Member and renowned academician, Prof. Radha Kumar had said that all the three
members of the team were holding a meeting with Home Minster P. Chidambarm to
stress for the early release of the report. " It is unfortunate that the
report which was aimed to bring respite to kashmiris, has been unnecessarily
shelved." Radha had asserted, adding that by doing so, not only the
interlocutors but also the Government of India was loosing credibility among
the people of Jammu and Kashmir .

However just a day after Radha's criticism, Home Minster P. Chidambarm informed the Lok Sabha, that the K- report was to be released soon. " "In the next few days, the report ofJammu
and Kashmir interlocutors will be uploaded on the
(Home Ministry) website and it will also be placed in the Parliament library
for everyone to see," PC had informed Lok Sabha on Wednesday.
Pertinently the three member team of interlocutors onJammu and Kashmir
comprising Dilip Padgaonkar, Radha Kumar and M M Ansari had submitted
report to home Minster on October 12 last year. According to VOS, the report is
learnt to have recommended the revocation of controversial AFSPA, besides
touching upon other key issues . (VOS).

the importance of addressing internal and external dimensions of Jammu and Kashmir State ’s
political issues, Chief Minister, Omar Abdullah Monday expressed the hope that
the dialogue process restarted between India
and Pakistan
in the last month would continue further.
“My government would facilitate at all levels in this direction”, he said emphasizing the need for positive movement by the Centre Government in this direction so that both the internal and external dimensions of the issue are focused.
Addressing a press conference on the opening of offices atSrinagar after annual darbar move, the Chief
Minister said that the development process unleashed by the State Government in
the State during the last three years would continue with added thrust.
“Our endeavour is to mitigate difficulties of people and ensure equitable development of all areas and sections of the society. We would continue to devote wholeheartedly to achieve this goal”, he said adding that harmony and amity in the society would be further strengthened.
On empowerment of panchayats, Omar Abdullah said that the holding of panchayat elections was no doubt the success of the government to reintroduce panchayat system in the State after the lapse of over 30 years. “I disagree with those who create doubts regarding transfer of powers to these grass root democratic units. During my interaction with panches and sarpanches all across the State, I had said that the transfer of powers to these units would not be painless. A new generation of politicians has emerged during this period and working in the new set up has to be harmonized”, he said adding that various powers have already been transferred to panchayats and more are being transferred soon. He said constitution of block and district panchayat bodies are also in the pipeline and during next six months there will be significant forward movement in transfer of powers to the panchayats.
VOS reporter added that on AFSPA, Omar Abdullah said that significant progress has taken place on the issue of revocation of AFSPA from certain areas of the State. However, he said, the final mile is yet to be crossed. “There were two ways for us to move forward on the subject – one to remain silent and the other to put the issue in public debate. We worked on the first but when it did not yield the result, we shifted to the public discussions and debate on the issue. The discussion is going on inNew Delhi at
both political and operational levels. We will continue to work for it”, he
said expressing the hope that there will be positive forward movement in this
regard in near future.
On Amarnath yatra, Omar Abdullah said that the Shrine Board has to issue the date for yatra and register the yatris. He said that government will provide all facilities for the successful conduct of yatra. “We have requested the Shrine Board for medical checkup of yatris so that their health condition remains sound during the yatra time”, he said and added that the number of yatris visiting Amarnath Ji yatra can be ascertained when the registration is completed.
On Local Body elections, the Chief Minister said that local bodies’ elections would be conducted during the year 2012 by all means. He said that he wanted to get these elections conducted as early as possible but due to early start of tourist season this year, the decision on this issue was delayed. “In the next first or second Cabinet meeting the final decision in this regard would be taken”, he said adding that holding of these elections is all the more important to move forward on urban reforms and obtain financial assistance under JNNURM and other Centrally aided schemes for the development of cities and towns. Sources however told VOS that the polls are likely to be conducted in the month of October.
On return of Kashmiri Pandits, Omar Abdullah said that along with creating sense of security among Kashmiri Pandits for their return to the Valley, which has shown significant positivity, the government has put in place economic security programme for the rehabilitation of Kashmiri migrants. “Under the employment package they are being provided job opportunities in the Valley and we have been successful to a greater extent in implementing the employment package”, he said adding that the State Government has taken up issue of enhancing assistance for construction of houses for Kashmiri migrant families from Rs. 7 lakhs to Rs. 20 lakh with the Centre Government so that they can construct their houses easily.

DGP inspects police establishments, interacts with officers
Khoda was received at the PHQ lawns by senior
police officers and was presented guard of honour by a contingent of armed
police. Accompanied by senior police officers, the DGP visited various sections
of PHQ and enquired from the officials about the working of their branches.
Later,
DGP visited other moving police offices including Armed, CID, Security,
Railways, Crime Headquarters and Police Housing Corporation. While interacting
with the staff, Khoda stressed upon them to render their duties with zeal,
enthusiasm and discipline. During the inspection of various establishments, he
discussed different matters with heads of those units and gave on the spot
instructions for better working environment. He asked the officers to
accelerate the land acquisition process so that building infrastructure is
raised to accommodate the offices housed in rental buildings. He said that
sufficient and separate accommodation would be provided to each wing of the
Organization to make their functioning more effective.
At
Armed Headquarters, Khoda was received by ADGP Armed/ Law & Order, K.
Rajendra Kumar. After presenting a guard of honour by the contingents, he was
briefed about the working and deployment of armed battalions. Rajendra also
discussed various issues with regard to steps taken for maintaining law and
order during the summer months.
Mr.
Khoda also interacted with senior police officers at PHQ and enquired about the
progress achieved on different fronts of policing in the State. He instructed
the officers to maintain close rapport at all levels to keep the law and order maintained. Urging the
officers to work with greater zeal for achieving desired results in different
areas of policing, Mr. Khoda stressed that major thrust should be given to
public service and all matters related to the common people should be settled
on priority. While making security arrangements, it should be ensured that
people does not face any inconvenience during their day-to-day activities, said
the DGP.
Emphasising upon better traffic
management in the cities of Srinagar , Jammu and major towns of
the State, Mr. Khoda asked the officers to ensure smooth flow of traffic and
also parking of vehicles at the identified places so that the people do not

Opposing, JCC call of strike on May 8th and 9th Ajaz ahamed khan, senior leader of the rebel group without naming anyone said, “The so called leaders have done nothing except exploiting innocent employees. I must say that trade union mafia has been established in the state that ditched 4.5 lakh employees when a false pact was signed with the government on September 15 last year.”
“I appeal the employees not to fall prey in their dubious policies and overtly oppose the May 8th and 9th strike call. We don’t want people to face more troubles owing to the ineffective strikes called by the so-called leaders as theses strikes and gheraos will yield nothing.” he said.
While calling the hunger strike as the genuine mode of protest, Khan said that government was exhibiting cold response in addressing issues of state govt. employees, including payment of pending 6th Pay Commission arrears and regularization of daily-wagers and consolidates in the state.
" The aim of hunger strike was to gain attention of the govt. towards the demands, the front was fighting for. " Claimed Khan. He added, “We have time and again asked the government to resolve our all pending issues including release of 6th pay arrears but not a single issue of ours has seen the light of the day. Srinagar , May 07(VOS): On the opening of Civil Secretariat here
today on Annual Darbar Move, Chief Minister, Omar Abdullah was accorded rousing
welcome by the Council of Ministers, Administrative Secretaries, officers, and
other government functionaries. He was also given Guard of Honour by the Jammu and Kashmir Police
contingent.
The Chief Minister inaugurated six upgraded clerical halls for Industry, Revenue, Higher Education, Estates, Treasury and CM’s Secretariat. He also inaugurated three digitalized meeting halls in the Civil Secretariat.
Director Estates, Khurshid Ahmad apprised the Chief Minister about the silent features of the newly digitalized meeting halls and upgraded clerical halls. He said that the first floor of new building in the Secretariat premises has been completed and made functional.
The new Additional Block of Civil Secretariat is being constructed by the JKPCC. It involves an expenditure of Rs. 28.75 crores. It will comprise of six stories and it likely to be completed by August 2013 as stated by Managing Director, JKPCC, Madan Gupta. He said that under the instruction of the Chief Minister, JKPCC completed the first floor of the Additional Block in just six months.
The Additional Block will have six chambers for Ministers, six offices for Administrative Secretaries, Committee Halls, IT section, Library, Stock Rooms and other accommodation for offices.

Omar lays foundation of Vethapora Bridge
Srinagar, May 07(VOS): Chief Minister, Omar Abdullah today laid
foundation of a bridge at River Jehlum at Vethapora-Soiteng near here. The
construction of 120 meter long double-lane PSC girder type Bridge involves an
expenditure of over Rs. 13.39
crores. The
bridge will provide direct connectivity to National Highway benefiting about 1.5
lakh population residing in the areas of Vethapora, Soiteng, Lesjan, Padshahibagh
and Nowgam. The bridge will also provide an alternative for the motorists
entering the city from South Kashmir reducing
traffic congestion to some extent. The bridge is expected to be completed in 36
months.
The Chief Minister said that the government has focused attention on
construction of bridges and road network all across the State to upgrade the
road communication facilities and link up rural and remote areas with main
highways. He said bridges play significant importance in making the road
communication smooth, less time consuming and more dependable. “We have started
construction of scores of bridges in the State in various areas”, he said
adding that scores of bridges have already been opened for traffic during the
last three years.
Omar Abdullah asked the JKPCC the executing agency of Vethapora bridge to
ensure its completion within the targeted time frame. “You should try to reduce
the time frame from three years to 2.5 years”, he directed the JKPCC. He said
the construction of this bridge will prove highly beneficial for the people of
the area and help to decongest traffic.

Omar directs special financial, administrative auditing of Waqaf
Board
Enhances emoluments of Imams
Srinagar, May 07(VOS):Chief
Minister Omar Abdullah who is also Chairman J&K Muslim Waqaf Board today
directed for conducting special administrative and financial audit of the Waqaf
Board. He said on the basis of the report of the Vice Chairman of the Board
terms and references for the special audit should be fixed and the audit
completed within the period of six months.
Chairing
the 15th meeting of Board of Directors of J&K Board for
Muslim Waqafs and Specified Waqaf Properties here, the Chief Minister said that
the findings of the special audit team to be comprised of two members from the
government and one from the Waqaf Board should be placed before the Board for
further action.
The
Chief Minister also gave nod to the enhancement of emoluments of Imams from
present Rs. 3000-6000 slabs to Rs. 5000-10000 slabs. He also approved personal
promotions to the employees of the Waqaf Board.
Omar
Abdullah asked the Board to enhance its reach to needy, destitute, orphan,
widows and poor to ameliorate their lot and help rehabilitation. He said the
scholarships for meritorious poor and deserving students should also be
categorized.
The
Chief Minister also directed for bringing all proposals involving financial
implications through the Finance Committee for final decision in the Board.
The
Chief Minister directed for ascertaining the feasibility of establishment of
Bibi Haleema College of Nursing and Medical Technology at the proposed sites of
Kathi Darwaza, Srinagar
and Darya-ud-Din Sahib Ganderbal by a team of experts. He asked the Board to
seek the expert advice from IIIM and SUKAST for establishing a farm for
cultivation of medicinal plants at Baba Reshi.
Directed
for open expression of interest for illumination project for the Asar-e-Sharief
Hazratbal Shrine, the Chief Minister said that all development works of shrines
and Waqaf properties should be put to open tendering process. He also stressed
for maintaining and conserving Waqaf assets and keeping up-to-date record
registries of the assets and other matters.

The
meeting reviewed the action taken report of the decisions taken in the 14th meeting.
Matters relating to the establishment of Bibi Haleema Nursing College,
establishment of a farm at Baba Reshi for cultivation of medicinal plants,
setting up of i-schooling facilities in some Waqaf Schools, demands of
employees, merit-cum-poverty scholarships for students, creation of posts,
academic programmes and establishment of medical laboratory and radio
diagnostic centre, were also discussed in the meeting.
The
Vice Chairman Waqaf Board explained the agenda items in detail and sought
Board’s nod regarding various proposals.
42 judicial projects coming up in the State: Sagar
Srinagar, May 07(VOS):In
order to upgrade judicial infrastructure 42 projects are coming up with an
estimated cost of Rs. 89 crore to augment the already existing one in the
State. The information was given in a high level meeting
chaired by Minister for Rural Development, Law, Justice, Panchayats and
Parliamentary Affairs, Mr. Ali Mohammad Sagar. Commissioner Secretary Law, Mr.
G. H. Tantray, Advocate General, Mr. M. I. Qadri, Managing Director, JKPCC,
Chief Engineer, R&B, Kashmir , Special
Secretary, Law and other senior officers were present.
While
asking the officers to speed up the pace of work on the ongoing projects, the
Minister said that we have to ensure that the same is completed within the
stipulated time and it would go a long way in strengthening the judicial
infrastructure across the state besides ensuring that people get the required
legal help within the shortest possible time.
Sagar also asked
the executing agencies, JKPCC and R&B to work in close coordination with
the Law Department so that these projects are executed well within the
requirements and specifications as provided in the plan.
The meeting was told that the District
Court Complex, Srinagar being constructed at Mominabad, Srinagar would be
completed in November this year, similarly, the Judicial Academy in August and
Sub-Judge Court at Baramulla, Munsiff Court Building, Pampore and
Administrative Block of the Advocate General’s Office in November and September
2012 respectively.
It was also given out in the meeting
that 42 new projects to upgrade the judicial infrastructure have been
undertaken by the government which among the other works include construction
of District Court Complexes at Pulwma, Kulgam, Ganderbal, Handwara, Samba,
Kishtwar, Ramban, Doda, Bhaderwah, Udhampur, Poonch and Rajouri. Construction
of District Court Complex at Mominabad, Srinagar and Munsiff Courts at Magam,
Damhal-Hanjipora, Kulgam, Qazigund, Boniyar, Shangus, Charar-i-Sharief, Sanko,
Bishnah, Reasi, Thatri-Bhaderwah, Kathua, Mahanpur, Thannamandi, besides
construction of Lawyer Chambers at Srinagar.
Govt enhanced prize money for artisans from Rs. 15,000 to Rs.
50,000
In this connection, applications are invited from the registered state subject
craftsmen.
The application forms for the same can be had free of cost from the Office of

Director Handicrafts Jammu 3rdfloor JLN Udyog Bhawan Rail Head

SOCIAL WELFARE INITIATIVES OF ARMY WIVES IN BANDIPORA
Srinagar, May 07(VOS):Bindu Sarath
Chand wife of Major General Sarath Chand, VSM, GOC Kilo Force alongwith other
Army wives in Bandipora visited the sewing centre of J&K yateem
trust and presented an interlock machine to the 20 orphan girls learning
sewing. She also visited the Army Goodwill Schools at Kharpura and
Aragam. Mrs Bindu Sarath Chand highlighted the importance of
imparting good education to children so as to make them good citizens of the country. She
also met the six teachers who had recently been to Noida as part of teacher’s
exchange programme (AUTHROUT) with step by step school Noida. The teachers told
Mrs Sarath Chand about the great learning experience that they had during the
programme. Mrs Bindu Sarath Chand also visited Sadhbhavana
vocational training centers at Kharpura and Kaloosa and met the girls under
training and encouraged them to have their skills as a step towards women
empowerment.
Div Com inspects L.D. Hospital
Multi-story parking soon
Dr. Samoon gave directions for rehabilitation of the shopkeepers that
are getting displaced due to the road new construction. He asked JKPCC and
R&B to construct a shopping complex in the land acquired and the affected
shopkeepers would be asked to deposit Rs. 2 lakhs per shop and the funds would
be utilised for the construction purposes to rehabilitate the shopkeepers. Out
of the total 36 kanals of land 2 kanals would be earmarked for construction of
2 MLD, Sewage Treatment Plant (STP) of latest technology, so that the sewage
disposal of the area can be treated. Div Com also gave instructions for
construction of residential quarters in the vicinity of the hospital. Div Com
also instructed that adequate parking facility be provided for doctors,
paramedics as well as attendants. He suggested that modernised multi-story
parking facility should be provided. Div Com gave instructions to the concerned
engineers to speed up the pace of the construction, keeping in view that the
load of the patients on the hospital is increasing every day and the present
occupancy is 135%. It was informed that Hon’ble Minister for Medical Education
Mr RS Chib would review the progress on 10th May.
Later, Div Com reviewed the functioning of the Lal Ded Hospital along with Medical
Superintendent. It was informed that with the construction of the new block the
existing capacity of 500 beds will increase by additional 200 beds. On an
average 550 cases are attended to in the OPD on a daily basis, an average of 50
major surgeries are performed in 24 hours, 16 minor surgeries, 30 normal
deliveries, 15 radiology cases are attended to, 90 USG, 14 ECGs, 510
biochemistry, 325 lab tests including haematology and 10 microbiology cases are
dealt with on an average every day.

has started registration for Shri Amarnathji Yatra 2012. J&K Bank President
& Zonal Head Jammu (Central) O P Sharma formally inaugurated the
registration process from Bank’s counter at Residency Road, Jammu .
Speaking on the occasion, Sharma said,
“The Bank is committed towards various social causes and peoples’
convenience."He added that the registration will be strictly on ‘First
Come, First Serve’ basis on any day of yatra. The Yatris will be registered for
the Yatra through 121 centres of the Bank spread across the country.”
For yatris desirous of seeking online
registration, e-registration facilities are also available on bank’s website
at http://yatra.jkbank.net.A total of 3305
permits per day per route will be issued totaling about 2, 54, 485 bookings for
the Yatra. In Jammu division, the registration facilities shall also be
available at the Bank's Business Units in Bakshi Nagar, Gandhi Nagar, Kathua
Main, Udhampur, Ramban, Rajouri Main, Poonch and Doda Main.An average of 280
yatris will be registered through these branches per day with 140 each for
Baltal & Pahalgam routes.The timing of registration will be after normal
banking hours between 3 p.m. to 6 p.m. on all working days. However, on
Saturdays it will from 1 p.m. to 4 p.m.
Some vested
interest are creating problems in resolving K-issue: Shariq
Srinagar, May 07(VOS): Welcoming the Indo-Pak dialogue in
resolving all outstanding issue, Member parliament Sharief-ul-Din Shariq said
that some vested interest are creating problems in the way of resolving Kashmir
issue.
According to the National Conference Media Cell, Shariq said
that Hurriyat leaders must also shun their rigid attitude and must come forward
in finding a solution to the Kashmir issue. He
said that dialogue is the only way in resolving conflicts peacefully and both
the countries must also realize the fact that wars have only brought death and
destruction. Shariq said that, “When all the parties, particular the Hurriyat
leaders will come forward with their respective roadmaps it will also help to
resolve the Kashmir issue. The political
parties must admit the fact that two decades long armed conflict has brought
only miseries to people and it is high time to give dialogue a chance to solve
our outstanding issues peacefully,” he said.
He said that National Conference has already passed an autonomy
resolution in the state legislative assembly and other parties must support the
report. He said that the document represents the aspirations of all the three
regions of the state.
The member parliament said that National Conference has always
welcomed the dialogue initiatives started by New Delhi
and Islamabad .
He said that party has always been a facilitator for any dialogue between the
two countries to resolve all outstanding issues particularly the Kashmir issue. Shariq said that people of Jammu and Kashmir have full faith in National Conference
leadership and its efforts in resolving the Kashmir issue adding that the party
would continue to work zealously till the Kashmir
issue is solved as per wishes and aspirations of the people of the state.
Opening of historical roads was the
dream of Sheikh Abdullah: NC
Sheikh Nazir said that it was the dream of Sheikh Mohammad
Abdullah to re-open all the historic roads which were functional prior to 1947,
he added, historical Mughal road, Srinagar-Rawalpendi, Skardu,
Srinagar-Muzzafarabad roads were on the priority list of Sheikh Mohammad
Abdullah as the re-opening of these roads would benefit the people and help
them to restart trade and encourage people to people contact. The party general
secretary said former Chief Minister and National Conference president Dr
Farooq Abdullah re-started the process of constructing Mughal Road adding that he was
instrumental in starting the work even though many vested interests had
reservations. The General Secretary said that the party has no doubt that
Chief Minister Omar Abdullah will fulfill the dream of National Conference
founder.

Srinagar, May 07(VOS): The Government is implementing number of measures and incentives forpromoting the exports of agricultural products including fruits and vegetables under Plan schemes of the Commodity Boards and Export Promotion Councils etc. which are likely to benefit the entire horticulture industry. The Agricultural and Processed Food Products Export Development Authority (APEDA), under the administrative control of the Department of Commerce is also implementing various Schemes to extend financial assistance to the eligible exporters; namely Schemes for Market Development; Infrastructure Development; Quality Development; Research & Development and Transport Assistance. Besides these measures, the Ministry of Commerce & Industry has put in place various schemes namely MDA, MAI, ASIDE, Vishesh Krishi and Gram Upaj Yojana, Focus Product Scheme, Focus Market Scheme, Town of Export Excellence, etc. to encourage exports.
The Government also provides assistance under Centrally Sponsored Scheme on National Horticulture Mission (NHM) for various interventions aimed at increasing production and productivity of horticultural crops for the holistic development of horticulture in the country. Production related activities include development of planting material through nurseries, area expansion, rejuvenation, Integrated Pest Management, Integrated Nutrient Management, creation of water resources. Besides, assistance is also being included for creating infrastructure for post harvest management and marketing.
Export of fruits and vegetables are permitted without any restriction under the Foreign Trade Policy (FTP). The Government keeps a close and constant watch on the availability of all agriculture products at reasonable price in domestic market and imposes restrictions on their exports as and when required.

Investment by
local entrepreneurs key to rapid Industrialization: Slathia
SRINAGAR, MAY 7:- Maintaining that
investment by local entrepreneurs is key to sustainable Industrialization in
the State, the Minister for Industries and Commerce, Mr. S. S. Slathia today
said every possible assistance under Central and State Industrial Policies are
available to the entrepreneurs for venturing in the Industrial Sector.
“Government attaches primary
significance to the investment by locals in the Industries, apart from
encouraging investments from big corporate houses of the country”, Mr. Slathia
said today while interacting with electronic media on the eve of bi-annual
opening of Civil Secretariat at Srinagar- the summer capital of J&K State.
The Minister said that involvement
of more local entrepreneurs is much more important rather than banking wholly
and solly on outside investments for bringing rapid industrialization in the
state. While urging the educated youth to take up Industrial Ventures for
earning a dignified livelihood, Mr. Slathia said industrial policies in vogue
in the state offers best in the country, package of incentives to the
entrepreneurs. He said State Government is persuading the Centre to extend the
existing Industrial Package, which is expiring in 2012, for further some years,
so that local entrepreneurs could be benefitted.

Corporation limited (AIDCL) for the year 1995-96 have been adopted in an 28th Annual General Meeting of the
corporation here today.
The meeting was chaired by Minister for Agriculture Mr. Ghulam Hassan Mir here
this morning.
The meeting were also attended by

Appreciating the performance of the
J&K AIDCL, the Minister asked the corporation to strictly implement the
road map for the adoption of remaining Annual Accounts of the corporation. He
was assured that by ending December 2012 all the remaining accounts would be
completed as per the norms.
Mr. Mir said with the upgradation of
old units of the corporation would increase its business adding that in this
direction the corporation has already taken various steps to activate its
activities across the state..
Sham inaugurates voluntary Blood Camp at GKNH, Gupkar-Sgr
Emphasis on Doctors to serve
mankind, service to humanity biggest noble work
SRINAGAR, May 07: The Minister for
Health, Horticulture and Floriculture, Mr. Sham Lal Sharma on Monday
inaugurated first ever one day voluntary Blood Donation Camp at Government
Kashmir Nursing Home, Gupkar-Srinagar. The Camp was organised by Directorate of
Health Services and Department of Haematology and Transfusion Medicines,
Government Medical College, Srinagar jointly.
More than 50 persons including,
Director of Health Services, Kashmir, Dr. Saleem-ur-Rehman, Mission Director,
NRHM, Dr. Yaspal Sharma and a number of Employees of the Directorate of Health
Services and Nursing Home especially the women employees donated their blood
voluntarily .
The Minister, on the occasion,
appreciated the efforts for conducting such Camps and added that donation of blood
voluntarily is not only a agreat service to mankind but also would help the
Blood Banks to save the human lives which needs immediate blood either in case
of accidents or any other emergency events.
Mr. Sharma, while thanking the
volunteers especially the women blood donors appealed the common people to come
forward for this noble cause and said that the greatest work in the World is to
save a human life. He said the Health department is making every effort to
provide best health care services to the people of the State.
However, he emphasised on all the
agencies of the Health department for keeping a close co-ordination between
them for providing best medical services to the common people without any
hurdles.
Meanwhile, the Minister asked the
Superintendent of Nursing Home to initiate the process of Chemotherapy
servicers for cancer patients in collaboration with reputed national services
providers on the pattern of services are being provided at Government Hospital
Gandhinagar Jammu, which may include private operatives’ ion the health care
sector.
Later, Mr Sham Lal interacted with
Female Multipurpose Health Workers (FMHW) of the various districts of the
Valley and enquired about their day to day functions and services rendered by
them to the common people. He asked them to visit far flung areas and create
awareness among the people especially among rural pregnant women folk about
cleanliness, sanitation, precautionary measures, and titbits about keeping good
health for healthy and sound children.

Rs. 1600 penalized for violation of Tourist Trade Act
SRINAGAR, MAY 07: A
team of Quality Control Wing of the Handicrafts Department conducted inspection
of Handicrafts dealers running their business in Durganag and Dalgate areas.
The dealers and traders were penalized for the violation of Tourist Trade
Act/Quality Control Act and a penalty of Rs. 1600 was realized on spot from 08
erring dealers.
All the erring dealers were warned not to indulge in such malpractices in
future as it brings a bad name to Kashmir Handicrafts within and outside State.
Post Offices & Banks declared Tobacco free
SRINAGAR, May 07: Chief Post Master General J&K, John Samuel has declared
all the Post Offices and Administrative Offices in J&K Postal Circle as
“Tobacco-free” Offices. He ordered that “no-smoking” sign ages would be
displayed at all the Post offices. Earlier Chairman J&K Bank had also
issued instructions for prohibiting smoking in all J&K Bank branches as
well as ATMs. The Vice Chancellor of Kashmir University also declared the
University campus smoke free.
These orders were an outcome of the sustained drive launched by J&K
Voluntary Health Association to create awareness about the provisions of Anti
Tobacco Act and prohibiting of smoking in public places. Executive Director
J&KVHA Mr. AM Mir conveyed his appreciation to the Vice Chancellor Kashmir
University, Chief Post Master General J&K and Chairman J&K Bank for
declaring their institutions smoke free. He also appreciated Divisional
Commissioner Dr. Asgar Hassan Samoon, Deputy Commissioners of all districts,
Officials of Health, Medical Education, Drug & Food Control Organisation,
Police and especially media, who have whole heartedly supported the crusade
against smoking in public.
Mir said due to the anti-tobacco awareness drive there has been an attitudinal
change in the minds of the people and the general public is now openly
supporting the cause. Public feels emboldened and empowered and has started
preventing others from smoking openly. On many occasions, even ladies
have asked the drivers or other fellow travellers to extinguish their
cigarette, while travelling in public transport like buses and Sumo taxis, as
it is against the law.
Mir said that sustained support of the public can ensure eradication of the
menace of smoking in public and ultimately its total eradication.

Sayeed on Monday visited his constituency Kokernag and took stock of the

Eminent Agricultural Scientist is new VC of SKUAST-J
SRINAGAR, MAY 7 – Dr. Dilip K.
Arora, Director, National Bureau of Agriculturally Important Microorganisms,
Kusmaur, Maunath Bhanjan, Uttar Pradesh, has been appointed as the new Vice
Chancellor of the Sher-e-Kashmir University of Agricultural Sciences and
Technology (SKUAST), Jammu.
It may be recalled that Mr. Shaleen
Kabra, Commissioner Agriculture Production, has been holding the charge as the
Vice Chancellor, SKUAST-Jammu, after Dr. B. Mishra demitted charge as the Vice
Chancellor of the varsity on 12th April,
2012, on attaining superannuation.
Mr. N. N. Vohra, Governor, who is
Chancellor SKUAST-Jammu, has, in consultation with Mr. Omar Abdullah, Chief
Minister and Pro-Chancellor of the University, appointed Dr. Arora from among a
panel recommended by a Search Committee headed by Dr. Mangala Rai, former
Director General, Indian Council of Agricultural Research. This Committee
included Mr. Madhav Lal, Chief Secretary, J&K Government; Dr. S. Ayyappan,
Secretary, Department of Agriculture Research and Education and Director
General, Indian Council of Agricultural Research; and Prof. D. S. Rathore,
former Vice Chancellor, Himachal Pradesh Agricultural University, Palampur.
Dr. Arora, born at Allahabad in 1952, did his M. Sc. Botany (1974) and Ph. D.
in Microbiology (1978) from the Banaras Hindu University. In his earlier career
he worked in various foreign institutions for 13 years. His foreign assignments
included his working as Post Doctoral Fellow and Visiting Professor/Scientist
at the Michigan State University, USA; University of Idaho, USA; Institute of
Microbiology, Poland; INRA, France; Gifu University, Japan; Lund University,
Sweden; and Dongguk University, Korea.
Dr. Arora is the recipient of many national and international awards and
honours. Among others he was awarded French Government Scholarship for Higher
Research Training (1980); National Scholarship to Study Abroad (1981); Young
Associate, Indian Academy of Sciences (1985-90); National Associate, University
Grants Commission, New Delhi (1984); UNESCO-Biotechnology Fellow (1993);
Rothamsted International Fellow (1994-95); Post-Doctoral Visiting Fellow, Japan
Society for Promotion of Science, Japan (1996-97); Fellow, Association of
Microbiologists of India (2010).
Dr. Arora has 34 years of experience in teaching and research at the Banaras
Hindu University and 7 years of research experience in USA, UK, France, Japan,
Sweden and other laboratories. He has guided 12 Ph. D. scholars and 16 Research
Associates and Post-Doctoral Fellows; and operated 16 externally funded
projects, 5 Institute projects and 4 All India coordinated projects. He is
presently working as the Founder Director, National Bureau of Agriculturally
Important Microorganisms, Kusmaur, which he established as a world class
institution within a span of ten years.
Dr. Arora has published 21 books, 121 research papers and reviews and other
publications, and edited a number of national and international scientific
journals. He has also participated in the various national and international
seminars, conferences and meetings and served as the Chairman and Member of
several Research Advisory, Scientific Advisory and Selection Committees.
High court opens in Srinagar
SRINAGAR, MAY- 07- The High Court of Jammu and Kashmir opens here in the summer
capital Srinagar today on the eve of Annual Darbar Move. The Acting Chief
Justice, Justice Virendar Singh was presented guard of honour on the occasion
in the high court complex.
Chief Justice inspected various sections of the court and interact with
the officers/officials of the Registry.
The
Offices of the Registrar General and Vigilance besides Administrative wings
also opened here today.
School timing
change
SRINAGAR, MAY 07- According to the
Director School Education, Kashmir that all government and government
recognized private education institutions upto higher secondary level falling
within the Municipal limits of Srinagar city shall continue to function from 8
a.m to 2 p.m and likewise all institutions in rural areas shall continue to
function from 9.30 a.m to 3.30 p.m.

The State Pollution Control Boards have a monitoring mechanism in
place to carry out the ambient air monitoring and stack monitoring in
the premises of Thermal Power plants (TPPs) at regular intervals.
Replying to a question in Lok Sabha today The Minister of state (I/C)
for Environment and Forests Smt. Jayanthi Natarajan stated that in
Maharashtra, there are fifteen number of major TPPs based on coal as
fuel, being monitored by the Maharashtra Pollution Control Board

premises in 30% of the total land available, while granting

The State Pollution Control Boards have a monitoring mechanism in
place to carry out the ambient air monitoring and stack monitoring in
the premises of Thermal Power plants (TPPs) at regular intervals.
Replying to a question in Lok Sabha today The Minister of state (I/C)
for Environment and Forests Smt. Jayanthi Natarajan stated that in
Maharashtra, there are fifteen number of major TPPs based on coal as
fuel, being monitored by the Maharashtra Pollution Control Board

Trinamool MPs vote against key bill in Lok Sabha, Congress calls Mamata Banerjee
NEW DELHI: Members of UPA ally Trinamool Congress today voted against a key bill in Lok Sabha that prompted an embarrassed government to immediately take it up withMamata Banerjee, who promised to look into the matter saying she had not given any such directive.
"I have talked to Mamata Banerjee. She said she has not asked them to vote against the bill. She was not told that they were voting against the bill. She has said she will look into the matter," Parliamentary affairs minister Pawan Kumar Bansal told reporters, hinting that there could have been a "mix-up"
The minister had a telephonic talk with Banerjee after it was clear that members of Trinamool Congress somewhere between four to six in the House then, voted against the Indian Medical Council (Amendment) Bill, 2012 that sought to extend the tenure of the MCI Board of Governors till May 2013 as its current tenure was coming to end on May 14.
The Bill was later passed with 100 votes in favour and 57 against after BJD member Tathagata Satpathy sought a division. The Left and BJD MPs had staged a walkout.
Bansal said the TMC members actually did not intend to vote against the bill but "under some mistake it has been done by them. It was not the intention of any one of them".
Uproarious scenes were witnessed in the House with BJP member Maneka Gandhi having heated exchanges with health minister Ghulam Nabi Azad alleging massive corruption in granting licences to medical colleges, a charge strongly refuted by the government.
It is learnt that the members of Trinamool Congress were not in favour of the bill and some of them had even been telling the media on condition of anonymity that they will be opposing it.
Minister of state for health and Trinamool Congress leader Sudip Bandopadhyaye was not present in the House, when the government bill was being discussed.
A minister in the government speaking on condition of anonymity, however, said that though TMC members have opposed a number of measures of the government in past also, there is a general acceptance that they will not vote against a bill.
Since the bill has also to come to the Rajya Sabha in the same session, where UPA does not have a majority, a repeat of today's actions by the ally could be a huge embarrassment for the government.
Sources said that the government has told Banerjee about its concern. The Trinamool Congress chief is learnt to have assured the government that she will look into it.
Though her party is unlikely to vote in favour of the bill even in Rajya Sabha, the government is of the view that the party can either abstain from voting or stage a walk out when the bill comes in the Upper House, which will not be as embarrassing as its voting against a government bill.

We want to start a new era in trade with India: Pakistan
LAHORE: Pakistan on Monday called for a "new era" in economic collaboration with India, as business leaders from the two countries met for a trade conference.
Prime Minister Yousuf Raza Gilani said the population of Pakistan's giant neighbour offered his country's exporters a "billion-plus market", adding normal trade relations were vital to Pakistan achieving its economic potential.
Relations between the countries have been fraught since independence in 1947 and trade has been hampered by restrictions and tariffs -- even now, direct cross-border traffic accounts for less than one percent of their global commerce.
The nuclear-armed neighbours have fought three wars and both spend heavily on their military while millions of their people languish in poverty.
But Gilani said: "We want to start a new era of economic collaboration with India... so that we leave behind a legacy of peace and prosperity for our future generations."
He told delegates there were many areas and sectors with huge trade potential, from information technology to engineering, education and health.
"Our textiles, I am told, have a huge market across the border," he said, adding that India could find a market in Pakistan for goods including chemicals, pharmaceuticals and engineering products.
Pakistan has decided to grant India "most favoured nation" trading status by the end of the year, ending strict curbs on what New Delhi can export across their border.
At present, Pakistan maintains a list of 1,945 items allowed to run from India to Pakistan -- but only 108 can be transported directly by road through the Wagah crossing in Punjab.
India now also says it is ready to end a ban on investment from Pakistan and the countries are planning to allow multiple-entry business visas to spur exchanges -- a key demand by company executives.
Last year India exported goods worth $2.33 billion to Pakistan, while its imports from its neighbour were worth $330 million.
But Adi Godrej, the Confederation of Indian Industry president who is leading the Indian delegation, said: "By 2015, we should be able to achieve the target of $10 billion mutual trade between India and Pakistan.

US pressuring India to cut crude imports from Iran
The United States is mounting pressure on India to scale back its oil imports from Iran as part of Washington’s campaign to force Tehran into abandoning its nuclear energy program.
“There is adequate supply in the market for India to find adequate sources,” US Secretary of State Hilary Clinton said in the eastern Indian city of Kolkata.
This is while Indian Foreign Minister S.M. Krishna said on April 26 that India is bound by UN sanctions, but "unilateral sanctions imposed by countries or [a] group of countries shouldn't impact legitimate trade relations with Iran."
He said New Delhi crude oil imports from Tehran are guided by India’s energy needs.
The US imposed tough financial and oil sanctions against Iran in the beginning of 2012 in a bid to pile up pressure on Tehran over its nuclear energy program.
The US unilateral sanctions, slated to take full effect on June 28, seek to penalize other countries for importing Iranian crude.
The US and the EU claim that Iran's nuclear energy program includes a military component, and have used such claims as a pretext to impose international and unilateral sanctions against the country.
Tehran refutes their claims, saying frequent inspections by the International Atomic Energy Agency have failed to prove any diversion in Iran's nuclear energy program toward military purposes.
