Omar demands rail coach factory for J&K
Says State fought militancy to safeguard country
‘Deserves substantial financial support on this ground’  
JAMMU, NOVEMBER 27:- Stating that Jammu and Kashmir State is in itself a category as it has borne the brunt of militancy and experienced saga of miseries and loss of precious human lives to safeguard the country, Chief Minister Omar Abdullah Tuesday said that clubbing this State with the category of hilly and geographically difficult States for extending central financial support and industrial package falls short of justice to the people of this part of the country.
“The waging of militancy was against entire Nation and Jammu and Kashmir was a theatre for enemies to operationalize its designs. We have scarified life and property, thousands of women were widowed and children orphaned. We have undergone tremendous downward dip in economy, the progress of the State remained stand still, thousands of youth were rendered jobless and trade and industries received series jolt”, he said adding that Jammu and Kashmir was injured to protect the country. He said this truth needs to be borne in mind when the question of extending support to Jammu and Kashmir arises. He strongly advocated recognition of this status of Jammu and Kashmir and extending central support to it for development and growth on this ground.
In order to help the State to overcome industrial backwardness and economic shortcomings, he said, the central government should announce rail coach factory in the State as it has done for Punjab for the same reason. He also emphasized on transfer of Salal, Dulhasti and Uri power projects to the State while stressing on granting support to the State designed specifically for its specific needs. He said when the entire country was reaping the benefits of liberalization of industrial policy, Jammu and Kashmir was fighting the militancy war for the country. “The justice demands that we should be compensated and that too substantially for this reason”, he asserted.  
“Do not take us at par with other States. We have been on forefront to safeguard the country. We have sacrificed for the nation. Do not place us in the category of hilly States when the question of extending help to Jammu and Kashmir arises”, he emphasized.   
Addressing SMEs seminar on ‘Building Capacities for Sustainable Growth’ in Jammu and Kashmir organized by ASSOCHAM India here, the Chief Minister said that Micro Small Medium Enterprise (MSME) sector has been engine of growth in any economy and contributes lion’s share in investment, employment, production and productivity. However, he said the large industries remain in focus of attention.
Omar said that MSME sector in the State has bravely withstood the turbulence, security issues, financial problems and many more difficulties associated with militancy and continued to contribute in the upliftment of State’s economy. “Many units sunk while many swam through tumult waters and sustained the unfavourable environment. This denotes the enthusiasm and capacity of local entrepreneurs to face challenges”, he said and added that the State has witnessed outside business houses coming with the announcement of industrial package by the Centre and State governments and disappearing with the disappearance of the concessions. He said Bari-Brahmana Industrial Estate still possess ruins of outside big industrial houses units which came here to take advantage of concessions and left lock, stock and barrel when package ended.  
“I understand that industrialists are business minded and their goal is commercial benefits but showing presence for taking advantage of packages and leaving behind corporate sector social responsibility makes picture grim”, he said maintaining that organizing of seminars and functions by the India-Ink in the State time and again during last some years should result in establishing industrial units by big business houses in the State which is not visible so far.
The Chief Minister said that his government has focused on the growth and upliftment of local entrepreneurs and development of MSME sector. “Small unit holders are receiving concentrated attention of the government to help them grow on their own feet and attain new highs in the field. He said total dependence of MSME sector on government procurement and concessions in a way puts hurdles in their growth and development.
Omar Abdullah said industrial unit holders should not entirely depend on these two factors but explore free market for sustainable growth. He ensured full support of the government to local industrialists in this regard. “The dependence on concessions and government procurement puts you at risk on the business planet”, he said adding that if these two are not available your business will be at serious risk.
Omar said the role of government in industrial development is of creating best environment for the entrepreneurs to take its advantage and grow. “I am also not in favour of reserving economic sectors for small and medium industries to venture upon. It should be left to them to invest as per their ability and capacity in the industrial fields they chose”, he said adding that reserving sectors of operation for small industrialists often put them in disadvantageous position.
Speaking on the occasion, Minister for Industries and Commerce, S. S. Slathia said that small and medium enterprises occupy an important and strategic place in economic growth and development and universalization of MSME holds key in the holistic welfare of a State like Jammu and Kashmir.
He said that State government under the dynamic leadership of Omar Abdullah is paying special attention to encourage budding entrepreneurs to launch industrial units adding that State government is providing various incentives and financial support to them in this regard.
He said State government has also created favourable environment for outside investors to start industries in the State. “Government is also providing package of concessions for investing in the State”, he said impressing upon ASSOCHAM to play its role in roping in big business houses here.
The seminar was addressed by the President Jammu Chamber and Commerce and Industries, V. Y Sharma and President Bari-Brahmana Industries Association, Anil Suri besides various office bearers of ASSOCHAM, Bankers and other corporate houses. 
Omar pays tributes to Late Girdhari Lal Dogra
JAMMU, NOVEMBER 27: Chief Minister Omar Abdullah today paid rich tributes to late Girdhari Lal Dogra on his 25th death anniversary describing him a real friend of people and man of high stature.
Speaking at a function organized here to commemorate late leader, the Chief Minister said that rendering selfless service to people especially those belonging to poor sections of the society was hallmark of late Girdhari Lal Dogra’s political life.
Omar said that the contribution of Dogra sahib in providing drinking water to the people of kandi belt through tube wells was a path breaking initiative and this system still holds key in meeting drinking water demands in these and other areas of Jammu.
The Chief Minister said that close ties between his family and the family of Girdhari Lal Dogra are since the time of Sheikh Mohammad Abdullah. “These got further strengthened with the passage of time”, he said and recalled the association of late leader with Sheikh Sahib and Dr. Farooq Abdullah.
Omar said that holding the office of Finance Minister for about 27 years and getting repeatedly elected in Assembly and Parliament elections denote the popularity of Late Girdhari Lal Dogra. He said the best way of paying tributes to late Dogra is to follow his style of providing service without self to the people.
The function was also addressed by BJP leader, Arun Jaitley, Najma Heptullah, Mangat Ram Sharma and others.
Medical and blood donation camps were also organized and the statue of Late Girdhari Lal Dogra was garlanded on the occasion.
The Chief Minister also released a book on the life of Late Girdhari Lal Dogra.
Omar greets people on Gurupurab
           JAMMU, NOVEMBER 27 – Chief Minister, Omar Abdullah has extended felicitation to the people on the birth anniversary of Guru Nanak Devji.
          In a message issued here today, the Chief Minister wished Gurupurab to be harbinger for peace and prosperity of the State and welfare of its people.
Governor greets people on Gurupurab
                                          JAMMU, NOVEMBER 27 – Mr. N. N. Vohra, Governor Jammu and Kashmir, has greeted the people on the auspicious occasion of Guru Nanak Dev’s Birthday.
In a message of greetings, the Governor described Guru Nanak Devji as an apostle of peace and tolerance, adding that his teachings would continue to inspire generations, leading them to the path of righteousness and brotherhood. He said that Guruji strove all his life for social justice and equality and to bring about peace and harmony in the society.     
The Governor hoped that the auspicious occasion would further strengthen brotherhood, communal harmony, amity and secular traditions and would be a harbinger of peace, progress and prosperity in the State.
Section 144 Cr. P.C ordered around Examination Centres in Srinagar
                SRINAGAR, NOVEMBER 27: For smooth conduct of Annual Private Session November-December-2012 10th class examination being conducted by the Board of School Education (BOSE) with effect from November 26, 2012 and also to curb the tendency of external interference, District Magistrate, Srinagar, Baseer Ahmad Khan has ordered imposition of Section 144 Cr. P.C around a radius of 200 meters of all the Examination Centres in the district. This order shall remain in force till the examinations are over.
            As such, no any person except the examiners/supervisory staff and the deployed security force personnel, would be allowed to enter within 200 meter radius of the examination centers.
Rs. 3 lakh ex-gratia sanctioned for death cases in Ang
ANANTNAG, NOVEMBER 27: A District Level Screening Committee meeting was today held under the Chairmanship of Deputy Commissioner, Anantnag, Mr. Farooq Ahmad Shah. Out of 11 cases related to militancy and migrant damaged property, six cases were cleared by the Screening Committee.
            An ex-gratia relief of three lakhs was sanctioned in three death cases and Rs. 2,78,337 was also sanctioned for three migrant property damaged cases in the meeting.
            The meeting was attended by Senior Superintendent of Police, Anantnag, Commandants of Ist and 2ndSectors of RR and other concerned agencies.
Farmers awareness camp held at Panzinar
                SRINAGAR, NOVEMBER 27: Department of Horticulture has organized one day farmers awareness camp on November 27, 2012 at Panzinar.
            The camp was attended by 60 numbers of progressive farmers/orchardists of Panzinar. On this occasion, Chief Horticulture Officer, Srinagar, Mr. Bashir Ahmad Wani apprised the progressive farmers/orchardists about Horticultures Mission, RKVY and National Mission on medicinal plants and other departmental schemes.
            However, Mr. Zahoor Ahmad Bhat, District Level subject matter specialist gave technical message regarding pruning and training of Apple, Pear, Peach and Plum plants during dormancy in winter season.
            The officers who have attended the awareness camp were District Horticulture Officer, Srinagar, Horticulture Development Officer, Shalimar, Horticulture Development Officer, Srinagar and other officials.
Legal awareness camp held at Theed Harwan
Seminar on Legal Aid and Rights of Women to be held at Qammer
                SRINAGAR, NOVEMBER 27: A Legal Awareness Camp was held at Theed Harwan here today to redress the grievances of people on-the-spot. The camp was organized by District Legal Aid Services Authority (DLASA), Srinagar.
            The Principal District and Sessions Judge, Srinagar, who is also the Chairman DLASA, Mr. Mohammad Shafi Khan inaugurated the camp and settled several domestic as well as matrimonial cases in the camp. Besides, the beneficiaries under social welfare programmes who had failed in getting the relief and financial assistance from the concerned department were provided justice on-the-spot in presence of Tehsil Social Welfare Officer, Srinagar, Mr. Akeel Ahmad.
            Mr. Khan called on phone several officers which include the Deputy Commissioner, Srinagar, Director Social Welfare, Kashmir, Chief Medical Officer, Srinagar and Tehsildar Srinagar and apprised them about various problems confronting people in Harwan area.
            The officers assured Mr. Khan that genuine problems of the people will be solved in a phased manner.
            Similar camps were also organized at Faqir Gujri and Dara, Harwan where Mr. Khan listened patiently to the grievances of several people and sought immediate solution of the problems on spot.
            The camp was attended by City Munsiff, Mr. Feroz Ahmad, 2nd Additional Munsiff, Mr. Iqbal Masoodi, Senior Law Officer, Ms. Rahila Tabasum, Incharge Legal Clinic, Harwan, Lawyer Shazia Maqbool, Legal Assistants, Ms. Yasmeen and Ms. Fehmida,  
            Meanwhile, Tehsil Legal Services Committee is organizing a seminar on “Legal Aid and Rights of Women” under the Chairmanship of Tehsil Legal Services Committee (Munsiff), Dooru at Government High School, Qammer Shahabad on December 01, 2012.
Div Com directs for ensuring smooth traffic at Pantha Chowk
            SRINAGAR, NOVEMBER 27: In order to ensure smooth traffic at Pantha Chowk area of Srinagar city, a high level officers meeting was held here today under the Chairmanship of Divisional Commissioner, Kashmir, Dr. Asgar Hassan Samoon.
            The meeting was attended by Deputy Commissioner, Srinagar, Chief Engineer R&B, Superintending Engineer PDD, Superintendent of Police Traffic, Executive Engineers of PHE, R&B and Tehsildar Srinagar.
            The meeting discussed threadbare measures which need to be taken for bringing improvement in traffic system of the city. Divisional Commissioner directed for taking all possible steps for widening of Pantha Chowk National Highway.

Randomization of EVMs conducted
            SRINAGAR, NOVEMBER 27: Randomization and preparation of Electronic Voting Machines (EVMs) for forthcoming election for legislative council seats of Panchayat quota was conducted here today under the supervision of Election Observer for Kashmir Division, appointed by Election Commissioner of India, Mr. Shanta Manu who is also Commissioner/Secretary, Industries and Commerce department J&K government.
            Returning Officer for Kashmir Division and Divisional Commissioner, Kashmir, Dr. Asgar Hassan Samoon and ARO Srinagar and Deputy Commissioner, Mr. Baseer Ahmad Khan besides representatives of contesting candidates were also present on the occasion. 
Vote to NC-Cong Candidates
Accusing the misleading and disgruntled persons, the Chief Minister, Mr. Omar Abudllah said that those children whom we want to be with pen and pencil in their hands are being misleading by malicious propaganda of the outdated people and in fact they do not want that these children, the future of our tomorrow progress and become good citizens of the society.
Lashing out at the main opposition party, PDP, Mr. Omar said that it would crumble under its own skullduggery and added that false hood and deceptive politics does not hold ground for long .He said, in-fact, the present main opposition party is not happy with the good relations between National Conference and Congress and running government betterly with good governance and to the best expectations of the people of the State during the last three and half years rule.
Asking Panchs and Sarpanchs to vote enmass in favour of the NC-Congress Coalition candidates, Mr. Omar said that masters of conspiracies and power hungry lot have anticipated their party’s doom. The Chief Minister reminded the Panchs and Sarpanchs that present main opposition party never allowed democratic Institutions to flourish on the ground level during their rule even the leadership of the said party tooth and nail criticised for establishing State Information Commission, setting up of Accountability Commission in the State. He said during his tenure, a number of historical decisions have been taken for providing speedy justice to people of the State and deliver the goods on the ground level.
Mustering support for the four MLC seats, the Chief Minister while addressing the Panchs and Sarpanchs, he said that PDP made strong opposition for holding panchayat elections in the State. He said that said party was against the creation of panchayat Raj in the State and the leadership of the said party tried its best to derail the Panchayat elections and empowerment of Panchs and Sarpanchs and added that he surprised that the leadership of the same party now shedding crocodile tears for providing powers to them.
It is necessary to say here that the winning the elections of the four MLC seats would have great implications on the future of the NC-Congress Coalition and the success of the coalition dharma.
