Srinagar, May 08(VOS):As the State government hinted of a possible increase in retirement age for the government employees ,most of the government offices wore a deserted look on Tuesday on the first day of a two day strike called by the Joint Consultative Committee (JCC) to press the state government for the implementation of their demands. Barring Civil Secretariat which started functioning in Srinagar on Monday after six months of darbar move, most of the government offices in the state remained shut where as the employees staged protests at district headquarters.
Besides the offices, work in  most of the Schools, and Colleges was adversely affected and the teachers and other staff remained away from the classes.
Essential services remained however  unaffected as they were exempted from the strike by JCC.
Sources told VOS that JCC held an emergency meeting in the Tuesday afternoon at Agriculture office Srinagar to chalk out the final strategy regarding the Wednesday's Secretariat Gherao programme. 

Senior JCC leader Mohammad Khursheed Alam claimed ' a particular lobby of beuracrates are trying to create a wedge between govt. and Employees." He warned, " The more force goverment uses to quell the employee's voice, the stronger their (JCC's) agitation will become." He urged Chief Minster Omar Abdullah to take note of the employees' agitation.
Meanwhile accusing government of trying to 'sabotage' the  JCC plans, another JCC Senior leader and Chairman of EJAC(Q) Abdul Qayoom Wani alleged that govt. had fielded some 'renegade Employee leaders' who had been shown the door by JCC for indiscipline, to create confusion. " I challenge govt. to show their ( third front EJAC leaders) office open." Qayoom said. Wani claimed that the tuesday's strike was cent percent successful and the JCC was getting ready for a final show down on Wednesday. " Persistent  negative response will hare severely adverse impact on government."  cautioned JCC leader, claiming that tuesday's lock down was an eye opener for the Omar Abdullah Government.
He added that the JCC will hold an important meeting at 8 am on Wednesday to give a final approval for the strategy being adopted for proposed secretariat gherao and claimed that Wednesday will be a 'do or die' day for the employees. " We can't wait now for so long, Govt. has a written agreement with employees and still they don't bother to implement that." wani said and added that a legal notice was already served to Jammu and Kashmir government for failing to implement the agreement. He warned that if the govt. still did not implement the agreement, JCC would toughen its stand which will have more serious ramifications. " We will be holding an emergency meeting on Wednesday evening to chalk out the future programme and i assure employees that JCC will not succumb to any pressure." asserted Wani. He however said that Keeping in view the difficulties of employees and common people, JCC will not call for a indefinite strike but warned that the next course of action will be even more stringent and tough.
Meanwhile sources added that JCC might call for strike again in the firs week of June. 
Qayoom while terming the statement of Law and Parliamentary Minster Ali Mohammad Sgar as his ' Political Compulsion' said that Sagar has always been pro- employees and helpful. Pertinently Sagar had told VOS that there wasn't need to call JCC leaders for fresh round of talks and had suggested them (JCC) TO meet Chief Secretary or Commissioner GAD. Wani said, " I have met Chief Secretary and the Commissioner GAD  but at the ned of the day, the decision power lies with the political bosses." 
Meanwhile State government while terming the strike call as 'illogical' said that the dgarding enhancemnet in retirement age was not a closed chapter and was still under active consideration of govt. " We have not outrightly rejected their demand of enhancement in retirement age. We are consideration it actively." Law and Parliamentary Minster Ali Mohammad Sagar told VOS on Wednesday, adding that Govt. had met most of the JCC demands and was sincere in negotiating their other demands. " They have a very good leadership but unfortunately some elements with vested interests want to create cofussions, and JCC leaders must be cautious of such elements." Sagar maintained. He further said that Omar Abdullah government had been pro-employees, and said that differences if any could be solved with negotiations." Door are open for them for talks. They can come anytime." Minster asserted. He however added that the strik called by JCC was anti-people and would not benefit anyone and urged JCC to desist from taking 'extreme' step.


Jammu and Kashmir has around 4.5 lakh government employees who are agitating for enhancement in their retirement age from the existing 58 to 60 years, regularization of ad-hoc and daily wage employees, removal of pay anomalies and increase in the emoluments of Anganwadi workers.

The Omar Abdullah government had constituted a committee headed by chief secretary Madhav Lal to make recommendations on the employees' demands to the government. which after deliberations with the employees, the committee has submitted its report and the same is now likely to come up for discussion by the cabinet sub-committee whose recommendations would finally be taken up for consideration by the state cabinet. The JCC however alleges that Chief Secretary and the government missed  the dead lines and claimed that Government was deliberately resorting to delay . 






Omar reviews status of transfer of powers to Panchayats
Constitution of Block Councils by middle of June
             
Srinagar, May 08(VOS):The government has decided to hold the elections of Block Panchayat Councils completing the task by middle of June this year.  Chief Minister, Omar Abdullah today gave nod to a proposal to this effect presented by the Rural Development Department at a high level meeting he chaired here.  Reviewing the status of transfer of powers to Panchayats, the Chief Minister directed the Administrative Secretaries to ensure that the roadmap approved by the government for the establishment of empowered Panchayat Raj in the State should be implemented in letter and spirit. He said he would review the status of implementation of orders issued in this regard in the next meeting to be held after 15 days.
            Omar Abdullah also directed for formulating memo for the approval of Cabinet for constitution of Finance and Election Commissions as provided under Panchayat Act. He said government is committed to an empowered Panchayat Raj system in the State and all necessary measures required to realize this goal need to be taken in a time bound manner.
            The Chief Minister announced about Rs. 11.60 crores from the Planning Department for Panchayat Fund. He said this amount should be utilized for making panchayat offices functional. The amount will also pave the way for obtaining accommodation on rent for panchayats which are without accommodation.  Speaking in the meeting, Minister for Rural Development and Panchayat Raj, Ali Mohammad Sagar said that presently MGNREGA is being implemented through panchayats. He said payments to the labours are made only after sarpanches sign the master rolls and certify the attendance. He said plan formulation and identification of beneficiaries under total sanitation campaign and payments have been entrusted to panchayats. He said identification of beneficiaries under IAY has also been entrusted to panchayats.
            The Minister said that 75 percent panchayats have already held Deh Majlis ratifying plan proposals of MGNREGA. Present in the meeting were Minister of State for Rural Development, Ajaz Ahmad Khan, Chief Secretary, Madhav Lal, Principal Secretaries, Mohammad Iqbal Khandey, B. B. Vyas, Sudhanshu Pandey, various Administrative Secretaries and senior officers.In a PowerPoint presentation the Commissioner Secretary Rural Development Department, Farooq Ahmad Peer said that the funds to the tune of over Rs. 41 crores provided by the Planning Department under the directions of the Chief Minister to panchayats have been distributed to each Panchayat Halqa at the rate of Rs. 1 lakh. He gave resume of the measures underway to make panchayats more effective and viable units to deliver at grass roots successfully.  Matters relating to the remuneration to panches and sarpanches, e-governance for panchayats were also discussed in the meeting besides reviewing the action taken on the decisions of previous meeting.

Shah rules out possibility of 'Third Front'



Srinagar, May 08(VOS):         With  serious differences  among the executive council members  Surfacing in Open,Hurriyat Conference (M)  Chairman Mirwaiz Umar Farooq on Tuesday clarified that the the resolution of Kashmir Issue can not be sought outside the ambit of United Nations resolutions and said that the statement made by its former chairman and senior executive member Ab. Gani Bhat that in this regard was his (Bhat's) personal view  point and Hurriyat had nothing to do with that. " Hurriyat Conference is not  a political party but a platform, where every single individual has a right to differ with other's opinion. But I want to make it clear that no body should make statements out side its (Hurriyat's) constitution." Mirwaiz told VOS, after chairing the hurriedly called executive meeting at its Rajbagh headquarters on Tuesday afternoon, which saw some unprecedented scenes with senior leaders raising 'slogans' against each other. Sources told VOS that soon after the executive council assembled to hold  discussion in the back drop of Senior leader Prof. Ab. Gani Bhat's recent statement at Botango sopore  on Sunday,in which he had termed the settlement  of K-Issue " impracticable' under the UN resolution, senior leaders Shabir Ahmad Shah and Bilal Gani lone confronted each other and indulged into heated arguments. " At the same time, their supporters were raising slogans against each other outside the meeting hall." Sources added. They further said that after heated debate, Shabir Ahmad Shah wanted to stage a walk out, however Hurriyat Chairman Mirwaiz Umar Farooq intervened and pacified the situation.
Later talking to VOS, Mirwaiz said, " Hurriayt Constitution guarantees the settlement of K-Issue under UN resolution and tripartite dialogue and nobody can be allowed to ignore that."  While confirming the sloganeering in the council meeting,Mirwaiz said," the statement of Prof. Gani might be his own point of view. Hurrriayt does not buy that." He added, "During the meeting every member agreed that the issues should be not be discussed in public domain."However he made it clear that mainstream politicians can only be taken along if they give up the mainstream Polity. 
Earlier addressing the press conference at the end of the executive council meet, Mirwaiz asked the members to discuss the issue within the four walls and desist form making their differences public. " Hurriyat is the custodian of the Sacrifices and aspirations of the kashmiri people" . Mirwaiz said and added that difference of opinion wasn't a bad thing at all. Mirwaiz has also shot show cause notices to various executive council and general council members .
Meanwhile Senior leader Shabir Ahmad Shah while rejected the possibility of any third front told media, " These are only speculations. there is no  possibility of third front ." Shah asserted.

Reiterates necessity for political addressing of K-issue

Srinagar, May 08(VOS):         Reiterating the necessity for addressing political issues of Jammu and Kashmir politically, Chief Minister, Omar Abdullah Tuesday assured the people of his government’s sincere efforts to realize peaceful and progressive Jammu and Kashmir. “My endeavors to seek peace, political stability and prosperity for Jammu and Kashmir would continue”, he said maintaining that he believes in actions rather than slogans over crucial issues.
            Addressing a public gathering here, the Chief Minister said that he has been all along driving home the importance of addressing political issues of Jammu and Kashmir in a political manner to obtain lasting peace and prosperity in the State “We are not of that grain who would invent slogans and cry hoarse on crucial issues, we believe in working on ground and making the importance of issues felt by all”, he said adding that his mission on this subject is loud and clear. He said economic measures would not resolve political matters and he has been advocating this reality all along.
            Omar Abdullah said that gun has never been solution to any problem and will never be so in future. “It is common public who have to bear the brunt of the gun and suffer on all counts”, he said underscoring the significance and need for resolving issues through dialogue process. He expressed the hope that the talks between India and Pakistan would yield positive results for permanent peace in the sub-continent especially in Jammu and Kashmir.
            Underlining peace imperative for development, Omar Abdullah said that the dividends of peaceful 2011 are visible before us. “In a peaceful atmosphere the growth of economy and fast track development is certain”, he maintained and asked the hand of people in the maintenance of tranquility and peace in the State. The Chief Minister said that the commitment made by the coalition government to people on development front would be carried forward with full energy and sincerity. “My government has done a lot on development and economic front during the last three years and we are determined to achieve the development goals set for the welfare and comprehensive progress of the State”, he said adding that impact of these achievements registered during last three years is visible on the ground. Referring to the historic legislation of Public Service Guarantee Act (PSGA) enacted by his government to empower people to obtain public services in six departments within the fixed time frame and restrict the chances of corruption, Omar Abdullah said that the Act has created topsy-turvy in the practice of receiving bribes from people by the government functionaries for delivery of public services. “Now any official found showing laxity or failing in delivering the public services like issuance of driving license, ration card, revenue papers, building permission, electricity or water connection, etc in the fixed time frame for such services shall be liable for a fine up to Rs. 5000. This shall be deducted from the salary of the erring official and a part of it paid to the affected consumer as compensation”, he explained. Omar Abdullah also talked of empowering people through RTI to question the government departments regarding financial transactions and physical progress. “You are now empowered to ask any question to any government department regarding its functioning, transactions, work done and other relevant matters”, he added.
            On the development of Budgam, Omar Abdullah said that during the last three years Rs. 150 crores have been on the development of power sector in Budgam district. He said Rs. 10 crores have been sanctioned for upgrading HT/LT power distribution system in Budgam town. He said Rs. 70 crores are being spent for upgrading drinking water supply while Rs. 15 crores are being expended on construction of roads in Budgam constituency. The Chief Minister said that 50 primary schools have been opened in the constituency during last two years where 60 primary schools have been upgraded to middle standard level. He said 10 middle schools are being upgraded to high schools level. He said 260 RTI teachers have been appointed and 58 school buildings constructed in the constituency during the last two years.
            The public meeting was also addressed by Minister for Animal Husbandry, Aga Syed Rouhalla, Advisor to the Chief Minster, Mubarak Gul and Minister of State for Home, Nasir Aslam Wani. In their speeches they highlighted the achievements registered by the coalition government during the last three years and said that holistic development of all areas is the bench mark of Omar Abdullah led dispensation. Earlier, the Chief Minister also inaugurated the Power Grid Station at Budgam. The 320 MVA, 220/132 KV and 100 MVA/132/32 KV Grid Station and transmission scheme involves Rs. 125 crores. With the commissioning of this Grid Station improved and reliable power supply will be ensured to western part of Kashmir Valley from Yousmarg to Magam and Central Kashmir by overcoming transformation constraints. This is the fourth Grid Station of its kind in the Valley after Pampore, Zainakote and Mir Bazar which will enhance the available transformation capacity.
            By reducing load on existing Grid Stations at Pampore and Zainakote, the Budgam Grid Station will enable the Power Department to improve power quality in the Valley and will directly benefit about 40,000 population in Budgam, Ichgam, Kremshore, Khansahib, Branwar.




Ex. Engineer and  spouse, Charged  for disproportionate Assets.


Srinagar, May 08(VOS):         The  Court of Special Judge, Anti Corruption Kashmir on tuesday charged an executive engineer and his wife for possessing the property exceeding to their source of known income. "Executive Engineer (Mechanical ) Abdul Rashid Haji S/o Ghulam Mohammad Haji R/o Qazipora Bandipora and his wife Jamsheeda presently Pine Avenue Rawalpora for possession of disproportionate assets." a handout of Viglance organisation Kashmir said in a statement to VOS on wednesday.

 According to VOK, Case  under FIR No. 32/2006 u/s 5(1) (e) r/w 5(2) of J&K Prevention of Corruption Act was registered in Vigilance Organization Kashmir on 20.09.2006 for alleged possession of disproportionate assets by the Executive Engineer Mechanical, Abdul Rashid Haji. During investigation, he was found to have raised disproportionate assets worth Rs 1.07 crore. The accused Engineer was found to have purchased 01 kanal 14 marlas of land at Rawalpora with a palatial house on it. He was also found to have purchased flat at Gurgoan Haryana. He was in possession of bank balance of Rs 43.00 lacs with monthly expenditure of Rs 70,000. During investigation his wife was also found to have actively assisted her husband in the concealment of assets raised from ill-gotten money. She was found to have resorted to impersonation and forgery while maintaining the bank account. Consequently, sections 109, 419, 468 RPC were invoked against her by VOK.

  It added, On 22.07.2008, Vigilance organization Kashmir produced challan in the Hon’ble Court of Special Judge Anti-corruption Kashmir against both Executive Engineer and his wife. The defense counsel appearing for the accused couple had been pleaded that wife of a public servant cannot be held for abetment of her husband in raising the disproportionate assets however the Special Judge Anti-corruption Kashmir upheld the contention of VOK and charged the Executive Engineer for possession of disproportionate assets and his wife for abetment.



22. 50 cr being spent for modernizing of existing industrial units of J&K AIDCL: Mir

Says modernization is basic requisite for making corporation self reliant
           
Srinagar, May 08(VOS):         To enhance the business activities of Jammu and Kashmir Agro Industries Development Corporation Limited (AIDCL), Minister for Agriculture Ghulam Hassan Mir has said that all existing units of the corporation are being modernised at a cost of Rs 22.50 cr for increasing quality production of its products. The Minister said this during inspection of upgraded Honey Processing unit of the corporation at Khonmoh this afternoon. He was accompanied by MD Agro Industries Development Corporation Limited Dr. Farooq Ahmed Lone. The Minister said that the modernization is the basic requisite for making the corporation self reliant. He stressed upon the employees to work dedicatedly for making them viable industrial units and assured them that government would provide special incentives to those employees whose units show profit. During the inspection of honey processing unit, the Minister was informed that the capacity of the unit was upgraded from 1 quintal to 3 quintal per day by way of installing semi automatic machinery at a cost of Rs. 4 lakhs. The Minister asked for fully modernising of the unit to fulfil the market demand. 
            While inspecting Snow Kist fruit processing unit, Mir said that there is dire need to modernise this processing unit adding that for which proposal has been made for its remodelling on modern lines. He gave on spot directions to utilize vacant land of the industry for establishment of Controlled Atmosphere (C.A) store and Cattle Field Plant and asked  to prepare a DPR  of these projects at the earliest so that the work  would be started soon. He also asked for restarting the petrol pump of the corporation. The Minister was informed that during last financial year the honey processing unit of Khonmoh produced 26680 units of honey with a sale value Rs. 35 lakhs similarly Snow Kist fruit processing unit has produced 5000 units of mulberry jam with sale value 2.25 lakhs, Behi Murba 6000 units, Wazwan 600 units and other jams 9700 units during the same period. He was further informed that the targets earmarked by the corporation for these processing units  during this year includes 70000 units for honey, 50000 units for different kinds of Jam and 10000 units for Wazwan.


National Conference for strong coalition ties, united efforts
Autonomy a way forward in resolution of K-issue: Kichloo

Srinagar, May 08(VOS):         Jammu and Kashmir National Conference Tuesday said that it was committed for strong coalition bounds and united efforts of the ruling alliance to ensure peace, prosperity and development across the state.
Addressing series of meetings of senior party functionaries from district and block level committees of NC at Kishtwar today, the party spokesperson and Member Legislative Assembly Sajad Ahmed Kichloo said that the bounds of coalition have to be strengthen at the grass root level and party cadres at all the levels have to play a positive role in this direction.
“National Conference has always upheld its commitments not only with its alliance partner but even the people of the state”, he said adding that in the era of coalition governments Congress and National Conference workers will have to work together to help the government in achieving its goal of all round development and prosperity.
Cautioning the party workers to remain cautious against the wasted interests who have unleashed a propaganda campaign against the National Conference, Mr Kichloo said that the party has its foundations laid on the principals of honesty, dedication and selflessness. “Sher-e-Kashmir Sheikh Muhammad Abdullah dreamed about economically self reliant state amid prosperity”, he said adding that the principals of the party have been held high by its leadership and “countless sacrifices for the cause and welfare of the people have brought us more close to the people”.
The popularity of NC in the state and its bounds with the people, he said, has always been a sore in the eyes of some vested interests, which have hatched conspiracy to weaken the party. “Creation of PDP was one of the attempt amid such conspiracies but people reposed faith on the National Conference and made it clear that opportunists have no role in the state politics”, he added. Complimenting Chief Minister Omar Abdullah led coalition government for leading the state on a new era of development; the party spokesperson said the efforts being taken by the dispensation have started bearing fruits on the ground.
Referring to the restoration of autonomy demand, Kichloo said that the road-map of the National Conference was key for resolution of the vexed Kashmir issue, which has been a flash point between the two neighboring countries and has hampered the development and economic upliftment of the entire sub-continent.
"NC believes autonomy is a way forward in resolution of this problem and I do not think anybody should have serious reservations against it," he said.
Chaired by District President NC Tanveer Ahmed Kichloo, the meetings discussed various party matters. The workers highlighted various issues including shortage of staff in district hospital and other health institutions in the district, early opening of Kishtwar-Anantnag road, snow-clearance of roads in far flung areas including Warwan, dilapidated condition of Batote-Kishtwar highway specifically Thatri-Kishtwar stretch and urged the government to take remedial measures to mitigate the problems being faced by the residents of the district.


NC enjoying personal comforts, people suffer badly: Nazir Yatoo

Srinagar, May 08(VOS):         Peoples Democratic Party youth General secretary Er Nazir Yatoo visited Chrarishief area including Darwan ,Kanidajan, Chraripora, Pakherpora, villages. While interacting with the local population in the area Nazir Yatoo expressed dismay over the shortage of power supply, water and Ration facility. Nazir Yatoo lambasted the government on threefold hike on power tariff without providing proper supply to the people. He was told that some educational institutions are not properly functioning by lacking staff and the government has put blind eye to check the function of institutions in the area. Even one of the SSA primary school was opened after twenty days by his interference.  Nazir yatoo said that present government has make hollow claims but on ground nothing has been done on ground people are suffering for want of proper water, electric and ration supply but NC led government is engaged in enjoying personal comfort. Yatoo also expressed dismay over the pathetic condition of  drains in Kadeem Mohalla near Masjid Kadeem of Chraripora  and the shortage of water in the area.




Srinagar city to have 56 new bus-bays, addl parking lots to streamline heavy traffic rush: Nasir

Srinagar, May 08(VOS):         In order to streamline ever-increasing vehicular movement in summer capital, Minister of State for Home, Nasir Aslam Wani, today directed Traffic Department, SMC and SDA to immediately operationalize 56 bus bays and 6 parking lots which have been identified at different spots. The Minister issued these directions at a high-level meeting here today. The meeting was attended by the DGP,  Kuldeep Khoda, Principal Secretary, H&UDD,  Suresh Kumar, Divisional Commissioner, Kashmir, Dr Asgar Samoon, IG  Kashmir,  S.M Sahai, IG Traffic,  Muneer Ahmad Khan, DIG Traffic,  Shafkat Watali, Deputy Commissioner, Srinagar Baseer Ahmad Khan, Transport Commissioner, Mehraj Kakroo, Commissioner SMC and VC SDA,  G. N. Qasba, Chief Engineer R&B, Kashmir,  Mushtaq Ahmad, Chief Town Planner, Kashmir,  Iftikhar Hakim, RTO Kashmir and Joint Commissioner, Works, SMC.
The Minister issued instructions to all the stakeholders to regulate city traffic and initiate strict action against defaulters. “The mindset among people has to change. Gone are the days of roadside parking. We have identified nearly 56 spots for bus-bays at pressure junctions so that traffic is managed in a more effective way. In first phase, 35 bus-bays will be made functional by June this year. Additional shelter sheds in consonance with city ambience will be constructed. Once bus stops and bays are operational zed, their use will be maximized and any deviation or violation will be strictly dealt with,” the Minister said. The R&B Department is constructing 15 out of the 56 identified bus- bays in Srinagar city. The rest will be constructed by SMC and 35 of these will be ready by June this year. Urging the Traffic Department to ensure that North and South Axis’ of Srinagar city are not frequently choked, the Minister stressed on putting in place a comprehensive mobility plan to address frequent traffic jams. He asked Commissioner, SMC and VC SDA to coordinate with Traffic Department for smooth regulation of vehicular movement. “I am sure the introduction of Traffic Signal System, additional parking lots and bus-bays  will help in easing traffic congestion in the city in the coming few weeks,” the Minister added.
To accommodate the growing number of vehicles within the city, the Minister asked VC SDA to make parking lots fully functional. He issued instructions for prominent signage of parking slots, bus-bays and no parking zones in Srinagar city for easy identification. The VC was asked to come up with action taken report within 10 days. “We have to make people aware about the location of these parking slots so that these are optimally utilized,” he added. Presently, we have parking lots near Old KMD Bus Stand, Lala Rukh Hotel, R&B Complex, Old State Motor Garages Office, Khalsa School, Kashmir Haat and Sheikh Bagh areas.
The Minister asked SMC to monitor big shopping malls so that these reserve their basements or ground floor for car parking. The Minister said that adequate manpower has been provided to manage traffic in and out of the city. He called upon traffic police to ensure that flow of vehicles is smooth and traffic laws are obeyed and offenders are booked. He said the all footpaths should be cleared of encroachments so that pedestrians can walk freely.
To manage flow of traffic in and out of the city, the Minister was informed that two corridors have been selected for installation of Traffic Signal System. The first corridor from Airport to Sonawar Chowk will cover 17 intersections while the second corridor from Panthachowk to HMT Chowk will cover 14 intersections.

Srinagar, May 08(VOS):         The first Naval NCC Camp, which marks the commencement of Naval NCC activities  in the current year, is being conducted by 1 J&K Naval Unit NCC at Haft Chinar, Srinagar under the aegis of NCC Group Srinagar of NCC Directorate, J&K from 06-15 May 2012 according to a press statement. The venue for this camp has been provided by The Chinar Corps, Srinagar. Young boys and girls of age group 13 to 19 from 27 schools and colleges of Jammu and Kashmir are participating in this Camp.  The aim of the camp is to impart collective Naval Training to the cadets of different institutions and afford them an opportunity to co-operate and live together as a team, introduce cadets to waterborne activities, develop qualities of character, courage, comradeship, discipline, leadership, secular out-look, spirit of adventure, sportsmanship and ideals of selfless service among youth to make them useful citizens.  Waterman ship activities like Boat Pulling, Sailing is being conducted in the ‘Dal Lake’ along with the ‘Save Dal’ awareness programme started by NCC Group Srinagar.  Such camps prepare cadets for selection for camps outside the state and qualify them for visits to foreign countries as part of Youth Exchange programme.  In addition lectures on ‘Personality Development’, ‘Career Counseling’, ‘Disaster Management’ and other social programmes have been included in the camp curriculum.   High attendance in the camps indicates the increasing level of awareness among young boys & girls of the state towards the NCC and the benefits of joining the largest Youth Organization of the world. 


World Red Cross Day celebrated

            
Srinagar, May 08(VOS):         Centre Basic Higher Secondary School, Purani Mandi Jammu today organised a function to mark the World Red Cross Day observed every year in memory of founder member of Red Cross Society, Sir. Jean Henry Duant. The theme of the year is “YOUTH ON THE MOVE”. The District Development Commissioner Jammu, Mr Sanjeev Verma who is also the chairman of Red Cross Society, was the chief guest on the occasion, while Secretary Red Cross Society Jammu, Mr Suresh Sharma presided over the function and welcomed the guests.
            The function started with lightning of traditional lamp. Mr Sharma also threw light on the importance of the day and apprised about the functioning of the Red Cross Society.  Speaking on the occasion, the DDC appreciated the Red Cross Society for celebrating this day every year. He added that the society was providing all the basic amenities to the deprived and needy persons of the society. He also disclosed that central and state governments launched various schemes for the upliftment of disabled and poor people of the society. He said that this organization is playing commendable role to aware the people about the functioning of the society.
            Later, Verma distributed three tyre Scotties among three disabled persons and Rs. 10,000 each to two patients one admitted in Government Medical College Jammu and other at PGI Chandigarh. Deputy Commissioner also distributed cash awards and mementoes to meritorious students for excellent performance in the academics.  The Chairman of the society urged the participants to strengthen the Red Cross Society which would channelize their own potentials to raise the socio-economic conditions of the weaker sections of the society. A senior citizen,  Jugal Mahajan also spoke on the occasion and thanked the Deputy Commissioner for giving his valuable time to the society. Among others, principal of the school,  Mtr. Farida Javed, staff members and students were also present on the occasion.  The programme concludes with Nation Song.

The match was played between the youth under 21 years of age, of Gulgam and Batergam villages and was won by Gulgam by nine runs. The youth and the Awam thanked the Army for organizing such sporting events, one of the locals while expressing his gratitude towards the Army said “The Army has indeed become the much needed catalyst in guiding our children in the right direction for a better future”.


Handicapped Children to be provided ' artificial limbs' In Baramullah.


Srinagar, May 08(VOS):         In order to provide the artificial limbs to the handicapped children in District Baramuulah, Education department is holding a special Medical camp at Government Middle School Banglowbagh Baramullah. Children from various zones will be picked up for the assistance during the camp. “The selection of children for the assistance to get the artificial limbs will be done by the team of doctors." Chief Education Officer Rouf Ahmad Shah told VOS, adding that children from Education Zone  Chandoosa (Kandi) have been called in the camp in first instance on 14th of may. Meanwhile Zonal Education Officer Chandoosa has asked all the handicapped children of the zone to present themselves on 14th May at Banglowbagh school baramullah so that they are provided with the 'artificial' limbs.

1 Dies, 24 Injured in road mishaps
Srinagar, May 08(VOS):One person died and twenty-four others were injured in different road accidents across the Kashmir Valley. Tractor driver Showkat Ahmad Yatoo age 34 years son of Abdul Rehman resident of Hawaid Chawalgam, came under the Trolley of the Tractor while repairing his Tractor bearing chassis number 2178785 near Laiso Guddar, Kulgam, falling under the jurisdiction of police station D.H. Pora, resulting in his on spot death. A case has been registered in this regard.
               Today a Tavera bearing registration number JK02AB/4178 coming from Jammu to Srinagar hit and injured a pedestrian Mst. Jawahara age 30 years wife of Bashir Ahmad Bhat resident of Lethpora at Lethpora National Highway , Awantipora, falling under the jurisdiction of police station Awantipora. The injured was shifted to SKIMS, Soura, Srinagar for treatment. The Driver of the vehicle was arrested and vehicle seized. A case has been registered in this regard.

               In another road accident a  Tractor without number driven by Ishaq Ahmad Ganai son of Abdul Salam resident of Chekpora turned turtle at Sheerbata Lamer, Kulgam, falling under the jurisdiction of police station Qazigund, resulting in injuries to two persons including the Tractor driver and Irshad Ahmad Ganai son of Ghulam Mohiuddin resident of Chekpora, who was traveling on the Tractor. Both the injured were hospitalized. A case has been registered in this regard.
               Meanwhile a Bus bearing registration number JK03/2346 turned turtle at National Highway Sangam, Anantnag, falling under the jurisdiction of police station Bijbehara, resulting in injuries to twenty passengers. All the injured were shifted to Sub District Hospital, Bijbehara for treatment, where from three injured persons have been referred to Bone & Joints Hospital, Barzullah, Srinagar for further treatment. Omar fixes six weeks time for Waqaf Board Audit
Directs for seeking SUKAST, IIIM expertise in establishing medicinal plants farm
             SRINAGAR, MAY 08 – Reviewing the financial and administrative matters of Jammu and Kashmir Muslim Waqaf Board at a meeting of its Board of Directors, Chief Minister, Omar Abdullah who is also the Chairman of the Waqaf Board ordered special financial and administrative audit of the Waqaf Board. He said that a team of officers comprising two from the government and one from the Waqaf Board should conduct and complete the audit within six weeks time. He said the terms and references for the special audit team should be based on the report submitted by the Vice Chairman of the Waqaf Board.
            The Chief Minister also directed the Waqaf Board management to seek expert advice from the IIIM and SUKAST for establishing medicinal plants cultivation farm at Baba Reshi proposed by the Board. He said in order to make the farm a success and viable unit the Board should seek expertise from the above two institutions.
            Omar Abdullah also directed for ascertaining feasibility for establishment of Bibi Haleema Nursing College at the sites of Kathi Darwaza, Srinagar and Darya-ud-Din Sahib Ganderbal. “The feasibility and financial aspects for construction of the said college at the suitable site out of the two sites identified for the purpose need to be got ascertained by a team of experts”, he told the Board management adding that action in this regard should be taken as early as possible.
            The Chief Minister asked the Board to reach out to the needy, destitute, orphan, widows and poor in providing help for rehabilitation. The Board should also categorize scholarships for poor and meritorious students.
            Omar Abdullah asked the Board to make a regular feature of getting issues involving finance vetted in the Finance Committee before seeking decision of the Board on such matters.
            The Chief Minister approved the enhancement of emoluments of Imams from Rs. 3000-5000 slabs to Rs. 5000-10000 slabs. He also gave nod to the personal promotion of the employees of Waqaf Board.

SRINAGAR, MAY 8 -  On the first day of commencement of Registration as many as 16,553 persons utilized the internet based e-Registration facility and 174 Bank Branches for registering the dates and routes on which they wish to perform this year’s Yatra to the Holy Cave Shrine of Shri Amarnathji, which is scheduled to commence on 25th June, 2012.
The Chief Executive Officer of Shri Amarnathji Shrine Board, Mr. Navin K. Choudhary, disclosed that registration through internet based e-registration facility through J&K Bank’s website (www.jkbank.net) and 174 Bank Branches commenced on 7th May, 2012 while Registration through 100 Post Offices will begin on 15th of May 2012. Of the 16,553 Yatris who have registered so far, 7,972 have opted for the traditional Pahalgam route and 8,581 have secured registration for the Baltal route.
     Meanwhile, the CEO has appealed to all the intending Shri Amarnathji Yatris to ensure that they embark on the pilgrimage only after obtaining a valid Yatra Permit. This would ensure against any avoidable inconvenience to them on their arrival at the Base Camps of the Yatra. Such Yatris who seek registration through e-Yatra Permit via internet will have to produce their Compulsory Health Certificate at the Base Camp, Baltal or Pahalgam, and have their e-Yatra Permit stamped by the Shrine Board officials before they are allowed to embark on the Yatra.
Mr. Choudhary said all the registered pilgrims have been provided free accident insurance cover of rupees one lakh. This facility is not available to the un-registered Yatris. The CEO said that the Board has also issued detailed Do’s and Don’ts and Health Advisory for the Yatris visiting the Holy Shrine of Shri Amarnathji, which are available on the Board’s website (www.shriamarnathjishrine.com). He said that the Yatris need to strictly adhere to these Do’s and Don’ts and Health Advisory as they have to undertake a arduous trek through high mountains under adverse weather conditions.

The Prices of Non-Basmati Rice Have Been Stable for Over a Year

New Delhi, May 08, 2012.

The prices of non-basmati rice have been stable for over a year. The
continued export of non-basmati rice is not likely to have an adverse
impact on domestic prices. The wholesale price index for rice for
March, 2012 is 174.9 as compared to 173.3 in September, 2011.   This
information was given by the Minister of State in the Ministry of
Consumer Affairs, Food & Public Distribution, Prof. K.V. Thomas in a
written reply to a question in Lok Sabha today.

       The minister said that the Government, after taking into
consideration the record production, procurement and comfortable stock
position of rice in the Central Pool as well as in the country, has
allowed export of non-basmati rice on private account under Open
General Licence (OGL) w.e.f 09-09-2011.  A total of 41.80 lakh tons of
Non-basmati rice has been exported from the country as on 24-4-2012.
The Government is closely monitoring the trend of exports.

              The following steps have been taken by the Government
to improve the procurement by Government Agencies:-

 (i)           States are encouraged to adopt Decentralised
Procurement (DCP) system to maximize procurement and to ensure better
reach of MSP to farmers. So far 5 States have adopted DCP system for
wheat and 9 States/UTs have adopted DCP system for rice. (ii)
 Interactions are held with State Food Secretaries from time to time
to monitor procurement operations and to speed up the procurement
process.
(iii)          Instructions have been issued to open procurement
centres at the locations convenient to farmers.
(iv)    In order to extend the reach of Minimum Support Price (MSP)
operations to marginal/small farmers, commission at the rate 2.5 % of
MSP in respect of paddy and 2% of MSP in respect of wheat has been
allowed to Cooperative Societies/Self Help Groups. [PIB}

Security Situation Around IOR Worrisome: Antony

New Delhi, May 08, 2012.

Describing the emerging security matrix in the Indian Ocean Region as
“really complex”, with “some political developments” and worrisome
factors, the Defence Minister Shri AK Antony today called upon the top
brass of the Indian Navy to maintain high levels of preparedness at
all times. Addressing the Naval Commanders Conference here, Shri
Antony said, “we have a well-established material and training
assistance programme with Indian Ocean Region countries for their
capacity-building and enhancement”.

“Today, the security situation in our immediate neighbourhood has
become really complex. Considering the challenges in the Indian Ocean
Region, it is essential to maintain high levels of operational
preparedness at all times. On the one hand, there are some political
developments, and on the other hand, a number of other factors are a
cause for worry and need to be factored into our preparations, both in
the short-term and long-term ”, he said.

The Defence Minister said, India’s strategic location in the Indian
Ocean and the professional capability of our Navy bestows upon us a
natural ability to play a leading role in ensuring peace and stability
in the Indian Ocean Region.

“The security of maritime activity through the sea-lanes in Indian
Ocean is of crucial importance for the economic prosperity of our
nation and that of the world. The free movement of trade and energy
supplies and various economic activities such as fishing and
extraction of mineral resources is equally crucial for economic
security”, he added.

Commending the Navy’s modernization programme Shri Antony said the
induction of the nuclear powered submarine INS Chakra has ushered in a
new era of submarine operations. “It has placed us in a select group
of Navies that operate such a platform. We must ensure that ‘Chakra’
is utilized effectively to harness its real potential and also evolve
operational concepts for future platforms,” he said.

Shri Antony said the Navy is on course to acquire potent platforms to
add to its blue water capability. “The induction of Vikramaditya in
the near future, the potent MiG 29 Ks, as well as P81 long-range
maritime reconnaissance aircraft would strengthen the Navy further.
Recently, the Light Combat Aircraft (LCA-Navy) made its successful
maiden flight,” he said.

The Defence Minister said the Navy’s commitment to indigenization is a
source of satisfaction. “This is amply borne by the fact that 44 out
of 48 ships and submarines, presently on order, are being constructed
in India. The Navy has also maintained close liaison with DRDO and
participated actively in R&D projects. However, this must not give
rise to complacence. The Public Sector shipyards must speed up
construction of warships and submarines and further modernize the
infrastructure and technology of ship-production,” he said.

Stressing on self-reliance in critical technology Shri Antony said the
Navy and the DRDO need to put in more efforts to meet timelines. “This
requires a synergy and active cooperation between the Navy and all
other concerned agencies. Such synergy is imperative for achieving
self-reliance and ultimately reducing our dependence on foreign
suppliers, particularly in areas of advanced technology”, he said.

Shri Antony assured the Navy personnel that the government remains
committed to bring about a continuous improvement in the service
conditions of its Armed Forces. “With a view to increase the
attractiveness of Navy as a career, the Ministry of Defence has taken
several initiatives for grant of Modified Assured Career Progression
Scheme and approved the honorary rank of CPO for sailors. Our
government will continue to provide the necessary funds to construct
accommodation for Service personnel under the Married Accommodation
Project for officers and sailors,” he added. [PIB]

 We continue to face difficulties in India: Lakshmi Mittal

LUXEMBOURG: ArcelorMittal's planned steel plant investments in India are likely to be stalled for years, the company's chief executive said on Tuesday. 

"We continue to experience difficulties in India. My belief is that the Indian projects may not see the light for five to 10 years," Lakshmi Mittal told the company's annual shareholder meeting. 

Asked by Reuters later to expand on this view, Mittal said he might have overstated the situation, but said that the delay was likely to be at least a couple of years. 

Muslim leaders welcome Supreme Court's decision to abolish Haj subsidy

NEW DELHI/LUCKNOW: Majority of Muslim clerics and leaders on Tuesday welcomed theSupreme Court ruling directing the government to eliminate in the next 10 years the subsidy given to Hajis - pilgrims to the holy Makkah. 

The clerics and leaders said that instead of providing subsidies, the Haj committee, an autonomous body under the Indian government responsible for making arrangement for Haj pilgrimage, should be revamped. 

The leaders demanded open tendering of tickets which would result in Air India, which at present has the ticketing monopoly, having to compete with other airlines to attract maximum travellers and giving cheaper tickets. 

"We welcome this ruling. If people from other religions don't get subsidies for pilgrimages, why should we. We all are equal citizens of the country," Mukarram Ahmed, Shahi Imam of Delhi's Fatehpuri Masjid, told IANS. 

Agreed Shahi Imam of Jama Masjid, Syed Ahmed Bukhari: "It should not take ten years for the ban on subsidy to come into effect but it should be done away with within a year." 

"The Haj committee should be made more powerful and better services, including cheap tickets, should be offered to those going on the pilgrimage," Vice-chancellor of Darul Uloom DeobandMufti Abul Qasim Nomani told IANS. 

"There should be open tendering of tickets so that there is competition and we get the best deal," he added. 

Bukhari slammed the present subsidy scheme and accused Air India of overcharging. 

"Just because they have a monopoly, a Delhi to Jeddah ticket costs us Rs.45,000 whereas Saudi Arabian airlines' ticket costs only Rs.22,000. Where is the money going? ... in the pockets of Air India," said Bukhari. 

Sunni community leader Haji Khalid Rasheed too said they were demanding for a long time that the subsidy by the union government be withdrawn. 

"We have asked the government to axe the subsidy and to alternately follow it up with open tendering of air tickets... which would bring down the ticket prices heavily," he said in Lucknow. 

However, some like Shia cleric Kalbe Jawwad of Lucknow said the apex court was "not within its rights to make laws" as it was a custodian of laws and the ruling may hit the poor Muslims who would be deprived of their holy Haj. 

Agreed Wasim Ahmad, Uttar Pradesh minister for basic education, who said he was "feeling let down" by the ruling. "What can I say on this, it is sad ... but then it is that way that the apex court works," he mused. 

Many said that if someone is poor and not able to undertake a Haj, there is nothing wrong in it. 

"A Haj is undertaken only if you have the money, are in good health and have performed all your duties towards your family. Going on a Haj with money you borrowed from someone is absolutely prohibited," said Mukarram Ahmed. 

"The withdrawal of subsidy won't have any effect on us and we have no objection," he added. 

When IANS contacted the Haj Committee of India's Delhi office, the officer in charge refused to comment on the ruling. 

India provides subsidy to over a lakh pilgrims who go to Makkah and Madina annually and spends over Rs.600 crore ($120 million) every year on the pilgrimage. 

The government provided subsidised air fare to 120,131 pilgrims in 2009, to 126,191 pilgrims in 2010, and 125,051 pilgrims in 2011. 

A Supreme Court bench headed by Justice Aftab Alam Tuesday directed the government to eliminate the subsidy for Haj pilgrims in the next 10 years. The court also directed that the goodwill delegation sent by the government every year to Makkah should now be scaled down to two from its present strength of 30. 

 US anti-Iran claims aim to overshadow Baghdad talks: Mehmanparast

Iran's foreign ministry spokesman says the recent remarks by US officials calling on Iran to build confidence with the West in the upcoming negotiations with the P5+1 aim to overshadow the talks.


Addressing reporters in his weekly briefing on Tuesday, Ramin Mehmanparast noted that all issues of interest will be discussed in the upcoming talks, which are scheduled to be held in Baghdad on May 23, in an atmosphere of cooperation and goodwill. 

“Such predictions and remarks made by some people only aim to create an [false] atmosphere and special conditions before the negotiations and should not be taken seriously. The main issue is the negotiations, which will be held in Baghdad,” he said. 

“As a member of the [International Atomic Energy] Agency and a member that has fulfilled its obligations and has shown the highest level of cooperation with the agency, we must be able to enjoy our rights,” he said. 

“We believe we have rights which we should use and we will by no means give up on [the Iranian] nation’s rights…. Remarks made by irrelevant people in various countries can have no effects on our rights,” he said. 

On Monday, April 7, acting US Ambassador to the International Atomic Energy Agency Robert Wood called on Iran to take “urgent practical steps” to build confidence during the multifaceted talks with the P5+1 comprising the US, the UK, France, Russia, China, and Germany. 

"We seek a sustained process that produces concrete results, and call on Iran to take urgent practical steps to build confidence and lead to compliance with all its international obligations," Wood said. 

His remarks come despite the fact that Iran has shown the highest possible level of cooperation with the IAEA since its nuclear energy program was taken up by the agency about a decade ago. 

In addition to allowing numerous inspections by the agency, which did not spare even military sites unrelated to Iran's nuclear activities, the country has taken voluntary measures by implementing the Additional Protocol to the Non-Proliferation Treaty (NPT) before it was even ratified by the Iranian parliament. 

Also, the Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei issued a fatwa (religious decree) on February 22, announcing that pursuit and possession of nuclear weapons is “a grave sin” from every logical, religious and theoretical standpoint. 

The Iranian officials have frequently noted that it is time now for the P5+1 to build confidence with Iran, by taking practical steps and removing the illegal unilateral sanctions that are beyond those imposed by the UN Security Council.
