Omar reiterates need for comprehensive Srinagar, Jammu city mobility plans
RITES makes presentation of draft reports
            New Delhi 01, November 2012- Chief Minister Omar Abdullah has reiterated the need for putting in place a comprehensive  city mobility plan for the twin cities of Jammu and Srinagar to streamline the traffic and make plying of transport hassle free.
            “There is urgent need of addressing traffic management in the twin capitals of the State”, Omar Abdullah said and emphasized on coordinated efforts by transport, housing, R&B and other concerned departments to move ahead in this direction.
Taking a power point presentation of the draft mobility plans prepared by RITES for Srinagar and Jammu cities at a meeting here, the Chief Minister asked the Planning Department to obtain input from various state departments concerned with the project so that the government moves forward on the reports presented by the RITES in this regard.
In the draft city mobility plan RITES has identified areas requiring focus attention to improve and upgrade traffic management. It has also suggested short and long term measures for improvement of transport scenario in the cities. It has flagged critical infrastructure needs for upgrading mobility within the cities keeping in view the traffic growth and consequent challenges upto 2030.
RITES has also  suggested implementation of mass transport system like Monorail, Bus Rapid Transport System, In-land Water Ways transport system, development of parking spaces and widening of roads.
The Chief Secretary Madav Lal, Principal Secretary to Chief Minister B. B. Vyas, Principal Resident Commissioner, New Delhi and other senior officers were present in the meeting.

CVC reviews Consumer and Public Distribution System in Ang
Asks for streamlining PDS, ensuring transparency
            ANANTNAG, NOVEMBER 01: The Chairman, Central Vigilance Committee (CVC), Justice D.P. Wadwa today reviewed the Consumer and Public Distribution System, Anantnag in a meeting held at Dak Bungalow, Anantnag.
            While giving the PowerPoint presentation, the Deputy Director CAPD, Anantnag, Mr. Khurshid Ahmad Shah informed the Committee that 50 percent of computerization of Public Distribution Centers has already been completed in district Anantnag. The District which consists of 21 Supervisory Circles has 463 total Sale outlets including 189 Government Sale Centers, 182 Commission based Sale Centers and 92 Internal Adjustment Centers, he added.
            Regarding the requirements of the essential commodities, the Deputy Director informed the Committee that the monthly requirement of the essential commodities for the district is 45,952 quintals of Rice, 6566 quintals of Atta, 5500 quintals of Sugar and 923 Kiloliters of Kerosene Oil, adding the PDS quota is being distributed to the beneficiaries under Above Poverty Line, Below Poverty Line, Antodaya Anna Yojana and Annapurna categories in the district.
            The Committee was also informed that 49833 quintals of Rice, 2640 quintals of Atta, 4691 quintals of Sugar and 600 Kiloliters of Kerosene Oil were distributed among the beneficiaries during last month.
            It was also revealed that during Shri Amarnath Ji Yatra, 2012, 836 quintals of Rice, 728 quintals of Atta, 404 quintals of Sugar, 360 quintals of Wheat Brand, 78000 liters of Kerosene Oil and 6200 LPG cylinders were made available by the CAPD Anantnag for the devotees and people involved in the Yatra activities.
            Regarding LPG, the Committee was informed that 83700 LPG cylinders are monthly required for the district and the quota required for is to be lifted from Jammu and the district faces lot of inconvenience due to the demand of hike in transportation. 72,000 LPG connections have so far been activated and verified in the six LPG Agencies operating in the district.
            The Chairman and members of the Central Vigilance Committee stressed for the streamlining of the CAPD system, ensuring transparency at all costs with lucid record keeping and conduct fortnightly proper inspections of ratio depots/Anganwari Centers and schools under Mid-Day Meals scheme at regular intervals.
            Besides, members of Central Vigilance Committee, the District Development Commissioner Anantnag, Mr. Farooq Ahmad Shah, Chief Planning Officer Anantnag, Officers and Supervisory staff of the CAPD were also present in the meeting.    

Date extended for filing claim objections
            BARAMULLA, NOVEMBER 01: According to Electoral Registration Officer, Baramulla the date for filling claims and objections in electoral rolls has been extended upto November 20, 2012, as per the notification issued by Election Commission of India.
            All the Tehsildars of District Baramulla are directed to take necessary action in this regard accordingly.

Introduce mechanization in farm sector to make Agriculture more profitable Mir
Machinery Melas throughout valley Kick started
            SRINAGAR, NOVEMBER 01:  Department of Agriculture has drawn 36 days schedule of holding 31 Farm Machinery Melas throughout the valley to be held between November 01 to December 06, 2012.
            The series of Melas was inaugurated by Ghulam Hassan Mir Minister for Agriculture today at Lal Mandi, Srinagar. On this occasion Mir said that Government is giving thrust to the Agriculture sector in view its huge employability and economic potential. He urged farmers to introduce mechanization in farm sector to make it more profitable. He said that our target is to make Agriculture more profitable and glamorous for which the Department is providing incentives on various machines useful in the sector.
 He said this will create employment opportunities for youth and would strengthen the economy of farming community. Minister said that under protected cultivation the Department would provide poly greenhouses so that fresh vegetables will be available the people during the winter season. Mir said that this year department will provide Rs 10 crore subsidy for purchase of machinery and Rs 3 crore for poly greenhouses to the farming community of the Valley. He advised the farmers to keep in close coordination with the field functionaries of the department for successful implementation of the schemes launched by the department.
Director Agriculture Kashmir said that the Department of Agriculture is making all out efforts for achieving higher productivity by way of tapping the land resources, irrigation potential, introduction of high yielding varieties, maintenance of soil fertility and farm mechanization. He advised the farmers to adopt the high tech Agriculture to boost the Agriculture and avail the benefits of various schemes launched by the Department. He said that the main aim of the Melas is that the farmers can purchase the Agriculture Implements and Machinery of their own choice from the registered company.
In the said Mela several authorized dealers displayed different kinds of Agriculture machinery.
At the conclusion of the function Minister distributed the incentive cheques worth Rs. among the farmers who have purchased the farm machinery.
Among others Director Law Enforcement, Director Command Area Development Department, Managing Director Agro Industries Corporation, chief Agriculture Officer, Officers, Officials of the department and the large number of farmers were present on the occasion.

DSWK inspects Kishori Shakti Yojana Unit
            SRINAGAR, NOVEMBER 01: Director Social Welfare Kashmir inspected Kishori Shakti Yojana Unit, set up by ICDS project of Srinagar and Ganderbal at Trade Fair Exhibition cum Sale held at Sangarmal Shopping complex here today.
            Khawaja Bashir Ahmad Bhat accompanied by Deputy Director Administration Social Welfare, Mrs. Rifat Aarif, Programme Officer ICDS, Srinagar and Ganderbal districts, Mrs. Mathura Masoom, Assistant Director Schemes Social Welfare, Mrs. Tabasum Kamli, Assistant Director Administration Social Welfare, Mrs. Supriya Kohli, CDPO Srinagar, Mrs. Samar Naik and CDPO Khanyar, Mrs. Rubina Hamid interacted with the craftswomen and customers and obtained first-hand information about the pace of implementation of centrally sponsored Kishori Shakti Yojana at the grass root level and its benefits to the concerned beneficiaries.
            Mr. Bhat on the occasion while giving resume of the scheme said that under the scheme, adolescent girls in the age group of 11-18 are provided supplementary nutrition, besides are empowered by skill development to set up their own units and to make them economically independent. He said that Social Welfare department also provides basic health education to adolescent girls under the scheme.
            He said during 11 months of training in cutting and tailoring, knitting, crewel embroidery, sozni, paper machie, tilla, the girls are given stipend also.
            He said that the products prepared by these girls during the training include bags, bed sheets, suits, table covers, sweaters and other mini items of important nature.

‘Health sector focused area in development policy’
J&K receives No. 1 state award in health sector
NEW DELHI, NOVEMBER 01- The Jammu and Kashmir State has bagged No. 1 State award in the health sector at the India Today conclave held here today.
Chief Minister Omar Abdullah who attended the conclave received the award from the organizers.
 Addressing the conclave, Chief Minister Omar Abdullah said that his government has flagged health as one of the most important concerns in the development policy of the State adding that focused attention is being paid to upgrade basic health needs in the state.
The Chief Minister said that the primary, secondary and  super specialty health care sectors are receiving equal attention of the government to universalize modern health facilities in the State.  He said that while hospitals and health centers in rural areas are being equipped with adequate medical and para medical staff, the necessary investigation facilities are being put in place in these centers besides modern health gadgets.
The J&K Chief Minister said that like other sectors health sector also received severe setback during the long period of militancy. He said the sustained efforts of his government have helped to bring this important sector back on rail along with other public services delivering sectors. He said that the bagging of No. 1 State award by Jammu and Kashmir in health sector for two consecutive years is indicative of the improvement achieved in this sector by the State.
The J&K Chief Minister said that his government has laid emphasis on strengthening of institutions in health, education and other sectors to reach out to the people across the State and ensure equitable and balanced development. He said during the last three and half years various new initiatives have been introduced to give fillip to the growth and development of these sectors and the results achieved are amply visible on the ground.
Omar Abdullah said that under a sustained approach strengthening of institutions is receiving continuous attention which would be carried forward with added zeal and commitment during the coming years.  

Dy CM lauds efforts of Info Dept for mega event

JAMMU, NOVEMBER 1– On the seventh day of fortnight long Festivals Mega Show 2012 Deputy Chief Minister Mr. Tara Chand today visited Kala Kendra, Jammu and attended the mega event being organized by the Department of Information.
The department has organized the Mega Show to showcase the state’s rich composite culture and provide a platform to local as well as national level artisans, government and private organizations to exhibit their products and art forms.
The evening visual show programme was started by showing a documentary by Jammu Municipal Corporation, followed by screening of Dogri movie ‘Maa Ni Mildi’.
The day also marked beginning of four day long, All India Painters Camp (graphics).
Mr. Tara Chand visited the photo exhibition and appreciated the role department plays in projecting achievements of the present government. He said numerous welfare initiatives and mega development projects have been initiated by the government and people at large need to be made aware, so that maximum benefit can be derived from these exemplary programmes and schemes. 
While visiting various stalls at the event, the Deputy Chief Minister showed keen interest in the government stalls and interacted with private stall owners. He expressed special interest in the stall of Basholi handicrafts.
Lauding efforts of Information department in organizing the show, Mr. Tara Chand said that the department has done a commendable job by organizing the event, adding that such shows go a long way in promoting rich culture of the state as well as providing an excellent opportunity to the artists and business concerns to present their talent and products.
Commissioner, JMC Mr. Khajuria, Joint Director Information, Jammu Mr. Soujanya Sharma, SP, South Mr. Rajeshwar Singh, prominent citizens, journalists, officers and staff of the department were present on the occasion.
The mega show involves, screening of Dogri movies, photo exhibition, cultural programmes, painting camps (graphics), photo exhibition by photo journalists, departmental stalls, joy rides, societies stalls, home appliances, local traders stall besides healthcare products and children book fair.
Pottery stall has been a major crowd puller in the event and book stall, health care products, electric gadgets, picnic tables sets, herbal products, melamine crockery, and handicraft stalls of private and government organizations are also getting good response from the visitors.

Dental Health Camp organized at GHSS Baja Bain
JAMMU, NOVEMBER 01- The Department of Preventive and Community Dentistry, Indira Gandhi Government Dental College, Jammu organized a dental health camp at Government Higher Secondary School Baja Bain, Sunderbani in district Rajouri.
About 415 students were examined for various dental diseases in the camp. During the camp the specialists apprised them about dental care, effect of nutrition on dental care, gingivitis, periodontitis, ill effect of smoking and use of tobacco products. Demonstrations were also given about correct methods of brushing and flossing.
The camp was attended by a team of doctors comprising Dr. Sangeeta Bhagat, Dr. Rakesh Raina alongwith 40 students of Pre-final year and Ajit Kumar (Dental Hygienist).
It was informed that Dental College is making all out efforts to reach far-flung and remote pockets of the state to generate awareness regarding dental care and dental diseases among the people.
This camp was organized under the supervision of Acting Principal, IGGDC Jammu Dr. Romesh Singh, and was facilitated by Medical Superintendent, Dr. Mohan Singh.

Bukhari reviews functioning of AH, SH deptts
    JAMMU, NOVEMBER 01- A review meeting of Animal and Sheep Husbandry Departments of Jammu province was held under the chairmanship of Secretary, Animal /Sheep Husbandry Department, Mr. Mohd. Ashraf Bukhari here today.
The meeting was attended by Director Animal Husbandry Dr. P.K. Magotra , Director Sheep Husbandry Dr. S.K. Sharma , Joint Directors, Chief Animal Husbandry Officers and District Sheep Husbandry officers.
The progress of 19th livestock census, centrally sponsored schemes, ESVHD, establishment of mobile veterinary centers and other departmental activities were reviewed in the meeting. The Secretary impressed upon the officers to work with zeal and dedication so that the benefits of various departmental schemes reach the target groups.

Deptt of Legal Metrology refutes allegations made by CCI
JAMMU, NOVEMBER 01-The department of Legal Metrology has refuted the allegations made by General secretary of CCI and termed the same as baseless & far from the truth as the department has not conducted any kind of extensive checking specially on the eve of coming festivals as the recent inspection as highlighted by CCI was on the complaint of tourist and department is legally bound to protect the interest of consumers.
The department is in routine conducting the inspections taking along with representatives of the associations and consumer organization and it is found that during festivals, the market is flooded with lots of deceptive goods & all the departments are geared up  to protect the interests of the consumers .
The Law  being  questioned by CCI came to existence  long back in 1977 and department is continuously through print /electronic media  and through different seminars trying to educate and aware consumers as well as traders but some traders are still resorting to unfair practices.
The department further clarifies to apex body of trade that all the
imported goods which came through green channel are being marked with mandatory declarations like MRP, PKD, Net Weight, address of importer along with Consumer helpline number on the pre-packed commodity, it is only the smuggled and undervalue commodities are left unmarked  with MRP so as to deceive the consumers. It is appreciable that CCI has stressed for educative programmes to make traders more aware of Laws and department endorses the same and extend full co-operation to CCI to take necessary steps as it is one of the duty of the organization.

Legal Metrology books another trader for smudging MRP
JAMMU, NOVEMBER 01-Continuing with their efforts to protect consumer interest, the department of Legal Metrology redressed another complaint of consumer and booked a  businessman at Raj Tilak road for smudging MRP on the packages of ready made garments and putting self made sticker on them.
The team also seized the sticker marking gun on the spot used by trader along with stickers and deceptive packages. according to a complainant, the said trader was marking MRP stickers on all the garments in evening hours and this made the consumer suspicious of the about the  actual prices of the commodity .It is pertinent to mention that marking self made MRP by retailer is an offence under law, accordingly the trader was booked under the relevant provision of law.

35 farmers to attend NSFI Global Agri CONNECT-2012 Conference cum Exhibition
JAMMU, NOVEMBER 01- As a part of the efforts of the Department to  provide exposure to the farmers and officers of the Department of Agriculture about the latest technology in the field of agricultural practices, a group of 35 farmers and 8 officers representing different districts of Jammu Division was flagged off by Director Agriculture Jammu Ajay Khajuria, for participation in  NSFI Global Agri CONNECT-2012, Conference cum Exhibition organized by NSFI in association with Indian Agriculture Research Institute (IARI) Pusa at New Delhi on 2nd and 3rd November 2012 under  ATMA Scheme from Krishi Bhawan, Directorate of Agriculture  Jammu.
            Director Agriculture Jammu during his interaction with the farmers and officers disclosed that the Conference organized on the theme “High Value Agriculture: A Gateway to Farm Prosperity” aims at  sensitizing the farmers and Agri Industry towards maximum value creation in high value agriculture. He added that the focus areas of the conference will be high value agriculture, horticulture, farm mechanization & plasticulture, financial inclusion, etc and besides the focus on technology, international conference will also provide opportunities in emerging markets through Farmers Training and Exhibition. He further said that there is a great need to modernize the agriculture to make it more profitable for sustainability. He advised  the farmers  to get themselves abreast with the concept of High Value Agriculture which represents an important area of potential income growth both as a share in agricultural output and in the food basket, as the economy develops.
            Joint Director Agriculture Extension Dr. S.S Jamwal also interacted with the farmers at the occasion and called upon them to acquire the latest knowledge about agriculture and allied activities after attending the Conference cum Exhibition. Jt. Director Inputs Sh Sushil  Sahni, Soil Chemist Sh G D Gupta and other officers were also present at the occasion.   

Samuel launches Home Delivery of Parcels upto 8 p.m.
                SRINAGAR, NOVEMBER 01: Chief Post Master General, J&K State, Mr. John Samuel said that as a part of initiatives to improve postal services in the State, a new service “Home Delivery of Parcel upto 8 p.m.’’ will be launched from today.
            Inaugurating the service today, Mr. Samuel hoped this will revolutionize the postal services in Srinagar and will benefit the people in a big way. He further said that Department of Post witnessed more than 10 percent increase in the parcel business particularly in Kashmir and Ladakh regions. He announced opening up of Parcel Booking Centers in Lal Chowk, Srinagar and Karan Nagar Post Offices apart from Srinagar General Post Office shortly. 
            Speaking about the Festive Discount on sale of India Post Gold Coins, Mr. Samuel said that India Post Gold coin Service is available at Srinagar GPO and many other sale outlets.
            The coins are of 0.5 gm, 1 gm, 2 gm, 5 gm, 8 gm, 10 gm, 20 gm and 50 gm, 7 percent special discount will be provided to the consumers on the sale of gold coins during this festive season from November 01 to December 31, 2012.

Speaker visits Sonawari, inspects developmental works
Directs for formulation of DPR for playing field at Kartargund
            SRINAGAR, NOVEMBER 1: Speaker, Jammu and Kashmir Legislative Assembly Mr. Mohammad Akbar Lone today conducted extensive tour to various areas in Sumbal Sonawari constituency and took stock of the various ongoing developmental works in these areas. He also inspected NTPHC, Naidkhai and took stock of the Medicare facilities available in the centre. Mr. Lone directed the hospital authorities to ensure availability of drugs and maintain other available equipments including ultra sonagraphy besides up keep of cleanliness in and around the hospital. Mr. Lone directed the R & B authorities to speed up the pace of work on construction of footpath and filling up of the ground of the health centre.
            During inspection of playing field at Naidkhai, the Speaker directed the concerned to start construction work of the fencing of the ground immediately for which Rs.13.10 lakh have already been released. He asked them to develop it by 700 by 350 feet field size instead of 500 by 350 feet.
            The Speaker also visited Kartargund village and directed on-the-spot to the concerned authorities to prepare Detailed Project Report (DPR) for the development of playing field of 800 by 500 feet field size so that funds could be arranged for the purpose.
            Interacting with the youth of the area, Mr. Lone said that the government is concerned about the progress and prosperity of Sonawari Constituency and several concrete initiatives have been taken for fulfilling the aspirations of the people of the area. He said sports talent is present among the budding youth of the Sonawari but need is to channelize it in a proper way. He said for the purpose playing fields are important to help in providing a chance to players to showcase their talent.
            Referring to the developmental works under execution in the Constituencies, Mr. Lone said several micro and macro projects under various sectors have been taken in hand in the Sonawari with an aim to uplift the lifestyle of the people especially weaker sections of the society.
            Later, the Speaker addressed a large public gathering at Kaniyari village and listed various developmental and welfare schemes registered by the government for the development of the people of the State during last three and half years’ service.

Peerzada lays foundation stone of School building at Anantnag
                ANANTNAG, NOVEMBER 01: Minister for Public Enterprises, Peerzada Mohammad Sayeed today laid foundation stone of school buildings at far flung areas of Laisu Barnard and Larnoo villages of his constituency.
            Addressing a public meeting on the occasion, Mr. Sayeed said that Rs. 49.19 lakh would be spent under RMSA on two storey building of Laisu Barnard while as Rs. 3.16 crore would be spent on Higher Secondary School, Larnoo.
            The Minister further said that Government is committed to provide educational and adequate power and drinking water to the people particularly living in far flung areas of the State, so that the people become self-reliant and live a dignified life.
            He said 126 new transformers have been provided to people living in Kokernag constituency under RGGVY scheme while as 26 new road projects have been taken in hand under PMGSY so that far flung areas are connected with tehsil and district headquarters.
            The Minister was accompanied by Deputy Commissioner, Anantnag, Chief Executive Officer, Kokernag Development Authority, senior officers of Education, R&B, Power, PMGSY, Health and Engineering departments.
