SRINAGAR, AUGUST 15 – In his yet another call to the leaders
possessing different
political views (separatists) vis-à-vis mainstream parties, Chief Minister,
Omar Abdullah Wednesday asked them to utilize the prevailing favourable
atmosphere and discuss their viewpoint across the table. He said that Kashmir
issue has political genesis and it requires political methodology for effective
addressing through a sustained dialogue process.
“Let you come forward and talk for achieving a breakthrough on table
which gun could not deliver in 20 years”, he told them asking for their
positive contribution in seeking peace and prosperity for the State and its
people.
Addressing the State level main function of Independence Day
celebrations at Bakshi Stadium here, the Chief Minister said that gun or money
can never solve this issue. “Dialogue process is only way forward to address it
effectively and meaningfully”, he added.
Omar Abdullah said that he has been advocating this necessity
throughout. “On this rostrum I once again underline the need of political
addressing of this issue”, he said making earnest appeal to the leaders with
different viewpoint (separatists) to get engaged in the dialogue process for
the larger interest of the people and the State.
Stating that the graph of violence in the State has shown
considerable downward dip during past some years, the Chief Minister
substantiated his statements by giving figurative facts in this regard. He said
as against 370 violence incidents in 2010, the militancy related incidents in
2011 were 190 and in 2012 these were only 90. He said civilian killings in
militancy related incidents in 2010 were 50, these stood at 31 in 2011 and 8 in
2012. He said that 70 security personnel were martyred in 2010 while the number
of martyrs was 33 in 2011 and 7 in 2012.
The Chief Minister said that the improvement in situation and
restoration of peace in the State after a long period of over 22 years is an
achievement worth to reckon. He said this peaceful situation has helped fast
track development across the State.
Omar Abdullah said that he is committed to take peace dividends
to every household and presented the resume of benefits of peace his government
has converted into visible achievements. He said the footprints of security
forces on roads have been visibly decreased. “We have vacated all school
buildings from the occupation of security forces. All hospitals but three have
been freed from forces occupation”. He said 33 hotels, 256 government buildings
and 25 industrial estates have also been cleared from the possession of
security forces during the last over three years of his government. He said
that 40 bunkers from Srinagar have been removed and 10 CRPF companies and two
BSF companies relived from security duty transferring it to Jammu and Kashmir
Police.
The Chief Minister said that he had talked about gradual removal
of AFSPA from some areas, in his speech in the State Assembly and he is
continuously advocating for its gradual revocation from the areas where there
is no need for such a law. He said that he has recently discussed the matter
with the Defence Minister and the top brass of Indian Army. He said that the
issue is alive and expressed the hope that gradual revocation of AFSPA will
start during his government’s tenure.
Taking a dig on the propaganda of certain leaders (PDP)
regarding the performance of his government, the chief Minister said that those
who have covered their eyes with dark glasses do not see the brightness of
facts. “They also do not want to see the reality on ground as they get
frustrated to see it. They know the numerous people-friendly measures and
far-reaching historic initiatives taken by the present government has created
lasting impact in the minds of common people who have now understood the
difference between mere sloganeering and actual action on ground”, he said and
narrated some major achievements of his government registered during last three
and the half years.
The Chief Minister said that while the list of achievements is
so exhaustive that it cannot be detailed even in his full day speech. He said
that besides focusing on most important five sectors of R&B, PHE, Health,
Education and Power, his government has given required attention to Agriculture
and allied sectors, Industries and Commerce, Social Welfare, Housing and Urban
Development, etc.
The Chief Minister said that over 9500 kilometers of roads have
been black topped and macadamized in the State during last three years besides
completing 230 bridges. He said under PMGSY about 2000 kilometers of new roads
have been constructed as compared to 750 kilometers during 2001 to 2009.
Omar Abdullah said that 2500 new primary schools have been
opened, 1600 primary schools upgraded to middle and 530 middle schools to high
schools. He said that over 34000 teachers have been engaged during the last
three years to provide teaching staff to educational institutions. He said that
23 degree colleges, various off-site campuses of universities including those
of Leh and Kargil have been opened. He said that Kupwara Campus of Kashmir
University will be launched soon. He said the enrolment of students has also
increased from 91000 to 1.19 lakh during the last over three years. He said
that his government has also taken measures to strengthen the Baba Ghulam Shah
Badshah University, Rajouri and Islamic University of Science and Technology at
Awantipora. “Both these universities were announced by the then government
without arranging necessary funds for these”, he said adding that a viable
financial management and flow of funds has now been put in place by his
government for these universities roping in UGC Grants.
The Chief Minister said that tremendous infrastructure
development has taken place in health sector. “We have consolidated the
achievements and provided necessary staff to these institutions”, he said
adding that Super Specialty Hospital at Jammu will be opened in a phased manner
within a couple of months while Trauma Hospital at Srinagar will be completed
next year.
Referring to some shortcomings in G. B. Pant Hospital and GMC
Jammu, the Chief Minister said that the situation reported in papers about the
two hospitals was gloomy and grief giving. However, he said that required
action was taken to set these hospitals right and help fast improvement in the
functioning in these health institutions. “It is heartening that the
improvement in G. B. Pant Hospital Srinagar is visible and the child care has
been upgraded”, he said.
On path breaking initiatives of his government for transparency
and good governance, the Chief Minister referred to the implementation of
Public Service Guarantee Act, Right to Information Act, re-constitution of
State Accountability Commission, launch of e-tendering, e-procurement, 3rd party monitoring, etc. He said these measures have helped to
restrict the corruption and empower people to ask questions to the government
on its performance and financial transactions. He said these initiatives have
helped a lot to restrict corrupt practices and save public money. He said that
e-tendering initiative has saved Rs. 90 crore to the State exchequer.
The Chief Minister said that by the implementation of J&K
Water Resources Act, the State has obtained Rs. 550 crore from various power
companies functioning in the State for utilization of water. “This shows that
our government takes action and implement these without making noise like
others who raise slogans but take no action”, he said without naming PDP for
making assertions with regard to utilization of water resources of the State.
The Chief Minister said that after a long period of 30 years
Panchayat Raj system has been introduced in the State adding that powers from
14 departments have been transferred to panchayats. “It is now the duty of
panchayat members to utilize these powers to the best interest of people”, he
said adding that government is organized 840 training camps for panches and
sarpanches to train them about the utilization of powers transferred to them.
He said 250 such training camps have already been organized.
The Chief Minister said that under MGNREGA over Rs. 925 crore
are being spent on rural development activities during the current year and
panchayats have been entrusted responsibility to undertake this stupendous
task. He said that the funds spent under MGNREGA in 2006-08 were Rs. 6 crores
while these stood at Rs. 707 crore last year.
On rehabilitation policy, the Chief Minister said that this
initiative of his government worked out with the Union Government has proved
effective means for rehabilitation of those who have gone across LoC for
training but didn’t indulge in militant activities and want to return as
peaceful citizens. He said during last year 60 such people have returned and
this year 70 such cases have been cleared. He made it clear that this policy is
available only for those youth who have gone for training but not took to gun
and indulged in militancy. He said the press reports regarding a person who was
arrested after his return do not reflect the factual position. He said the said
individual was involved in militant activities and had crossed LoC on various
occasions.
On the issue of opinion clash between various groups, the Chief
Minister said that religions preach amity and brotherhood. He said that certain
elements in the society are bent upon to wedge apart the society and set it on
fire. He said certain elements attempt to divide the people and disturb the
peace and create tension in the society. He cautioned the people against the
designs of such elements and asked them to foil their nefarious intends.
On youth force, the Chief Minister said that the future of the
State is in the hands of youth. He said youth have to shoulder the
responsibility of running the affairs of the State. He told them to be fully
prepared for this responsibility. “Let you prepare yourself for this role”, he
told the youth. He said that a group of youth has fallen prey to drug menace
describing it most serious issue needing early and effective attention. He asked
the elders to play their role in saving the youth force from falling into the
net of drug traffickers.
On electricity deficiency, the Chief Minister said that his
government has flagged this sector as an important area for holistic
development. He said while attention is on enhancing generation through various
power projects and add about 3000 MWs in next a few years, his government has
also focused on unbundling the transmission and distribution system. He said
power leakage is highest concern for the State. He said that meeting
electricity losses of over Rs. 2000 crores out of the Rs. 7300 Annual Plan
2012-13 sanctioned by the Union Government, is a huge burden to bear.
Earlier, the Chief Minister hoisted the National Flag and took salute
at the march past in which various contingents of students, J&K Police,
CRPF, BSF, Forest Protection Force, etc participated.
The Advisors to the Chief Ministers Mubarak Gul and Devender
Singh Rana, Minister of State for R&B, Javid Ahmad Dar, Deputy Chairman,
Legislative Council, M. Y. Taing and
various legislators were present on the occasion besides Civil, Army and Police

Omar highlights significance of Shab-e-Qadar
Prays for welfare of mankind
SRINAGAR, AUGUST 15 – Chief Minister, Omar Abdullah
has underlined the significance of Shab-e-Qadar for being the unique and holy
night Almighty Allah has chosen to reveal The Holy Quran to his Prophet
Muhammad (SAW) for the guidance of the mankind.
In his message on the eve of Shab-e-Qadar being
observed as intervening night of 26th and 27th Day of Ramdhan, the month of fast in the Islamic
calendar, the Chief Minister said that the occasion provides opportunity to us
to spend the night in praying and seeking forgiveness and blessings from Allah.
Omar Abdullah wished prosperity and peace to the State
and betterment of the people. He expressed the hope that the holy night would
bring Allah’s munificence to all.
Governor
felicitates people on Shab-i-Qadr
SRINAGAR, AUGUST 15 - Mr. N. N. Vohra, Governor, has felicitated
the people of Jammu and Kashmir on Shab-i-Qadr.
In a message of greetings, the Governor hoped that this auspicious occasion
would further strengthen the bonds of communal harmony and brotherhood and
usher the State into a period of sustained peace, progress and prosperity.
The Governor prayed for the well-being of the people of the
State.

lakh distributed among 22 beneficiaries
Take
maximum benefits from welfare schemes launched by SW Deptt: Gul
SRINAGAR,
AUGUST15:- Advisor to Chief Minister Mr. Mubarak Gul today asked the women folk
to come forward and take maximum benefits of the welfare schemes launched by
the Social Welfare Department.
Mr. Gul
was speaking on Awareness-cum cheque disbursement camp organized by Social
Welfare Department at Church Lane Srinagar. He distributes Rs. 2.20 lakh among
22 beneficiaries of Rs. 10,000 each under NFBS scheme launched by the Social
Welfare Department.
The
Advisor said that Government led by Chief Minister Omar Abdullah is keen to
upgrade the living standard of people especially the women folk for which he
said various schemes has been launched by the Centre and State government.
Mr. Gul
said that the Chief Minister, Omar Abdullah was kind enough to increase the
financial assistance of various schemes so that the beneficiaries are able to
get benefitted. He said that the government is also contemplating to enhance
financial assistance being given as marriage assistance to the grown up
daughters and young widows of the deceased persons for remarriage.
The
Advisor said during the last three and half years government has launched
various developmental projects like road connectivity, upgrading of Health
Institutions, opening of new educational institutions in every nook and corner
of the State and providing better education and upgradation the living standard
of the people. He said since Mr. Omar took over reigns of the present
government, he strived for providing good governance and the results of the
good governance is visible by enacting some historical laws like PSGA etc,
which has been hailed throughout the country.
Among
others, Director Social Welfare Department, Mr. Bashir Ahmed, Special Secretary
to Chief Minister, Deputy Director Social Welfare Department, District Social
Welfare Officer and beneficiaries
of Idgah and Batmaloo constituencies.
Mr. Gul
asked the officers of the Social Welfare Department to engage NGO and conduct
such kind of awareness camp in the remote areas and share the information about
the various schemes with the common people as they are yet unaware of these
scheme.
Tri-colour unfurled at JK House, Delhi
NEW DELHI, AUGUST 15:- Additional
Resident Commissioner of Jammu and Kashmir House, Mr. Abdul Majid
Ganai unfurled the National Flag at Jammu and
Kashmir House, Prithvi Raj Road here today on the occasion of 66th Independence
Day Celebrations.
The function was attended by all
officers and officials of Jammu and Kashmir state posted at
New Delhi. A contingent of Jammu and Kashmir Armed Police presented
the Guard of Honor on the occasion.
Congratulating the participants
on this auspicious occasion, Additional Resident Commissioner said that this is
the event to remember the martyrs and Freedom Fighters who
sacrificed a lot and
made freedom for India a present reality He said it is due to their
supreme sacrifices we are enjoying the fruits of freedom in
free India, adding that to pay homage and tribute to freedom
fighters it is duty and moral responsibility of youngsters of the
country “the young world’ “ to use this independence with responsibility
and utmost honesty so that they can carry the freedom for the happy future.
A
similar function was also organized at Chanakyapuri Guest House where Manager
and office bearers of Non- Gazetted Employees Association unfurled the national
Flag.
66th Independence Day celebrations held across the
State
SRINAGAR, AUGUST 15:- Like
other parts of the country, 66th Independence
Day was celebrated with traditional gaiety and fervor throughout the State. At
District Headquarters the Ministers unfurled the tricolor and took salute on
the march past comprising the contingents of JKP, JKAP, CRPF, Home Guards, NCC,
BSF, Fire & Emergency Services, Forest Protection Force and students of
Educational Institutions.
AT BUDGAM: The main function was
held in the Bulbul Shah Sports Stadium Budgam where the Minister for Finance
and Ladakh Affairs, Mr. Ab. Rahim Rather, who was Chief Guest on the occasion,
unfurled the tricolour and took
salute on march past comprising smart contingents’ of CRPF,J&K Police, Home
guards and students of various schools.
Speaking on the occasion, Mr. Rather paid glowing tributes to the
leaders and freedom fighters who liberated the Nation from British slavery by
offering supreme sacrifices. He said it was their sacrifices which laid a
strong edifice of secularism and socialism in the country and we are taking
breath in a free and fairless atmosphere today. He called for self
introspection to see what we have contributed to protect this hard won
independence and what further needs to be done to protect the sovereignty and
integrity of the country.
Mr. Rather also paid gratitude to Defence forces for guarding the
borders round the clock adding that para military forces and Jammu and
Kashmir Police
also needs great appreciation and encouragement for dealing with internal
situation professionally and efficiently. “Whether it is scorching heat of the
summer or chilling cold of winters, the forces always remain on guard at the
borders for their protection against enemies” Mr. Rather, added.
Mr Rather said after independence in August 1947,our country has
made big strides in all
fields, especially in science, technology, education and agriculture. We have
also strengthened the roots of democracy and upheld sanctity and supremacy of a
credible judiciary, due to which our country is being seen with honour in
different counties of the world. “our State is no exception” Mr. Rather said
adding that the State is also progressing in every field by leaps and bonds.
“J&K under the dynamic leadership of Chief Minister, Mr. Omar Abdullah is
marching forward in each sector to make its place in other developed States of
the country”. Mr. Rather said adding that we are on path to develop a
prosperous State where there is no communalism and everybody enjoys equal
opportunities of justice and development.
While describing un-employment as a biggest challenge before the
Government, Mr. Rather said that Govt. Jobs to about 40,000 educated youth have
been provided during last three years. However, he said the problem cannot be
solved unless private sector is developed in this regard. He referred to the
prestigious SKEWPY and Seed Capital Fund Scheme for providing self employment
avenues to the un-employed youth. He said centrally sponsored schemes like
“Udan” and “Himayat” have also been launched in the State to help educated yoth
get placements in reputed private sector companies.
Mr. Rather also sought cooperation of the people in eradicating
corruption adding that Right to Information Act,(RTI) and Public Services
Guarantee Act are landmark measures taken by this government to curb the
menace.
A variety cultural programme by students and Information
Department was also presented which enthralled the audience.
The Minister also gave away trophies among the best performing,
students who
participated in cultural programme and contingents which took part in the march
past.
Besides,a large number people. Senior citizen, students, District
Development commissioner, Budgam, Mr. Khurshid Amed Shah, SSP Budgam, Mr. Utam
Singh, and heads of various District Offices and Engineering Units were also
present on the occasion.
At Baramulla: Minister for PHE, Irrigation and Flood Control Mr. Taj Mohi-ud-Din
unfurled the National Flag at District
Police Lines and took salute on the march past by contingents of JKP, JKAP,
Home Guards, Fire Service & emergency Service, NCC and students of various
educational Institutions.
Speaking on the occasion,
the Minister said that the nation has achieved freedom by offering great
sacrifices and we should contribute to the development and prosperity of the
country. He said since Independence, India has progressed in every field and a
new era of development has started. While enumerating the achievements
registered by the state, he said that successful conduct of panchayat elections
and empowerment of PRIs at the grass root level is a great step of the government
in this regard.
He mentioned the
implementation of PSGA, Right to Information Act by which administration has
been made accountable to ensure that peoples grievances are redressed on
priority basis. He said major projects have been launched for augmenting
electricity, road network, potable drinking
water and other facilities to the people of the state.
The officers of the
District Administration, police and army were present on the occasion.
A cultural Programme was
present by the School Children and artists of Information Department on the
occasion. Similar function were held at Tehsil Headquarters of Uri, Sopore,
Pattan and Tangmarg.
At
Kupwara The
Minister for Agriculture Mr. Ghulam Hassan Mir unfurled the tricolor on the eve
of 66th Independence
day at district Police lines Kupwara and took the salute on the march past. The
Contingents of JKP, JKAP, CRPF, IRP, Home Guard, District police, Fire and
Emergency Services and Force Protection Force besides School Children took part
in the March past.
The
Deputy Commissioner Kupwara, Sarmad Hafeez, District officers and officers of
police and security forces were present on the occasion.
Greeting
the people on the eve of Independence day, the Minister sought people’s
cooperation for making the J&K economic self reliant for which he described
that peace is imperative for achieving this objective.
Mr. Mir
said that State particularly Kupwara district received set back on development
front during the two decades long turmoil. He hailed the people for facing the
challenges bravely and their massive participation in a democratic process for
ushering new era of peace and development in the district.
The
Minister asked the youth to change their mindsets and stressed them to excel in
the academics and be a part of developmental process. He said the youth of the
State have proved their metal at national and international level and they have
to share their responsibility for leading the nation in future.
Similar
functions were held at Handwara and Karnah tehsil headquarters where additional
deputy Commissioner Handwara and sub division magistrate Karnah, respectively
unfurled the tricolor and took salute on the March past.
At
Anantnag:- Minister for Public Enterprises, Mr. Peerzada Mohammad Sayeed
today unfurled National flag on 66th Independence
day at district headquarters Anantnag and took salute on the march past.
Speaking
on the occasion Mr. Peerzada said it is due to the great scarifies offered by
our leaders to free the country from the clutches of the British rule, that we
have achieved the freedom and it is our duty to serve our motherland and
contribute for the development and progress of the nation.
He said
that since independence the nation has made remarkable progress is every field.
He said that India is economically sound besides self-sufficient in agriculture
and remarkable progress has been achieved in the fields of education, health,
science, communication.
Referring
to the State, he said due to liberal financial assistance from centre State has
launched massive development programme for the equitable development of the all
region of the State. He said health, education infrastructure and allied
sectors have been prioritized for the sustained development of the State.
The
function was also attended Deputy Speaker Mr. Sartaj Madni, MLCs Mr.
Nizam-ud-din Khatana and Bashir Ahmed Veeri, Deputy Commissioner Anantnag
besides District Officers and officials of Police and security agencies.

functions were held at Tehsil headquarters of Dooru, Kokernag, Shangus,
Bijbehara and Pahalgam were concerned Tehsildars hoisted the Tricolour and took
salute on the march past.
AT PULWAMA: Minister for Rural
Development, Panchayati Raj, Law Justice and Parliamentary Affairs Mr. Ali
Mohammad Sagar unfurled the National Flag and took salute on the March Past by
the various contingents of Students, JK Police, JKAP, CRPF, NCC, Fire and
Emergency Services and Homeguards.
Speaking on the occasion the Minister
while asking the people to ensure participatory role in sustaining the peaceful
environs of the state, the Minister for Rural Development, Panchayati Raj, Law
Justice and Parliamentary Affairs Mr. Ali Mohammad Sagar has said that it is
imperative to understand the importance of peace which is important for
carrying on the developmental and other related activities.
The District Development Commissioner,
Pulwama, Mr. Shafat Noor and other senior officers of district administration,
police and prominent citizens of the district were present.
“The State has undergone troubled times
and it was due to the sustained efforts of the government that the peace has
been sustained and unprecedented developmental works initiated by the
government and we hope that we would be able to carry this forward”. The
Minister said adding now the people are enjoying the peace dividends and they
will do their bit for sustainment of the same.
The Minister said that the state has
witnessed an unprecedented rush of tourists which was due to the peace
prevailing in the state and the sustained efforts of the government. “The
tourists inflow is very important to the economy of the State as the tourist
industry is one of the most vital sectors of the State and it results in
uplifting the socio economic profile of the people associated with it and the
state as a whole” he further added.
Referring to the Indo-Pak talks, the
Minister said that the government had form the very first day advocated the
medium of dialogue for solving all the issues and history stands testimony to
the fact that various vexed issues have been solved through this medium. “The
friendship between the two countries is beneficial to everybody especially to
the people of Jammu and Kashmir and we sincerely hope that they would carry on
this bonhomie and solve all their disputes” he said maintaining that Omar
led government supports the initiatives of
the talks whole heartedly.
Mr. Sagar while referring to the
decentralization of powers, said that it was due to the tireless efforts of the
government that Panchayati Raj elections were held and empowerment of PRI’s
with the powers of 14 vital departments was also done. He said that certain
vested interests had spread canards about the same and were trying to mislead
the people by saying that holding and empowerment of these was not possible but
we have ensured that proper orders are issued down the line for ensuring the
democratic decentralization of these institutions. “ The elections to the Block
Development Councils would be held very soon so that the three tier system of
governance is put in place” he added.
While referring to the recent
statements of Separatists wherein they had voiced their concern about various
public issues he termed it as a good development. He said they should also
understand that violence serves no purpose and it is through dialogue only that
issues if any can be solved.
AT GANDERBAL – Minister for Forest and Environment Mian Altaf Ahmad today
unfurled tri-colour at Madr-e-Meharban Stadium, Ganderbal and took salute on the march past comprising contingents of J&K
Police, JKAP, Home Guards, Forest Protection Force, IRP and school students
from the schools of the district.
Giving detailed account of the freedom movement, the Minister
urged the need to further strengthen the great values cherished by the leaders
of the freedom movement. He said the country is celebrating 66th Independence Day, adding that during the period it has become
great democratic country which is recognized all over the world. The people are
directly involved to form the government and indirectly to elect the head of
the state, he added and said that everyone is equal before law and has the
right to education, employment and choose a profession.
Calling upon the people to strengthen the hands of the present
Government for ushering in an era of peace, tranquility, development and
prosperity in the State, the Minister highlighted the landmark achievements of
the present Government and said equitable development and justice to the people
of all the three regions of the State is the priority of the Government.
Referring to
developmental front, Mian Altaf said that the state has achieved a lot in every
sector with regard to development. He said that the Baramulla- Srinagar,
Srinagar-Ganderbal and Jammu- Srinagar national Highway is being upgraded for
the convenience of the people. He said a 200-bedded hospital and building of
Indian System of Medicine is being constructed in Ganderbal to provide best
medicare to the people of the area. He said the Central University has been
established in the area to provide higher education to the people at their door
step.
The Minister said the
government is establishing a new Ganderbal Power house to provide uninterrupted
power supply to the people of the area. He said the conduct of Panchayat
elections with help in implementation of development process by involving the
people at grass-root level in the state. He urged upon the people to maintain
peace, harmony and brother hood to take to minimum benefits of welfare schemas
being launched by the government.
The Minister presented
awards to the officers for the best public service. These are Chief Executive
Officer, Sonamarg, Mohammad Yousuf Bhat, SP, Farid Hussain,
Naib Tehsildar, Ganderbal, Sami Ullah, Girdawar, G N Malik, Correspondents,
Rahim Rizwan and Irshad Ahmad .
Earlier, the school
children presented colour cultural programme which was high applauded by the
audiences.
AT SHOPIAN- Minister for CAPD, Qamar Ali Akhoon hoisted the National Flag at
Shahid Imitiaz Thokar Stadium here and took salute on the march past comprising
contingents of J&K Police, CRPF, Home Guard, Forest Protection Force, NCC
and School students.

on the occasion, the Minister remembered the supreme sacrifices of the freedom
fighters to liberate the country from the clutches of British Rule. He said
that we have to remember freedom fighters due to which we achieved freedom and
now the country has distinction of being largest democracy in the world.
Referring
to special status to the State of J&K, the Minister said that Jammu,
Kashmir and Ladakh are an example of unity and composite culture. He mentioned various schemes launched by the
government for the development of the State
Mr.
Akhoon said that being a apple town, District Shopian has unique position in
the state, adding that Rs.190 crore would be spent for completion of various
developmental works in the district. He said that construction work on Rs.
5.98 crore
bridge over Ranbiara rivulet would be completed by the end of this month, adding that work on Tark-i-wangam bridge over Ranbiara rivulet would be started this year for which Rs. 9.40 has been
earmarked. He said a fruit mandi by spending Rs. 40 crore would be established
in the district for the convenience of fruit growers of the area for which the
land has been identified.
The
Minister said that the completion of Mughal Road will give a fillip to trade
and influx of tourists in the area help in ameliorating the socio-economic
condition of the people.
The
Minister gave brief account of developmental activities in the district. He
said that Rs. 66 crore has been reserved under MNREGA. He said work on 94
school building is going on in full swing. He also stressed on the District
Administration to speed up the pace of developmental works and complete them in
time bound manner for the benefit of the people.
Later,
the Minister distributed trophies and awards among the students presented
cultural programme on the occasion.
AT KULGAM: 66th Independence
Day was also celebrated with great pomp and show at Kulgam.
Minister for Social Welfare and the Chief Guest, Ms Sakina Itoo

Ms Sakina said that we suffered a lot during the last two decades
of turmoil, but now the State of Jammu and Kashmir State yet again has been put
on the development track with right direction and now an era of development has
been started in the State and State Government has launched massive
developmental programmes for the purpose.
Referring 2008 State Assembly Elections, the Minister said that
more than 70 percent voters participated and gave a new leaf of live to the
Democratic Institutions of the State and PRIS have ben empowered to monitor the
functioning of 14 departments.
The Minister said that the Tourism sector is getting priority and
many new Tourism Development Authorities have been created for boost the
tourism sector in the State, which have great potential for providing
employment opportunities to unemployment youths. She said that this year a
record number of tourists in lakhs visited the Jammu and Kashmir State
including more than six lakh pilgrims who paid obeisance at the holy cave of
Shri Amarnath Ji .
The Minister said the Jammu and Kashmir State after getting the
freedom from the autocratic rule witnessed overall development in Education,
Infrastructure, Roads, Buildings, Health, Tourism sectors under the dynamic
leadership and towering personality of Late. Sher-i-Kashmir Sheikh Mohammed
Abdullah.. She said the State had witnessed significant achievement in the
fields of Education, Health, Agriculture, Science and Technology and Social
Security, Information Technology and Road infrastructure sectors.
Ms Sakina said that present coalition government under the dynamic
leadership of Mr. Omar Abdullah during its more than 3 and half years
governance have taken a number of steps not only providing a corruption free
and delivery of prompt services to the common people by enacting PSGA, RTI,
State Vigilance Commission, Accountability Commission to ensure transferency
and quick disposal of the cases in a time bound period. She said for providing
higher Education on the doors of those aspirants living in far flung and remote
areas with resource less, the State government opened 22 new Colleges and
Schools.
The Minister said that in road infrastructure sector, the District
Kulgam has been upgraded and maximum area has been covered in the road
connectivity She said
during last three
half years rule massive developmental activities have taken place in the State
in comparison to last 50 years.
Reaffirming unemployment problem, She said the government has
already taken the steps to fill up the vacant vacancies on fast track basis.
She said the Sher-i-Kashmir employment and welfare programme for youth is a
historical decision and landmark policy document of present government. She
said under this scheme, that alone in Kulgam district, more than 7000 un
employed youth have been covered on which Rs. 10,000 crore have been incurred
annually. She said that 40,000 youths have been provided Government jobs during
the last three and half year rule through
SSB, District level and various other agencies and the efforts are on to create
more employment opportunities.
The Minister said under various Social Welfare Schemes, monthly
pension is being provided to more than 5 lakh people of down-trodden and BPL
families besides scholarships facilities has been given to more than 2.64 lakh
students at pre-matric level up to PH.D belonging to SC, ST and Pahari speaking
people. She said for empowering the women the department is running a number of
schemes under which soft loans are being providing to them for starting their
own income generating units. She said more than 5 lakh kids are being provided
nutrition’s and other basic medical facilities at 28000 Aagan Wardi Centres.
She said that more than 200 Bridges and 55 Roads have been
constructed besides 9000 Kilometers Roads has been macadamized. She said that
more than 1800 new habitants with help of 438 water supply schemes have been
provided safe drinking water.
Among others, District Development Commissioner, Mr. Jahangir Mir,
ADC, Mr. Gulzar Ahmed, S.P Kulgam and other district officers were present on
the occasion.
On the occasion, the small kids of various Schools and other
cultural troupes presented various colourful cultural programmes.

AT KARGIL:-
Independence Day was celebrated at Kargil today with immense patriotism and
gaiety. Chairman and Chief Executive Councillor, LAHDC, Kargil, Kacho Ahmed Ali
Khan hoisted the national flag at Khree Sultan Chow Sports Stadium at Bemathang
and took salute at an impressive parade comprising of 15 contingents of J&K
Police, NCC, Govt. and private schools and army and civil band party.
Addressing a mammoth public gathering after unfurling the national tricolor,
Kacho Ahmed Ali Khan greeted the people of Kargil on the 66th Independence Day, and paid rich tributes to the martyrs who
sacrificed their
precious lives for the sake of the country.He also urged people to value and
uphold the importance of independendence and appealed them to extend support
and cooperation to the government in the realization of developmental
activities in the district. CEC also released the book Khushaal Kargil
highlighting the success story of the present Hill Council during the past four
years.

Divisional Commissioner, Kashmir were awarded for their meritorious and

Rigzin Spalbar hoisted the national tri-colour to the rhythm of national anthem

Addressing the gathering, Mr. Rigzin

trainings are being imparted for capacity building to govt. and public

Spalbar with great prominence made a mention of Rs.900 crore worth
of developmental works currently going under the care of LAHDC in Leh district
and Rs.300 crore of woks undertaken this year only. “Timely completion of
these works is for most important and the responsibility lies on shoulders of
every govt. officials, public representatives and public themselves.
The speech of the Chief Guest was followed by March past by police
and paramilitary forces and various school children accompanied by band party

AUGUST 15:- The government has accorded sanction to the grant of Chief
Minister’s Vigilance Medal in favour of three officers/official of state
government for the year 2012 for displaying conspicuous and exemplary courage
in exposing corruption and / or creating awareness against corrupt practices.
These are
Special Secretary, GAD, Mr. G S Chib, Inspector, State Vigilance Organization,
Qazi Syed Mehmood and Head Assistant GAD, Mr. Abdul Rashid Lone.
The
awardees would receive a cash prize of Rs. 51,000 each, a medal and a
certificate.
Valley wore deserted look amid
separatist called strike, security restrictions

Srinagar, Aug 15(VOS): A complete strike was Wednesday observed
across Kashmir valley in response to the call for shut-down and observance of
black-day on August 15, by leaders of both factions of the Hurriyat Conference.
The call was further backed by severe restrictions and curfew like measures by
authorities in certain areas of the Srinagar city and different towns across
Kashmir.
Streets wore a deserted look amid
complete absence of traffic on roads; however, some shops were seen open in the
afternoon with private vehicles plying on roads as restrictions were eased by
the security forces and police coupled with preparations for Shab-e-Qadr.
Amid high security, troopers were
patrolling sensitive areas in Srinagar and outside to avoid any untoward
incident.
Security barricades and barbed
wire stoppages were erected at many places across the city and roads leading to
the Bakshi stadium were sealed since Tuesday night. Civilian movement was also
restricted in the area. Security was intensified this Independence Day in view
of the recent spurt in militant attacks on security forces in Kashmir Valley.
Among other security measures,
the authorities shut down cell phone services and mobile internet services
while the Independence Day functions were in progress across the state.
Such measures are taken to
prevent possibility of cell-phone-triggered IEDs with one such incident having
taken place close to Bakshi stadium in 2005, police sources said.
Monitoring through closed circuit
TV cameras within the Bakshi Stadium was being done to keep an eye on any
suspicious elements. Officials had been instructed to monitor situation through
the CCTV installations across the city Sharpshooters had been positioned atop
the buildings surrounding the Bakshi Stadium to thwart any attempts to
militants to stage an attack, the sources added.
Independence Day functions were
also held at all district headquarters in the Valley where cabinet ministers
and senior officers took salute at the parades. The celebrations passed off
peacefully and there were no reports of any untoward incident from anywhere in
the Valley, sources in the police said.
UAVs in action for surveillance
at Bakhshi Stadium
For the first time in the state,
unmanned aerial vehicles (UAVs) were used for surveillance by the security
agencies to ensure and incident free Independence Day celebrations in the
Valley, police sources said.
A UAV was seen hovering over the
Bakshi Stadium here, relaying images to a monitor installed at the security
room.
The remote-controlled UAV has a
range covering an area of around one kilometre, a security official said.
2 day Ethnic Sikh Conference on
August 17
Srinagar, Aug 15(VOS): The All Parties Sikh Coordination Committee
has decided to hold the Ethnic Sikh Conference on August 17 and 18 at Srinagar,
the committee said in a statement to VOS.
The conference will be held at Dr
Sir Syed Iqbal Mini Complex, Rawalpora Srinagar, added the statement.
“All prominent Sikh leaders and
Members Parliament from Punjab, Delhi, Jammu and other places have expressed
their willingness to attend the conference”, said APSCC Chairman Jagmohan Singh
Raina.
Regarding the security scenario
for the meeting the APSCC has decided to restrict entry delegates on first come
first serve basis after filling the available delegate forms. Special Identity
cards will also be issued to participants for maintaining discipline and to
check menace, the APSCC sources said.
However the APSCC has decided to
keep politics out of the conference. “The conference will be focused on the
non-political issues of the Sikh community including employment package,
Punjabi language, state subject issues, minority status and other relevant
issues”, read a statement from the APSCC.
Engineer Rashid aghast
over Qadri’s ‘demotion’
Srinagar, Aug 15(VOS): Independent MLA of north Kashmir’s Langate
constituency Er Rashid has expressed anger over the “demotion of Waseem Qadari
Additional Superintendent of Police Bandipora for exposing the killers of Hilal
Ahmad Dar, who was allegedly killed in a fake encounter’.
In a statement issued to VOS, he said “such stern and unjustified action against the officer to
please the army has shaken the people of the state and has proved yet again
that the government is totally handicapped to take any action against those who
treat them selves above law.
He said it is
unfortunate that instead of coming forward to punish those who were involved in
the conspiracy and killing of innocent Hilal Ahmad, army authorities managed to
get Qadari demoted who had done nothing wrong but exposed facts related to the
brutal cold blooded murder.
“It seems as if army
does not want to get a lesson from such incidents and is not interested in
improving and rectifying its professional capabilities but is more interested
in misleading the people of country by killing Kashmiris in cold blooded
murders for gaining awards and rewards in the name of national interest”, the
statement read.
Engineer said “If a
competent police officer has to pay such a huge price and face embarrassment
for telling the truth, how a common man can tell the tragic story of his
sufferings when he is labeled as anti national.
“Qadari has been made a
escape boat and the government has set the worst precedent by demoting him and
such acts can’t justify the atrocities on Kashmiri people at the hands of
security forces who claim Kashmiris to be their own people”, he said.
“The incident has
exposed the still existing relationship between the army and the renegades
known as Ikhwanies and the incident is an eye opener for those officers of J
& K Police who on occasions try to be more loyal than the king and also
exposes the claims of the security agencies and the civil administration that
they don’t want to hide any thing and are committed to show zero tolerance
towards human rights abuses”, the statement further read.
