Omar describes drug
abuse worst enemy of society
‘Let us all work
together to eradicate this menace’

(BANDIPORE), NOVEMBER 14 – Describing drug-abuse as worst enemy of the
civilization and dangerous than militancy, Chief Minister, Omar Abdullah
Wednesday appealed all sections of the society to work together to save
children from illicit use of drugs.
“It
is being observed that notorious elements induce drug addiction in children and
use them for their vested interests”, he said relating it to the highest crime
against humanity and called for unified approach against this sin.
Speaking
at a function organized by National Commission of Protection of Child Rights
(NCPCR) here to observe National Children’s Day, the Chief Minister said that
religious, political, social and non-governmental organizations should jointly
work to eradicate this evil and save the future of the State from falling prey
to the designs of un-scrupulous elements.
Omar
Abdullah said that while government has enhanced its vigil over the misuse of
drugs and measures have been taken to rehabilitate and reform the drug addicts,
“it is also the duty of the people to positively extend their support in this
regard”.
The
Chief Minister said that children in Jammu and Kashmir have suffered most
during the period of militancy. “Their education, health and social fabric has
got tarnished and they had to live in an atmosphere of fear and uncertainty”,
he said adding that this has put them under stress and spoiled their process of
development. He said that while the measures put in place by the government
have brought substantial improvement in the situation, the march towards
achieving the final goal in this direction has to be carried on with
commitment.
Stating
that education is of key importance to nurture and develop children and upgrade
their skills to become responsible citizens, the Chief Minister said that his
government has put this aspect under focus and educational facilities are being
universalized across the State. “We are improving infrastructure in schools and
making atmosphere conducive and attractive for children”, he said maintaining
that the emphases is on increasing the ratio of girl child in schools.
“We
are also working to reduce the drop out percentage and persuade the patents to
send back their children to schools so that they are able to complete the
education”, he said adding that present age is the age of competition and merit
holds key to success. “A half-read child finds it very difficult to get settled
in the society”, he said and advised the children to concentrate on studies and
make persuasion of higher and technical education their goal. He said that
government is addressing the financial constraints of poorer students by
providing them scholarships and other assistance besides enhancing their opportunities
to seek higher education nearer to their homes.
Omar
Abdullah said that his government is also concentrating on ensuring and
protecting child rights, and is working jointly with the NCPCR in this regard.
He said that various Central and State sponsored schemes are being implemented
in the State to protect child rights and help their holistic development.
The
function was also addressed by Speaker Jammu and Kashmir Legislative Assembly,
Mohammad Akbar Lone, Minister for Social Welfare, Sakina Itoo and Chairman
NCPCR, Dr. Shanti Sinha.
City development
focused area in development policy: Omar
SRINAGAR,
NOVEMBER 14 – Chief Minister, Omar Abdullah Wednesday said that comprehensive
city development looms large in the government policy and attention has been
given to upgrade basic amenities and address urban problems in twin capitals of
Srinagar and Jammu.
Inaugurating
Rs. 69.50 core Rawalpora-Tengpora Storm Water Drainage Scheme here this
afternoon, Omar Abdullah said that focus is on creating better drainage and
sewerage systems besides improving and expanding road communication network in
Jammu and Srinagar.
“While
schemes for construction of flyovers and setting up of sewerage treatment plants
are being implemented in the twin cities, widening of roads, management of
transport, creation of parking lots and facilities to cater to modern urban
needs are being attended on scientific lines”, he added .
The
Chief Minister said that the restoration of peaceful situation in the State has
helped to upgrade pace of development works and reach out to every area in the
process of progress. He said more than 11 lakh visitors visited here and helped
in generation of wide-ranging economic activities for the people.
Omar
Abdullah said that Rawalpora-Tengpora Storm Water Drainage Scheme executed by
Jammu and Kashmir Economic Reconstruction Agency (ERA) is one of the major
drainage packages to be completed under the urban component of ongoing
multi-sector Project for Infrastructure Rehabilitation funded by Asian
Development Bank.
The
scheme involved construction 23.50 Kms of storm water drainage network spread
over an area of 3.50 sq kms consisting of 18.60 Km of sub-main drain, 3.26 Km
of trunk drain, 1.6 Km of Main drain and pumping station near Tengpora bridge
having the discharge capacity of 68 cusecs during storm conditions.
The
construction of the Rawalpora-Tengpora Storm Water Drainage Scheme will provide
relief from frequent flooding to the residents of the during winters and rainy
seasons. The project will directly benefit about 29,000 people living on both
sides of National Highway by-pass from Rawalpora Chowk to Tengpora
bridge which includes residential areas of Shah Anwar
colony, , Waza Bagh, Green Avenue, Budshah Colony Gulbahar Colony, Old
Hyderpora, Al-Noor Colony, Qayoom Lane, Goripora, Bagh-i-Hyder, Abraham Colony,
Sheikh-ul-Alam Colony, Hyderpora, Gulberg Colony, etc.
The
work on other two Storm Water Drainage Projects namely Pohru Chowk-Chanapora
bridge and Bemina Fruit Mandi is also in progress and are likely to be
completed soon.
Minister
of State for Housing and Urban Development, Nasir Aslam Wani and Legislator
Mohammad Irfan Shah also spoke on the occasion while MLA Mohammad Yasin Shah
and MLC Dharam Vir Singh Obroi were present on the occasion.
Technical workers
main architect in redesigning profile of State: Bhalla
JAMMU, NOVEMBER 14-Minister for Revenue, Relief and Rehabilitation Mr. Raman
Bhalla has said that technical workers are the main architect for redesigning
the profile of the State through their planning, adding that in this regard
they are helping the coalition Government in completing under pipeline projects
within stipulated time frame.
This was stated by the Minister while addressing a huge gathering of technical
workers at Marbel Market in Trikuta Nagar, here today.
Mr. Bhalla said
Government is committed to develop every corner of the State on modern lines,
adding that peace is a vital tool for taking the developmental to the logical
conclusion. He said Government has ensured good governance for the effective
implementation of various welfare programmes so that more and more people get
benefited.
The Minister said
Government promulgated several acts like Right to Information Act, Public
Service Guarantee Act etc by which the participatory involvement of people has
been ensured in day-to-day governance. He said by these acts a common man can
get the requisite services and information within the stipulated time.
Mr. Bhalla
highlighted various reformative steps being taken up by the Government in
making available all necessary basic amenities to the people of the State
especially those living in rural and far-off pockets.
Later, the Minister
also addressed a large gathering at Gangyal organized in connection with
Vishwakarma Day celebrations by Industrial Estate workers.
While throwing light on the life of Baba Vishwakarma, Mr Bhalla said
Vishwakarma is the divine architect of the universe, one of the fourteen
precious things born of the Samudra manthan and he also constructed the holy
city of Dwarka where Lord Krishna ruled. He said this day is not only
celebrated by the engineers and architectural community but also by all
professionals.
DFCO seals 158 un-licensed drug stores
JAMMU, NOVEMBER 14:-The Drug and Food Control
Organization has closed down 158 un-licensed and un-registered drug sale
outlets across the state.
As per a statement issued by the Department of Drugs and Food Control
Organization, the step has been taken as per the directions of High Court. The
Court has directed that no un-licensed and un-registered drug sale outlet be
allowed to function in the State. The department has been ensuring that no such
establishment is operational’, he added.
The Controller Drugs and Food Control Organization, Mr. Satish Gupta has stated
that 9 stores in Jammu, 2 in Kathua, 5 in Samba, 15 in Srinagar, 10 in
Ganderbal, 4 in Bandipora, 21 in Budgam, 20 in Baramulla, 4 in Kupwara, 19 in
Anantnag, 9 in Kulgam, 15 in Shopian and 26 in Pulwama have been seized so far.
Mr Gupta, further informed that some of the owners of the said establishments
were approaching the concerned authorities for unsealing their premises citing
change of business and the matter has been referred to the Senior Advocate
General, J&K High Court for the opinion.
13th batch of 539 Hajis received at Srinagar Airport
SRINAGAR, NOVEMBER 14: As many as 539 Haj pilgrims comprising of 318 male and
221 female after performing Haj Bait-ul-Ullah returned from Saudi Arabia this
morning.
The Haj pilgrims were received at Srinagar International Airport by Director,
Airport Authority of India, Executive Officer, State Haj Committee, Srinagar
and district administration Budgam, besides officers of civil and police
departments.

Power shut down on
Nov 15, 17
SRINAGAR, NOVEMBER
14: According to Power Controller, Power Development Department, Kashmir, in
order to carry out urgent repairs of 33 KV Main Bay Isolator of 2x10 MVA
Receiving Station Mughal Masjid, power shutdown of 33 KV,
Wanganpora-Kawdara-Mughal Masjid line shall be affected on November 15, 2012
from 11 a.m. to 04 p.m.
During the shutdown period, the entire 11 KV outgoing feeders of Receiving Station
Kawdara and Mughal Masjid shall also remain off.
Meanwhile, the department in another communication has informed that in order
to take up urgent works and branch cuttings, power shutdown of 33 KV line
Amargarh-Armpora line shall be affected on November 15 and 17, 2012 from 09
a.m. to 05 p.m.

Took stock of various
developmental project
SRINAGAR NOVEMBER 14:
Advisor to Chief Minister, Mr. Mubarak Gul today took an extensive tour of
Srinagar city to oversee the
status of the various developmental works being executed.
Mr. Gul said that
Government under the dynamic leadership of Chief Minister Mr. Omar Abdullah has
taken several steps for development of Srinagar City which are yielding
dividends for the people.
The Advisor was
accompanied by the officers of JKPCC, Health, Floriculture, SMC, CA&PD and
other officers of the concerned departments.
Mr. Gul took stock of
pace of ongoing work for Community Facilitation Centre at Charmgari Mohalla
Jamalata and urged upon the executing agencies to expedite the pace of
infrastructure development of project at an earliest.
On the occasion,
Advisor said that due to
strong commitment of the coalition government and unending efforts of Chief
Minister, a specific programme has been earmarked for developing old city of
Srinagar as Heritage site which will attract more tourists and directly benefit
and boost the economy of the artisans particularly of the area.
Mr.
Gul while inspecting the pace of beautification work on the Eidgah Park
urged upon the concerned officers to speed up pace of the
ongoing developmental works of the park including fencing of footpath, fountain,
and various viewpoints besides, the functioning of lighting system.
Earlier, Mr. Gul had
a meeting with the officers of various departments regarding basic issues of
the common people and urged upon them to redress the problems of the people.
Adequate power supply
to be assured during winter months: Shabir
SRINAGAR NOVEMBER 14: Minister of State for Power and Forests, Shabir Ahmad
Khan while presiding over a provincial officers meeting here today said that
government is committed to improve power supply particularly during ensuing
winter season. He said that directions have been issued to PDD for streamlining
power distribution system in the valley.
The Minister was informed in the meeting that presently the consumers are being
provided 1000 to 1100 MW electricity everyday which is 10 percent more than the
supply of last year in the Valley. In this connection the department has framed
curtailment schedule which is being strictly implemented in letter and spirit.
It was further informed that during the current fiscal upto the month of
October Rs. 290 crore were realized as electric tariff from the consumers which
is 38 percent more as compared to last year besides 4000 damaged electric
transformers were repaired at different workshops so that the concerned areas
would not suffer on account of power supply.
The Minister urged upon the officers in bringing a change in the power supply
system so that the consumers in length and breadth of the state are provided
adequate power supply. He said that in modern time’s electricity is an
important component of life and every sector needs electricity for its progress
and prosperity. He directed the officers of PDD to identify the areas where
electric meters have not been installed so that the electric meters are
installed in these areas to ensure uninterrupted power supply.
Later, the Minister inspected Data Centre, Bemina which is under construction
at a cost of Rs. 8.50 crore out of which Rs. 6 crore have been spent on the
project till date. The centre on its completion is expected to provide
information about meter reading, load consuming and number of damaged electric
transformers.
The meeting was among others attended by Secretary Technical Systems, PDD,
Asgar Ali, Chief Engineer Systems and Operations, Ayaz Gul, Chief Engineer
Electricity and Maintenance, Muzaffar Ahmad Mattoo besides others officers of
PDD.

Mohammad Yaseen has said better road connectivity is pivotal for overall
development and upliftment of socio-economic conditions of the people. This he

Children’s Day at Sangarmal
SRINAGAR, NOVEMBER 14: Department of Social
Welfare, Kashmir celebrated Children’s Day at Sangarmal Shopping Complex here
today.
The function was organized to showcase the functioning of Anganwari Centres by
the State Government through Integrated Child Development Project.
Director Social Welfare, Kashmir, Khawaja Bashir Ahmad Bhat was the chief guest
on the occasion while as Programme Officer, Srinagar and Ganderbal, Mrs.
Muthura Masoom and several senior officers of the department were present on
the occasion.
Addressing on the occasion, Mr. Bhat said that Social Welfare Department is
providing supplementary nutrition to 569584 children, adolescent girls and
pregnant women through 15085 Anganwari Centres spread in all the districts of
the valley. He said Rs. 56.50 crore were spent on the project in Srinagar
district.
He said that state government has approached central government for sanction of
more centres for uncovered areas of the valley.
On this occasion, Anganwari workers and children presented cultural programme,
besides the craftsmanship of ICDS trainees showcase their garments, dresses
prepared by them on the occasion.

& farm machineries aiming to boost the productivity & production per
unit area, the Department of Agriculture organized “Farm Machinery Melas” at
premises of Forest Rest House Sogam Lolab.
On this occasion Chief Agriculture Officer Kupwara M.A. Parray said that the
objective of the Mela is to acquaint the farmers with modern agriculture
machinery, tools & other equipments and also help them to avail benefits of
various schemes at their door-steps. He said that Mela facilitate farmers to
select the agriculture machinery & equipments of their own choice at
negotiated rates from authorized dealers. He advised farmers to adopt double
cropping in their fields & not to leave their fields without cultivation of
crops during Rabi season.
Stalls of various
authorized dealers were setup in the Mela. The farmers of Sub Division Sogam
purchased 5 Tractors, 5 Power Tillers, 51 Irrigation Pump Sets, 10 Foot
Sprayers & 120 Tool Kits, for which incentive of Rs. 12.08 lakhs were
provided.
Among others,
District Officers & field functionaries of the department and the large
number of farmers were present on the occasion. Farmers appreciated the efforts
of Agriculture Department for organizing such Melas.

The Drug and Food Control Organisation sealed 158 un-licensed and un-registered

Secretary, Health and Medical Education, Mr Manoj Kumar Dwivedi said the step
was taken to implement the orders of High Court in letter and spirit.
“We have strictly
implemented the orders of the Court that no un-licensed and un-registered drug
sale outlet be allowed to function in the state. The department has been
ensuring that no such establishment is operational,” he added.
He further informed
that nine stores in Jammu, two in Kathua, five in Samba, fifteen in Srinagar,
ten in Ganderbal, four in Bandipora, twenty one in Budgam, twenty in Baramulla,
four in Kupwara, nineteen in Anantnag, nine in Kulgam, fifteen in Shopian and
twenty six in Pulwama have been seized so far.

Taj for removal of Malhotra as LC Chairman
“Follwing directions of High Command to strengthen Chief
Minister’s hands”
Srinagar, Nov 14(VOS): Minister for PHE and Irrigation, Taj Mohiuddin today said
he will request the Congress High Command in Delhi to remove Amrit Malhotra as
the Chairman of state Legislative Assembly for allegedly trying to destabilize
the coalition government in J&K by creating wedge between the National
Conference and Congress.
“I will send the request to Congress High Command in News Delhi
and ask them to take action against the Chairman after taking the National
Conference on board”, Taj told media persons in Jammu on Wednesday.
Taj Mohiuddin said the aim of the LC Chairman was to create a
wedge between the coalition partners. “He failed in his efforts. He accused NC
saving me but forgets that 8 members of Congress had already written to him
stressing that his step was unconstitutional”, he said.
Taj reiterated his stand that the house committee constituted to
probe charges of land grabs against him was unconstitutional. “The Charges are
a conspiracy against me. The charges have been investigated by the
Accountability Commission in 2005 and by the Vigilance Commission in 2011. They
found nothing against me and I am still open to probe by them”.
Taj Mohiuddin said he was following the directions of the
Congress High Command to strengthen Chief Minister Omar Abdullah. “I am
strengthening the Chief Minister on the directions of High Command. I am ready
to face any probe whether by vigilance or accountability commission. It is good
that the committee has been dissolved”, he added.
Taj accused Congress MLC Bashir Ahmad Magray of backtracking by
giving different statements to media in Kashmir and Jammu.
He said the land at Sedow in Shopian has been legally
transferred to his name under the Roshni Act and that he is not against any
kind of probe or investigation against him. “My problem was with the house
committee as it was unconstitutional”. (VOS)
40 candidates issued forms for LC elections
‘NC leadership meeting to finalize candidates’
Srinagar, Nov 14 (VOS): At least 40 forms were issued at various district
headquarters to candidates intending to fight elections for the 4 vacant seats
of Legislative Assembly under panchayat quota.
Official sources told VOS that out of the 40 forms 27 were
issued to candidates in Jammu division while as 13 forms were issued in Kashmir
division by the Assistant Returning Officers (AROs) at various district
headquarters.
“One of the candidates even submitted his documents in Kathua
today”, the sources added.
Meanwhile, major political players of the state are yet to
finalize names of candidates and are expected to announce the same in a couple
of days.
Sources told VOS that National Conference President, Dr Farooq
Abdullah today arrived in Srinagar for consultation with party leaders to
finalize the names. “A meeting has been called in this regard which will be
attended by Chief Minister Omar Abdullah and other senior leaders of the
party”, the sources added.
Pertinently, State Congress President Saifuddin Soz is currently
in New Delhi for consulatations with the congress High Command to finalize the
list of candidates to be fielded for elections to the LC seats – one each in

Pained, hurt at being projected as antinational: Kamal
Srinagar, Nov 14 (VOS): Reacting to charges of sedition by sections of national
media and political parties, National Conference Additional General Secretary,
Mustafa Kamal has said he was pained and hurt that the media has projected him
as an anti-national and accused him of sedition.
“My history is known to everyone; my family’s legacy and my
political career of several decades is testimony of my credentials and today
you call Dr. Mustafa Kamaal an anti-national. It deeply hurts me
what I said has been blown out of context”,
Clarifying his statement at a public meeting in Kishtwar, Kamal
said, “I had suggested that India and Pakistan must sit together and settle the
issue amicably because it affects the people of Jammu and Kashmir” adding, “I
have great regard for my country India and the Indian National Congress and
shall never ever work against the two. It is beyond my comprehension to do so”
He said, “Shri Rahul Gandhi Ji and Omar Abdullah have ushered a
new chapter in the National Conference and Congress relationship which dates
back to Sher-e-Kashmir and Pt. Jawahar Lal Nehru Ji and carried forward by
Indira Gandhi Ji and Dr. Farooq Abdullah. We all in the family are committed to
carry forward this relationship and strengthen the hands of Rahul Gandhi Ji and
Omar Abdullah for the betterment of the people of Jammu and Kashmir and in the

“For heaven’s sake at this age and stage of life don’t accuse me
of something that is not in my grain and blood. Abdullahs live by the legacy of

Ensure all facilities for Muharram: Dr. Farooq
Srinagar 14th November: Jammu and Kashmir National
Conference President and Union Minister Dr. Farooq Abdullah on wednesday asked
the state administration to put in place a full proof mechanism to ensure that
people do not face any inconvenience in view of the ensuing Muharram-ul-Harram.
He asked the officers concerned to put in all possible
efforts in ensuring smooth and peaceful Muharram by providing essential
commodities, power, drinking water supply, medicare, firewood and other basic
necessities to the people in Shia dominated areas.
Meanwhile Party General Secretary Sheikh Nazir Ahmed has also
asked the administration to ensure all possible facilities are provided to the
people especially the Shia dominated areas.

Rana today said that the history of democratic Jammu and Kashmir state is
incomplete without J&K National Conference as this (NC) party represents
the aspirations of common people from all regions and sub-regions of the state.
“History is testimony to the strong secular-democratic credentials
of National Conference and the sacrifices it has made to uphold the cause of
communal harmony, brotherhood and amity are glaring”, he said asking the party
workers to further strengthen this trait and work for welfare and progress of
the state wholeheartedly.
Rana said National Conference is the party of common masses and
no one can damage its popular base spread across the state. “Propagandist
elements and detractors of democratic process have always tried their best to
defame and damage National Conference and its leadership but people of the
state have foiled all such attempts showing their faith and utmost trust in
National Conference and its leadership”.
Addressing a party workers meeting here today, Rana said J&K
National Conference has always stood for the high principals of secularism,
brotherhood, democracy and equitable development of all sections of the society
has remained the benchmark of National Conference since its inception.
Rana said that empowerment of common people and involving them
in the development process from bottom to top level is the political objective
of National Conference. He told the party workers to exhibit their unity and
discipline while working for realization of development goals and asked the
party workers to be actively involved in the implementation of development
policy of the coalition government.
Rana said that commitment for peaceful, progressive and
prosperous Jammu and Kashmir enshrined in ‘Naya Kashmir’ would be realized
under the dynamic leadership of Omar Abdullah. He said targets set in this
regard are being realized with zest and commitment and state NC-Congress
coalition government is putting in all efforts in this direction.
Addressing the party workers Rattan Lal Gupta Provincial
President J&K National Conference called upon the party rank and file to
fan in their respective areas and take the programme and policies of the
NC-Congress coalition government to the people and educate the people about the
historic initiatives taken by the Omar led coalition government in the state.
He also told the party workers to contribute positively in
strengthening the coalition and helping the government to fulfill its promises
made to people of Jammu and Kashmir.
‘Evolve consensus on amendments to J&K PR Act”

Srinagar, November 14: Stating that the deliberations on Panchayat empowerment should
not be confined to the Coalition’s coordination committee meetings, CPI
(M) State Secretary M Y Tarigami today asked the state government to convene an
all party meeting to evolve a broader consensus on the issue.
“It is encouraging, if the coordination committee of the
coalition partners has discussed some issues related to insurance and other
concerns of Panchs and Sarpanchs. But in a holistic manner, the empowerment of
Panchayat Raj Institutions (PRIs) in the state needs threadbare consultations
that can happen only when the state government convenes an all party meeting as
soon as possible,” Tarigami observed.
The CPI (M) state secretary said all political parties in such a
meeting can discuss the positive provisions of amendments affected to the
Indian constitution and can well chalk out amendments on the same pattern
keeping in view the interests of the people of the Jammu and Kashmir. “Any
delay in empowerment of these grassroots level bodies is bound to erode the
essence and sanctity of these institutions,” he added.
Tarigami said deferring the elections to Block Development
Councils (BDCs) illustrates utter confusion and non seriousness among coalition
partners vis-à-vis empowerment of the PRI’s in the State. “We think that
no “concern” or reservation should become an impediment in way of holding
direct elections for the remaining two tiers of Panchayat Raj system.”
“It is undeniably pathetic and painful that a highly hailed
electoral exercise aimed at grass root level democratization is being rendered
into an unendurable liability. The shrill and cries of representatives of grass
root level institutions on the issue of their security, absence of funds and
authority to them for carrying out development work are getting louder.
Unfortunately these genuine demands have sofar fallen to the deaf ears of the
powers that be,” he has observed.
The CPI (M) state secretary has remarked that the public
enthusiasm shown in the first phase of Panchayati elections, though encouraging
has unfortunately given way to desperation. “The lack of adequate powers has
rendered the Panchayat Raj Institutions (PRIs) incapable of fulfilling their
promises of development in their respective areas and the recent killings of
Sarpanchs have instilled in them a fear for their lives.”
He said the denial mode of government to empower the PRIs and
shifting of onus on their security between state and the central government has
caused these representatives to sit idle with nothing worthwhile to do but to
vulnerably watch the government and the opposition disputing amongst itself.
“The perceived notion that empowerment of Panchayats and local
body institutions will impact Kashmir issue is illogical and misconceived. PRIs
are constitutionally guaranteed instruments of vigorous local self-government
to secure effective participation of the people in the developmental programmes
and for overseeing this process. Also the apprehensions that PRIs will in any
way weaken the role of legislators are unfounded and not based on reality
simply because the Panchs and Sarpanchs are not law makers.”
Tarigami said that besides, the government must remove
weaknesses in structural and operational foundations of PRIs for the best
interests of people. Like confining direct election to the village level
Panchayats in the three tier PRIs is the biggest flaw in the present structure
of these institutions.
“The nominations, in any form, in PRIs will only erode the
democratic structure of these institutions of self-governance. With nominations
intact, these bodies are rendered just the extension of government departments.
What is required is to do everything possible to make these institutions
genuinely autonomous.”
He stressed that doing politics over the empowerment of PRIs
tantamount doing injustice to a man living in some remote rural area of our
state who voted just to ensure he gets better roads, power and water. “The
empowerment of these local body institutions should be pushed and pushed hard
and there should be no further delay.”
Pak Dy HC visits Yasin Malik in Delhi
Srinagar, Nov 14: A high level delegation from Pakistan high commission New
Delhi headed by Deputy High Commissioner Babar Amin visited chairman JKLF
Mohammad Yasin Malik, who is in currently undergoing treatment in Delhi.
According to JKLF sources, the ambassador enquired about the
health of Yasin and expressed his and the Government of Pakistan’s best wished
for him.
The ambassador also prayed for the speedy recovery of Yasin
Malim, added the statement.
Meanwhile JKLF has expressed grief and sorrow over the sad demise
of a well known social worker from Qazi Gund Abdul Hamid Malik. The deceased
was the father of JKLF senior activists Javed Ahmad Malik and Shuiab Malik .
Front vice Chiarman Advocate Bashir Ahmad Butt, leaders Mushtaq Ajmal ,Manzoor
Mustafa and Mohammad Ishaaq reached Qazigungd and attended the Jinaza and
funeral of the deceased.

‘Shabir Shah placed under house arrest’
Srinagar, Nov 14: Democratic Freedom Party Chairman Shabir Ahmad Shah was on Wednesday once again put under house
arrest and prevented from going to Kulgam, said a statement issued by DFP.
“As per the programme the party chairman was to go to Arwani, Chanegam village of Kulgam district where the forces had martyred a militant a day before”, the statement said.
“The police forces did not allow Shabir Ahmad Shah to venture out of the freedom house. It has not been even a single day when Shah is not put under house arrest,” DFP said.

Jammu, Nov 11: Expressing serious concern on the growing environmental
pollution due to mushrooming growth of stone crushers, brick klins and cement
plant in various areas of the State, the Chairman, Environment Committee of the
Legislative Assembly, M.Y. Tarigami, today urged for an effective regulating
and monitoring mechanism adding that existing Environment (Protection) Act
needs to be implemented strictly.
Speaking at a meeting of the Environment Committee (EC) in the
Central Hall of the J&K Legislature Complex, Tarigami said that both short
term and long term measures should be taken to protect Stat’s fragile
environment from the hazardous effects of stone crushers, cement plants brick
kilns and industrial waste. He said guidelines of the Hon’ble Supreme Court
regarding eco-sensitive zoning should be adhered to effectively adding that
there should be no compromise on environment while conceiving our developmental
programmers.
“We can wait for development for a while but cannot afford
vandalization fragile environment”, Tarigami said adding that immediate steps
should be taken to study the adverse impact of environmental pollution. He said
pollution clearance should be the pre-requisite for any Industrial Venture.
The members of the EC unanimously expressed serious concern over
the pollution caused to the Environment due to mining and industrial
activities, pesticide units, stone crushers, brick kilns and cement plants in
Kashmir as well as Jammu regions.
After threadbare discussion, it was decided to constitute a 5
member Sub-Committee headed by Ch. Zulfikar Ali which will study the impact of
Brick Kilns on the environment. The EC also recommended to the Government that
the Committee constituted for studying impact of cement pollution shall also
study the impact of Brick Kilns on environment.
Legislators, Mohd. Sharief Niaz, Ashok Khajuria, Sajjad Ahmed
Kichloo, Peer Afaq Ahmed, Mohd. Ashraf Ganai, Krishan Chander, Ch. Zulfikar
Ali, Sham Lal Choudhary, Prof. Gharu Ram and Ch. Sukhnandan gave their valuable
suggestions to check hazards of Environment Pollution.
The Commissioner Secretary Industries and Commerce Shant Manu,
who is Chairman of the Environment Pollution Assessment Committee, constituted
by the Government to study impact of cement plants on Environment, informed
that Head of the Departments of Environment Departments of both the
Universities of Jammu and Kashmir have also been co-opted with the Committee as
experts.
City development focused area in development policy: Omar
Srinagar, Nov 14: Chief Minister, Omar Abdullah Wednesday said that
comprehensive city development looms large in the government policy and
attention has been given to upgrade basic amenities and address urban problems
in twin capitals of Srinagar and Jammu.
Inaugurating Rs. 69.50 core Rawalpora-Tengpora Storm Water
Drainage Scheme here this afternoon, Omar Abdullah said that focus is on
creating better drainage and sewerage systems besides improving and expanding
road communication network in Jammu and Srinagar.
“While schemes for construction of flyovers and setting up
of sewerage treatment plants are being implemented in the twin cities, widening
of roads, management of transport, creation of parking lots and facilities to
cater to modern urban needs are being attended on scientific lines”, he added .
The Chief Minister said that the restoration of peaceful
situation in the State has helped to upgrade pace of development works and
reach out to every area in the process of progress. He said more than 11 lakh
visitors visited here and helped in generation of wide-ranging economic
activities for the people.
Omar Abdullah said that Rawalpora-Tengpora Storm Water Drainage
Scheme executed by Jammu and Kashmir Economic Reconstruction Agency (ERA) is
one of the major drainage packages to be completed under the urban component of
ongoing multi-sector Project for Infrastructure Rehabilitation funded by Asian
Development Bank.
The scheme involved construction 23.50 Kms of storm water
drainage network spread over an area of 3.50 sq kms consisting of 18.60 Km of
sub-main drain, 3.26 Km of trunk drain, 1.6 Km of Main drain and pumping
station near Tengpora bridge having the discharge capacity of 68 cusecs during storm
conditions.
The construction of the Rawalpora-Tengpora Storm Water Drainage
Scheme will provide relief from frequent flooding to the residents of the
during winters and rainy seasons. The project will directly benefit about
29,000 people living on both sides of National Highway by-pass from Rawalpora
Chowk to Tengpora bridge which includes residential areas
of Shah Anwar colony, , Waza Bagh, Green Avenue, Budshah Colony Gulbahar
Colony, Old Hyderpora, Al-Noor Colony, Qayoom Lane, Goripora, Bagh-i-Hyder,
Abraham Colony, Sheikh-ul-Alam Colony, Hyderpora, Gulberg Colony, etc.
The work on other two Storm Water Drainage Projects namely Pohru
Chowk-Chanapora bridge and Bemina Fruit Mandi is also in progress and are
likely to be completed soon.
Minister of State for Housing and Urban Development, Nasir Aslam
Wani and Legislator Mohammad Irfan Shah also spoke on the occasion while MLA
Mohammad Yasin Shah and MLC Dharam Vir Singh Obroi were present on the
occasion.
No Peace in Asia till Kashmir resolved, Says Waza
Srinagar, Nov 14: Senior APHC Leader and Chairman of Jammu and Kashmir
Peoples League (JKPL), Mukhtar Ahmad Waza, has said that the permanent peace in
South Asia is not possible without resolving the Kashmir dispute in accordance
with the Kashmiris’ aspirations.
Mukhtar Waza, while addressing party workers during a daylong meeting at party headquarters at Srinagar Wazirbagh, stressed that the United Nations could play a constructive role in facilitating meaningful engagement and dialogue between Pakistan, India and the Kashmiris for final resolution of the dispute.
“People of Jammu Kashmir are principle stake holders in the dispute and any settlement of the dispute on Jammu Kashmir should satisfy the aspirations of the people,’ Waza said.
“Peaceful resolution of the dispute of Jammu Kashmir is in the interests of enduring regional peace and stability in south Asia besides in the interests of economic development in the region,’ he said.
He stressed upon India and Pakistan to start a meaningful dialogue process, as the dialogue process in the way by which Kashmir issue could be resolved. He said that by this issue kashmiri people are suffering from last 63 years and were badly affected.
He appealed the United Nations to impress upon India to revoke the draconian laws like Armed Forces Special Powers Act (AFSPA) from the territory, withdraw its troops and release all the illegally detained pro-liberation leaders and activists including youth and minor boys.

13 lakh LPG consumers yet to register on last day of deadline

Srinagar, Nov 14 (VOS): As the deadline for registration and renewal of LPG
connections expires on Thursday, around half of the domestic gas consumers in
the state are yet to register themselves with different oil companies, sources
told VOS.
According to sources in different oil companies, only 50 per
cent consumers in the state have registered or renewed their connections with
the oil companies, spreading panic among consumers.
The Union Petroleum Ministry had earlier set November 15 as the
deadline for registration of domestic LPG connections.
“Among a total of 25 lakh consumers in the state, only 10 to 12
lakh consumers have submitted their documents for registration with different
companies, with an equal number of consumers still pending for registration as
on Nov 14”, the sources said adding there are only 101 counters across the
state for such a huge number of customers.
Huge rush to consumers was witnessed Wednesday at different
counters of the oil companies across the valley giving rise to chaotic scenes
at various places.
“I have been standing here since 9 am in the morning and am yet
to get my turn. I don’t understand why the companies don’t set up more counters
in the city to meet the rush of people. Tomorrow is the last date for
registration of documents and I am worried that I may not be able to register
my connection”, said Mohammad Sidiq Wani of Natipora.
“We are worried as we don’t know whether the government will
extend date for registration. This is disgusting. We are here to get ourselves
registered and they are not able to register us, how are we responsible for
that. Are we beggars?”, asked Mohammd Shafi, who was standing at the end of a
long queue adding “We don’t understand why so many formalities and complexities
have to be fulfilled”.
Minister for Consumer Affairs and Public Distribution (CAPD),
Qamar Ali Akhoon said the government will get the remaining consumer
registered. However, the minister remained non-committal on how the
registrations will be done. When asked whether he has got any assurance from the
central government on extension of the deadline, he said, “All of them will be
registered”. However, the Minister expressed ignorance about the number of
consumers that have registered themselves with the oil companies. “You can talk
to the R K Shahab, the Coordinator of Oil Companies in the regard”, he said.
When contacted, the Coordinator, R K Shahab said the details of
registrations can only be known from officers of different oil companies.
However Director CAPD, Kashmir, Mir Mushtaq told VOS that 65 per
cent consumers in the valley have bee registered till date. “We are in touch
with different oil companies to ensure registration of consumers”, he added.
Meanwhile, Director CAPD, Jammu, without giving exact figures
told VOS that most of the consumers in Jammu division have bee registered with
different oil companies.
The Directors said the state government had already written to
the Secretary Union Petroleum Ministry regarding extension in deadline for
registration of consumers. However, they declined to comment whether the
central government had responded to the communication. (VOS)

Gear up for fast track completion of urban projects: Dy CM to
officers
Jammu, Nov 14: Deputy Chief Minister Tara Chand stressed upon officers
of Housing & Urban Development department to gear up activities for
ensuring time line completion of prestigious urban development projects
launched for all round urban infrastructure development of the state. He said
ambitious initiatives have been taken in the field and need is to prioritize
the works for fast track completion.
Tara Chand today chaired a high level meeting to review the
progress of different works and pace up the department for ensuing winter
season. Threadbare discussions were held on the pace and progress of various
development projects undertaken by the department.
The meeting was attended by Commissioner/Secretary, Housing
& Urban Development Department (H&UDD) Jeet Lal Gupta, Vice-Chairman,
SDA Khawaja Farooq Renzu Shah, Commissioner, JMC Mr. K.L. Khajuria,
Commissioner, SMC Dr. G.N. Qasba, Director, ULB, Jammu F.C Bhagat, Director,
ULB, Kashmir, Shamim Ahmad Laherwal, Vice-Chairman, LAWDA Irfan Yasin, Managing
Director, J&K Housing Board Kiran Wattal, and other level senior officers
of JDA.
The Deputy Chief Minister took up a detailed review of all
performance and achievements of H&UD Department under different central and
state funded schemes and projects. He directed the officers to ensure that in
those areas where development works get hampered due to onset of winter
priority is set so as to efficiently utilize the left over time and works of
emergency nature are completed well in advance to safe public from inconvenience.
While reviewing the achievements of the departments, Tara Chand
said maximum benefit can be only be reaped when undertaken works are completed
within the stipulated time frame and calendar for the works is strictly adhered
too. He cautioned the officers that no laxity would be tolerated, as the
mission project is time bound and all the projects have to be ready within the
set time frame. He impressed for achieving time bound progress and gearing men
and machinery to ensure proper supervision of works for maintaining quality
standards in works.
