Governor visits Pir Ki Galli, Hirpora Wildlife Sanctuary; receives briefing about construction of Mughal Road Project

SRINAGAR, JULY 2 – Mr. N. N. Vohra, Governor, travelled on the Mughal Road and visited Pir Ki Galli.
Emphasizing the high importance of this road, the Governor observed that besides providing the shortest road link between Poonch and Rajouri districts in Jammu Division and the Kashmir Valley, this Highway shall open up the entire area for trekking, mountaineering, tourism and speedy economic development. In this context, the Governor stressed the importance of this important road being fully completed, in every way, on the speediest possible basis.  
Mr. Mohammad Javed Khan, Deputy Commissioner, Shopian, Mr. Mumtaz Ahmad, SP Shopian, Mr. Bimal Tikoo, Chief Engineer Mughal Road Project, senior functionaries and engineers of the Hindustan Construction Company, Forests and Wildlife Officers and several other officers were present on the occasion.
Briefing the Governor, Mr. Bimal Tikoo, Chief Engineer, Mughal Road Project, and Mr. Mathew Marcus, senior officer of HCC, informed that presently work is apace on the clearance of landslides and snow avalanches, construction of bridges, culverts, drains, retaining and breast walls, widening, surfacing and blacktopping on various stretches of the road. Mr. Tikoo said that so far an amount of Rs. 529 crore has been spent on the construction of the 84 kilometre Mughal Road from Bafliaz to Shopian, against an estimated cost of Rs. 639.85 crore. This includes the compensation for the removal of structures, trees etc, shifting of services and purchase of snow clearance equipments. He stated that efforts have been intensified to commission this road within the earliest possible timeframe.
The Governor, accompanied by Mrs. Usha Vohra, First Lady, also visited Hirpora Wildlife Sanctuary and took keen interest in the animals and birds species which inhibit this reserved area.
Mr. Itesar Suhail, Wildlife Warden Shopian, briefed the Governor about the Hirpora Wildlife Sanctuary which spreads over an area of 341 square kilometers. Markhor, which is found in this Sanctuary, is a critically endangered species. Other species are Brown Bear, Musk Deer, Leopard and 130 species of birds.
The Governor and the First Lady paid obeisance at the Shrine of Hazrat Ahmad Karim Sahib at Pir Ki Galli and prayed for sustained peace and prosperity in the State.

SRINAGAR, JULY 02: Minister for Science and Technology Aga Syed Ruhullah Mehdi today said that Aroma Industry in Jammu and Kashmir has great scope for providing job opportunities to the youth to earn their livelihood with dignity as the said industry has immense potential to flourish in several districts of Kashmir valley and Jammu division.
The Minister was addressing an inaugural function of 2-day National seminar on ‘’Catalyzing the growth of Aroma Industry in Jammu and Kashmir”  organized by CSIR- Indian Institute of Integrative Medicine (IIIM), J&K ” at Sanat Nagar today.
The Minister said the topic chosen for the seminar is very important as far as the present needs are concerned. He said IIIM has been doing yoeman’s service in providing a platform for exchange of knowledge and skills on present practices relevant to essential oils and aroma products.
Stressing for enlisting recent issues concerning the essential oil trends, the Minister asked the management of IIIM to find solution to the problems confronting Indian Aroma Industry.
Director, IIIM, Dr. R. Vishwakarma in his welcome address spoke about the theme and objectives of organizing the seminar. He said that main objective is to provide synergetic platform for discussion and closer interaction among participants and stakeholders coming from different backgrounds and institutions. The delegates shall have an opportunity to express their contribution and suggestions besides establishing networks among those who wish to communicate, commerce, study and research on the issues, concerns and prospects in the field of aromatic plants and its products.
The Minister went round various units of the Institute which include Leather Training Centre. The Director of the Institute Dr. Vishwa Karma apprised the Minister that about 25 girls have been enrolled in the centre for one year Leather Training. He said that Rs. 1000 is being paid as remuneration to the candidates during the training period. He said that after completion of the course, the trainees will set up their own income generating units with financial assistance of the government thus making them self reliant.
Later, in the technical session, Dr. A. S. Shawl in his presentation titled, “Processing and cultivation of selected aromatic plants in J&K” gave detailed awareness about the climatic and weather conditions of valley and its feasibility to grow Aromatic plants for finding a solution to unemployment and assuring prosperity in length and breadth of the state.
Several dignatories from across the country took part in panel discussion and suggested certain concrete recommendations for boosting Aromatic Industry in the State. They include R.Vishwakarma, V.Shankaranarayan, R.C.Varshney, R.K.Harlalka, Shakti Vinay Shukla,  Ramakant Harlalka , A.S. Shawl, G.S.Ranade, R.K.Raina, Suresh Chandra, Y.S. Bedi , Gazala Amin, and Abdul Rauf.

Asks officers to complete ongoing schemes in time bound manner
            SRINAGAR, JULY 02: Speaker, Jammu and Kashmir Legislative Assembly Mr. Mohammad Akbar Lone has said that focused attention has been paid towards the all round development of the State with special thrust for improvement and upgradation of basic amenities during last 3 years Omar led government.
            Addressing a series of public meetings during his tour of Sumbal Sonawari Constituency at Trigam Shadipora, Asham, Kowpora and Shahtulpur  Mohallah, Mr. Lone said that the government have provided equal opportunities of development to all the regions, sections and communities, adding that the promises made during assembly election 2008 for over all development of the constituency would be fulfilled in a phased manner. He asked respectable people of Shahtulpur village to project their developmental needs which would be taken up for early execution. He assured them that their genuine demand would be fulfilled on priority basis.
            The Speaker said the State and Central governments have launched various welfare schemes for upliftment of poor and downtrodden and asked them to come forward and take maximum benefits of these schemes. He said present government is the people’s government and is working earnestly for the welfare and development of the State. He said the development process initiated by the Government across the State should be monitored by the people in their areas to ensure the execution of these schemes for proper infrastructure building in their localities.
            During his visit, the Speaker inspected various developmental works under execution in these areas and directed the executing agencies to speed up the pace of work and complete them in a time bound manner. He asked them to use standard material and cautioned that no compromise should be made on this count.

Directs concerned for time bound completion of road projects
SRINAGAR, JULY 02: The meeting of Public Accounts Committee (PAC) of Legislative Assembly on Roads and Buildings (R&B) held under the Chairmanship of MLA Mr. Rafi Ahmed Mir here today.
The committee discussed CAG’s Audit Para’s Pertaining to R&B besides functionering of the department. The Committee also discussed audit Para no. 3 of CAG’s Audit report 2010-11 pertaining to Public works Department.
 While discussing the issue relating to pending works of Roads, Buildings, and Bridges, the committee stressed upon the concerned Officers to  complete them in a  time bound manner.
 Legislators,  Mr. Vikar Rasool Vani, Mr. Tsetan Namgyal, Mr. Kafeel-ul-Rehman, Mr. Peerzada Mansoor Hussain, Mr. Vijay Bakaya, Bashir Magray, Mr. Nazir Ahmed Gurezi, Smt. Indu Pawar, Syed Basharat Ahmed Bhukhari, Mr. Sukhnandan, Mr. Feroz Ahmed Khan and Smt. Bimla Luthra gave their valuable suggestions to improve the functioning of the R&B and its allied sectors.
The committee was satisfied with the reply given in the response to the audit Para’s 3.10.4 and 3.10.7 and also decided to have on spot visit of Mughal Road to inspect the pace of ongoing work.
The Committee also discussed the progress achieved under Centrally schemes like PMGSY, CRF and directed the concerned to speed up the pace of ongoing  works besides, instructed ensuring eviction of encroachment of roads if any.

Sakina distributes Scholarships worth more than Rs.74 lakhs among the students of SSM College
SRINAGAR, JULY 2:- The Minister for Social Welfare Department, Ms Sakina Itoo on Monday distributed cheques worth Rs.74.61, 125 lakh near about 300 students of SSM College of Engineering and Technology, Parihaspora, Pattan in district Baramulla as Merit cum Means scholarships scheme which is aimed to provide financial support to the students of the minorities, downtrodden, SC, ST and other weaker sections.
 The District Development Commissioner, Mr. G.M. Khawaja, Principal, SSM College, Professor Nazir Ahmed Shah, Chairman, Dr. Qazi Shabir Ahmed, senior district officers and functionaries of the College were present at the function.
After distributing the scholarships for the year 2011-12 comprising Rs.30.85,860 lakhs for 122 fresh students and Rs.43.75,265 lakhs for 171 others  students, the Minister said that the Social Welfare Department is trying its utmost to accommodate more and more students belonging to downtrodden and weaker sections under various scholarship schemes including merit cum means,  so that these  ignored communities may be able to provide best quality education to their children. She said by acquiring good quality education,  these children would certainly occupy higher posts and accordingly would play their role for the progress and the overall development of the State.
Ms Sakina further said that today’s generation is our tomorrow and they have to lead the nation in the field of development the society. She said that during the last two decades, it was the youth who suffered much and received a big jolt in receiving quality education according to their wishes.
The Minister said that the Merit cum Means scholarship scheme is now on-line for total transparency and accountability, so that the deserving students may not feel any king of apprehensions. She said that her department is very much keen to uplift the destitute, poor, downtrodden and neglected sections so that they able to live with dignity and honour. She said that the main aim of awarding scholarships to the poor and weaker sections is to reduce burden of the cost of education of their wards.
The Minister lauded the role of the College administration for making the career of the students of the college bright and result oriented and in a shortest period of time has achieved notable success by imparting technical education to the students in various fields, she added.

RMSA organises 3 days State level workshop on Matrix Mapping and AWP & Budget Formulation
            SRINAGAR, JULY 02: A 3-day State level workshop on Matrix Mapping and Annual Work Plan and Budget Formulation of Rastriya Madhyamik Shiksha Abhiyan (RMSA) was today inaugurated by Secretary, School Education, Mr. Farooq Ahmad Fakhtoo.
            Director School Education, Mr. Mohammad Shafi Rather, Director RMSA, Mr. Hilal Ahmad Parray, experts from National University of Education, Planning and Administration (NUEPA) from New Delhi, Prof. K. Biswal and Prof. Dr. N.K. Mohanti were present on the occasion besides special representatives of RMSA all over the State.
            The workshop was first of its kind organized by Directorate of RMSA.
            Addressing the workshop, Secretary Education appreciated the organizers for holding such kind of workshop within the shortest possible time. He said preparation of school mapping is the first step for ‘school improvement plan’ which is the basic concept of RMSA adding school mapping is an useful exercise to rationally allocate educational facilities. He directed the concerned officers to take utmost care in preparation of mapping and apply all norms in letter and spirit. He said Central Government is enough generous in providing funds for rebuilding the infrastructure damaged during turmoil.
            Director School Education said that RMSA is a revolutionary intervention from the Central Government in universalizing the secondary level school education. He said everybody hails the new scheme and urged upon the concerned to ensure quick disposal of mapping so that process for upgrading middle schools to the level of high schools is taken speedily. He assured full support to the Director RMSA in implementation of the scheme.
            Director RMSA said that 526 middle schools have been upgraded to high schools during the last years adding work plan stands transferred to R&B department where work is in progress at different levels of completion. He said 2014 high schools have given annual grant of Rs. 19 crores besides special training imparted to 6779 teachers. 7077 9th and 10 class students were covered under excursion trip under the scheme, he added.
            Special Expert NUEPA while addressing, underlined the need for school mapping adding only then we can do justices with school improvement planning. “Sarva Shiksha Abhiyan was concentrated to Village Education Plan  while RMSA to School Improvement Plan” said Biswal adding without proper planning there will be the huge expenditure on the state exchequer.
J&K ERA spends Rs. 93 crores on different water supply projects in Srinagar
8 lakh people of Srinagar city being benefited directly
            SRINAGAR, JULY 02: Jammu and Kashmir Economic Reconstruction Agency (ERA) has made an expenditure of Rs. 93 crores on various water supply projects under Asian Development Bank (ADB) funded Multi sector Project for Infrastructure Rehabilitation in Srinagar city.
            The Agency has already completed work on three major water supply schemes under urban component of MPIR in the Srinagar city and about 8 lakh people of Srinagar city are being benefitted by these projects which include laying of 51 Kilometre Rangil Water transmission main, 13 Kilometre Nishat Dalbund transmission main and 24 Kilometre Nishat Taley Manzil and Doodhganga transmission main.
            This was stated by the Chief Executive Officer, J&K ERA, Mr. Saurabh Bhagat today while taking a review of water supply projects being undertaken by J&K ERA in Srinagar city.
            Mr. Bhagat said that Rs. 18.29 crores have so far been incurred on Rangil, Nishat, Aliesteng, Doodhganga and Pokhribal Water Treatment Plants in Srinagar city.
            The Project Manager Urban, Kashmir informed the Chief Executive Officer that major portion of civil works on these treatment plants which includes construction of back wash tanks, clarifloculator (s), overhead tanks and chlorination system have been completed. He said the revamping of WTPs also includes replacement of worn out mechanical & electrical equipments to enhance the water treatment capacity of these plants.
            He further said that in order to make water treatment environmental friendly J&K ERA has also taken up construction of zero discharge tanks at these plants for treatment and recycling of water used for washing of water treatment units which are estimated to cost Rs 6.1 crores.

Div Com issues PSA warrants for 50 persons under Anti Narcotics Act till date
                SRINAGAR, JULY 02: In order to curb the menace of drug the Divisional Commissioner, Kashmir, Dr. Asgar Hassan Samoon, issued warrants for 50 persons under Public Safety Act, till date. 27 warrants were issued in the year 2011-12 under Section (3) of Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PNDPS) Act, 1988 and 23 persons were detained under PSA for committing offenses under the Act, last year. The names of the detained persons have been loaded on the website www.kashmirdivision.nic.in
            Under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988 the Central and State Governments are empowered to make orders of detention with respect to any person, including a foreigner, if they are of the opinion that it is necessary so to do, with a view to preventing them from committing illicit traffic in narcotic drugs and psychotropic substances, which includes cultivation of opium, poppy or any cannabis plant, or engaging in the production, manufacture, possession, etc., of narcotic drugs or psychotropic substance. Under the Act, drug traffickers can be detained for a period of one to two years, so as to prevent them from indulging in such illegal activities.
Successful Double Cropping in District Budgam
            BUDGAM JULY 02:- In order to popularize wheat-Paddy rotation and bring uncultivable area under cultivation of various crops in Valley, department   of   Agriculture   has raised the wheat crop on 120 Kanals of land at Village Wahabpora in Zone Soibugh, District Budgam.
            The land was earlier occupied by Brick kilns which have almost been rendered barren. The soil was first treated with organic manure and wheat crop was grown for which Seed/ Fertilizer was given to the farmers free of cost. The farmers have given full cooperation to the Department and were enthusiastic when the crop was harvested and department has also provided thresher thereby reducing the time and cost of labour of the farming community in that area.
            The average yield obtained per Kanal was 2 quintals. Also department had helped them financially by procuring the same crop at a much reasonable rate for which farmers have expressed gratitude and satisfaction towards the Department. The farmers were advised to go for second crop which includes the Moong and Beans, thereby making the optimum use of their land for which department will provide them technical guidance etc. Mean while Chief Agriculture Officer, Budgam M. A. Parray said during Rabi 2011- 12, 400 Kanals of land was covered under Wheat Crop in District under the Integrated Cereal Development Programme (ICDP) for promoting double cropping in the area.

Devise a pilot project for formation of Shalimar microbes: Mir asks SKUAST-K
SKUAST-K first university in northern India to produce liquid Biofertilizer
            WADOORA (SOPORE), JULY 02: Minister for Agriculture, Mr Ghulam Hassan Mir today asked the SKUAST-K to devise a pilot project for formation of “Shalimar microbes” at the earliest on large scale so that the farmers of the state are being benefited with new research of organic farming.
            The Minister said this while inaugurating the Bio fertilizer plant, in the wadoora campus this afternoon which is the biggest plant among northern agriculture universities.  With this the SKUAST-K has become the first Agriculture University in northern India to produce liquid bio- fertiliser material and Shalimar microbes for the benefit of growers and farmers of the valley.
            Minister was accompanied with Vice Chancellor SKUAST-K Dr. Tej Partap,  Director Research SKUAST-K, Mr Shafiq Wani Director Horticulture  Kashmir ,  G.H. Shah, Director Agriculture Kashmir, DR Farooq Ahmad lone, Associate Director Research, Dr M.Y. Zargar and other senior officers.
            The Minister Hailed the research work of scientists for producing a microbe which can be used for decomposition of solid waste, removal of bad smell from solid waste besides preparing feed material for animals and  growth of fisheries by effecting certain changes in the composition of the microbe. He said the main use of this microbe would help in infusing eco friendly organic farming among the farmers of the state.
            Mr Mir said  the across the state , the tones of solid waste are being produced in rural and urban areas which is not decomposed easily .He said by spraying of  Shalimar microbes on solid waste would decompose it  within 45 days and this could be changed easily into vermicomposting through these units to produce organic fertiliser. He said that the organic farming is a holistic farming system that synergises agriculture production with the sustenance of various support system and ecosystem service.
            The Minister said that universities are doing lot of research work for so many years for the benefit of common farmers but now the stress of the present coalition government is to reach out the farmers with new agri-techniques so that they are being benefited with latest research in agriculture. Hailing the efforts of research scientists of SKUAST-K, The Minster asked them to work with same zeal and dedication for bringing revolution in agriculture and horticulture sector in the state.
            During the visit to wadoora campus, the Minister went round to the various demonstration plots established for producing exotic varieties of walnut, Apple, cherry, pomegranate and other saplings for the growers. He was informed about 5000 varieties of ws1,ws2 walnut saplings are being produced from these plots besides 1.25 lakh apple saplings of exotic varieties are also being produced there.
            Mr. Mir was further informed that olive, and orange saplings are also being produced for the areas like Uri, Tangdhar to bring these areas also under regeneration programme of horticulture. 200 hectares of the campus were also covered for pulses seed, he was informed.

Various deptts have set up base camps at Baltal
Provide hassle free services for the yatries
SRINAGAR, JULY 2: The arrangements have been put in place for the smooth ongoing Annual Shri Amaranth ji Yatra and the yatries are being provided with every facility for which all the concerned field agencies including Health, PHE, PDD, CAPD, Animal Husbandry and Information Department are discharging their duties round the clock at Baltal Base camp.
According to information received from the various departments who have established camps at Baltal , 16840 patients and have been treated by OPD, Baltal while 1030 in IPD , 1233 dental case ,189  X-ray an 58 ECG besides one delivery has been made  at this  comps and accordingly more than 2250 pilgrims have been treated so for at AYUSH Camp .
To provide yatries safe drinking water facilities, the PHE Department has been able to provide 60 connections to langars, besides installed 740 public posts for latrines and Bathroom.
The forest Department has distributed so for 932.88 qtls and has the availability of 1496 qtls. for various camps like Holy cave and  Panjtarni etc.
While the Animal Husbandry Department has registered 2950 horses /ponies form May 23, 2012 to June 30, 2012, treated 350 animals, made 12 surgeries and 11 Animals have been vaccinated against many communicable diseases etc.
Accordingly the CAPD Department have so for issued 270.35 qtls of rice G(A) 120.80 qtls  of  Atta ,124.60qts Sugar, 97.50qtls Brown Wheat, 3346 LPG Cylinder and 17660 liters of the Kerosene oil  among the beneficiaries at Baltal comp.

Autonomy issue already settled in 1975: State Congress
“No need to alter or amend central laws extended to state”

Srinagar, July 2 (VOS): Calling restoration of autonomy ‘a closed chapter’, the State Congress said there is no need to alter or amend the central laws extended to the state post-1953.
“There is no room for discussion on the issue of autonomy”, senior congress and state cabinet minister Taj Mohiuddin said during an interaction with VOS. “ The matter has been settled long back between the two political stalwarts- Indira Gandhi and Sheikh Abdullah after the 1975 accord”, he added.
Taj Mohiuddin said Sheikh Abdullah became the Chief Minister of the state on the basis of the 1975 accord reached between Mirza Afzal Beigh and G Parthashastry. “The question of autonomy was settled for ever and we cannot overrule the agreement endorsed by such great leaders as Sheikh Mohammad Abdullah and Indira Gandhi” said Taj Mohiuddin.
The Congress leader also defended the central laws extended to the state after 1953 saying he agrees with the D D Thakur report on the issue. “The central laws ensure safety of the people of the state”, he said adding the authority of Election Commission of India and the Supreme Court of India is necessary to ensure free and fair elections apart from transparent governance in the state.
However Taj Mohiuddin conceded that the government can review the laws extended to the state as recommended by the report submiited by the GoIs Interlocutors on Kashmir.
The Minister for PHE, Irrigation and Flood Control said the Congress party will guarantee the upholding of Article 370 of the Indian Constitution. “I swear by the Consitution of India, of which the Article 370 is a part”, he said adding anyone having objections to it can knock the doors of the Supreme Court of India. “Congress party manifesto promises the safety of Article 370 and we will stick to it”, he added.
Casting aspersion on the Justice Sagheer Ahmad Report, the minister said there was nothing new in the report. “The Justic Sagheer working group has simply submitted the documents prepared by different political parties in the state to the government”, said Taj adding the working group has not come forward with specific recommendations. “The working group was authorized to take decisions and come forward with its recommendations, however, it has simply reproduced the documents and inputs provided by different political parties of the state in their original shape”, he revealed adding the WG has neither delved into the concept of autonomy nor the self rule in its 18 point document.
Taj Mohiuddin said the Cabinet Sub Committee set up to study the implications of the report has submitted its interim report to the cabinet based on the 18 points of the Justic Sagheer WG after evolving consensus.
When asked about the internal differences in the state Congress, the minister said selecting the President of the Jammu and Kashmir Pradesh Congress Committee is the prerogative of the Congress High Command in Delhi. (VOS)

CET 2nd rank holder aims at IAS
“Hard work only way to success”
Srinagar, July 2 (VOS): Beenish Bhat, a Presentation Convent Srinagar pass out missed the top rank by just one mark in the Common Entrance Test (CET) 2012 results declared on Saturday. The test was conducted to select students for selection to various professional colleges across the state.
Beenish appeared in the test under Roll No. 122536 scoring 207 marks, ending second after Wajid, a boy from remote Kokernag village of Anantnag district.
“There are no short cuts to success, hard work is the only way to achieve it”, Beenish, daughter of M Shafi Bhat of Rawalpora locality in Srinagar told VOS.
Beenish wants to join the elite Indian Administrative Service (IAS) in future. “I want to qualify IAS as my sole aim is to serve the community”, she said adding the civil services provide the best chance to serve society at large. (VOS)

GoI following Israeli plans in Kashmir: Geelani
“Separate colonies for pandits aimed at fomenting civil war”
Srinagar, July 2 (VOS): Calling the establishment of separate colonies for displaced Kashmiri Pandits “a dangerous tactic”, senior separatist leader and Chairman Hurriyat Conference (G), Syed Ali Geelani said the government at centre plans to settle armed volunteers from the saffron brigade in these colonies. “The basic aim behind such a tactics is to settle the sangh parivar’s armed volunteers in Kashmir on the pattern of Israel and foment a civil war in Kashmir”, Geelani said while addressing a press conference here today.
Geelani castigated the state government of carrying forward, what he calls the Israeli designs, in Kashmir. “We will launch agitation if its implementation was not stopped”, Geelani said.
The octogenarian leader alleged the government of linking up with Israeli Intelligence agency Mosad. “They are also taking help of the Tourism department of the state”, he said adding that the department has been asked to attract tourists from Israel to make way for agents of the Isreali agencies.
Geelani alleged that the government is identifying land for establishing such colonies, which according to him, will be used as bases for hatching conspiracies against Kashmiri freedom struggle. “Habitually, the state government has given in to the Governemnt of India on the issue and is taking dictations from it”, he said adding the government aims to change the demography of the state by settling outsiders here. “The army has recently procured an ares 8896 kanals of land near Bijbehara claiming it (army) had purchased the land in 1980”, he said.
The Hurriyat Conference Chairman said the Hurriyat Conference is not against resettling of migrant pandits in the valley. “They should come back and settle at their ancestral places as they (pandits) are a part and parcel of Kashmir society”, Geelani said. “They should rest assured they will be safe living with fellow muslims”, he added saying Kashmiris will welcome them on their return.
Geelani said the GoI was trying to give a communal color to Kashmiri freedom struggle. “These are designs to divide the society on communal lines. “Such policies will harm the years old Hindu Muslim brotherhood in the valley”, he said.
He called upon the pandit community not to get caught in the trap. “I believe pandits are not ready to live in isolation from their muslim brethren”, Geelani said. “The government can enhance the allowances for construction of houses to pandits to 30 lakhs per family and provide land to those pandits who have sold their properties”, he said clarifying the Hurriyat is not in favour of separate colonies or homeland for pandits.
Geelani said his party will launch a campaign to make people aware about such plans. “If the government persists with its plans, the Hurriyat Conference will launch an agitation against it”, he threatened.

J&K litterateurs’ debate importance of ‘mother tongue’
AMK hailed for sensitizing people about culture and language

 Hailing Adbee Markaz Kamraz (AMK) for reaching out to the mountainous region of Poonch to sensitise people on importance of mother tongue, Minister for Higher Education Abdul Gani Malik, MLA Poonch Aijaz Jan and MLC Jahangir Mir extended their whole-hearted support to AMK in its endeavors to promote local languages in far-off regions of the State.
Meanwhile, a special guest from Pakistan-administered Kashmir attended the Conference in a lively symposium on history and literary heritage of Kashmiri language. Issues pertaining to the language were thoroughly debated.
Speaking in the inaugural session of the two-day “Kashir Conference” being held in the Govt Degree College complex here, Minister for Higher Education Abdul Gani Malik said the concerns of AMK regarding mother tongues of different regions of the State are genuine, and that efforts like holding conferences in far-off regions would go a long in preservation and promotion of the mother tongues. “This conference is a welcome step to sensitise people about mother tongues and culture and their revival,” he observed. Malik, who was chief guest on the occasion, announced that he will propose an official academic linkage
between colleges and the revival of mother tongues of the related area. Appreciating the efforts of AMK in preservation and promotion of Kashmiri language, Malik underscored the needs for capacity building programmes in Kashmir, which he called as “the global headquarter of Kashmiri language.”
MLA Poonch Aijaz Jan said the holding of “Kashir Conference” in Poonch is a historic decision, and it will be a turning point in strengthening the bonds not only between poets and writers of Poonch-Rajouri and Kashmir regions, but people in general as well.
He invited AMK to hold next annual conference in Poonch again. MLC Jahangir Mir seconded Aijaz Jan’s observations vis-à-vis the importance of the conference, and said the historic event will galvanise the efforts of understanding and co-operation among different regions of the State.
Earlier, in his inaugural address, President AMK Dr Aziz Hajni demanded that Kashmiri language should be introduced as a subject in the government colleges where there are predominant speakers of the language. Saying that AMK is a movement and mission, he reiterated the AMK demand of giving classical language status to Kashmiri language.
Presenting the annual report of AMK, General Secretary AMK Dr Shujaat Bukhari said by traversing through Mughal Road to reach  Poonch, the caravan of Kashmiri litterateurs have come with an everlasting message that different regions of the State share a common civilization, history and literature. Expressing anguish over government’s lukewarm response to efforts of promotion of Kashmiri language, he said AMK encourages promotion of mother tongues of the people of the various region of State.
In a special session dedicated to renowned writers and poets  of Poonch, papers were presented on Krishan Chander, Charag Hassan Hasrat and Tehseen Jafri by K D Maini, Mahmoodul Hassan and Manshoor Banhali respectively.
In the book release segment, four books Kashiri manz nantiya shairi (Bashir Baderwahi), Ponmpren gath (Shahbaz Rajourvi), Put vanuk sada (Fida Rajourvi) and Kulyat-e Hazeen (Late Sheikh Ghulam Rasool Hazeen were released.
For the first time a special guest from across LoC attended a literary conference in J&K.   Showkat Majeed, the secretary of the Pakistan-administered Kashmir Government travelled to Poonch to participate in the AMK’s annual conference.
In the segment of critical appreciation of a literary writings, Rinku Koul’s short story was critically reviwed by Shahid Dilnavi whileas Akhter Mansoor’s ghazal was critically reviewed by Muhammad Yusuf Mashoor. The session was chaired by Ayaz rasool Nazki.
A symposium titlted “Kasheer chhani kahie ghar” was part of the proceedings in which Dr Farooq Fayyaz presented an introductory paper followed by a lively discussion. The session was chaired by Wali Muhammad Aseer.
The proceedings of the conference began with Tilawat-e Quran Sharief and Na’at Khwani. AMK Tarana was also presented for the first time as its lyrics and music composition mesmerised the audience.
Besides AMK functionaries and members of various cultural and literary organisations of the State a galaxy of writers, entrepreneurs, journalists, academicians, cominists, businessmen and civil society members are participating in this year’s annual conference. 03 die, 08 injured in road mishaps
Srinagar, July 2 (VOS): At least three persons died and eight others were injured in different road accidents across the valley.
Two Trucks bearing registration numbers 5902/ Jk14A and 2018/Jk13B collied near Gunwara, Anantnag, resulting in  on spot death of 55 years old Muhammad Ayoub, laborer by profession, resident of Bonkot Banihal.
A Motorcycle bearing number CHOUI/5687 on way from Budgam to Choon rammed into a Chinar tree, near Town-Hall, Budgam, resulting in injuries to Motorcyclist Muhammad Irfan But son of Abdul Rashid Bhat resident of Choon, Budgam. The injured Irfan was shifted to SMHS Hospital, Srinagar for treatment where he succumbed to his injuries.
A Tractor bearing registration number JK05A / 6753 skidded off the road, near Kalantra Payeen Kreeri, resulting in on spot death of Muhammad Ramzan Shah son of Muhammad Sidiq resident of Kakawthal, Baramulla.
Meanwhile, a Tata Winger bearing registration number JK16/ 0632 and a Bus bearing registration number JKE/9082 collied at Malpora S.K Bala, in the jurisdiction of Police Post Ajas, resulting in injuries to Inayat Ullah Wani son of Ghulam Nabi Wani resident of Safapora , Reyaz Ahmad Bhat son of Muhammad Maqbool Bhat Chewa and Ct. Abdul Hamid No. 548 Bpr.  All the Injuried were shifted to Hospital for treatment.
In another accident, a Tavera bearing registration number JK03B/0281 hit and injured, Altaf Ahmad Chowhan age about 15 years son of Mir Chowan resident of Ahrbal, near Ahrbal Kulgam. The injured Altaf was shifted to District Hospital Kulgam where from he has been referred to SKIMS Soura for further treatment. A Maruti car bearing registration number Jk03/2201, driven by Aadil Yousf Buhroo son of Muhammad Yousf resident of Nadihal, Bandipora rolled down off the road, near Nedous Hotel, Gulmarg, Baramulla, resulting in injuries to Mst. Zoona age 60 years wife of Abdul Ahad Rasray resident of Khag, Beerwah and driver of the vehicle. Both the injured were shifted to PHC Gulmarg for treatment.
A Matador bearing registration number JK04/6401 collided with a Motorcycle bearing registration number JK04/5962, resulting in injuries to Motorcyclist, Farooq Ahmad Sheikh son of Ali Muhammad resident of Doolipora, Budgam and pillion, Mukhtar Nabi son of Ghulam Nabi resident of Charangam, Budgam. Both the injured were shifted to Hospital for treatment.

“Omar Abdullah is a youth icon and wants the youth, especially the students to come forward and shape their own destiny” said Tanvir “I understand that from past two decades, the student activism might have been curbed on the campus but since Omar Sahib is keen we will find out a way to re-start the concept of unions because we are aware that the youth of a nation are the trustees of posterity,” he added
“All over the world young men and woman have become aware about their rights and the positive contribution they can make, student unions are need of the hour to make a significant impact on the socio-political outlook of the student community” said Tanvir

Srinagar, July 2 (VOS): Separatist leaders including Shabir Ahmad Shah, Aga Syed Hassan, Nayeem Ahmad Khan, Zafar Akbar Bhat, Javed Ahmad Mir, Shabir Ahmad Dar, Mukhtar Ahmad Sofi, Zahoor Ahmad Sheikh, Mohammad Yousuf Naqash, Mohammad Maqbool Sofi, Farooq Ahmad Dar and Yasmin Raja today visited Gund Hassi Bhat where some miscreants had allegedly desecrated copies of Holy Quran.
While speaking to people on the occasion, the separatist leaders appealed for unity among muslims. 
They also alleged that different agencies are trying to divide the society on sectarian lines. They appealed people to maintain communal and sectarian harmony apart from remaining aware of the designs of such agencies.
Earlier the separatist leaders visited Khanyar to visit the gutted shrine of Peer Dastgeer (RA). The leaders said Kashmiri people should build Mosques and Shrines on their own. They also said the people of the state don’t need central governments assistance on it.
Separatist leaders also alleged government of securing the religious places of Kashmir. They asked people to take the protection of these places into their own hands.
The separatist leaders opined that the government wants to create sectarian divide in Kashmir.

LeT’s operations limited to Kashmir: Opr Commander
Srinagar, July 2 (VOS): The Lashker-e-Toiba has said the outfit is an indigenous organization fighting for Kashmir’s freedom. “We have time and again repeated that LeTs operations are limited to Kashmir”, said Lashkar Spokesperson Dr Abdullah Gaznavi quoting Operations Commander Mehmood Shah.
The Operations commander said the outfit has no training centres in Afghanistan. “The person killed in Kunar province of Afghanistan does not belong to us and such propaganda is being done at the behest of Indian agencies”, he said.
Mehmood Shah said India wants to have an upper hand in Afghanistan after NATO forces leave in 2014. He said the organization will continue its struggle until the Indian troops leave Kashmir.

J&K Yateem Foundation dedicates Healthy Kashmir to people
Speakers call for strengthening moral fabric, basic health care of child-mother for healthy community
Srinagar July 02 (VOS): The speakers at the launching ceremony of J&K Yateem Foundation’s health project titled “Healthy Kashmir” today stressed the need for introduction of moral education in
the curriculum of school education besides proper care of health of child and mother.
The speakers also called for a positive role of parents and teachers for inculcating sense
of responsibility among younger generation for the physical, mental and psychological
development of whole community.
In his presidential address Dr. Zargar stressed the need to work relentlessly for
raising younger generation laced with tools of values, honesty and truthfulness. He urged
parents and teachers to play their role for moral upliftment of posterity to come.
Director Health Services Kashmir Dr. Saleem-ur-Rehman enumerated the Govt.
policies and programmes in the health sector. He expressed his commitment to extend help
and support to genuine NGOs and voluntary organizations contributing in the health care
sector.
In his key note address eminent Child Specialist and Writer Dr. Altaf Hussain focused
on ensuring better heath care of new born and mother. He also called for working for
preservation of water and other natural resources besides ensuring immunization and
breast feeding.
Prominent E.N.T Specialist and President Shafqat School for Children with Multiple
Disabilities Srinagar urged medical and para-medical professionals to inculcate sense of
social responsibility among themselves which would help in mitigating the sufferings of poor
and needy who suffer and die for want of quality health care.
Chairman J&K Yateem Foundation Mohammad Ahsan Rather in his welcome address
explained the need of launching an independent health project.

Dr. Sheikh Tafazul conducted the proceedings.

Post office to be customer friendly : Chief PMG .

As a part of the Post office transformation in J &K,  the Department
of Posts organized a seminar for the postal executives in Jammu today
at IIIM Auditorium. Addressing a gathering of postal officers, Shri
John Samuel Chief Post Master General J&K asked the officers to be
customer friendly and efficient. He said that along the operational
improvements, there should also be a paradigm change in dealing with
the customers. He announced that many such programs will be held
throughout the State and every employee of the Post office will
undergo training in soft skills and latest system management.

Giving more details he said in the recent past , Department of Posts
J&K Circle has been showing remarkable progress in many spheres of its
operations like Savings Bank, Rural PLI, Speed Post and its Premium
products and in order to retain this momentum and to enhance the bond
with the general public,  Department of Posts has initiated various
programmes for the  development of staff.  The seminar on ‘customer
friendly post offices’ held today  in Jammu attracted a large number
of postal staff across Jammu. With such programs on staff development,
the customers of Jammu can expect a sea change in the behavior of the
post office staff.

        The main aim of seminar was to improve the skills of its employees
so that they can satisfy its customers and establish a customer
delight situation wherein customers will be attracted to the
department and form a permanent bond with it . Department of Posts has
tied with the University of Jammu and Kashmir University for staff
development. The Seminar was conducted by Professor Anil Gupta and
Professor Komal Nagar of Business School of Jammu University.  They
dealt with various skills on customer relations and the change of
attitude towards the customers.

The Seminar was inaugurated by Chief Postmaster General J&K Circle.
Speaking on the occasion Chief Postmaster General J&K Circle
emphasized the need to understand the customer’s needs, who are the
main stay  of  the postal services . With a view to make the Post
offices professional and efficient, the key emphasis will be on
customer friendly dealing, Chief PMG said.

During the program, Shri Amit Sharma, Director Postal services
emphasized the need to be proactive in customer satisfaction. Sh. J.R.

 LAL BAZAR POST OFFICE GETS A NEW PIN CODE
 Srinagar,  July 02, 2012
        Effecting from 1st July 2012 Lal Bazar Post office in Srinagar
will get a new Pincode with two postmen delivering the mail for the
people in Lal Bazar area. This was declared  by Shri John Samuel.
Chief Post Master General Jammu and Kashmir today and the Lal Bazar
Post Office has been given the new pincode number 190023. The Post
office will be  providing delivery of mails, parcels, speed post etc
to Lal Bazar and surrounding areas including Gulshan Bagh, Omar
Colony, Nageen West, Madin Sahib, Amda Kadal, Gousia Mohalla and
Jogiwan.
Lal Bazar Post office was inaugurated by Sh. John Samuel Chief
Postmaster General Jammu & Kashmir in April 2012 and this was the
first post office to be opened during last 20 years in Kashmir. Now,
based on the request of the members of the public in Lal Bazar area,
Chief PMG has decided to make this Post office into a Delivery Post
office w.e.f. 01-07-2012 with an independent pincode number. This will
be a major boon to the people in Lal Bazar area. Chief PMG announced
that two Postmen and additional staff members have been sanctioned to
this post office for doing the delivery job.
Shri John Samuel announced further that as part of ongoing
transformation process of postal services in J&K, Noushera Post office
in Srinagar shall move to new building and shall be modernized in a
big way within a month and it shall get a new outlook and face
lifting. It will be a fully computerized post office with all the
modern facilities. A new building has been identified for housing
Noushera Post office.  In addition, Ram Bagh post office, which is
catering to many VIP colonies in the city, shall also be modernized
and dedicated to the people within week’s time, announced the Chief

Anil Goswami takes over as New Secretary, Ministry of Social Justice &
Empowerment

Shri Anil Goswami, IAS (JK:78), has taken over as the new Secretary in
the Department of Social Justice & Empowerment, Ministry of Social
Justice & Empowerment here today. He will also hold the additional
charge of the Department of Disability Affairs, Ministry of Social
Justice & Empowerment, till further orders. Prior to this, Shri Anil
Goswami was Special Secretary (Foreigners) in the Ministry of Home
Affairs. Shri Goswami replaces Shri K.M. Acharya, IAS (MP:74), who has
superannuated on 30.6.12. [VOS]

CBDT Issues Notification Making E-Filing of Income Tax Returns Mandatory

New Delhi, July 02, 2012
        Central Board of Direct Taxes (CBDT) has issued a notification S.O.
626(E) dated 28th March 2012 vide which e-Filing has been made
compulsory for Assessment Year 2012-13 onwards for

•         an individual or a Hindu undivided family, if his or its
total income, or the total income in respect of which he is or it is
assessable under the Act during the previous year, exceeds ten lakh
rupees; and

an individual or a Hindu Undivided Family (HUF), being a resident,
having assets (including financial interest in any entity) located
outside India or signing authority in any account located outside
India and required to furnish the return in Form ITR-2 or ITR-3 or
ITR-4.
                        However, digital signature will not be
mandatory for these taxpayers and they can also transmit the data in
the return electronically and thereafter submit the verification of
the return in Form ITR-V.

Filing of returns electronically under digital signatures is already
mandatory for any company required to furnish the return in Form ITR-6
or a firm required to furnish the return in Form ITR-5 or an
individual or HUF required to furnish the return in Form ITR-4 and to
whom provisions of section 44AB are applicable.

                                The Income Tax Department has received
a record number of 1.64 crore income tax returns electronically in the
year 2011-12. E-filing is an easy, fast and secure method of filing of
income tax return. The electronically filed returns are processed at
the Centralized Processing Centre, Bengaluru (Karnatka). The
processing for e-filed return is faster and taxpayers get their
refunds, if due, quickly. The Department also provides some value
added services like tracking of refunds, viewing tax credit status
(Form 26AS), e-mail and SMS alerts regarding status of processing and
refunds to taxpayers who e-file their returns. [VOS]
National Commission for Minorities Expresses Deep Sorrow on the Tragic
Outbreak of Fire that Gutted the Historic Peer Dastgir Shrine in
Srinagar, Kashmir

The National Commission for Minorities has expressed deep sorrow over
the incident of fire which engulfed the 200 year old Sufi Shrine of
Peer Dastgir Sahib, a monument of prime religious and historical
significance in Srinagar on 25.6.2012. The Commission has urged the
State Govt. of J&K to institute adequate measures for fire protection
of shrines of historical importance, all of which have wood

Under-Recoveries Remain High on Diesel, PDS Kerosene and Domestic LPG
Effective 1st JULY 2012

New Delhi, July 02, 2012

The Petroleum Planning and Analysis Cell (PPAC) under the Ministry of
Petroleum and Natural Gas have reviewed international prices of crude
oil and petroleum products during the last fortnight of June 2012.
Accordingly, the under-recovery on HSD (High Speed Diesel) applicable
for First fortnight of July effective 01.07.2012 was marginally lower
at Rs 9.18/litre than Rs 10.20/Litre.   In case of PDS Kerosene and
Domestic LPG the under-recoveries declined to (Rs 27.20/Litre and   Rs
319.00/cylinder respectively) for the month of July 2012. The
under-recoveries are computed on monthly basis in respect of PDS
Kerosene and Domestic LPG. [VOS]
HRD Ministry Sanctions three New Indian Institutes of Information
Technology (IIITS) on Public Private Partnership (PPP) Model

New Delhi, June 02, 2012

To address the challenges faced by the Indian IT industry and growth
of the domestic IT market, the Ministry of Human Resource Development,
intends to establish twenty Indian Institutes of Information
Technology (IIIT), on a Not-for-profit Public Private Partnership
(N-PPP).

The major objective in establishing IIITs is to set up a model of
education which can produce best-in-class human resources in IT and
harnessing the multi-dimensional facets of IT in various domains.
These institutions are conceived as self-sustaining, research-led
institutions contributing significantly to the global competitiveness
of key sectors of the Indian economy and industry with application of
IT in selected domain areas.

The partners in setting up the IIITs would be the Ministry of Human
Resource Development (MHRD), Governments of the respective States
where each IIIT will be established, and the industry.

The capital cost of each IIIT is Rs. 128.00 crore to be contributed in
the ratio of 50:35:15 by the Central Government, the State Government
and the industry respectively. In the North-Eastern states, the
industry participation for capital expenditure will be kept at 7.5%
and Central Government participation at 57.50% while State
Governments’ at 35%. The State Government will also provide 50-100
acres of land, free of cost.

The project is targeted to be completed in a phased manner. Each IIIT
will meet its entire operating expenditure on its own within 5 years
of commencement out of students’ fees, research and other internal
accruals. The scheme also provides for faculty development programme
for which a sum of Rs. 50 crores has been earmarked.

So far 17 State Governments have identified land.

The proposals of three States namely, Assam, Tripura and Rajasthan for
setting of IIIT in the PPP mode have been approved by the Ministry of
Human Resource Development. The IIITs may, initially, be registered as
Societies under the Societies Registration Act, 1860 and subsequently
would come under the umbrella of a Central Legislation.

11 State Governments have identified land and are in the process of
identifying the industry partners, etc.

It is expected that shortly another three States may also be
sanctioned an IIIT each under the Scheme. [VOS]
