SKEWPY right initiative to address unemployment: Omar
YSLS yet another opportunity for youth to earn independent livelihood
            SRINAGAR, AUGUST 06 – Describing SKEWPY as right initiative to address unemployment problem in the State, Chief Minister, Omar Abdullah Monday said that added endeavours are required to be put in to popularize this most effective self employment scheme amongst the youth facilitating them to take its benefit and grow as independent livelihood earning entrepreneurs.
            Chairing the 6th review meeting of Sher-i-Kashmir Employment and Welfare Programme for the Youth (SKEWPY) at a high level meeting here today, the Chief Minister emphasized the need for better implementation of Jammu and Kashmir Self Employment Scheme also in place in the State.
            The meeting was attended by Deputy Chief Minister, Tara Chand, Minister for Finance, Abdul Rahim Rather, Minister for Higher Education, Abdul Gani Malik, Advisor to the Chief Minister, Mubarak Gul, Political Advisor to the Chief Minister, Devender Singh Rana, Chief Secretary, Madhav Lal, Chairman Jammu and Kashmir Bank, Mushtaq Ahmad, Principal Secretary to the Chief Minister, B. B. Vyas, Commissioner Secretary Employment, Yadullah, Director EDI, M. I. Parrey and various other senior officers.
            While receiving appraisal of Voluntary Service Allowance Scheme (VAS) which forms part of SKEWPY and targets unemployed youth for providing voluntary allowance, the Chief Minister was told that about 40,000 unemployed youth are presently receiving voluntary allowance under the scheme. He was given district-wise details about the same. The Chief Minister directed for coverage of all deserved under the scheme.
            The meeting was informed that 13 District Employment and Council centres are being completed this year out of the 20 such complexes under execution in the State at a cost of over Rs. 27.45 crores. It was stated that two such centres have already been inaugurated. The Chief Minister asked for timeline completion of the buildings and removal of bottlenecks if any in identification and procurement of land.
            The Chief Minister directed the concerned to carry forward SKEWPY and other job opportunities providing initiatives launched by the coalition government in the State in a mission mode. He said that all efforts need to be put in place to achieve the target of providing self employment avenues to about four lakh youth in next five years.
            In a PowerPoint presentation, Commissioner Secretary, Yadullah gave resume of the progress achieved under SKEWPY and Jammu and Kashmir Self Employment Scheme. He said under the directions of the Chief Minister yet another programme as a part of SKEWPY has been introduced in the State namely Youth Start-Up Loan Scheme (YSLS) to encourage budding entrepreneurs in MSME sector. The scheme provides for soft loan worth Rs. 8 lakh per unit at the simple interest rate of 6 percent to the youth of the age group of 18 to 37 years with minimum qualification of 10+2.
            The meeting was informed that under SKEWPY, EDI has organized 147 training camps to impart required training to 4177 youth. As many as 2268 DPRs for launch of various units have been preferred to Jammu and Kashmir Bank for grant of financial assistance. The Bank has cleared 2136 cases so far. The Steering Committee has approved 1589 enterprises involving total cost of Rs. 168.89 lakhs. Seed Capital worth Rs. 46.45 crore has been provided to the youth alongwith Bank loan of Rs. 51.15 crore from J&K Bank to start their ventures.

Approves steel trust roofing for schools to relieve pressure on forests

Gives nod for Geopatial application for mapping of educational institutions
            SRINAGAR, AUGUST 06 – Chief Minister, Omar Abdullah Monday gave approval to steel roofing of over 3300 school buildings under construction in the State under Sarva Shiksha Abhiyan (SSA) to ensure their timeline completion and putting off pressure on forests on account of extraction of timber for this purpose. This would also save an amount of over Rs. 10.7 crore on the construction of these buildings.
            While giving his nod to a proposal to this effect put forth by the Director SSA at a high level meeting here today, the Chief Minister fixed November 2012 end the targeted timeline for completion of these buildings. “You should provide monthly status of the completion of these buildings to my secretariat”, he told the concerned department stressing on fast tracking the completion of construction.
            The Chief Minister also approved mapping of all educational institutions in the State utilizing Geopatial application through Union Ministry of Science and Technology. “This will provide a complete data of the status of schools, colleges and other educational institutions in the State helping in their holistic and balanced growth and development as per the requirement”, he said and added that taking to modern technology for comprehensive development in education sector is the need of the hour.
            Reviewing the progress of Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) at a high level meeting here today, the Chief Minister emphasized the need for implementing these flagship programmes in a missionary zeal and with commitment. He said that these programmes are aimed at balanced growth and development of elementary and higher education in the State.
            The Chief Minister also approved completion of 70 girls’ hostels by the R&B Department on fast track. He said the magnitude and technicality of these complexes require more experienced agency to fulfil the task as per specifications and construction plan. He also approved 3rd party monitoring by Universities and NABCONS for SSA projects and said that monitoring at various levels is imperative to ensure transparency and find out bottlenecks if any in completion of the works.
            Omar Abdullah directed for finalizing framework and guidelines for providing uniforms to the school going children of poorer sections of the society under SSA. He said that Village Education Committees alongwith Panchayat Institutions should be factored in the process of providing uniforms to about 10 lakh deserving students at the rate of two sets of uniforms per student.
            Director SSA, Yasha Mudgal in her PowerPoint presentation gave detailed resume of the achievements registered under SSA in the State during the last three years. She also highlighted issues requiring attention for addressing and resolving.
            Ms Mudgal said that pursuant to the Panchayat Elections, Village Education Committees are being reconstituted to actively involve panchayat institutions in it.
            She said that in last three year 397 new primary schools have been opened in school less habitations while as 330 primary schools were upgraded and seasonal schools opened for migratory population. She said 95 Kasturba Gandhi Balika Vidyalaya (KGBV) have been made operational. She said buildings for 70 KGBVs are under construction at various places. She said 578 model cluster schools have been made functional while vocational training imparted in all MCSs.
            In another PowerPoint presentation the Director RMSA, Hilal Ahmad Parrey gave the detailed account of progress and achievements registered under RMSA in the State. He said that interventions under RMSA include upgradation of middle schools to high schools, strengthening of existing high and higher secondary schools, quality improvement at secondary level, incentive for SC/ST, girls and KGBV pass-outs, inclusive education for disabled students at secondary level, setting up of model schools, girls’ hostel, information and communication centres, vocational education and national merit-cum-means scholarship.
            He said as against 69 middle schools upgraded to high schools in 2009-10, the achievement in 2010-11 has been 182 schools and in 2011-12 it stood at 275 schools. He said 40 high schools were strengthened in 2009-10 by way of providing science laboratories, computer rooms, libraries, separate toilet and drinking facilities for boys and girls and classrooms, the figure this year has touched 252 schools.
            The meeting was attended by Chief Secretary, Madhav Lal, Principal Secretary Planning, B. B. Vyas, Secretary Education Farooq Ahmad and various other senior officers.

Democratic decentralization of powers ensured by empowering PRI’s: Sagar
SRINAGAR, AUGUST 06- Maintaining that the government has fulfilled its promise of empowering the Panchayati Raj Institutions (PRI), the Minister for Rural Development, Panchayati Raj, Law and Parliamentary Affairs, Mr. Ali Mohammad Sagar has said that by doing so we have ensured the democratic decentralization of powers besides giving a befitting reply to the detractors of the system.
The Minister was addressing a huge gathering of Panchs and Sarpanchs of Kupwara district at a one day interaction organised by the department of Rural Development to oversee the status of implementation of the orders of the empowerment of Panchayati Raj Institutions and also the status of various welfare schemes
Director Rural Development, Kashmir Mr. Mir Altaf Ahmed, District Development Commissioner, Kupwara Mr. Sarmad Hafeez and other senior officers of various departments were present.
Coming down heavily on the parties trying to create misconception in the minds of the people, the Minister said that earlier they tried to thwart the holding of Panchayati Elections and now in the state of frustration after seeing the adequate empowerment of these institutions they are trying to spread falsehood and canards.
Mr. Sagar said that Panchayati Raj representative are an integral part of the governance and they should not shy away from their responsibility of ensuring sustained development of their respective areas. He asked officers to work in close coordination with the local representatives so that the implementation of various schemes is done according to the needs of the area. “we have already issued orders of empowering Panchs and Sarpanchs with the powers of 14 departments and in order to oversee their implementation, the Additional District Development Commissioner has been nominated as the Nodal Officer in every district. Any laxity on the part of any officer or official not adhering to the same will be dealt very strictly”, he added.
“An amount of Rs. 284 crore has already been released for the construction of new panchayat Ghars and repair and renovation of the existing ones. besides the government has already released an amount of Rs. One lakh each to every panchayat for taking small developmental works in their respective areas, “The Minister said maintaining that the panchayati Raj representatives are also involved in execution of various flagship programmes of the department like MGNREGA, IAY etc for their effective implementation.

Gul reviews developmental scenario of Id-Gah constituency
Releases Rs. 1 lakh for Idgah park
SRINAGAR, AUGUST 06- Advisor to Chief Minister Mr. Mubark Gul today convened a meeting of Officers, Engineers of various departments here today and reviewed the health, education and development scenario of Iddgah constituency.
The meeting was attended by Chief Medical Officer, Joint Director Planning, Srinagar Development Authority, ZEO, Idgah and officers and engineers of Floriculture and Srinagar Development Authority.
Addressing the meeting Mr. Gul asked the concerned agencies to complete the ongoing projects on priority basis. He directed the officers to work with zeal and dedication. He directed CMO for  immediately making functional  newly constructed building of Child and Mother Care Hospital Noorbagh, besides posting of staff   in sub centre Baniyar, Nawakadal, Palpora and Rakh colony, Srinagar.
Mr Gul also instructed the concerned engineers to start the repair work of Higher Secondary School Nawakadal and face lifting work of Women College Nawakadal. He said that work of boundary wall at Boripora High School and upgradation of Middle School Noorbagh shall be completed immediately. He said that construction work of Primary school Rakh colony shall also be started on priority basis so that the children do not face any inconvenience.    
Mr. Gul also released Rs. 1 lakh from his CDF for improvement of Idgah park.
The Advisor was apprised by the CMO Srinagar that Child and Mother Care Hospital Noorbagh will start functioning very soon and bottlenecks if any will be removed immediately.
He was also apprised by the ZEO that construction and upgradation work of school building will be completed in a stipulated time frame. 

PAC recommends for enhancement in Old Age Pension
            SRINAGAR, AUGUEST 06: Public Accounts Committee (PAC) of Legislative Assembly on Monday directed the officers of Social Welfare (SW) department to gear up their field functionaries for conducting survey of their respective areas and identifying the deserving persons who have not been covered under the welfare schemes launched by the government. The panel recommended for enhancement in Old Age Pension.
            The Committee, which met here under the Chairmanship of MLA Rafi Ahmad Mir asked the concerned that there should be regular check of nutrition being provided to the different Anganwari Centres across the State.
            Legislators, Mr. Bashir Ahmad Magray, Syeed Bhasrat Ahmad Bukhari, Mr. Feroz Ahmad Khan and Peerzada Mansoor Hussain gave their suggestions to improve the functioning of the SW department.
            Threadbare discussion was held on various audit para’s pertaining the SW department and its sister wings besides working of the organization.
             After satisfactory reply from the department, the Committee dropped few audit para’s.  The panel called for detailed report about the Action Taken Report of pending CAG’s audit para of last three years and furnishing the same to the Committee for its scrutiny. The Committee also sought constituency-wise details of the list of beneficiaries under different schemes of last 3 years.
            The Committee stressed for organizing awareness programme across the State especially in far flung areas so that the maximum people can get benefited from the welfare schemes launched by the State and Central governments. It also asked for provididng standard food items and judicious utilization of funds. The Committee directed the concerned to distribute the funds immediately among the beneficiaries after proper identification.

Privilege Committee of LA holds meeting
Committee directs officers to strictly honour protocol of legislators
            SRINAGAR, AUGUEST 06: Chairman, Privilege Committee (PC) of Jammu and Kashmir Legislative Assembly Mr. Harshdev Singh called upon the government functionaries and officers of various government departments to strictly abide by the ‘Warrant of Precedence’ and to honour the protocol of legislators.
            Chairing a meeting of PC in the Assembly complex today, Mr. Singh said that legislators occupy a very important place in the democratic system as accredited representatives of people. He said that they have important functions to perform under the constitution and occasionally find it necessary to seek information from Ministers and Government departments in connection with their Parliamentary and allied public duties. He said that in that backdrop it was essential for the PC to periodically monitor, strengthen and to evaluate the functioning of bureaucracy viz a viz its relationship with the legislature.
The meeting was attended by Syed Basharat Ahmad Bukhasi, Mr. Mohammad Irfan Shah and Mr. Feroz Ahmad Khan gave their valuable suggestions for strengthening the institutions of legislators.
The Committee pointed out that certain privileges have been conferred upon the legislators under Sec 72 of the State Constitution and Article 194 of the constitutional guarantees to ensure effective discharge of duties by legislators. The panel said that the ‘Warrant of precedence’ issued at the state and national level in pursuance of these constitutional guarantees and in consonance with the spirit of democracy placed a legislator above the state bureaucracy so as to enable the legislator to function independently as a true representative of the public. He said that the objective of the privileges committee was to protect the right and privileges of legislators and to ensure strict compliance with the parliamentary practices and ‘Warrant of Precedence’ and to deal with all cases of violations thereof.
The panel observed that the guidelines issued by the Assembly Secretariat on the subject of ‘Privileges of Legislators’ were required to be observed in letter and spirit. Elaborating further, the Committee pointed out that the government servants should show courtesy and consideration to members of state legislature and to the public issues raised by them taking appropriate steps in respect thereof. The panel said it should be the endeavour of every officer to help the member of state legislature to the extent possible in the discharge of their important functions under the constitution. It called upon the government functionaries and officers of different departments to finalize the developmental plans in consultation with local MLAs and strictly honour the developmental related priorities of legislators. The Chairman said all complainants of violations in this regard would be viewed seriously by the Assembly Committee.
The Panel said all communications and letters written by legislators in discharge of their public functions must be acknowledged, speedily responded and promptly replied. The Chairman said that the officers should furnish to members when asked for, such information or statistics related to matters of public importance with the reasonable time.
The Panel said that the seating arrangements at public functions should receive very careful attention at all times and it should be ensured that there is no room for misunderstanding. Mr. Harsh further cautioned that to avoid any inconvenience to the members of state legislature who may come late, the block seats meant for them should be kept reserved till the end of the function and should not be occupied by the persons even though they may be vacant.
The panel directed the General Administration Department to ensure that all guidelines issued in this regard by Assembly Secretariat from time to time are strictly complied with. The Committee further directed the GAD to issue appropriate instructions at the district level for early implementation of various recommendations of privileges committee adopted by the House during previous Budget Session. The penal further asked the Assembly Secretariat to list all cases of misconduct and other complaints against government functionaries in the next meeting of the committee.

Chief Minister’s power conference held at New Delhi 
State Govt took several measures to harness hydro power potential, upgrade T&D system; Shabir
            NEW DELHI, AUGUST 06:- Recognizing that Power is the prime mover of life, the Minister of State for Power, Mr. Shabir Ahmed Khan reaffirmed the commitment of J&K government to play its due role in meeting its own energy requirement and making substantial contribution to the National grid by harnessing its hydro and other renewable resources. It is imperative that availability of affordable and continuous supply of power keeps pace with the constantly increasing demand, he added.
             Addressing Chief Ministers Power Conference held at New Delhi today under the chairmanship of Union Minister for Power, Mr. Veerapa Moily, in which the Minister was representing J&K government said that for strengthening of Intra-State Transmission & Distribution systems substantial achievements have been made through the Prime Minister’s Reconstruction flagship Programme by way of construction/augmentation of grid stations, construction of new transmission lines and thickening of conductor of existing lines in the State.
            The Minister said that State government has initiated several initiatives for power Grid Defense planning and Special Protection schemes (SPS) are planned & implemented to prevent severe contingencies which can lead to wide spread interruptions and to limit their consequences. He said that these measures include planning new transmission system, SPS need to be reviewed and possibly modified whenever the system is changed, Off-line simulation has to be done followed by on-line SPS in future,  Provision of under-frequency, under-voltage sensitive load management needs to be resorted;
            He said that Reliability analysis and risk mapping & management (J&K state has concentrated power activity at Kishenpur with 400 KV line from Moga where reliability can get jeopardized. He said that State has requested CTU to connect Samba station with either Amritsar or Jallandhar and connect Kashmir valley through a 400 KV line through other more stable route (Mughal Road). He said that more than 48 hrs blackout was experienced in Kashmir valley on 6-7th Jan 2012 when various Gen stations could not be pooled and had to serve as smaller islands sub-optimally. He said that being conscious of grid related obligations, our state has very peculiar issues which includes spiraling cost of power and higher loss levels are compelling factors to reduce supply hours in normal times in the State.
            Mr. Shabir said that State is extending Grid supplies to hitherto island areas of cold desert areas of Leh & Kargil where consumption is likely to increase on access to power. He said that most of the generation accrues from hydel stations He said that 723 MWs out of allocated power of 1264MWs comes from hydel stations and generation diminishes during winter when load of the state swells up. He said that either that the power curtailment hours are to be increased and anybody can guess public mode in chilling cold with longer power breaks.
            The Minister said that MOP has to comfort the State by establishing a gas-based load station of at least 2000MWs. He said that since coal based station, announced earlier, has been shelved, MOP has to help the State in construction of a gas fired base-load station. He said that increase allocation of cheaper thermal power to the state (at least for lean river discharge winter days) He said that Central Transmission Utility has to come-up with more reliable transmission system for the State; map reliability indices, risk issues & workout mitigation.He said that MOP & the related agencies might have to handhold the State in DSM (demand side management) technique The Minister said that State Load Dispatch Centers (SLDC) operations & logistic maintenance is contracted out to PGCIL. He said that there is need to augment the competencies of the staffers. He said that SLDC staffers are sent to regular refresher programs, some have even been conducted out of country.
            Mr. Shabir said that attempts are made to adhere to the disciplined grid obligations: which can be demonstrated by the facts that at the time of Grid collapse on 30-31st July J&K State was under-drawing; He said that State has been made some power available out of un-allocated quota and it has many a times been withdrawn in summer days without prior information which makes load scheduling difficult. He said that NRLDC would earlier upload online drawls & entitlements on its web-site (that utility management would watch it from any place & plan/order load scheduling) which it has abandoned for security reasons; but the result has been contrary.
            The Minister said that restoration of grid after collapse has been undertaken by CTU. He said that State has flagged this issue far earlier at the start of the year, although in a different context. He said that State of J&K has been able to create two islands one at Jammu (pooling Salal, Dulhasti & Baglihar HEPs) and in Kashmir (pooling Uri-I,LJHP,UPS-II) earlier than charging of Moga-Kishenpor 400KV link, and had supplied essential loads in the State.
            Mr. Shabir has expressed gratitude to Central government for providing financial assistance to the State government for developing power sector. He hoped that by the liberal and continuous support of Union Power Ministry under the dynamic leadership of Mr. Veerappa Moily Union Minister of Power the J&K State shall take long strides towards cherished objective of transforming from an energy deficient State to a energy surplus State.

SWD, Kupwara releases Rs. 41.40 lakhs pension
to militancy affected families.
        KUPWARA, AUGUST 06: According to District Social Welfare Officer, Kupwara, the Department of Social Welfare is providing financial Assistance @ Rs 750/- per month to the widows, handicapped and old aged parents of militancy affected families.
            In district Kupwara, there are 1,397 registered beneficiaries who are getting monthly financial assistant through Bank Advice under this scheme. For the year, 2012-13, first instalment of Rs 41.40 lakhs was released in favour of the sanctioned beneficiaries for the period April 2012 to July 2012 today on August 06, 2012 by District Development Commissioner, Kupwara Mr. Sarmad Hafiz.

Health deptt launches sanitation drive
            SRINAGAR, AUGUST 06: Sanitation being basic as well as long standing public health issue, the Department of Health Services Kashmir initiated sanitation drive in all the health institutions under its administrative control thereby highlighting the need of proper sanitation procedures in order to sensitize the public at large and patient care in particular.
            In systematic and scientific moral code of conduct, the department started the sanitation drive from District Hospitals of various districts wherein dignitaries and social activist alongwith certain NGOs were involved in the process to maintain cleanliness and other hygienic behaviour within the health institutions necessary for maintaining the status of overall environmental surroundings which later was carried on to various Primary Health Centres in phased manner.
            In certain districts Municipal Committees were also involved in the process of sanitation drive. The drive as per the statement issued by the department shall continue till August 15, 2012 in order to highlight its importance in the interest of public at large. The drive as such has been appreciated by every walk of life. 

DIET conducts seminars on ‘Environmental Pollution’
SRINAGAR, JUNE 06- District Institute of Education and Trainings, Srinagar conducted, a seminar on ‘’Environmental Pollution ‘’ today at DIET, complex, Srinagar. A large number of students of various Schools of Srinagar District participated in the seminar and expressed their view on the topic.
The seminar was conducted under the chairmanship of Mr. Syed Aijaz Ahmad Qalandar, Principal, DIET. On the occasion, eminent experts and academicians were also present. The Principal on the occasion congratulated the participants and praised the participants in general and the speakers in particular having shown concern for the protection of Environment.
Muskan Mushtaq, Rehmania Education Institute, Idgah, Suhail Nazir, Burn Hall Srinagar, Ishrat M S Sheikh Mohalla Batmaloo were declared first, second and third best orators.    

State to study different models before introducing GST: Rather
Assures full support to KHAROF, KHARA for promoting tourism
SRINAGAR, JUNE 06- Assuring government’s full support to tourism industry, the Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather has said a special package of incentives has been sanctioned in the current year’s Budget for upgrading the basic tourism infrastructure in the state.
Speaking to a joint delegation of Kashmir Hotel and Restaurant Association (KHARA) and Kashmir Hotel and Restaurant Owners Federation (KHAROF) here today, Mr. Rather said tourism is a major revenue earner to the government and no stone will be left unturned promotion of this sector on modern lines.
Commissioner Commercial Taxes Mr. Kifayat Rizvi, President KHAROF, Faiz Bakashi, President KHARA, Mr. Showkat Chowdhary and other office bearers of both the associations were present in the meeting.
While responding to different queries of delegates, Mr. Rather said all the stakeholders will be taken into confidence before introducing proposed Goods and Services Tax (GST) regime in the state, for which state will make its own comprehensive law. He said different models in vogue in other countries of the world will also be studied for the purpose. He said a massive awareness campaign about GST will also be launched in nook and corner of the state to address concerns of the trader’s and business communities. 
Mr Rather said that state has received a good number of tourists this year and a need was felt to raise additional hotel accommodation to cope up with the tourist rush. He asked the hoteliers and people related to the tourism industry to take full benefit of the package of incentives being provided by the government for promotion of tourism. He also called for preserving ecology and environment, which, he said, was imperative to conserve the pristine beauty of the state, for which it is known world over.
The main demands put-forth by the delegations included reduction in the rate of VAT, Enactment of Goods and Services Tax (GST), modifications in rules for implementing the package of incentives for tourism industry and Entry Tax. They also sought benefits at par with small scale industries.
Mr. Rather heard the demands patiently and assured that concerns expressed by the association presidents in their memorandum of demands would be addressed on their merit. He instructed the Commissioner Commercial Taxes to examine the sales tax problem of Estates Hired Hotels.
The delegates expressed their gratitude to the Finance Minister for earmarking about Rs 30 crore as package of incentive for promotion of tourism in the current year’s Budget.

Omar flags OMMAS appropriate measure in transparency
Highlights significance of PMGSY in rural connectivity
            SRINAGAR, AUGUST 06 – Taking review of Prime Minister’s Grameen Sadak Yojana (PMGSY) at a high level meeting here on Monday, Chief Minister, Omar Abdullah underscored the importance of Online Management, Monitoring and Accounting System (OMMAS) designed as a Web Portal to put complete data and status of PMGSY in public domain.
            The Chief Minister said that the initiative would bring more transparency in execution and completion of works. “Anyone from anywhere can access OMMAS to know all about schemes under implementation under PMGSY”, he said asking the Department to provide complete data to the system and updated it regularly for general public information.
            OMMAS a national initiative would have modules for master data, rural road plan, proposals, tendering, execution, quality monitoring, accounts, maintenance, security and administration. It will be operationalized through State IT and a Nodal Officer will oversee the regularity and accuracy of data being furnished by district project units. The State IT Nodal Officer will maintain liaison with NIC and IT Division of National Rural Roads Development Agency (NRRDA) to keep OMMAS updated.
            The Chief Minister said that initiatives like OMMAS, e-tendering, e-procurement, e-payment and other IT measures will give necessary fillip to the efforts of the government to ensure transparency and completion of timeline works both in quality and judicious spending.
            The meeting was attended by Minister of State for R&B, Javid Ahmad Dar, Principal Secretary to the Chief Minister, B. B. Vyas, Financial Commissioner (Revenue), K. B. Agarwal, Commissioner Secretary R&B, Tanveer Jahan, Chief Engineers of PMGSY and other senior officers.
            In a PowerPoint presentation the Commissioner Secretary R&B said that 71 percent connectivity level has been achieved in the State so far which stood at 58 percent before the inception of PMGSY.
            She said that the proposed connectivity level by the end of Phase-VIII of PMGSY is expected to be 80 percent. She said that out of 9933 habitations as per census 2001, as many as 5770 were connected before the inception of PMGSY. She said 1267 habitations were connected up to Phase-VII of PMGSY while 2125 habitations are being covered under the Phase-IV of the programme.
            The Commissioner Secretary said that 1913 schemes have been sanctioned to construct 9662 kilometers of road length under PMGSY. She said that more than 3320 kilometers have been constructed so far.
            She said that 534 projects involving Rs. 1248 crores have been approved by the Union Government under Phase-VIII and IX of the programme. She said tendering process has been initiated and 60 contracts have been awarded so far while as 126 more projects have been cleared by the Empowered Committee under Phase-IX.
            The Commissioner Secretary said that under the directions of the Chief Minister, e-payment initiative is being put in place this year in PMGSY. She said the e-tendering has saved the department Rs. 90 crores so far.

Births and Deaths registration goes on-line in J&K
Building permission facility now under e-gov
JAMMU, AUGUST 06- The Jammu and Kashmir Housing and Urban development t Department today surpassed yet another milestone towards e-governance with the launch of online registration of vital statistics of birth and deaths. Henceforth, the Birth and Death Registration has been fully operationalised through the information technology mode.  
The Department also made a vast stride in streamlining the building permission system by bringing this also under the purview of e-governance, thereby moving miles ahead from the single window system that was put in place earlier to check red-tapism. The online and systematic operationalization of building permission has totally eased the cumbersome procedure of seeking No-objection certification from various authorities and departments much to the respite of the citizens, who have continued to allege their grievances on this part. The launch was marked with grant of building permission to five applicants under this system. The applicants can seek online registration by logging on to www.jkhudd.gov.in.
Principal Secretary Housing and Urban Development Department Mr. Suresh Kumar, who formally launched the online facilitation of vital statistics and building permission here this evening said that bringing registration of births and deaths under the e-governance shall be supplemented with creation of data-base of the new births and deaths apart from storage of the earlier data of these vital statistics in easy and assessable mode. “ At a mere pressing of new keys on the key-board or with a touch of the fingers the data can be assessed, stored and saved”, said Mr. Sharma adding that the record tampering is virtually impossible under the soft-ware developed by the National Informatics Centre.
Mr Sharma said bringing the Housing and Urban Development Department which is mandated to frame policies, prepare plans and schemes for growth of urban areas under the e-governance shall invariably strengthen urban local self governing units thereby enabling them in speedier, swift and correct discharge of their functions particularly in terms of providing quality municipal services to the people.
Director Health Services Jammu Dr. Madhu Khullar, Principal Government Medical College Mr. Aniece Chowdhary, VC JDA Sarita Chouhan, Commissioner JMC K. L. Khajuria, Joint Commissioner Jammu Mr. Babu Ram, besides Medical Record Officers/ Superintendent of different Government and Private Hospitals operating within the limits of JMC were also present at the launch ceremony.
Dwelling about the user-friendly software of the online registration mode, Senior Scientists of the National Informatics Centre gave a detailed presentation about the various facilities under the scanner of the simplest procedure of e-governance. They also informed the gathering present at the launch ceremony about the huge repository that could be created and stored in just minimal space. “ It is really wondrous to store such huge and old record of thousands and thousands of people in a advanced machine, which could be of immense importance for the social scientists engaged in population studies discipline and anthropological studies”.
The Principal Secretary Housing and Urban Development Department directed the Medical Record Officer to extend full cooperation in implementation of e-governance in the larger interest of public.
The Director Health Services and the Principal GMC too assured that necessary directions shall be issued to the concerned and full cooperation will be extension to the registration of deaths and births.

Freedom movement not against any religion: Shabir Shah
‘Warning Note, a conspiracy to defame it’
Srinagar, Aug. 06 (VOS)  : Stressing that the ongoing freedom movement was not against any religion or sect, Democratic Freedom Party chief  Shabir Ahmad Shah said the ‘mysterious’ warning note to Pundits residing in valley was an attempt to put the movement to disrepute.
“This is a conspiracy to defame the movement”, Shah told a delegation of the pundits who had gone to his Sanat Nagar residence on Monday. According to VOS, shah later drove to Sheikhpora Pundit Colony along with other separatists and enquired about the well-being of the families.
Shabir shah during his visit told pundits that they were a part of Kashmir civilization and could not be thrown into isolation. “Our language is one, our civilization is one and our nation is one”, Shah told the pundit families.
He appealed pundits to display courage and negate such ‘mischievous’ warnings, pledging that the ‘conspiracy’ would be unearthed soon. According to VOS shah assured Pundits that their Muslim brethren will take due care of them and that they need not worry.
Meanwhile shah expressed his shock over the firing incident in USA in which seven people from the Sikh community were killed. He termed it as a blatant act of terror. (VOS)

Demolition of illegal Colonies: Citizens seek CM’s intervention
Applaud SDA, DC’s efforts, accuse bureaucrats for sabotage
Srinagar, Aug. 06 (VOS): Appreciating the drive launched by Srinagar Development Authority against the raising of ‘illegal’ colonies, people have sought Chief Minister Omar Abdullah’s intervention for saving the beauty of the summer capital.
“The drive against illegal construction in the city by Deputy Commissioner Srinagar and Vice Chairman SDA is worth appreciation”, a group of citizens told VOS, adding that such drives should be launched in other districts as well.
“There has been large scale illegal construction over last few years by virtue of which  scores of un authorized colonies were raised in city which has disturbed its environment and topography”, the citizens claimed. However they alleged that some bureaucrats were trying to sabotage the drive.
The citizens appealed Chief Minister Omar Abdullah to stop such bureaucrats from using their influence to stop the drive.
Pertinently SDA along with Deputy Commissioner Srinagar had stopped the construction of ‘Indrabi Colony’ at Narbal vide its order no. SDA/ DD/E&M/ 294  to 296 dtdn01-08-2012 and the same has been communicated to the deputy commissioners and SSPs of Baramullah and  Badgam  districts also, soruces told VOS. (VOS)

Civil Society raises concern over Burma killings
Hands over memorandum for UN Secretary General
Srinagar Aug. 06 (VOS): A delegation of Civil Society members and social activists today met with UN Military Observers in Srinagar and apprised them of their concern over killings and atrocities committed on Rohangiya Muslims in Burma. The delegation also raised issues of human rights violation in Kashmir and Palestine and handed over a memorandum to the UN observers addressed to UN Secretary General.
“The Democratic forum for social, democratic and civil liberties strongly condemns the mass genocide of Muslims in Burma as an expression of sectarian violence and a gross human rights violation in an authoritarian Buddhist dominated state. We the conscious citizens of international borderless activists plead to restore the confidence so as to create a conducive atmosphere for the brotherhood and pluralism of all the sects and religions”, reads the memorandum.
“Let us separate the essence of Bhuddhism and the religion of the state to usher into composite culture and a peaceful co existence. At the same time we the activists of civil society objectively criticize the Zionist repression of Isreali state against the just cause of historical Palestenian struggle of the Arab settlement and restoration of peace and development between the two Semitic groups. We strongly emphasise on the resolution of the Arab-Isreal conflict on through peaceful means. Let us resolve to clear the barriers of humanity and remove the apartheid wall of separation”, it adds.
According to VOS, Civil society in its memorandum also said, “On behalf of the people of Kashmir, we are concerned over the human rights violations perpetrated by the security forces deployed in the Kashmir valley as highly militarized zone with a legal immunity against civil liberties. We appeal Govt of India to repeal the draconian laws like AFSPA, PSA & DDA in order to create an atmosphere of peace and tranquility in the valley of saints”.
Meanwhile Civil Society activist Dr Raja Muzaffer told VOS that the response of the UN military observers was overwhelming.
“The UN Military Observers gave a very passionate hearing to the delegation and assured them of forwarding the copy of memorandum to UN Secretary General”, he said. The members also included Peer Mohiudin, Bilal Sultan, Shahnawaz Mir and Farooq Ahmad Kutho. (VOS)   

Geelani biggest aspirant of peace, protection of minorities: Jethmalani
‘House detention of separatists, a humiliation to democratic system’
Srinagar, Aug 06 (VOS):  Terming Hurriyat Conference (G) Chairman Syed Ali Shah Geelani as the biggest aspirant for peace and resolution of Kashmir issue, head of the Kashmir committee and noted supreme court lawyer Ram Jethmalani said, “The committee has time and again realized that Syed Ali Shah Geelani can be the biggest contributor for a dignified and peaceful solution to K Issue”.
Concluding his two day visit to Valley, Jethmalani in a statement to VOS from New Delhi  said,” Kashmir Committee believes and advocates that Geelani is the biggest aspirant for peace and resolution of Kashmir and respects his commitment and dedication for the people of J&K. We are time and again getting feedback about his support and assistance in protection of minorities and appreciate him for the same”.
He said the committee has learnt that there is an immediate need of stretching judiciary and respect for law in state of J&K. “The frequent illegal detentions and house arrests of separatist leaders are not only a violation of law but a humiliation to the democratic system. Committee has observed that restrictions on the movement of separatist leaders have only added to the frustration among people in valley and do not contribute to peace by any means”, said the senior BJP leader.
Pertinently Kashmir Committee during its two days visit to valley had a series of meeting with separatist leaders and members of civil society. “The committee interacted with Syeed Ali Shah Geelani, Mirwaiz Umar Farooq, Shabir Shah, Nayeem Khan and may others who accused Central Government for lack of political will and sincerity for resolution of K- Issue.
The prevailing scenario has once again led to the concerns among people and leadership in valley and situation may go back to what it was in the 80’s resulting in increase in the alienation among younger generation“, said the committee.
According to the committee, the civil society members also raised concerns of increasing radicalization and frustration among youth due to insecurity and false peace which the state government is trying to enforce through the barrel of gun. “The facts produced are an eye opener to the committee and we will try to act as a pressure group and educate the concerned quarters about the prevailing situation in valley.  There is a visible disappointment against center and state government”. It said.  
“The main purpose of the visit was to take a note of ongoing legal assistance and seek feedback from Tahreek Hurriyat members upon the already recommended cases to KC. Kashmir committee has been consistently following few sensitive cases recommended for legal assistance in the Supreme court by the Hurriyat Conference.” 
“During the wide and diverse interaction with leaders and civil society committee has once again realized that there is a common urge among separatists for the resolution of issue and New Delhi should prepare itself for a lasting solution to K problem“, said Jetmalani. 
Kashmir an international dispute, not law and order Problem: Naqash
Srinagar, Aug 06 (VOS):  Hurriyat Conference member and Chief Patron of Islamic political party Mohammad Yousuf Naqash has said that Kashmir is not a law and order problem but an internationally recognized dispute and human tragedy.
“The political future of Kashmiris is disturbingly uncertain and bleak due to this dispute and human tragedy. While as their dignity and chastity is insecure and economy in doldrums”, he said in a statement to VOS.
“Peace and stability in the sub continent and south Asia is then only possible when this dispute will be solved as per the wishes and aspirations of Kashmiri people. Indian Government and its local puppet administration are perpetrating worst kind of oppression on Kashmiris to stop them from determining their future”, he said.
“Their forces have so far ruthlessly slaughtered lakhs of Kashmiris for demanding this birth right and has continued its extreme oppressive tactics through different ways. But Kashmiri people will continue their ongoing peaceful struggle in spite of this unabated Indian oppression till they succeed in determining their future as per their wishes and aspirations and will never allow their supreme sacrifices and sacred mission go waste”, he added.
Naqash has paid glowing tributes to Mirwaiz Kashmir and the great leader of freedom movement Moulana Mohammad Yousuf Shah Sahib on his 45th death anniversary and said that the political and religious services of this great leader will be remembered till the last day of this world.

Anjuman holds gathering at Islamia High School
Srinagar, Aug 06 (VOS):  The 45th death anniversary of Mahajr-e-Millat late Mirwaiz Moulvi Yousuf Shah was observed with respect and honour across the border.
In connection with that, early morning Awami Majlis Amal convened a Quran recitation session at party headquarters-Mirwaiz Manzil- which was attended by ulemas and by party leaders and activists of Majlis. During the session a special prayer session was also held to send blessing to the departed soul.
Later in the afternoon, a large remembrance rally-led by APHC Chairman- Mirwaiz Umar Farooq was organized in the courtyard of historic Aali Masjid to pay tributes to the late Mirwaiz.
A large number of Ulemmas, religious leaders, representatives of various religious and political parties including large number of people attended the remembrance rally.
While addressing the gathering, Mirwaiz said the struggle started  by Mohajir-e-Millat for which thousands of people sacrificed their lives would continue till it reaches its logical conclusion. He said the mission led by the late Mirwaiz would be taken to its final destination.
He said that the efforts led by the late Mirwaiz for Kashmiri people and their freedom would remain documented in the golden chapters of history. He said the late Mirwaiz suffered and lived a life in exile and poverty for the Kashmir cause.
 APHC Chariman said when Mahajr-e-Millat finally decided to come to Kashmir with his family in 1955 and reached Amrtisar, the Government of India pressurized him to withdraw from his firm stand on Kashmir issue and leave it forever. However, he said that the late Mirwaiz remained  steadfast on his commitment with his nation like a rock and did not compromise on his stand and choose to go  back to Pakistan to live a life in exile.
Mirwaiz said that later Mohajir-e-Millat visited several countries including Middle-East where he put forward the significance of Kashmir issue before the international community and sought their influence to solve the dispute.
APHC Chairman told the gathering that the best way to pay tributes to the great political and religious leader of Kashmir would be that on his death anniversary, every worker of Awami Action Committee should make a commitment till late Mirwaiz’s political and religious mission is not taken to final conclusion, they won’t hesitate from offering sacrifices.
APHC Chairman said it was the will of Mahajar-e-Millat’s principals based on justice and righteousness that entire Kashmiri nation was united and fighting for the once cause- right to self determination. Moulana Abbas Ansari,   Imam Hai, Jammat-e-Islaami leader Advocate Ali Mohammad, Khurshid Ahmad, Jamait-e-Hamdania leader Bashir Ahmad Kanth, Bazam-e-Touheed Moulvi Ghulam Mohiudin, Nazimudin from rajouri, Moulana MS rehman Shamas,  spoke on the occasion and paid glowing tributes to Mahajr-e-Millat Mirwaiz Moulvi Yousuf Shah.
Anjuman-e-Nusratul Islam observed the 45th death anniversary of Mirwaiz Yosuf Shah  at a special gathering conducted in the auditorium of Islamia High School. 
The gathering was attended by Anjuman general secretary, Mohammad Ibrahim Shah and Islamia Higher Secondary School Principal, Dr GM Shah including students and teachers of the school.
During the event, the participants threw light on the life and contributions of late Mirwaiz towards religion and Kashmiri society at a large. While elaborating his role in strengthening the Anjuman as a institution, the participants paid glowing tributes to the late Mirwaiz and said his immense contributions could never be overlooked.
 
The speakers impressed upon the students to emulate the life of late Mirwaiz to make their future bright.         
 
Later, the participants offered special prayers to send blessing to the departed soul.
Meanwhile, APHC Chairman, Mirwaiz Umar Farooq paid glowing tributes to the martyrs of battle of badr at the historic Ali Masjid.
 
 Mirwaiz, while delivering a two hour long sermon at the Masjid, said that the Islam was the religion of right path. He said under the Prophet Muhammad (SAW) (PBUH) leadership, the suhaba kiraams have done wonderful works which have set an example in the human history.


Congress to observe Quit India Day on August 09
Jammu, Aug 06 (VOS):  Congress Party would observe ‘Quit India Day’ on August 09, to remember the freedom struggle of the country and recall the services of great leaders under the banner of Indian National Congress, said a party press release.
In this connection a function would be held at PCC HQ. Jammu and peace march shall be taken out by the District Congress Committee Jammu Urban, which shall be flagged off by the PCC President & former Union Minister Prof. Saifuddin Soz-MP. The function would be attended by Senior leaders of PCC, District, Blocks & Wards and other prominent leaders including frontal organizations of the party. The rally would pass through main bazaars of the city, the press handout added.

Resolution of K-issue vital for peace, stability of the region: Bhat
Srinagar, Aug 06 (VOS): APHC leader and Jammu and Kashmir Salvation Movement Chairman, Zafar Akbar Bhat has said that the resolution of Kashmir dispute is vital to peace and stability in the South Asian region.
APHC leader, Zafar Akbar Bhat while paying rich tributes to Kashmiri martyrs including Abdul Majeed, Shamsul Haq, Mohammad Ashraf Dar, Showket Khan and others at martyrs graveyard in Aaripanthan in Beerwah said unresolved Kashmir is the major stumbling block in establishing cordial relationship between the two neighbours adding that the lingering dispute should be settled according to the aspirations of the Kashmiris’.
APHC leader and other speakers reiterated that the sacrifices will not go waste and people will continue peaceful struggle till its logical conclusion. They urge international community to take notice of the situation of Kashmir.

He said that no party in J&K can compare with the National Conference track record of selfless service to the people and dedicating itself to the welfare of the people and safeguarding their rights. Apart from this National Conference will continue to uphold the cherished traditions of secularism, Amity and social harmony which were so dear to the founding father of present J&K state sher –I- Kashmir late Sheikh Mohd. Abdullah and will leave no stone unturned to safeguard it against the machination of communal forces be it the BJP in Jammu or PDP in Kashmir.
Responding to the speaker criticism of the PDP party Dr. Kamaal said the PDP was the creation of BJP and AFSPA was the creation of Mufti Mohd. Sayed when he was union Home Minister and Task force the product of AFSPA General Public is at the receiving end of both these creations of Mufti. People who know about sex scandal, forest scam, Amarnath land row, corruption that took place in his brief government from 2002 -2005 will always keep away from him and his party. This period was the worst period of misgovernance be remembered as the darkest period post 1947 in the history of J&K. He termed the PDP as a bunch of Thugs and liars.
Rattan Lal Gupta in his address said that Dr. Omar Abdullah lead coalition government has made many land mark achievements and we should support it all levels. Thanks to present National Conference  government J&K is witnessing second year running of peace and normal activities and have seen good earnings from tourist flow after over two decades .People are yearning for lasting peace and it is our collective duty to ensure it by keeping divisive and communal forces and the separatists at Bay . He directed the Block President KD Singh Jamwal to collect the demands raised in the public meeting and bring them to party Headquater Sher –I – Kashmir Bhawan for redressal by the concerned in the government Shri. Satpal Lakhotra said government should ensure visits by Ministers and officers to this area so that problems are addressed on spot. He requested for Ranjan Lift irrigation scheme to be made fully functionals vacancies of line –men be filled up so that electric distribution is given timely attention.

J&K Bank conducts fin lit camps in Kupwara, Shopian
Srinagar, Aug 06 (VOS):  J&K Bank organised a financial literacy camp at Redbugh Kupwara, which was attended by a good gathering of people including Sarpanch, Panchs and senior citizens of the area.
Lead District Manager (LDM) Kupwara Ghulam Hassan Wani, officials of agriculture department and Branch Heads of financial institutions of the area also participated in the camp.
Facilitator FLCC Kupwara Mohammad Maqbool Shah dwelt in detail upon the benefits of savings for better and safe future of a person and the society as a whole.
He also spoke about the benefits of various bankable loan schemes tailored by various financial institutions for overall economic upliftment of the society particularly for those who have not been covered under the financial network so far.
Extension Officer Agriculture department Firdous Ahmad apprised the audience about the procedure of Kissan Credit Cards and other schemes devised for the development of agriculture and other sectors of economy.
The Heads of financial institutions present at the camp also gave detailed account of various banking products regarding Deposits, Advances and Insurance, Credit and Debit cards etc.
LDM Kupwara thanked the people for their cooperation and assured all possible assistance from the financial institutions and sponsoring agencies.
Meanwhile, for establishment of mini sheep farms and sheep shearing units an awareness camp was organised in Shopian at Padapawan (Sedow) in collaboration with District Sheep Husbandry Office Shopian.
The camp was attended by local sheep rearers, prospective breeders, Sarpanches, local NGO (Kashur Forum) and staff of Sheep Husbandry Department.
Speaking on the occasion, Facilitator FLCC Shopian Mehmood Ahmad Jan deliberated in detail upon the viability and financial assistance available at banks for establishing Mini Sheep Farms and Sheep Shearing Units.
Lead District Manger M Saleem Wani impressed upon the participants to develop relationships with the nearest bank branches by opening accounts with them.  He also elaborated on the Kissan Credit Card.
District Sheep Husbandry Officer Dr. G N Naik spoke about the technical feasibility of establishing the sheep shearing units and Mini Sheep farms. He assured the interested Sheep rearers of technical support and veterinary cover from the department.
Insurance Manager apprised the people about the insurance cover for the schemes.
The prospective sheep rearers raised many queries which were replied to their satisfaction by the organizers.
The camp concluded with a vote of thanks by LDM.
