn the Govt of dire consequences if it
failed to protect the lives of innocent people”, he said in a press statement
issued from here today.
MLA Langate said that about 41 people, majority
of them children, have been attacked by stray dogs in one day and are
critically and ruthlessly injured. He said that during last two months hundreds
of stray dogs have been brought into remote villages and nearby towns during night
hours which has exposed the Govt machinery to deal with these stray dogs and
has proved that instead of dealing with the dogs government has put life of
thousands of innocents to risk.
“It seems that Govt had given free hand in
2010 to security forces to kill Kashmiri youth and now in 2012 the same job has
been given to stray dogs”, Engineer said and questioned that if the security
agencies would have got information about presence of a militant in the, stray
dog hit effected, area would the action have been same? “Obviously security
agencies would have deployed hundreds of security personnel and would have also
used helicopters to kill even a single militant. However the rights of esteemed
dogs are so protected that no one can dare to throw a stone towards them even
if they kill dozens of innocents”, Er Rasheed said.
Reminding the incident of a child falling into a
well, in Haryana, Er Rasheed said” when prince fell in a well whole India
was worried and even the Army was pressed into the service to save the 5 year
old boy but nobody seems to be worried for the kashmiri kids of same age who
are being bitten and killed by stray dogs”.
While threatening the government MLA Langate said
“if govt fails to clear my constituency from the stray dogs within 5 days I,
with the help of locals, will bundle the stray dogs and throw them in the court
yards of ministers and bureaucrats who are more worried about dogs rather than
Kashmiri’s”.
Rawalpora girl tops CET list among girls
Srinagar July 3 (VOS): Hard work and focused attention on cracking the Common
Entrance Test (CET) catapulted this uptown teen to hold the place of pride this
year. Beenish Shafi, a student of Presentation Convent School secured 207
points to top the MBBS merit list among girls. In the overall ranking, she
finished as second topper in the list.
“I was sure of making it to the top. I rigorously
prepared from the very beginning and my teachers and parents were there to help
me”, Beenish said.
Beenish, daughter of engineer and doctor parents
from Rawalpora in uptiwn Srinagar gives credit to Resonance School of Chemistry
coach Javed Reshi who encouraged her to dream big. “There are other teachers
who helped me but the paramount help and encouragement came from my parents who
asked to me stay positive and focused”, she said.
Beenish said the hard work and proper guidance of
teachers is the main key for clearing competitive examinations. Encouraged by
her brilliant success Beenish is now contemplating to prepare for civil service
examinations after completing the medical course.
Police Constables killed at Pulwama, Kulgam
Srinagar July 3 (VOS): Unknown militants today fired upon and killed two
constables of Jammu and Kashmir Police in separate incidents at Pulwama and
Kulgam townships.
“Unknown militants fired upon one Constable
Mukhtair Ahmad Bhat 466/Kgm, near Yaripora-Kulgam. The injured Constable was
rushed to Sub District Hospital-Kulgam, where he succumbed”, said a police
spokesman. The incident happened this evening, when the deceased Constable
was performing his duties, he added.
Meanwhile,
unknown militants fired upon Constable Dalbeer Singh 1446/Pl, near Rajpora
Chowk in Pulwama. The injured Constable was rushed to Shri Maharaja Hari Singh
Hospital-SMHS, Srinagar, where he succumbed to his injuries.
Both the
police constables were performing their duties, when they were fired upon by
unknown gunmen.
Advocate Mir Suhail resigns
Srinagar July 3 (VOS): Former joint secretary of High Court Bar Association,
Advocate Mir Suhail has resigned from active services as standing counsel to
government.
He represented several government departments
from 2009 till date. “I resigned from the job due to some unavoidable personal
reasons”, he told VOS over phone.
