Political tug of war begins over LC elections
candidature
Major political players’ shortlist candidates
Soz to consult high command for finalizing
names
PDP to decide shortly, NC already mulling names
Srinagar Nov 13 (VOS): Major players in the state’s
political arena have resumed activity in view of the upcoming elections to 4
vacant seats of Legislative Council under Panchayat quota, due for polls on
December, 3. Different aspiring candidates are believed to be working overtime
to bag respective candidatures of their respective parties, in a bid to win
membership to the State Legislative Council.
State Congress Chief, Saifuddin Soz is shortly leaving for
Delhi with a panel of members, to consult the Congress High Command on
finalization of candidates for the LC elections. “I have arrived in Srinagar
and will be leaving for consultation to Delhi after which we will announce our
candidates”, Soz told VOS over phone.
Sources in the state Congress maintain that senior
politicians Gulam Nabi Monga and Abdul Rashid Paddar are in contention for the
Kashmir seat whileas Mangat Ram Sharma and Mula Ram are being considered for
the Jammu seat of the Legislative Council.
Pertinently, the coalition coordination committee (CC) on
Monday had constituted two committees for deciding modalities for LC elections.
“The committees have been given responsibility for coordinating and we will
ensure best results in the elections”, said senior Congress leader and Deputy
Chief Minister Tara Chand.
One of the the two committees set up by the coalition is lead
by Rural Development and Panchayati Raj Minister Ali Muhammad Sagar, with
Choudhary M Ramzan, Peerzada Muhammad Syed and G A Mir as its other members.
The other committee is led by Tara Chand with SS Salathia,
Ajay Sadhotra and Ravindra Sharma as its members.
Meanwhile, sources told VOS that the National Conference has also
shortlisted its probable candidates for the LC polls. “Names of Showkat Ahmad
Ganai, Ali Mohammad Dar and Ratan Lal Gupta are under active consideration”,
the sources added.
Opposition Peoples Democratic Party is also believed to have
zeroed in on some names for contesting the elections. Saifuddin Bhat, Pir
Mohammad Hussain and Gh Mohiuddin Sofi are being said to be major contenders
for the candidature to fight the elections.
However, PDP President Mehbooba Mufti, who has left for Delhi
said: “Within next 2 or 3 days, we will decide and announce the names of
candidates”, she told VOS.
Meanwhile, PDF Chairman and former Minister, Hakim Yasin said
names of candidates by the so called 3rd front will be decided in a
meeting scheduled for Wednesday.
The Panthers Party, according to sources, has framed a 9
member panel for finalizing the names of four candidates to contest the LC
polls.
“Prominent among them are Muhammd Maqbool Malik, Dr Iqbal,
Masood Andrabi and Abdul Rashid Ganie”, the sources said. (VOS)
Wanted provisions of 73rd amendment only, no change in
Congress’ position: Soz
“Coalition agrees on monthly honorauium,
insurance cover to panchs, sarpanchs”
Srinagar Nov 13 (VOS): Jammu and Kashmir Pradesh
Congress Committee Chief Prof. Saifuddin Soz has denounced the reports that his party
had diluted its stands on the 73rd amendment of Indian constitution.
“The J&K PCC had at no point of time suggested
adoption of 73rd Amendment of the Constitution
of India. We had all along emphasized that since 73rd Amendment of the Constitution
of India enshrines several measures necessary for empowerment of Panchayat institutions,
these provisions need to be incorporated into the Panchayat Act of the State”,
said Soz in a statement to VOS.
He said the Congress had stressed that the question of incorporation of the 73rd Amendment of the Constitution
of India would be decided through consensus between the Coalition Partners.
“As is known to the general public, the Elections to the
Block Development Councils were postponed for a short time( 1-1 ½ Months), so
that the Congress Party would go into the question of incorporation of certain provisions of the
73rd Amendments and come up with a
comprehensive paper on this question”
He said a committee has been constituted by him on the matter
during the Coalition Coordination Committee meeting on Monday. “I am confident
that the Congress Party will be table to place its recommendation in this
behalf at the next meeting of the NC _ INC Coordination Committee which is
going to be held next week”.
Meanwhile, the NC- INC Coordination Committee has come to an
understanding that the Coalition Govt should take all measures to make
Sarpanchs and Panchs feel safe and secure.
He said the coalition partners had reached an understanding
that Sarpanchs and Panchs should get a monthly honorarium. “Another element of
the understanding is that the Sarpanchs and Panchs shall be given an insurance
cover. The premium for which will be paid by the
J&K Govt”, he added. (VOS)
Bilkees Akther Case:
Correct interpretation of Quran, Hadith my sole aim: Kirmani
‘Maintenance is right of divorced woman’
‘Islam gives more rights to women than other religions’
Srinagar, Nov 13 (VOS): Asserting that Islam has given more rights to
women than any other religion, retired High Court judge, Justice Bashir Ahmad
Kirmani said his intention behind filing an application for rehearing of the
Bilkees Akhter divorce case is to arrive at correct interpretation of Quran and
hadith in view of the case.
“The
case involves the basic interpretation in the light of Qur’an and Ahadees. I’ve
not touched the question of maintenance of the divorced women. Maintenance is
the right of the divorced women”, said Kirmani while talking to VOS.
“Islam
has directed the man to give with open heart to the women every thing that
possible for the man to give her at the time of divorce”, he added.
He
said that the divorced women’s rights under Shairyat cannot be ignored or
violated.
Kirmani
said he has advised the Bar Association to constitute a penal of senior
advocates to defend the review and proper interpretation of Quran in the court.
“I
wish to have healthy and strong point of view from the both sides to help the
court to reach at the correct decision. Let us put our views and opinions
before the court of law. I’ll not plead with the strong intention that the
judgment is inappropriate and I’ve also told it in the court of law that the
both parties have to plead before the court in a healthy way to help the court
to see the correct interpretation”, he said.
“In
the case (Bilques case), I’ve not touched the ‘maintenance issue’ but have
prayed for the revision of the court decision which has interpreted the Qur’an
and Ahadees out of context. My objections are not against the maintenance issue
but about the conditions of divorce”, he added.
Speaking
about the judgment, he said that intention of the Honorable Judge might be to
make it difficult for man to divorce her wife, “but it (Divorce) should not be
made so difficult that the life of a person would become hell”.
“Qur’an
is the primary source of the shairat law and marriage, divorce, inheritance,
adoption etc have to be decided under the shariat law”, said Kirmani.
Kirmani
while talking to VOS said that the significant decrease in the cases
of divorce will be seen in near future. “Today half the earning of one’s
lifetime is spent while entering into the contract of marriage and if it comes
to divorce the remaining earning of the life has to be spent at that time. Such
a situation will make people think twice before divorcing someone”, added
Kirmani. (VOS)

people by making false statement regarding development in Sirnagar city, senior
National Conference leader, Ali Muhammad Sagar said the city people don’t need

buildings etc are the examples which they forgot. We started work on all these
projects”, he added.

Sonwar residents protest escalated electricity bills
Stage sit-in, raise slogans outside CM’s residence
Srinagar Nov 13 (VOS): The electricity crisis in valley Tuesday knocked
the door of State Chief minister Omar Abdullah when a group of protestors
raised slogans against the Power Works Department (PWD) in front of CM’s
residence at Gupakar Road here.
Protestors
told VOS that the PDD is not providing electricity supply to the consumers
as per schedule in the Sonwar area. They accused the department of making
electricity bills as per their discretion instead of the actual consumption of
electricity.
“I’ve
received a bill charging 1700 rupees which is not what our domestic consumption
is”, said Sameer Ahmad a resident of Sonwar. He alleged that the department had
sent escalated bills by exaggerating electricity charges for the month of
October.

correcting the records of bills”, said Rasheed Ahmad.

Srinagar’s development a matter of frustration
for PDP: NC
‘Mufti creating urban-rural divide among
people’
Srinagar Nov 13: The National Conference today
lambasted the PDP for issuing wrong figures, imaginary stats and utter lies
about Srinagar while accusing them of creating division between Rural and
urban Kashmir.
“The gerontocratic politician, in a classic instance of
hoodwinking the gullible by negative campaigning, has pointed out to the
alleged paucity of infrastructure in Srinagar city, and scurrilously alleging
that Srinagar city is the swing factor that allows the National Conference to
come to power and the old intriguer has rattled off a few figures and stats in
support of his wildly overboard and delusional allegations” National Conference
Spokesman Tanvir Sadiq today said in a statement adding “Mufti Sahib once again flaunting a
piece of paper and distorting facts”
“These tricks are to sow division and discord in the Kashmiri
society and polity, deepening the urban rural fissures” adding “he is now
trying to deceive and ingratiate himself with the city and urban dwellers of
Kashmir” said Tanvir adding “Should we believe the same PDP and their leaders
who almost shifted the secretariat from Srinagar, stalled the urban reform bill
to ensure the GOI does not release the funds”
“Srinagar and now the whole of Kashmir will never trust him
as everyone has realized PDP’s game plan and agenda. Mufti, Mehbooba, Beigh are
divisive, diversionary, foul and negative” said Sadiq
“By hallow slogans, mere tours of the city with a
handful of sycophants doesn’t give you development but commitment does” Tanvir
said “as actions speak louder than words and the National Conference under the
leadership of Omar Abdullah is developing Srinagar like never before” adding
“Mufti talks about election boycott in 8 seats of Srinagar city and says that
we form government on that basis; let me remind him if his age stop’s him from
reading facts that 20 other seats our party won are from other rural areas of
the state” adding “In Jammu region alone we came second in 15 seats and lost
with few votes”
Castigating Peoples Democratic Party for nurturing falsehood
and unleashing unfounded propaganda, the Spokesman said that PDP has a homework
now carved for itself, and that is to circulate false rumors and publish
concocted stories. Tanvir said "The PDP and its ilk indulge in machination
to create a situation conducive for grabbing power but they ultimately fail”
“Mufti’s double standards and double game-saying one
thing to the people of Srinagar and another set of things to the Rural- has
been exposed and his dream of ever coming to power will only remain unfulfilled
but turn into his worst nightmare” said Tanvir adding “People can see through
Mufti’s agenda which is complete fragmentation of Kashmiri society, polity and
politics”
“Mufti’s and his party are amongst those people who always
have been inimical to the interests of Kashmiris and especially Srinagarites
and always has been a self –promoter”, “All these leaders can go to any length
to promote themselves, even his daughter had been doing so ever since she had
been shredding crocodiles tears for all those who they and their regime
killed”.
“The people of Kashmir are intelligent and can separate wheat
from the chaff and see through the nefarious designs of people like Mufti’s and
now Beigh who is now emerging as a parallel power centre in PDP, sidelining
Mehbooba”
“There confusion, frustration is obvious because half of
their legislators are deserting them” said Tanvir “Leave Srinagar they will be
wiped out in both South Kashmir as well as North Kashmir and people will show
them their place” he added,
Reiterating the party commitment to ensure overall
development and progress including a political settlement of the state Tanvir
said “We will always jealously ensure equitable development of entire state of
Jammu and Kashmir and guard against any encroachment on this. It is upto the
people to see with whom their real interests lie”
While highlighting the historic steps taken by the Omar
Abdullah Government the NC Spokesman said “The amount of development works is a
matter of frustration for Mufti’s they can’t see the holistic development going
in and around the city and somehow want to halt the progress” said Tanvir
“The 24 crore project on a 2 km stretch to develop craft
bazaars, retail outlets, refreshment kiosks, production centers and battery
operated cars is another hallmark towards developing the city and even the
success of Sangarmal Mall” he said
“The four lane expressway at a cost of Rs. 243.6 cr from Dalgate
to Rambagh, completion of Rainawari hospital, 200-bed paediatric hospital at
Dewan Bagh, 250 bed maternity hospital and the 161 crore super specialty
hospital is nearing completion” said Tanvir.
“Syed Mirak Shah road, Zadibal to Pandach road, Zaina kadal
Bridge, Zero Bridge, Habba Kadal Bridge, construction of Makhdoom Sahib
Community Hall, Rangil Water Supply Scheme, lighting of public parks. He said
that Dalgate Bridge at a cost of Rs.1338 lakh. The commercial complex near
Exhibition ground-Jahangir Chowk is coming at a cost of Rs. 48.93 crore and Rs.
410 crore have been spent so far. The road from Qamarwari to Narbal is being
made at the cost of 16 cr. The Tagore Hall is coming at a cost of Rs. 216 lakh.
The construction of wholesale market, household industry and institutional
facilities is coming up at the cost of 140 c for which 1,491 Kanals has been
identified.
“Installation of Traffic Light, construction of flyovers,
bridges, newly proposed Tahzeeb Mehal, conservation of Dal and Nigeen lakes,
development of Museums, Cultural centers, Amusement parks, TRC, River transport
in Jhelum, stadiums” said Tanvir “With the inauguration of Chuntkul bridge,
Hyderpora flyover, and around a dozen more bridges in progress at a cost
of 40 crore in addition to the 356 crore Jehangir Chowck flyover has already
given sleepless night to our adversaries hence the frustration” he added
