Sports health elixir for youth: Omar
SRINAGAR, AUGUST 29:- Chief Minister Omar Abdullah Wednesday said that Sports nurture body and brain of youth and inculcate discipline, sportsmanship and team spirit in the sports persons.
 The Chief Minister said that his government is giving due attention to the growth and development of sports at all levels in the State. He said various sports facilities including development of play fields and stadia in all districts of the State.
Underlining the need for holding sports competitions and tournaments in various categories and encouraging boys and girls to participate in sports from their young age, the Chief Minister said that this would help to develop sports temperament in youth and make the State one of the best sports States in the Country.
The Chief Minister this morning inaugurated remodelled Sher-a-Kashmir sports Stadium at Bandipora completed at a cost of over Rs. 1.50 crore.
The Speaker Legislative Assembly, Mohammad Akbar Lone, Minister for Youth Welfare and Sports, R. S. Chib, Minister for CAPD, Qamar Ali Akhoon, Minister of State for Home, Nasir Aslam Wani, Legislators Nizam-ud-Din Bhat and Nazir Ahmad Gurazi were present on the occasion among others.
The Inauguration of the stadium followed by a football match between Power Development Corporation football team and Bandipora 11. The PDC football team won the match by defeating Bandipora 11 by 2 goals to nil.
The Chief Minister gave away trophies to the runners and winners teams and also individual prizes to the players.

 Omar says construction of bridges on focus
200 bridges constructed, 10,000 km roads upgraded in 3 years
SRINAGAR, AUGUST 29:- Chief Minister Omar Abdullah Wednesday said that his government has focused on upgradation and improvement of road communication in the State with special attention on construction of bridges and viaducts to overcome traffic congestions in cities and towns and linkup far-flung villages with main highways.
Inaugurating the 2nd phase of 320 meters long viaduct over Chunth-Kul at Dalgate here, the Chief Minister said that over a dozen of important bridges are presently under constructed in Srinagar district at cost of about Rs. 40 crores to smooth the traffic flow and improve road network. He said various bridges have already been opened for traffic in the district during last three years.
The Chief Minister said that during the last three and a half years more than 200 bridges have been constructed and opened for the traffic in the State. While 550 roads have been completed and about 10,000 kms of roads macadamized and black topped. He said 15 measure road projects have been completed under CRF while over 500 schemes under NABARD and more than 300 road schemes under PMGSY are presently under execution.
The Chief Minister said that the work on prestigious Rs. 356 crore flyover at Jahangir Chowk will be launched soon adding that this facility would ease the flow of traffic and provide better road facility in the heart of the city. He said that work on fourth bridge over river Tawi is nearing completion while the work on flyover in Jammu is in progress.
   The viaduct at Dalgate on Hazratbal road has been completed by JKPCC five months ahead of the schedule. Appreciating the Corporation for speedy completion of the work, the Chief Minister expressed the hope that other works being executed by JKPCC will show similar results.
Explaining the silent features and technical aspects of the viaduct, the MD JKPCC Madan Gupta said that the Rs. 13.38 crore bridge at Dal gate over Chunth-Kul is founded on piles with trestle type piers with carriage way of 7 meters and 1.5 meter footpath. He said the viaduct will prove highly beneficial for management of traffic at Nehru Park Dal gate junction besides improving connectivity to Hazratbal shrine.
The Minister for Rural Development, Ali Mohammad Sagar, Minister of State for R&B, Javed Dar, Commissioner Secretary R&B, Tanveer Jahan , Chief Engineer R&B Kashmir Mushtaq Ahmad, District Development  Commissioner Srinagar, Baseer Ahmad Khan and other officers were present on the occasion. 

SIDCO Committee clears 7 proposals   of industrial units
SRINAGAR, AUGUST 29:- The 35th Apex Projects Clearance Committee (APCC) meeting of SIDCO was held under the Chairmanship of Chief Secretary Madhav Lal here today.
The Committee cleared 7 proposals received by SIDCO for setting up of Controlled Atmosphere (CA) Cold Stores with Integrated Chain facility and Pack House at Industrial Growth Centre, Lassipora Pulwama.
Principal Secretary to Chief Minister Mr. B. B. Vyas, Commissioner Secretary Industries and Commerce, Mr. Shantmanu, Managing Director SIDCO, Mr. M. Muazim and other senior officers were present in the meeting.

LA panel inspects assets of Cable Car Corporation
Holds meeting at Gulmarg, discusses audit para 
Committee stresses for immediate start of work on Cable Car at Ashmuqam
            SRINAGAR, AUGUST 29:- The Committee on Public Undertakings (PUC) of Legislative Assembly headed by its Chairman Prof. Chaman Lal Gupta today conducted extensive tour to Gulmarg Tourist Resort to inspect assets including Workshop of J&K State Cable Car Corporation Limited (JKSCCCL).
             The Committee appreciated the efforts of the corporation for making the tourist resort more attractive by installing Phase-II of Gulmarg Gondola which has helped in the increase of revenue of the State.
            Legislators, Dr. Bashir Ahmad Shah (Veeri), Aga Syeed Razvi, Mr. Jugal Kishore, Mr. Mohammad Irfan Shah, Advocate Abdul Haq, Mr. Bharat Bushan Ch. Zulfikar Ali and Mr. Charanjit Singh gave their valuable suggestions for the improvement of the corporation. The panel stressed upon the officers of JKSCCCL for expansion the ambit of Cable Car projects to other tourist resorts of the State.
            Later, the Committee convened a meeting with the officers of Tourism department and JKSCCCL and deliberated in detail on the CAG audit para regarding wasteful expenditure due to deficient planning pertaining to the corporation. The panel were not satisfied with the reply and decided to constitute a technical committee comprising of Chief Engineer, R & B Kashmir, Chief Engineer Mechanical, Joint Director Works Tourism Department and Managing Director, JKSCCCL as Member Secretary who will submit their report regarding the subject.
            To develop necessary infrastructure and common facilities at different places for promoting tourism in the State, MLC Dr. Veeri stressed upon the officers of Tourism department and JKSCCCL for taking environment concerns into the considerations  so that fragile ecosystem of the area is taken care of properly. He also asked them to obtain No Objection Certificate (NOC) from State Pollution Control Board as well as Forest and Environment departments so that the genuine concerns related to environment and forests are addressed. The panel also stressed upon the officers of JKSCCCL to start  work on Cable Car project at Ashmuqam Phalgam immediately. The committee viewed construction of road in the forest leading to Afarwat very seriously and asked for compliance report from the concerned in the next meeting for its scrutiny.
            The demarcation of land for the hotels at Gulmarg and violation of permission norms during the construction of few hotels was discussed and concern was expressed by the Committee regarding the matter and directed the Commission/Secretary, Tourism Department Mr. Attal Dullo who was also present in the meeting to file the status report for its examination.
            The Commissioner/Secretary, Tourism briefed the panel about the performance of the JKSCCCL. He informed the meeting that the process for demarcation is under process and interim report in this regard is ready. The Committee asked him to submit the same for examination.
            Earlier, Managing Director, JKSCCCL Mr. Talat Parvez briefed the Committee about the CAG audit para besides the performance of the Corporation. The Committee was apprised that the Corporation had set a target of Rs.14 crore during previous financial year. But the Corporation has been able to earn revenue of Rs. 24 crore during the previous financial year 2011-12. A comparison of the revenue earned during the last three years make it clear that the HKSCCCL has been able to generate more than 68 % revenue that it earned during the previous year. It was also informed that during the current year up to ending July, 2012, the Corporation has earned revenue of Rs.15 crore which is 100 % of higher than last corresponding year.
            Among others, Principal Accountant General, J&K Dr. S. C. Pandey, Director General Accounts and Treasuries Mr. Wali Mohammad Bhat, Additional Secretary, Assembly Mr. R. C. Khoujira, General Manager, JKSCCCL and other officers of Corporation and Assembly Secretariat attended the meeting.

Health Minister calls on Governor 
          SRINAGAR, AUGUST 29 - Mr. Sham Lal Sharma, Minister for Health, Horticulture and Floriculture, called on Mr. N. N. Vohra, Governor, at Raj Bhavan here today.
          During their meeting, the Governor and the Health Minister discussed issues relating to the functioning of the healthcare delivery system in the State and the utilization of resources available under the various Central and Centrally Sponsored Schemes for promoting healthcare.
          The Governor stressed the vital importance of ensuring the effective delivery of satisfactory medical and healthcare services to all the people of the State.
          Matters relating to the advancement of Horticulture and Floriculture sectors, which have a very high potential for generating surpluses and enlarging employment opportunities in the State, were discussed in the meeting.

Padgaonkar, Radkha Kumar meet Governor  
SRINAGAR, AUGUST 29 – Mr. Dileep Padgaonkar and Prof. Radha Kumar, formerly the Centre’s Interlocutors on Jammu and Kashmir, called on Mr. N. N. Vohra, Governor, at Raj Bhavan here today.
Mr. Padgaonkar and Prof. Kumar briefed the Governor about the developments since the Interlocutors’ Report was submitted to the Centre and how, on their present visit to Srinagar and Jammu, they planned to meet various important segments of society for obtaining meaningful inputs in regard to the recommendations made in the Report.

Rs 1.50 cr being spend to develop Eco-tourism sites along Mughal road: Altaf
SHOPIAN, AUGUST 29:  The potential places along the historical Mughal road would be soon developed as eco tourism sites under a special Rs 1.50 crore project.
 The project to be jointly implemented by the Forest, Tourism and Wild Life departments envisages massive aforestation, conservation of  wild life habitats  and  rich eco-system of the area , besides  creation of  sustainable tourism infrastructure.
The information was given by the Minister for Forests and Environment, Mian Altaf Ahmed during his tour to Shopian district.
During the tour, the Minister chaired a high-level meeting attended by the district administration, senior Forest, Tourism and Wild Life functionaries. He later visited various areas along the Mughal road up to Peer Ki Gali.
The Minister informed that the area was bestowed with rich flora and Fauna, besides destinations having cultural and heritage importance which can attract a large number of nature lovers from across the globe. He said that the main objective to develop Ecotourism sites in the state was to offer an insight into the impact of human beings on the environment and to foster a greater responsibility towards the natural habitats.
He said eco-tourism project also envisages public participation in the conservation of pristine nature besides providing them better earning opportunities.  
Stressing   for maintaining better coordination between various departments , he underlined the need to ensure minimum disturbance to the  ecosystem and said that the rich habitats , Forests , water bodies and   over all natural beauty were  the invaluable assets which make Jammu and Kashmir  a favourite for the visitors from across the world.
 Responding to local demands, the Minister asked the concerned functionaries to ensure that the people may not face any problem in getting the genuine scale of timber. He asked the officials to ensure that the genuine requirement of timber of every citizen was met

Adhere to procedures for making admission in PG courses: Sagar
            SRINAGAR, AUGUST 29: Minister for Rural Development, Law, Justice, Parliamentary Affairs and Panchayati Raj, Mr. Ali Mohammad Sagar has stressed for a strict adherence to the laid down procedures while making admissions to the private professional institutions in the state.
            The Minister was speaking at a high level meeting convened to discuss the admission procedure in various professional private institutions of the state.
            Advocate General, Mr. M. I. Qadri, Commissioner Secretary, Law, Mr. G. H. Tantray, Secretary Health and Medical Education, Mr. M. K. Divedi, Secretary ARI and Trainings, Ms. Shagufta Parveen and other senior officers were present in the meeting.
            Mr. Sagar impressed upon the officers to ensure that the procedures already set by the government for admitting desirous candidates in various professional colleges especially at the post graduation level should not be flouted. He said that a proper mechanism should be put in place to ensure the same. 

District level Science exhibition at Bemina
            SRINAGAR, AUGUST 29: District level Science exhibition under centrally sponsored Inspire Award scheme is being organized by District Institute of Education and Trainings (DIET), Srinagar on September 03 and 04, 23012.
            As such, the students of Government and private Institutions participating to display the Science skills in the shape of models shall report alongwith their escort teachers at DIET Complex, Bemina.
            Accordingly, the students of zones Srinagar, Batmaloo, Zaldagar and Gulab Bagh shall report at 8 a.m. for registration and display of the models while the students from zone Hawal, Rainawari, Nishat and Eidgah shall report on September 04, 2012 for the registration and display of models.

Cleanliness and noise pollution free zone to be maintained:-DC Sgr      
            SRINAGAR, AUGUST 29: To ensure better facilities for patients and maintain cleanliness and noise pollution free zones in and around various healthcare institutions, Deputy Commissioner Srinagar, Mr. Baseer Ahmed Khan convened a meeting of officers here today.
            Among others, Medical Superintendents of different Hospitals, Superintendent of Police Traffic, Deputy Director Health Services, Chief Executive Officer Cantonment Board, Executive Engineer R&B, Chief Medical Officer Srinagar, Tehsildars North and South participated in the meeting.
            It was given out in the meeting that a team of officers of Pollution Control   Board shall monitor cleanliness in and in and around the healthcare institutions of the district besides, Traffic movement shall be regulated for smooth plying of vehicles by the Traffic Department.
            The Deputy Commissioner also instructed the Medical Superintendents of various Health Institutions to identify the area around the Hospital to make them  free from noise pollution Traffic Officials were also directed to conduct awareness camps regarding the ill effects of noise pollution.

Orthogenetic surgery workshop begins at SKIMS Bemina
            SRINAGAR, AUGUST 29: Two-day operative workshop regarding the Orthogenetic surgery for correction of facial deformities was inaugurated here today. The workshop is being organized by Sheri Kashmir Institution of Medical Sciences College, Bemina in collaborations with Kerala Dental College.
            Director, SKIMS, Dr. Showkat Ahmed   Zarger was the Chief guest while Head of the Department, Dental College, Kerala, Dr. Verges Mani was guest of surgeon on the occasion.
            Dr. Verges gave a PowerPoint presentation related to the facial deformities and operative methods for their correction during the workshop.
            It was informed that 04 patients will be operated tomorrow for the correction of facial deformities at SKIMS Medical College, Bemina.

Efforts on for beautification of Nawa Kadal to Cement Bridge: DC Srinagar
                SRINAGAR, AUGUST 29: District Development Commissioner, Srinagar, Mr. Baseer Ahmad Khan convened a meeting of officers regarding finalization of works plan for 2 kilometers Tourist Trail from Nawa Kadal to Cement Bridge here today.
            In this connection, 80 families shall be rehabilitated at Samarbug Colony to expedite the construction works besides PHE and Power Development Department shall shift their utilities for the macadamization of road.
            District Development Commissioner, Srinagar directed Tehsildar concerned to remove encroachments under the supervision of Additional Deputy Commissioner, Srinagar within a week’s time. He also asked Senior Superintendent of Police, Srinagar to make available police assistance for removing the encroachments.
            In the meeting Superintending Engineer, UEED, Srinagar Development Authority, Tehsildar North, Executive Engineer R&B, Executive Engineer, Srinagar Municipal Corporation, Joint Director Planning and other officers were present.

Karnataka emerges victorious in All India Postal Foot Ball Tournament
Rather, Chib give away trophy, medals
SRINAGAR, AUGUST 29: The team of Karnataka Postal Circle today lifted 26th All India Postal Foot Ball Tournament-2012 trophy by 1-0 goal defeating the team of Kerala Postal Circle in final which was played at Bakshi Stadium, Srinagar.
The 5-day foot ball tourney was organized by the J&K Postal Circle in which 9 team from the country’s postal circles participated.
Minister for Finance, Mr. Abdul Rahim Rather was the chief guest, while as Minister for Youth Services and Sports Mr. R S Chib was the guest of honour on the occasion.
Mr. Rather appreciated Chief Post Master General, J&K Circle Mr. John Samual for bringing improvement in the working of the post-offices and carry forward it to the new heights. He applauded the postal organization for contributing in banking movement, adding that 12 post offices both in  Srinagar and Jammu cities and two each in every district headquarters have been assigned for banking transactions.
Welcoming the decision of postal department for organizing the tourney in Kashmir, the Minister said that the valley has enormous football lovers, on the one hand and the participating players from outside the state also have opportunity to witness the green lush meadows, flowing rivers and sky touching mountain ranges in the state on the other hand. 
Mr. Chib termed year-2012 as the year  of foot ball for the valley, adding that recently Mohammadan Sporting Club, Club Kolkatta visited the state and played two matches in which host team emerged victorious in both the matches. The State has also set to organize Foot Ball National School Games by September, he said, adding that Mohun Bagan, Foot ball team has also been invited for playing foot ball matches at Srinagar and Jammu by the second week of September. The conduct of All India Postal Foot Ball tournaments in Srinagar is also another feather in the cap.
The Minister complimented the winner and participating teams. He hoped that the players of guest teams would play a role of ambassador and convey the message of peace, amity and hospitality to their respective states.  Referring to National Sports Day, he said that similar function was also organized to honour the legend sports persons in Jammu.
Later, the Ministers gave away trophy and medals to the winner and runner-up teams. They also distributed individual medals among the players who performed well during the tournament. 
The ace players of the state were also honoured by the J&K postal circle on the eve of National Sports Day.
Chief Post Master General. Mr. John Samual announced that the General Post office, Srinagar will also function up to 8 pm on all holidays and Sunday.
 Among others, Secretary, J&K State Sports Council, Mr. Dalip Thussu,  Director, Postal Services, Director, Accounts, J&K Postal Circle, Vice-President, J&K Bank, President, J&K Foot Ball Association, officers and officials of Postal Department, J&K State Sports Council, besides sports lovers were present.

ANC sees no point meeting center’s interlocutors
Srinagar, Aug 29 (VOS): The Awami National Conference has refused to meet with the centre’s interlocutors visiting the state as representatives of Delhi Policy Group, in view of the Home Ministry’s refusal to implement their recommendations.
“The present situation does not warrant a meeting at this stage, especially keeping in view the Home Ministry‘s statement that they are not planning any mechanism to implement the recommendations on interlocutors report at present”, said the ANC spokesperson in a statement to VOS.
Responding to Delhi Policy Group’s invitation regarding feed back on the interlocutors report, the statement today said hat the party has already put forth its  point of view  before the interlocutors regarding various aspects  and issues related to Kashmir, including ANC program  of holding of 5 region Intra Kashmir Conference  for peace and solution across the Line of Control.

Mehbooba briefs British High Commissioner on self Rule
Srinagar, Aug 29 (VOS): Peoples Democratic Party (PDP) President Mehbooba Mufti has said for any forward movement in the resolution of the Jammu & Kashmir problem it was necessary to lift the siege around the state which has virtually imprisoned it in the wake of the partition of the country.
 She was talking to the British High Commissioner Sir James Bevan, who was accompanied by Alex Bamford, First Secretary, British High Commission, New Delhi.
A PDP Press statement said Mehbooba told the visiting envoy that there had to be a strong element of creativity and positive approach to find a solution to the festering Kashmir problem that had held hostage all post independence generations.
“PDP’s road map which has been presented in the shape of its self rule document reflects pragmatism and creativity and is anchored in the friendship between India and Pakistan. The two countries can obliviously not wish each other away and will therefore have to address the mutual problems in the interest of the people of South Asia. Jammu & Kashmir being the main victim of their hostility should obiviously emerge as the biggest beneficiary of their friend ship and PDP’s vision resolves round that reality”, she told the diplomats.
Mehbooba recalled that the contours of a possible solution had emerged a few years back in the dialogue between Prime Minister Manmohan Singh and President Musharraf of Pakistan. The elements of consensus are by and large in conformity with the features of the Self Rule, the statement said.
She said we are confident that for any resolution the self rule provides the right frame work that could liberate the people of entire region from the negative baggage of the past and bring in a new era of prosperity and inter dependence on the lines of the post cold war Europe.
Mehbooba said the internal dimensions of Jammu & Kashmir problem are also taken care of by the self rule vision document. She said it aims at realizing the true economic potential of Jammu & Kashmir for the benefit of its people and holds a special promise for the youth and coming generations of the state. She said the PDP and its agenda were receiving increasing support from all regions of the state which augured well for the growth of a genuinely democratic set up in the state.
She said her party was making every possible effort to channelize the democratic urges of the people into the establishment of a fully functional democracy with strong institutions.

SMC food safety officials seal 3 stores for supplying expired food items
Srinagar, Aug 29 (VOS): Officials of the food safety wing of Srinagar Municipal Corporation today sealed three stores in the city after seizing expired items woth lakhs from them. According to reliable sources, packets of Namkeens worth lakhs were seized after a 4 member team of the food safety wing raided many stores on a tip off at Chattabal, Habba Kadal and Daresh Kadal localities in the old city.
Thousands of packets of Haldiram Aloo Bhuja namkeen were seized after they were found to have crossed the date of expiry, the sources said. The packets had been pasted with new slips with renewed date of expiry after hiding the actual date.
On the directions of SMC health Officer Rubeen Shaheen, the team comprising Riyaz Choudary, Mehrajuddin, Rafiq Ahmad Shah and Shahid Israr raided the premises of some stockists and found that the food packets had expired in November 2011. The packets had been pasted with new date stamps as July 2013, thus putting to danger the lives of the consumers.
“We have seized these expired items and are trying to get information from the distributors as to which shops and localities had these items been supplied to ensure that they are seized and destroyed subsequently”, a senior officer at SMC told VOS. 

Peace must for flourishing tourism: Nasir
Srinagar, Aug 29 (VOS): Minister of state for Home and Tourism, Nasir Aslam Wani has said that peace is necessary for flourishing of the tourism sector.
“It is incumbent upon people in general and stakeholders of tourism in the state to help in maintenance of peace and calm in the state to ensure the tourism sector flourished”, Wani said whiel speaking during an Eid Milan organized by Kashmir Hotel and Restaurant Association.
He said the people connected with the tourism sector are representatives of the state in foreign countries and can have a lasting impression on the visiting tourists and it could have favourable impact of tourism trade in the state.
Divisional Commissioner Kashmir Asghar Samoon and Inspector General of Police S M Sahai were also present on the occasion.
Samoon, while speaking on the occasion said the government was making every effort to provide assistance to people engaged with tourism sector in the state. “With improved situation, the tourism sector is booming in the state and if situation remains stable, we will see many more tourists visiting the state”, he said.
While speaking on the occasion former Director Tourism and District Development Commissioner Farooq A Shah said there are so many unexplored tourist attractions in the state and the department has been working hard to bring them all on the tourism map of the state. (VOS)

1 Dies, 11 Injured in road mishaps  
Srinagar, Aug 29 (VOS): One lady died and eleven others were injured in different road accidents across Kashmir Valley on Wednesday.
Police said a Motorcycle bearing registration number JK09/1936 driven by Tariq Ahmad Sheikh son of late Ghulam Mohammad resident of Reshipora hit and injured a lady Mst. Raja Begum, age 45 years wife of Abdul Aziz Dar resident of Palpora at Palpora Crossing, Handwara, falling under the jurisdiction of police station Kralgund. The injured lady was shifted to District Hospital, Baramulla for treatment, where she succumbed to her injuries. A case has been registered in this regard.
In another accident, an Army vehicle bearing registration number 05D16511H hit and injured a pedestrian Kirpal Singh, age 70 years, son of Ishar Singh resident of Gadigarh Jammu at present National High Way Pattan near Gurdawara, Pattan Baramulla falling under the jurisdiction of Police Station Pattan. The injured has been shifted to hospital for treatment.
A Tata Sumo bearing registration number JK03B/9847 hit an unidentified Tractor on the National Highway at Uranhall, Anantnag, falling under the jurisdiction of police station Anantnag, resulting in injuries to six passengers. The injured were identified as Ulfat Jan daughter of Mukhtar Ahmad Malik resident of Chatragam, Shopian, Razyah wife of Ali Mohammad Dar resident of Sangam, Shoaib Ahmad Reshi son of Ghulam Rasool resident of Wachi, Khalidah wife of Lateef Khan, Rukhsana wife of Abdul Hamid Khan and Jameela daughter of Abdul Gani Khan residents of Rajouri at present Sangam. In another accident at Uranhall, Anantnag , a Bus bearing registration number JK03/8049 and a Tata Matador bearing registration number JK13/4688 collided on National Highway at Uranhall, Anantnag. Three person including the Matador driver Mohammad Ashraf son of Wali Mohammad resident of Wachi, Pulwama and two passengers Nusrat daughter of Wali Mohammad Dar resident of Halmullah, Sangam and Ishrat daughter of Manzoor Ahmad Bhat resident of Litter were injured in the mishap. All the injured were shifted to hospital for treatment. A case has been registered in this regard.
A Motorcyclist Tariq Ahmad Sheikh son of Mohammad Ibrahim resident of Viddy, Srigufwara met with an accident at Darkhan, Darigund, Anantnag, falling under the jurisdiction of police station Srigufwara, resulting in his serious injuries. The injured was shifted to hospital for treatment. A case has been registered in this regard.    

Honoring Kashmiris’ aspirations critical for settlement of K Issue: Zafar
Srinagar, Aug 29 (VOS):In Srinagar, All Parties Hurriyet Conference (APHC) leader and the Chairman of Jammu and Kashmir Salvation Movement (JKSM), Zafar Akbar Bhat has said that without keeping in view the Kashmiris’ aspirations, no durable and just settlement of the Kashmir dispute could be brought about.
Zafar Akbar Bhat addressing a joint meeting of JKSM and JAKAF on the eve of International Disappeared day to the highlight the issue of disappeared persons appealed to the international community to investigate into the discovery of unmarked graves in Kashmir and help in knowing the whereabouts of the thousands of people, disappeared in custody during the last 23 years.
He maintained that the struggle, which he had been carrying out for the resolution of Kashmir dispute, was not to oblige any one but he was doing it out of his strong sense of responsibility and commitment. He urging India to withdraw its troops from Kashmir said that it will create conducive atmosphere for resolution of the dispute.
JKDYF to fight for the genuine rights of youth, establishment of egalitarian Society
Srinagar, Aug 29 (VOS): Jammu and Kashmir Democratic Youth Federation (JKDYF), which held its 3rd State Conference in Srinagar on Wednesday, resolved to launch a strong and sustained struggle against the alleged anti-youth policies of the government and for the achievement of a dignified and frustration free life for the youth of the state.
In their speeches the President of the federation, Mohammad Iqbal Wani and General Secretary Arshid Hussian Baba highlighted the problems and challenges faced by the youth the world over, especially in the state of Jammu and Kashmir. They stressed that in the present uni-polar world, global security is at stake while regional conflicts have pushed millions of youth to unemployment and illiteracy. The world imperialism has imposed such severe economic conditions on the third world countries, that not only has the life of the common people been reduced to sub-human level; the youth have been deprived of education, employment and their genuine role in politico-economic affairs. Most of the functionaries of JKDYF alleged the UPA govt. at the centre and coalition govt. in the state have failed in addressing the burning issue of unemployment which has resulted  in the frustration of the young generation and wastage of their valuable energy. Regarding the political issue of Jammu and Kashmir, the youth leaders described the history of Kashmir as a absurd story of the denial of democratic rights, broken promises and the inability of the successive governments to deal with the real and genuine issues faced by the people, especially the emerging and growing youth.
Professor Gull Mohd Wani of Kashmir University and media personality M.Y,Ganaie Nairang also addressed the audience. Professor Gull Mohd Wani asserted that the youth in Kashmir have taken a conscious decision to shift from violence to non-violence and this development has provided the Govt. of India with an opportunity to deal with the alienated youth of Jammu and Kashmir. M.Y.G Nairang explained the role of the youth in the social transformation and said that the tremendous energy possessed by the youth, should be channelized for revolutionizing the socio-political systems and the youth should not seek petty concessions but should struggle for their well deserved and genuine rights. 
Resolutions regarding unemployment, corruption, human rights and reforms in education were adopted in the conference. A call was given to all the youth organizations irrespective of their political affiliations to come forward on a joint platform and fight for the genuine demands of the youth. The conference also elected 08 delegates for participating in the 9th Nation Conference of Democratic youth federation of India (DYFI) which is scheduled to be held from 11th to 15th September, 2012.
 Police takes cognizance of Adipora incident, assures security to workers
Srinagar, Aug 29 (VOS): Police has taken cognizance of an incident at Aadipora, Sopore where in some people had allegedly entered into the premises of Wullar Conservation Project and intimidated the workers apart from inflicting minor damages to the belongings.
Police said it is investigating all possible angles of the incident including extortion apart from intimidation and threats to workers.
Following the assurance by police, that due care will be taken with regard to safety and security of the workers, the work will resume on the project, said a police spokesperson.
A case underFIR no. 213/2012 has been registered in police station Sopore in this regard, he added.

3-day international seminar on Maulana Rumi`s teachings begins at KU
‘Rumi an answer to Islamophobia in western countries’
Srinagar, Aug 29 (VOS): On the eve of its Golden Jubilee celebrations, Department of Persian University of Kashmir which was established in 1962, a three-day international seminar on “Moulana Jalal-ud-din Rumi and his teachings” to pay tributes to the world famous Sufi poet also known as the “Persian poet of the east.”
During the inaugural function which was held at the University’s Gandhi Bhawan auditorium scholars, poets, writers, intellectuals and academicians from different countries including those from Iran and Afghanistan threw light on the immense contribution of Rumi`s teachings in spreading the values of peace and unity and said that he is universally acknowledged as an institution of knowledge and learning.
While presiding over the inaugural function Vice Chancellor University of Kashmir Prof Talat Ahmad said that Rumi’s moral teachings through his Masnavi    left indelible imprints on the world community and by propagating his philosophy and teachings we can redeem our young generation. Prof Talat said that Rumi was a great spiritualist and a great scholar of Islam and his teachings have shaped destinies of those who followed him. 
While congratulating the Department of Persian for organising a 3-day international seminar Prof Talat said “Persian is one of the oldest known languages of the world and it is very important in the valley of Kashmir in terms of its popularity amongst the local population.”
Extending full support to the Department of Persian from the University Prof Talat impressed upon the students to grab this opportunity and interact with the world renowned scholars and academicians of Persian subject during this 3-day international seminar and try to learn from their experiences which will broaden their vision and understanding of the subject.
Delivering his keynote address former Dean Academic Affairs, University of Kashmir and historian Prof Mohd Ishaq Khan said “Maulana Rumi is not just a poet but an ocean of knowledge and wisdom and in these contemporary times his teachings and moral values which are an embodiment of love, peace and unity is an answer to the growing trends and apprehensions of Islamophobia in the western countries.”
Prof Ishaq said “Though Sunnah and Islam form the core of the Rumi`s teachings and philosophy but he does not reject certain universal truths reflected in other religions as well and has accepted them with open heart which shows that Rumi was a not a Sufi Saint for Muslims only but for all other religions and communities of the world who respect him equally.”
He added that Maulana Rumi was not only a mystic poet or an ideologist but a social activist who wanted to awaken the mankind from deep slumber and that his entire Mathnavi while explaining the social and moral purpose of adhering to the basic tenants of Islam establishes a close relationship between Knowledge and action.
Earlier Prof Syeda Rukaya, Head department of Persian presented the welcome address and highlighted the aims and objective of the 3-day international seminar while presenting an overview of various academic activities and research projects undertaken at the department.

Omar interacts with workers at Naw-i-Subh
Asks them to strengthen party, spread achievements of coalition govt
Srinagar, Aug 29 (VOS): Chief Minister and Working President of J&K National Conference met grass root workers of the party at the Party Head Quarters Nawai-Subh at a function organized by the District Committee Srinagar.
According to a Party spokesman, Omar interacted with the workers and asked the party rank and file to render selfless service to people to lessen their difficulties and help the coalition government in carrying forward the development agenda with resolve and determination.
He described NC as a fortress of public aspiration, communal amity, solidarity and equitable development of all the regions of the state.
While interacting with the Mohalla Presidents, Halqa Presidents, Block Presidents of Srinagar District Omar Abdullah said the NC had always stood for the cause of people of the state and history was testimony to the struggle spearheaded by party for the empowerment of the common man.
According to the spokesman Omar said that “Our Endeavour towards people’s empowerment would continue,” he said, adding that our party stands for solidarity and holistic development of the state, irrespective of creed, caste, region, religion or color.
He advised the Srinagar District party workers to disseminate the people-friendly initiatives taken by the government during the last three years at the grass-roots level. He asked them to highlight the public requirements on development fronts at all foras and at the government level so that these are properly focused and addressed.
Prior to the function a meeting of District Committee Srinagar was held under District President and MLA Zadibal Peer Afaq who emphasized the party workers to strength the party apparatus of the city and ensure that people’s problems and issues are resolved on priority. The meeting was attended by all the MLA’s and MLC’s of Srinagar including party office bearers.

Civil society groups concerned over vandalisation of environment in J&K
Srinagar, Aug 29 (VOS): Various civil society groups have shown concern at the gross degradation and vandalisation of environment in J&K state as a result of massive and unregulated promotion of tourism and the expansion of religious tourism beyond the standards of sustainability and the carrying capacity of the environmentally fragile eco systems of the state.
“We strongly advocate a shift to the paradigm of sustainable tourism in Jammu & Kashmir based on the carrying capacity of the region. We demand introduction of the system of environmental accounting in the state to factor in the stresses on environment emanating from mass tourism. A policy of tourism that facilitates a regulated number of visitors to the state, particularly to the ecologically-fragile Kashmir valley, must be introduced on the actual carrying capacity of the region. We, therefore, demand a Tourism Policy for the state that makes environmental protection a cornerstone in the promotion of sustainable tourism,” the groups said in a statement.
“On similar grounds, while we fully share the Supreme Court of India's concern to ensure good health and well-being of the pilgrims of the Amarnathyatra, we believe that the yatra must be conducted in accordance with the principles of preservation, conservation and sustainability as upheld by the National Environment Policy, the State Forest Policy and also the relevant NitishSengupta Committee recommendations on the matter. We are seriously concerned over the reported Supreme Court's interim directions to the J&K government for undertaking civil engineering works leading to construction of roads and other infrastructure in the environmentally- fragile Himalayan habitat around the Amarnath cave shrine,” they said and added, “We strongly condemn the attempts aimed at communalising this issue by certain forces by spreading misinformation and presenting the case as an issue of one religious community versus the other and damaging the centuries’-old syncretic traditions of Kashmir.”
“We note with deep appreciation the government of India's in-principle nod for declaring the 135-km stretch of the Ganga between Gaumukh and Uttarkashi as an eco-sensitive zone in November, 2010, seeking specific measures to protect the rich biodiversity of the region. We also view with satisfaction that the National Ganga River Basin Authority (NGRBA) has approved discontinuation of 3 hydro-electric power projects-Bhaironghati, Pala Maneri and NTPC's Loharinag Pala proposed on the river to improve the overall water quality in it. We strongly believe that the principles of conservation for environment and administrative facilitation as applied to the pilgrimage to Holy Gangotri and the larger conservation plans for the Holy Ganga river be applied to the pilgrimage to Amarnath shrine as was the established practice in the past. Any politicisation of the pilgrimage could be fraught with serious consequences,” they said.
“Given the fact that a vast population of the Kashmir valley depend on the drinking water that originates from the glaciers around the Amarnath site, we believe any increased human activity through large scale construction works will greatly enhance pollution, pose serious challenges to public health and result in irreversible damage to the flora and fauna of the area, critical to sustainable tourism and agriculture of the region. It must be noted that the area through which the current tracks lead to the Amarnath cave in the Sonamarg area fall under the Thajiwas Wildlife Sanctuary, and as such any construction activity will be in contravention of the established laws. The main source of water for the Lidder and Sindh rivers is the Sheshnag spring. We believe that the recommendations made by the Environment Sub-Committee of the SASB for the sustainability and environmental sensitivity of the Amarnathyatra merit serious consideration. Conserving the pristine waters of the Lidder, the Sindh, the Jhelum rivers and their tributaries must be a common goal, irrespective of religious beliefs, political affiliation or any worldview one might subscribe to,” they added.
The civil society groups demanded that no human activity be undertaken in and around the environmentally fragile areas of Pahalgam and Sonamarg in a manner that will irreversibly damage the fragile ecology of the area.
“We call upon the Central Empowered Committee on Forests and Environment and the Parliamentary Standing Committee of Environment to initiate steps that the national environment and forest policies be implemented in letter and spirit and the plans of large scale construction around the Amarnath cave shrine be subjected to legal scrutiny in the light of the established laws and policies,” they said
They also appealed to environmental groups and citizens in India and abroad concerned with global environmental degradation and the catastrophic effects of climate change to join our efforts in ensuring environmental preservation in J&K state in general and that concerning the Amarnath Yatra in particular.
“We demand a comprehensive Tourism Policy for J&K state and regulating the number of pilgrims to the Amarnath shrine commensurate to the carrying capacity of the area and an end to all kinds of civil constructions that imperil the ecology, environment and the natural ambience of the area,” they demanded.

 Interlocutors report result of exhaustive effort: CM
Srinagar, Aug 29 (VOS): The Chief Minister Omar Abdullah said here today that the Interlocutors Report has been formulated after consultation with different groups across the state and discussion with various shades of opinion as such making it one of the most exhaustive exercises of its kind in the last two decades.
Omar said the report of such a nature will necessarily evoke divergent views and reactions among the cross section of people who may argue differently, but an effort needs to be made so that the differences could be narrowed down and the majority of the people are unified on the broader contours of the political resolution.
The Chief Minister further said that the report should form the basis to initiate a dialogue between the centre and the state and pave the path of meeting the aspirations of the people of the state on the basis of a boarder consensus that emerges from the process of the internal dialogue.
Earlier the two former interlocutors Dileep Padgaonkar and Radha Kumar called on the Chief Minister here today.
