Interlocutors’ report released,
Recommends revision of laws extended to state post 1952
‘Dialogue with Hurriyat at the earliest’
Srinagar, May 24 (KNS): Recommending setting up of a Constitutional Committee for the purpose, center’s interlocutors on Kashmir have called for revision of all central laws and acts of the Indian Constitution extended to the state after 1952.
The report of the interlocutors, Dileep Padgaonkar, Radha Kumar and MM Ansari, which was made public on Thursday, proposed a new approach to the state’s problems covering political, economic, social and cultural aspects, forming a package which will have to be accepted in its entirety.
However the central government has said that the report does not reflect its own views but calls for a debate. "The government has not taken any decisions on the report yet. The government will welcome an informed debate on its contents," said the home ministry in a statement, issued immediately after making the recommendations of the interlocutor’s public.
"The group of interlocutors held extensive deliberations with the government of J&K, political parties and civil society stake-holders at the state and national level. Their report was submitted on October 12 last year," the ministry added.
Addressing the political dimension, suggests a road map listing confidence-building measures that include review of Disturbed Areas Act and re-appraisal of application of controversial AFSPA.
The report, which was handed over to Home Minister P Chidambaram on October 12 last year, also favoured resumption of the dialogue process between the Centre and the Hurriyat Conference at the earliest.
On Centre-state relation, the report calls for review of all Central Acts and Articles of the Constitution of India extended to the state after 1952 Delhi agreement.
"This does not mean a pure and simple return to the pre-1953 situation. The clock cannot be set back. Instead, the Group wants such a review to take into full account the changes that have taken place over the past six decades," the report said.
To build on the consensus that exists in the state, the interlocutors have recommended that a Constitutional Committee (CC) be set up to review all central acts and Articles of the Constitution of India extended to the state after the signing of 1952 agreement.
Addressing the erosion of state’s special status in the future the report suggests that no more central laws and Articles of the Constitution should be extended to the state by a presidential order.
The report also suggested that Parliament will make no laws applicable to the state unless it relates country's internal and external security and its vital economic interests, especially in the areas of energy and access to water resources.
The group of interlocutors has recommended that Jammu and Kashmir should function as a single entity and added that the basis for a broad consensus existed.
The report wants the state's status to be termed as 'special' as is the case with several states under Article 371, deletion of the word 'temporary' from the heading of Article 370 which should be replaced with word 'special'.
The report said a broad consensus exists in the state on the point that the state's distinctive status guaranteed by Article 370 must be upheld.
"Its 'erosion' over the decades must be re-appraised to vest it with such powers as the state needs to promote the welfare of the people on its own terms," it said.
Calling for a unique way of appointing the Governor for the sate the State Government, after consultations with Opposition parties, shall submit a list of three names to the President. The President can ask for more suggestions if required. The Governor will be appointed by the President and hold office at the pleasure of the President.
It also suggested that there should be no change in Article 356 and if the state government is dismissed, elections should be held within three months. “The present arrangement should continue with the proviso that the Governor will keep the State legislature under suspended animation and hold fresh elections within three months”, the report recommends
The interlocutors also suggest that the CC should be headed by an eminent personality who enjoys the esteem of the people of Jammu and Kashmir and of the people of the India as a whole.
It should include as its members Constitutional experts who enjoy confidence of all major stake holders. The CC's conclusions, to be reached within six months, will be binding on "all of them".
"The review will, therefore, have to determine whether - and to what extent - the central Acts and Articles of Constitution of India, extended with or without amendment to the state, have dented Jammu and Kashmir's special status and abridged the state government's powers to cater to welfare of its people," the report said.
The CC's recommendations must be reached through consensus so that they are acceptable to all stake holders represented in the state assembly and Parliament.
The next step would be for the President in exercise of powers under Article 370 to issue an order incorporating the recommendations of the CC.
The order will need to be ratified by a Bill in both Houses of Parliament and by each House in the state legislature by a special two-thirds majority to be presented o the President for assent.
"Once this order is over, clauses (1) and (3) of Article 370 shall cease to be operative and no orders shall be made by the President here after under the said clauses as from the date of final order," it said.
The report recommended that for promotion of the state's economic self-reliance, a fresh financial agreement between the Centre and the state is required.
Touching upon the external dimensions of the Kashmir issue, the report calls for efforts to bridge the divided between people on both the sides of Line of Control including a hassle-free movement of people and goods across the LoC and a consultative mechanism where elected representatives from both sides can deliberate on issues of common interests like water, economy, tourism and trade. "The core idea here is to make the LoC irrelevant, a mere line on a map," the report said.
Hinting upon the historic relations of Kashmir with the outside world the report stresses for a need to make Jammu and Kashmir a bridge in order for it to become a business hub. “Take all appropriate measures to regard Jammu and Kashmir as a bridge between South and Central Asia”, the report recommends. Geelani rejects interlocutor’s report
Srinagar, May 24 (KNS): Hurriyat Conference (G) Chairman and senior separatist leader Syed Ali Geelani Thursday out rightly rejected the interlocutor’s report calling it a time gaining tactics of the government of India aimed at hoodwinking the people of Kashmir and the international community. He also said that the report mainly approaches the Kashmir issue as an internal problem and has tried to address it within the constitution of India which, according to Geelani, is not acceptable to the people of Kashmir.
Reminding the Government of India of its promises made to the Kashmiri people on numerous occasions and its being signatory to more than 18 UN resolutions, Geelani urged the government of India to fulfill its promises and implement the UN resolutions. “India must fulfill its promises and implement the UN resolutions allowing the people of Jammu and Kashmir their right to self determination”, Geelani told KNS. “People have offered sacrifices for their right and there is no other solution acceptable to us”, Geelani declared.
Rejecting the recommendations of the Interlocutors report, Geelani said that the recommendations are not a solution to the problem asserting that Kashmir is a political problem rather than an internal problem as the interlocutors view it. “We outrightly reject the report and its recommendations as it approaches the problem as an internal problem, which is not acceptable to us”, Geelani said.
 “The report vindicates our stand as we always held that it is just a time gaining strategy. We have always maintained that India is not sincere towards resolution of the problem as per the wishes and aspiration of the people”, Geelani said.
Meanwhile, Jammu & Kashmir High Court Bar Association has also rejected the interlocutors report terming it contrary to the wishes and aspirations of people. While talking to KNS, General Secretary of the Bar Association, Adv G.N Sheheen rejected the report terming it unconstitutional. “The report is non political, unconstitutional, apart from being against the wishes and aspirations of Kashmiri people”, said Shaheen. “We want that Article 370 should stay until the permanent disposal of the Kashmir issue”, Shaheen added. Interlocutors Report: Reactions pour in
People across political spectrum reject the report
Srinagar, May 23 (KNS): After a long wait, the interlocutor’s report on Kashmir was finally made public on Thursday, with the Home Minster P Chidamabrm releasing it at New Delhi. Political parties across the spectrum have given their reactions to the recommendations of the interlocutor’s report:

Radha Kumar:
"Article 370 must be a red heading for any settlement to arrive. We have suggested that Jammu and Kashmir citizens hold dual identity, one that they are the sate subject and the second that they are the Citzens of India”,  Prof. Radha Kumar, the member of the Interlocutor’s team told KNS over phone from New Delhi.
She added that report enshrines the suggestions that the Titles of Sadre Riyast and Wazeer e Azam be restored and the Governor should not be nominated by the Centre. “Article 370 clearly sates that Jammu and Kashmir is the part of Union of India with three portfolios to remain under the control of Union.
There is never a mention that state wasn’t a part of India.” Radha asserted, however, she added that the final settlement has to be political and with the consultations of India, Pakistan and the Kashmiri leadership”, Said Kumar. She also said that the report has recommended abolition of ‘Temporary’ term for Article 370 and has suggested that it be replaced with the term ‘Special’
 " We have suggested that  the word 'Temporary' be deleted from the heading of Article 370 and from the title of Part XXII of the Constitution and replace it with 'Special' as has been used for other states under other Articles for Maharashtra, Gujarat, Sikkim and northeast."  Radha said.
The report recommends that the constitutional committee to be headed by an eminent person should review the Central State Ties and the report should be sought within six months. 
Radha said that the constitution of India was not a closed Chapter and has been amended several times, “it has been amended several times”, Radha asserted.
Radha said that the interlocutor’s would now hold series of discussions, debates and seminars in the state to get feedback on the report. “We will hold debates with the help of think tanks across the state to get a feed back from the cross section of people on the report”, vowed Kumar. She added that Separatist leaders also would be approached for their feedback.
The report was submitted to Home Ministry by the three member team of Interlocutors headed by eminent Journalist Dilip  Padgaonkar. The other members included M.M Ansari and noted academician Prof. Radha Kumar. The team submitted its report to the Home Ministry in Oct. last.


Chief Minster:
 Soon after the report was released by Home Minster P. Chidambarm in New Delhi on Thursday, Chief Minster Omar Abdullah in his first reaction said that he will not be commenting on the report in a hurry.
"Dear friends in the media, I will not be reacting to the interlocutors' report for the time being, will let you know when, and if, I am ready to," Omar Tweeted on micro blogging site Twitter. According to KNS, in another tweet, Chief Minster said, "Will take a few days to examine the report, discuss it with senior colleagues (and) then react,"

M.Y.Tarigami
“Report can’t be substitute to Political Settlement”, Tarigami reacted. Stating that the report should have been tabled in Parliament, CPI (M) state secretary and MLA Kulgam, Mohammad Yousf Tarigami said, “ Parliament is in session, it should have been tabled there.”
Talking to KNS over phone, Tarigami said, “The report deals with different aspects of a serious issue and needs a broader discussion and debate.” He however added that CPI (M) believes that GOI must take substantial steps to advance to advance the political dialogue to seek a political solution of the issue. “Bold initiates need to be taken to address this long standing issue.” Tarigami told KNS. He added that CPI (M) has already proposed a comprehensive roadmap to build consciences and promote political dialogue. “We have proposed strengthening people to people contacts, withdrawal of AFSPA and other draconian laws and dismantling of Oppressive Security Structure”, asserted Tarigami. He added that his party has suggested investigating the alleged Human rights Violations through a judicial commission. However Tarigami stressed that the report should not be taken as a ‘substitute’ for a political solution and said that it needed to be discussed seriously.


Kashmiris befooled yet again : Hakim Yasin
 While rejecting the report, PDF chairman Hakeem Mohammad Yasin ahs said, “It is big joke with Kashmiris.” Talking to KNS, Hakeem said, “this is for the second time that Kashmiris have been befooled.” He added that the report has tried to divide state on communal lines.

Dr Mehboob Beg 
NC leader and MP, Dr Mehboob Beig termed the report disappointing. “The report was submitted to the home ministry six months back. What were they doing with it for the last six months? We have the right to know,” he told KNS.
Beig also said that there was contradiction in the report. “It even challenges Justice Sagheer report which was formed by the Prime Minister,” he added.
“I had recently raised the issue of not making the report public in the Parliament. Ideal and dignified would have been to table it in the Parliament.”



  



Mirwaiz reacts, Radha Contests
Srinagar, May 23 (KNS): Hurriyat Conference (M) has strongly rejected the interlocutor’s report on Kashmir terming it ‘wastage of time’ and ‘dilly dallying ‘tactics by Union Government.
Chairman of the amalgam Mirwaiz Molvi Umar Farooq while criticizing the report said that mere CBM’s have been tried to project as the ultimate solution for Kashmir dispute. “They have tried to give an impression that lifting of AFSPA and other draconian laws are the solution to the problem.” Mirwaiz told KNS, adding that such measures were only Confidence building measures to move forward for the final settlement of the dispute. “They have tried to divide the state on sectarian and communal basis.” Alleged Mirwaiz, saying that Interlocutors have given an impression that there was only handful of people seeking freedom.
He said the issue can’t be settled by such reports and said that Govt. of India along with Kashmiri leadership across the divided line and Pakistan have to join heads to seek a permanent settlement of the issue.
Meanwhile Member of the Interlocutor’s team Prof. Radha Kumar while contesting the Mirwaiz’s claims on Thursday evening said that the report envisages the view point of a wide cross section of the state. “ I think they have not gone through the report properly. It has just come; they must take some time to read it properly.” Kumar told KNS over phone form New Delhi, adding that the report has not rejected CBM’s as the ultimate solution of the problem. “There are different chapters and AFSPA and other laws are  one among them”, asserted the interlocutor. She said the settlement of the issue has to be a political one and can’t be taken overnight.
She said interlocutors would hold seminars and debates in Kashmir to get a feed back from the people of Jammu and Kashmir. “We will also approach separatists to get their opinion on the report.” Radha added.


 “Report intends to divide state on communal lines”:  Yasin Malik 
 Jammu and Kashmir Liberation Front Chairman Mohamad Yasin Malik rejected the report and said, “ It is intended to divide the sate on communal basis.” He said that the report was based on ill intentions and did not have any validity. “ It has not given any consideration to the aspirations of the Kashmiris and this has proved that separatists were right in their decision of not meeting them.” Malik told KNS.



Mufti asks Centre to accelerate peace process with Pakistan
Srinagar, May 24 (KNS):  Peoples Democratic Party patron Mufti Mohammad Sayeed Thursday called upon the Congress led UPA government to accelerate the reconciliation process with Pakistan to establish sustainable peace in the sub-continent.  He hoped that the on-going process of dialogue between the two neighboring countries will be taken to the logical conclusion by solving all bilateral issues including Kashmir.
Addressing a public meeting at Kishtwar town today, Sayeed referred to the positive developments in Pakistan and said that that situation in the neighboring country has changed as the political establishment in Pakistan was giving encouraging response to the dialogue and reconciliation process. “It is an appropriate opportunity to speed up the reconciliation process”, he maintained while referring towards the Secretary level talks between the two countries.
Reiterating the resolve of his party to make Kashmir as a bridge between India and Pakistan for strengthening relations between two countries, he said that PDP has already played historical role in normalizing relations between India and Pakistan. He observed that the opening of cross LoC routes was the biggest ever Confidence Building Measure between the two countries and credited his party for it.
While referring to the report of the three Interlocutors which was made public today, PDP patron said that the interlocutors appointed by the Union Government have also emphasized on further facilitating cross LoC trade and travel.  It was all due to the efforts of PDP that the routes for cross LoC trade and travel were opened.
Blaming successive National Conference regimes for creating trust deficit between people of Jammu and Kashmir and people of the rest of the country, he said that his party would remove this trust deficit. “We will not only remove trust deficit between the people of Jammu and Kashmir and rest of the country but also take some concrete steps to strengthen relations between residents of different regions of the state”, he said, adding, “PDP through its policies would remove the walls of hatred”.
Expressing his concern over mounting problems of the common masses which according are due to the mis-governance of the present dispensation, he said that the Omar Abdullah led regime has failed to carry forward the agenda of development which was initiated by the previous PDP led regime. He regretted that various developmental works, which were started during PDP led regime, were still incomplete.
Pointing towards poor road connectivity in Kishtwar district, he demanded that work on Singthan-Kishtwar road should be expedited and work on Vailoo tunnel be completed at the earliest. He said that completion of Singthan-Kishtwar road would open new avenues for this backward and neglected belt of the state. He said that due to poor road connectivity, accidents have become a routine in this belt. He exhorted the people to agitate for their demand of better road connectivity and other basic amenities like health, education etc.
PDP patron regretted that according to him the national flagship progammes like Pradhan Mantri Gramin Sadak Yojna (PMGSY) were not properly implemented in this belt which has poor road connectivity. “Most of the projects sanctioned under PMGSY were incomplete due
to the nexus between contractors and influential persons”, he added.
He reminded the gathering that previous PDP led regime had formulated various developmental projects for the backward and neglected areas but the present government has failed to complete those projects. He listed various projects implemented and sanctioned for Kishtwar district by the previous coalition.
He mentioned that previous PDP led regime had upgraded and opened a large number of schools in backward areas but the present regime has failed to streamline functioning of these institutions.

Women, children suffered most in militancy: Omar
‘We kept their optimism alive’
Srinagar, May 24 (KNS):  Chief Minister, Omar Abdullah Thursday said that the children and women in the state had to bear severe brunt of the militancy even as the society in general suffered a lot.
Speaking to Chairpersons of Social Welfare Boards of various States who are presently here, Omar Abdullah said that the worst sufferers were children and women. “They were the most innocent victims of the militancy who had no say and nothing to do with anything in this regard”, he added.
“The psychological and physical trauma they had gone through in the period of disturbance has created deep scar of depression in them”, he said adding that the State Government was gradually pulling them out of this pain and provide palatable and helpful atmosphere to heal their wounds and help them live a normal life.
“Our endeavour has been to keep their optimism live and work for their bright future”, he said adding that the process of bringing them out of darkness is on. He said that the visit of Chairpersons of Social Welfare Boards from various States and the Centre and their interaction with women folk of Jammu and Kashmir at various levels would help to restore confidence in the women of the State who have suffered during the militancy and also in those who are enthusiastic to serve the society in various capacities.
The Chief Minister said that the perception generated during the period of militancy regarding visiting Jammu and Kashmir for security reasons has to be removed and the mindset changed from negative perspective to the positive one. “I would like you to carry the message from this place to whole of the country reflecting the positive change and peaceful atmosphere gaining ground in the State especially in the valley. You represent all corners of India and I would like you to tell your countrymen what you have felt and experienced here during your stay”, he told the Chairpersons.
Omar said that the people of the State are known for their hospitality and they are resilient to rebuild peaceful and progressive Jammu and Kashmir is. He said peace is returning and we are receiving quiet large number of guests from all across the country since last year. “We would like more and more visitors traveling here and relishing the natural beauty and hospitality of the people”, he maintained.


People looking for a Change: Muzafar Shah
Srinagar, May 24 (KNS):  Asserting that people were eagerly looking forward to an honest and accountable alternative to the present government, Jammu Kashmir Awami National Conference Vice-President, Muzaffar Shah, Thursday said people alone could bring about the desired change. He reaffirmed his party’s commitment to provide a clean administration to the people without compromising on people’s rights.
Addressing a day-long convention of workers organized as part of the party’s mass contact program on Thursday, he said that according to him people were fed up with coalition government which, over the years, had brought the state to a veritable precipice. Because of this, he said, the people were seeing a distinct possibility of an honest political alternative to come into being to relieve them of their miseries and distress. 
Shah said the coalition partners, National Conference and Congress, because of their inherent ideological differences were engaged in outsmarting each other instead of addressing the manifold hardships the people face.
“On the one hand, people are grieving over the death of hundreds of infants at Kashmir’s premier pediatric healthcare facility, the G B Pant Hospital, and on the other the coalition partners spare no effort to criticize and blame each other for the prevailing mess while the opposition Peoples Democratic Party is deriving vicarious pleasure out of it,” he said.
Shah said that people were thoroughly disenchanted with the coalition dispensations whether at the centre or in Jammu and Kashmir, be it the incumbent NC-Congress government or its predecessor PDP-Congress government, both failed on all the fronts of governance. “The coalition rule in Jammu and Kashmir has emerged as the biggest cancerous liability for the state,” he said. 
The incumbent coalition government, Shah said, was churning out exaggerated and false claims about its three-year performance only to hoodwink the unsuspecting people of the state. “There has been no progress on the political and economic fronts over these years and the state is passing through the conditions similar to those three years ago with the callous government unleashing excesses on job-seeking educated youth; protests over power shortage and demands of employees are ignored with gay abandon”, Shah said.



Synergy among department imperative for strengthening PRIs: Sagar
Srinagar, May 24 (KNS): Minister for Rural Development, Panchayati Raj, Law, Justice and Parliamentary Affairs, Ali Mohammad Sagar Thursday stressed for close coordination among Rural Development Department and line departments for strengthening the Panchayati Raj Institutions.
The Minister instructed the field functionaries to maintain liaison with the rural people and make them aware about the programmes, policies and various schemes being implemented by the Rural Development Department for their welfare.
The Minister was speaking at a convention of employees of Rural Development Department of Jammu province at Civil Secretariat, here today.
Director Rural Development, Shafiq Ahmed Raina appraised the Minster about   the physical and financial achievements registered on account of various schemes and general functioning of the department
During the convention employees projected their demands, including regularization of daily wagers, enhancement of salaries and time bound promotions. They also demanded time frame for regularization of services against their respective posts.
Speaking on the occasion, the Minister said that the government has already recruited 1087 village level workers for smooth functioning of the department, while concrete steps have been taken for the regularization of daily wagers.
Sagar instructed the employees of the department to work with dedication, devotion and commitment. He said that the government was providing all possible facilities to the employees and stressed upon the officers to strengthen the newly elected Panchayats.
He also appealed the panchs and sarpanchs apart from the general public to extend their full support to strengthen the Panchayati Raj system in the state.

Tarigami opposes petrol price hike, demands rollback, regulation of oil companies
Srinagar, May 24 (KNS):  CPI (M) State Secretary and MLA Mohammad Yousuf Tarigami Thursday flayed the central government for the hike in petrol prices. He said that the escalation in the fuel prices entails cascading effect on all commodities that hits the interests of the poor and lower middle class. “The highest ever price hike shows that the central govt. is no more concerned about the common man but to safe guard the interests of the oil companies”, he has said.
In a statement issued here today, Tarigami said the deregulation of petrol prices will continue to result in the price hike phenomenon, which he said has been hitting common man, who is already reeling under high inflation rate. The food inflation and depreciation of rupee have already worsened the economic condition of the people and the hike in petrol prices will add to it. “Justifications by the government that depreciation of rupee, losses to oil companies and jump in oil import bill has necessitated the price hike are unreasonable and unrealistic”, he said.
“Decontrolling of the petroleum products has been the anti-people policy of the UPA letting the oil companies to impose hikes as per their will and neglecting the interests of the common man. If the govt has no control over the oil companies, what for the petroleum ministry was meant at centre”,he questioned.
Terming the decision of petrol price hike as callous attitude on the part of the UPA government, the CPI (M) demanded its immediate roll back and regulation of the government run oil companies so as to ensure minimum hikes in petroleum products whenever the same is necessitated.
CPI (M) appeals the people to launch a united movement against such brutal blows on the people’s livelihood.

Replica of Tulip garden at Nunner: Mir
Srinagar, May 24 (KNS): Minister for Agriculture, Ghulam Hassan Mir Thursday said that steps have been taken to develop Model Floriculture Centre (MFC), Nunner Ganderbal as a replica of the Tulip Garden situated in the lap of Zabarwan hills in Srinagar.
The Minister said this during his day long visit to the MFC farm this morning to take on the spot assessment of its revival work. He said that the developed farm would create another tourist destination en-route world famous Sonamarg tourist resort.  He said this farm is being developed as a demonstration farm for the floriculturists to train and encourage them to shift towards commercial floriculture in the valley.
 During the visit, the Minster said that there is huge market available for floricultural products across the world adding that our environs provide ample opportunities for cultivation of different varieties of flowers on commercial scale. “Our farmers and youth can take this venture as a profitable activity to capture the huge demand market”, he said adding   that government would provide every help to the progressive farmers and interested youth under various schemes already launched for their benefit.
The Minister was informed that the total area of the farm is 158 kanals. Various activities and targets fixed under phase I include cultivation of Lilium on 5 kanals, Gladioloces on 10 kanals, Annual seedlings on 30 kanals and Rose and shrubs on 15 kanals of land during summer.
Similarly in phase- II, tulips on 50 kanals, other crops on 10 kanals and ornamental plants on 10 kanals will be cultivated during winter to make the farm functional round the year.
He was further informed that the farm will also cultivate roses and scented plants for extraction of oil, scent, rose water etc.



JK Bank ATM at Jammu High Court Complex
Srinagar, May 24 (KNS): Committed to expand its network to ensure that people have easy access to their money, J&K Bank today commissioned an ATM at High Court Complex Jammu.
Janak Raj Kotwal Registrar General High Court Jammu inaugurated the ATM in presence of Principal District & Session Judge Jung Bahadur Singh, President Bar association B S Slathia and President J&K Bank O P Sharma. Among others present on the occasion included Judiciary, officers Of the Bank and High Court employees besides a gathering of esteemed customers.
Dedicating the ATM machine to the staff of High Court Complex O P Sharma reiterated Bank’s commitment to provide technology driven services to the people.
He also said, “Economic well being of a society begins with the financial empowerment of an individual. So, we mostly offer financial solutions that are tailored according to these individual needs and capacities.”
Janak Raj appreciated the Bank for providing the much required ATM facility at the High Court Complex.
Slathia also thanked the Bank for providing the ATM as a major relief to the Judiciary staff.







NC holds convention in Baramulla

Baramulla, May 24 (KNS): Continuing its contact program with the public in the state the National conference today had a party convention in Baramulla. Stating that Sarpanches and Panches are the basic links between the government and people, National Conference Additional General Secretary Sheikh Mustafa Kamal said that people must get acquainted themselves with different schemes and programmes launched by the Omar Abdullah led government for the welfare of the people of the state.
Addressing a party convention at Dak Bungalow here, the party additional general secretary said that basic agenda of Omar Abdullah government is to improve basic amenities of the people. He said, “Chief Minister, Omar Abdullah has taken certain revolutionary decisions aimed to ensure corruption free and accountable, administration to the people. The enactment of RTI and Public Services Guarantee Acts, giving powers to Accountability Commission was aimed to empower the people and provide them an opportunity to what has their problems redressed in a time bound manner,” he said.
Mustafa Kamal said that holding of Panchayat elections in the State was aimed at empowering the people living in rural and far flung areas and giving them a chance to formulate development plans of their villages as per their needs. He said that Panchayat Raj representatives have social responsibility to make aware the masses about the programmes of the government so that people are benefited.
Lashing out at PDP leaders, The NC additional General Secretary alleged that their senior leader and former Dy. CM belong to that party which was aimed to divide people on communal and sectarian lines and today he talks about morality. Dr Kamal said that Beig played an important role with then Governor of the state Jagmohan in introducing black laws like Armed Forces Special Powers Act (AFSPA) and other black laws in the state.
“PDP talks about issues that they never even spoke about during their regime” said Kamal adding that “now they are trying to hoodwink the people with false slogans and emotive issues”   
He said National Conference is the party which worked for the cause of people by giving great sacrifices. He said the secular character of the party has been acknowledged by the people of all the three regions. He said good Indo-Pak relations are imperative for peace and prosperity of the State.
While addressing Party worker senior NC leader and Member Parliament Sharief-ud-Din Shariq said that National Conference document of autonomy is considered as the only realistic document which will address the aspiration of the people. He said that people talking against autonomy are challenging the article 370.
Asking youth to turn the pages of the history of the Jammu and Kashmir and observe the sacrifices offered by the National Conference leadership, Particularly Sheikh Mohammad Abdullah and workers for betterment of the people,
Shariq said that it will give them a chance to understand fully the role of the party in the socio-economic development of the State. He said people are witnessing development in the State because of the great sacrifices made by our leaderships since 1947 to secure rights of the people.
Shariq said that youth are future builders of the State, adding that need of the hour is to give them the right direction.
The member parliament sanctioned Rs 50 lakh from his parliament development fund for the development of various areas of Baramulla.

2 militants held
Srinagar, May 24 (KNS): Police in a joint operation with Army’s 35 RR have Thursday apprehended two militants in central Kashmir’s Budgam district.
Two militants Irshad Ahmad Dar son of Mohammad Maqbool Dar resident of Narkara Budgam and Fayaz Ahmad Paul alias Fayaz Traila son of Abdul Gaffar Paul resident of Ompora Budgam were arrested in a joint operation of Budgam police and 35 RR.
According to police, the duo was involved in grenade attacks on security forces at Hyderpora and Ompora. Police claimed that the grenades used in the attacks were procured from Sopore. “On the behest of LeT they were carrying out such attacks for which they were given cash rewards”, said a police spokesperson.
During questioning, the duo revealed that they were planning to target security forces, police and other government vital installations in the coming days, police added.


PSA slapped against drug peddlers
Srinagar, May 24 (KNS): Police in north Kashmir’s Baramulla district have detained 3 drug peddlers under Public Safety Act.
As part of its campaign against drug paddling, Baramulla police launched a special drive against drug peddlers and detained three drug peddlers namely  Fayaz Ahmad Dar son of Mohammad Sultan resident of Ganie Hamam alias Add Dud, Bilal Ahmad Sofi son of Mohammad Shaban Sofi resident of Jalal Sahib and Mohammad Amin Najar son of Ghulam Ahmad Najar resident of Banglow Bagh Baramulla who have been arrested several times for their involvement in drug peddling in the past.
“All the three drug paddlers were active in drug peddling since long and were arrested several times by Police Baramulla and every time separate FIRs have been registered against them. These notorious drug paddlers were involved in many cases and were supplying the drugs amongst the school going students, youths in town Baramulla”, police spokesperson said.

Khwaja takes over as DC Baramulla
Srinagar, May 24 (KNS):  Ghulam Ahmad Khwaja, KAS took over the charge as Deputy Commissioner Baramulla and soon after his taking over a large number of people called on him in his office chambers and apprised him about their grievances and problems.

Budgam, May 24 (KNS) :Jungle smugglers Thrusday attacked a group of forest officials in central Kashmir’s Budgam district injuring at least 15 forest department officials including a Divisional Forest Officer. Minister of state of Forests, Shabir Ahmad Khan while condemning the attack on the forest officials has confessed that a Forest Mafia has got established in some areas which needs to be weeded out.
According to KNS, a large group of timber smugglers Wednesday evening attacked a group of officials of Forest department and the Forest Protection Force in the peripheries of Beerwa in Budgam, with axes and lathis, injuring the DFO and 14 other forest officials.
The Minister of State of Forest Shabir Ahmad Khan has hailed the efforts of the DFO and his team in doing their best to protect a valuable asset of the state. He has also said that the forest mafia has established itself in some areas and the government will take every step to curb and wipe out these mafia elements.
According to reports the DFO Peer Panjal Divisions alongwith his team has gone to the site of the incident on a tip off in the Kadlabal Satharan area of the Beerwah Tehsil.
Around 7pm Wednesday evening, when the team of the forest officials tried to intercept the smugglers, the smuggler retaliated with axes, lathies and iron rods resulting in sever injuries to the officer and his team.
“In some areas in the state the jungle smugglers have got established into a mafia”, Khan told KNS while appreciating the efforts of the DFO and his team for putting their lives to risk for the cause of their duty. Khan also said that he will make sure that the officers are rewarded. He further vowed to take on the mafia and said that his department has devised a strategy to eradicate the mafia in the near future.

Srinagar, May 23 (KNS): Senior Cabinet Minster and member of the Cabinet Sub
Committee that looks after the demands of the employees, Taj Mohi ud din Thursday said that the committee had nothing to do with the current engagement with employees. “The matter is being directly handled by Chief Minster through General Adminstration department and the CSC has not been asked to negotiate’, TaJ told KNS over phone from New Delhi.
When asked if the CSC was disbanded by the government, Taj said, “No but it has not even been reviewed wither. We can’t poke nose into other’s affairs. Whenever we are asked to reengage JCC, we will certainly do so”. Taj, however, said that Chief Minster has not so far asked CSC to restart the negotiations with the agitating JCC leaders.
Meanwhile, JCC leader Ab. Qayoom Wani has said that Employees agitation was not
an ‘underground movement’ and that the government had no justification to crack down on JCC leaders during nights. “I was arrested at 1 am during night from my in laws home at Umer Abad. They harassed the families of JCC leaders which is condemnable.” Wani told KNS from SDH Tangmarg, where he had been shifted from Kunzer Police Station for medical check up. “They are preparing to take me to Central Jail or Sub Jail Baramullah”, he added. He, however, said that such tactics won’t work for government and added that JCC was committed to the cause of employees and the ‘struggle’ for their (Employees’) rights would continue.
Meanwhile another JCC leader Mohamamd Khrsheed Aalm was alos arrested during night. “We won’t budge from our stand.” Alam told KNS, adding that Government has to implement the written agreement. He said the three day programme will continue as per schedule.

            SRINAGAR, MAY 24 – Chief Minister, Omar Abdullah Thursday underscored the need for universalizing industrial development in the State utilizing the feasibility and potential of different regions for different industries.
“In order to give considerable boost to the economy and seek holistic welfare of all areas of the State, the focussed attention on the development and growth of local raw material based industry in consonance with the feasibility and potential of the area is of significant importance”, he said and emphasized the need for providing necessary boost to world famous State Handicrafts.
Speaking at the occasion of receiving a cheque of Rs. one crore from Minister for Industries, S. S. Slathia as dividend to J&K Government out of the profit of JK Cements Limited achieved in 2011-12, the Chief Minister said that local entrepreneurs should be facilitated and encouraged to launch ventures in MSME sector which possess great potential to grow in the State.
“We have greater scope in Micro Small and Medium Entrepreneurship field and youth of the State are talented enough to make necessary dent and prove their mettle in this field”, he said that proper awareness and necessary help to them should be underlined as primary concern. He asked the Industries Department to encourage the young entrepreneurs and make the process of launching small industrial units hassle free.
The Chief Minister appreciated the work done and functioning of J&K Cements Limited for registering highest ever turnover and earning handsome profit during the last year. He expressed the hope that the JKCL would continue to move forward on the road to progress and development.
The Minister for Finance, Abdul Rahim Rather, Minister of State for Industries, Manohar Lal Sharma, Principal Secretary Finance, Iqbal Khandey, Commissioner Secretary Industries, Shant Manu, Managing Director JKCL, R. K. Razdan and other officers were present on the occasion.  
Giving brief about the functioning of JKCL, Mr. Slathia said that the company has earned a net profit of Rs. 4.3 crores last year and the target for this has been fixed to Rs. 7 crores. “We expect a turnover of Rs. 180 crores in 2012-13 as against Rs. 120.50 crore registered in 2011-12 and Rs. 81.87 crore in 2010-11”, he explained and said that JKCL is expected to pay dividend worth Rs. 3 crores to the Government next year.
The Industries Minister said that JKCL has targeted to produce 2.66 lakh tonnes of cement in the current financial year as against 1.77 lakh tonnes in 2011-12 and 1.37 lakh tonnes in 2010-11. The company sold 1.77 lakh tonnes of cement last year. He said the old cement plant is being upgraded at a cost of Rs. 4 crores adding that 300 ton per day capacity clinker grinding-cum-packing plant at Samba- Jammu is being constructing at a cost of Rs. 26.96 crores.
He said JKI is being revived and brought on path of development and profit. He said silk showroom of Kashmir famous Silk items is being shortly opened at the Silk Factory, Rajbagh. “We are concentrating on rejuvenating the glory of Kashmir Silk”, he said and detailed measures taken by his Ministry in this regard.  
Appreciating the endeavours of Industries Minister, S. S. Slathia in reviving sick industrial units in the Government sector in the State during last three years, the Minister for Finance, Abdul Rahim Rather said that the Industries Minister has showed the way to other corporations to flourish and come out of the red.

            SRINAGAR, MAY 24:- Maintaining that the major focus during the current fiscal would on soil conservation activities and water conservation, the Minister for forests and Environments, Main Altaf Ahmad today said 9 artificial ground water recharge projects have been identified for Kashmir province to check depletion ground water level.
            Speaking at a review meeting of the Soil conservation department here today, Main Altaf enjoined upon the officers of soil conservation department to work with commitment and transparency adding that laxity in accomplishing the set physical and financial targets would not be tolerated.
            The Minister, while laying greater emphasis on soil conservation and plantation programme said there were essential employment not only for conserving ecology and environment but also for Providing avenues for the youth .He asked the officers to conduct field visits to ascertain that works are executed on ground adding that he would himself conduct surprise inspections to check the impact of scheme on ground. He said those works should be taken up on priority which would benefit larger chunk of population instead of showering benefits to individuals.
            Main asked the officer to come up to the expectations of the people who have pinned high hopes with the present dispensation headed by the dynamic chief Minister, Mr. Omer Abdullah.
            Director Soil conservations, Mr. M.J. Sharma While giving resume of the achievements of the department said that about 1243 hectors of land in Kashmir and Leh have been brought under various Schemes during last fiscal for soil conservation involving an expenditure of Rs 3.58 crore. This includes plantation of 4.15 lakh plants, 1.58 rft of fencing, 1671 Nos of crate works and 36 water harvesting Schemes.
            The Minister enjoined upon the officers to focus on water harvesting schemes preferably in those areas which are rain fed and barren.
            Among other, the meeting was attended by Commissioner/Secretary Forests and Environment Mr. Umang Narula, Director Soil conservations Mr.M. J. Sharma and other concerned officers of the Soil Conservation Department.
Jora reviews “environmental impact assessment report” Pahalgam
             SRINAGAR, May 24-  With a view to conserve environment  and ecology besides upgrading tourist related infrastructure in a planned manner at world famous tourist destination Pahalgam, Minister for Tourism and Culture Mr. Nawang Rigzin Jora reviewed the “Environmental Impact Assesment Report” presented by Centre of Research for development, University of Kashmir at a high level meeting here today.
            The environmental impact assessment report has a great importance in preparation of greater master plans Pahalgam for its development without harming natural environment of the area.
            Commissioner Secretary Tourism and Culture, Mr. Atul Dulloo, Director Tourism Kashmir Mr. Talat Parvez, Director Ecology and Environment, Chief Executive Officer Pahalgam, Head of Research Center, expert professors of Kashmir University besides senior officers of concerned department participated in the meeting.
The Head of Research Center Prof. Mohammad Yousuf gave detailed power point presentation, highlighting important aspects to be considered to conserve the environment and ecology at the destination. The report suggested for improvement in disposal of sewerage, solid waste management, development of fisheries besides conservation of its rich flora and fauna.
 Various vital observations were raised during discussion in the meeting and it was suggested that some other important aspects related to the development of the destination should also be considered.
The Minister stressed upon the concerned authorities to work in coordination and ensure that revised master plan of this world famous destination should not affect flora, fauna and scenic lush green beauty.

27 more traffic signals by 15th June in Srinagar city
Deputy CM reviews traffic management system, parking facilities of Srinagar city
            SRINAGAR, MAY 24: Deputy Chief Minister, Mr. Tara Chand has asked Commissioner, Srinagar Municipal Corporation to ensure installation of traffic signals on remaining 27 identified intersections by June 15 so that traffic management system could be improved further in Srinagar city.
            Deputy Chief Minister was reviewing the progress of plan- taken up to streamline traffic system, creation of parking facilities and installation of hoardings here at an officers meeting today.
Principal Secretary Housing and Urban Development, Mr. Suresh Kumar, Deputy Commissioner, Srinagar, Mr. Baseer Ahmad, IG, Traffic, Mr. Muneer Khan, Vice Chairman, SDA, Farooq Renzushah, Vice Chairman, LAWADA, Mr. Irfan Yasin, Commissioner, SMC, Dr. G.N.Qasba were present on the occasion.
Dr Qasba informed that the work on the installation of remaining traffic signals has been started while such signals stands already installed at seven intersections.
While reviewing the installation of hoarding in Srinagar city, the Deputy Chief Minister instructed the authority of SMC and traffic police to remove all un-authorized hoardings installed on traffic booths and other places.  Dr. Qasba informed that 200 un-authorized hoardings have been removed during this month and assured that remaining hoardings would be removed by this week.
Regarding creation of parking facilities, the Deputy Chief Minister directed VC, LAWADA to arrange alternate parking space at Nishat so that parking space in front of the garden is closed for the convenience of the tourists. VC, SDA was asked to make all the parking spaces operational.
Emphasizing for maintaining inter departmental coordination, Mr. Tara Chand said that building permission should be given only to those commercial complexes having earmarked sufficient parking space in their building plans. He directed Commissioner, SMC to take regular field visits of the city to check illegal constructions, if any, coming up against the norms of Srinagar city Master Plan.
Commissioner, SMC was also instructed to launch a drive against footpath vendors, who have occupied the path and made the moment of pedestrians difficult. He was directed to mobilize the checking squads and ensure checking of food adulteration. Regarding checking of food adulteration, the Commissioner was asked to collect at least 50 samples daily for laboratory analysis. The Deputy Commissioner offered every assistance to all the officers in launching drive against defaulters.

Model Floriculture Centre, Nunner to be replica of Tulip Garden: Mir
SRINAGAR, MAY 24:- Minister for Agriculture, Mr Ghulam Hassan Mir today said that steps have been taken to develop Model Floriculture Centre (MFC), Nunner Ganderbal as replica of Tulip Garden situated in the lap of Zabarwan hills.
The Minister said this during his day long visit to the MFC farm this morning to take on the spot assessment of its revival work. He said that the developed farm would create another tourist destination en-route world famous Sonamarg tourist resort.  He said this farm is being developed as a demonstration farm for the floriculturists to train and encourage them to shift towards commercial floriculture in the valley.
 During the visit, the Minster said that there is huge market available for floricultural products across the world adding that our environs provide ample opportunities for cultivation of different varieties of flowers on commercial scale. “Our farmers and youth can take this venture as a profitable activity to capture the huge demand market”, he said adding   that government would provide every help to the progressive farmers and interested youth under various schemes already launched for their benefit.
 The Minister was informed that the total area of the farm is 158 kanals. The various activities and targets fixed under phase –I include cultivation of Lilium on 5 kanals, Gladioloces on 10 kanals, Annual seedlings on 30 kanals and Rose and shrubs on 15 kanals of land during summer.
Similarly in phase- II, tulips on 50 kanals, other crops on 10 kanals and ornamental plants on 10 kanals will be cultivated during winter to make the farm functional round the year.
He was further informed that the farm will also cultivate roses and scented plants for extraction of oil, scent, rose water etc.

GPF and SDS Interest Rates Revised for the Financial Year 2012-13

New Delhi, May 24, 2012

       Government of India has revised the Interest Rates for the financial
year 2012-13 in respect of State PFs (GPF) and Special Deposit Schemes
(SDS) for non-government Provident, Superannuation and Gratuity funds
(SDS), 1975, from 8.6% to 8.8% with effect from 01.04.2012. The funds
concerned are:-

 1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

Disclosure of Complaints Against Judges
New Delhi, May 24, 2012


Recently, while deciding an RTI Appeal by the Information
Commissioner, Department of Justice was directed to provide the
applicant copies of forwarding letters by which complaints received by
it (Department) were sent to the Supreme Court and High Courts. Giving
this information in written reply to a question in the Rajya Sabha
recently, Shri Salman Khurshid, Minister of Law & Justice, said that
accordingly, copies of forwarding letters of the last one year were
provided to the RTI applicant in compliance. They have 98
representations/ complaints cases. The Minister said that as per the
‘in-house mechanism’ of the higher judiciary, the Chief Justice of
India (CJI) is competent to receive complaints against the conduct of
the Judges of the Supreme Court and the Chief Justices of the High
Courts. Similarly, the Chief Justices of the High Courts (CJHs) are
competent to receive complaints against the conduct of the Judges of
their courts. But, the Government also does receive a variety of
complaints against serving judges of the Supreme Court and High Courts
from various quarters. These complaints which are often addressed to
the CJI/ CJHs, are forwarded as such to the Supreme Court or the
concerned High Court for appropriate action, Shri Khurshid informed

Iran, P5+1 agree to hold another round of talks in Moscow in June

Iran and the five permanent members of the UN Security Council plus Germany (the P5+1) have agreed to hold another round of talks in Moscow on June 18-19, Press TV reports.


Iran and the P5+1 group (Britain, China, France, Russia, and the United States plus Germany) wrapped up their plenary meeting in Baghdad on Thursday evening after two sessions of negotiations earlier on Thursday and on Wednesday.

Sources close to the Iranian delegation say Iran maintains that its demands, including the lifting of the sanctions imposed on the Islamic Republic, must be met.

The Iranian negotiating delegation was headed by Secretary of Iran's Supreme National Security Council (SNSC) Saeed Jalili, and the delegations of the five permanent members of the UN Security Council and Germany were headed by the European Union's foreign policy chief Catherine Ashton.

On the first day of the negotiations, Iran offered a comprehensive package to the P5+1, while a European Union spokesman, Michael Mann, told Press TV that the group’s representatives put forward a set of new proposals to Tehran.

The previous round of the talks between Iran and the P5+1 was held in the Turkish city of Istanbul on April 14.

Iran and the P5+1 had previously held two rounds of talks, one in Geneva, Switzerland, in December 2010, and another in Istanbul, Turkey, in January 2011.
