Governor chairs Executive Council, General Body meetings of IKS
Calls for making IKS a centre of excellence in Kashmir Studies

            SRINAGAR, AUGUST 23 – Mr. N. N. Vohra, Governor, has emphasized the need for making the Institute of Kashmir Studies a vibrant centre of excellence for undertaking quality research on social, cultural, historical, governance and other aspects of contemporary and future relevance.
            The Governor, who is the Chancellor of the Kashmir University and Chairman of the Institute, was chairing the Executive Council and General Body meetings of the Institute of Kashmir Studies at Raj Bhavan here today.
            The Governor pointed to the profitability of evolving a broad framework for the selection of scholars from home and abroad and identification of the nature and range of subjects for pursuing research projects at the Institute. He said that the entire procedure for selection of subjects for undertaking research should be clearly laid down, with corresponding stage-wise timelines. He suggested that a list of relevant themes/subjects could be drawn up so that domestic and foreign scholars could take up researches the outcomes of which are of serious interest to India and all its neighbouring countries. He also asked for the important research work already done at this Institute being adequately highlighted at home and abroad.  
            Referring to the high importance of comparative studies being undertaken at the Institute of Kashmir Studies, the Governor observed that it would be useful if more departments of comparative studies should come up in each of the Universities in the State.
The meetings focused on various administrative issues and appropriate decisions were taken to further streamline the functioning of the Institute.
The University of Kashmir and the South Asia Foundation (India Chapter) signed a fresh Memorandum of Understanding on this occasion. The Foundation assured adequate financial support to the Institute of Kashmir Studies for undertaking its activities.

Joint delegation of VHAI, J&K Voluntary Health and Development Association meets Governor  
           SRINAGAR, AUGUST 23 – A joint delegation of the Voluntary Health Association of India, New Delhi, and J&K Voluntary Health and Development Association, Srinagar, called on Mr. N. N. Vohra, Governor, at Raj Bhavan here today.
          The delegation led by Mr. A. M. Mir, Executive Director, J&K Voluntary Health and Development Association, briefed the Governor about the activities of the national level and the J&K Association in regard to public health issues, particularly those aimed at spreading awareness about the highly injurious effects of smoking and consumption of other tobacco products. He gave details of the various initiatives taken by these Associations in this regard in the past and those planned for the coming months. The deputationists urged for enforcing all related laws for discouraging the consumption of Gutka, the smokeless tobacco, in the State.
          The delegation also informed the Governor about the initiatives they had taken for rendering support to the people affected by earthquakes and other natural calamities in various parts of the country.    
          The Governor complimented the Voluntary Health Association of India and the J&K Voluntary Health and Development Association for doing a commendable job and assured them that he would address the Minister for Health, J&K Government, regarding the help and support required to achieve the objectives of the Associations.
          The delegation, led by Mr. Mir, comprised Ms. Bhavna Mukhophadyay, Executive Director, Voluntary Health Association of India; Ms. Sukriti Jain, Programme Officer, Voluntary Health Association of India; and Ms. Ezabir Ali, Member, J&K Voluntary Health and Development Association.

Sound mechanism already put in place for ensuring empowerment of PRIs: Sagar
            SRINAGAR, AUGUST 23 – Maintaining that mechanism for implementation of provisions of the Act have already been put in place to ensure empowerment of Panchayati Raj Institutions (PRIs), the Minister for Rural Development, Law, Justice, Parliamentary Affairs and Panchayati Raj, Mr. Ali Mohammad Sagar has said that the government has fulfilled its promise of democratic decentralization of powers to the grass root levels.
            The Minister was addressing a mammoth gathering of panches and sarpanches of Kulgam district at a one day interaction programme to oversee the status of implementation of the empowerment of PRIs.
            Minister for Social Welfare, Ms. Sakina Itoo, MLA Kulgam, Mr. M. Y. Tarigami, MLC, Mohammad Amin Bhat, District Development Commissioner, Mr. Jehangir Mir, Director Rural Development, Kashmir, Mir Altaf Ahmed, senior leaders, Mr. Safdar Ali, Mr. Abdul Majid Bhat, prominent citizens, panches and sarpanches of the area were present.
            Mr. Sagar said that the government headed by Mr. Omar Abdullah believes in sustained action rather than misleading the people by obnoxious ideas and we have ensured that panchati raj election were held which is a watershed in the political history of the state and it has ensured the participation of people at grass root level in implementation of various developmental programmes and schemes initiated by the government.
            “Not only have PRIs being empowered with powers of 14 vital departments but instructions have already been passed down the line for involving panches and sarpanches in implementation and formulation of various flagship programmes, any deviation in this regard of any official will not be tolerated” he said and maintained that the Additional District Development Commissioner has been nominated as a nodal officer for ensuring adherence to the orders of empowerment.
            Referring to the demand of panches and sarpanches, the Minister said that a comprehensive proposal for provision of honorarium to them has already been submitted to the concerned and an amount of Rs. 285 crores has been released for the construction of new panchayat ghars across the state besides repair and renovation of the existing ones.
Minister for Social Welfare, Ms Sakina Itoo while speaking on the occasion urged the people to come forward and strengthening the hands of the government in ensuring their participatory role into the day-to-day governance. She said that the Panchayati Raj Representatives are part and parcel of the government and they should not shy away from their responsibility in ensuring the sustained development of their areas in close coordination with officers of various departments.
            Asking the people to play a participatory role in ensuring that the peace is sustained in the state, Mr. Sagar said that they should understand that no developmental and other related activities are possible in a disturbed environment. He said that the government has ensured that the peace is restored in the state and now the people are reaping the peace dividends and a record number of tourists has visited the state which will go a long way in uplifting the socio-economic profile of the people. “Right from the day the government came into the power, we have always being advocating the medium of dialogue between India and Pakistan for resolving all the issues and history stands testimony to the fact that various issues have been solved through talks only. The cult of violence leads to destruction only and the people who belonged to this school of thought should understand this”, Mr. Sagar said and maintained that friendship between the two countries is in the interest of people of the both countries especially those of Jammu and Kashmir. 
            MLA, CPI (M), Mr. M. Y. Tarigami also spoke on the occasion and highlighted the importance of Panchayati Raj System in ensuring the sustained development of rural and far-flung areas of the state. He said that by putting in place Panchayats the effective decentralization of powers is ensured to the grass root level and asked the government to consider the provision of providing honorarium to the Panchayati Raj Representatives.

Chib inaugurates 3-day 23rd Federation Cup Throw Ball Championship-2012
SRINAGAR, AUGUST 23:- Minister for Medical Education, Youth Services and Sports Mr. R S Chin today inaugurated 3-day 23rdFederation Cup Throw Ball Championship 2012 at sports ground Government College for Women M A Road Srinagar.
The 3-day championship was organized by J&K Throw Ball Association in collaboration with Throw Ball Federation of India.
Speaking on the occasion, the Minister said that it was the matter of proud for us to organize such a mega event in the state. He, on behalf of Chief Minister extended compliments to the organizers and participating teams assuring every support to make the event a success. He said that the participating teams across the country are the ambassadors of the state, hoping that they will convey the message of amity, generosity and hospitality to their respective states.
Mr. Chib said that J&K Throw Ball team participated first time in the 24th Senior National Throw Ball Championship-2001 held in Bhopal, adding since then it was continuously participating in all the championships of the National Federation.  He said the J&K Throw Ball team qualified for the Federation Cup in 2011, adding that this year it has also qualified for the Federation Cup and was ready with both men and women teams to take part in the 23rd Federation Cup.
The Minister also mentioned that during last two decades of turmoil, the sports persons of the State did not got ample opportunities to participate in the national and state level sports events and lag behind due to lack of sports infrastructure. He said the Government under the stewardship of Chief Minister Omar Abdullah and with the provision of financial assistance from the Union Government is creating and upgrading the sports infrastructure for the better facilities of the players.
Mr. Chib said that it was due to the efforts of present Government and Union Minister for Youth Affairs and Sports Mr. Ajay Makan various mega sports events were held in the state, which provided opportunities of interaction and exposure to the local players with their counterparts.
The Minister also extended his compliments to the medals winners of the country who participated in the Olympic held recently in London. 
Later, the Minister was honoured by presenting a trophy as a token of respect.
Giving brief introduction of Throw Ball game, General Secretary, Throw Ball Federation of India, Mr. Kamal Goswami said it was a game of Indian origin which was founded in seventies by a group of sports legendaries. He said the game soon got a big fame across the country, adding that now it is being played many countries of the world and has become popular at the international level. The Throw Ball Federation of India is organizing World Cup of Throw Ball game by the month December this year at Delhi and over thirteen countries are expected to participate in the cup, he added.
As many as 11 teams in both male and female categories from various states and Union Territories participated in the Championship. These are Andhra Pradesh, Bihar, Chandigarh, Delhi, Goa, Haryana, Madhya Pradesh, Odisha, Tamil Nadu, Uttar Pradesh and host team of J&K.
The inaugural match was played between Delhi and Bihar teams.

Shabir visits flood affected areas of Rajouri
Directs officers for assessment of damages, formulation of DPR’s for protection bunds
            SRINAGAR, AUGUST 23:- Minister of State for Power, forest, CA&PD and Transport, Mr. Shabir Ahmed Khan today visited flood affected areas of Rajouri town and took stock of damages caused to crops and property due to recent floods in the area.
            The Minister accompanied by Officers and Engineers of Revenue and Irrigation and flood control Department, while visiting several flood affected areas directed concerned authorities to assess the loss of property and crops for providing immediate succour besides compensation under Calamity Relief Fund (CRF) to the affected families.
            The Minister also directed concerned Engineers of Irrigation and flood Control Department for formulation of detailed project reports for to be taken up with the government for construction of protection bunds on Sukhto Nalla so that such incidents in future would be prevented. He also instructed concerned Engineers to ensure timely completion of ongoing flood protection works in the area.
            Meanwhile, several deputationist of Poonch and Rajouri districts which includes Sarpanches and panches met the Minister during his visit in the area. They apprised the Minister about their day to day problems and developmental needs.
            The Minister gave patient hearing to the deputationists. He assured them that all their genuine demands especially regarding development of their areas under various sectors would be taken up to the concerned departments for immediate redressal.

Financial closure of 450 MW Bagilhar HEP Stage II achieved
Power Finance Corporation and J&K Bank to fund the Project
            NEW DELHI, AUGUST 23:- Jammu & Kashmir State Power Development Corporation has achieved the financial closure for implementation of 450 MW Baglihar –II HEP.  The financial closure for the project has been achieved in a record time and has coincided with commencement of project execution unlike Baglihar Stage first which took about 06 years for achieving financial closure
            The debt component of the Project coming up at an estimated cost of Rs 3113.19 crore shall be funded by Power Finance Corporation and J&K bank to the extent of Rs 1679.23 crore and Rs 500 crore respectively with the balance requirement being met through State equity. Loan Agreement with Power Finance Corporation was exchanged between Mr. Satnam Singh Chairman & Managing Director PFC & Mr. Basharat Ahmad Dhar Managing Director JKSPDC today at New Delhi thus completing the process with Agreement with J&K Bank having already been signed on 14th August 2012.
            Various lending Institutions had expressed their keenness to fund the project and in view of competitive terms and conditions offered by them Agreements were finally signed with PFC & JK Bank. The interest shown by lending Institutions to fund various projects of JKSPDC which are in the pipeline is an encouraging sign for infrastructure development in the State particularly the Power Sector, a fact attributed to the improved credit worthiness of the J&K State Power Development Corporation and the congenial atmosphere for investment created by the Government headed by Mr. Omar Abdullah. The Project is targeted to be commissioned in 2015 and will generate about 1300 million units annually.

Tarigami demands relief to hail storm affected farmers, orchardists of Shopian
SRINAGAR, AUGUST 23 – Expressing deep sorrow over the damage caused to fruits and standing crops in various areas of district Shopian due to massive hail and wind storm last evening, the State Secretary CPI (M) and MLA Kulgam Mr. M. Y. Tarigami has demanded immediate ex-gratia to the affected farmers and orchardists.
Mr. Tarigami has enjoined upon the State Administration to assess the quantum of damage and ensure provision of relief to the affected farmers and orchardists. He said about 80 % of the fruit crops have been damaged in Shopian district due to recent wind and hail storm.
The State Secretary has urged the State government to provide relief to affected farmers of the district and the other parts of the Valley.

J&K excels in 4th National Taekwon-Do Championship
Win 13 gold, 3 silver & 1 bronze medals during contests 
            SRINAGAR, AUGUST 23:- The Jammu and Kashmir Taekwon-Do was declared the best team of the 4th National Championship which was held from 10th to 14th August 2012 at Mumbai.
            The five days Taekwon-Do championship was organized by Taekwon-Do Federation of India, in which various teams from 18 States of the Country participated. The J&K State Taekwon-Do team comprising of 28 players also participated in the said championship.
            During the championship the J&K team has begged 17 medals, which include 13 gold medals, 3 silvers medals and 1 bronze medal.
            The J&K team was declared the top team of the championships as it obtained first position.
            The Advisor to Chief Minister Mr. Mubarak Gul has received the team at Srinagar after their arrival from Mumbai. He congratulated all the participants’ players who brought laurels and topped at the national level.
            The Chief Minister Maharashtra also congratulated the J&K Taekwon-Do Championship players for winning first position during the Championships. Besides, the member of International Taekwon-Do Federation also complemented J&K Team, which includes Master Kwang Mun-ko and Master Lee Jeon who were specially invited.
            The High Commissioner of Korean Embassy distributed the medals among the players during the said championships and appreciated the performance shown by the players of J&K State team during the championship.
            The Championship was watched by sports lovers of the country besides renowned film stars like Vinod Khanna, Juhi Chawla, Sanjay Dutt also witnessed the performance of the J&K Players and highly appreciated their talents.

                PULWAMA/SHOPIAN, AUGUST 23: Chief Secretary, Madhav Lal Thursday re-iterated the importance of centrally sponsored schemes in socio-economic upliftment of the people. "Centrally sponsored schemes have immense potential and District administration should work towards realizing the developmental goals and bridge gaps through their successful implementation”, he said
            Madhav Lal was speaking while chairing review meetings at Pulwama and Shopian Districts today. Maintaining that public perception regarding developmental outcomes and the level of satisfaction among people indicates true success, Lal asked district administration to focus and initiate measures to improve public perception by completing taken up infrastructural projects within stipulated time frame.
            “Locate developmental gaps and address needs of immediate and critical nature by devising the best possible plan of action and convergence model for the welfare of the public” he maintained.
            While reviewing sector wise progress, Madhav Lal emphasized on taking only works with adequate resource allocation for ensuring their timely completion. He stressed on proper coordination between departments and called for dovetailing resources to deliver assured and time bound service to the public.
            Deputy Commissioner Pulwama, Shafat Noor and Deputy Commissioner Shopian, Mohammad Javed Khan briefed the Chief Secretary on sector wise physical and financial progress report regarding all developmental schemes in the districts. Detailed discussions on the progress of NRHM, ICDS, PMGSY, MGNREGA, SSA, RMSA, etc and functioning of Panchayats was held during the review meetings.
            The meeting was attended by Principal Secretary to Chief Minister, B. B. Vyas, Principal Secretary, Power Development Department, Sudanshu Pandey, Administrative Secretaries, Heads of departments, Chief Engineers and other district and sectoral officers.

Drive against illegally running Brick Kiln in full gear
During 2-days action 4 brick kiln seized, Rs. 2.50 lakh recovered as fine: DM Budgam
            BUDGAM, AUGUST 23: In a major offensive launched against the brick kiln owners who are constantly violating norms and instructions prescribed under Brick Kiln Act despite several warnings and cautions.
            During last 2 days exercise on the instructions of District Magistrate, Budgam, Mr. Khursheed Ahmad Shah the special squad constituted in this regard headed by Additional Deputy Commissioner, Budgam accompanied by the Tehsildar Budgam and Chadoora have seized and dismantled tin Chumminess of 4 brick kilns at Yarikhaha, Kathairgud and Qammyerpora of Tehsil Chadoora belonging to Bashir Ahmad Pampore, Bashir Ahmad Wagoora, Mohammad Altaf Banayar and Mohammad Altaf Qaisaramulah for illegally and un-authorizedly running their units. In a similar action, the team also recovered and imposed fine of Rs. 2.50 lakhs from the 6 brick kiln owners situated in different areas of Tehsil Budgam for violating prescribed norms and rules envisaged in the Brick Kiln Act and also illegally running their units.
            The District Magistrate has once again cautioned those brick kiln owners who despite several warnings are still involved in malpractices and violating of norms to stop such activity forthwith or remain ready to face the wrath of law and punishment even police custody is not ruled out.

Govt. mulls high-level Committee on tobacco control: Sham
Discusses steps for dealing with menace of tobacco
            SRINAGAR, AUGUST 23: In order to further flip the efforts to control the consumption of tobacco and its allied products in Jammu and Kashmir the Government is contemplating to constitute a high-level monitoring Committee under the Chairmanship of Chief Minister. The Committee will monitor the steps already initiated to curb the menace of tobacco and other allied products.
            This was revealed by the Minister for Health & Family Welfare, Mr. Sham Lal Sharma at a meeting of representatives of Voluntary Health Association of India (VHAI) held here today under his chairmanship.
            Expressing concern over the increasing cases of cancer every year due to use of tobacco in different forms, the Minister stressed the need for strong measures to minimise the use of cigarettes, gutkas and other such products while seeking society’s help in dealing with this social issue he said that only Government efforts are not enough but entire society has to contribute to get rid of this menace to save the younger generation. He also appealed the social/religious organizations to use their influence and aware the society about the ill effects of the tobacco and other drug abuses which are eating the vitals of the society.
            Appreciating the efforts of the VHAI and other credible NGOs in the field of social services, the Minister said that all like minded organizations should come forward and help Government in fighting these social evils. He supported the pledge of VHAI for making the Jammu and Kashmir smoke/gutka free state and said that Government will take more steps to make the deterrent laws to deal with the situation. Yet it requires coordinated approach and vigorous awareness campaign to educate the common man so that they voluntarily shun this practice, the Minister asserted.
            Responding to the issue of banning the gutkas in Jammu and Kashmir like other States, the Minister said that he has already passed on the specific instructions to the concerned and the matter is under active consideration of the Government. He said the Government will bring a legislation to ban the Gutkas in the State in near future because the issue is related with the health of people, he added.
            The VHAI members suggested certain measures to make the Jammu and Kashmir tobacco free and smoke-free State. They also called for implementation of Food Safety & Standards Act-2006 which provides complete ban of Gutkas and all food products containing tobacco. They also suggested for earmarking adequate funds for tobacco control, imposing heavy taxes on all tobacco products, restriction on tobacco advertisements and mass awareness through media campaign.
            Among others Executive Director, VHAI, New Delhi Ms. Bhavna Mukhopadhaya, Executive Director, VHAI, J&K branch, Mr. A.M. Mir were also present in the meeting.    

Javed visits flood affected areas of Gurez
Directs authorities for assessment of losses, restoration of public services
GUREZ, AUGUST 23: On the advice of Chief Minister, the Minister of State for R&B, Mr. Javed Ahmed Dar today visited Gurez and took stock of the situation caused by flash floods due to torrential rains during past some days in the area.
The Minister along with MLA Gurez Mr. Nazir Ahmad Gurezi and Divisional Commissioner, Kashmir Dr. Asgar Samoon visited most affected flood areas, like Barnai, Chorwan and Kachwat villages and got feedback of the damages of crops and properties.
It was informed that in Barnai village, a bridge along with road besides a BSF banker, water supply scheme and irrigation canal have been washed away by the flood. He was further informed that among five BSF Jawans, four have been rescued while one jawan is still missing.
He was also apprised that in Kachwat village, five shops have been got damaged, while at Chorwan headquarter, one residential house fully damaged and 24 residential house partially damaged due to floods.
The local revenue authorities also informed the Minister that besides damage of water supply scheme, the standing crops over 300 kanals of land have also affected and damaged due to recent flash floods.
On the occasion, the Minister while assuring the affected families full support of the government for their rehabilitation, issued direction to the concerned officers to restore all the affected water supply schemes and other public utilities on war footing basis. He also instructed concerned authorities to ensure timely assessment of losses of crops and property for relief and compensation from the government to the affected families.
 MLA, Gurez on the occasion, announced two months free ration to the affected families out of his CDF.
 A large number of deputations also met the team and apprised them about the various problems and developmental needs. 

Div Com for early restoration of Balole Bridge, Samba
JAMMU, AUGUST 23- To take stock of damage caused to motorable  Balole bridge in Samba district due to heavy downpour and discuss its early restoration, Divisional Commissioner  Jammu, Mr. Pradeep Gupta today convened a meeting of officers of National Highway Authority of India (NHAI), R&B, Irrigation, GREF and other senior officers of concerned departments.
The meeting was also attended by DDC Jammu, Mr. Sanjeev Verma, DDC, Samba, Mr. Mubarak Singh, Chief Engineer PWD (R&B) Mr. Tahseen Mustafa, Chief Engineer Irrigation, Mr. Ashwani Sharma and Chief Engineer Samparak.
Mr. Gupta informed that the bridge was constructed by GREF and is under the control of NHAI and this is one of the important bridges in the state. He asked the concerned to immediately take preventive measures in consultation with the experts to avoid further damage to the bridge. He asked the participants to keep their activities at maximum and remain vigilant for any alarming situation and immediately repair the same by implementing advanced mechanism for early restoration of traffic.
The meeting decided that till all the necessary repairs to the damaged bridge are not completed there will be no traffic movement on the bridge  and an alternate bridge adjacent to the damaged one is operational for regular and hassle free vehicular movement from Jammu to other states and vice versa.
He asked the DDC Samba to personally monitor the repair works and ensure that all repair works are done in a shortest possible time.

DC Kulgam sensitizes officers about flash floods
KULGAM, AUGUST 23- Calling for remaining alert following weather forecast about flash floods, Deputy Commissioner Kulgam, Mir Jahangir today asked the concerned officers to keep the requisite equipment and wherewithal in a state of complete readiness.
            Chairing a meeting of District Disaster Management Committee here, he stressed on activating men and machinery by forging strong co-ordination among the members of the committee through district control room which stands already established for the purpose.
            “Preventive measures have to be put in place to minimize the impact of flash floods in vulnerable areas and villages’’, he said, adding that preparedness forms key to tide over the disasters and their repercussions. He said contingency plan focusing on dumping of material like sand filled bags, boats, ropes, together with ration and essential drugs need to be put in place to tackle floods and its aftermath.
            It was enjoined upon the CA&PD, water works, medical, Irrigation and Flood Control departments to set up sub-control rooms in their offices which will remain in constant touch with the central control room for effective co-ordination in case the rivers inundate and rise in space.
            The meeting was informed about the vulnerable villages which are likely to be affected during the floods. The meeting also identified accommodation places besides discussing relief and rehabilitation measures. All the concerned officers were sensitized about their specific role in the disaster management. 
              Among others, ADDC, Additional Deputy Commissioner, ACR, Executive Engineers, Tehsildars and other sectoral heads attended the meeting.

            KUPWARA, AUGUST 23: The Deputy Commissioner, Kupwara, Mr. Samad Hafeez today inspected the hospital at Kalaroos and inaugurates the Dental Chair and Ultra Sound Machine at Kalaroos. The Chief Medical Officer and other officers were accompanied by the Deputy Commissioner.
            The Deputy Commissioner distributes cheques among pregnant ladies under NRHM arranged by the Health department. The Panchs, Sarpanchs and respectable citizens were present on the occasion and were informed about the devolution of powers under Panchayati Raj Act and required guidelines more awareness camps are being conducted at block levels.
            The Deputy Commissioner also convened the meeting of Revenue, Municipal, R&B officers to discuss the issues about the demolition of illegal constructions on the State land, Kahcharie by the selfish persons.
            The Deputy Commissioner exhorted upon the officers for constitution of the Task Force Committee for removing of illegal constructions on the National Highway, State land for construction of the agricultural land for among generations. Meanwhile, the Additional Deputy Commissioner, Kupwara informed that 21 kanals of land was removed from the encroachers.

Arrangements discussed, 4485 raffle draw prizes in Mela, disclosed ADGP
            SRINAGAR, AUGUST 23:  21st Police Public Mela being organized by Jammu and Kashmir Police would be held in Srinagar on September 30, 2012. Fabulous 4485 Raffle Draw Prizes would be available for the lucky winners in the Mela.  
 Arrangements for the day-long event were discussed in a high level meeting of police officers held at Police Headquarters (PHQ) here today. The meeting was conducted by Additional Director General of Police (Headquarters) (ADGP), Mr. S. P. Vaid.  Additional Directors General of Police, Dr. Ram Lubhaya and Mr. Naveen Aggarwal also attended the meeting.
The meeting was informed that Police Public Mela is one of the great events organized by Jammu and Kashmir Police after regular intervals. The Mela has assumed much importance and public in large participate in these Melas. People from all shades of life anxiously wait for the Melas to get different items from different regions of the State under one roof.
The Melas have also helped in strengthening police public bonds and the raffle draw has become the most awaited occasion of the event. Transparency in the conduct of raffle draw has cemented the image of the Organization among the masses.
While discussing arrangements for the event, the ADGP, Mr. Vaid stressed upon the officers to work in close coordination and convene meetings at different levels to make the event a success. He said that all required arrangements should be finalized well in advance and all units geared up for the massive participation in the Mela. Stall holders would have to ensure that all the quality products are put on sale during the Mela on reasonable rates.
The Additional Director General of Police (Security) Dr. Ram Lubhaya asked the participants to make efforts for the massive participation of public and their convenience. He said that security arrangements in and around the venue would be ensured on the occasion and the experiences from the previous Melas would be utilized to rectify the deficiencies. Participation of martyr’s families would add glory to the event, said the ADGP.
After having threadbare discussions, various committees were constituted under the supervision of senior police officers to make the preparations for the great event.  IGP (Armed) Kashmir, Mr. Rauf-ul-Hassan was designated as Nodel Officer for the event, who would Coordinate the working of different committees. The committees were   asked to take the entrusted tasks immediately in hand and prepare the requirements. Preparation of raffle draw tickets and their distribution throughout the State was discussed in the meeting. It was decided that the tickets would be made available for sale at all prominent places through police establishments before the ten days of the Mela.
The meeting decided that 4485 prizes, including home appliances and cash prizes would be included in this year’s Raffle Draw. Painting competition for the wards of police personnel would be conducted during the Mela and the position holders would be rewarded with enhanced cash prizes. Cultural items would be main attraction of the Mela.

Ensure distribution of timber by September next: Mian Altaf to Forest officials
SRINAGAR, AUGUST 23:- Minister for Forests and Environment Mian Altaf Ahmad has directed the concerned authorities for timely distribution of timber to the genuine consumers, adding that timber distribution from all sale outlets be ensured by September next positively so that the consumers may not face any inconvenience for construction of their dwelling units. He cautioned that any complaint in this regard from the consumers would be seriously viewed and stringent action under rules would be initiated against negligent officials.  
Chairing a high level forest officers meeting held here today, which was convened to review the stocking and supply position of timber at various sale outlets, its distribution and to review the other functioning of the department, the Minister directed all Divisional Forest Officers that the timber should be distributed to the genuine consumers after proper verification and completing of all required formalities. 
The Minister instructed concerned authority that priority should be given to most needy consumers and before distribution of timber at sale outlets the consumers be informed through print media. He strictly instructed that if any consumer would not lift timber within one month from his concerned sale depot the sanctioned of his or her would be cancelled. 
This was stated by the Minister while chairing a meeting of officers of Forest department to review the functioning of the department.
            The Minister asked the concerned Divisional Forest Officers to issue timber to the genuine consumers for construction of their dwelling units within one month after completion of all the formalities. He directed to issue the timber to the consumers on priority who are in waiting list if they have not yet constructed their houses.  He directed to inform the consumers through print media about the sanction of timber in their favour, adding that the approval stand sanctioned for timber would be treated as cancelled if the consumers would not come to lift the allotted quantity within one month.
            Mian Altaf asked the concerned DFO for Afforestation alongside the road from Tagmarg to Gulmarg under CAMPA scheme for which, he said that an amount of Rs. 70 lakh have already earmarked. He also directed to extract the fallen trees from the forests and made available for sale at different sale depots for the consumers. He said that a timber sale depot would be set-up at Fakir Gujri for the convenience of the people of the area.
            Mian Altaf asked the State Forest Corporation authorities for opening of timber sale depots in towns for the convenience of the consumers. He asked the concerned for exploring possibilities for provision of timber to the BPL beneficiaries at the concessional rate. He cautioned that the no officer would be spared if adopt dilly-dally practise in issuance of timber to the consumers.
            The Minister appreciated the people of Shopian for cooperating forest authorities in curbing the forest smuggling and encroachment of Forest land in the district.
            The Minister reviewed the targeted, dumping and sale status of timber in Budgam, Ganderbal, Tangmarg, Srinagar and Bandipora circles.
            The Meeting was apprised that a total of 1.05 lakh cfts in Budgam, 1.50 lakh cft in Ganderbal, 1.38 lakh cft in Tangmarg, 0.88 lakh cft in Bandipora and 3.91 lakh cft would be provided to the consumers respectively during the current fiscal. A total of 11,000 quintals of firewood has already been despatched to Kargil and Leh against the requisition from the concerned.

Dy CM for early completion of works
Takes stock of working of housing and urban Dev departments
SRINAGAR, AUGUST 23: Deputy Chief Minister, Mr. Tara Chand has directed the officers to accelerate work on the projects started under housing and urban development sector and ensure that projects are completed early.
Deputy Chief Minister was reviewing the current financial year’s working plans of the Housing and Urban Development Departments at an officers’ meeting held here today.
The meeting was informed that Srinagar Municipal Corporation (SMC)  has completed  82 works out of proposed 304 works  this year while work was full in swing on progress on 47 works. The Corporation has generated revenue of Rs. 9 crore during last fiscal while it is expected to surpass Rs. 10 crore this year. The meeting was told that Rs. 20 crore have been earmarked for improving drainage system in the city during the period.
Mr Tara Chand asked the officers of Srinagar Development Authority to take necessary steps for developing new housing colonies besides speeding up work on the projects identified for setting up of housing colonies in Srinagar city.
It was informed that Rs. 30 crore have been earmarked for development of Rakhi Aaruth colony during current fiscal while 1000 more plots have been fully development for allotment to the displaced dal dwellers. Rs. 210 crore stand expended out of Rs. 299 crore provided by the Central Government for the purpose, it was informed.
The meeting was told that Rs. 4.50 crore have been expended by Urban Development Agency Kashmir (UDAK) during last fiscal while 1362 beneficiaries have been sponsored by the agency for imparting computer training apart from bringing 2500 persons under skill development programme.
Deputy Chief Minister instructed the CEO UDAK to organize awareness camps at district, block and tehsil levels and hire the services of experts for the purposes. He was asked to organize a mega awareness camp at Srinagar so that maximum deserving persons are brought under the ambit of the schemes run by agency.
Emphasizing the need for third party evaluation of works, Deputy Chief Minister said it will go a long way in ensuring transparency and accountability at all levels.

Srinagar, August 23 (VOS): Secretary General of Jammu and Kashmir Council for Human Rights (JKCHR), Dr. Syed Nazir Gilani has criticized the separatist leadership for ‘failing to convert the Hurriyat Constitution adopted on July 31, 1993 into a reliable political and diplomatic narrative’.
“Instead of working on the constitution constructively, the separatist leadership, in order to score some brownie points, never misses the chance of hitting the state government’s deficiencies,” Gilani said. “It has failed to sensitize the constitutional roles of the two governments at Srinagar and Muzaffarabad”, he added.
According to VOS, the British jurist of Kashmiri origin said the Hurriyat leaders have hardly encouraged a free debate and independent inputs and seem to be ‘lost in a wilderness.
Addressing media persons here, Gilani said the substantive work requisite for advancing peoples interests has been let off by the separatist leaders. He added that they are engaged in pulling up such government’s faults, which is duly represented by the people of the state.
“It has been a mistake to single out and scapegoat J&K government. It has, in fact, entered into a provisional agreement with Government of India to protect life, honour and property here. But, then acting as vigilant citizens, we missed our part of prudence in hitting at its failures in this regard,” said Gilani.
However he said, “by failing to conduct itself under the under Article 48 of the J&K Constitution, the present government is constitutionally incomplete. It has for the last 56 years persistently failed the people of the state”.
He advised the Kashmiri leaders to remain intact about jurisprudence of UN resolutions and the plurality of the civil society. He stressed upon the Kashmiri leadership to restrain itself from taking any position on the future of Kashmir. “Instead, the leaders should work for creating a conducive atmosphere where Kashmiris could take part in a free and fair plebiscite,” he suggested.
Claiming that the concept of ‘self-determination’ has died down, Gilani said that although people of Kashmir have suffered a lot and have made unprecedented sacrifices, “yet we seem to have failed to evolve a reliable political narrative of our own.”
"We have to revisit the manner of our politics, militancy and diplomacy and make an honest conclusion, as to whether we have made any progress or not," he said.
“In fact we have failed on these three fronts (politics, militancy and diplomacy) and with the death of a generation remain responsible for the death of self-determination,” the jurist said.
He said: "It is time and we need to exercise our right to interfere in all matters, government and political that impacts our life and life of our children. We should not leave it for tomorrow because tomorrow may be too late.”
Gilani said the Jawahar Lal Nehru backtracked from his promise for Right to Self determination.
“He (Nehru) assured the people of this land about right of self-determination to decide their future. But, contrary to his assertion what we are witnessing now is that Indian military leadership owes a 64-year-old debt of gratitude to Kashmiri leadership for going out of its way in defending its role as ‘’peace keepers’ in Kashmir,” said Gilani. 
“Banking on the assertion made by Nehru to J&K people then, Sheikh Mohammad Abdullah, during the UN Security Council meeting in 1948 declared that the Government of India has no intention of keeping its army permanently stationed in Kashmir,” Gilani added.
He said that India is not sincere and that is why Kashmiris should go universal.
"We should keep our case before 194 countries of the world and there is a need to come out from shell. We have to evaluate our role and in which direction we are going,” he said.
Gilani further said that the habitat and the people of Kashmir have been wronged by five governments (India, Pakistan and the three Kashmiri governments).

Tarigami flays Govt for failing to implement crop insurance scheme
‘Wednesday's windstorm damaged 90% crops in South Kashmir’
Srinagar, Aug.23 (VOS): Expressing grief over the damage caused to crops and fruits in South Kashmir due to Wednesday's wind storm CPI (M) state secretary and MLA Kulgam Mohamamd Yousf Tarigami has castigated state government for not doing enough to compensate the affected farmers in such natural calamities.
Tarigami, who visited the worst affected Shopian district on Thursday, told VOS that in the absence of Crop Insurance facility, such losses would break the spine of the farmers whose livelihood was dependent on Agriculture and Horticulture only.
“They (Govt) have been beating the drums of introducing Crop insurance in the state for last so many years but unfortunately such statements are not implemented the ground. Making statements in assembly and at public gathering won’t serve the purpose. You need to feel the pain of the public." asserted Tarigami, adding that Wednesday’s fresh windstorm had caused havoc in various areas of valley particularly in the Shopian district. "Almost 90 percent of crops and fruits are damgaed." claimed Tarigami.
He said government has been making promises to people for compensation on different occasions but nothing has been done on ground. “Even last time when rains and storm played havoc in south Kashmir, some officers were heard saying that government was contemplating to declare it as a Natural calamity and a high power committee was constituted to access the damages to the crop and fruits, but till now, not a single penny has been paid to the farmers", added the Communist leader.
He urged the government to introduce crop insurance scheme in the state without any further delay and said;” affected farmers should be compensated immediately”. (VOS)

Jammu, August 23 (VOS): National Conference President and Union Minister for new and renewable energy, Dr. Farooq Abdullah has expressed grief over the tragic road accidents at Rajouri-Kotranka , Salar-Pahalgam and Kathua, in which many precious lives were lost and many got injured.
According to the spokesman of the party, the president while expressing shock over the incidents expressed sympathy with the bereaved families. He has asked hospital authorities to provide best possible treatment facilities to the injured for their early recovery.
Farooq also prayed for eternal peace to the departed souls, he added.
 Meanwhile party delegations both in Kashmir and Jammu visited the bereaved families and expressed their sympathy.

04 injured in road mishaps
Srinagar, August 23 (VOS): Four persons were injured in different road accidents across the valley.
A Tata Sumo bearing registration number JK03C/5363 on way from Pahalgam to Aru hit and injured a pedestrian Muhammad Ishfaq Khatana age 10 years resident of Lehan Dajan at Deer Park, Pahalgam, in the jurisdiction of Police station Pahalgam.
A Tipper bearing registration number JK01M/9198 collided with an Alto Car at Gantamulla, Baramulla, resulting in injuries to Qaiser Shamus Paul son of Shamus-u-Din Paul resident of Kanibagh, Baramulla. The injured was shifted to Sub District Hospital, Sopore for treatment.
In another accident, a Maruti Car bearing registration number Jk05A/3429 hit a Horse cart at Chandkote, in the jurisdiction of Police Station Tarzoo, resulting in injuries to 13 years old girl Afqa Jameel daughter of Jameel Ahmad Mir resident of Gantamulla, Baramulla. The injured girl was shifted to Hospital for treatment. Meanwhile, Haleema age 38 years wife of Manzoor Ahmad resident of Cherwani fell off from motorcycle and was injured. She was shifted to Hospital for treatment.

PDD Employee electrocuted
Srinagar, August 23 (VOS): A Power Development Department (PDD) employee namely Ghulam Rasool, age 45 years son of Muhammad Sultan Ahangar resident of Jagerpora was injured while repairing the 11KV line at Jagerpora.
He received an electric shock and was seriously injured, police sources said. The injured was shifted to Sub District Hospital, Handwara where doctors declared him brought dead. The body of deceased was handed over to his next of kins for last rites. Kupwara Police has registered a case in this regard, they added.

2 girls commit suicide, boy battling for life
Srinagar, August 23 (VOS): Two girls have committed suicide while one youth is battling for life after they consumed poison, police sources said.
“One 11 years girl (name withheld) resident of Cheek Rambirpora, Kulgam consumed some poisonous substance at her home. She was immediately shifted to SMHS Srinagar, however, she breathed her last on way to hospital”, said a police spokesman.
Another 15 year old girl (name withheld) resident of Wagoora, Kreeri consumed some poisonous substance at her home. She was shifted to SKIMS Soura but died on way to the hospital.
In another incident, 22 year old Gulzar Ahmad Chopan son of Abdul Satar Chopan resident of Watergam Kreeri, Baramulla, consumed some poisonous substance at his home. He was shifted to Sub District Hospital, Kreeri where from he has been referred to SKIMS Soura, Srinagar for further treatment, the police spokesman said.

JKLF pays tributes to ‘Galwanpora martyrs’
Srinagar, August 23 (VOS): The Jammu Kashmir Liberation Front today paid ‘homage to martyrs of Galwan Pora Budgam on their martyrdom anniversary’.
“Bashir Ahmad Bogamy, Manzoor Ahmad commandos, Nazir Ahmad Khan, Saqib Rafiq Pamposh Colony, Mohammad Yasin Rauathpura Bagat, Abdul Hameed Galuanpura, Munir Ahmad Karfli Mohalla,, Farooq Ahmad Bhat Ompura, Abdul Majeed Rauathpora Baghat laid down their lives for the betterment of our tomorrow and we will not hesitate to sacrifice everything to take their movement to its logical end”, said JKLF leader Siraj Ud Din Mir while addressing a gathering.
Siraj Ud Din was accompanied by   President Budgam Gulzar Ahmad Pahalwan, Mohammad Ramzan, Latif Ahmed Rather, Ali Mohammad Mir, Mohammad Maqbool and others.
The delegation first visited martyrs’ graveyard and prayed for the martyrs, after which a gathering was held to remember these martyrs, the statement said.
JKLF leaders in their address said that the mission of martyrs was to liberate Jammu Kashmir and establish an independent state and JKLF will continue with its efforts till the achievement of this goal. They said the martyrs laid down their hot blood, and now we all have a responsibility to protect the blood forward to the continued freedom of movement. While remembering Bashir Ahmed Bugamy, speakers said he was the symbol of freedom in Budgam area.
Meanwhile JKLF has expressed its heartfelt Sympathies to renowned journalists Javed Ahmad Malik on the demise of his daughter and Reyaz Ahmad Malik at the demise of his father in law, said the statement.
