JAMMU, NOVEMBER 24 –
Paying rich homage to the martyrs of Karbala on the eve of Ashura Muharram,
Chief Minister, Omar Abdullah has said that Imam Hussain (AS) symbolizes the
firm faith in Almighty, high principals of righteousness, purity of thought and
highest degree of sacrifice to uphold truth and human dignity.
Omar said that Imam
Hussain (AS) and his companions exhibited unparalleled courage and patience and
made historic sacrifices at Karbala which would enlighten and guide the mankind
forever.
“Karbala teaches us
the lesson of upholding the principals of righteousness under all circumstances
and denying evil forces to make us succumb or bow before them”, Omar added.
The Chief Minister
prayed for the peace and well being of the State and its people on the
occasion.
Restrictions to be imposed in city areas on
Sunday
Srinagar, Nov 24 (VOS): In view
of the possibilities of Muharram processions being taken out in various city
areas, the state police have decided to impose restrictions in various city
areas on Sunday.
A senior police officer told VOS that the
restrictions will be imposed, as a precautionary measure, in the civil lines
areas from Regal Chowk to Abi Guzar Chowk. “Whileas, similar restrictions will
also be effective in areas from Hawal to Ali Masjid in the old city”, the
officer added.
He said the restrictions are being implemented
to thwart possibilities of any untoward incidents in the city. “Our aim is to
maintain peace and ensure safety of life and property. We appeal people to help
us in maintaining peace and tranquility in the city”, he added. (VOS)

PDP playing historic role in J&K politics:

Jammu, Nov 24: Reiterating
resolve of his party to restore sanctity of all democratic institutions in the
State, patron of the Peoples’ Democratic Party (PDP) Mufti Mohammad Sayeed
today said that PDP is the only party, which has been playing important as well
as historical role in the politics of Jammu and Kashmir. He said that
formation of PDP was a turning pointing in the political history of the Jammu
and Kashmir because that this party has restored peoples’ faith in the
democracy. He further added that formation of PDP-Congress government after the
2002 assembly elections had also changed political discourse of the State.
Addressing one day convention of prominent
party workers at Jammu province here today, Mufti said that even after 2008
assembly elections it is only the PDP which has been pursuing visionary agenda
for establishing lasting peace and tranquility. “It is result of the
convictions and vision of our party that PDP has earned credibility and trust
of the people of Jammu and Kashmir”, he said, adding, “successfully connecting
with people in the biggest achievements of PDP”. He added that his party has
scripted a new chapter of peace and development in Jammu and Kashmir and
successfully implemented the pro-people agenda.
Highlighting achievements of the previous
PDP-Congress regime, he said, “Our party had convinced successive governments
at Delhi, through our convictions, to initiate some bold Confidence Building
Measures (CBMs) to restore lasting peace in this region”. He mentioned that PDP
had entered into alliance with Congress by formulating a Common Minimum
Programme (CMP) in which wishes of all people were incorporated and pro-peace
agenda was given first priority.
He recalled that before 2002 there was a sense
of fear and insecurity among the masses but after formation of PDP-Congress
government peace was restored to a large extent. PDP was formed in 1999 with an
aim to restore peace and to uphold dignity and honour of the people of Jammu
and Kashmir. “Aim of PDP is not to attain power but to address grievances of
the people,” he said and observed that biggest achievement of his party was
that it had connected itself with the common masses and restored confidence of
the people in democratic institutions.
Sayeed pointed out that during the last nearly
four years the present regime has eroded and undermined all prestigious
democratic institutions be it Assembly, local bodies or Panchayati Raj
Institutions.
Pointing towards inordinate delay in holding
civic bodies elections without any reasons, he reminded the gathering that it
was during the PDP led regime that elections of civic bodies were held after a
gap of more than two decades. “Civic bodies elections were scheduled to be held
in the month of February 2010 but the government has been delaying the elections
without any reason”, he said and added that indifferent attitude to give powers
to the Panchayats and inordinate delay in conducting civic bodies election
reflects dictatorial mindset of the present dispensation.
He mentioned that decision to cancel Block
Development Council (BDCs) elections was a clear indication that this
government does not want to strengthen Panchayati Raj institutions in Jammu and
Kashmir.
PDP patron said that the present regime has
dis-honoured mandate of the people who had turned out in large number of cast
vote in Panchayat elections which were held in the month of April 2011.
“Not only this government has humiliated elected Panchayat members but
has also insulted those voters who had cast their votes with a hope to strengthen
democratic institutions at grass root level”, he said.
“With its assiduous efforts the PDP had
restored peoples’ faith in the democracy but the present government headed by
NC is brazenly trying to undermine the democratic institutions”, Sayeed and
regretted that this regime has undermined the dignity and sanctity of the
highest democratic institution like Assembly. “No discussion is allowed to be
held in the Assembly”, he pointed out.
He reminded that District Development Board
(DDB)s were the institutions which were created to ensure balance
development with the involvement of elected representatives but the present
regime has also eroded such institutions also. Pointing towards rampant
corruption in the state, Sayeed observed that governance deficit was the main
reason of increasing alienation of the people. “Corruption has crossed all
limits due to lack of transparency and accountability in the government”, he
said.
MCH Anantnag handles rare complication
Carries out blood transfusion to new-born baby
Srinagar, Nov 24 (VOS): In first
case of its kind, doctors at Maternity & Child Hospital (MC) Anantnag
carried out blood transfusion to a new born baby, which otherwise is done at
tertiary care hospitals of valley only.
According to hospital sources, a woman namely
Jameela wife of Abdul Rasheed of Anichdoora Anantnag underwent a caesarian
surgery at the hospital on Nov 22, giving birth to a baby who was suffering
from severe jaundice. Incidentally the mother’s blood group was O +ve while as
the child’s blod group was found to be O –ve, giving rise to further
complications, the sources added.
Subsequently, the doctors at the hospital
admitted the baby at the Facility Based New Born Care Unit for treatment. “It
was a complicated case as the Serum Bilirubin value of the baby was 18.8 and
the Rh incompatibility had made it even more complicated for us. We normally
refer such patients to tertiary care hospitals but team of our doctors decided
to handle the case at the hospital itself”, said Medical Superintendent of the
hospital, Dr Abdul Majeed Mehraab.
After the medical consultation, blood transfer
of baby was done in the hospital. The baby has been admitted at the FBNC unit
and is doing quite well, he added.
The Medical Superintendent hailed the team of
doctors and paramedics and hoped that such cases would be handled at the
hospital on regular basis in the future as well. (VOS)
Padshahibagh residents protest against
escalated power bills

Srinagar, Nov 24 (VOS): Residents
of city’s Padshaibagh area today held peaceful protests against the Power
Development Department (PDD) for allegedly distributing escalated electricity
bills among power consumers of the area.
Accusing the PDD officials of showing
fictitious power consumption by the consumers, the protestors threatened to
come on streets against the negligence of authorities.
The protesters shouted slogans against Power
Works Department (PWD) and the state government.
Protestors said that the PDD is not providing
electricity supply to the consumers as per schedule in the Padshaibagh area.
They accused the department of making electricity bills as per their discretion
instead of the actual consumption of electricity.
“I’ve received a bill charging me 700 rupees which is not what our domestic consumption is”, said Ishatiyaq Ahmad a local resident. He alleged that the department had sent escalated bills by exaggerating electricity consumption for the month of October.
“This is a flood prone area and electricity meters are also installed but we fail to understand why consumers are not charged as per their electricity consumption”, said Mubarak Ahmad.
Protesters alleged that there is no accountability in the PDD and the officials are negligent in performing their official duties.

Academy honours Raza for development of modern
art in J&K
Srinagar, Nov 24: Jammu and Kashmir Academy of Art, Culture and Languages Friday honoured internationally acclaimed artist, SH Raza, for his pioneering work in the development of modern art in Kashmir.
Secretary Academy Khalid Bashir Ahmad, on behalf of the chief minister, Omar Abdullah, felicitated Raza by presenting a memento, citation and a Kashmiri shawl in recognition of his contribution which helped the art of painting flourish in J&K.
The chief minister, who is also the President of the Academy, was to do the honour himself but had to cancel his Delhi visit in view of a pressing engagement back home. The presentation was made at an impressive ceremony held at the prestigious India International Centre here. An elite group of prominent artists literarily the Who is Who of Indian arts including Krishan Khanna, OP Jain, Umesh Verma, Jyotindra Jain, Ashok Bajpayi, Suresh Neotia and Dr. Kalyan K. Chakravarty besides foreign and local
art lovers and friends of Raza were present.
Accepting the honour, Raza, 90, said he was honoured and thanked the chief minister and the Academy for felicitating him.
In his speech, Khalid highlighted the special relationship Raza has had with Kashmir and his contribution to the development of fine art in J&K. He also spoke about the Academy’s role in preservation and promotion of art, culture and languages in the state. Raza’s relationship with Kashmir dates back to 1948 when he visited and inspired modern art movement there. His first solo exhibition was held at Srinagar that year. Young and budding artists came in contact with him and were introduced to the latest trends in the art of painting. Some of these rose to become prominent artists of the country.
Raza also inspired setting up of the first organisation of artists in Kashmir named the Progressive Artists Association and attended its maiden meeting. He was allowed by jenab Sheikh Mohammed Abdullah to
travel throughout Kashmir and do the on spot painting.
Interestingly, it was in Kashmir that the famous photographer Henry Carti Bressen advised Raza to concentrate on ‘construction of painting’ and study Cezanne that landed him in France where his life and art took a major turn. Raza has received several national and international awards including the coveted Padma Shree, Padma Bhushan, Lalit Kala Ratna Award, Prix De La Critique, Paris and Dayawati Modi Award.

JeM Chief Commander Killed at Rafiabad
Srinagar, Nov 24: A Jaishe-Muhammad
militant Commander was killed while as a police officer got injured in a gun
fight in north Kashmir’s Chatlor village of Rafiabad on Saturday, police
sources said. Police said the slain militant was working as the JeM’s chief
commander.
“On the basis of specific information about the
presence of JeM Commander in the house of one Ali Mohammad Bhat son of Abdul
Gaffar Bhat at Chatlor Rafiabad, a Police party with the assistance of Army 22
RR sealed the suspected house late in the night on 23-11-2012. In the wee hours
today when the search party led by Sub Inspector Dilraj Singh entered in the
house, the militant hiding in the hideout fired upon the search party in which
the Sub Inspector Dilraj Singh got injured”, said the police spokesperson in a
statement issued here.
“In the exchange of fire that lasted for some
time, the Pakistani terrorist Commander of JeM outfit who was operating under
the code names of Showket, Shazeb, Shoib, Yasir etc got killed.”, he added.
According to police, the killed militant was
wanted in civilian killings. “He had infiltrated into the Valley in year 2002
and had been active in Kupwara and Sopore area since then. As per the
initial investigation, the slain militant was working as chief Commander of
Jaish-e-Mohammad. He was involved in killing of Zonal President of a political
party namely Ghulam Mohammad Mir and a local leader of another political party
namely Ghulam Mohidin Bhat, besides other subversive activities.”
One AK Series rifle, one pistol along with
other arms and ammunition was recovered from the encounter site, the
spokesperson added.

forthcoming LC polls, Minister for PHE, Irrigation and Flood Control, Taj
Mohi-ud-Din along with Minister for Agriculture, Ghulam Hassan Mir, Minister of
State for R&B, Javid Ahmed Dar today visited Tanmarg area of Baramulla
district.
Addressing a well attended gathering of panches
and sarpanches at Town Hall Kunzar, the Minister appealed them to vote for the
coalition candidate so that their problems and aspirations find reflection in
upper echelons of governance.
Taj said the coalition government has brought
about a turnaround in development scenario in the state ever since it took over
the reign. He said the government has planned many more initiatives for the
state for the coming years.

Hassan Mir impressed upon panches and sarpanches to cast their votes in favour
of coalition candidate and ensure the development and progress of their areas.

of stone crushers in densely populated and extremely sensitive areas.
Sources told VOS, the mobile stone crusher plants belong to some influential persons. “The ash and dust emanating from the stone crushers adversely affects the population, nearby water resources and agriculture land in the area. Theplant setup at Matalhama is posing a grave threat to the environment and health of people residing in the surrounding villages,” the locals told VOS.
Locals alleged that the Pollution Control Board is not taking important factors into considerations before issuing No Objection Certificate (NOC) for establishing these projects. “How other departments including Fisheries and Industries have also issued NoC in favour of setting up of this plant near nallah,” the locals questioned and said that the plants are adversely affecting life of people in the areas.

health problems to the humans,” the locals said, adding the ash coming out from

confirmed that the mobile stone crusher has been established illegally by the
Ramki Construction Company and several departments have not issued any NOC for
the setting up of the mobile stone crusher, however as one month passed away
administration has failed to seal the stone crusher. “Amazingly
Sate government has taken up various big projects to protect the area by
constructing bands on the both side of the river vishu but on the other side
illegal mining is going on in the area, paving a way for flash floods in the
area during summer season”, the sources added.

Mirwaiz condemns Ansari’s arrest, demands
immediate release
Srinagar, Nov 24 (VOS): Chairman
Hurriyat (M) Mirwaiz Umar Farooq has condemned the arrest of President Ithadul
Muslimeen and executive member of Hurriyat (M), Masroor Abbas Ansari.
Talking to VOS, Mirwaiz said that the arrest is
illegal and should be condemned by one and
all. “Ansari was coming out from the consultation meeting last week and was
arrested by the police. He has been lodged
in Kothi Bagh police station”, said Mirwaiz.
He said that Ansari was arrested without any
reason and by putting him behind bars; his fundamental rights are being vilated. The Mirwaiz demanded immediate release of Ansari.
Attempts to damage state’s secular fabric will
not be tolerated: Slathia
Seeks support for coalition candidates

Industries and Commerce, S. S. Slathia appealed the panches and sarpanches of
the state to cast their votes in favour of coalition government nominated
candidates for MLC seats under panchayat quota adding that their win will
definitely facilitate development of a vibrant 3-tier panchayat raj system in
J&K.
Speaking at a series of party workers meetings
convened at Vijaypur, Samba, Heeranagar, Gagwal and Kathua, as a part of
election campaign in favour of NC and Congress candidates Shehnaz Ganai and
Sham Lal Bhagat respectively for two MLCs seats for Jammu division, Slathia
said that the coalition government is committed for total empowerment of
panches and sarpanches to pave the way for a strong and vibrant panchayat raj
system in the state to ensure people’s participation in plan formulation at
village level. He said Bapu Ji has frankly said that development of the nation
is sub-servant to the prosperity of the villages. He said panchayat raj system
is a vital instrument to steer the state in the era of new development and
progress adding that the government is committed for the empowerment of Panches
and sarpanches.
Slathia asked the people not to get swayed away
by the disinformation campaign and false propaganda of the opposition against
the achievements of the coalition government, adding that it (opposition) is
unnerved with the performance of the coalition government and was, out of
frustration, trying to hoodwink public opinion by raising frivolous issues. He
said attempts are being made to create wedge between the people
on the religion and regional basis which would be fought tooth and
nail adding that nobody will be allowed to damage the secular and social fabric
of the state which is the hallmark of rich ethos and traditions of the state.

CS reviews availability of essential
commodities in Valley
Directs for ensuring home delivery of LPG
Srinagar, Nov 24: Chief Secretary, Madhav Lal
today asked divisional administration to gear up men and machinery to face any
challenge during ensuing winter with regard to heavy snowfall resulting in
blockade of national highway and major link roads besides urged to ensure
availability of essential commodities in the Valley during ensuing winter.
The Chief Secretary was addressing a high level
officers meeting here today convened to take stock of availability of LPG,
Kerosene Oil, essential commodities and power supply in Valley.
The meeting was attended by Divisional
Commissioner Kashmir, Dr. Asgar Hassan Samoon, Inspector General of Police
Kashmir, S.M. Sahai, Deputy Commissioner Srinagar, Baseer Ahmad Khan, Director
CA&PD, Mushtaq Ahmad Mir, Chief Engineers of Power Development Department,
R&B and Mechanical Engineering, Commissioner, Srinagar Municipal Corporation,
Joint Director Information Kashmir besides representatives of Oil Companies.
The meeting was informed that out of 3.5 lakh
blocked LPG connections, about 3 lakh connections have been unblocked besides
process of verification and formalities about KYC, COR etc. of remaining
connections is underway.
Madhav Lal stressed for expediting the
verification process and also directed the Oil Companies to ensure Home
delivery of LPG to the consumers, which shall be monitored by a task force
comprising of representatives of Oil Companies, CA&PD, Revenue and Police
departments who shall submit the feedback on day to day basis to the divisional
administration. He also directed Manager, Indian Oil Corporation to ensure bulk
storage of LPG in the Valley within weeks’ time.
While reviewing the power scenario in the
Valley, the meeting was informed that a buffer stock of 200 transformers is
available and about 240 transformers are being repaired at different workshops
of Power Development Department. In this connection, the Chief Secretary asked
the PDD authorities to gear up for repairs of all the damaged transformers in
time bound manner and replacement of electric poles and wires as per
requirement of different areas. He also directed for installing meters
uncovered areas and ensure recovery of pending electricity dues from the
defaulters.
The Chief Secretary also took stock of the
arrangements made for snow clearance and necessary steps being put in to meet
out any eventuality in case of heavy snowfall.
Chief Engineer Mechanical Engineering, Kashmir
apprised the meeting that 101 snow clearance machines have been kept available
in the Valley which has been divided into three zones for the purpose.
Chief Engineer R&B, Kashmir informed the
meeting that out of 11700 kilometers road length, 50 percent is being looked
after by Mechanical Engineering Wing Kashmir while the R&B department
Kashmir takes care of the 50 percent road length of Valley in respect of
macadamization, blacktopping and repairs besides snow clearance during winter
season.
Taking stock of the availability of essentials,
the meeting was informed that as many as 36,000 metric tons of rice, 12000
metric tons of atta and wheat and 3500 metric tons of sugar are available in
the godowns of Food Corporation of India and CA&PD besides about 4300
kiloliters of kerosene oil and 2 lakh LPG cylinders have been distributed among
the consumers of the valley during the current month.
Commissioner, Srinagar Municipal Corporation,
Dr. G.N. Qasba also apprised the meeting about the arrangements made by the
Srinagar Municipal Corporation to clear lanes and bye lanes of the city so that
there is no obstacle in smooth movement of traffic on the roads and routine
movement of public is assured by clearing the snow manually as well as with
machines besides installation of dewatering pumps.
Lashing out on those having vested interests
who are bent upon creating artificial scarcity of essential commodities through
hoarding and profiteering, the Chief Secretary issued categoric instructions to
all stakeholders to intensify market checking and ensure availability of
quality edibles and other essential commodities.
The Chief Secretary directed the concerned
authorities to work with coordination, zeal and zest so that common masses may
not suffer. He also issued instructions to the Beacon authorities to clear the
snow on priority basis from National Highway especially from Qazigund to
Patnitop area where there is apprehension of heavy snowfall.

accused the state’s ruling NC-Congress coalition of conspiring for boycott of
Legislative Council elections by panchs and sarpanchs in the state.
Addressing rallies of Sarpanches and Panches in
Bani, NPP Chief Patron, Prof. Bhim Singh appealed to them to participate in the
elections and defeat the authoritarian, communal and corrupt government by the
exercise of their ballet paper.
He accused the government for conspiring to
present situation so that anti-government panchayat members failed to make it.
“The government wants that the Sarpanches and Panches should boycott the
elections so that it (government) gets benefits of it”.
NPP Supremo cautioned the Sarpanches and
Panches that any boycott anywhere in the state shall help Congress candidate.
“This is the conspiracy that anti-government vote shall be cast. If Panches and
Sarpanches boycott the poll so that NC-Congress shall get benefit of it.”

RSETI Baramulla concludes program
The Bank’s RSETI Baramulla concluded 7-days
training programme on "Entrepreneurship Development", wherein Zonal

Sanaullah, the former owner and editor of daily Aftab as the father of
journalism in Kashmir, JKLF Chairman Muhammad Yasin Malik urged scribes and
writers to follow his path of truth and honesty.
He said that Khawaja Sanaullah was a writer who
had courage and guts to stand for the truth in worst situations.
Yasin Malik said that a person who serves
his people and leaves Better Legacy for them is always remembered by nations
and khawaja sahib was such person.
While referring to present day writers and
intellectuals of Kashmir Yasin Malik advised them to follow khwaja sahib in
letter and spirit. “Everyone knows the difficulties you face at the hands of
tyrants. Everyone knows that when you write truth even your advertisements are
stopped by the government. But these repressive measures do not and should not

rich homage to the martyrs of Karbala on the eve of Ashura Muharram, Chief
Minister, Omar Abdullah has said that Imam Hussain (AS) symbolizes the firm
faith in Almighty, high principals of righteousness, purity of thought and
highest degree of sacrifice to uphold truth and human dignity.
Omar said that Imam Hussain (AS) and his
companions exhibited unparalleled courage and patience and made historic
sacrifices at Karbala which would enlighten and guide the mankind forever.
“Karbala teaches us the lesson of upholding the
principals of righteousness under all circumstances and denying evil forces to
make us succumb or bow before them”, Omar added. The Chief Minister prayed for
the peace and well being of the State and its people on the occasion.
DGP reviews police welfare schemes, stresses
for more benefits to cops
Jammu, Nov 24: In order to generate
new ideas and introduce more welfare schemes for the police personnel including
the families of martyrs, a joint meeting of Executive and Managing Committees
of Jammu and Kashmir Police Parivar was held at Police Headquarters (PHQ)) here
this afternoon.
Director General of Police (DGP), Ashok
Prasad presided the meeting, which was first meeting of its kind and was
attended by Chairperson, Police Parivar Managing Committee, Kiran Prasad and
other members.
Speaking on the occasion, Prasad sought reports
with regard to the implementation of the schemes which are in force and asked
the officers to make the policies more transparent. He said that while
providing loans and the assistance under different schemes, it should be
ensured that the benefit goes to the deserving personnel. He stressed for quick
disbursement of welfare relief to the families of those personnel who achieve
martyrdom while performing their professional duties.
Highlighting the significance of contributory
fund, the DGP said that the fund has been raised to provide relief to the
personnel and there is need to further promote this spirit for the welfare of
the force. He said that welfare of jawans and officers should be our mission
and we should work together to strengthen the fund with its utilization in a
justified manner.
The DGP emphasized to ponder new schemes for
implementation providing succor to the police personnel, their families
including the wards of deceased personnel. Since the funds are generated
through the contribution made by all ranks of the force on monthly basis, the
amount should be utilized for their welfare only, said the DGP.
Earlier Additional Director General of Police
(Headquarters) PHQ S.P. Vaid apprised the meeting about the measures taken for
the welfare of serving, retired personnel and the families of martyrs. He said
that a large number of personnel have been benefited through these measures by
providing financial assistance, besides scholarships for their wards to
continue their studies in different fields. Welfare loans and relief was
provided to the needy personnel to meet out the expenses on medical treatments
and marriage of their daughters.
Inspector General of Police Headquarters (PHQ)
A.K. Choudhary, through a power point presentation apprised the meeting about
the welfare schemes in force and the personnel benefited. He said that the
schemes have been reviewed from time to time to make them effective to meet out
the requirements of the personnel.
The meeting discussed in detail the
possibilities, easing the procedure required and enhancing the assistance under
different criteria. It was decided that the decision to generate more resources
could be taken in the Central Police Welfare Committee Fund meeting for which
modalities are being chalked out. Upgradation of police public schools
established at range level was discussed and it was decided that newly
established schools would be brought parallel to the schools at Srinagar and
Jammu in a phased manner. Further improvement in the existing health care facilities
being provided to the personnel was came under discussion in detail. It was
told that the health schemes which are in force in other states would be
considered and their adoption would be discussed.
Rajendra visits CTC Lethpora, takes stock of
training activities
Srinagar, Nov 24: Additional
Director of Police Armed/Law & Order (ADGP), K. Rajendra Kumar today
visited Commando Training Centre (CTC) Lethpora and took stock of the pace of
training being imparted to the recruits in the institution. He was accompanied
by Deputy Inspectors General of Police, T. Namgiyal and Sheikh Abdul Hamid
during the visit. While inspecting police continents presently
undergoing basic training course at the Centre, Rajendra stressed upon the cops
to seek the principals of professional policing and discipline He said that
after completion of basic training, they would have to be deployed in different
areas of policing, where they would have to exhibit high standards of
discipline and patience. They have to prove themselves true public servants and
would prefer security and safety of the people at the stake of their own
comforts. Besides they would protect the rights of the people and ensure that
justice is made to all without any discrimination, said ADGP.
The ADGP asked the officers to impart training
to the recruits in all fields of policing to make them able to take their
professional assignments in a befitting manner. He said that the training
moulds the career of the recruits and every step should be taken to keep them
acquainted with the modern techniques of policing including crime control,
crime detection, traffic management, maintaining of law and order, security of
VVIPs and investigation. He said that the department has been making every effort
to make police training institutions self sufficient in the form of training
and building infrastructure.
Earlier, the ADGP was apprised about the
training infrastructure and activities being under taken in the centre. He was
also apprised about the pace of progress achieved in the syllabus and was told
that after completion of syllabus the trainees would be full-fledged to be
deployed in the field. Principal CTC, Sanjiv Sharma informed the ADGP that the
recruits are being trained by experienced trainers in all the fields of
policing, besides special lectures are conducted to give them extra curriculum
knowledge.

Conference today said that the holding of Panchayat Elections after a gap of 30
years in the state vindicates the keenness of NC and Congress coalition to
strengthen the grass root institutions, while reiterating that powerful
Panchayat Raj system in the State is the commitment of coalition government
“We held these elections despite speculations
and fear created by some elements who are presently talking of powers to
Panchayats”, the National Conference working President Omar Abdullah
accompanied by PCC President Saifuddin Soz said on Saturday while addressing
panches, sarpanches at Anantnag, Shopian, Kulgam, and Pulwama. He questioned
the opposition’s role in non-devolution of powers to Municipal Corporation and
urban local bodies during their tenure.
“They made these institutions toothless and
starved them for want of funds and people are witness to the fact how PDP made
urban local bodies Ineffective and powerless” said Omar, adding “The coalition
government rejuvenated Panchayats and transferred powers of 14 departments to
these besides providing funds for undertaking development works”.
“We are in the process of making these
institutions Strong, vibrant and powerful so that they can deliver and grow”,
he added.
The NC Working President said that his
government gave birth to Panchayat institutions and their growth and nurturing
is inherent in its policy planning.
“You are very dear to us. Our relation with you
is like that of children and parents. Your protection, your growth and
development is our cherished desire. We will always support you because we want
you to stand on your own legs and deliver as a powerful and viable public
institution”, said Omar Abdullah while impressing upon Panches and Sarpanches
to exhibit their faith and trust in NC-Congress because “we created these
institutions with sincerity and are in the process of making them fully
empowered”.
“How can we let you fail if we are the ones who
created you, it’s quite evident and you are intelligent enough to know who
would benefit if you don’t succeed” said Omar “We created Panchayat Raj system
and they (PDP) opposed it. We empowered you and are in the process of making
you self-reliant and fully powerful”, he added
“Your valuable vote for the joint
candidates of coalition contesting is in real sense a vote for strengthening
and developing this institution” he said.
“They (PDP) have and they will try to
disintegrate you and create a division amongst you, create confusion in the
minds of workers, Panches and Sarpanches of National Conference and Congress”
said Abdullah adding “They will visit you separately and tell you false stories
but be cautioned because their creation is based on the concept of division and
PDP are known for playing such tricks and tactics”
Omar said that PDP’s level of frustration is
evident by the unity between National Conference and Congress. “Their(PDP
leadership) restlessness and impatience grows everyday with the historic steps
and decisions taken by the coalition government” said Omar adding “They now
know that with each passing day the coalition between NC- Congress is becoming
stronger and foresee a disastrous end to their party , their anti- people and
anti- coalition conspiracies”, he maintained.
“I told you to beware of PDP conspiracy and
emotional blackmailing. They can go to any extent to grab power. They can use
gun and polities simultaneously to seek chair”, he said and called for unity in
the ranks and files of NC-Congress at gross roots. He said MLC election has
provided a golden opportunity to the workers of the two parties to develop
strong bonds of coalition at grass root.
Omar said the success of Panchayat Raj system
in the State is the success of coalition government and National Conference and
Congress parties. He asked Panches and Sarpanches to vote in large numbers for
the joint candidates fielded by these parties for MLC seats.

Gas dealer, associate arrested for overcharging
consumers
Anantnag, Nov 24 (VOS): A LPG dealer in Anantnag (Islamabad) was today
arrested by police for allegedly over-charging customers during distribution of
subsidized cooking gas cylinders.
“On the directions of DDC Anantnag, Farooq A
Shah, the Tehsildar Anantnag took notice of the overcharging of cooking gas
cylinders. The owner of the Anantnag Gas Agency and his associate were arrested
by police”, an official told VOS.
The gas dealer has been booked under Essential
Commodoties Act and an FIR lodged against him under 3/7 EC Act, the official
added.
People in general and gas consumers in
particular of Anantnag area have hailed the district administration for prompt
and swift action against the erring Gas Agency owner. Pertinently, widespread
complaints of overcharging and black-marketing of LPG cylinders are being
recieved with people alleging the Gas dealers of fleecing customers in the garb
of subsidy cap. "Such actions will be taken in future if dealers and
shopkeepers resort to malpractice", the official added.

Sagar for expediting work on Dastgeer Sahib
shrine on fast track basis
Srinagar, Nov 24: Minister for Rural
Development, Panchayat Raj, Law Justice and Parliamentary Affairs, Ali Mohammad
Sagar has asked all the concerned involved in the restoration work of the
revered shrine of Hazrat Peer Dastgeer Sahib (RA) to work in close synergy and
coordination so that it is completed within the shortest possible time.
The Minister was addressing the officers during
his on spot inspection of the restoration work here today.
Vice Chairman, Wakf Board, M.Y. Qadiri, Chief
Engineer R&B, Mushtaq Ahmad Lone, Chief Architect, Muneer Khan, State
Convener Intach, Saleem Beigh and other officers of JKPCC, Wakf Board members
were present on the occasion.
Sagar said that the Chief Minister has already
directed the executing agencies to ensure that the shrine is completed as soon
as possible and to ensure that the same is done in shortest possible time
frame. He said that the executing agencies should work in tandem to ensure that
the bottlenecks, if any, are removed and the work executed on fast track basis.
The Minister also directed for restoration of
the old architectural pattern and without any deviation from the older one. He
said that the shrine is one of the most revered shrines of the state and we
have to ensure that it is completed shortly for the devotees visiting to pay
obeisance.
The Minister later attended a function
organized by Gousia Traders Association in collaboration with Kashmir Traders
and Manufacturers federation at Koolipora, Khanyar.
While addressing the traders, Sagar said that
the government has already formulated a comprehensive plan for putting the old
city on the tourist circuit by virtue of which the economic activities of the
area will get a boost. He said that the Zainakadal and its catchment areas are
being developed on heritage pattern so that more tourists get attracted and
consequently the socio-economic profile of the people of the area would get a
fillip.

Kashmir, in order to replace worn out top tiers in 132 KV and 33 KV outdoor
yards of Grid Station Sheeri, power shut down of 50 MVA Grid Station, Sheeri
along with Pattan-Sheeri-LJHP Circuit 132 KV LITL shall be taken on November 26
and 29, 2012 from 09 a.m. to 05 p.m. During the shutdown there shall be no
power supply available from Grid Station, Sheeri.
Academy honours Raza
for development of modern art in J&K
NEW DELHI, NOVEMBER 24:- Jammu and Kashmir Academy of Art, Culture
and Languages Friday honoured internationally acclaimed artist, Sh Raza, for
his pioneering work in the development of modern art in Kashmir.
Secretary Academy, Khalid Bashir Ahmad, on behalf of the Chief
Minister, Omar Abdullah, felicitated Raza by presenting a memento, citation and
a Kashmiri shawl in recognition of his contribution which helped the art of
painting flourish in J&K.
The Chief Minister, who is also the President of the Academy, was
to do the honour himself but had to cancel his Delhi visit in view of a
pressing engagement back home.
The presentation was made at an impressive ceremony held at the
prestigious India International Centre here. An elite group of prominent
artists literarily the Who is Who of Indian arts including Krishan Khanna, OP
Jain, Umesh Verma, Jyotindra Jain, Ashok Bajpayi, Suresh Neotia and Dr. Kalyan
K. Chakravarty besides foreign and local art lovers and friends of Raza were
present.
Accepting the honour, Raza, 90, said he was honoured and thanked
the
Chief Minister and
the Academy for felicitating him.
In his speech, Khalid highlighted the special relationship Raza
has had with Kashmir and his contribution to the development of fine art in
J&K. He also spoke about the Academy’s role in preservation and promotion
of art, culture and languages in the state.
Raza’s relationship with Kashmir dates back to 1948 when he
visited and inspired modern art movement there. His first solo exhibition was
held at Srinagar that year. Young and budding artists came in contact with him
and were introduced to the latest trends in the art of painting. Some of these
rose to become prominent artists of the country.
Raza also inspired setting up of the first organisation of artists
in Kashmir named the Progressive Artists Association and attended its maiden
meeting. He was allowed by jenab Sheikh Mohammed Abdullah to travel throughout
Kashmir and do the on spot painting.
Interestingly, it was in Kashmir that the famous photographer
Henry Carti Bressen advised Raza to concentrate on ‘construction of painting’
and study Cezanne that landed him in France where his life and art took a major
turn.
Raza has received several national and international awards
including the coveted Padma Shree, Padma Bhushan, Lalit Kala Ratna Award, Prix
De La Critique, Paris and Dayawati Modi Award.

24: Chief Secretary, Mr. Madhav Lal today asked divisional administration to
gear up men and machinery to face any challenge during ensuing winter with
regard to heavy snowfall resulting in blockade of national highway and major
link roads besides urged to ensure availability of essential commodities in the
Valley during ensuing winter.
The Chief Secretary was addressing a high level officers meeting here today
convened to take stock of availability of LPG, Kerosene Oil, essential
commodities and power supply in Valley.
The meeting was attended by Divisional Commissioner Kashmir, Dr. Asgar Hassan
Samoon, Inspector General of Police Kashmir, Mr. S.M. Sahai, Deputy
Commissioner Srinagar, Mr. Baseer Ahmad Khan, Director CA&PD, Mr. Mushtaq
Ahmad Mir, Chief Engineers of Power Development Department, R&B and
Mechanical Engineering, Commissioner, Srinagar Municipal Corporation, Joint
Director Information Kashmir besides representatives of Oil Companies.
The meeting was informed that out of 3.5 lakh blocked LPG connections, about 3
lakh connections have been unblocked besides process of verification and
formalities about KYC, COR etc. of remaining connections is underway.
Mr. Madhav Lal stressed for expediting the verification process and also
directed the Oil Companies to ensure Home delivery of LPG to the consumers,
which shall be monitored by a task force comprising of representatives of Oil
Companies, CA&PD, Revenue and Police departments who shall submit the
feedback on day to day basis to the divisional administration. He also directed
Manager, Indian Oil Corporation to ensure bulk storage of LPG in the Valley
within weeks’ time.
While reviewing the power scenario in the Valley, the meeting was informed that
a buffer stock of 200 transformers is available and about 240 transformers are
being repaired at different workshops of Power Development Department. In this
connection, the Chief Secretary asked the PDD authorities to gear up for
repairs of all the damaged transformers in time bound manner and replacement of
electric poles and wires as per requirement of different areas. He also
directed for installing meters uncovered areas and ensure recovery of pending
electricity dues from the defaulters.
The Chief Secretary also took stock of the arrangements made for snow clearance
and necessary steps being put in to meet out any eventuality in case of heavy
snowfall.
Chief Engineer Mechanical Engineering, Kashmir apprised the meeting that 101
snow clearance machines have been kept available in the Valley which has been
divided into three zones for the purpose.
Chief Engineer R&B, Kashmir informed the meeting that out of 11700
kilometers road length, 50 percent is being looked after by Mechanical
Engineering Wing Kashmir while the R&B department Kashmir takes care of the
50 percent road length of Valley in respect of macadamization, blacktopping and
repairs besides snow clearance during winter season.
Taking stock of the availability of essentials, the meeting was informed that
as many as 36,000 metric tons of rice, 12000 metric tons of atta and wheat and
3500 metric tons of sugar are available in the godowns of Food Corporation of
India and CA&PD besides about 4300 kiloliters of kerosene oil and 2 lakh
LPG cylinders have been distributed among the consumers of the valley during
the current month.
Commissioner, Srinagar Municipal Corporation, Dr. G.N. Qasba also apprised the
meeting about the arrangements made by the Srinagar Municipal Corporation to
clear lanes and bye lanes of the city so that there is no obstacle in smooth
movement of traffic on the roads and routine movement of public is assured by
clearing the snow manually as well as with machines besides installation of
dewatering pumps.
Lashing out on those having vested interests who are bent upon creating
artificial scarcity of essential commodities through hoarding and profiteering,
the Chief Secretary issued categoric instructions to all stakeholders to
intensify market checking and ensure availability of quality edibles and other
essential commodities.
The Chief Secretary directed the concerned authorities to work with
coordination, zeal and zest so that common masses may not suffer. He also
issued instructions to the Beacon authorities to clear the snow on priority
basis from National Highway especially from Qazigund to Patnitop area where
there is apprehension of heavy snowfall.

occasion.
Mr. Sagar said that the Chief Minister has already directed the executing
agencies to ensure that the shrine is completed as soon as possible and to
ensure that the same is done in shortest possible time frame. He said that the
executing agencies should work in tandem to ensure that the bottlenecks, if
any, are removed and the work executed on fast track basis.
The Minister also directed for restoration of the old architectural pattern and
without any deviation from the older one. He said that the shrine is one of the
most revered shrines of the state and we have to ensure that it is completed
shortly for the devotees visiting to pay obeisance.
The Minister later attended a function organized by Gousia Traders Association
in collaboration with Kashmir Traders and Manufacturers federation at
Koolipora, Khanyar.
While addressing the traders, Mr. Sagar said that the government has already
formulated a comprehensive plan for putting the old city on the tourist circuit
by virtue of which the economic activities of the area will get a boost. He
said that the Zainakadal and its catchment areas are being developed on
heritage pattern so that more tourists get attracted and consequently the
socio-economic profile of the people of the area would get a fillip.

pace of 4-lane National Highway project
SRINAGAR, NOVEMBER 24: To review the pace of progress on widening works
of 4-lane National Highway Project, Divisional Commissioner, Kashmir, Dr. Asgar
Hassan Samoon convened a high level meeting of officers here today.
The Divisional Commissioner directed all concerned to remove the bottlenecks
for ensuring smooth traffic movement all along the National Highway from
Qazigund to Srinagar especially at Parimpora to Panthachowk and HMT crossing.
He also directed for cutting down the poplar and other trees on the National
Highway standing on the land being acquired for the widening of National
Highway. Divisional Commissioner also stressed for quick disposal of court case
relating to compensation of the land being acquired for the purpose.
On the occasion, the Divisional Commissioner stressed upon the concerned
officers to speed up the developmental tempo for timely achievement of targets.
The meeting among others was attended by Deputy Commissioner, Srinagar, Chief
Engineer R&B, Chief Engineer Electric Maintenance and Rural
Electrification, Collector Land Acquisition, Anantnag and Kulgam.

infusing new life in Artisan Cluster
SRINAGAR, NOVEMBER 23: In order to boost the traditional Artisan Cluster in Srinagar
and to infuse new life in the trade, an officers meeting was held here today
under the Chairmanship of Divisional Commissioner Kashmir, Dr. Asgar Hassan
Samoon.
Deputy Commissioner, Srinagar, Commissioner, Srinagar Municipal Corporation,
Director Tourism, Chief Engineers of R&B, Electric Maintenance and Rural
Electrification, Joint Registrar Cooperative, Joint Director Industries and
officers of Handicrafts and Handlooms attended the meeting.
Various suggestions for strengthening the trade and popularizing it among
masses came up in the meeting.
The meeting was informed that about 50 percent work has been completed in
setting up of Artisan Cluster and rest work is underway. It was further
informed that street lights will be set up in cluster, concrete drains will be
constructed and 2 Km road repairs and renovation work from Nawa Kadal to Cement
Kadal will be taken up by R&B department.
Div Com Kashmir on this occasion said that local artisans will be provided
marketing facilities by setting up of Artisan Cluster in the city so that
economic conditions of artisans are improved. He asked Director Tourism to
motivate tourists visiting Gulmarg, Pahalgam and other tourist areas to
strengthen the work being undertaken through cluster system.
Awareness camp held
at Sopore
SRINAGAR, NOVEMBER 23: To make orchardists aware about the schemes being
launched for the development of fruit industry, a daylong awareness camp was
organized here today.
A large number of orchardists of the area who participated in the camp
interacted with experts who educated them about the improved techniques of
fruit production.
The field functionaries of Horticulture department were asked to keep close
liaison with fruit growers to ensure high yield of fruit crops.
Sakina visits
several villages of Kulgam
KULGAM, NOVEMBER 24:
Minister for Social Welfare, Ms. Sakina Ittoo today paid extensive visit of
several villages of district Kulgam which include Pahloo, Sachan and Wangam and
took stock of the ongoing developmental works in the villages.
Several deputations of people called on the Minister and apprised her about
problems confronting them.
The Minister issued on the spot instructions to the officers accompanying her
to solve the genuine problems of people as soon as possible.
District Development Commissioner, Kulgam and other sectoral officers were
present on the occasion.
