SRINAGAR,
MAY 25 – Chief Minister, Omar Abdullah Friday underlined the importance of
development of strong corporate sector in the State to move ahead on the path
of industrialization in the State. He said that a sound and well governed
corporate sector in the State will be instrumental to rope in investment and
partnership from big business houses in the State and open new windows for
employment and economic activities.
Addressing
the 13th National Conference of Practicing Company Secretaries
at SKICC here this morning, the Chief Minister highlighted the role of this
fraternity to factor in the strong ethics, lawfulness and best practice in the
functioning of corporate sector making it law abiding and disciplined.
“Indian
economy is not unique were we see weak ethics and unlawful practices but this
element is also observed in strong economies of the world”, he said adding that
guarding risks at the cost of law and ethics and adopting unsound business need
to be clamped down and Company Secretaries have to play their important role in
this direction.
The
Chief Minister said that Indian business industry is capable of dealing with
risks and surviving the changes. “We have seen the removal of quantitative
restriction on imports has not hampered the growth and development of
indigenous industry but gave further strength to it and helped its growth and
marketability to a degree of satisfaction”, he said citing examples of various
industrial houses which not only increased the production but enhanced their
markets internationally.
Omar
Abdullah said that circumventing risks unethically and avoiding lawful course
in business conduct is in no way helpful to the growth and development of
industry on sound basis. He said this matter has attained enormous importance
in the present day scenario of world trade and business facing various
challenges. He stressed on abiding by the provisions of law by the industrial
houses and doing business under ethical parameters. He said that this aspect
requires focused attention.
On
the growth and development of industries in Jammu and Kashmir, Omar Abdullah
said that the geographical constraints and distance from the raw material
though makes the State especially Valley in disadvantageous position for heavy
and large industries, yet this part of the country is highly feasible with
greater potential for agro-based and IT related industries. “We have a great
potential in MSME sector and government is focusing on its development to provide
jobs to the unemployed youth of the State on a greater spectrum”, he added.
On
the growth and performance of Jammu and Kashmir Bank, the Chief Minister lauded
the management of the Bank headed by its present Chairman, Mushtaq Ahmad for showing
remarkable headway even under challenging circumstances and pressures on the
growth of economy world over. “This (J&K Bank) is the only company of the
State trading at share market and showing positive growth and development”, he
said and expressed the hope that the Bank would touch new highs in the coming
years.
Calling
for erasing negative perception from the minds of Indian people regarding
visiting Valley sought the hand of Company Secretaries from all over the
country participating in 2-day National Conference here, to carry the message
of normalcy, hospitality and openness to trade and travel from this place to
the people outside.
“You
have to act our messengers to tell the people in the Country about the normalcy
rooting fast in the State and the openness of the society for business and
tourism”, he told the Company Secretaries adding that hospitality of the people
from here require your special mentioning at your places.
Speaking
on the occasion, Union Minister for Corporate Affairs, M. Veerappa Moily
appreciated the dynamism and leadership of Omar Abdullah in steering the State
out of difficulties and putting it on road to peace and prosperity.
“All
are proud of seeing State doing excellent under your dynamic and young
leadership”, Veerappa Moily eulogised Omar Abdullah and said that the beauty of
the Valley is enchanting and giving solace to eyes. He said that observing
normalcy, peace and development here is all the more consoling. He lauded the
efficient, vibrant governance of the Omar Abdullah led dispensation and praised
the resilience of the people of Jammu and Kashmir for rejuvenating peace,
development and economic welfare.
“I
salute the people of this place for their intelligence, acumen and ability to
address the difficulties, deal with challenging situations and make way through
all odds towards success”, he said adding that the human resource present in
the State is brilliant and one of the best in the country. “The young persons
of the State have shown their mettle in various civil service and national
level examinations”, he said adding that the practicing company secretary-ship
discipline would provide them befitting platform to excel in this field and
lead the society and the country in the industrial sector.
Identifying
agriculture, horticulture, IT, food processing, cultivation of cash crops and
similar sectors as core area for launch of industries in the State, the Union
Minister said that MSME sector offers all the more promises for the growth and
development of Jammu and Kashmir economy. “This is the sector which can provide
large scale self employment to the youth of Jammu and Kashmir which constitutes
about 70 percent of the population in the State”, he said.
He
suggested organizing of 10-Member Producers’ Companies by farmers, artisans,
horticulturists and others associated in agriculture and allied sectors to
yield business and get benefited under the provisions of Company Act. He said a
new Company Act is under preparation which would enhance the role of company
secretaries in the development of disciplined industries in the Country. “A new
Company Bill is in offing”, he said adding that it would be a comprehensive
legislation to encourage and strengthen the cooperated sector.
Dr.
Veerappa Moily appreciated Jammu and Kashmir Bank for showing remarkable growth
and business even during the situation when there was tremendous pressure on
economy throughout the World. He said that the registering 22 percent growth
and 33 percent profit by the J&K Bank during the last year when the
business and profit of all Banks in the Country declined is worth showcasing
across India. He showered praises on the management of the Bank under the guidance
and leadership of its present Chairman, Mushtaq Ahmad for this performance.
The
Conference was also addressed by Union Secretary for Cooperate Affairs, Naveed
Masood, Chairman J&K Bank, Mushtaq Ahmad, President Institute of Company
Secretaries of India, Nesar Ahmad, Chairman PC, Umash Dev and Divisional
Commissioner, Asgar Samoon, Chairman Northern Council, Rajeev Bajaj, Chairman

SRINAGAR, MAY 25 – Union Minster for
Corporate Affairs, M. Veerappa Moily Friday afternoon called on Jammu and
Kashmir Chief Minister, Omar Abdullah here and discusses matters relating to
the development of corporate sector and industries.
The
Chief Minister identified the areas where Jammu and Kashmir need to be focused
in the union development policy for the corporate sector. He said well
organized and strong corporate sector of locals in the State could help in a
big way to encourage outside business houses to invest here and enter into the
partnership for launch of projects in the PPP mode and also in collaboration
with government concerns.
The
Union Minister assured full support of his ministry to the State in its pursuit
to develop strong based corporate sector and encourage growth and development
of MSME sector to generate wide-ranging economic activities and providing
opportunities to educated youth to venture in the field of industries and
trade.

SRINAGAR, MAY
25 – Reiterating his government’s endeavour to seek inclusive development
of all sections of the society, Chief Minster, Omar Abdullah today told the
deputation of Gujjars and Bakerwals that government has put in place a
comprehensive development policy to reach out all areas and sections of the
society in development process.
“Focused
attention is on the holistic development of poor and weaker sections of the
society besides remote areas”, he said adding that the new initiatives and
measures taken during the last over three years have shown visible impact on
ground. He said the physical existence of development works and improvement in
the basic amenities along with empowering people to make government answerable
before them speaks loud and clear about the governance of the present
dispensation.
The
Chief Minister said that special schemes launched for the welfare of
downtrodden and weaker sections of the society have shown their result
positively. He said various Advisory Boards have been constituted to focus on
the all-round development of particular sections of the society and involve
their representatives in the formation of development policy and implementation
of schemes. He said the government has kept special provisions in the budget
for the development of remote areas and upliftment of weaker sections.
Omar
Abdullah in his today’s Awami Mulakat received over two dozens of deputations
and scores of individuals who during their interaction presented to him
memoranda pertaining to their difficulties and development demands. The
individuals sought the intervention of the Chief Minister for getting their
personal matters redressed at various levels in the administration.
The
Chief Minister gave patient hearing and disposed off most of the cases on spot
by conveying directions and referring many to the concerned quarters for
necessary action. He also directed for registering the demands of the people to
incorporate in the development plans.
Among
the deputations who called on the Chief Minister included a deputation of Pump
Dealers Association. It brought to the notice of the Chief Minister various
issues relating to the trade and business of the Association.
A
deputation of SSA Engineers and a deputation of Works Supervisors Association
apprised the Chief Minister of their problems while delegation of Post Graduate
Masters and HDF employees highlighted their difficulties.
A
deputation of Professors and Lecturers of Islamia College, Srinagar raised the
issues pertaining to their welfare and the development of the college. A
delegation of Kashmir Copper Workers Union requested the Chief Minister for
strict implementation of the Act pertaining to the manufacturing the Copper
items in the State.
A
deputation from SKIMS Employees talked about the importance of opening
institute for technical trainings and also raised the issue of providing full
salary to the under-training technicians of SKIMS. A deputation of PhD scholars
in their meeting with the Chief Minister raised the matters pertaining to their
concern while the deputations of J&K Handloom Cooperative Society Union
discussed issues relating to the development of this sector and welfare of the
people associated with it.
Various
other deputations from Gund-Ibrahim, Pattan, Rafiabad, Srinagar, Zakura,
Ganderbal, Pampore, Pulwama, Baramulla, Kangan, Katra and other areas apprised
the Chief Minister of the development demands of their areas and sought special
focusing in the development process of backward pockets.
Chib inaugurates
2-day IHPB conference at SKIMS
SRINAGAR, MAY 25:
Minister for Medical Education Mr. R S Chib today inaugurated 2-day Mid Term Congress
at Sher-i-Kashmir Institute of Medical Sciences (SKIMS) organized by Department
of Gastroenterology, SKIMS in collaboration with International
Hepato-Pancreato-Billiary Association (IHPBA) Indian Section and IHPBA-
Kashmir.
Speaking on the
occasion, the Minister highlighted the objectives for holding the congress and
said that it would help in understanding and sharing surgical skill in the
field of surgery, in general and hepato-pancreato-billiary surgery in
particular. He said there is rise in number of liver and pancreas cancer
related cases, adding that the conference has assumed significance as many
pancreas and billiary tree diseases are quite prevalent in the country and
state as well.
Mr. Chib said that
the congress would provide opportunity to the participants for sharing their
experiences about the latest advancement in the field of
hepato-pancreato-billiary surgery. He hoped that the young surgeons and medical
professionals from state participating would be benefitted from the lectures, panel
discussion and video and paper presentation and use it in their professional
life.
Elaborating in detail
the mission statement with regard to the research activities of the institute,
the Director, SKIMS Dr. Showket Zargar said that the institute is providing
quality medicare to the patients and is also encouraging medical research at
the highest level.
Besides, delegates
from the country and abroad, academicians, faculty members, senior doctors from
SKIMS, Government Medical College and its associated hospitals participated in
the international congress.
Later, the Minister
released the souvenir of IHPBA on the occasion.

Jora hails club for
carrying on adventure sports
SRINAGAR, MAY 25:- A delegation of Jammu and Kashmir Mountaineering and Hiking
Club ( J&K M&H) led by its president Mr. Saleem ,M. Sheshgar Called on
Minister for Tourism and Culture, Mr. Nawang Rigzin Jora here today.
The president of the club apprised the Minister about the various activities
taken by club for promotion of adventure tourism in the state .He informed that
previously the club was named cashmere, is affiliated with India Mountaineering
Foundation.
He said several peaks of the State have been scaled by the club members over
the decades and two members of the club have also participated in the Indo–
French expedition to Saser-Kangri Peak in Karakorum range.
He informed that in 1965 in the first Indian Everest expedition two summiteers
from Jammu and Kashmir and one among them, Here Wangyal, from this club
participated, adding that presently the club has three everesters and one
foreign Guest Member.
Speaking on the occasion, Mr. Jora stressed the need of taking the adventure
sport to the School and college levels to encourage students for mountaineering
and trekking, besides making them aware about the ecological balance and
environment related issues confronting the globe.
The Minister said that Jammu and Kashmir State is endowed with majestic
mountain ranges, forests and unique wildlife, and emphasized that “Clean
Kashmir” initiative involved in the activities of the Club involving young
members to begin from tourist destinations. He said elsewhere in the world
tourist destination are very clean and we also need to pay focused attention in
this regard for promoting environment conscious among tourists.
The Minister stressed that senior members of Jammu and Kashmir Mountaineering
and Hiking Club must interact with College and University Students. He hailed
the Club and its members for carrying on the spirit of this adventurous sport
despite odds and assured the Club delegation for all possible help in
furtherance of its cause.
KPL Ph-I in Budgam
culminates with a thriller
SRINAGAR, MAY 25: After almost a month long arduous schedule of KPL phase was
conducted by 35 Rashtriya Rifles under the aegis of 12 Sector Rashtriya Rifles,
114 teams from all over Budgam district participated to secure a position in
KPL Ph-II which culminated with a nail biting final today.
This year too, like
last year the teams participated with lot of fervor and zeal Phase-I of KPL
which was organized to select a team for KPL Ph-II wherein each district would
field a team KPL was introduced by the Army last year to unearth local talent
from remote places of the valley.
The final match saw a clash between Ompura Warriors and Rangreth Rangers
wherein Ompora won the match.
The closing ceremony was graced by Mr. Khurshid Ahmad Shah, District
Development Commissioner, Budgam Mr. Uttam Chand, SSP Budgam and Dr. Shah
Faesal.
Deputy Commissioner Budgam, Mr. Khurshid Ahmad lauded the sincere efforts out
in by the Army to constructively engage the youth and hoped for more such
events in the future. The event culminated with prize distribution to the
winners and runners up and refreshments for all.
Fisheries Department
to release coloured fish varieties soon

SRINAGAR, MAY
25: The Fisheries Department is going to release coloured fish varieties soon.
Around 7-8000 seeds of many coloured strains of fish have been developed by the
Department which would be made available in the market.
This was disclosed in
a review meeting of Fisheries Department chaired by Minister of State for
Fisheries, Mr. Ajaz Ahmad Khan here today.
Chairing the meeting,
the Minister stressed on giving backyard fisheries a thrust in view of the
interest it has generated among people who now plan ponds and aquaria at their
houses.
Mr. Ajaz also
reviewed the status of fish reservoirs at Salal, Baghliar, Uri and other dams.
He asked the officers to tap the potential of high altitude lakes also which he
said are ideal for trout production.
Reviewing the
implementation status of various welfare schemes for fishermen, the Minister
asked the Department to dovetail them with other schemes like MGNREGA, ISSS and
rural sanitation. He directed all district heads to submit the progress
achieved so far to the administrative department through proper channel.
Mr. Ajaz asked for
making inventory of the assets of the department. He asked all district heads
to take up the vacation of security forces from their premises with respective
Deputy Commissioners. In this regard, he also asked the Director, Fisheries to
take up the matter with respective Divisional Commissioners as well.
Mr. Ajaz also
directed the Department to make special projects for conservation of water
resources. He asked the officers to be vibrant and active in the discharge of
their duties.
Earlier, giving a
resume of the activities of the Department, Director, Fisheries, Mr. Showkat
Ali said two ornamental fish farms have been planned for Srinagar and Jammu and
also fish dressing and drying centres have been proposed and submitted to
centre for funding.

Forests, Mr. Umang Narula, many joint and deputy directors and district heads
of the Department were present in the meeting.
Sagar for proper
rehabilitation of People whose properties acquired for development projects
SRINAGAR, MAY 25– While asking the Officers to
ensure that the pace of various developmental works undertaken by
the Government in Srinagar city is speeded up, the Minister for Rural
Development, Panchayati Raj, Law and Parliamentary affairs Mr. Ali
Mohammad Sagar has underscored the need for ensuring the
proper rehabilitation of the persons whose properties are acquired
while implementing various developmental projects.
The Minister was addressing a high level meeting convened today to monitor the
status of implementation of various developmental works undertaken by the
Government. Additional District Development Commissioner, Mr. Atta
-ullaha- Qadri, Chief Engineer, R&B, Mr. Mushtaq Lone, Commissioner
Municipal Corporation Mr G. N Qasba, Chief Town Planner, and other senior officers
of District Administration were present.
Advocating for the proper and adequate rehabilitation of the
persons / households whose properties are being acquired by the
Government for execution of the projects, Mr. Sagar said that we
have to ensure that they are adequately compensated and the valuation
should be done on the existing market base so that they can
get the requisite compensation. He further said that compensation
should be provided to the shopkeepers whose structures have been acquired by
way of allotting them shops at alternative places.
Directing the Chief engineer, R&B to undertake road widening from Nowapora
onwards, the Minister said that the area has been widened as the
structures have been acquired and removed paving the way for
the required widening. He said that KZP Road project is one of the
prestigious developmental works initiated by the government for ensuring proper
channelization of the transport facility in the old Srinagar city maintaining
that adequate decongestion of the traffic would be ensured. He also
directed the officers to ensure that the structures acquired at victory
crossing Khanayar are adequately compensated besides steps taken to properly
locate the shopkeepers at Rainawari whose structures would be acquired.
While asking the Officers to ensure that the
acquired structures at Zaina Kadal are removed, the Minister said
that we have to ensure that the work on beautification of
Zainakadal and its catchment areas on heritage pattern is speeded up as
the area has a great historical significance in socio political history
of the state.

Srinagar, May 25 (KNS): Work in most of the government offices remained paralyzed today on the second day of the three day strike called by JCC. Dozens of employee leaders were arrested at the main gate of the Civil Secretariat on Friday when they were trying to stage a ‘secretariat ghero’.

Witnesses told KNS that at least one hundred
employee leaders belonging to different factions of JCC managed to reach the
main gate of the Civil Secretariat on Friday afternoon and began to stage a
gherao, however, the police bundled them into the standby vans and lodged
them in different police stations of the city.
Those arrested include Gh. Mohammad Hamdard, Gh.Rasool Bhat, Mohammad Sulyman Bhat, Nisar Ahmad, Mohammad Afzal, and President Lecturers Forum Dr. Manzoor Ahamd. Protest marches were also held at various district quarters during which employees raised slogans against the state government and condemned the detention of JCC leaders. “Govt. did not only backtrack from its written agreement but also resorted to night crack downs and arrested the JCC leaders” said employees, shouting slogans like “Down with the state government. Full fill our demands.”
Meanwhile senior JCC leaders Abdul Qayoom Wani, Mohammad Khursheed Alam and others continued to be under Police detention on Friday, following which hundreds of employees thronged these police stations to express their solidarity with their leaders. Sources told KNS that hundreds of teachers and other employees visited Kunzar Police station to see the detained JCC leader Ab. Qayoom Wani.
A protest march led by Zonal President Teacher’s Forum Wagoora Ab. Aziz Malik took off from Mini secretariat Baramullah raising slogans against the detention of Wani and EJAC (Q) general secretary Rafiq Ahmad Rather who has been lodged at Police station Bramullah. Protesting employees later presented a memorandum to Deputy Commissioner Baramullah.
A similar kind of protest march was held at Srinagar by EJAC(K) in support of its leader Mohammad Khursheed Alam. Witnesses said that the employees were raising slogans in favor of Alam.
Meanwhile, JCC leaders have made it clear that the Governor house Gherao will go as per schedule and said that there was no change in the already announced programme. “We won’t budge an inch from our stand. Let the govt. do what it could.” JCC senior leader Ab. Qayoom Wani told KNS from Kunzar Police station. He added that soon after their release, an emergency meeting of the JCC will be held to chalk out the future course of action. He however hinted that the coming days will be even harder for the government.
“We are surprised with the approach the government has adopted.” asserted Wani, adding that JCC will fight severely for the cause of employees.
Another JCC leader Mohammad Khursheed Alam told KNS that JCC was never in favor of confrontation but it seems that there was no other alternative left available for employees.
He said that JCC still hopes that Chief Minster Omar Abdullah will act ‘wisely’ and reach out to the employees.
Meanwhile State government today said that it was ready to hold negotiations with employees whenever they want. The government has also appealed the employees to leave the path of agitation as according to the government people are suffering on account of the strikes. “We had opened channels of negotiations with JCC through Commissioner Secretary GAD and we wanted Employees’ leaders to meet Chief Secretary next”, senior cabinet minster and Member of the Cabinet Sub Committee Ali Mohammad Sagar told KNS on Friday evening, adding that Govt. was ready to engage JCC leaders anytime they wish. “Chief Minster has himself said that the demands including the retirement age issue were still under active consideration and we stand by that”, Sagar added. “Let the JCC leaders come forward for negotiations and they will find the government very helpful”, Sagar added. He said that government was never for confrontation and hoped that employees will come forward for settlement.
Sagar further added that People were suffering by the strike. Asked if government wanted negotiations, why then the JCC leaders were arrested, Sagar replied, “ We have been able to maintain peace with difficulty, how can we let the things go off the track”, Sagar maintained. (KNS)

‘Interlocutors report a lesson for them’
Srinagar, May 25 (KNS): Hurriyat
Conference (M) Chairman Mirwaiz Umer Farooq has said that befooling common
people is a habit of the mainstream politicians and that that the Kashmir issue
cannot be solved on the basis of reports.
According to KNS, Mirwaiz while addressing
people at the historic Jamia Masjid Friday termed the alleged restrictions on
the Hafta-e-Shohda as unfortunate and condemnable. He
also said that restrictions, arrests and atrocities will in no way be able to
suppress the aspirations of the people.
According to KNS, Mirwaiz also said that the
pro-freedom leaders have never tried to mislead people and impressed upon the
establishment to stop the atrocities on people.
Strongly rejecting the interlocutors report
on Kashmir the Mirwaiz said that the Kashmir issue cannot be solved with the
help of reports but needs a political will on part of the Government of India
at the highest level. He also said that the leadership has already made it
clear that such steps are only aimed at gaining time and dividing the Kashmiri
opinion.
Hitting out at the mainstream parties, the
Mirwaiz said that National Conferece and Peoples Democratic Party he said that
they should learn a lesson from the interlocutors report, which according to
him has solved nothing.
According to KNS after the Friday prayers, a
protest march was held which protested against the alleged desecrations at the
Mirwaiz Manzil.
Hurriyat (M) executive meet today
Srinagar, May 25 (KNS): Meanwhile,
according to KNS, the Hurriyat Conference (M) has called the party executive
meet here to be held on Saturday at the Mirwaiz’s Nageen residence.
According sources, the meet has been called
to discuss issues in the backdrop of the recent issues including the
interlocutor’s report, which already stands rejected by the conglomerate.
According to KNS, the executive members have
been advised to remain available for the meet and refrain from deputing their
second line leaders.

The meet is also important in context of the
earlier incidents of heated exchanges at the party headquarters and the fact

Srinagar, May 25 (KNS): Terming the Hurriyat
Conference Chairman Mirwaiz Umer Farooq’s statement as ridiculous, MLA Langate
Engineer Rashid Friday criticized statement which he had issued in reaction to
Engineer’s statement where he had claimed that the Hurriyat Conference led by
Mirwaiz was preparing for elections.
Castigating the Hurriyat, Rashid has asked
Hurriyat Conference (M) to clear its stand on some very serious questions
raised by him in the occasion. In a statement MLA Langate said that he does not
need anybody's certificate to prove what he stands for.
He said that he is representing people who
are mature enough to understand his mission and have sacrificed much more than
the self styled leaders enjoying in highly decorated bedrooms and living a
luxurious life.
Er Rashid said that he is bound to, committed
and sincere in representing the sentiments and the aspirations of not only
people from his constituency but those of the people of the whole state who
have been fighting for their right since 1947. He said that people are mature
enough to judge that who is working against the sentiments and aspirations of
the people of Jammu & Kashmir.
Hitting out at the Hurriyat, Rashid said that
the conglomerate needs to come clear on many issues including the wikileaks
revelations, UN resolutions and sharing stage with the mainstream leaders
during 2002 elections.
Engineer said that, according to him, it is
unfortunate that whosoever wants a clarification about genuine questions is
labeled as anti movement as if this whole struggle is a private enterprise
owned by few people and few families
Reacting to Mirwaiz’s statement where he had
termed the legislator as ‘frustrated’, Rashid asked why he should feel
frustrated over the Hurriyat’s public gathering as according to him, they had
used their full manpower and mobilized all their resources across the state to
get a few thousand people to Langate.
He added that so called saviors of movement
can't escape accountability and still claim to be the sympathizers of the
movement.
Er Rashid challenged the Huriyat Leaders to
have an open and frank debate over all issues and offered to resign if Huriyat
proves him wrong. He said Kashmiris are now mature enough to make a difference
between their well wishers and those who want to sell their blood and rule
their heads.

Srinagar, May 25 (KNS): Terming
the constitution of the Hurriyat Conference as ‘not amendable’, Democratic
Freedom Party president and senior separatist leader Shabir Ahmad Shah has said
that diffusion of the Hurriyat constitution will erode the basis of the Kashmir
issue. Terming freedom as a ‘blessing’, Shah impressed upon the youth to oppose
and diffuse, what he calls, the conspiracies against the freedom movement.
According to KNS Shah was addressing a
gathering of people at Main Chowk Pulwama. Expressing grief and anger over the
alleged killing of Asia and Neelofer of Shopian in 2008, Shah appealed people
to make the May 30 ‘bandh’ a success.
“The basic character and essence of the
Hurriyat Conference constitution is not amendable and the basis of the
constitution are the UN resolutions”, Shah said adding that he and his
colleagues will not allow anyone to harm the basis of the constitution of
Hurriyat which according to him forms the basis of the Kashmir issue.
Impressing upon the youth to defeat any
conspiracies against the movement, Shah urged the youth to remain vigilant
against elements which are trying to amend the basic character of the movement.
Rejecting any bilateral dialogue, Shah has
said that such arrangements are not going to solve anything and said that all
such efforts have failed in the past. He reemphsized that the solution to the
Kashmir issue can either be found in the UN resolutions or through a trilateral
dialogue between India, Pakistan and Kashmiris.
Expressing his grief and anger over what he
calls the double murder of Asiya and Neelofer at Shopian, Shah called for a
complete strike on May 30 across the state. He also said that the sacrifices of
the ‘martyrs’ wont go in vain and the Hurriyat leadership will make every
effort to realize the goal of the struggle.
Other Hurriyat leaders who spoke on the
occasion include National Front Chairm Nayeem Ahmad Khan, Salvation Movement
President Zafar Akbar Bhat and Liberation Front leader Javed Ahmad Mir. The
leaders also echoed Shah’s view and vowed to take the struggle to its logical
conclusion.
Militants
snatch 4 rifles from police
Srinagar,
May 25 (KNS): According
to police sources a group of militants in South Kashmir’s Pulwama district
Thursday snatched four rifles from a police picket and succeeded in fleeing the
spot.
The militants, according to police, snatched
three SLR rifles and one INSAS rifle from a security picket late Thursday at
Arigam village of Pulwama district.
The police picket is reported to be guarding some minority houses in the area. "The security picket had been set up to guard the Kashmiri Pandit families living in the village”, police sources said.

Following the incident, according to
police, the guards posted at the police post have been suspended and arrested

protests petrol price hike
Srinagar, May 25 (KNS): PDP Workers in Jammu city
held a protest rally against the petrol price hike.
While speaking on the occasion Mr. Fallail
Singh, State Secretary PDP said that the present government ‘does not want the
common man to remain alive’. He urged the State government to take remedial
steps as has been taken by Uttra Khand, Goa, Himachal Pardesh and many other
states of the Country by reducing VAT on Petrol, according to a press statement
issued by the party here. “Our State government should have taken this step
earlier but the Chief Minister has no sympathy with the poor and common masses
who will adversely suffer due to this hike”, Singh said.
Singh castigated the central government for
increased the rates of Petroleum products ‘manifold’ without care for the
effects it has on the general public of the country. He also urged the Cetral
government to be sympathetic towards the countrymen and demanded that such
hikes should be avoided as far as possible.

Army, police conduct
joint operation
Srinagar, May 25 (KNS): Army and police Thursday night launched a
joint operation in Kathua district after a specific tip off regarding presence
of militants in the area.
“Based on specific intelligence inputs provided
by the J&K State Police, about three terrorists reportedly hiding in
Village Jakhol in District Kathua, a joint operation was carried out by the
Army and the J&K State Police on intervening night of 24 / 25 May 12”, said
an army spokesperson.
The operation, according
to the army statement, was led by the Commanding Officer of the Territorial
Army unit and the Senior Superintendent of Police Kathua which lasted for
nearly ten hours. No terrorists were however, found, as the
intelligence reports had earlier indicated.
The joint operation,
according to army, was finally called off at 7 AM Friday. “The joint
operation highlighted the high degree of cooperation and inter-operability
between the Army and the Police”, army claimed.
CAPD truck seized in
Baramulla
Srinagar, May 25 (KNS): Baramulla police has Friday seized a truck belonging to Consumer
Affairs and Public Distribution department, loaded with sugar from a trader.
Acting on tip off
Baramulla police seized a CAPD truck bearing registration number JK01/ 7515 and
recovered more that 100 bags of Sugar meant for public distribution that was,
according to police, diverted to a private trader for selling at exorbitant
prices.
However, the
driver of the truck Hafizullah managed to flee from the spot. According to
police, the trader Khurshid Ahmad Zargar resident of Friends colony, Kanli
Bagh was arrested. The District Magistrate, Baramulla has sealed the go-down of
the tainted trader.
A case FIR no: 106 under
section 420, 120B, 272, 273, 407, 409 /RPC, 3/7 E.C Act was registered in
police station, Baramulla. Police has started the investigation and more
arrests are expected to be done in near future.
Interlocutors’ report a
fraud: Bhim Singh
Srinagar, May 25 (KNS): Calling the Government
of India’s interlocutors on Kashmir as ‘the three musketeers’, Chairman
National Panthers Party Bhim Singh has described the report as another fraud by
the Home Minister of India with the nationalist, secular and oppressed people in
J&K. Singh also alleged that the report has been tactically released to
divert attention from the petrol price hike.
Alleging the appointment
of the interlocutors as a conspiracy, Bhim Singh said that the interlocutors
were engaged to save the Omar Abdullah government “Three-Musketeers were sent
to Kashmir in a conspiracy to sterilize the ground situation in Kashmir to save
Omar Abdullah from the wrath of school going stone pelters who were fed up with
his computers fiddling. It is shocking that over 50 crores of rupees were
wasted for the pleasures of three-musketeers only to develop eyewash blinding
powder which they failed to do”, reads the repot.

interlocutors for not using the word ‘occupied’ for the Pakistan administered

Abdullahs, who do not accept J&K as integral part of the Union of
India”

districts to be brought under RAY: Dy CM
Asks officers to speed up the survey process
Srinagar, May 25 (KNS): 6
districts of the State, three each in Kashmir and Jammu provinces would be
brought under the ambit of Rajiv Awas Yojna (RAY), a centrally sponsored
scheme, aimed to make cities slum-free thereby tackling the problem of
slum dwellers and their rehabilitation.
Under the schemes, the districts identified
are Jammu, Kathua, Udhampur, Srinagar, Baramulla and Anantnag which shall
be covered in first phase.This was stated by the Deputy Chief Minister
Tara Chand here at an officers meeting of J&K Housing Board.
Among others, Principal Secretary Housing and
Urban DevelopmentSuresh Kumar, Managing Director J&K Housing Board Tehsin
Mustafa and Secretary of the Board Ram Paul Sharma were present on the
occasion.
Deputy Chief Minister asked the officers of
the Board to avail the services of available manpower and ensure early
completion of the survey of the identified districts so that a detailed project
is forwarded to the Centre for allocation of funds.
Tara Chand said that Centre has sanctioned
the implementation of the Scheme in 6 districts
in the State, adding that after the completion of survey the construction work
of dwelling units, the identified beneficiaries would be started. He said that
90% of expenditure would be borne by the Centre while the State will provide 10
percent share for the scheme.
Deputy Chief Minister said that the
scope of RAY envisages integrated development of all existing slums, notified
or non-notified, development of infrastructure and housing in the slum
rehabilitation colonies for the slum dwellers, urban poor. He said development,
maintenance of basic services to the urban poor, including water supply,
sewerage, drainage, solid waste management, road, street lighting, community
facilities, markets, livelihoods centers, child care centers, schools
and health centers would be a part of the Yojna.
It was told that J&K Housing Board has
been nominated as Nodal Agency for implementation of the scheme in J&K
State.

Home Minister Inaugurates Central IVFRT Office

Union Home Minister Sh. P. Chidambaram inaugurated IVFRT
Central Processing Office here today. Speaking on the occasion, Sh.
P. Chidambaram said that this will help in bringing more efficiency in
immigration, visa and online registration of foreigners, security and
other services. He emphasized the need for capacity building and
periodic training and constant upgradation of software and hardware
equipment to maintain quality.
The Immigration, Visa and Foreigners Registration &
Tracking (IVFRT) Central Processing Office will now be the nerve
centre for immigration related matters. The main activities in this
office would include:
i) Management of Central Advance Passenger Information System (APIS)
ii) Technical and operational support to Missions and Immigration
Check Posts (ICP)
iii) Management of Unique Case File (UCF)
iv) Management of IVFRT Central Data centre
v) Dedicated call centre for general public
vi) Other related technical, legal, policy issues related to IVFRT project.
The core objective of the IVFRT project is to develop and implement a
secure and integrated service delivery framework that facilitates
legitimate travelers while strengthening security. It has a Global
outreach. This project includes 176 Indian Missions abroad, 80 ICPs
(Immigration Check Posts), 10 FRROs (Foreigners Regional Registration
Offices), and over 650 FROs (Foreigners Registration Offices) in the
State/District Headquarters.
The implementation of the project is being done in a
planned and phased manner (in consonance with
infrastructure/connectivity readiness of locations) supported by
effective communication, training and capacity building. The Project
envisages facilitation services to the travelers including on-line
application forms, 24x7 on-line channel, phone support for grievance
redressal and e-mail/SMS support for dissemination of information,
application status and feedback. The Project seeks to achieve service
delivery within specified time limits for each category of travelers.
Major outcome envisaged under the IVFRT project are:-
a) Authentication of traveler’s identity at the Missions,
Immigration Check Posts (ICPs) and Foreigners Registration Officers
(FROs) through use of Intelligent document scanners and biometrics;
b) Online registration of foreigners at the time of grant of visa
and automated updation of the particulars of the foreigners at entry
and exist points;
c) Availability of a centralized system for sharing of
information across the concerned Agencies about foreign travelers;
d) Improved tracking of foreigners by integrating and sharing
information captured during visa issuance at Missions, during
immigration check at ICPs, and during registration at FRRO/FROs;
e) Convergence and integration with other initiatives such as
‘e-passports’, ‘e-migration’ and ‘crime-criminal tracking network
systems’ for expeditious and informed decision-making.
The new system has already been implemented and operationalized at 65
Indian Missions in UK, Pakistan, Bangladesh, Sri Lanka, Singapore,
Netherlands, Germany, New Zealand, Finland and Estonia, Oman, South
Sudan, Sudan, Australia, Switzerland, Belgium & Luxemburg, Canada,
Italy, Malaysia, France, Nigeria, UAE, Sweden, Spain, Norway, Saudi
Arabia, Iran, Maldives, USA, Hong Kong, Thailand, Taiwan, Bahrain,
South Korea, Japan and Kenya. Remaining Missions are to be covered
during the financial year 2012-13 and 2013-14.
The major activities that have been completed under the Project are:
i) Visa application forms have been standardized. Integrated
online visa application system has been implemented in 65 Indian
Missions abroad.
ii) More secure visa stickers have been introduced in IVFRT
compliant Indian Missions.
iii) Standard FRRO application form has been finalized in
consultation with BoI/FRROs. Software development for online FRRO
registration is complete. The front end and backend software has been
introduced for all the 7 FRROs, viz. Delhi, Mumbai, Kolkata,
Bangalore, Amritsar, Chennai and Hyderabad. The software has also
been introduced in FRO Gurgaon, FRO Shimla and in FRO Chandigarh. The
system is currently under stabilization.
iv) Regular training/orientation programs are organized by M.H.A.
for the officers of State Governments/UTs for making use of integrated
online visa application system for Pakistan nationals. Training
Material has been given to the BoI for imparting training and
spreading awareness among concerned Immigration Officers.
v) Installation of computer hardware and ICS software has been
completed in all the 77 ICPs.
vi) Advance Passenger Information System has been introduced for
all the flights coming to India. This system has facilitated better
facilitation to the travelers by improving passenger clearance time
and at the same time enhancing the security.
Modernization and up-gradation of Immigration services is identified
and included as one of the Mission Mode Projects (MMPs) to be
undertaken by the Ministry of Home Affairs under the
National-e-Governance Plan (NeGP).
The Detailed Project Report (DPR) was prepared in
consultation with Ministry of External Affairs, D/o Information
Technology, Bureau of Immigration, Ministry of Overseas Indian Affairs
and NIC. The DPR contain details on the scope of the MMP, solution
design, manpower requirements, implementation phasing strategy, and
the cost estimates for the project. An elaborate list of services (9
core services and 37 services in total) has been included in the DPR
for streamlining and integrating Visa, Immigration, and FRT processes.
The services identified for inclusion are drawn with a focus on
security, facilitation and enablement. Drawing from the global best
practices and benchmarking, requisite service levels have also been

Immigration Check Posts (ICPs) and Foreigners Registration Officers
(FROs) through use of Intelligent document scanners and biometrics;
b) Online registration of foreigners at the time of grant of visa
and automated updation of the particulars of the foreigners at entry
and exist points;
c) Availability of a centralized system for sharing of
information across the concerned Agencies about foreign travelers;
d) Improved tracking of foreigners by integrating and sharing
information captured during visa issuance at Missions, during
immigration check at ICPs, and during registration at FRRO/FROs;
e) Convergence and integration with other initiatives such as
‘e-passports’, ‘e-migration’ and ‘crime-criminal tracking network
systems’ for expeditious and informed decision-making.
The new system has already been implemented and operationalized at 65
Indian Missions in UK, Pakistan, Bangladesh, Sri Lanka, Singapore,
Netherlands, Germany, New Zealand, Finland and Estonia, Oman, South
Sudan, Sudan, Australia, Switzerland, Belgium & Luxemburg, Canada,
Italy, Malaysia, France, Nigeria, UAE, Sweden, Spain, Norway, Saudi
Arabia, Iran, Maldives, USA, Hong Kong, Thailand, Taiwan, Bahrain,
South Korea, Japan and Kenya. Remaining Missions are to be covered
during the financial year 2012-13 and 2013-14.
The major activities that have been completed under the Project are:
i) Visa application forms have been standardized. Integrated
online visa application system has been implemented in 65 Indian
Missions abroad.
ii) More secure visa stickers have been introduced in IVFRT
compliant Indian Missions.
iii) Standard FRRO application form has been finalized in
consultation with BoI/FRROs. Software development for online FRRO
registration is complete. The front end and backend software has been
introduced for all the 7 FRROs, viz. Delhi, Mumbai, Kolkata,
Bangalore, Amritsar, Chennai and Hyderabad. The software has also
been introduced in FRO Gurgaon, FRO Shimla and in FRO Chandigarh. The
system is currently under stabilization.
iv) Regular training/orientation programs are organized by M.H.A.
for the officers of State Governments/UTs for making use of integrated
online visa application system for Pakistan nationals. Training
Material has been given to the BoI for imparting training and
spreading awareness among concerned Immigration Officers.
v) Installation of computer hardware and ICS software has been
completed in all the 77 ICPs.
vi) Advance Passenger Information System has been introduced for
all the flights coming to India. This system has facilitated better
facilitation to the travelers by improving passenger clearance time
and at the same time enhancing the security.
Modernization and up-gradation of Immigration services is identified
and included as one of the Mission Mode Projects (MMPs) to be
undertaken by the Ministry of Home Affairs under the
National-e-Governance Plan (NeGP).
The Detailed Project Report (DPR) was prepared in
consultation with Ministry of External Affairs, D/o Information
Technology, Bureau of Immigration, Ministry of Overseas Indian Affairs
and NIC. The DPR contain details on the scope of the MMP, solution
design, manpower requirements, implementation phasing strategy, and
the cost estimates for the project. An elaborate list of services (9
core services and 37 services in total) has been included in the DPR
for streamlining and integrating Visa, Immigration, and FRT processes.
The services identified for inclusion are drawn with a focus on
security, facilitation and enablement. Drawing from the global best
practices and benchmarking, requisite service levels have also been
indicated in the DPR. [PIB]
Iran will win economic war with West: Oil
minister
Iranian Oil Minister Rostam Qasemi says the country will
definitely be the winner of the economic war waged against Iran by Western
countries.
“Despite sanctions [against Iran], the development of the oil industry has not been stopped and there is no lack of goods and equipment [in the country],” said Qasemi on Friday.
He added that the development plan for 19 phases of the South Pars gas field has been granted to Iranian contractors and producers which will replace Royal Dutch Shell and France’s Total in the field.
“The European Union (EU) set a deadline for imposing sanctions on Iranian oil and ultimately these sanctions led to a sudden increase in the price of black gold in world markets,”Qasemi said.
The Iranian minister urged Westerners to learn from this price increase and behave logically.
“Iran without a doubt will be the winner of the economic war with the West,” he added.
Foreign ministers of the EU member states met in Brussels on January 23 and approved new sanctions against Iran which forbid member countries from importing Iranian crude and doing business with the Central Bank of Iran (CBI).
The EU sanctions against the Iranian oil sector will take effect on July 1. Tehran has already cut oil exports to several European countries as part of its countersanctions in response to the EU measure.
The Western bloc says the sanctions are aimed at crippling Iran's economy and thus pile up pressure on Iran to abandon its nuclear energy program. However, Tehran says such acts have already backfired and led to higher prices in the global oil market.
US negotiator at P5+1-Iran talks visits Israel
for 'consultations'
The senior American negotiator present at the recent talks
between the major world powers and Iran in Baghdad has arrived in Tel Aviv for
'consultations.'
US Undersecretary of State for Political Affairs Wendy Sherman is due in Tel Aviv on Friday “to reaffirm our unshakeable commitment to Israel’s security,” read a statement by the US Department of State.
The report did not elaborate on details pertaining to Sherman’s agenda during her visit to Israel other than stating that she would consult with the Israeli regime on regional issues.
The development comes following harsh criticism by top Israeli officials against Baghdad talks between Iran and the P5+1--Britain, China, France, Russia, and the United States plus Germany.
Iran and the P5+1 wrapped up their meeting in Baghdad on Thursday evening after two earlier negotiation sessions on Thursday and Wednesday.
The Iranian negotiating delegation was headed by Secretary of Iran's Supreme National Security Council (SNSC) Saeed Jalili, and the delegations of the five permanent members of the UN Security Council and Germany were headed by the European Union's foreign policy chief Catherine Ashton.
Israeli Prime Minister Benjamin Netanyahu said earlier this week that world powers “must show determination, not weakness” and toughen their stance against Iran.
“They do not need to make concessions to Iran. They need to set clear and unequivocal demands before it: Iran must halt all enrichment of nuclear material. It must remove from its territory all nuclear material that has been enriched up until now and it must dismantle the underground nuclear facility in Qom,” he said.
Petrol price hike: Congress presses for relief; allies, opposition plan stir
NEW DELHI/KOLKATA/CHENNAI: Cornered by opposition and allies over the issue of petrol price hike, Congress on Friday pressed the government for a decision to ease the burden on people even as petroleum minister Jaipal Reddy ruled out any immediate rollback.
As the issue threatened to snowball into a major controversy with UPA constituents DMK and Trinamool Congress taking to streets and Samajwadi Party also slamming the Centre, Congress president Sonia Gandhi was huddled for a two-hour long discussion with the top leaders including Prime Minister Manmohan Singh.
Gandhi reached the Prime Minister's residence 15 minutes before other members of the core group including finance minister Pranab Mukherjee, defence minister A K Antony, home minister P Chidmabaram and her political secretary Ahmed Patel arrived there.
