Iqbal Khanday Promoted as FC
           JAMMU, OCTOBER 7: The State Cabinet which met here under the Chairmanship of Chief Minister Omar Abdullah today accorded sanction to the promotion of Mr. Mohammad Iqbal Khanday (IAS:78) Principal Secretary Finance to the fixed scale of IAS (Rs, 80,000) w.e.f  2010. Consequent upon his promotion Mr. Mohammad Iqbal Khanday has been designated as Financial Commissioner, Finance Department.
The Cabinet accorded administrative approval for the construction of alternate bridge (double lane) next to existing Abdullah Bridge in Rajouri at an estimated cost of Rs 20 Crore approved under Special Task Force Programme for Jammu Division.
Cabinet also accorded sanction to the creation of one post of Professor and one post of Associate Professor in the Department of Prosthodontics in Government Dental College and Hospital Srinagar in the pay scale of Rs(37400-67000+8700) and Rs.(15600-39100+7600)  respectively.
Meanwhile Mr. Jeet Lal Gupta Commissioner Secretary Social welfare has been given additional charge of Housing and Urban Development Department till Mr. Suresh Kumar Principal Secretary Housing and Urban Development Department; currently abroad in connection with training resumes his duties.

 Minister for Higher Education meets Governor
            JAMMU, NOVEMBER 7 – Mr. Abdul Gani Malik, Minister for Higher Education, called on Mr. N. N. Vohra, Governor, at Raj Bhavan here today.
          During their meeting, the Governor and the Higher Education Minister discussed important matters relating to the regulated growth and development of institutions of higher education in the State and the need for more effective implementation of the various schemes and programmes for enhancing the employability of youth through vocational orientation and upgradation of skills.

Governor emphasizes role of students in nation building
JAMMU, NOVEMBER 7 - The team comprising Ms. Polina Singh of the Government College for Women, Gandhinagar, Jammu, and Mr. Abhinandan Singh of the Government College of Engineering and Technology, Jammu, won the Silver Rolling Trophy, instituted by Mr. N. N. Vohra, Governor Jammu and Kashmir, at the 3rd Annual Inter-State (Northern Zone) Declamation Contest, which was organized by the Department of Higher Education at the Government College for Women, Gandhinagar, here last evening.
The Runner-Up Trophy was bagged by the team comprising Mr. Junaid Yasin of the Islamia College, Srinagar and Ms. Asma Zahoor of the Government College for Women, M. A. Road, Srinagar.   
Mr. N. N. Vohra, Governor, was the Chief Guest, while Mrs. Usha Vohra, First Lady, was the Guest of Honour on the occasion. Mr. Abdul Gani Malik, Minister for Higher Education, presided over the Valedictory Session of the Declamation Contest.
The Governor, speaking on the occasion, observed that the students have to play an important role in the maintenance of societal harmony in our country. He said that there is need for providing greater opportunities to the youth so that they are adequately groomed to successfully shoulder their future responsibilities of nation building.   
Referring to the Annual Inter-State (Northern Zone) Declamation Contest for the Silver Rolling Trophy, the Governor observed that the idea behind instituting the trophy was to provide an opportunity to the students of each of the three regions of the State to compete against students from the Northern Zone States, to debate their views on topics which are relevant for the rapid socio-economic development, particularly in the context of the J&K State. He expressed satisfaction that this Declamation Contest had settled down well and, in this context, lauded the efforts put in by the Higher Education Department, the Government College for Women, Gandhinagar, Jammu and the students as well as all those associated in making arrangements for this important annual event.  
The Governor referred to the schedule of examinations in the summer and winter zones of the State and observed that possibilities would have to be explored for organizing a similar contest in Srinagar in the summer months when there is not much of academic pressure on the students and a good number of them from colleges in Kashmir and Ladakh regions would be able to participate in the contest.
Mr. Abdul Gani Malik, Minister for Higher Education, expressed his gratitude to the Governor for instituting the Silver Rolling Trophy. He said that this contest, conceptualized by the Governor, had emerged as an important and popular event among the students, adding that a good number of participants from the various Northern Zone States had participated and expressed their views on relevant topics.
Later, the Governor presented the Silver Rolling Trophy to the winning team and also gave away a Trophy to the runner-up team. He gave away a cash prize of Rs. 11,000 to Mr. Ghulam Mustafa of the Government Degree College, Poonch, for being adjudged first; Rs. 7,500 to Ms. Polina Singh of the Government College for Women, Gandhinagar, Jammu, for being adjudged second and Rs. 5,000 to Mr. Junaid Yasin of the Islamia College, Srinagar, for standing third in the contest. He also gave away consolation prizes of Rs. 2500 each to Ms. Asma Zahoor of the Government College for Women, M. A. Road, Srinagar and Mr. Abhinandan Singh of the Government College of Engineering and Technology, Jammu and, besides, individual prizes and participation certificates to all the contestants. He also presented mementos to the Jury Members and Observers of the Declamation Contest.
The Governor interacted with the students who participated in the Declamation Contest and wished them a bright future ahead.
 The Governor and the First Lady were honoured on the occasion by presenting mementos to them.
Prof. Kiran Bakshi, Principal, Government College for Women, Gandhinagar, Jammu in her welcome address gave details of the participants of the Declamation Contest. She said that students from Punjab, Haryana, Delhi, Rajasthan, Himachal Pradesh, Uttarakhand and Jammu and Kashmir participated in this contest.          
Prof. Satinder Singh, Nodal Principal, Government Gandhi Memorial Science College, Jammu, presented a Vote of Thanks.
Earlier, students of the College presented a captivating cultural programme.

Lone, Sagar inspect pace of work on new Legislative Complex
Direct executing agencies to ensure time bound completion
            JAMMU, NOVEMBER   07: Speaker, Jammu and Kashmir Legislative Assembly Mr. Mohammad Akbar Lone alongwith Minister for Law and Parliamentary Affairs, Mr. Ali Mohammad Sagar, today inspected the pace of work on New Legislative Complex coming up at a cost of Rs.113 crore.
            MLA, West Professor Chaman Lal Gupta, Principal Secretary to Chief Minister, Mr. B. B. Viyas, Secretary Law Mr. G. H. Tantray, Secretary Assembly M. Ramzan, Managing Director JKPCC Mr. M. M. Gupta and other officers were present on the occasion.
            The Speaker and the Minister went round the construction site and reviewed the progress on the prestigious complex. They inquired about the status of work and the expenditure incurred so far. 
 The Speaker directed the MD, JKPCC to speed up the pace of work on the   Complex so that it is completed in a stipulated time frame. He asked JPKCC to fix targets and submit the progress report to the concerned on quarterly basis. Mr. Lone said that there will be no compromise on the quality of work and directed for use of standard material. He asked the executing agency to get quality check of iron and other material before using it.
              Mr. Lone and Mr. Sagar directed the MD, JKPCC to make available requisite machinery and manpower at the site to avoid any type of hindrance in the construction work.
            Minister for Law and Parliamentary Affairs, Mr. Sagar asked the executing agencies to work on shift basis to achieve the target well in time. 
            Earlier, the Speaker chaired a meeting of the concerned departments  and reviewed the pace of progress. He was informed that the work on the project was in full swing and sufficient funds are available for the purpose.

Feroz calls on CM
Discusses upgradation of Panikhar, Zanaskar roads
            JAMMU, NOVEMBER-07- Legislator Feroz Ahmed this afternoon called on Chief Minister, Omar Abdullah here and discussed various issues relating to the development of Zanaskar constituency and other parts of Leh district. He emphasized the need for upgradation of basic amenities in this area and requested for focused attention on improvement of Panikhar and Zanaskar roads.
            The Chief Minister told legislator that equitable and inclusive dev elopement is the commitment of coalition government and assured that genuine demands of the people would be given due consideration.

6th batch of 270 Hajis received at Srinagar Airport
            SRINAGAR, NOVEMBER 07: As many as 270 Haj pilgrims comprising of 167 male and 103 female after performing Haj Bait-ul-Ullah returned from Saudi Arabia this afternoon.
            The Haj pilgrims were received at Srinagar International Airport by Director, Airport Authority of India, Executive Officer, State Haj Committee, Srinagar and district administration Budgam, besides officers of civil and police departments.

Mobile Lok Adalats at Chrar-i-Sharief, Beerwah settle 40 cases
                CHRAR-i-SHARIEF, NOVEMBER 07: A Mobile Lok Adalat cum awareness Camp was organized by Tehsil Legal Services Authority at Nagabal Charari Sharief today in which a large number of people participated. The said Lok Adalat cum awareness camp was also attended by member Secretary, District Legal Services Authority, Budgam, Tehsildar Block Development Officer and Station House Officer, Chrar-i-Sharief.
            As many as 20 cases were taken-up in the said Lok Adalat out of which 15 were settle on spot and fine of Rs 2550/- was also imposed on the defaulters.  
            Meanwhile, a Mobile Lok Adalat was also held at Beerwah, Budgam here today under the Chairmanship of Chief Judicial Magistrate, Budgam, Mr. Gowhar Majid Dalal.
            As many as 29 cases were taken up during the said Lok Adalat, of which 25 cases were amicably settled on spot.
            On this occasion, Munsiff Magam Court, Mr. Mansoor Ahmad Lone, senior Lawyers and a large number of people were also present.

Jora and Nasir applaud the lifting of advisory by UK Govt
Say a better omen for Tourism sector in J&K
         SRINAGAR, NOVEMBER 07: Minister for Tourism and Culture, Mr. Nawang Rigzin Jora has lauded the efforts being put in by Chief Minister Mr. Omar Abdullah for lifting the advisory by the British Government for its citizens against visiting Kashmir.
            Mr. Jora said that this is a good omen for tourism sector which will increase the inflow of foreign tourists to the valley and subsequently to the other parts of the State. He said, increase in the number of tourists shall improve the socio economic conditions of the people besides shall give fillip to the initiatives being taken for the development of tourism sector in the State.
            Pertinent to mention that the dynamic Chief Minister and Minister for Tourism had consistently persuaded the matter with British Government and the British High Commission in India. The efforts of the Chief Minister along with participation of J & K Tourism in the World mart at London since 2002 has also impacted the British attitude and paved the way for withdrawing the negative travel advisory for J & K.
            Minister for Tourism hoped that with the lifting of advisory for J & K by UK Government, other common wealth countries including Australia, New Zealand and Canada shall also change their attitude towards advices. Adding that these Common Wealth countries provide a rich source for enhancing the inflow of tourists to the Valley. Britain is the third country after Germany and Japan to have lifted the advisory to the State.
            Minister of State for Tourism Mr. Nasir Aslam Wani has also appreciated the lifting of advisory and hoped that the other countries shall also follow to boost the tourism sector in the State.
            Minister for Tourism Mr. Nawang Rigzin Jora and Minister of State for Tourism Mr. Nasir Aslam Wani have also appreciated the efforts being Putin by the Chief Minister of the State in maintaining peace and harmony requisite for flourishing of tourism sector. 

Sham urges for better health care facilities

            SRINAGAR, NOVEMBER 07: Minister for Health, Horticulture and Floriculture, Mr. Sham Lal Sharma stressed upon medical and paramedical staff for providing better healthcare facilities to the people and perform their duties with full zeal and enthusiasm round the clock. He urged upon them to utilize their best efforts for the noble profession in serve of mankind.
            The Minster was addressing an impressive Annual Performance Award ceremony function organized by Directorate of Health Services, Kashmir here today.
            Director Health Services, Kashmir Dr. Saleem-ur-Rehman, Director Indian System of Medicines, Dr. Abdul Kabeer, officers of Health Department, besides medical and para medical officials also attended the function.
            On the occasion, the Minister gave Annual Performance Awards to the medical and paramedical staff for performing their duties during Annual Amarnath Yatra and Hajj 2012 with dedication, sincerity and enthusiasm round the clock and for providing better healthcare facilities to the people.
            Mr. Sham said, it is a matter of pride for the stake holders of the State and the coalition Government for getting number one Award in the country consecutively in last two years in providing better health care services in the State.
            He lauded the role of medical fraternity and said despite constraints it is because of hard work and devotion of medical and paramedical staff that our State has been nominated for the award. He urged upon them to keep up the tempo for rendering better services to the people of the State.
            Minister also hailed the cleanliness and sanitation being maintained in the health institutions of the state.
            Director Health and Director ISM also spoke on the occasion besides, representatives of Coordination Committee of Employees, Health Department, Field Doctors Association and others hailed the contribution of State Government for its efforts in improving healthcare facilities in the State.

Sham lauds the contribution of Drug and Food Control Organization
            SRINAGAR, NOVEMBER 07: Minister for Health, Horticulture and Floriculture, Mr. Sham Lal Sharma urged the medical fraternity to serve mankind keeping in view the noble profession with which they are associated, adding that better medicare facilities provided with better etiquettes has encouraging impacts on the ailing people.
            This was stated by the Minister during the function organized by J&K Drug and Food Control Organization here today.
            Lauding the efforts being put in by the medical fraternity in remote and far flung areas, the Minister impressed upon them to ensure such facilities be made available regularly to the patients in health institutions. He also appreciated the contribution of Drug and Food Control Organization in serving the people of the State.
            Among others, Director Health Services, Kashmir, Dr. Saleem-ur-Rehman, Director Floriculture, Mr. Suneel Misri, Director ISM, Dr. Kabir Ahmad, Drug Controller J&K, Mr. Satish Gupta, Deputy Drug Controller Kashmir, Dr. Nazir Ahmad Wani besides Doctors and Drug Inspectors were also present.  

Six officials suspended in Anantnag
            ANANTNAG, NOVEMBER 07: To ensure regular attendance in Government offices, the Deputy Commissioner, Anantnag, Mr. Farooq Ahmad Shah today paid a surprise visit to Superintending Engineer Hydraulics Anantnag and Programme Office Anantnag.
            During the inspection five employees from S.E Hydraulics, Anantnag and one from Programme Office, Anantnag were found absent from duty and were placed under suspension.

Campaign launched for Integrated Practices to Promote Oil Seeds
            JAMMU, NOVEMBER 07: The Department of Agriculture today launched a sustained campaign for ‘Integrated Practices for Promotion of Oilseeds’ with a focus to boost Oilseeds production and increase the profitability of farmers by taping the diverse agro-climatic conditions suitable for the crop.
            The Mass Media Campaign through the print and electronic media was launched   by the Minister of State for Agriculture, Javaid Ahmed Dar, here today at Jammu Club, by releasing the advertisement, information and publicity material prepared by the Department in the shape of audio and video features and messages.
            On the occasion, the Minister also inaugurated a Seminar on “Integrated Practices for Promotion of Oilseeds”.
            Vice Chairman, J&K State Board for Development of Kissans, Th. Rashpal Singh was the Guest of Honour  on the occasion and Project Director, Directorate of Oilseeds Research, Hyderabad Dr. K.S. Varaprasad was the key-note speaker.
            The Seminar was attended by over 300 farmers and officers from all the districts of Jammu Division.
            Mr. Dar stressed the need for increasing the production of oilseeds by utilizing the local potential. He said the cultivation of oilseeds could fetch the local farmers better and easy returns as the availability of oilseeds in J&K per capita is still around 15 gms per head per day against the requirement of above 30 grams per head per day. He disclosed that about 4.8 thousand tonnes of oilseeds are imported into the state which needs to be minimized by increasing the local production per unit area. He added that the farmers of the state are having small land holdings and mostly grow cereals, but cash crops like oilseeds offer lucrative and early returns and therefore these must be essentially incorporated in their cropping systems. He lauded the efforts of the Department in promoting the Oilseeds cultivation as a part of Rabi Campaign 2012-13. He said the campaign would not only sensitize the farmers, but also the extension functionaries about the significance and interventions/ steps to increase the production and productivity of Oilseeds in a more focused and holistic manner.
            While appreciating the launching of the publicity programme focused on Oilseeds cultivation, Kr. Rashpal Singh said that it was the need of the hour and hoped that the farmers of the hilly and remote areas would especially be benefitted and trained in better methods of cultivation of this cash crop.
Dr Varaprasad, besides presenting an over-view of oilseed cultivation at the national and international level, dwelt upon various improved techniques and methods for increasing the production and productivity of oilseeds through his presentation.
            He explained the interventions such as soil test based use of fertilizers and micro-nutrients, integrated pest and disease management, and micro-irrigation systems being promoted at the national level for the purpose..
Director Extension Education SKUAST-Jammu Dr K S Risam deliberated upon the research and extension interventions by the State Agriculture University & KVKs for enhancing the production of oilseeds.
            Earlier, Director Agriculture Jammu Ajay Khajuria, while welcoming the guests and participants, elaborated upon the steps and interventions  being made under the campaign to fill the production gaps such as area expansion, quality seed distribution, plant protection measures, technology demonstrations, human resource development, Integrated Pest Management, Publicity through print and electronic media, besides promoting honey bee keeping to boost pollination for higher seed set and productivity.
            A Kissan Goshthi session was also held during which the farmers interacted with the experts of the Department and scientists from SKUAST-J, including Dr. S.K. Gupta and Dr Sachin about the Good Agricultural Practices to be adopted to increase the production of oilseeds.
            Joint Director Agriculture Extension Dr. S.S Jamwal presented the vote of thanks and other officers of the Department present on the occasion included Jt. Director Inputs Sushil Sahni, Deputy Director Central Dr Ramakant, Dy. Director Trgs. Sudesh Kaul, Incharge CSS C M Sharma and Chief Agriculture Officers of different districts of Jammu region.

Governor hosts Flag Day function  
            JAMMU, NOVEMBER 7 – The Annual Flag Day and Foundation Day of the J&K State Bharat Scouts and Guides was celebrated at Raj Bhavan here this evening.
Mr. N. N. Vohra, Governor, who is the Patron of the J&K State Bharat Scouts and Guides, speaking on the occasion, observed that it is a very happy occasion that, today, we are celebrating the Flag Day of the J&K State Bharat Scouts and Guides. He emphasized the need for explaining to all students in the State, particularly the middle and high school students, the vital importance of this Day and suggested that the Youth Services Department should organize such activities on a regular basis as this would help in making the youth, particularly the Scouts and Guides, aware of their duties towards the nation as enshrined in the Constitution of our country. He suggested to Mr. J. P. Singh, Director Youth Services and Sports, who was present on the occasion, to prepare and distribute pamphlets, in all schools, which list National Duties for enlarging the awareness of our youth, adding that ways and means would be found to support such an initiative.
Referring to the need for establishment of the State Level Training Centre for the Bharat Scouts and Guides at Jammu, the Governor said that he would discuss this matter further with Mr. R. S. Chib, Minister for Youth Services and Sports.

The Governor made a contribution to the Annual Flag Day Fund and wished the Scouts and Guides all success in their mission.
            Mr. I. D. Soni, State Commissioner, J&K State Bharat Scouts and Guides, in his welcome address dwelt on the activities of the organization and its future plans. He thanked the Governor for taking keen interest in the promotion of the Scouts and Guides movement in the State.  
Earlier, after the Prayer, the Scouts and Guides presented Scarfs to the Governor and the Lady Governor and pinned on them the Flag Day stickers, what are symbols of the Scouts and Guides movement.

India and ASEAN Agree to Explore Cooperation in Renewable Energy
            NEW DELHI, NOVEMBER 07:- The first ASEAN-India Ministerial Meeting on cooperation in Renewable Energy was held in the capital today. Dr. Farooq Abdullah, Minister of New and Renewable Energy while inaugurating the meeting said that this meeting is a unique opportunity to catalize the India-ASEAN Renewable Energy family. He underlined the importance of Renewable Energy in India’s energy security, for achieving its goal of providing reliable energy supply and access through a diverse and sustainable energy mix. He stated that   ASEAN member countries and India have several commonalities in their quest for targeting renewable energy. Globally, renewable energy has started making a positive impact on energy supply. The Global Renewable Energy Status Report 2012 reveals that renewable energy has grown to supply 16.7 per cent of the global energy consumption.
            Dr. Farooq Abdullah stated that today India stands among the top five countries of the world in terms of renewable energy installed capacity and at present     renewable power, with over 26 GW installed capacity, represents about 12.5 percent of the total installed power generation capacity in India. He further said  that India aims to achieve about 55 GW of renewable power by 2017. Our renewable energy programme is primarily private sector driven and offers significant investment and business opportunities, he added. The Minister informed that the investment in renewable energy in India has now exceeded US $ 10 billion per year. 
            This meeting is a beginning to explore new horizons, new pathways to cooperation and new solutions to existing challenges. It aims to foster greater dialogue, greater sharing and increased interactions at institutional as well as industry levels among ASEAN countries and India. Dr. Abdullah, envisioned that every citizen of ASEAN-India region should have access to clean, reliable and affordable energy.
            It may be recalled that ASEAN-India partnership has completed 20 years of existence. To celebrate this successful partnership, the Government of India hosted this meeting of the Ministers of Renewable Energy of ASEAN countries and India. The meeting deliberated and discussed the policy and regulatory framework for promotion of renewable energy in ASEAN member countries and India. The issues of financing of renewable energy, cooperation in research and development, technology transfer were some of the issues that came up for discussion.
            The meeting was attended by H.E. Shri Pehin Dato Mohammad Yasmin Umar, Minister of Energy, Brunei Darussalam, H.E Shri Dato’ Sri Peter Chin Fah Kui, Minister of Energy, Green Technology & Water, Malaysia and H.E. Mr. Tran Quoc Khanh, Wice Minister of MOIT, Vietnam. The other delegations were headed by respective Ambassadors and High Commissioners. The Ministers of ASEAN member countries presented the present status of renewable energy utilization in their respective countries and all of them reiterated the need for augmenting renewable energy applications in view of ensuing needs and also to curb emission of  Green House Gases. Many ASEAN countries sought cooperation in Solar, Wind, Biomass, Small Hydro Technologies including capacity building from India.  At the end, the Chairman’s Statement on joint cooperation for renewable energy applications was adopted by the Ministers and Heads of Delegations of ASEAN country and India. 
            Prior to this meeting, the Ministry of New and Renewable Energy (MNRE), organized an ‘ASEAN-India Workshop on Cooperation in Renewable Energy’ of experts and policy planners from ASEAN countries and India on 5-6 November 2012 at Vigyan Bhavan New Delhi. The workshop aimed at sharing of experience among participating countries on development and deployment of renewable energy and to identify the institutions for establishing long term cooperation between institutions in India and ASEAN countries.
             The workshop was attended by 17 participants from 8 ASEAN member countries with over 170 delegates from all over India and from different streams of renewable energy. Over 30 experts made their presentations on the subjects of Wind, Solar photovoltaic, Solar thermal, Bio-energy, Renewable Energy Resource Assessment Techniques, Off-grid Applications and Micro-grid for Rural Electrification. The major areas of cooperation that emerged in the workshop included Experience sharing in Renewable Energy Resource Assessment using GIS and remote sensing technologies, Sharing of Renewable Energy equipment calibration and testing facilities, protocol and evaluation methods, standards and certification procedures, off-shore power supply and transmission technology utilizing wind and ocean technologies, regional network on R&D on Renewable Energy Technology facilitating sharing of best practices and lessons learnt, exchange of ideas for providing energy access to rural population through promotion of micro-grids/off-grids based on renewable technologies and sharing of experience in financing of renewable energy projects. 
SSB to release 37 selection lists soon
JAMMU, NOVEMBER 07:- The Service Selection Board(SSB) would soon release thirty seven selection lists for various categories of posts.
 The selection lists, approved at the 88th Board meeting, chaired by Chairman SSB Mr Mohammad Afzal, would be recommended to the concerned departments for the postings.
 The Board meeting also decided to accelerate the pace of selection for the posts for which the process is yet to be initiated. 

Jora, Altaf inaugurate Tourist Reception Centre at Sonamarg
            SRINAGAR, NOVEMBER 07: Minister for Tourism and Culture, Nawang Rigzin Jora inaugurated first of its kind Tourist Reception Centre at Sonamarg, constructed at a cost of Rs. 2.77 crore by Sonamarg Development Authority.
            Minister for Forests, Environment and Ecology, Mian Altaf Ahmad was present on the occasion.
            The dignitaries were informed that the Centre is equipped with all hi-tech facilities for tourists, which include internet facility, ATM of J&K Bank and site for ATM’s of other banks. The Centre has a Tourist Officer’s room, library, waiting hall, double bed room facility in four huts and International Youth Hostel with Adventure Sports facility.
            The Ministers on the occasion inspected Sonamarg Club already constructed by Sonamarg Development Authority, providing the facilities of international recreation, health club, restaurant and conference hall with seating arrangements for 100 persons.
            Yatri Niwas with double bed room facility with parking and restaurant constructed at Sonamarg has earned revenue of Rs. one crore during last financial year, the Ministers were informed.
            Addressing an impressive function on the occasion, Mr. Jora said that by virtue of the visit of foreign tourists to the State, several opportunities of earning livelihood have come up for the poor and deprived sections of the society and also the economic status of the Jammu and Kashmir has improved. He said that the State Government has taken up several concrete steps for strengthening the tourist infrastructure by investing crores of rupees on different projects related to the tourism sector.
            However, the Minister appealed the people to treat the tourists in a very humble and hospitable manner so that the message of love and tranquility goes with them to different parts of the country as well as the places outside the country. He said the Kashmir Valley is famous for its traditional hospitality towards the people who visit Kashmir or two regions of the State.
            He said that the Central Government has already taken up the project of constructing at Z-More so that the distances are shortened and important tourist destinations get fillip through these highways.
            The function was also addressed by Forest Minister, Mian Altaf Ahmad. The Minister said that the Government is doing its best to provide all the possible facilities at various tourist spots for attracting more and more tourists to the State which in turn fetches lot of income to the people connected with the tourist business.
            The District Development Commissioner, Ganderbal, Mr. Showkat Ahmad Mir, Managing Director JKTDC, Mr. Satish Nehru, Chief Executive Officer, Sonamarg Development Authority, Mr. Mohammad Yousuf Bhat and large number of people and tourists attended the function.

SWD launches dozens of welfare schemes for upliftment of women
            JAMMU, NOVEMBER 07: To uplift the women and make them self reliant, the Social Welfare Department has launched a massive welfare programme for them under various schemes sponsored by the Central and State governments.
            The Departments have introduced Rajiv Gandhi Scheme for empowerment of adolescent girls (RGSEAG) which is now being called with the name of SABLA. The main purpose of the scheme is empower adolescent girls for self-development and improve their health status by providing nutritious diet, awareness about health hygiene, nutrition adolescent reproductive and sexual health (ARSH), and family/child care. To make them fit for earning their livelihood with respect and honour, a tie-up has been made with national skill development programme for vocational skills (NSDP), besides making them aware about public health centres, community health centres, post offices and police offices. The scheme presently is under implementation in Jammu, Kathua, Anantnag, Kupwara and Leh districts.
            The Department of Social Welfare  has also launched Indira Gandhi Matrivta Sahyog Yojana (IGMSY) scheme which is presently under implementation in Kathua and Anantnag districts. The main objective of this scheme is to promote appropriate care and service and utilization during pregnancy, safe delivery and lactation, to encourage women to follow infant and young child feeding (IYCF) practice including early and exclusive breast feeding for six months. Cash incentives for improving health and nutrition to pregnant and lactating women. The scheme also encourages marriages and child birth at right age and to ensure the health of the women is not compromise due of repeated pregnancy and remote family planning. The scheme is basically conditional maternity benefit under which cash incentive of Rs 4000 is being provided directly to women 19 years and above age for the first two live births. Financial assistance is also provided in three installments from 2nd trimester of pregnancy till the infant completes the age of six months. The working women are being provided support in terms of quality substitute care for their young children while there at work. Crèches and day care services are also be provided to women belonging to poor families. The women are also being made aware about the legal social and economic rights.
            Under condensed course of Education for Women scheme, financial assistance is being provided to the organizations for conducting middle/ matric level condensed courses for female school candidates. A grant of Rs 1.92 lakh is being provided to NGO/ Voluntary organizations for setting of family counselling centres to provide counselling to women for sort out their family disputes.
            Under awareness generation programme a grant of Rs 10,000 has been provided for conducting one awareness general camp for rural and poor women. Under another scheme Short Stay Homes for Women, two Short Stay Homes have been set up at Jammu, one namely Apna Ghar for the victims of 1999 Kargil War and another namely Neha Ghar for facing social, economical and emotional problems due to family disputes. Children of the inmates are being providing free boarding, lodging and education.
            To ensure security, development and well being of women in every sphere of life, the J&K Commission for Women has been asked to ensure implementation of steps against general discrimination and ensure adequate provisions for women’s advancement. Soft loans to unemployment women for establishing their income generating units for their sustained living is provided by the women developmental corporation. Financial assistance is being provided to the widows and destitute women at the rate Rs 400 on monthly basis under Indira Gandhi National Old Age Pension Scheme. The financial assistance is also being provided to under Integrated Social Security Scheme. 

Employees’ pen-down strike continues
JCC leaders address employees, meet to decide future programme
May intensify protests, strike
Srinagar, Nov 7 (VOS): The pen-down strike called for by the employees Joint Consultative Committee (JCC) to press for their demands continued for the second consecutive day today affecting normal work in offices across the state.
Employees in most of the offices in Srinagar and Jammu cities apart from other districts abstained from work to protest for their demands which include increase in retirement age from 58 to 60 years, payment of sixth pay commission arrears and regularisation of daily wage and casual labourers.
Meanwhile, hundreds of employees today protested against the government’s alleged backtracking from its promises and agreements with the employee’s trade unions.
JCC leaders, Mohammad Khurshid  Alam, Abdul Qayoom Wani, Abdul Gafoor Dar and Kulwant Singh along with others addressed dozens of employees at different places in Jammu today.
Protests were also held in Srinagar, where different leaders addressed the gatherings protesting for fulfilment of their demands.
JCC leader Muzafar Ganie, lead a protest in Pulwama after addressing dozens of employees. Similar sits ins and protests were also reported from Baramulla, Kupwara, Anantnag and Shopian.
Meanwhile, the employees trade union apex body (JCC) leaders met in Jammu this afternoon to decide the future course of action in the backdrop of non-fulfillment of demands by the government. The meeting was attended by around 70 leaders of different employees’ trade union including Muhammad Khurshid Alam, Abdul Qayoom Wani and Abdul Gafoor Dar.
Sources told VOS that the leaders during the four hour long meeting decided to launch another round of agitation from 8th to 10th of November in order to press for their demands.
 “A fresh programme of protest has been framed under which it has been decided that the JCC will call for pen-down strike on November 8,9 and 10 apart from Civil Secretariat Gherao on these dates in Jammu. Employees in Srinagar will be marching towards the Divisional Commissioner’s Office and protest demonstrations will be held at different district headquarters”, sources told VOS.
Pertinently, while talking to VOS, the JCC leaders had not ruled out an indefinite strike, if the government did not implement its agreements with the employees’ trade unions.
Meanwhile, JCC leaders Abdul Qayoom Wani and Abdul Gafoor Dar refused to divulge any details about the fresh protest programme. “We are holding a press conference tomorrow at the Jammu Press club to announce our future programme”, Wani told VOS over phone.
Wani said the employees will continue their agitation until all of their demands are met by the state government.
“The government is in deep slumbers  and needs to be awakened. We will continue to protest till our demands are met. They (authorities) are pushing us towards extreme steps of agitation”, Wani said.  (VOS)

Govt risking lives of Panchayat representatives: Beig
Srinagar, Nov 7: Accusing state government for risking lives of Panchayat representatives in the state, Peoples Democratic Party (PDP) senior leader Muzaffar Hussain Beig today said the present dispensation has utterly failed to instill a sense of security among the recently elected Panchs and Sarpanchs.
 Addressing a public meeting at Nowgam in Sumbal Sonawari, Beig said the present state government has failed to come up to its commitments made with the people during the 2009 elections.
 Beig said the inefficiency and corruption has eaten into vitals of governance in Jammu and Kashmir and the National Conference led coalition government has not been able rope up its functionaries involved in rampant loot.
 Referring to the ‘maladministration and corruption in the state,’ Beig said the present dispensation led by National Conference has landed the state in its worst crisis on political and economic fronts. “Even this government is not able to defuse the LPG crisis which has engulfed the whole state particularly the Kashmir valley,” Beig remarked.
 He said PDP does not believe get hold of power by hook or crook but: “It does not matter whether we come to power or not as it is the will of the people which would decide it but we would strive for establishment of a system that can stand up to any attempts at its subversion by the ruling class,” he said. “Whosoever gets the mandate must be subjected to strict scrutiny by the system and institutions should have the power and independence to enforce the constitutional provisions,” Beig stressed. 

39th Badminton Championship concludes Chib distributes trophies         
            JAMMU, NOVEMBER 07: The 39th Li-ning J&K State Badminton Championship-2012 concluded here today.
Minister for Youth Services and Sports Mr. R S Chib was the chief guest on the occasion.
            The 5-day boys and girls championship was organized by the J&K Badminton Association in which over 200 players from the state participated. About 100 matches of different categories were played during the championship.
            Mr. Chib said that the state has ample sports potential and the need is to exploit it properly so that the players participated at national and international levels and bring laurels to the state. He said the government is making all out efforts to upgrade existing and create new sports infrastructure to facilitate the enthusiastic players.
             The Minister said that the existing indoor complex of M A Stadium will be  constructed as Multi-Purpose Indoor Complex and equipped with modern gadgets. The visiting hours of Indoor stadium would also be extended by one hour.
            Later, the Minister gave away trophies and uniforms among the winner and runner-up players.
            Among others, Director, Youth Services and Sports S. Jaipal Singh, President, J&K Badminton Association, besides sports lovers were present.
