Rather chairs J&K EFA meeting
Calls for greater coordination between Self-Employment Organizations, Banks
            JAMMU, NOVEMBER 22:- While reiterating that un-employment problem is the major challenge before the Government, the Minister for Finance and Ladakh Arrairs, Mr. Abdul Rahim Rather today underscored the need for coordinated efforts to give push forward to various self-employment schemes in vogue in the state to provide economically viable and technically feasible job avenues to the un-employed youth.
            Speaking at a meeting of the Employment Facilitating Agency- a highest body to oversee the functioning of all employment related organizations and monitor the progress of employment schemes in the State, Mr. Rather said that there was a dire need to create synergy among various skill development initiatives to ensure intake of unemployed youth in various organizations as per the market demand. “Our endeavour should be to create need based skilled human resource by tying up with various skill development Institutions and providing on hassle-free credit facilities to the entrepreneurs to ensure success of various self-employment schemes”, Mr. Rather asserted adding that achievements on this account would be co-related with the performance of the officers at the helm of officers to make them more accountable.
            The Minister for Higher Education and Employment, Mr. Ab. Gani Malik was also present.
            Among others, the meeting was also attended by the Economic Advisor to the Government, Mr. Jalil Ahmad Khan, Chief Secretary, Mr. Madhav Lal, Financial Commissioner, Finance, Mr. Iqbal Khanday, Principal Secretary, Housing & Urban Development, Mr. Suresh Kumar, Commissioner/Secretary, Agriculture Production, Mr. Shaleen Kabra, Commissioner/Secretary, Rural Development, Mr. Farooq Peer, Commissioner/Secretary, Technical Education, Mr. Bipul Pathik, Commissioner/Secretary, Forest, Mr. Aijaz Iqbal, Commissioner/Secretary, Labour & Employment, Mr. Yadullah, Secretary, Animal Husbandry, Mr. M.A.Bukhari and Director Labour & Employment, Dr. Abdul Rasheed.
            Mr. Rather called for developing an authentic data base about both physical as well financial position of various self-employment ventures on the ground suggesting that related departments should further improve coordination with each other to ensure full proof monitoring mechanism in this regard. He said main effort and aim should be employment generation for the un-employed youth, who should be in no case made to suffer for want of adequate and timely financial support or red tap. He said existence of income generating units on ground should be ensured. Mr. Rather said there should be no discrimination on account of fund availability in various districts for implementation of Voluntary Service Allowance (VSA).
            He asked the concerned officers to focus on creating employment opportunities in potential sectors of economy and arrange tie-ups with financial Institutions for raising credit for starting Self-employment ventures adding that these measures can prove very fruitful in combating the ever growing un-employment problem in the State.
            The Minister for Employment urged for developing software for creating a realistic data base about various Self-employment Schemes (SES) and asked the Technical Education, Employment departments and J&K Bank to coordinate in this regard.
            He suggested for a sustained publicity campaign in both print and electronic media about all the success stories achieved so far under self employment scheme.
             The meeting took a threadbare review on the progress of Voluntary Service Allowance (VSA), Seed Capital Fund Scheme (SCFS), Youth Startup Loan Scheme (YSLS), and J&K State Overseas Employment Corporation, Ltd.
            It was informed that upto ending October this year, 47174 beneficiaries were covered under VSA who have been provided about Rs. 22 crores as allowance. Under J&K Self-employment Scheme, 7084 cases have been sponsored, out of which disbursement to the tune of Rs. 52.40 crore was made to 1841 cases. It was informed that by the end of March 2013, Buildings for 16 District Employment and Counseling Centers will be completed under SCF scheme, as many as 1648 income generating units have been setup, for which  the Entrepreneurship Development Institute (EDI) has provided an assistance of Rs. 55.47 crore as seed capital fund to the entrepreneurs.

21st batch of 270 Hajis received at Srinagar Airport
            SRINAGAR, NOVEMBER 22: As many as 270 Haj pilgrims comprising of 156 male and 114 female after performing Haj Bait-ul-Ullah returned from Saudi Arabia this morning.
            The Haj pilgrims were received at Srinagar International Airport by Director, Airport Authority of India, Executive Officer, State Haj Committee, Srinagar and district administration Budgam, besides officers of civil and police departments.

15 quintals of polythene seized at Shopian, Kupwara
            SHOPIAN, NOVEMBER 22: In connection with the drive against use of polythene in district Shopian, 5.40 quintals of polythene was seized from the shopkeepers during market checking today. Pertinently Deputy Commissioner, Shopian has constituted a Committee headed by Additional Deputy Commissioner to ensure strict ban on the use of polythene in the district. Besides awareness camps are also being organized about the hazardous effects of polythene use.
            Meanwhile, during market checking ten quintals of polythene was destroyed in Kupwara today.
            District Development Commissioner, Kupwara convened a meeting of officers to ensure strict ban on the use of non-biodegradable polythene. He stressed for the awareness of people with regard to ill effects of polythene.
            Special drives shall be initiated besides vigil at the entry points so that transportation of polythene and polythene bags is restricted inside the district, he added.

Pre-conference workshop on Human Bear conflict and conservation issues
            SRINAGAR, NOVEMBER 22: Daylong Pre-Conference Workshop regarding the Human Bear Conflict was organized at SKICC by the Department of Wildlife Protection J&K in collaboration with the Wildlife Trust and the Wildlife Institute of India to devise the measures for regulating the human bear conflict.
            The workshop is a part of the impending international conference on Bear Research and Management to be held from November 26 to 30, 2012. As many as 350 delegates from 35 countries are expected to participate in the said Conference.
            Pertinently all range countries of the eight Bear species found globally are afflicted by various farms and degrees are conflict besides J&K has been experiencing elevated human wildlife conflict in the recent past.
            Speaking on the occasion, Executive Director Wildlife Trust of India, Mr. Vivek Menon said that Bears are true representatives of wildlife with regard to the issues reflecting wildlife scenario of the country.
            The Chief Wildlife Warden of the State, Mr. A K Singh said that with the help of strategies developed by the government and various NGOs like the WTI and Wildlife SoS, the magnitude of damage in the form of human causalities have come down significantly through improved infrastructure, upgradation of skills and the necessary measures for improving the capacity of the department to address the Human-Wildlife Conflict.
            The Co-chair of the IUCN/SSC Bear, Dr. John Beecham gave a global perspective of the bear human conflict and said that human communities bore the bulk of economic losses and relief for such losses was one important way of dealing with the conflict.
            The chief guest for the workshop, Dr. M.K Ranjitsinh while appreciating the government for having improved the way to deal with the conflict at the national level, on the state of the brown bear which he felt was critically threatened and where the state had to play an important role, possessing most of the populations in the rather restricted range of the animal.

Traffic restrictions on Bandipora Gurez road on Nov 24, 25
            KUPWARA, NOVEMBER 22: According to Additional District Magistrate Bandipora, traffic restrictions on Bandipora Gurez road have been ordered for November 24 and 25, 2012 as per the weather forecast received from Metrology department.
            All the concerned have been directed to adhere to this order strictly as the step has been taken for the safety of the people.

Div Com takes stock of arrangements for conducting MLC elections
            SRINAGAR, NOVEMBER 22: Divisional Commissioner Kashmir, Dr. Asgar Hassan Samoon today convened a meeting through Video Conference with the Deputy Commissioners and concerned Senior Superintendents of Police of Kashmir division to finalize the arrangements for the conduct of election for MLC seats from Panchayat quota here today.
            Among others, Inspector General of Police Kashmir, Mr. S.M. Sahai participated in the said Video Conference.
            Threadbare discussions were held regarding printing of Ballot Papers, checking of Electronic Voting Machines (EVMs) procuring of polling material besides imparting of EVMs training. Regarding setting up of polling stations, appointment of Micro Observers and coverage of polling stations was also discussed with the Assistant Returning Officers (Deputy Commissioners).
            Div Com urged the Assistant Returning Officers to ensure proper training for the polling staff to handle the EVMs and avoid any difficulty regarding the functioning of EVM’s on poll day besides the polling material shall be kept ready as per the requirement of the polling stations and be distributed among Presiding and Polling Officers well in time. He also asked the Assistant Returning Officers to appoint Micro Observers who shall be employees of Central departments working in the State as per the directions of Election Commission of India.
            Dr. Samoon emphasized for making adequate arrangements at block headquarters identified for use of polling stations for remote and far off places. He also asked the concerned Assistant Returning Officers to ensure checking of EVMs as the BEL Engineers shall conduct first level checking of EVMs at the office of District Election Office, Srinagar.
Task Force framed for curbing black marketing of LPG, K. oil: Dr. Samoon
            SRINAGAR, NOVEMBER 22: Divisional Commissioner Kashmir, Dr. Asgar Hassan Samoon today convened a meeting of officers to take stock of the demand and supply of LPG and Kerosene oil being made available to the consumers of the Valley.
            Among others Director CA&PD Kashmir, Mr. Mushtaq Ahmad Mir and representatives of various LPG and Oil Companies attended the meeting.
            Dr. Samoon asked the concerned officers to submit report regarding the supply of LPG and Kerosene Oil on daily basis to avoid any short fall during the winter. He also asked Deputy Commissioner Anantnag to record the number of tankers crossing the Jawahar Tunnel towards the Valley and submit the same on daily basis.
            To avoid black marketing and hoarding of LPG and Kerosene Oil, a special Task Force shall be constituted in all the districts of the Valley, the Div Com added.
            Dr. Samoon on the occasion urged the concerned LPG agencies to set up adequate counters for filling up of required documents in the stipulated time frame.

Sagar for expeditious completion of on-going city projects
            SRINAGAR, NOVEMBER 22: While urging the officers to ensure the developmental projects undertaken by the Government to be completed within the stipulated timeframe, the Minister for Rural Development, Panchayati Raj, Law and Parliamentary Affairs, Mr. Ali Mohammad Sagar has said that the same is necessary for percolating the benefits of the welfare schemes to the people.
            The Minister said this during his extensive tour of the old city Srinagar. He was accompanied by Vice Chairman LAWDA, Mr. Irfan Yaseen and other senior officers of R&B, SMC, UEED, PHE and PDD.
            Mr. Sagar while directing the Vice Chairman LAWDA to speed up the beautification works being carried on the Brari Nambal Lagoon at Baba Demb said that it can serve as a major tourist attraction in the old city Srinagar. He asked him to undertake the other necessary work also.
            The Minister also exhorted upon the officers to speed up the work on the Gousia Library being constructed at Baba Demb so that it is completed within the stipulated time period adding that it would go a long way in providing the much needed Reading Room and Library facilities to the people living in the area and its catchments.
            Mr. Sagar also inspected the pace of work on the Syed Mirak Shah and KZP road projects and was told that the patch from Rainawari to Malkhah would soon be made through. He directed the concerned to ensure that the project is completed as early as possible as it would go a long way in ensuring better traffic mobility in the old city.
            The Minister also visited Bagh-i-Roop Singh and directed the concerned officers to ensure proper cleanliness of the area and its surrounding water body.

Div Com convenes meet with persons having disabilities
34 Crore disbursed among 70,000 beneficiaries during last year
            SRINAGAR, NOVEMBER 22: Divisional Commissioner, Kashmir Dr Asgar Hassan Samoon convened meeting to discuss issues related to persons with disabilities.
            The meeting was attended by Director Social Welfare Kashmir Bashir Ahmed Bhat, Director School Education Mohammed Shafi Rather, Joint Secretary J&K BOSE, Administrative Officer SSB, ARTO Kashmir and representatives of various NGOs, including Javed Tak and Arjumand Makhdoomi. It was informed that Rs. 34 crores were disbursed to 70,000 disabled persons last year by Social Welfare Department.
            Div Com directed that ramps should be constructed in all Government buildings, in order to make them barrier free and disabled friendly. He asked Director Education to ensure that all new school buildings are made barrier free. Various directions were given for the benefit of the physically challenged persons.

Sham stresses for shifting of technology from traditional to high density plantation
            SRINAGAR, NOVEMBER 22: Minister for Health, Horticulture and Floriculture, Mr. Sham Lal Sharma stressed for shifting of technology from traditional to high density plantation to rejuvenate the departmental nurseries during a review meeting with the Chief Horticulture officers and subject matter specialists of Horticulture department Kashmir here today.
            The meeting among others was attended by Vice Chancellor SKUAST-K, Dr. Tej Pratap, Director Horticulture Kashmir, Mohammad Saleem, Researcher SKUAST-K, Dr. Shafiq Wani besides various concerned officers.
            The minister also emphasized upon the need of rejuvenating all existing old and senile orchards besides he stressed to avail the facilities under various components of HMNEH for giving fillip to horticulture sector in the state. He also urged to speed up the recruitment of class IV staff at the district levels to augment the man power in the department.
            Mr. Sharma directed the officers to utilize the funds judiciously and to improve the irrigation system for better agricultural yield.
            Dr. Tej Pratap while speaking on the occasion assured for collaborative research based initiatives required for shifting of technology towards improvement in productivity for better returns for the growers and overall economic betterment of the state.

Sharp training skills for better policing:  Rajendra to cops
            SRINAGAR, NOVEMBER 22: In order to strengthen the methods of professional policing, Jammu and Kashmir Police is sharpening the training skills of its personnel. Various new courses have been introduced in the police training institutions as the latest training in the fields like mob controlling, without using lethal weapons has assumed much importance in the present scenario.
This was disclosed by Additional Director General of Police (ADGP), Mr. K. Rajendra Kumar, while visiting Subsidiary Training Centre (STC) Sheeri Baramulla today. He said that law and order maintenance in the State, has remained on top of JKP’s priorities and for this purpose the Organisation is strengthening its training infrastructure to train its personnel in modern techniques of mob control, without causing of loss of lives, besides professional policing.
            During his visit, Mr. Rajendra inspected the police contingents, presently undergoing basic training course at the Centre. On the occasion, the contingents demonstrated the skills of special training they were imparted during the training course at the Centre. He said that basic training course acquaints the recruits with the rules of discipline and other principles of the policing. He said that the training moulds the physique and career of the trainees with its effects  during the entire service.
            Mr. Rajendra asked the cops to avail the opportunity to make them competent in professional policing which would lead them to make a better career. He said that after completion of training, they would be deployed on different fronts where they would have to represent the Organization in a befitting manner by delivering up to the expectations of the people. He said that good public service should be their motive which could bring a good name for the Organization. He also interacted with the trainers.    
            Earlier, the ADGP was apprised about the training infrastructure available in the Centre by IGP Armed (Kashmir), Mr. Rauf-u;-Hassa and the Principal of the Centre, Mr. Fareed Ahmed Khan. He was also apprised about the pace of progress achieved on the prescribed syllabus for the trainees. He was told that almost syllabus has been completed and the recruits are ready to pass out.
NC-Congress to fight 2014 elections jointly, LC elections a preparation: Omar
‘Had we not made mistake of not fighting together, PDP would be non-existent’
Srinagar, Nov 22 (VOS):  Stressing upon coordination between National
Conference and Congress workers for the coalition candidates’ victory
in the upcoming Legislative Council elections, Chief Minister Omar
Abdullah Thursday said fighting the LC elections jointly was a
preparation for contesting the 2014 elections in an alliance by the
two parties.
“Had the two of our parties not made a mistake and contested the 2008
elections jointly, the picture would have been different and PDP would
have been non-existent”, Omar said while addressing a rally of workers
at Bandipora. He said the coalition between the two parties is natural
and will get further strengthened in future.
In a move that surprised everyone, Omar held and raised the hand of
Congress leader Usman Majid asking him to be prepared for 2014
elections. “You won’t have to paste posters on your own. Be prepared
for victory in the coming elections”, he told Majid on the podium.
He asked the Panches and Sarpanches to show their unity and commitment
and ensure thumping victory for the joint candidates of the two
parties in Legislative Council Election for the seats reserved for
Panchayats.
“Let you exhibit by your verdict in favour of NC-Congress joint
candidates in MLCs elections that the coalition between the two
parties is for the highest cause of public service and in the larger
interest of the State and the Country”, said Omar while addressing
gatherings of Panches and Sarpanches at Bandipora, Sumbal and Sopore
today.
Omar said that the coalition government held Panchayat elections to
make grass root level public representatives powerful to participate
in the formation of development policy and its implementation on
ground. “We are committed for a powerful and effective Panchayat Raj
in the State”, he said adding that the success of the coalition is in
the success of Panchayat Raj.
Addressing panchs and sarpanchs, Omar said, “We will never let you
fail, we will make you vibrant and strong and that is why we got
Panchayat election held because we didn’t want J&K to be run by Jammu
or Srinagar but by you yourself”
“Dar Sahib and Monga Sahib are my candidates, Farooq sahib’s
candidates, Rahul Gandhi’s candidates and Sonia Gandhi’s candidate
vote for them and you will vote for all of us” said Omar.
Omar Abdullah said that the performance of the Government is the
highest tool in the hands of workers of coalition partners to blunt
the false propaganda of frustrated elements against the government and
the coalition.
“Path breaking decisions taken by the government to empower people,
give them authority to question administration and carry forward
holistic development in all sectors across the State along with new
initiatives for restoration of peace and stability are glaring
examples of the determination and commitment of coalition government
to work for peaceful and prosperous Jammu and Kashmir” said Omar.
Omar referred to the holding of Panchayat elections after a long
period of 30 years, transferring power to these institutions,
enactment and implementation of Public Services Guarantee Act,
constitution of State Information Commission under Right to
Information Act, reconstitution of Accountability Commission,
universalization of third party monitoring and e-governance besides
strengthening institutions to bring in transparency in the functioning
of administration and reducing corruption.
“Our work done on development and peace restoration fronts are visible
at ground and cannot be eclipsed by the propaganda of propagandist
elements. We are not like them to create hype in public and media by
falsehood tactics. Our report card is our credential and people will
judge us on our performance”, he said adding that coalition government
works silently and achieves the goals one after one which themselves
speak louder and clear for it.
Without naming PDP , the working President National Conference
castigated this party and its leadership for unlashing uncalled for
and false propaganda against the government and coalition. Reminding
the people of the state of affairs on peace and development fronts
during the tenure of PDP, Omar said that those in whose tenure their
own legislators and ministers were attacked, cricket playing children
got killed, people offering prayers were hit and the common people
lived in fear psychosis aught not to talk of the status of situation
at present which is visibly better and substantially moving towards
further improvement.
“For the power lust they can go to any extent. They can use Raj Bhawan
and gun simultaneously to gain power. They can put the society to
fire, burn mosques and temples and make different sections of the
society to fight each other just for making their way towards chair
and be in power. They have nothing to do with democracy. They were the
people who torpedoed the democratic institutions whenever they got the
chance. They have no concerned whether Panchayats flourish or not.
They were against holding of Panchayat elections, how could they be in
favour of strengthening and empowering these institutions”, he said
and cautioned the Panches and Sarpanches against the designs of these
elements.
The meeting was also addressed by Mohammad Akbar Lone, Ali Mohammad
Sagar, Taj Mohuddin, Javed Dar besides NC-Congress candidates for
Kashmir division Ali Mohammad Dar and Mr. Gh. Nabi Monga. (VOS)


ANC merger into NC on cards: Kamal
‘Dr Farooq convinces reluctant Omar’
Srinagar, Nov 22 (VOS):  Confirming media reports about merger of
Awamin National Conference (ANC) into the National Conference, NC
additional general secretary Mustafa Kamal said the National
Conference president Dr Farooq Abdullah has given a green signal to
the merger.
However, Kamal said the party’s working president and Chief Minister
Omar Abullah was still reluctant over the merger.
“The merger is going to happen very shortly. Dr. Farooq Abdullah, I
and other members are ready and happy over the move, however, Omar
Abdullah is reluctant”, Kamal told VOS on Thursday.
“Everyone respects Omar’s views as he is dearer in the family and in
the party. Farooq Sahab has talked to him (Omar) on the issue. You’ll
see NC and ANC as a one party very shortly, Insha Allah”, said Kamal.
He said the reunion of the family after a long gap of time needs to be
reflected in politics as well. “Our family was never divided but there
were some differences in past but the fact is we’re one. In politics
also, we’re coming closer and getting united”, he added.
Pertinently, the NC President had earlier visited the ANC President
and sister Begum Khalida Shah to enquire about her health. The family
reunion, which according to sources, was facilitated by Dr Mustafa
Kamal paved way for merger on political front as well. (VOS)


‘Media-posturing can prove counterproductive
Go for serious dialogue to address internal dimension: Mufti
Srinagar, Nov 22: Terming media-posturing a futile exercise that can
prove counter productive, Peoples Democratic Party (PDP) patron Mufti
Mohammad Sayeed today called New Delhi to go for a serious dialogue to
address internal dimension of Kashmir issue.
Addressing a party workers meeting at Chrar-e-Shareif in Budgam, Mufti
said a structural dialogue with all stake holders was need of the hour
and New Delhi should shun its policy of taking event based initiatives
to address the grievances of people in Jammu and Kashmir. He said
there is no substitute to resolving the Kashmir issue that has
dampened the immense economic potential of sub continent for decades
and bruised the body and soul of Jammu and Kashmir. “Talking to media
on such an important issue can prove counterproductive. The government
of India must address the internal dimension of Kashmir issue by
putting together all stake holders on table,” he remarked.
Referring to the lead taken by Atal Behari Vajpayee in 2003 during his
visit to Kashmir, Mufti said it had come against a grim and
potentially disastrous scenario as the two nuclear armies were in
combat position following the attack on the Parliament. He said the
announcement made by Mr Vajpayee on April 18, 2003 at Srinagar was
historic because he had extended hands of friendship towards Pakistan
at that time. Mufti said the process of dialogue should not become a
zero sum game as a result of partisan political interest.
He said the country has to respond to the pain and aspirations of the
state in a positive manner and all sections of political opinion have
to lend a helping hand in this endeavour. The PDP patron said any
progress achieved since 2003 on the diplomatic and political front on
Kashmir issue internally or with Pakistan had become possible only
because the UPA government had carried forward the historic initiates
taken by Mr Vajpayee. “It is now the turn of the NDA and especially
the BJP to stop viewing any dialogue with Pakistan with suspicion and
lend support to the new efforts”, he said.
Peace process has to be driven by long term goals of conflict
resolution and cooperation rather than be confined to confidence
building. In this context he said while small steps like allowing the
return of youth from Pak were welcome, the CBMs introduced in the past
seem to have been neglected. “The trade and travel across the LOC had
virtually become a hostage to the hassles of procedure and the
government of India should do everything that is needed to harness its
full potential,” he added. J&K could in fact become a model for
implementing the SAARC model for economic cooperation if the trade and
travel between two parts of the erstwhile state were
institutionalized, he said.
Reiterating his party’s resolve to address internal dimension of the
Kashmir problem, he reminded that it was during the PDP-Congress
regime that some effective steps were taken for the empowerment to
various regions and sub-regions. He told the gathering that Self-Rule
proposal of the party was aimed to removing regional disparities.
The former Chief Minister reminded that PDP led regime in the State
had proved how to change the life of people by following pro-people
policies. “We had just 16 members in our kitty but we took pro-people
revolutionary steps to provide justice to the all sections of the
society”, he said and added that it was only during PDP led regime
that governance consciousness was generated in the people of the
State. He added that during the PDP led regime that every regions and
sub-regions of the state were treated equally.
Mufti said PDP envisaged a system of fair governance and transparency
where people would really feel empowered. “It hardly matters whether
we form the government or any other political party but we are
committed to the cause of establishing a system that can withstood all
pressures and manipulations of political elites,” he said adding that
his party will continue to work for making political class accountable
to the people.
Taking a jibe at National Conference led coalition government for
undermining democratic institutions through deceit tactics, he said
that PDP led regime had not only brought accountability and
transparency in the government but also revived peoples’ faith in the
democracy. “The way present regime has betrayed people who had
over-whelming participated in the Panchayat elections is a clear
indication that this government is not interested to strengthen
democratic institutions in the State”, he said and regretted that
peoples’ faith in democracy has badly shattered due to such mis-deeds
of the government during the last about four years.
Mufti was accompanied by Ghulam Nabi Hanjura former chairman
Legislative Council, Saif-u-Din Bhat, party district president Budgam,
Raja Muzaffar Bhat, and Nazir Ahmad Yatoo general secretary party’s
youth wing.


Hanging Afzal Guru will have disastrous consequences: Yasin Malik
Srinagar, Nov 22 (VOS):  Stressing upon Indian leadership not to
repeat mistakes of the past, Jammu and Kashmir Liberation Front (JKLF)
Chairman, Muhammad Yasin Malik has said that hanging of 2001
parliament attack convict, Muhammad Afzal Guru will have disastrous
consequences for the entire region.
“Kashmiris were not familiar with any kind of violence and guns until
father of Kashmiri nation Mohammad Maqbool Bhat was martyred by
hanging him at Tihar Jail Delhi in 1984. History bears witness to the
fact that after his hanging every Kashmiri household gave birth to
thousands of Maqbool's. If Indian state repeats its mistake and takes
any wrong decision about Mohammad Afzal guru it will have disastrous
consequences for the whole region”, the JKLF Chairman said in a
statement issued to VOS.
He said that after the hanging of Mohammad Ajmal Qasab, BJP has
increased its rhetoric demanding hanging M Afzal Guru. “Even some
congress leaders are toeing this rhetoric. This has started a wave of
concern through the minds and thoughts of Kashmiri’s”, he said.
Referring to hanging of JKLF Founder Maqbool Bhat, Malik said, “It is
now history how Kashmiri's followed their martyred leader and
sacrificed tens of thousands of their people in the way of freedom.
Kashmiri's in 2008 transformed themselves from violence to non
violence and showed the whole world that they were a peaceful nation
and if any wrong decision to Hang M Afzal Guru is taken, will cast a
serious dent in this process of positive transformation and a new era
of violence may start which will endanger and jeopardize peace,
stability and prosperity of not only Kashmir but the whole sub
continent”.
 Yasin Malik said that Indian leaders in order to score political
points in coming elections are increasing their rhetoric for hanging
Afzal Guru. “We will only advice them to apply their minds and shun
the path of poisoning the public sentiment regarding such sensitive
issues. Kashmiri's will not be mere spectators and silent if any wrong
decision regarding M Afzal Guru is taken .we advice the leaders of
India and their parties to go for elections with the agenda of peace,
prosperity and welfare of the masses ,not with the agenda of scoring
pity political gains and putting the whole region in danger”.
 Yasin Malik hoped that wisdom and humanity will prevail and no such
decision will be taken that may put the peace, stability, prosperity
and welfare in danger.
“I hope Indian leadership will realize the gravity of the situation
and the ugly rhetoric of hang Afzal will stop”, added Yasin Malik.
According to the statement, Yasin today telephoned several Indian
civil society leaders and concerned people regarding the matter and
informed them about the anxiety of the people of Jammu Kashmir in this
regard. “JKLF will soon formulate a unified strategy and plan of
action regarding this sensitive matter”, added Yasin Malik..
Pertinently, leaders from BJP and Congress has Wednesday demanded
expediting hanging of Afzal Guru in the backdrop of Ajmal Amir Kasab’s
hanging. Even the Home Minister, Shushil Kumar Shinde had told
reporters that he would clear his (Guru’s) file as soon as he received
it.


JKDYF demands inquiry in Gaza killings
Urges International Community to support Palestine resistance
Srinagar Nov 22: Strongly condemning the latest Israeli aggression in
Gaza Strip, Jammu and Kashmir Democratic Youth Federation (JKDYF)
today took to streets seeking an international inquiry into Israel’s
latest action which left over a hundred helpless people including
children and women dead in Gaza.
Shouting slogans and raising placards in their hands, hundreds of
JKDYF activists assembled at press enclave in Srinagar to protest
against Israeli attacks in Gaza. Advocate Arshid Hussain Baba,
President and Abdul Rashid Yatoo General Secretary JKDYF led the
protest rally and later tried to march towards Lal Chowk but were
stopped by the police.
While addressing the protesting activists, the youth leaders urged the
international community to rise to the occasion and put in efforts to
broker a long lasting and durable peace in the region. Advocate Baba
and Mr Yatoo also appealed the Indian Prime Minister to use his good
offices to mobilize the world community for cessation of hostilities
and ensure no more casualties of innocent and helpless Palestinian
people take place in Gaza.
 The JKDYF leaders also condemned the role of US in supporting
Israeli’s crimes in Palestine. “Three billion dollars annually in US
“aid” to Israel is paying for the weapons used to kill Palestinians.
Such attacks pose threat to regional peace and stability and it was
the responsibility of world community to rise above, all their
political considerations and ensure a long lasting peace in the
region,” JKDYF activists demanded.
The federation condemned police action on its activists and demanded
immediate release of its leaders including advocate Baba, Mohd Afzal
Parray, Javed Ahmad, Sabzar Ahmad and Fayaz Ahmad Khan.


1 dies, 13 Injured in road mishaps
Srinagar, Nov 22:  One person died and 13 others were injured in
different road traffic accidents at various places across the valley
on Thursday.
Police said a car bearing registration number JK01G/8385, Tavera
bearing registration number JK03C/8186 and another Tavera bearing
registration number JK01R/4943 collided on the National Highway at
Charsoo, Awantipora, in the jurisdiction of police Station Awantipora,
resulting in injuries to six passengers traveling in these vehicles.
All the injured have been shifted to PHC Awantipora, where from two
were shifted to SKIMS Soura Srinagar and other two injured were
shifted to Bone and Joints Hospital, Srinagar for further treatment.
Among the injured, driver of the car Mohammad Abdullah Parrey son of
Mohammad Ahsan resident of Wakoora Badusgam succumbed to injuries at
SKIMS Soura Srinagar.
A Bus bearing registration number Jk01C/9861 hit a Tata Sumo bearing
registration number Jk04A/9581 at Umer-Abad on the National Highway
near Masjid-e-Umar, Srinagar in the jurisdiction of Police Station
Parimpora, resulting in injuries to nine passengers. All the injured
have shifted to JVC Hospital, Srinagar for treatment. A case has been
registered in this regard.


Import of 73rd amendment would undermine state’s own constitution: ANC
Srinagar, Nov 22:  Expressing serious concern over the attempts being
made to “import” the 73rd amendment of the Indian Constitution to
Jammu and Kashmir, the Awami National Conference Thursday said these
would undermine the state’s own constitution while being repugnant to
Article 370 which guarantees a special status for the state.
“There is enough scope in the constitution of Jammu and Kashmir to
amend any of its provision and the attempts to import an amendment of
the Indian constitution would amount to an open contempt of the
state’s constitution,” senior vice-president, Muzaffar Shah, said in a
statement today, warning of serious consequences in the event of any
such move.
Shah said election of four members for the Legislative Council early
next month would put the conscience of Panches and Sarpanches to an
acid test. “They will have to decide what kind of representatives they
would choose for the august House”, he added.
“I would appeal to the Panches and Sarpanches to keep in mind the
ground realities and the plight of weaker sections of the society and
cast their vote according to the dictates of their conscience, more so
because Panchayati Raj Institutions (PRIs) form the basic units of
democracy,” Shah said.
With the election to four Legislative Council seats, Shah said,
process of empowerment of the PRIs would be set in motion which will
go a long way in restoring the people’s faith and confidence in
democracy.

J&K Bank fin lit camps in Shopian, Pulwama and Sopore
Organises KCC camp in Nowshera
Srinagar, Nov 22: J&K Bank organised many financial literacy camps
during the last few days at various places in the state.
One such camp was held at a public park in Imam-Sahib Shopian which
was attended by scores of people from the area.
The Lead District Manager M Saleem Wani, Cluster Head, Shopian Javid
Ahmad Bhat and M A Jan were the main speakers.
In addition Dr. Shakeel from Animal Husbandry Department Shopian and
Mansoor Ahmad Malik, Head B.U Shopian also spoke on the occasion.
Speaking on the occasion, Facilitator FLCC M A Jan said that the
development of relationship with banks was essential for efficient
management of financial resources and investments in profitable
ventures.
 LDM Mohammad Saleem Wani gave a detailed account of Banks deposits
and lending schemes especially of Apple Advance and KCC scheme. He
urged the people to avail Banks Education Loan facility for a brighter
future for themselves and their children.
Cluster Head Javid Ahmad Bhat threw light on performance of Bank in
the district in lending under KCC and other sectors.
Kissan Credit Cards were also issued to many farmers on the occasion.
The participants appreciated services rendered by the Bank for
upliftment of people of the area.
Fin Lit Camp in Pulwama
FLCC Pulwama conducted an awareness camp at Government High School
Neehama in Pulwama, which was attended by a large gathering comprising
of students, staff, village elders including Sarpanches and Panches of
the area.
Besides, the programme was attended by Head B.U JK bank Waampora along
with some of his staff members.
Facilitator FLCC M S Parray discussed the benefits of opening saving
accounts like ‘No Frills SB Account’ with the banks.
Head B.U Waampora also spoke on the occasion.
Appreciating the initiative of reaching out to the poor by J&K Bank by
organizing such awareness programmes, Principal High School Neehama
advised the students to be aware about financial matters for a better

Fin Lit Camp in Sopore
The Bank conducted a financial literacy and credit counseling camp at
Government Higher Secondary School Botingoo in Sopore.
Facilitator FLCC Baramulla explained in detail the need and benefits
of being linked to financial institutions like that of enabling the
government to pass on all types of incentives, subsidies and benefits
to all the beneficiaries directly without any mediation.
He also made the audience aware regarding the customer rights.
Agriculture extension officer Wali Mohammad Dar and Horticulture
development officer Manzoor Ahmad Khan from Block Zainageer briefed
the participants about the services, schemes and incentives available
with the departments.
They urged upon the farmers to benefit from the expert advice of the
department for better production of the crops in the area.
Zonal Coordinator (Apple Project and KCC) spoke about various lending
schemes of the Bank.
KCC Camp in Nowshera
Meanwhile, the Bank organized a Kissan Credit Card camp at Choki
Nowshera in District Rajouri.
Zonal Head Jammu (West) R K Chhibber  distributed 220 Kissan Credit
cards to the farmers jointly with SDM Nowshera Rajinder Khajuria (KAS)
in presence of LDM  Rajouri  Arvind Kapoor, Sarpanches and Panches of
adjoining panchayats.
J&K bank has sanctioned Rs 11.80 crores through 17328 KCCs issued to
the farmers in the Zone.
Speaking on the occasion SDM Nowshera urged people to establish their
own income generating units for themselves.
Speaking on the occasion, R K Chhibber said, “Public service is our
priority. We are continuously upgrading and improving upon our systems
and procedures so that hassle free access to our products and services
is granted to the people.”
He apprised the farmers about various initiatives taken by the bank to
boost the agriculture.
J&K Bank was keen to bring all the farmers into the fold of KCC
scheme, he added.
Informing the farmers about the benefits of interest subvention, he
also appealed the young farmers to take up agriculture as enterprise
and establish their own income generating units.

Srinagar, Nov 22: Wife of Farooq Ahmad Wani, Editor-in-Chief of local
English daily— Brighter Kashmir, passed away here on Thursday. Entire
team of VOS (Kashmir News Service), GNS (Global News Service) and
Kashmir Glory condoles the sad demise. In this regard, a condolence
meeting was held and special prays were offered beseeching Almighty
Allah to grant Jannat ul Firdous to the departed soul and give her
family strength to bear the irreparable loss.


SMC continues anti-polythene drive
1400 kgs of polythene recovered from city areas
Srinagar, Nov 22: Continuing with its anti polythene drive, the
Srinagar Municipal Corporation (SMC) anti polythene squad seized 1400
kgs of polythene in different ward s of the city.
“Arround 5ookg of banned polythene was recovered from ward no 28
Batamaloo and 600 kgs of polythene was seized during a raid conducted
jointly by ward no 6 and ward no 21 in Mahraji Gunj area”, said the
SMC Media relations officer in a statement to VOS.
“Commissioneer SMC Dr G.N Qasba and Joint Commissioner SMC Fayaz Ahmed
Balla jointly monitored the ongoing polythene drive and conducted
market inspection in the various areas of the city.The concerned
officials launched various awareness camps in different wards
including Parimpora,Zakura,lal chowk and shalteng”, the officer added.

Bhat’s comments unreasonable: DFP
Srinagar, Nov 22: Democratic Freedom Party while reacting sharply to
the statement of Prof Abdul Gani Bhat, where he had called the DFP
Chairman Shabir Ahmad Shah’s stance on Hurriyat restructuring as
unreasonable, said that Bhat has used unreasonable comments.
“Bhat should not have used those comments and associated them with our
party chairman,” DFP said. DFP further said that Shah had spent most
of his time in the struggle for freedom and thus using those comments
are highly unacceptable and uncalled for.

Renowned personality of Bandipora expires
Srinagar, Nov 22: Renowned personality of Nowpora village of
Banidopra, Ghulam Mohammad Lone expired on Wednesday after brief
illness. He was 80.
The deceased was a widely respected person known for his philanthropy
and polite behavior.
According to family sources, his Fateh Khani will be performed on
Friday instead of Saturday. Various religious groups of the area have
expressed solidarity with the family of deceased.


Anjuman postpones medical camp
Srinagar, Nov 22: According to spokesman of Anjuman-e-Auqaf Jamia
Masjid Srinagar, the free medical camp of a team of Appolo doctors
scheduled for Nov 23, Friday has been postponed due to the prevailing
unfavorable circumstances.

National seminar on faunal diversity
11 recommendations from 133 research papers presented
Experts call for documentation faunal resources of J&K,
Srinagar KU November 22:  Scientific community should conduct research
on priority basis on management issues like man-animal conflicts,
management and conservation of threatened taxa, habitat degradation
and fragmentation. Faunal diversity conservation projects may be
launched with financial assistance from various national and
international funding agencies and the the scientific knowledge
thereby gained, should be communicated to' decision and policy' ma
kers for effective law making and their implementation.
These are some of the recommendations which came up at the end of the
three-day national seminar on “Science for shaping the future of
India: faunal diversity-challenges and opportunities” organized by PG
department of Zoology, University of Kashmir in collaboration with
Indian Science Congress Association (ISCA) here on Wednesday
 Further the experts called for documentation of faunal resources of
unexplored areas of the country in general and J&K in particular using
advanced technologies may be conducted as soon as possible for ready
references, in future.
At the conclusion of this three day national seminar on "Science for
shaping the future of India: Faunal Diversity ­Challenges and
Opportunities four technical sessions viz; Natural resources and
Conservation Strategies, Aquaculture, Insect Diversity & Pest
Management and Parasitology were held during which 133 research papers
were presented by participants from all across the country followed by
healthy threadbare discussions. The sessions were preceded by lead
lectures from eminent scientists of the country, having worldwide
acknowledgement in their respective field of research.
 Experts felt that sensitization of common masses may be done
regarding benefits and values: derived from faunal resources. People
may be educated about /importance of faunal resources through
conservation awareness programs, conducted in collaboration with
various national and international conservation agencies. Experts said
that emphasis may be laid on restricted use of pesticides and
insecticides for cropping and agricultural activities. Bio-control
measures with emphasis on Integrated Pest Management may instead be
promoted. They felt that mapping and revisiting all aquatic and
terrestrial ecosystems harboring rich faunal diversity, with proper
conservation and management strategies be put in place.
Minister of forest, wildlife, ecology and environment for J&K state
Mian Altaf Ahmad has stressed on the need for larger collaboration
between the academic and research institutions and various government
agencies/departments for effective and judicious implementation of
various schemes and projects aimed at preserving the rich faunal
diversity of the valley.He said that all the 11 recommendations will
be seriooulsy looked at by his department.
While delving on the challenges faced by the ecology of the region
Altaf said that human population explosion and the decline in wild
life fauna and flora is a global problem and rapid technological
development made by man has resulted in irreparable loss to wild life
“ therefore under such conditions scientific research on environment
ecology and management assumes significance for the formulation of
strategies and comprehensive management for conservation of plants and
wild life and faunal diversity.”
Speaking on the occasion Vice Chancellor University of Kashmir Prof
Talat said “The recommendations at present level could be implemented
at state level and if they prove beneficial then these could be
extended at national level for the overall improvement of the faunal
diversity of the country.”
Earlier Dean biological Sciences and Director of the Seminar Prof
G.Mustafa Shah while presenting the report and recommendations of the
3-day seminar said that around 133 research papers were presented in
various technical session which were preseided over by scientists and
scholars of science which were followed by interactive sessions and
discussions .
Prof Shah said that the recommendations would be presented to the
relevant quarters both in government non-government sectors foe
careful consideration of the experts and scientists and
administrators.
Organising secretary of the Seminar Prof Ulfat Jan expressed
satisfaction the way scientists and scholars all over the country
participated in the discussions and deliberations.

IGP inaugurates Drug De-addiction Centre in Anantnag
Srinagar, Nov 22: Inspector General of Police, Kashmir S M Sahai
inaugurated a Drug De-addiction Center in Anantnag.
A long pending demand of the people of South Kashmir was realized on
21st November when Inspector General of Police, Kashmir S M Sahai
dedicated a Drug De-addiction Center in Anantnag. The Drug
De-addiction Center was inaugurated in the premises of District Police
Lines Khanabal, Anantnag.
On the inaugural function, the IGP said that the society on the whole
has to work together in the fight against the drugs that is emerging
as major threat to our youth. He said that a Drug De-addiction Center
has been established as an extension center of the Drug De-addiction
Center, Srinagar to reach out to the people of South Kashmir and will
provide basic Medical and Counseling facilities for the patients of
drug abuse. The IGP added that a similar extension center has already
been established in North Kashmir at Baramulla.
With this centre the number of Police Drug De-Addiction centers has
gone up to three, one in each range. The cumulative capacity of these
centers has risen to twenty beds. It is pertinent to mention here that
the first police Drug De-addiction center was started in 2008 in
Srinagar with three beds which has been upgraded to 10 beds.

Sharp training skills introduced for better policing:  Rajendra
Srinagar, Nov 22: In order to strengthen the methods of professional
policing, Jammu and Kashmir Police is sharpening the training skills
of its personnel. Various new courses have been introduced in the
police training institutions as the latest training in the fields like
mob controlling, without using lethal weapons has assumed much
importance in the present scenario.
This was disclosed by Additional Director General of Police (ADGP), K.
Rajendra Kumar, while visiting Subsidiary Training Centre (STC) Sheeri
Baramulla today. He said that law and order maintenance in the State,
has remained on top of JKP’s priorities and for this purpose the
Organisation is strengthening its training infrastructure to train its
personnel in modern techniques of mob control, without causing of loss
of lives, besides professional policing.
During his visit, Rajendra inspected the police contingents, presently
undergoing basic training course at the Centre. On the occasion, the
contingents demonstrated the skills of special training they were
imparted during the training course at the Centre. He said that basic
training course acquaints the recruits with the rules of discipline
and other principles of the policing. He said that the training moulds
the physique and career of the trainees with its effects  during the
entire service.
Rajendra asked the cops to avail the opportunity to make them
competent in professional policing which would lead them to make a
better career. He said that after completion of training, they would
be deployed on different fronts where they would have to represent the
Organization in a befitting manner by delivering up to the
expectations of the people. He said that good public service should be
their motive which could bring a good name for the Organization. He
also interacted with the trainers.
Earlier, the ADGP was apprised about the training infrastructure
available in the Centre by IGP Armed (Kashmir), Rauf-u;-Hassa and the
Principal of the Centre, Fareed Ahmed Khan. He was also apprised about
the pace of progress achieved on the prescribed syllabus for the
trainees. He was told that almost syllabus has been completed and the
recruits are ready to pass out.

Naqash calls Prof Bhat’s statement on Shah as ‘wrong and deceptive’
Srinagar, Nov 22: Reacting to the statement of Professor Abdul Gani
Bhat regarding hurriyat leader Shabir Ahmad Shah’s insistence on
restructuring of Hurriyat Conference, Mohammad Yousuf Naqash Chairman
Islamic Political Party (jk) has said that remarks of Bhat are totally
wrong and deceptive.
Naqash has further said that Shah Sahab always tried and worked
sincerely for affecting institutionalization and one tier system of
Hurriyat Conference to make it vibrant and workable so that it will
connect with the people.
“But unfortunately Professor Bhat Sahab who got associated with
movement in 90’s has neither visited any Martyrs home nor respected
the constitution of Hurriyat Conference and instead behaved like a
dictator as if Hurriyat and movement is his personal property. He
always confused and trampled the constitution of Hurriyat Conference
for his personal ends”, Naqas said in a statement issued here.
He said Shabir Shah has always advocated for strengthening Hurriyat
Conference for serving the purpose of movement.


NC-Congress LC candidates hold meeting in Poonch, Rajouri
Poonch, Nov 22:    The candidates of Congress and National Conference
for the upcoming MLC elections today held series of meetings in Poonch
and Rajouri district, said a congress spokesperson.
He said the candidates were accompained by senior leaders of Congress
and National Conference including legislators of the two parties.
“Shyam Lal Bhagat and Dr. Shahnaz Ganai appealed to the Sarpanchs and
Panchs to vote for the Coalition Candidates to Stregthen Panchayat Raj
in the state by establishing fully empowered institutions at the block
and district levels”.
Addressing meetings of Sarpanchs, Panchs at Mandi, Surankote and
Darhsal today, the coalition candidates assured the electoral to take
up the their issues and those of public effectively in the house and
with the government in order to enable the Panchayat representatives
to properly attend to the demands of the general public

The Sarpanchs and Panchs who were present in large number in these
meetings extended their whole hearted support to the coalition
candidates and sought more powers in order to discharge their duties.
The senior leaders of the coalition parties in their address
appreciated the efforts of the government for establishing the
Panchayat Raj System by holding free and fair elections to the
Panchayat to strengthen democracy at the grass root level, in which
over 80% people participated. They also appreciated the exercise being
done to fully empower and further democratize the Panchayat Raj
Institutions in the state. The elections to other tiers of Panchayats
Raj would be held shortly, the leaders said.

PDP seeks support of Panchayat members to set
up vibrant Panchayat Raj Institutions in State
Batote, November 22 : Peoples Democratic Party (PDP) today flayed the
coalition regime headed by National Conference (NC) for undermining
Panchayats  and other democratic institutions in the State. Party
assured to delegate adequate powers to streamline functioning of the
Panchayat Raj Institutions in the State.
Addressing series of meetings of Panchayat members at Ramban, Batote
and Banihal, vice president of PDP Sardar Trilok Singh Bajwa said that
it was historical fact that whenever National Conference come to power
it eroded sanctity of democratic institutions. He said that last act
of the National Conference was undermining Panchayats in the State. He
said that Panchayats were base of our democratic system but the
government headed by Omar Abdullah has brazenly undermined sanctity of
this institution.
Bajwa said that Panchayat elections were held about one and half year
back but government has not taken any step to empower the Pancyayats.
He said decision to cancel Block Development Council elections also
exposed double standard of the government headed by Omar Abdullah.
Seeking support of the Panches and Sarpanches for party candidates
namely Ved Mahajan and Gurmeet Singh Bajwa, who have been contesting
elections as party candidate for Legislative Council elections from
the quota of Panchayat, PDP leader assured that party would take some
effective step to empower the Panchayats.
Bajwa cautioned the Panchayat members against deceit tactics of the
government which go to any extend to make false promises with the
Panchayat members to get their votes.  He exhorted the Panchayat
members to teach National Conference-Congress government a lesson for
not giving them powers.
Speaking on the occasion Ved Mahajan said that Panchayati Raj
institution is base of our democratic system and the PDP would not
allow this vital institution of democracy to die at any cost.
He said that PDP was committed to set up of vibrant Panchayati Raj
system in Jammu and Kashmir.
Taking a dig at state government for not empowering Panchayats, he
regretted that almost one and half year has been passed after
completion of Panchayat elections but neither Block Committee nor
District Committees have been constituted.
He warned that PDP would strongly oppose gimmick of the ruling NC to
undermine democratic institutions and to control these institutions
through deceit tactics. “We will agitate for strengthening democratic
institutions in the state”, he asserted and assured Panches and
Sarpanches of that PDP would take their struggling to the local end.
Gurmeet Singh Bajwa also assured the Panchayat members that he would
work for strengthening Panchayats in the State. He said that PDP is
committed to delegate powers to the Panchayats.
PDP received a shot in arm when Bodh Raj, Sarpanch from Batote along
with other Panchayat members joined PDP and assured support to party
candidates.
