Secretary to visit Uri, Ponch
To hold
meetings with LoC traders, Guv, CM
The team will
visit Salamabad (Uri) and
Chakandabagh (Ponch) to take a first hand information regarding the Cross LOC
Trade. Sources told VOS that Singh is
scheduled to hold separate meetings with traders and officers at Salamabad and Chankandabagh to access the
situation with regard to trade.
“The Home Secretary
will access the facilities being provided for the smooth conduct of trade, and
will also take a first hand information about the problems traders are facing,”
a senior officer in the state administration told VOS, preferring not to be named.
Meanwhile, the Home
Secretary will also held a separate meeting with the traders at Salamaabd and
Chakandabag to listen to their demands and will probably take a feedback from
them. Pertinently, the Home Secretary’s visit to the trade facilitation centers
come close to the heels of the Home Secretary level talks between India and Pakistan with cross LoC trade
toping the agenda.
While
confirming the meeting with the union Home secretary, Gen. Secretary of the
Slamaabd Trade association, Hilal Turki said that traders have decided to put a
lsit of demands before Singh, so that Govt. Of India can take the matter up with
Pakistan Govt. during the upcoming home secretary level talks.” We are going to
stress for the improvement in the batter trade till the banking system is put
in place.” Turki told VOS, adding that the traders would press GOI for granting
permission to travel across the LOC for meeting with their fellow traders on
the other side of the divided line.
Meanwhile,
sources in the state government told VOS
that before visiting to Salamabd and Chakandabagh TFC’s on Thursday, the Home Secretary
may call up Governor N.N Vohra and Chief Minster Omar Abdullah on Wednesday at Srinagar , besides
chairing a high level meeting to review the security and law and order
situation in the valley. “He may take a review meeting on present situation in
the valley and take stock of the security arrangements being made for
upcoming Amarnath Ytra and the current tourism season,” sources added.
Will not become a hurdle for separatists: Mufti
‘Corruption, bad governance leading JK to anarchy’
He further said that
inefficiency, atrocities, nepotism, favoritism and corruption flourished under
all NC dispensations but according to him the present coalition was taking the
state into an unprecedented administrative anarchy which had the potential of
deepening alienation.
“The inefficient functioning of the NC led
government had assumed dangerous dimensions with every public service and
resource being sold for a price” he told a convention of party workers at
Langate in Kupwara district. People would have to rise against this open loot
and stop the state from slipping into a completely ungovernable territory, he
added.
According to Mufti, in order to
prevent another outburst of public anger it was necessary that the coalition
put its act together but felt that it was beyond its capacity to mend things as
with waning public support every constituent of it was out only to make
personal fortunes.
Alleging the government of
using wanton force to quell peaceful protests against wrong policies and
corrupt practices, Mufti said the only response from the government to issues
of public importance was trying to silence voices of dissent through force.
“The fact that of late there have not been deaths on the streets as a result of
police firing is being touted as an achievement, while all methods including
brute force and framing of false cases are resorted to in order to enforce
silence”. he said.
He said instead of declaring
a war on the people it was better for the government to ensure justice, good
governance and a corruption free administration.
Clearing his stand on
separatist leadership PDP Patron Mufti Mohammad Syed said that PDP has no
differences with separatist parties and that his party will not become a hurdle
in their way ,however, he lost no time in clearing that his party will stick to
its stand vis-a-vis resolution of the Kashmir issue.
“We will not become a stumbling block for
those who are fighting for freedom”, said Mufti while addressing a public
gathering at Lolab in Kupwara district, and suggested to the separatist
leadership to come to the discussion table as according to him two decades of
militancy had solved no issues.

Malik breathed his last on Monday after a short spell of illness.

Malik on Tuesday to express their condolences.

Good roads enhance economic activities: Omar
Reviews development of Ganderbal, inspects works
Ganderbal, May 15 (VOS): Chief Minister, Omar Abdullah Tuesday said the good
roads were necessary for enhancement of economic activity in the state. He was
speaking during a meeting conducted for reviewing the progress of works under
roads and bridges sector in his constituency here.
Underlining the importance of
better road connectivity and linking of remote areas with main highways
important ingredient for socio-economic upliftment of people, the Chief
Minister asked the concerned departments to ensure timely completion of works
and judicious expenditure of funds. He said the development of areas is
directly related to the better road connectivity. “Good roads enhance economic
activities and make areas accessible to all round development”, he added.
The District Development
Commissioner, Ganderbal, Showkat Ahmad Mir, gave details of various schemes and
presented the resume of status of work on various projects. Chief Engineer
R&B, Chief Engineer PMGSY, Managing Director JKPCC and other officers were
also present in the meeting.
The Chief Minister later met
various deputations and interacted with National Conference party workers from
the area.
Improved working conditions must for speedy justice:

Calls for establishing judicial impact assessment in
states
New Delhi, May 15 (VOS): Maintaining
that better working conditions are essential for qualitative improvement in
dispensation of justice, the Minister for Rural Development, Law, Justice and
Parliamentary Affairs, Mr. Ali Mohammad Sagar has said that more central
assistance is needed by states for upgradation of judicial infrastructure and
the central government should be very liberal for funding for the development
of judicial sector in the state.
The Minister was speaking at
the 2nd meeting of Advisory Council of the National Mission for Justice
Delivery and Legal Reforms at New
Delhi today.
“Huge number of cases have filed up in the
courts at all levels and we have to explore the ways and means to bring them to
a manageable limit which is a pre-requisite for sustaining the faith of common
man in the judicial system”, the Minister said maintaining that the credibility
of the judicial system in the eyes of the people has to be preserved at any
cost and it should be our joint endeavor to see that the same does not get
eroded as this institution is still held in highest esteem by the common masses
in the country.
Sagar also called for
increasing number of judges considerably with the financial support to be
provided by the Union government for creation of posts/courts and development
of infrastructure and facilities’ for the same besides filling up the existing
vacancies in subordinate judiciary and tackling out old cases on priority.
While calling for
establishing judicial impact assessment system at state level requiring
specialized fora / courts, the Minister also called for improving the working
conditions of subordinate judiciary with the help of modern tools, technology
and preparing the consolidated actual and correct data of cases instituted,
disposed off and pending at various levels with specific focus on number of
contested cases.
He also said that thrust
should also be on training of judicial officers in the latest techniques and
information technology and forensic science apart from the focus on recent
trends in law.
Self rule a document of hope: Baig
“With just sixteen MLAs and three years in
office the Mufti Sayeed government had made an impact no government since 1947
had been able to do. That period stands out both on resolution and development
fronts” he Baig said while addressing a public gathering at Langate in north Kashmir ’s Kupwara district.
He claimed that the youth of
the state had started getting impressed with the PDP agenda and found a ray of
hope in its Self Rule document. “Self rule is a document of hope and it is
natural that the youth who have been the worst victims of conflict strike an
easy bond with our agenda” he said.
He further alleged that the
National Conference after having created a wedge between the state and rest of
the country had itself struck bonds of friendship with whosoever ruled Delhi but used brutal
methods to crush opposition to it at home. “Youth were the worst victims of
this duplicity and many generations of Kashmiris had suffered as a result, with
NC itself enjoying power and luxuries”, he said.
UN resolutions only solution to Kashmir: Bar
Lawyers to abstain from work on 21 May
The Bar Association held a
meeting of the executive members here and discussed the recent statement issued
by some leaders including Prof Ab Gani Bhat and resolved that the UN
resolutions were the only way for solution of the Kashmir
issue.

meeting that on May 21 the lawyers will be requested to abstain from work so as
to show their solidarity with the martyrs of Kashmir including Abdul Gani Lone

J&K Bank holds Customer Meet
Katra, May 15 (VOS): The Jammu & Kashmir Bank organised a customer meet in here on
Tuesday at Hotel Country Inn. The meeting was attended by customers
representing a cross section of society which include businessmen, hoteliers,
senior citizens and local traders.

Civil Society Forum Meets Chib
Srinagar , May 15 (VOS): A delegation
of civil society forum Kashmir led by prominent doctors, educationists and
people from other walks of life met the Minister for Medical Education R.S Chib
here and apprised the minister about various isssues concerning the G.B Panth Hospital. The forum highlighted the
need for establishment of more children hospitals as there has been no addition
to bed strength for last many decades.
The forum also raised the problems
like poor sanitation, poor drainage, and lack of ambulance services with the
minister.

He further said lot of efforts and steps have been taken to improve other

1,37,096 Yatris registered
100 Post Offices commence registration of pilgrims
Srinagar, May 15 (VOS): Till yesterday, 1,37,096 Yatris had registered
themselves for this year’s Yatra, of whom 70,158 have preferred the traditional
Pahalgam route, while 66,911 have opted for the Baltal route. This was informed
by Shri Navin K. Choudhary, Chief Executive Officer, Shri Amarnathji Shrine
Board here at Srinagar
today.
While the registration for
the Yatra through internet based on-line facility and through the designated
bank branches had commenced from 7th May 2012, the registration
through the designated 100 Post Offices began today. The Chief Executive
Officer revealed that Union Ministry of Communication and Information
Technology had agreed to intending Yatris registering the date and route of
their pilgrimage from registration counters in 100 selected Post Offices
located in seven states – Bihar, Haryana, Punjab, Maharashtra, Uttar Pradesh,
Gujarat and Rajasthan. The Post Offices which are providing registration
facilities are located in districts Akbar Pur, Faizabad, Rosebery, Sultanpur,
Bulandshar, Khurja, Mainpuri, Ghazipur, Pratapgarh, Amroha, Bijnor, Rampur,
Azamgarh, Barirumpur, Gonda, Banda, Fatehpur, Mirzapur, Lal Ganj, Sitapur,
Dhampur, Hardoi, Khori, Hapur, Gorahkpur in Uttar Pradesh; Betul, Chattapur,
Damoh, Mandla, Sagar, Sidhi, Vidisha, Ratlam, Shajapur, Dhar, Bhind, Mandsour,
Katni, Dewas, Neemuch, Morena, Ujjain in Madhya Pradesh; Dadar, Osmanabad,
Sholapur, Latur, Parbhani, Satara, Nanded, Yavatmal, Dhule, Ratnagiri,
Chandrapuram, Sangli, Akola, Buldhana, Amravati, Wardha in Maharashtra;
Aurangabad, Gaya, Buxar, Siwan, Katihar, Jehanabad, Banka, Gopal Ganj,

Last year, the registration
facility for the annual Yatra was available through designated 149 Bank
Branches and the J&K Bank’s internet based registration facility. This
year, the registration facility for the Yatra is available through any of the
274 Registration Counters – 121 J&K Bank Branches, 49 YES Bank Branches, 4
Bihar Central Co-operative Bank Branches, 100 Post Offices, and through the
On-line facility on J&K Bank’s website, jkbank.net.
The Board has been able to
substantially expand the registration facility to a number of hitherto
uncovered cities and towns. Consequently a large number of the intending Yatris
will not have to travel long distances to register for the pilgrimage, Shri
Choudhary said.
The designated 13 J&K
Bank Branches for registering Yatris are located at Dalgate, Batamaloo, and
Karan Nagar in Srinagar , Tourist Reception
Centre, Bakshinagar and Gandhinagar in Jammu ,
Ramban, Doda, Kathua, Rajouri, Udhampur and Poonch, the CEO said.
For obtaining their Yatra
Permit, the Yatris will need to submit the prescribed Compulsory Health
Certificate issued by a Registered Medical Practitioner, along with the
filled-in Application Form. The format of the Application Form and Compulsory
Health Certificate can be downloaded from Shri Amarnathji Shrine Board’s
website. The Yatris securing e-Yatra Permit via internet based registration
facility available at the J&K Bank’s website will have to submit his
Compulsory Health Certificate at Base Camps, Baltal or Pahalgam, and get his
e-Yatra Permit stamped by Shri Amarnathji Shrine Board officials before being
allowed to proceed beyond Chandanwari and Baltal, the CEO informed.
He said that the Yatri who
secures a ticket to travel by helicopter is not required to separately register
and obtain a Yatra Permit for undertaking the Yatra. However, Yatris who travel
by helicopters need to submit their Compulsory Health Certificate before being
allowed to board the helicopters. Chief Executive Officer advised that,
to avoid any inconvenience, all Yatris should secure their Yatra Permit in
advance and make their travel arrangements accordingly to embark on the
pilgrimage on the day and from the route for which they have been
registered.
PSU condemns KU firing incident

Siddiqui said that it is hard to expect peace in the valley when such shameful
incidents take place in the highest seat of learning to intimidate the student
community. He added that it is time for the student community to take heed and
join hands with PSU as PSU is devoted to safeguard not only the interests of
the students but also working towards nurturing and encouraging the future
leadership among the most educated and learned souls of the society.
Siddiqui added that student
politics is a must and has been suppressed in the valley for quite long as it
challenges and provides a better alternative to the traditional political setup
that is ridden with maladies of corruption, nepotism and high handedness. PSU
Executive Core also demanded a probe into the firing on campus and demanded the
strictest disciplinary action against the culprits.
Fai condoles G Q Malik’s demise
Srinagar, May 15 (VOS): Kashmir American Council (KAC) Executive Director, Dr Ghulam Nabi Fai, his family have
expressed deep sorrow over the demise of Ghulam Qadir Malik, father of JKLF
Chairman, Mohammad Yasin Malik.
In an emailed statement, Fai
said, “Kashmiri American community are extremely saddened to hear the news of
the demise of Ghulam Qadir Malik Sahib, father of Mohammad Yasin Malik Sahib. Inna
Lillahi wa inna ilaihi raji'un! Surely we belong to Allah (s.w.t.) and to Him
shall we return) Al-Qur’an.”
“We pray to Allah (s.w.t.) to
place the deceased soul in the Janatul Firdous and give Sabr to the bereaved
family. Ameen,” he added.
Stresses effective use of communication
technology for advancement of educational goals
SRINAGAR,
MAY 15 - Mr. N. N. Vohra, Governor, today stressed the crucial importance of
effective use of communication technology for the advancement of educational
goals by reaching out to the students in the remote and difficult areas.
The Governor, as Chief Guest, was inaugurating a 2-day National Seminar on
“Television and New Communication Technologies - The Changing Paradigm of
Education”, organized by the Educational Multimedia Research Centre (EMMRC),
University of Kashmir, here today.
The Governor observed that we have to take every necessary step for catching up
with the rapidly advancing frontiers of knowledge. This can be done through
effective utilization of communication technology so that the less advantaged
boys and girls in the remote areas receive the same quality of learning as is
available to the economically better placed segments of the student community
living in the urban centres. He suggested that the University can produce
programmes based on expert lectures on various topics and telecasting or
broadcasting these on a given day for the benefit of boys and girls studying in
the remote areas of the State.
Referring to the evolution of Television and the revolution in communication
technology in the country in the past years, the Governor said that this paved
the way for spread of education through the medium of INSAT and, thereafter,
through a number of education channels, some of which run round the clock
education programmes. He observed that we have traveled a long distance in
spreading education through the medium of communication technology through the
country wide classrooms (CWCR) programme and TV channels telecasting knowledge
based programmes.
The Governor, who is Chancellor of the University, complimented the Vice
Chancellor for taking the initiative of inviting well known academicians and
experts in various fields to visit the University to speak to the students and
share their experiences on varied subjects with the faculty and students. He
said that EMMRC can produce programmes on identified issues and subjects to
enlarge the awareness among the people of the State and those living in the
rest of the country. Such programmes could particularly benefit the people of
the State in getting to know the various programmes and policies aimed at their
development and welfare. He observed that EMMRC had been requested to produce a
programme for the pilgrims to the Shri Amarnathji Shrine Yatra, particularly to
educate them about the Do’s and Don’ts of the Yatra, particularly the high
altitude risks involved in trekking across 14000 feet high passes.
The
Governor congratulated the University for organizing this Seminar and wished
fruitful deliberations to the participants.
The Governor felicitated Prof. Manzoor-ul-Amin, founder Head of the EMMRC,
Kashmir University, by presenting to him a memento and a shawl. He complimented
the University for inviting Prof. Amin to address this Seminar and recalled his
valued contribution to the growth of broadcasting systems in the country.
Prof. Talat Ahmad, Vice Chancellor, University of Kashmir, said that the
University is taking many initiatives for the spread of knowledge. He stated
that the University is mulling to set up a large sized Seismograph by taking
advantage of available technology.
Speaking on the occasion, Dr. T. R. Kem, Director,
CEC, New Delhi, thanked the Governor for taking keen interest in the
promotion of education. In this context, he particularly expressed his
gratitude to the Governor for suggesting to Dr. Shahid Rasool, Director, EMMRC,
during his book release function in January this year, for organizing a seminar
involving experts in the arenas of education, development and communication
technology from within and outside the State with a view to discuss
possibilities of using television and new technologies for the holistic growth
of education, and for creating equal opportunities of
learning for students irrespective of their geographical
location. He called for enacting a legislation to set up virtual universities
in the country.
Prof. Manzoor-ul-Amin,
founder Head, EMMRC, Kashmir University, in his Keynote Address, spoke
extensively about the growth of distance education technology in the country in
the past decades, adding that all these technological advancements have
tremendously impacted the lives of people. He added that the effective use of
latest communication technology can help in rapidly securing the objectives of
learning and development.
In his welcome address,
Dr. Shahid Rasool, Director, EMMRC, University of Kashmir, said that the
Seminar will be spread over four working sessions. He said that 90 experts from
all over the country are participating in this
Seminar in which 65 papers will be presented by the noted experts.

JKSPDC gets best performing Hydro
Generation Company Award
SRINAGAR, MAY 15-
Jammu and Kashmir State Power Development Corporation (JKSPDC) has been given
the “Powerline Award 2012” as the “Best Performing Generation Company of the
Country-hydro” category. The award has been conferred based on the judgment of
an eminent jury headed by former Union Power Secretary Mr. R.V.Shahi, supported
by research conducted by Powerline magazine in recognition of outstanding
performance of JKSPDC in the Indian Power Sector.
The award was received by Mr. Basharat
Ahmad Dhar, Managing Director JKSPDC on May 15, 2012 from Mr. Sushil Kumar
Shinde, Union Power Minister at an impressive function held at New Delhi.
It may be pertinent to mention here that by awarding 850 MW Ratle HEP, JKSPDC
has shown the way in tariff based bidding as the same was adopted first time in
the country in hydro power. The bidding process was conducted in such a
competitive, efficient and professional manner that the bidders participating
in the process lauded it as the best that they had participated in. The
implementation of the project has started and project is targeted for
commissioning in 2017.
Under the guidance of Chief Minister Mr. Omar Abdullah, who is also Chairman of
the Corporation plans massive capacity addition of about 6000 MWS in the next
10 years which have started fructifying. Contract for 450 MW BHEP-II has been
finalized and work is in progress. Bidding process for 37.5 MW Parnai, 48 MW
Lower Kalanai, 93 MW New Ganderbal, 9 MW Hanu and 9 MW Dah is of advanced stage
and work is expected to commence soon on these projects. Regarding Sialkot HEP,
the water availability and power potential has been approved by Central
Electricity Authority for 1856 MW (1406 MW in Phase-11) against earlier
envisaged capacity of 1200 MW. The DPR of this project alongwith that of 240 MW
Kirthai-I and 990 Kirthai-II would also commence soon. The Corporation is
actively involved in implementation of 600 MW Kiru, 520 MW Kawar and 1000 MW
Pakaldul in Joint Venture with NHPC and PTC. The Interests of the State are
being watched and safeguarded by JKSPDC.

seminar was today held at the auditorium of collage of Education Srinagar. on
“domestic violence against women, reasons and remedies. The seminar was
organized by Shama Foundation in collaboration with College of Education and
Women Study Centre Srinagar.
The Chief Guest Former Judge, Justice
Bashir Ahmad Karmani while delivering his address, stressed for fighting this
menace collectively and said that the issue should not be treated women’s
problem but, it should be taken as issue which is a concern of the society as a
whole and said there are certain wages and means by which we can fight against
this evil faced by our society. He said though the Shama Foundation has taken a
initiative to aware the common people of this great human issue by
conducting seminars, debates and launching a campaign against those, who biased
against the women folk, and hoped that in the future the Foundation will
succeed in roping a big chunk of the people of the society to aware the
demerits and damages to the society caused by treating women as a neglected
part of the society. He said that we can fight against this human evil and
injustice towards women from homes, mosques, schools and colleges and
Universities by inculcating the moral values in the minds of
the budding youth and educating them about the respect towards the
parents, tolerance, and women folk. He said that if women of any family will be
disturbed, the whole family has to suffer.
He said that the religion of Islam has
given full rights to the women and she has the full freedom not only adopt his
carrier but to live with dignity and honour. He further said that unless we
will not fully empower women and build confidence in their minds, aware them
about their due rights, besides train them about their self defence and make

Earlier, the Director Women Studies
Centre, Government College of Education, Srinagar, Dr Parveen Pandit put
a brief light on the subject and said that it is very unfortunate that in 21st century, the women since are not safe
and are continuously suffering at the hands of the other sex by way of violence
and humiliation and added that in fact, that the women suffer from humiliation,
harassment, exploitation and violence because of the so called inferior sex.
She further said that violence against women manifest itself as “rape’ molestations
tripping, violence including wife battering, dowry harassment dowry death,
cruelty to women driving them to commit suicide verb abuse and other forms of
murder like female feticide, female infanticide and sati.
She further said that though a number
of ladies presently are occupying top positions in the country as well as in
the State, but still women are being treated as inferior one. She said that now
the time has come not only the women should come forward for protecting
their due rights ,dignity but the other sex should change their mid set
for a healthy society.
On the occasion, the patron of Shama
Foundation and Journalist, Mr. Shafi Shaida , Principal, Government
Nawakadal College, Mtr Tanveer and Professor Rafi Abadi also spoke on the
topic and stressed for conducting such programmes regularly for

SRINAGAR, MAY 15: A two-day painting and collage workshop was held at Aga Syed
Ali Safvi Memorial Institute Mirgund Budgam.
The students
of the school were exposed to the painting techniques and art of collage making
by artists from Poland and London.
During the two-day workshop, students created a number of art pieces. The
visiting team of artists was impressed with the students’ artwork and with
their level of engagement and the interest they showed.
The
school administration has thanked the visiting artists for exposing the
students of A.S.A. Safvi Memorial Institute to the world of art.
“We look forward to conducting similar such workshops for the school students
in the future as part of the aesthetic series and make it a tradition,” said
Principal of the school, Syeda Ruksana Shabir.
Power shut down
SRINAGAR, MAY 15: According to Power
Controller, Power Development Department, Bemina, Srinagar in order to carry
out necessary repairs on Wanpoh-Sarnal-Akura 33 KV line, the power supply to
the areas including Harnag, Naibasti, Sarnal and Akura fed from the line will
remain off from May 15 and May 16, 2012 at 8 a.m to 7 p.m while on
Wanpoh-Ashajipora-Malaknag 33 KV line, the power supply to the areas including
Ashajipora, Malaknag, Dialgam and Rahpora fed from this line will remain closed
on May 16 and 17, 2012 at 8 a.m. to 7 p.m.
Meanwhile, to carry out necessary repairs on Mattan-Kulgarh-Achabal 33 KV line,
the power supply to the areas including Achabal, Nowgam fed from this line will
remain off on May 21, 2012 at 8 a.m. to 7 p.m. and power supply to the areas
including Hutmurrah, Salia, Saller, Aishmuqam and Pahalgam fed from
Mattan-Kulgarh-Achabal 33 KV line will remain affected on May 21, 22 and 23, 2012
at 8 a.m to 7 p.m

Office in order to hear public grievances and other related matters, the
Advisor to Chief Minister will be available for the general public on every
Monday from 2 PM to 4 PM, every Wednesday from 10 am to 12 Noon and on every
Friday from 2.30 PM to 4 PM while as, the Political Advisor to Chief Minister
will be available on every Tuesday from 10 AM to 12 PM and on every Thursday
from 10 AM to 12 PM at the Private Office of the Chief Minister, Sonawar
Srinagar.
Likewise,

Sham reviews health scenario in Valley
Health
projects over Rs. 473 cr under execution
SRINAGAR,
MAY 15- Minister for Health, Horticulture & Floriculture Mr. Sham Lal
Sharma has called upon the health fraternity to work with extra zeal and
dedication to provide best medical facilities to the people across the State.
He said medical is a noble profession and all those associated with it must
make their best efforts to uphold its dignity.
The
Minister was reviewing the progress of health scenario in the Kashmir division
at a meeting held here today.
Stressing
the need for close coordination between various wings of the department, the
Minister said that desired results are not possible without cooperation. He
asked the senior functionaries to enhance the frequency of their field visits
to upgrade the efficiency of ground level health institutions. He said ground
level functionaries need to be sensitized about various new strategies to improve
the healthcare and implementation of flagship programmes of Central Government.
He also asked for organizing frequent health awareness camps in the rural areas
to sensitize the general masses about various diseases and their prevention.
While
issuing a stern warning to the poor performers, the Minister said that
Government will not spare all those who do not deliver as per the para-meters
and expectations of the general public. He said several steps have been
initiated by the Government during the past over three years to improve the
working conditions of the doctors and para-medics in the health intuitions and
it is desired that they must perform and achieve the desired targets. He also
issued categorical warning to those who violate the guidelines of various
schemes, adding that strict action against the defaulters will be taken.
In his
power point presentation, the Director Health Services, Kashmir, Dr.
Saleem-ur-Rehman, informed the meeting that during the past three years
substantial increase in the patient influx in government hospitals/institutions
has been witnessed. He said the new mechanism devised in the monitoring system
has made every individual accountable necessitated the increase of patients. He
said a record number of 8994488 patients were treated in OPD in the Valley
during the year 2011-12 as compared to 6891616 patients during the 2010-11.
Similarly, 499571 patients were treated in the IPD during the year 2011-12 as
against 374355 in 2010-11. The similar increase has been witnessed in the
surgeries, institutional deliveries, diagnostic tests, USGs, X-rays in all health
institutions, said Dr. Saleem.

the Minister inaugurated the new office premises of J&K National Rural
Health Mission (NRHM) for housing its Divisional office at Chanapora, near
here. He also convened a meeting of officers in the new office and reviewed the
pace of progress of various on-going health projects across the State. He
directed the Managing Director, J&K Housing Board to expedite the projects
and ensure their timely completion. He also directed the concerned to ensure
timely release of funds for the projects.
He also
released a special number of newsletter brought out by the Mission Directorate
of J&K NRHM. The newsletter highlights the achievements registered under
NRHM in Jammu and Kashmir.
Managing
Director, J&K Housing Board, Mr. Daleep Thussu informed the Minister that
presently the work on 73 different health projects at an estimated cost of Rs.
473.17 crores are in progress in the State. He said most of the projects are at
the finalization stage. He assured to achieve the targets well before the time
schedule.
Reviving Hockey in Rural Areas.

At present there is no proposal under consideration of the
Government for undertaking sports ventures with private firms for
reviving the game of hockey in rural areas. This was stated by Shri
Ajay Maken, Minister of State (I/C) for Youth Affairs & Sports, in the
Lok Sabha today, in a written reply to a question by Smt. Shruti
Choudhary. However, the Sports Authority of India (SAI) is
implementing the following Schemes for identification and nurturing of
identified talented sportspersons:
(i) National Sports Talent Contest (NSTC) Scheme,
(ii) Army Boys Army Boys’ Sports companies (ABSC) Scheme,
(iii) SAI Training Centers (STC) Scheme,
(iv) Special Area Games (SAG) Scheme,
(v) Centres of Excellence (CoE) Scheme.
The Minister further stated that the Government, through its various
Schemes provides financial assistance to the sports persons either
directly or through the respective National Sports Federation (NSFs)
towards their training, coaching, participation in national and
international tournaments, sports equipments, incentives in the form

Reforms in PDS
New Delhi, May 15, 2012.
Targeted Public Distribution System (TPDS) is operated under the joint
responsibility of Central Government and State/Union Territory (UT)
Governments. The Central Government is responsible for procurement,
allocation and transportation of foodgrains upto the designated depots
of Food Corporation of India. The operational responsibilities for
lifting and distributing the allocated foodgrains within the
States/UTs, identification of eligible Below Poverty Line (BPL)
families, issuance of ration cards to them and supervision over
distribution of allocated foodgrains to eligible card holders through
the Fair Price Shops (FPSs) are of the State/UT Governments.
Suggestions are received from time to time to improve the functioning
of TPDS. Strengthening and streamlining of TPDS is a continuous
process. To improve functioning of TPDS, Government has been regularly
requesting State/UT Governments for continuous review of lists of BPL
and Antyodaya Anna Yojana (AAY) families, ensuring timely availability
of foodgrains at Fair Price Shops (FPSs), ensuring greater
transparency in functioning of TPDS, improved monitoring and vigilance
at various levels and introduction of new technologies such as
Computerisation of TPDS operations at various levels.
Government issues instructions and advisories to States/UTs for
reforms in TPDS. This Department has also been regularly interacting
with the States for successful and effective reforms of the TPDS. In
the conference of State Food Secretaries & other officials on Best
Practices and Reforms in TPDS held in July, 2010, measures being taken
by States/UTs for streamlining the TPDS were shared amongst the
participants. These, inter-alia, related to proper identification of
beneficiaries, timely distribution of foodgrains, door step delivery
of foodgrains, enhancing viability of Fair Price Shops (FPSs),
enhancing storage capacities, use of technology based initiatives in
TPDS, increasing public awareness, monitoring distribution of PDS
commodities through social audit, etc. Regional Conferences were also
held in February, 2011 with State/UT Food Ministers and Food
Secretaries to review the implementation of TPDS. Further, a two day
Conference on Targeted Public Distribution System and Storage with
Food & Agriculture Ministers and Secretaries of States/UTs was held on
8th and 9th February, 2012 at New Delhi. The issues discussed in the
Conference included stepping up of procurement activities, expeditious
action to be taken for computerization of PDS and creation of storage
capacity as well as time bound completion of existing projects.
National Food Security Bill has been introduced in Lok Sabha on
22.12.2011. Under the Bill, upto 75% of the rural population (with at
least 46% belonging to priority households) and upto 50% of urban
population (with at least 28% belonging to priority households) are
proposed to be covered under TPDS. Priority households will be
entitled to receive 7 kg of foodgrains per person per month at prices
not exceeding Rs.3/2/1 per kg for rice/wheat/coarsegrains. General
households will be entitled to receive not less than 3 kg of
foodgrains per person per month at prices not exceeding 50% of Minimum
Support Price (MSP) for wheat and coarsegrains and not exceeding 50%
of derived MSP for rice. In order to enable Central and State
Governments to perform the roles envisaged under the proposed
legislation, provision for reforms in TPDS has also been made in the
Bill.

The Union Minister for Rural Development Shri Jairam Ramesh said that
Performance Audit of MGNREGA for all the States will be placed before
Parliament in November this year. Replying to a question in the Rajya
Sabha, he said that his Ministry will receive the draft report by
October end, as the audit is presently on in all the states. The
Performance Audit of MGNREGA will cover the period from 2007 to 2011
and it must be underlined that Rural Development Ministry spends about
40,000 crore rupees each year on the job guarantee scheme. The
Minister also informed that from this year, it will be compulsory for
every Gram Panchayat to be certified by a Chartered Accountant, drawn
up from a district level panel prepared by Comptroller and Auditor
General, CAG. Referring to the corruption in the implementation of the
rural job scheme in some of the States, Shri Ramesh said, the Centre
can do very little to curb this menace and it is upto the State
Governments and particularly the Gram Panchayats to take the lead in
fighting corruption. He said, from time to time state governments are
apprised of the reports of the Central Teams regarding irregularities,

The man convicted of espionage for the Israeli spy agency, Mossad, and assassinating a top Iranian nuclear physicist has been executed in Tehran's Evin Prison.
Majid Jamali Fashi, who assassinated Massoud Ali-Mohammadi in January 2011, was brought to justice under the Iranian judicial system on Tuesday.
Jamali Fashi was also found guilty of receiving training from Mossad inside Israel as well as $120,000 to assassinate the Iranian scientist.
The Mossad assassin had also confessed to having received forged documents in Azerbaijan’s Heydar Aliyev Airport to travel to Tel Aviv.
He also pleaded guilty to charges of damaging residential structures in Iran following the terrorist act as well as keeping drugs at home.
He was sentenced to death after being convicted in a trial last August.
Professor Ali-Mohammadi, a lecturer at Tehran University, was killed when an explosive-laden motorbike was blown up with a remote-controlled device near the professor's home in the Qeytariyeh neighborhood of northern Tehran on January 12, 2010.
At least 70 people have been injured in the West Bank as Israeli troops clash with Palestinians protesting Israeli occupation on the Nakba Day, Press TV reports.
The protesters were wounded in Qalandiya on Tuesday as they marked the anniversary of the Nakba Day.
Clashes were also reported in other areas in the occupied Palestinian territories. One Palestinian photographer was among the injured, Press TV correspondent reported.
Israeli riot and undercover policemen also arrested at least six people.
Thousands also rallied in the West Bank city of Ramallah as well as in Gaza, Nablus and alkhalil (Hebron) to mark the anniversary. Palestinians set dozens of Israeli flags on fire in East al-Quds (Jerusalem).
Palestinians across the occupied territories annually mark the Nakba Day in protest against the Israeli occupation of their homeland on May 15, 1948.
Thousands of Israeli forces have been deployed across the territories to prevent Nakba demonstrations.
