Congress delegates meeting at SKICC
Azad, Soz, Trivedi, Prakash to attend
NC-Congress coordination on agenda
Srinagar, May 18 (VOS): In what could be an effort to weed out the differences and factionalism in its state unit, the Congress Party is all set to organize a grand delegate convention on Saturday  in Srinagar, in which key members of the party high command including Janadan Trivaidi, Mohan Prakash and Gh. Nabi Azad are scheduled to take part .
This will be the first convention of its kind by the party in Srinagar after the Congress public meeting had come under militant attack in May 2006.
Party sources told VOS, that the convention is being organized on the instructions of the party president and UPA chairperson Sonia Ghandi, who has desired to strengthen the Congress party at grass root level in Kashmir.
“The convention has gained currency because, it is being held on the instructions of Sonia Ji, and we are sure that some important decisions will be taken in the meeting”, a senior leader of state Congress told VOS, preferring not to be named. He added that all the Congress ministers in the Omar Abdullah government will be attending the 3 hour long meeting, besides all office bearers and workers from various districts of the valley.
The meeting will be presided over by state Congress president Saif ud din Soz. Former Chief Minster and Union Health Minster, Gh. Nabi Azad, Congress General Secretary and chairman of the party media cell, Janadan Trivedi who also happens to be  in charge of Kashmir affairs are expected to represent party high command in the meeting.
The trio, along with Soz is expected to address joint press conference Saturday afternoon in the at SKICC. “We are expecting some important announcements regarding the NC-Congress coalition, and the congress party affairs in the press briefing”, a congress minister told VOS on Friday evening.
Meanwhile sources told VOS that party restructuring in the state is also likely to come up for discussion during the convention. “There will be discussion on the NC-Congress coordination in the government also”, sources asserted. They said that according to them most of the Congress workers have been alleging of being ignored by NC ministers and the same may be conveyed to the high command. If congress sources are to be believed, various resolutions will also be passed in the delegate meet.
Interestingly the convention comes after the eruption of recent spell of controversy  between state Congress president Prof. Saif ud din Soz and the Chief Minster over the implementation of amendments 73 and 74 of the Panchayati Raj Act.

Mirwaiz, Shah, Bhat, Bilal placed under house arrest
Sagar’s statement meaningless: Mirwaiz 
Srinagar, May 18 (VOS): Hurriyat Conference (M) Chairman Mirwaiz Umar Farooq was placed under house arrest Friday and was not allowed to offer prayers at the historic Jamia Masjid in the down town Srinagar. This was stated in a press statement issued by the conglomerate here.
According to sources a large contingent of police and paramilitary forces surrounded Mirwaiz’s Nigeen residence on Friday morning and did not allow him to offer the Friday prayers.
Other Hurriyat leaders who were reportedly placed house arrest include Shabir Ahmad Shah, Bilal Gani Lone and Prof. Abdul Gani Bhat.

“This is sheer frustration on part of the government. They are scared of the separatist leadership”, Mirwaiz told VOS over phone. He accused government of trying to muzzle the peaceful voices and said that the Hurriyat Conference will go ahead with the proposed program of Haft e Shohda. “I have addressed people at Jamia Masjid through phone, and have told them that the government action was illogical and uncalled for“, Mirwaiz said, adding that the government will find it difficult to stop people from participating in Hurriyat programmes with regard to Haft e Shohda. “People will come out on 21st and 22nd, and all of us will attend the public meeting”, asserted Mirwaiz.
While reiterating his call for strike on Monday, Mirwaiz told VOS that people are committed to the cause and according to him the government can’t stop people from assembling at Idgah

Reacting to the Law and Parliamentary affairs Minster Ali Mohammd Sagar’s statement on Thursday, Huuriyat(M) Chairman said that the mainstream politicians were scared of people. He added that the mainstream politicians were issuing statements in the garb of the huge army presence and didn’t have courage to face people outside their security ring. “See their courage, just a few hours after that statement, they have put me under house arrest”, Mirwaiz told VOS . He accused the government of not having ‘guts’ to face the voice of dissent. “They are not ready to face people with a different opinion. The current govt. is suffering from a phobia and will never overcome it”, Mirwaiz said, adding that the government stood totally exposed.
Pertinently Sagar on Wednesday had claimed that Omar Abdullah would quit from office if the separatists were wiling to join the mainstream camp and fight elections.
“The separatists are always welcome to join mainstream even if that means CM should divorce his chair. CM will quit office if they (separatists) join the mainstream camp”, Sagar had told reporters on the sidelines of a public rally, on Thursday.
“We welcome the change and assure them (separatists) that government is taking their criticism in a constructive stride”, Sagar had earlier said.
Meanwhile, according to a press statement issued by the conglomerate late in the evening Huriyat Conference Chairman, Mirwaiz Moulvi Umar Farooq offered Nimaz-e-Asar at the mosque at the Maqdoom Sahab (RA) shrine
Mirwaiz offered fateh khwani at the shrine of Hazrat Mehboob-ul-Alam (RA) and prayed for the freedom and well being of the Kashmiri nation. As a mark of respect, the nazim of the shrine and other administrators felicitated the Mirwaiz with a turban.

G.B Panth Fiasco: Speaker orders Parallel inquiry
Srinagar, May 18 (VOS): A day after the state government attached the Medical Superintendent of the G.B Panth Children hospital for gross ‘negligence’, the Speaker of the state assembly Mohamamd Akbar Lone on Saturday ordered a parallel inquiry by a two member empowered committee into the matter.
 Lone is believed to have taken the decision after the opposition PDP legislators Syed Basharat Bukhari and Peerzada Mansoor Ahmad met him on Friday and demanded his immediate intervention.
The committee has been asked to begin the inquiry from today itself and have been advised to submit its report within seven days, according to sources.
Meanwhile, the Speaker while stating that he shared the frustration of parents, general public and the concern raised by PDP members, told VOS that the members for the committee have been picked up from the 11 member house committee and both the PDP members have been advised to render their help to the committee. “I have asked the committee to submit its report within seven days so that appropriate action is taken in this regard”, the speaker told VOS on Friday. He added that Syed Bashart Bukhari and Peerzada Mansoor Ahmad have presented a memorandum to him, demanding a high level inquiry into the matter.
Pertinently a parallel inquiry is already being conducted by the director of the Sheri Kashmir Institute of Medical Sciences (SKIMS), who has submitted an interim report on Thursday following which the Medical Superintended of the G B PantChildren Hospital was attached whereas additional  40 nurses and other paramedical staff was provided to the hospital with immediate effect.

Omar visits G. B. Pant Hospital
‘Improvement to be visible within a week’
Srinagar, May 18 (VOS): After putting in place required measures to improve the functioning of G. B. Pant Children Hospital Srinagar, Chief Minister, Omar Abdullah Friday morning had a surprise visit of the hospital and inspected its various units.
Talking to media there, the Chief Minister said that government has already taken decisions regarding administration, staffing, equipment, sanitation, hygiene and other aspects relating to the improvement in the functioning of Children’s Hospital making its monitoring a regular feature by the Director SKIMS.
“There is scope for improvement in the functioning and maintenance of hospital”, he said adding that the measures initiated by the government and decisions taken in this regard would show visible improvement in the functioning of the hospital within a week’s time. He underlined the importance of public support in maintaining the hygiene and sanitation of the hospital besides improving the discipline.
“While government would take all measures in upgrading the functioning of the hospital and improving its maintenance, the attendants with the patients and visitors visiting the hospital should cooperate fully in this task”, he said adding that necessary checks have been put in place for the monitoring of the hospital and the Director SKIMS would continue to visit this hospital and monitor its functioning. Saying that the government would not allow any decline in the situation, he said that improvement and upgradation of the hospital is on concentrated focus.

Srinagar, May 18 (VOS): Flaying the National Conference for its attempt at trivializing the Kashmir issue Peoples Democratic Party today said the six decade old problem was not about power but addressing Kashmir problem that has turned the state into a festering sore for its citizens and the entire region. Responding to NC's so called offer of relinquishing power if Hurriyat decided to contest elections, senior party leader and former finance minister Tariq Hameed Qarra today told workers meetings at Chinkral Mohalla, Habbakadal and Reiteng, Khanyar that the ruling party had traditionally looked at Kashmir  issue only in terms of power and nothing beyond that.
Party president Mehbooba Mufti presided over the meetings and addressed workers. On these occasions District president & MLC Mohd Ashraf Mir, Secretary Cordination Ab Hameed Kosheen, Cordinator Aadil Jan, Nisar Ahmed Mandoo, Mudasir Khan, Zonal presidents Showkat Hafiz,Muneeb Ahmed, youth leaders Showkat Gayoor, Syed Irfan, Jahangir Wani, Parvez Ahmed , Jeelani Kumar and others were also present.
Qarra said NC leaders made such offers only to mislead the people and hog headlines. Otherwise, it would have allowed at least a free election whenever it was in power, he added. He said for NC all decisions taken by it always revolved round power arrangement, whether it was accession or the 1975 accord when it sold out immense sacrifices given by the people under its leadership. "NC thought only of power for itself and its first family when it could have bargained for a fair political solution" he said.
Qarra said NC rigged elections in 1987 when all elements of state politics were in the fray pushing them into resistance and the entire population into an unending trouble. Now who would buy its so called offer to give up power for which it has sacrificed thousands of lives of Kashmiris, resources of the state and its own conscience, he wondered. "After 1996 elections when sky was on the platter for J&K, the NC government found safety in selling the autonomy resolution and 7 most feasible power projects as a price for power" he said.

Referring to the contribution of PDP to Kashmir situation during its brief stint in power,   Mehbooba Mufti said though it is unfair to compare three years with NC's three decades but her party had tried to change the environment of despair and terror in which it had succeeded considerably. She said process of dialogue had taken off at the highest level and jails had no political detainees. "The state instruments of abuse like the SOG and Ikhwan were dismantled but the present govt brought back insecurity and police raj" she said reminding her audience how 120 youngsters were killed on the streets even though they carried no weapons. To add insult to injury she said the NC had dubbed them as Lashkar activists, drug addicts, goondas and threat to peace. "Even school going children were charged with murder, handcuffed, paraded publicly and thousands of them continue to face prosecution" she said.
Referring to the complete collapse of governance Mehbooba said the death of 360 children in Srinagar pediatric hospital is a national tragedy for the state. Such a crisis was always in the making, but when we raised these issues in and out of assembly, the chief minister accused opposition of subverting his government, she said. "It needs a callous and conscience less government likes the present one to brazen out such a grave issue without even expressing an apology to the kin of the infants" she added.

Mehbooba said the coalition government had only two uses for the funds received under various schemes. It either spends them for benefiting their favorite contractors or making back door appointment of its storm troopers who actually make up the ready to use audience for its 'public meetings', she said. The hospital development fund was utilized to pay wages of NC workers resulting in the tragedies like the one in G B Panth hospital. She said though hospitals have been stuffed with hundreds of NC workers, the posts of nurses and paramedical staff who are actually needed are nobody's business.

 Srinagar, May 18 (VOS): Hoping that the number of tourists will cross the 50 lakh mark in Kashmir this season, National Conference senior leader and rural development Minister Ali Mohammad Sagar has said that it’s an encouraging sign that in the initial few months the hotel occupancy is near complete and the people associated with the tourism are upbeat
 Continuing the weekly Friday meeting at the head quarters under the chairmanship of provincial president Ali Mohammad Dar, the rural development minister said that the initiatives taken by the Chief Minister Omar Abdullah to encourage tourists can be seen on the ground with the encouraging response of the large number of tourists arriving in Kashmir.
 “This season we are hope that tourist will cross the 5o lakh mark. This is an encouraging development and will go a long way in boosting the economy. The hotels in Srinagar, Gulmarg and Pahalgam are almost full with tourist. Let’s hope and pray that we break all previous records,” Sagar said.
 Talking about the resolution of the Kashmir issue, The NC senior leader maintained that the Kashmir can be resolved by only political means and the chief minister Omar Abdullah has time and again reiterated it
 “Omar Sahib on all the forums has always maintained that resolution of Kashmir issue can be only possible by a political solution. Our party is committed that the resolution of Kashmir issue can only be achieved by the restoration of Autonomy which has been even recommended by Justice Sageer committee,” he said adding that “NC and its autonomy is in the hearts of the people”.
 Reiterating the stand on AFSPA, The NC senior leaders said that Chief Minister is committed to revoke AFSPA. He said that the state governments in consultation with the security agencies are continuously discussing the revocation of AFSPA from selective areas. We are hoping that people of the state will see a positive outcome over AFSPA in days to come,” he said.
 Launching a scathing attack on PDP, Sagar said that PDP is losing its ground in south Kashmir and its leaders are making baseless allegations against NC in ignoring Srinagar city. “Srinagar is and will remain a bastion of NC. The people of Srinagar are aware about the contribution of NC in developing the Srinagar city,” he said.
 Meanwhile During the workers meeting number of Sarpanches and Panches of Ganderbal and Fakeer Gojri Dhara joined NC in presence of provincial president Ali Mohammad Dar.
 The Sarpanchs and Panches were led to NC by the Provincial Secretary G.A Saloora who ensured that they work on the policies of the party. The new entrants thanked the leadership and expressed their full faith in the leadership of the party.
 NC spokesman Tanvir Sadiq and former Mayor Salman Ali Sagar were also present on the occasion.


Auto driver and bomb disposal squad rewarded
Millitants from outside city creating problems : IGP
Srinagar, May 18 (VOS): Police on Friday rewarded the Bomb disposal Squad  of the department and a local auto driver for helping in  averting a major tragedy on Thursday evening in the city outskirts. Pertinently an improvised explosive device (IED) was found planted in gas cylinders in an abandoned car near Nowgam in the city outskirts. “Inspector General of Police Kashmir S.M.Sahai Friday rewarded the Bomb Disposal Squad of the Police Control Room here which had defused and later destroyed the IED”, a Police statement to VOS reads. It added that the IGP also announced reward for the auto driver who informed the police regarding the abandoned vehicle.

The IGP Kashmir Friday visited Police Station Nowgam where the abandoned vehicle had been kept. He, while interacting with media persons, said that the detection was possible because public in general is providing support and information and in this case an auto driver informed the police regarding the abandoned vehicle. He said the IED resembled the one which was used for the assassination of Maulana Showkat Ahmad in Srinagar last year.
The IGP while addressing media persons said that although the police had been able to eliminate and nab militants expert in preparing IEDs, some of them are still to be nabbed. “It is the militants from outside the Srinagar city who are involved in such incidents and other militant activities in Srinagar”, the statement quoted him as having said.

Geelani under house arrest
Srinagar, May 18 (VOS): Hurriyat Conference (G) Chairman and veteran separatist leader Syed Ali Geelani was Friday placed under house arrest at his Srinagar residence, according to the Hurriyat spokesperson.
Hurriyat spokesman Ayaz Akbar while talking to VOS condemned the octogenarian leader’s house arrest and called it a direct attack on the religious freedom and faith of muslims.
He further said that no power in the world can disallow a person from offering his religious duties and the same is the worst possible violation of human dignity and freedom.

22 year old appointments in health deptt under scanner
Officers stop salaries to staff
Srinagar, May 18 (VOS): Panic has spread among thousand of employees working in the departments of health and family welfare in the wake of probe into all appointments made for last 22 years. According to sources, the department has set up committees for scrutinizing the documents related to the appointments made in the departments.
Reliable sources told VOS that the department of health has set up three different committees for the purpose to be headed by three Deputy Directors, which according to sources have been asked to submit their reports within the shortest possible time.
“These committees have been visiting different hospitals and offices across the valley for few weeks now”, said an official on the conditions of anonymity,  adding that the committees are empowered to look into all sorts of appointments ranging from class IV employees to doctors and officers in the department.
The committees are believed to be actively scrutinizing documents and record pertaining to the appointments. “Many service books and other record pertaining to appointments have been taken into custody by these committees and scrutiny is on”, said an insider privy to the process.
Meanwhile, according to reliable sources, the Block Medical Officers, Medical Superintendents and Chief Medical Officers across the valley have stopped disbursing salaries to employees. “The drawing and disbursing officers have been asked not to draw salaries in favour of employees who may have been illegally appointed, which has created confusion among the officers. They are not able to decide who the illegal appointees are”, said an employee.
Sources in the department of health services have caste aspersions on the process of scrutinizing and expressed their resentment of singling out the valley employees only. “The scrutiny is being done in Kashmir division only, Jammu division has been left out of the process despite most of the appointments have been done in Jammu division”, revealed an administrative functionary of the department.
Meanwhile, Dr Saleem U Rehman, Director Health Services Kashmir while confirming the reports of scrutinizing the past record to VOS said that such verification should have been an ongoing process. He lamented that there has not been proper scrutiny of documents in the past which has created the problem. “We will do our best and no one will be spared from the scrutiny”, the director told VOS adding that other departments should also start such a process.


Pro people policies of NC has frustrated PDP, Dr Kamal
 Srinagar, May 18 (VOS): Calling the Peoples Democratic Party, a party of opportunists, National Conference (NC) senior leader and additional General Secretary, Dr Sheikh Mustafa Kamal has said that opposition parties particularly PDP leadership is frustrated by the historical decisions taken by Omar Abdullah led coalition government.
 As part of the continuous public contact programme organized by provincial president Jammu, Rattan Lal Gupta, the additional General Secretary, while addressing various public meetings in Udampur district, urged the people to remain vigilant and beware of the divisive politics of parties who are want to divide the society on communal and regional lines for their petty political gains.
 Dr Mustafa Kamal said that right to information act (RTI), accountability commission, Sher-e-Kashmir employment and welfare programme for unemployed youths, Panchayat elections, and public service guarantee act are among the few major decisions initiated by Omar Abdullah.
 He asserted that basic purpose of these initiatives is to make the system transparent and to provide speedy services to the people. “The decisions of Omar Abdullah are showing positive results and people are appreciating the decisions of Omar Abdullah government. The PDP and other oppositions are issue less hence they harp on lies and oppose the government. Their propaganda has been all along exposed,” he said.
 He said that PDP has become power hungry and their entire leadership is trying to weaken the coalition government for their petty political gains. “Mufti Mohammad Sayeed is involved in making baseless statements against the NC to become chief minister of the state. However, people of the state are educated enough to differentiate between the pro people agenda of NC and negative politics of PDP,” he said.
 Dr Kamal also said that chief minister is committed to increase the power potential to overcome energy crisis. “The bottle necks are been cleared. Number of New power projects is being established. In coming few years, we would be able to maintain equilibrium between the power demand and supply,” he said.
 Provincial president Jammu province, Rattan Lal Gupta while addressing the people said that with the pro people policies of the NC leadership the party is becoming stronger day by day in Jammu province also and the negative policies of opposition parties have been rejected by people.
 Rattan Lal Gupta also that it is the secular agenda of the NC, which is been endorsed by the people of the state and party leadership is committed to resolve all the problems of the people on priority basis.
 Gupta also said that purpose of conducting series of public meetings in Jammu province is to highlight the policies and programmes laid down by the NC patron and the achievements of the Omar Abdullah government.
 The other leaders who also addressed the people includes Provincial president Jammu women’s wing, Vijay Lakshmi Datta, Bimla Luthra MLA, Brij Mohan Sharma, Rakesh Gupta, Choudry Mohammad Shari, Sheri Khajurai , Capt Baldav Singh and other leaders of the party.

Haft-e-Shohda: Mirwaiz visits Makhdoom Sahab Shrine
Srinagar, May 18 (VOS): Continuing with Hafta Shouda programme to mark the 22nd martyrdom anniversary of Shaheed-e-Millat and other martyrs, the All Party Huriyat Conference Chairman, Mirwaiz Moulvi Umar Farooq Thursday offered late afternoon prayers (Nimaz-e-Asar) at the mosque of Hazrat Maqdoom Hamza Kashmir (RA), Maqdoom Sahab, Srinagar. “Afterwards Mirwaiz offered fateh khwani at the shrine of Hazrat Mehboob-ul-Alam (RA) and prayed for the freedom and well being of the Kashmiri nation”, read a press statement issued by the Hurriyat Conference. As a mark of respect, the head of the shrine and other administrators head dressed the Mirwaiz with a turban.
Later addressing a gathering at Makhdoom Sahab Park, Mirwaiz threw light on the life of Hazrat Maqdoom Hamza Kashmir (RA. He said Maqdoom sahib who brought Islam to Kashmir taught us about the religion of Islam and urged people to follow his teachings.
Mirwaiz said that the contribution of spiritual and religious leaders was immense. He further said that it was incumbent upon everybody to follow the rightful path.  
He told the gathering that according to him the nation was observing hafta shouda to remember the shahee-e-Milat and thousands of other martyrs who laid their life for Kashmir’s freedom. Addressing the people, Mirwaiz said Kashmiris should have firm belief that their rightful struggle based on truth and people’s aspirations would succeed.
He said that the party would do its utmost to make the 21 May a successful event which is being held to remember the Shaheed-e-Millat thousands of other martyrs.
Later, according to the statement, a procession took Mirwaiz was from Maqdoom sahib to shaheedi chowk in Hawal.
“On Friday, a free medical and blood donation camp was organized by the party to remember the shaheed-e-millat and other martyrs. Hundreds of people including students and young people took part in the camp”, said a Hurriyat spokersperson.
According to the press statement many renowned doctors like Doctor Gul Javed, Dr parvez Shah, Dr Mohammad Salim Wani, Dr Imran, Dr Reshi, Dr M Ayoub, Dr Najeeb Drabu, Dr, Feroz Ahmad Naqashbandi (Unani) and others took part in the camp. Patients were also provided free medical aid on the occasion.
Hurriyat leader Advocate Shahid ul Islam also donated blood on the occasion.

Body recovered from Kulgam mosque
Srinagar, May 18 (VOS): Police on Friday has recovered the body of an elderly person from a mosque in south Kashmir’s Kulgam district. According to a police spokesman Ghulam Nabi Hajam son of Ghulam Rasool Hajam resident of Gasipora Kulgam was found hanging in the local Masjid Sharief at Chadder, Kulgam.
Kulgam police has registered a case in this regard.  

Woman dies at LD hospital
Srinagar, May 18 (VOS): As if the recent child deaths were not enough to reflect upon the mess in which the valley’s healthcare finds itself, a woman is reported to have died at valley’s premier maternity care hospital here Friday morning.
A 25 year old woman namely Naseema of Malangpora in Pulwama district is reported to have died in the wee hours on Friday after delivering a female baby at the Lal Ded hospital here.
“The woman had been admitted during night time in the hospital and died after being operated by the doctors at the hospital”, a relative of the deceased told VOS.
Asserting that many things could lead to the death of a woman, doctors here believe that valley’s lone tertiary maternity care hospital is hugely overburdened. “The state has been focusing on reducing the infant and maternal mortality rates for last five years by upgrading hospital infrastructure and manpower in the peripheries, however not much has been done to expand the tertiary maternal and child healthcare in the valley”, lamented a renowned Srinagar based gynecologist, adding that government needs to improve infrastructure in the peripheries to lower the load on the LD hospital apart from opening one or two new such hospitals preferably in the city outskirts.


3 Die, 6 Injured in road mishaps
Srinagar, May 18 (VOS): Three persons are reported to have died and six others injured in different road accidents across the Kashmir Valley.
A Maruti Car collided with a chinar tree at Nambal, Awantipora on the Srinagar Jammu National Highway, resulting in on the spot death of three persons. The victims have been identified as Sartaj Ahmad Mir son of Abdul Majeed Mir, Bilkees Akhter daughter of Abdul Majeed Mir and Gull Mohammad Bhat son of Sonaullah, all residents of Poonew Kulgam. Among the injured the condition of two persons namely Shamim Ahmad Bhat son of Mohammad Khalil and Maheera wife of Mohammad Iqbal both residents of Poonew is stated to be critical. Both the injured have been shifted to Shere Kashmir Institute of Medical Sciences, Soura for treatment.
A Motorcycle  of Tariq Ahmad Bhat age 28 years son of Bashir Ahmad Zahid Ahmad Bhat age 27 years resident of Marhama riding pillion collided with another motorcycle bearing registration number driven by Irshad Ahmad Bhat age 25 years son of Abdul Majid resident of Chandrigam Tral at Baliyar Anantnag, resulting in injuries to all the three persons. All the injured were shifted to SKIMS, Soura, Srinagar for treatment. A case has been registered in this regard.
In an another road accident a Sumo bearing registration number JK05B/1017 and a Video Coach bearing registration number JK02AD/3271 collided at Lethpora, Awantipora, falling under the jurisdiction of police station Awantipora, resulting in injuries to one passenger Bashir Ahmad Awan resident of Gangle Uri. The injured was shifted to Bone and Joints Hospital, Srinagar for treatment. A case has been registered in this regard.       

Pampore hospital conducts multiple organ surgery
Pampore, May 18 (VOS): A team of doctors at Sub District Hospital Pampore have conducted a rare multiple organ surgery on a local lady here which, according to doctors, is conducted in valley’s tertiary care hospitals only.
A team of doctors comprising Dr Tafazul Majid a Senior consultant and  laparoscopic surgeon, Dr Tajamul Nazir Anaesthetist and Dr Iffat Anaesthetist, assisted by Nisar Ahmad theatre technician conducted the surgery on a lady namely Tabassum wife of Mehdi Hassan of Tengan Pampore who had been suffering from multiple disorders.
According to the doctors this is the first time in a peripheral hospital that the gall bladder, appendix and a dermoid ovary cyst was removed.
The locals have hailed the efforts of the team of doctors and the BMO Dr Bashir Ahmad for their efforts in enhancing services to patients in the hosptials

Srinagar, May 18 (VOS): Stating that reaching out to people and ascertaining their difficulties to initiate befitting steps for redressal of grievances is the standard of his government Chief Minister Omar Abdullah Friday said that his endeavours to empower common masses to make government answerable to them for its all actions would continue unabated.
Interacting with various deputations who called on him here at Awami Mulakat, the Chief Minister said that the initiatives and measures already taken by his government in this direction have visibly impacted on ground.
 “You are now empowered to ask any question from any government department about its functioning, transactions, commitments to public and outcome of the development schemes completed. We have also empowered the people to receive public services within a fixed time frame to the degree that any official showing laxity or failure in the delivery of the prescribed service within the prescribed time frame is liable for fine which shall be detected from his salary and paid as compensation to the affected consumer”, he said adding that this has brought topsy-turvy in the system and the consumer instead of paying bribe for getting public service will now get the compensation for not receiving it within the prescribed time frame and that too from the salary of the erring official.
The Chief Minister said that involvement of general public in development process and bring in transparency in the functioning of administration has been given considerable impetus. He said empowered Panchayat Raj system is rooting fast and grass root public representatives have been given powers to implement schemes and take part in plan formulation.
Omar Abdullah said that close rapport between the people and strengthening of institutions to check malpractices and enhance public vigil on the functioning of the administration have received significant push forward during his government which is evident on the ground. He said his endeavours in this direction would continue to make good-governance and transparency rule the roast.
As many as 35 deputations from all across the State and from various sections of the society met the Chief Minister and brought to his notice their demands and difficulties for government attention. Scores of individuals also presented their personal problems to the Chief Minister and sought his help for the redressal.
The Chief Minister gave patient hearing to all and gave on spot directions regarding certain matters of urgent public importance while many more were referred to the concerned Heads of the Departments for action.

‘Recent event related to IPL and cricket unfortunate’
Srinagar, May 18 (VOS): Chief Minister Omar Abdullah Friday evening said that his government has decided to set up a new paediatric hospital in Srinagar apart from taking up the issue of taking over all the space available at the G B Pant hospital from the cantonement board. He has also said that his government will take up the matter of using the unavailable space of 80 beds at the G B Pant hospital with the Prime Minsiter Manmohan Singh.
 “We have taken up the issue of handover of the vacant space at G B Pant hospital with the Cantonment board but we have not been able to get a response, now we have decided to take the matter to the Prime Minister. We have also decided to set up at new 350 bedded pediatric hospital on 16 kanals of vacant land near Medical College Srinagar in the near future”, Omar said on the sidelines of a function organised for inaugurating the joggers park and fountain at Rajbagh here.
Hitting out at PDP led coalition government Omar said that his government is not inclined towards dismantling but believes in construction before dismantling. “We are not a bulldozer government, we believe in constructive measures”, he said.
While talking to the gathering Omar said that his government is doing the maximum possible to attract tourists. “We have ensured that the flights from the Srinagar airport operate from 7:30 in the morning to 5:30 in the evening, which ensures maximum inflow of tourists”, Omar said.
When asked about the recent issues concerning cricket and IPL Omar said that the recent events were unfortunate and unnecessary. “Be it incident involving match fixing the Mumbai or the latest Banglore incident, it is unfortunate and should not happen”, Omar said adding that the cricketing bodies like BCCI, IPL etc have the responsibility to ensure that the game stays clean.
Among others Minister of Health and Horticulture, Sham Lal Sharma, MOS Health Javed Ahmad Dar, Tourism Minister Nawang Rigzin Jora, MOS home Nasir Aslam Wani and other officers from the local administration were also present on the occasion.

Kashmiri nurse receives President’s award
Srinagar, May 18 (VOS): Rehana Akhter, a nurse at Sher-i-Kashmir Institute of Medical Sciences (SKIMS), Srinagar has been awarded this year’s “President’s National Florence Nightingale Award 2012” for her excellent service as a paramedic from Jammu & Kashmir. She became the third nurse from J&K and the youngest in India to bag the prestigious award. The other day, at a glittering function at Rashtrapati Bhawan Delhi Rehana received the award from the President Pratibha Devsingh Patil, which carries Rs 50,000 cash, a Medal and Certificate of merit.
A resident of Batamaloo Srinagar, Rehana got the award for her outstanding contribution in Nursing Research, Stoma Therapy and Critical care recognized as extraordinary public service. She has also received Bharat Excellence Award-2011 from India Friendship Society, New Delhi for her distinguished services. Last year she received Award of Excellence at SKIMS for her outstanding patient care services and nursing research.
Rehana has done Diploma in Stoma Therapy, World Council of Enterostoma Therapists, WCET Education Committee and is Life Member World Council of Enterostomal Therapists: An Association for Nurses involved in Ostomy, wound and continence care. She presented research papers in several National and State Level Scientific Conferences. She secured first position in ‘Seminar on nursing care in the 21st. Century: challenges and responses’ and also got first position in a symposium on Quality Nursing care in the New Millennium.
She has more than twenty publications to her credit.


Omar discusses improvement of G. B. Pant Hospital with Civil Society
Srinagar, May 18 (VOS): Chief Minister, Omar Abdullah Friday evening reiterated the government’s firm determination to improve and upgrade the functioning of G. B. Pant Children Hospital, Srinagar adding that necessary measures have already been initiated in this direction.
The Chief Minister said that besides administrative measures steps regarding staffing, equipment, sanitation and better service delivery have been taken and the impact of these is likely to be visible within a weeks time.
Speaking to Civil Society Forum at a meeting here, the Chief Minister said that focused attention is on to improve the condition of the hospital as early as possible and ensure up to the mark service delivery by the hospital to the people.
The meeting was attended by Political Advisor to the Chief Minister, Devender Singh Rana, Principal Secretary to the Chief Minister, B. B. Vyas, Secretary Health and Medical Education, M. K. Dewidi and the members of the Civil Society Forum which included Dr. G. Q. Allaqband, Dr. Shahida Mir, Dr. Altaf Ahmad, Dr. Nazir Ahmad, Dr. Umar Shafi Traboo, Senior Journalist Shujat Bukhari and Shuja-ul-Haq.
Giving details of the measures taken by the Health and Medical Education Department under the directions of the Chief Minister to augment infrastructure and improve functioning of the health institutions, Secretary Health and Medical Education said that sanction has been granted to the engagement of 265 staff comprising 150 Junior Grade Nurses, 15 A.N.Ms, 25 Junior Pharmacists, 10 X-ray-Dark Room Assistants, 15 Theatre Assistants and 50 Anaesthesia Assistants on academic arrangement basis to make up the deficiencies of the para-medical staff and to further improve the patient care in the Government Medical Colleges and its Associated Hospitals with special focus on G. B. Pant Children Hospital, Srinagar.
He said steps are being also taken to strengthening the existing infrastructure and equipment in the hospitals by providing required equipments, upgrading diagnostic facilities and ensuring timely supply of medicines.
Diwedi said that under the directions of the Chief Minister the department has already initiated the process of formulation of DPR for the construction of new 200-bedded paediatric hospital at Srinagar and Minister for Medical Education, R. S. Chib is keenly monitoring the progress on this proposal. He said that the land has been identified for the hospital at Dewan Bagh.
Meanwhile the Minister for Medical Education, R. S. Chib today chaired a meeting of the doctors and officers of Medical Education Department at G. B. Pant Children Hospital in which Brig. Roy and Commandant 192 Base Hospital Srinagar Cantonment were also present.
The meeting discussed various aspects of improvement and upgradation of G. B. Pant Children Hospital and making its service befitting and up to the mark.
Mr. Chib said that members of Civil Society will be co-opted in the Management Committee which will meet on 22nd of this month to discuss the process of improvement and upgradation of G. B. Pant Children Hospital.
Shrine of Syed Mir Shamas–ud-Din to be renovated
SRINAGAR, MAY 18: Minister for Tourism and Culture, Mr. Nawang Rigzin Jora has said that 3 tourism circuits would be developed one each in Kashmir Jammu and Ladakh regions for promotion of pilgrim tourism in the State, adding that in this regard the government has submitted detailed project reports of Rs. 150 crore to the Union Ministry of Tourism for approval. He said the Centre in principle has agreed to provide funds to the State Government for creation of these circuits and the development of this tourism circuit would be taken up soon after receiving the nod from the Central Government.
            This was stated by the Minister today during his visit to Ziyarat Sharif Syed Mir Shamas-ud-Din Iraqi (RA) at Chadoora.
Minister for Animal, Sheep Husbandry and Science and Information Technology Mr. Aga Syed Ruhulla accompanied Mr. Jora during the visit. The Ministers paid obeisance at Ziyarat Sharif and prayed for peace and prosperity of the state. Besides, he also took stock of proposed face lift and development work of the shrine. 
Mr. Jora said that Jammu and Kashmir has a distinct pilgrim and culture heritage, which would be explored fully by developing pilgrim sites and ensuring adequate infrastructure facilities for visiting pilgrims.
            The Minister said that a Sufi circuit would be developed at a cost of Rs. 50 crore in Kashmir Valley. He said in Jammu province a pilgrim tourism circuit would also be developed at a cost of Rs. 50 crore, adding that Rs. 50 crore would be also expended on development of Buddhist circuit in Ladakh region.
            Mr. Jora while taking stock of the proposed development and face lift works of Shrine of Syed Mir Shamas-ud-Din Iraqi (RA), said that development and renovation work of the shrine would be carried out in phased manner. He said this year the architecture work of interior portion of the shrine would be taken up, adding that development of park in shrine area and its fencing would be carried out next fiscal.
 He instructed Director Tourism Kashmir Mr. Talat Parvez for formulation of detailed project report for funding and taking up the development works of the shrine. He also asked for consulting INTECH for carrying out architectural work of the shrine.
Director Tourism apprised the Minister about the works programme being carried out in the area.
Senior officers of Tourism Department and District Administration Budgam accompanied the Ministers during the tour.

Vyas reviews progress of the various projects executed by ERA
SRINAGAR, MAY 18: The principal Secretary to Chief Minister, Planning and Development Department, Mr.B.B.Vyas on Friday reviewed the progress of various projects being executed by J&K Economic Reconstruction Agency (J&KERA) under Multisector project for infrastructure rehabilitation(MPIR) and Jammu and Kashmir Urban Sector Development Investment programme (JKUSDIP)funded by Asian Development Bank.
The chief Executive Officer, ERA, Mr. Saurabh Bhagat, J&K, ERA through power point presentation informed the meeting that under MPIR project, an expenditure of Rs.1377 crores have been incurred on various infrastructure projects, while work on 69 Sub-Projects including improvement and up gradation of some major roads, bridges, water supply and drainage schemes under the said have already been completed. He also said equipments worth Rs.34.29 crores , including water tankers, garbage carriers, loaders , sewer cleaning equipments etc have been provided to SMC,JMC and PHED under the project.
Mr. Bhagat further informed the meeting that under tranche-I of JKUSDIP, the agency has taken up work on 9 sub–projects which include five sewerage sub-projects and 5 sub-projects for scientific disposal of solid waste management in Srinagar and 3 Sub-project of Water supplies. Out of these sub-projects work on approach road to landfill site at Achan sanitary landfill site has been completed and substantial progeress has been achieved on laying of 100 mm raw water pipeline from Harwan to Nishat. He said that all the necessary due- diligence reports regarding the Jahangir Chowk-Rambagh Flyover, Vikram chowk-women’s college flyover and other sub- projects have been completed. He also informed the meeting that 99 shopkeepers of cheap/Kabbadi market near Jahangir Chowk have already been rehabilitated in shopping complex constructed by SMC, while the work on rehabilitation complex near Jehangir Chowk  is under progress.
Meanwhile, the Principal Secretary directed the agency speed up the work on shopping complex and asked them to ensure early start of work on another rehabilitation complex near Rambagh, so that the affected shopkeepers may be rehabilitated as early.
The meeting was attended by Managing Director, JKPCC, Director Safeguard, J&K ERA and other concerned officers of the ERA.

Lung places imperative to make environment palatable: Omar
             SRINAGAR, MAY 18 – Chief Minster, Omar Abdullah Friday said that his government is taking appropriate measures for upgrading the civic facilities in the twin capital cities of Srinagar and Jammu. He said while focus is on the development of roads, construction of bridges, cleanliness, improvement of drainage system and management of traffic, equal attention is being paid for the beautification of the cities and creation of lung places to make the environment palatable and provide recreational facilities to the citizens.
            Addressing the gathering after inauguration of Joggers’ Park at Raj Bagh here, Omar Abdullah said that traffic signal system has been made operational in Srinagar on pilot basis which will be installed gradually on all roads.
            “This system is showing positive impact in managing the flow of traffic and avoiding the disruption of traffic rules by the commuters”, he said and added that a major flyover from Jahangir Chowk to Natipora is coming up at a cost of Rs. 256 crores with ADB funding which will further streamline the flow traffic in the city.
            Omar Abdullah said utility shifting for launching the construction of the flyover and rehabilitation of the affected traders is on full swing. “We expect the ground breaking for the project by July end this year”, he said adding that about a dozen of new bridges are also being constructed in Srinagar at a cost of about Rs. 100 crores to decongest the traffic system and provide better and easy communication facilities to the people.
            The Chief Minister said that the launch of water transport in the River Jehlum in Srinagar city is yet another step to provide commuting facilities to the citizens. He said upgradation and widening of city roads is on full swing while the macadamization programme for Jammu and Srinagar cities will continue this year.
            Omar Abdullah said that development of parks and lung places in the two cities of Jammu and Srinagar is all the more important to provide recreational facilities to the citizens and the visitors visiting the twin capitals of the State. He said beautification of and conservation of heritage sites in the two cities has also been focused and various measures are already in place to achieve this goal.
            Minister for Tourism, Nawang Rigzin Jora, Minister for Floriculture, Sham Lal Sharma, Minister of State for Tourism, Nasir Aslam Wani and Minister of State for R&B, Javid Ahmad Dar also spoke on the occasion and highlighted the measures the coalition government has taken for the improvement and upgradation of civic facilities in Jammu and Srinagar cities. MLC Dharamvir Singh Obaroi was present on the occasion.
            The Joggers’ Park at Rajbagh has been developed at a cost of Rs. 2.54 crore over an area of 2.50 hectares.
            The park developed in two different contours, is with multi-recreational facilities particularly for children. It also contains musical fountain, joggers-path, garden lights for illumination, gate-plaza, etc. Installation of children’s play equipments and sprinkler irrigation system is being added to the park this year.

 Mr. Hilal Ahmad Parray, KAS who was under orders of transfer as Project Director, Sarva Shiksha Abhiyan (SSA) has been posted as Project Director, Rashtriya Madhyamik Shiksha Abhiyan (RMSA) vice Mr. Sarmad Hafeez.
Mr. Sarmad Hafeez, KAS Project Director, Rashtriya Madhyamik Shiksha Abhiyan has been posted as  Deputy Commissioner, Kupwara vice Mrs. Yasha Mudgal, who shall continue to function as Project Director, Sarva Shiksha Abhiyan.  

Financial Assistance for Small Drug Makers

New Delhi, May 18, 2012


Ministry of Micro, Small and Medium Enterprises (MSME) is implementing
the Credit Linked Capital Subsidy Scheme (CLCSS) to provide incentives
to micro and small enterprises for technology upgradation for approved
48 Sub-Sectors including Drugs & Pharmaceuticals Sub-Sector. Under
this Scheme, 15% capital subsidy is provided up to a loan of Rs. 1.00
crore as per the guidelines of the Scheme. Technologies required for
Schedule M compliance and National/International standards in the
Drugs & Pharmaceuticals Sub-Sector were added to the list of eligible
technologies under the Scheme on 13.7.2009. Under this Scheme, 294
Drugs & Pharmaceuticals micro and small enterprises have availed
subsidy of about Rs. 19.76 crore since inception of the CLCSS up to
March, 2012.

This information was given by the Minister of State for Chemicals and
Fertilisers, Shri Srikant Kumar Jena in a written reply in the Rajya

 Muslims worldwide will not put up with KSA-Bahrain merger bid

Tehran's interim Friday Prayers Leader Hojjatoleslam Kazem Seddiqi says neither the Bahraini nation nor Muslims worldwide will countenance the Saudi bid for merger with Bahrain.


“Though some Arab countries describe it as union, the reality is that the Bahraini regime is surrendering its identity to another country with utter ignominy, instead of paying heed to the demand of its own nation,” Seddiqi said. 

Saudi Arabia is seeking to initially create a closer union with Bahrain in line with plans to unify the six Arab member states of the [Persian] Gulf Cooperation Council. 

The [P]GCC members, including Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman, met in the Saudi capital of Riyadh on Monday to discuss closer “union” among the six countries. 

They failed to make a concrete decision on forming a confederation that would initially merge Saudi Arabia with Bahrain but agreed to continue further discussions over the plan, which was put forward by Saudi Arabia. 

Although the exact nature of such union among the six Arab countries is unclear, reports say the Saudi unity proposal calls for economic, political and military coordination and a new decision-making body based in Riyadh to replace the bloc’s current secretariat. 

Hojjatoleslam Seddiqi said Saudi Arabia will reap nothing more than disgrace from this initiative, just as it has not gained anything from its military presence in Bahrain to assist the Manama regime in its crackdown on the peaceful anti-government protests. 

“Saudi Arabia is in a weak position,” Seddiqi stressed, saying if Riyadh had any power it would wrest back its two islands, Tiran and Sanafir, which have been under Israeli occupation since 1967. 

The senior Iranian cleric further called on the United Nations Human Rights Council (UNHRC) to end the silence of world bodies and atone for the previous disregard of the atrocities committed in Bahrain. 

The UNHRC is set to discuss Bahrain’s human rights record in the upcoming session of its Universal Periodic Review (UPR) Working Group in Geneva from May 21 to June 4. 

Iranians take to streets to protest Saudi Arabia-Bahrain merger bid

Iranians have taken to the streets to protest against Saudi Arabia’s bid for a merger with Bahrain as well as the Manama regime’s brutal crackdown on anti-government protests.


The protesters in Tehran staged a rally following the Friday Prayers. They described the plan as treason against Bahraini people. 

Saudi Arabia is seeking to merge with Bahrain in line with plans to unify the six Arab member states of the [Persian] Gulf Cooperation Council ([P]GCC). 

The [P]GCC members, including Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman, met in the Saudi capital of Riyadh on Monday to discuss closer “union” among the six countries. 

They failed to make a concrete decision on forming a confederation that would initially merge Saudi Arabia with Bahrain but agreed to continue further discussions over the plan, which was put forward by Saudi Arabia. 

In December 2011, Saudi King Abdullah urged the council members to move “beyond the stage of cooperation and into the stage of unity in a single entity.” 

The Saudi plan would give Manama internal political autonomy while Riyadh would stay in charge of the country’s military affairs. 

Iran says the plan is aimed at quelling the protests in Bahrain as the Al Khalifa regime is unable to stop the peaceful demonstrations in the country. 

In their rallies, the Iranians also criticized Riyadh for serving the US agenda in the region by helping Manama's crackdown on anti-government protests. 

Bahrainis have been holding anti-government demonstrations since mid-February 2011, calling on the US-backed Al Khalifa family to leave power. 

On March 14, 2011, more than 1,000 Saudi troops entered Bahrain to assist the Manama government in crushing the popular protests in the Persian Gulf Island. 

According to local sources, scores of people have been killed and hundreds have been arrested in the regime crackdown.
