to achieve all time high Rs 900 Cr revenue
JAMMU, NOVEMBER 20:- The Excise department has registered highest
ever revenue of Rs. 520.63 crore upto ending October of current fiscal (7
months) against Rs. 460.26 crore collected during the corresponding period of
last financial year, marking an increase of 13.101 percent. The department is
poised to realize highest ever targeted revenue of Rs. 905.54 crore during the
current financial year against Rs. 813.54 crore revenue collected during the
last fiscal.
This was stated at a meeting convened today in the Excise and
Taxation Complex, Jammu to review the performance of various wings of the
Excise department during first seven months of the current fiscal.
The Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim
Rather presided.
The Financial Commissioner, Finance, Mr. M. I. Khanday, Excise
Commissioner, Mrs. Vineeta Gupta, Deputy Excise Commissioners and other
concerned officers of the department attended the meeting.
Speaking on the occasion, Mr. Rather said greater revenue was
imperative for the development of the state. He called upon the officers of
Excise Department to work with zeal and dedication for maximum realization of
revenue. This, he said, was essential as the tax revenue comprised the major
component of the overall revenue of the state. He complimented the officers of
the excise department for realizing revenue of Rs. 520.63 crore upto ending
first 7 years of the current fiscal, which was Rs. 60.34 crore excess over the
previous year’s collection upto Rs. 460.26 crore. He exhorted upon the officers
to work with, vigour and honesty to surpass all the past achievements in the
current financial year.
Mr. Rather further emphasized the need for enhanced enforcement
activities by the department, adding that the officers should conduct regular
raids in their area of jurisdiction for the purpose. He urged for checking any
attempt towards evasion of Excise & Toll revenue, adding that officers
should redouble their efforts to eradicate menace of illicit liquor,
bootlegging and illegal cultivation of Narcotic plants like Bhang and Poppy. He
instructed the officers to maintain highest standards of integrity and be
responsive to the grievances of the public.
He was informed that as per orders, the department has started
affixation of security Hologram on liquor bottles w.e.f 23rd July, 2012 to put check on smuggled/illicit liquor, if any, in the
market. The Excise Holograms are being affixed by local Distilleries and
Bottling Plants on production of liquor as well as on liquor imported into the
state from 23rd July, 2012. The Hologram has 14 overt
and covert features and is considered as one of the best Holograms in the
country.
While making power point presentation about the enforcement
activities of the department, the Excise Commissioner informed that 107 persons
were arrested in 2009 raids and 37249 kgs of Lahan destroyed upto October, 2012
with a penalty of Rs. 18.15 lakhs recovered from the offenders. She said that
upto ending October, this fiscal, a fine of Rs. 13.52 lakhs has been collected
from tax evaders at toll plaza Lakhanpur besides seizure of 6470 pcs of willow
clefts, 4000 bottles of corex and 70 gms of opium. While in Kashmir valley,
Bhang over an area of about 4658 kanals of land was destroyed which is also
unprecedented.

20: The Minister for Agriculture, Mr Ghulam
Hassan Mir on Tuesday called on the stakeholders to meet the international
standards to become global player in the agriculture processing and marketing.
Speaking at a seminar “The Academia-
Industry Interface” on “Challenges and Opportunities in Food Processing
Industries” organized by the Islamic University of Science & Technology
(IUS&T), the Minister said “The benefits of liberalized economy can only be reaped when our products are
globally competitive. It is therefore important that the due care is taken of
Consumer’s interest”
He said that it
was well understood that consumer was the king in marketing world in the
changed marketing scenario, after coming into being of WTO. He congratulated
the team of intellectuals of IUS&T for organizing such a get together and
other participants to make this event possible having far reaching effects
beyond the boundaries of Islamic University of Science and Technology.
He said that to be a
global player in the field of agriculture processing and marketing, the local
Industry has to come up to International Quality Standards. He said today
consumers are demanding products in variety of forms, which require a great
deal of processing and that opens a great deal of opportunities for the
technocrats passing out from the centers of higher learning , like IUS&T.
“As far as challenges
are concerned various standard like Agmark, PFA, BIS, MFPO etc are there to
address the quality of agricultural produce. But keeping in view the consumers’ interests and sustainability of
processing industry, it is important that emphasis is given on Good
Manufacturing and Good Hygienic Practices” he asserted and added thus, to
ensure food safety- there was a need to patronize suitable available control systems like the Hazard
Analysis and Critical Control Point ( HACCP) system”, the Minister exhorted.
The Minister said
“Since the Food Safety is directly related to the public well being,
the safety and wholesomeness of the food
must, therefore, be our guiding force so that we firmly establish ourselves in
the International Market”.
He said that Food
Insecurity, indiscipline, Negligence and Quality Impairment are the
fundamentals, which rule the roost, at least in the under-developed world which
need to be recognized in handling food articles right from its place of
production to the consumer. “Let us, therefore, make an honest effort in
preserving integrity and quality traits of food articles being offered to
society” he added.
19th batch of 269 Hajis received at Srinagar Airport
SRINAGAR, NOVEMBER 20: As many as 269 Haj pilgrims comprising of 169 male and
100 female after performing Haj Bait-ul-Ullah returned from Saudi Arabia this
morning.
The Haj pilgrims were received at Srinagar International Airport by Director,
Airport Authority of India, Executive Officer, State Haj Committee, Srinagar
and district administration Budgam, besides officers of civil and police
departments.

meeting urges for improving performance
BANDIPORA, NOVEMBER 20: An amount of Rs. 42.51
crore has been advanced under credit action plan during the first two quarters
of current financial year in Bandipora district, enabling 2429 unemployed youth
to set up their ventures. Of this, Rs. 17.30 crore were provided under
agriculture sector, Rs. 20.94 crore under small enterprises and Rs. 4.27 crore
under service sector.
This was disclosed during a review meeting of district coordination committee
at Bandipora today convened to review the achievements made under District
Action Plan 2012-13. Presided over by the District Development Commissioner,
Bandipora, Manzoor Ahmad Lone, the meeting was attended by the Additional
Deputy Commissioner, Bandipora, SP Bandipora, officers and representatives from
RBI, NABARD, Banks and sponsoring agencies.
Briefing the meeting, Lead District Manager Bandipora said that the district
recorded an achievement of 36 percent of the target during these six months. He
said that Rs. 15.70 crore have also been advanced under non-priority sector in
the district.
The DDC on this occasion impressed upon the officers and bankers to work with
dedication so that the goal of development and progress is achieved. He
stressed for conducting awareness camps to generate proper awareness among the
people about welfare schemes.

anti-tobacco squad, comprising of representatives from Drug & Food Control
Organisation, Health Department and Police inspected various places in Srinagar
and found 31 persons smoking at public places and a fine of Rs. 4,800 was
recovered from them.
Pertinently, smoking in public places is prohibited under Section 4 of
Cigarettes & Other Tobacco Products, Prohibition of Advertisement &
Regulation of Trade & Commerce, Production, Supply & Distribution Act
2003 (COTPA).
Under COTPA all Gazetted Officers are authorized to take action against anyone
caught smoking in public places and can compound the offence under the Act
falling within their premises upto a fine of Rs 200 per offence.

22.42 lakhs to be provided to Farmers
KULGAM NOVEMBER 20: A Farm Machinery Mela was held at Kulgam
today during which District Development Commissioner Kulgam, Jehangir Mir said
that use of modern technology and Machinery could lead the State towards
self-sufficiency. He advised farmers to Coordinate with agriculture department
and avail benefits of the schemes being launched by the department, so as to
realize self-reliance in agriculture production. He advised farmers to set up
income generating Agri- based units like Bee keeping, Mushroom, Vegetables and
Flower cultivation for improving their socio-economic status.
Chief Agriculture
officer Kulgam Nigeen Ahmad lone said that department of agriculture has been
organizing Farm Machinery Mela with the aim to adopt the latest research,
technology and Machinery in agriculture sector. He said that such Melas
facilitate farmers to select the Agri Machinery and other tools of their own
choice at negotiable rates from authorized dealers at their doorsteps.
On this occasion
several authorized dealers displayed various agriculture machinery and
agricultural equipments and other tools.
Present among
others were officers and officials of the department besides large number of
farmers. The farmers appreciated the efforts of agriculture department for
organized Farm machinery melas. Farmers of Sub-Division Kulgam purchased 7tractors,
3 Power tellers, 150 irrigation Pump seats, 25 foot sprayer, 5 Power Sprayer
and 28 Poly Green houses for which department of agriculture will provide Rs.
22.42 lakhs as incentive to the farmers.

Srinagar, Nov.20 (VOS): Asserting that
certain forces in New Delhi and Kashmir were hatching conspiracy against
National Conference, Union Minster Dr. Farooq Abdullah Tuesday revealed that
huge amounts of money were being spent to ‘ disintegrate’ the ruling
National Conference.
“People in Delhi in collaboration
with their well wishers in Kashmir are working over time to pull down National
Conference, and for this they spend hefty amount of money.” NC president said
while addressing punches and Sarpanches at Party headquarters in Srinagar.
He however expressed hope that such
attempts would be foiled at every level. “They must know that National
Conference is not too weak to play games with. We are a deep rooted party and
nobody has the guts to shake it.”
With a possible hint at Opposition PDP,
Senior Abdullah said ‘had such elements not been elements’’ busy in hatching
conspiracies, BJP wouldn’t have hoisted flag in Kashmir. “National Conference
is people’s party and we have been representing their aspirations over decades
now. It was NC which brought the Rawalpandi Road issue on its 1953 Sopore
convention”, recalled Abdullah, adding that the day would come when the
‘barriers’ between the divided Kashmir would collapse.
“Zulfkar Ali Bhuto once told me that my
father Sheikh Mohammad Abdullah was raising the Rawalpandi road issue, even an
11 year old girl from Azad Kashmir spoke to me and said that it was only NC
that could bridge the gaps between the two parts of Kashmir”, claimed the
Former Chief Minster adding that Kashmir’s shouldn’t forget the sacrifices his
party (NC) had made for them.
“They (Kashmiris) can’t forget our
sacrifices. We have been fighting for them and will do so in future also”,
asserted the NC president.
Meanwhile accusing PDP of what he
called, ‘introducing corruption at official level’, Farooq Abdullah said that
it’s (PDP) leadership should should set their house in order first before
leveling allegations on others. He added that so many attempts were being made
to wipe out NC from the political Map of Kashmir, but was quick to
add, that such ‘desires’ wont yield.
Praising the Coalition candidates for
upcoming LC contest, Gh. Nabi Monga and Ali Mohammad Dar, Abdullah urged upon
the Punches and Sarpanches to elect the duo, and said that sending them to the
upper house, would be an appreciable decision.
“Both the candidates, the coalition has
fielded are sincere and dedicated, let you all vote for them”, Farooq asked the
village representatives, who will be voting on Dec. 3 to elect their two
representatives each from Kashmir and Jammu provinces for the upper house in
the state.

including Dr. Mustafa Kamal, Ali Mohammad Sagar, Ch. Mohammad Ramzan, Gh. Ahmad

Rajouri, November 20: President of Peoples Democratic (PDP) Mehbooba Mufti today said
that far flung areas were the worst victims of government’s apathy
Addressing impressive public meetings
today at Devak in Sunderbani area and Dongi in Rajouri assembly segment, PDP
president said that people of far flung areas were still suffering on account
lack of basic amenities and facilities like health, water, power, education
etc. She said that it was result of the wrong planning of the coalition regime
headed by National Conference that children in these far flung areas have to
walk long distances to attend schools.
Taking a dig at the government for
charging huge power tariff from the people, she said that despite charging huge
fee from the poorest of the poor, the government has failed to provide power to
the people. She said all parts of the state were confronting with the bad power
supply but the situation was worst in far-flung areas.
Pointing towards non availability of
health facilities in the state, she said that health facilities were almost nil
and people have to travel hundreds of miles to get treatment. “Funds sanctioned
for the development of Scheduled Tribe (ST), under Border Area Development
Project (BADP), MGNERGA , RGGVY, and other central sponsored schemes are not
utilized properly so that people could benefit”, he said and deserving people
were not getting benefit of such schemes .
She further added that thousands of
cases for financial aid to elderly people , widows , handicapped
persons pending for the last four years . “On one hand prices
are going up and on the other hand poor people deprived of even BPL and
Antudiya ration”, she regretted.
Reiterating resolve of her party to
solve problems of all regions and sub-regions of the State, she said that PDP
was committed to overall development of the state and equal opportunities and
share to all regions, sub regions especially to far flung areas. “PDP during
its three years tenure worked for the uniform development of the State..All
provinces , regions and sub regions got their share of development , be it
creation of tehsils , blocks , universities , colleges , schools , health
centers including employment”, she said and informed the gathering
that almost one lakh RET teachers were spread uniformally
all over the state where in the rural and far flung areas benefited maxim . All
these measures brought in a sea change in the state and that is what people are
appreciating PDP she said.
Ms Mufti assured people that PDP will
take up creation of block at Devak and tehsil for Dongi . She said that there
was an urgent need to provide medical facilities like medicines, doctors,
ambulance etc at Hatel and Dongi health centre . Responding to the demands of
the locals, she said that Devak- Shiv Khodi road should be taken on priority.
“There is absolute poverty and no
sources of productive employment therefore there should be direct police
recruitment for these areas, she demanded.
Former Minister Tariq Hamid Karra in
his address criticized coalition regime for its failure to check corruption. He
said that during the last four years only achievement of the coalition was
legalization of corruption. He said that corruption has crossed all limits and
the head of the State was giving excuses to legitimize rampant corruption in
the state.

Shanti Devi, Abdul Qayoom Dar, Surinder Choudhary , Choudhary Qamar Din,

scenario in state
Calls for amendment in Juvenil Justice
Act
Srinagar, Nov.20 (VOS): On the
international Children’s day a long stake holders meeting was held at KFORD
(Kashmir Foundation for Organisation Research & Development) Office here at
Rajbagh to discuss the current scenario of child rights and protection issues
in Jammu and Kashmir (J&K).
The foundation has demanded amendment
of the the Juvenile Justice Act 1997. “The state of Jammu and Kashmir has
adopted Jammu and Kashmir Juvenile Justice Act 1997 to provide for care
protection, treatment, development and rehabilitation of neglected or
delinquent juveniles. Subsequently under SRO 128 dated 11th April 2007 (Jammu),
various rules have been added to the existing Act incorporating various
features of juvenile justice (care and protection) Act 2000. In the present
context when the stage is set to implement integrated child protection scheme
(ICPS) in letter and spirit throughout the state of J&K, the existing Act
along with the rules under SRO 128 stands to be inadequate in implementing
every component of ICPS like adoption, non institutional care, transitional
care etc. So, there is need for incorporation of certain more rules/amendment
of existing Act on the lines of the Juvenile Justice (care and protection of
children) Amendment Act 2006”, the foundation said in a statement here today.
“The current situation marks a worrying
nadir in the recent history of the valley and suggests the need for NGOs active
in the region to modify their approach towards an inclusive child rights
framework. Prolonged violence has impacted children who face a range of
psychosocial, educational and protection needs. Economically vulnerable
families are especially at high risk of falling into serious deprivation and
food insecurity, as well as engaging in harmful coping mechanisms, many of
which are likely to put children at risk”
“Furthermore, we recommend
incorporating some definitions/terminologies as used in the Amended central Act
of 2006 so that the Act becomes more relevant to the various components of ICPS
and should be more comprehensive rather than at par from the existing central
Act of 2006”, the foundation statement added.
