Srinagar, April 18 (VOS): The Cabinet which met in Jammu on Wednesday
under the chairmanship of Chief Minister Omar Abdullah approved the
transfers and postings in Forest Department.According to VOS it also gave nod
to creation of posts in super speciality hospitals of srinagar and Jammu. It
also discussed law and order and darbar Move arrangements.As per the decision,
Director, Forest Protection Force, J&K, Vinod Ranjan has been transferred
and posted as Principal Chief Conservation of forests against an available
vacancy. Chief Conservator of Forests, Eco, Tourism, Deepak Khanna, has been
transferred and posted as Director, State Forest Research Institute against an
available vacancy. Director, Ecology, Environment and Remote Sensing, Ravi
Kumar Kesar has been transferred and posted as Chief Conservator of Forests,
Jammu vice S. C. Sharma. Additional Principal Chief Conservator of Forests
(Central), Suresh Chugh has been transferred
and posted as Director, Ecology, Environment and Remote Sensing vice Ravi Kumar
Kesar.Director, Social Forestry Department, Mohammad Shafiq Khan has been
transferred and posted as Director, Forest Protection Force, J&K vice Vinod
Ranjan. Regional Wildlife Warden, Kashmir, Hafizullah Sidique has been
transferred and posted as Director, Social Forestry Department vice Mohammad
Shafiq Khan.
Meanwhile Cabinet decided to declare wind storm as
natural calamity in the category of cyclone. In another decision, the Cabinet
gave nod to the creation of six posts of Lecturers in various disciplines for
Super Specialty Hospitals of Jammu and Srinagar. The Cabinet also approved the
creation of two posts of Senior Sister Tutors with the corresponding reduction
of two posts of Sister Tutors for AMT School Jammu and one post of
Principal Tutor in the AMT school Srinagar.

Congress will make best efforts to bring peace in the state. Azad Addresses
public rally at Billawar, describes peace vital for development
Union Minister for
Health and Family Welfare, Ghulam Nabi Azad today described peace as important
for the development adding that prevailing stability and peace should be
exploited to the maximum in order to give boost to the developmental activities
in the state.
Addressing a rally at
Billawar, Azad said that law and order problem is comparatively better in
J&K as compared to many other states and we should take advantage of the
ebbing militancy related incidents and resulting peaceful atmosphere here to
boost the economy and reduce unemployment. He said that we want stability and
peace in the state and Congress party will cooperate with coalition partner in
maintaining it. He said that National Conference and Congress will make best
efforts to bring peace and tranquillity in the state.
Responding to the demands raised, the Union Minister assured that Health
infrastructure will be strengthened whereby new sub centres and trauma centers
will be opened in the remote areas of Kathua district. He also assured that
funds will be provided for the up gradation of sub district hospital Billawar.
He also sanctioned Rs 30 lakh from MPLAD for construction of stadium at
Billawar. The Minister also exhorted upon the people to take maximum benefit
from the health oriented schemes launched by central government. He said that a
health programmed by the name “Savasth Bharat” launched by the union health
ministry is being telecast and broadcast by television and radio in all
regional languages of India in evening for 30 minutes duration, where different
specialists talk about treatment, prevention and cure of different diseases. He
appealed to the people to take benefit from such programmes and become health
conscious.
The Union Minister also described in detail various health programmes related
to child immunization and mother- child health care. He exhorted upon the
people to take maximum benefits of these schemes. He also said that a new
scheme has been launched by the government for the females who go for
institutional deliveries apart from usual Rs 1500 being paid to them, to and
fro fare, blood, medicines, food, free of cost operation etc. also will be
provided to the females. He also said that pentavalent vaccine for child
immunization will be introduced in J&K from this year which will reduce the
number of vaccines to be administered to the child under child immunization
programme.
Azad also said that Union Health Ministry has launched a programme
for BPL people where any BPL person suffering from cancer, Heart ailments,
kidney can get free of cost treatment in any hospital of India.Deputy Chief
Minister, Tara Chand also spoke on
the occasion and thanked the central government for liberal funding for the
developmental activities in the state. MP Ch Lal Singh also announced Rs 20
lakh from MPLAD for construction of stadium at Billawar.Among others, MOS
Power, Shabir Ahmed Khan, legislators, G.M Saroori, Viqaar Rasool, Subash
Gupta, Jahangir Mir, Naresh Gupta, Jugal Kishore were present in the

phase wise removal of Bunkers from Srinagar city .Police
Srinagar,
April 18 (VOS) : Hinting of a phase wise removal of security bunkers from Srinagar
City, Inspector general of Police(Kashmir range) S M Sahi has said that 40
bunkers have already been removed from the city where as a comprehensive
plan has been worked out for the removal of the remaining bunkers
in the summer capital. The IGP made the statement at a function after senior
Journalist Dr. Shujat Bukhari raised the issue . “ We have already removed 40 bunkers
from different parts of the city and the remaining are also being removed
shortly.” asserted Sahi. He said that the government is hoping of a good
tourist season ahead and said that the security agency were in close
coordination to overlook the situation in the valley. “ .
Meanwhile talking o VOS over phone, Sahi informed that the bunkers were
being removed from Srinagar city in phases. “ We hope 2012 passes off
peacefully like 2011 and that will enable us to execute our plans .”
asserted Sahi, adding that Chief Minster Omar Abdullah had himself announced
that bunkers would be removed in phases from Srinagar.
Notorious
ATM fraudster arrested by Maisuma Police
Srinagar,
April 18: Maisuma
Police arrested a notorious cheater who was involved in number of cases of ATM
thefts and fraudulent transitions of the same. Maisuma police arrested
Syed Akhter Hussain son of Syed Sajad Hussain resident of Hassanabad Rainawari
Srinagar who has been involved in multiple incidents of cheating/theft. His
modus operandi was that he used to take ATM Cards fraudulently from individuals
by showing sympathy and used same to cheat the general public by withdrawing
the amounts from ATMs wearing hospital mask. A lady Syed Shafiq Nayeem resident
of Tangbagh, Nowpora, Khanyar, Srinagar lodged a complaint in Police Station
Maisuma alleging therein that on 17th March-2012 she went to state
bank ATM situated at Koker Bazar Srinagar to draw some
cash, but due to some reasons she could not make the transaction and
while leaving the ATM booth one unknown person who
entered in to the same ATM booth told her that he will
help her in withdrawing the cash and accordingly the
complainant (lady) handed over the ATM card to him who made a
transaction on her behalf and gave back ATM card to the complainant.
After some days when she used the ATM card and found to her utter surprise that
it was not her ATM card. She learnt that the person who had helped on the date
quoted above had exchanged her ATM card in question. The complainant
after approaching the concerned bank authorities
came to know that an amount of Rs.1,20,000/- (One Lac & twenty
thousand) has been withdrawn from her account through her ATM.
On receipt of this complaint, case FIR No.18/2012 U/S 420 RPC stands registered
in police station Maisuma and investigation taken up.During the process of
investigation, a blind case of police station Maisuma has been solved by making
strenuous efforts and tracing out the involved accused through CCTV
footage/obtaining the details from international Airport Srinagar as the
accused had proceeded to Delhi Via GO Air. After technical analysis of
all the call records, it has been observed that one Syed Akhter
Hussain (30 years) son of Syed Sajad Hussain resident of Hasan Abad
Rainawari Srinagar has used the ATM Card of the lady and had made
fraudulently transactions of the amount of Rs-1,20,000/- who
has been accordingly arrested on 07.04.2012.
On his Maisuma police recovered stolen property of two more cases of
similar nature. In the instant case FIR No. 18/2012 Maisuma police recovered an
amount of Rs-1,20,000/- and a laptop purchased by using the stolen ATM.In
another case FIR No. 45/2010 was worked out in which transaction of
Rs-10,000/-has been fraudulently made and in case FIR No.48/2011 has also been
worked out in which transaction of Rs-20,000/- has been fraudulently made.

Srinagar, April 18 (VOS) : While
cautioning government against the
overstay of ‘suspicious’ Tourists and
NGO members in valley , Hurriyat Conference (M) Chairman and Patron of the
Mutahida Majlis e ulema, Mirwaiz Umar Farooq has alleged that there were number
of people from different countries working for conversion of religion in valley
and alleged that Government was deliberately turning a blind eye towards it.
Addressing a meeting of Uleemas and members of MMU at Mirwaiz Manzil on
Wednesday, Mirwaiz said, “These people from different countries are being
deliberately allowed to overstay in valley even after the expiry of their
tourist visas.” He warned government and said that MMA would seek information
of all such NGOs and Foreigners through RTI who have been indulging in such
activities. “ This can’t be tolerated. We have credible information that scores
of foreigners are arriving in valley on tourist visas and get indulged in
conversion practice here.” Mirwaiz Told VOS, adding that Government can’t be
allowed to turn a blind eye towards such a ‘serious’ issue. Mirwaiz further added that Majlis e -ulema
has decided to constitute a committee who will have deliberations with the
divisional administration on the issue.“ we can’t remain mute spectators over
such issues. Government has to come clean on the issue.” Asserted Miwaiz.
Meanwhile Ulemas in the meeting expressed a serious concern over
what it said “Government’s deliberate cover up on the issue.’’ In a statement

and organization for supporting such NGO’s and Foreigners. Ulemaas also
expressed its concern over the increasing use of liquor in the valley and said
that every conscious citizen of the valley should feel it his duty to help in

“Focus needed on LOC trade and travel”
She
said though the foreign ministers of the two countries had agreed a year back
to expand the scope of trade and travel across the LOC it was
disturbing that no progress had been made on these decisions inspite of a
welcome change of pace in improvement of relations between the two
countries. She said full economic potential of different regions of J&K can
be realised by lifting a seige arround the state and carrying forward the
process that was started by the PDP in 2002 and demanded that the facility of
travel across LOC be extended to all the citizens of the state irrespective of
the divided nature of families. She said more routes need to be opened,
frequency of bus service increased, hassles removed in trade and travel and
banking and communication facilities provided for development of full trade
relations.
Mehbooba
said the seeds for the present bon homie between India
and Pakistan
were sown with the new discourse and idiom introduced by the PDP to which the
people of the state had responded positively. “For decades NC had been
advocating war between two countries to solve Kashmir problem, but we replaced
that war mongering by our plea for better relations, trade, travel and joint
ventures”, she said and recalled how Prime Minister Vajpayee had been able to
strike the right chord with the people of the state on seeing their urge
for a peaceful resolution through civilized means .
Mehbooba
said even internally the NC dispensation had brutalized the state below human
levels. The then Chief Minister Farooq Abdullah would proudly say that he had
no space in jails and therefore his forces were given licence to eliminate any
body the government was uncomfortable with. Security and safety of life had
become primary consideration for the residents of the state, but a different
approach and idiom and a policy shift by the PDP led government brought about a
change of atmosphere within the state. This positive change also impacted the
entire sub continent as a result of which we are witnessing developments
between India and Pakistan
which were inconceivable at any stage during the past six decades of our post
independence history.
Regretting
that the return of NC to power though in alliance with congress had once again
brought the state into trouble Mehbooba said a redeeming feature was that
an atmosphere of hope was created that had survived the change. “Previously
people would plead for security of life but now in every area and region of the
state they have aspirations for growth, development and modern amenites”, she
said, even as the present government has failed to respond to these
requirements.
The
PDP president said Poonch and Rajouri had to a great extent been brought out of
isolation as a result of the opening of Poonch Rawalakote road and construction
of the Mughal Road .
She said the area which in the after math of the partition had been
reduced to a dead end is now enjoying its status as a vibrant part of the
society on either side of the Pirpanjal. She said even though many governments
had toyed with the idea of constructing the road between Kashmir
valley and Poonch Rajouri, the plans had failed for one reason or the
other and it was only Mufti Mohammed Sayeed whose courage and vision could make
it possible. She said connectivity between various regions is an important
element of the vision that PDP has presented. “We want all weather roads
between Ladakh and Kashmir, Kashmir and Jammu through Doda and Poonch Rajouri
alignments as well so that the atmosphere of mistrust and other differences are
neutralized and the state grows as one homogenious entity while retaining its
precious diversity of cultures” she said.
Mehbooba
expressed her dismay at the neglect of Poonch area by the present government.
She said it was regrettable that there was no headway in the progress of
institutions initiated by PDP like the campus of Jammu University ,
degree college and many tourism projects.

Inspector General of Police Mr. SM Sahai while addressing the students of
various educational institutions said that the penchant of the students
nowadays towards new age technologies have attributed to their attitude of
redundancies towards our heritage. He said that the perseverance of
heritage should not be misinterpreted as only to preserve old buildings but it
is also about culture, traditions, language as well as cuisine. IGP stressed
upon the students to take up the subjects of Humanities besides science as that
will give them better understanding of significance of preservation of
heritage. IGP said that JK police in its bid to preserve the heritage building
of District Police Lines put a lot of effort in its renovation keeping the
replica of traditional building in its original form.

Srinagar, April 18 (VOS) : Terming National Conference guardian of political and
economic rights of the people, National Conference senior leader and member
Parliament South Kashmir, Dr Mehboob Beg has said that National Conference is
committed to strengthening democratic institutions of the state.Addressing a
massive public meeting at Tral in South Kashmir, Dr Beg said that it is
imperative for the people of the state to know the contribution of Sheikh
Mohammad Abdullah for welfare and betterment of the people of the state.
Dr Beg
said that Sheikh Mohammad Abdullah fought against autocratic rule and gave
people democratic right to decide their future. The National Conference member
Parliament also said that democratic rights to the people are the contribution
of Sheikh Mohammad Abdullah. Beg also said that chief minister Omar Abdullah is
following the foot steps of Sheikh Mohammad Abdullah and his contribution to
strengthening the democratic institutions and overall development is being
appreciated by the people in and outside the state.The Member parliament also
said that Chief Minister is committed to his commitment in making Jammu and
Kashmir a prosperous and peaceful state.
Dr Beg also said that National Conference believes that Kashmir is a political issue and its leadership is committed
to resolve it politically. The chief minister has number of times told central
leadership that Kashmir is a political issues
and its solution is important for peace and prosperity of the state.
The
member parliament said that once the Kashmir issue
would get resolved, a new era of friends would start in Indo- Pak ties. He said
that party believes that restoration of internal autonomy is the best possible
solution to Kashmir issue and if any other
solution is accepted by people, the party will also respect
it.
On the occasion, the member parliament gave Rs 5 lakh from
his parliament development fund for the various developmental works in Gujjar
Basti. He also gives Rs 10 Lakh for various other works in Tral area. Dr Beg
had earlier sanctioned Rs 22 Lakhs for maintenance of roads in the Homeshalibug
constituency. Other party leaders also spoke on the occasion.

Mr. Nayeem Ahmad Khan said that Martyrs of Kashmir have not sacrificed their
lives for the import and export of Onion and Potato but they have rendered
their precious lives only to achieve freedom so unless this great aim is
achieved the resistance Movement will go on.Nayeem Ahmad Khan went to
Mazar-e-Shuhada and offered special Prayers for Shaheed S Hamid and all the
Kashmiri Martyrs. On the occasion Khan while talking to present people said
that it is the duty of all the Kashmiri People irrespective of ideologies to
protect and safeguard the sacrifices rendered by our Martyrs. Khan said that in
order to safeguard the sacrifices of the common People it is very important to
remember those great Souls who gave their Today for the Tomorrow of their land
and brethren.
Khan while
paying tributes to Shaheed S Hamid said that he had nourished the dream of
Freedom in his mind and heart since his student days and at last Shaheed S
Hamid sacrificed his life for the same dream. Nayeem Ahmad Khan while talking
about the sacrifices rendered by Kashmiris said, “Kashmiri Martyrs have not
sacrificed their lives for the import and export of Onion and Potato, but
they had a great dream of freedom in their minds and hearts so it is obligatory
upon all pro freedom leadership and common People to safeguard the sacrifices
of our Martyrs”.Nayeem Ahmad Khan reiterated his stand saying, “Nobody will be
allowed to build his castle on the blood of our Martyrs and it is the foremost
duty of the People to remain vigilant until the ongoing resistance movement
achieves it,s aim”. Later Nayeem Ahmad Khan went to Lolab Area of Kupwara
and attended a party meeting there. .

Samoon stresses for preserving rich culture of the State
The
Divisional Commissioner, Kashmir , Dr. Asgar
Hassan Samoon was the chief guest.Addressing the gathering, Dr. Samoon
highlighted the importance of organizing such functions and emphasized for
preserving the historical and priceless centuries old monuments, documents
heritage sites etc. He said we should be proud on our rich heritage, which is
rare in the world. He said, the State is very rich in
natural heritage along the corners of the State. He said no
doubt, several monuments have been renovated and restore in their original
glory ,but yet there are certain things on which we should focus now and it is
the responsibility of the whole community, especially civil society members to
come forward for giving protection to these.
He
further said that during this year, 14 lakh evergreen plants, besides 14000
chinars free of cost have been planted throughout the Valley by involving the
educational institutions and others. He said the chinar tree is our
identification and nobody would be allowing to damaging these trees.On the
occasion, it was said, that Academy has some centuries old priceless documents
especially Holy Book of Quran written in Saffron ink and Ramayana and Mahabharata
in Persian language.Social activist Zarief Ahmad Zarief also put light on the
preservation of our centuries old heritage.

campaign for 100 % coverage under KCC scheme
SAMBA, APRIL 18: Chief Secretary, Mr. Madhav Lal today stressed upon the
officers of Agriculture, Horticulture, Floriculture, Sericulture, Fisheries,
Animal and Sheep Husbandry, Revenue departments, besides Bank Authorities
and allied agencies to work in tandem to ensure 100 percent
coverage of farmers under Kissan
Credit Cards (KCCs)
scheme in a time bound manner.
The Chief Secretary was speaking after distributing 255 KCCs among the
beneficiaries at an awareness camp-cum-exhibition organised as part of campaign
for 100% coverage of farmer families under the KCC scheme , here at
village Gho Brahmana .
The camp was organised by the Agriculture and Revenue
departments in collaboration with Banking Institutions to make farmers aware
about the benefits and opportunities for diversifying their agriculture and
allied sector activities.
The Chief Secretary said that the Kissan Credit Scheme (KCS) was taken up as
national priority but its implementation in the state did not take up
well. He stressed the need to expedite the scheme so that the farmers are
able to get the benefits of credit flow and are able to buy good quality seeds,
fertilizes, machinery and equipments to get maximum returns from their land
holdings and improve their economic condition. He further added that the 18 %
lending was to be done in agriculture sector but in the state it is only 6% and
thus there was a great need to expedite the lending in agriculture for which
KCC is the best source.
Commissioner Secretary, Agriculture Production Department, Mr. Shaleen Kabra
highlighted the importance of KCCs in development of agriculture sector and
improving the socio-economic status of the rural population.
Earlier, District Development Commissioner, Samba, Mr. Mubarak Singh, in his
welcome address also highlighted the achievements registered under agriculture
and allied sectors in district and thanked the department of agriculture for
organising such a programme in the border district.
Director Agriculture, Jammu, Mr. Ajay Khajuria, threw light on agriculture and
allied sectors and highlighted the benefits of KCC scheme.
Director Command Area, Jammu, Dr. Nirmal, heads of various departments, bankers
and a large number of farmers were present on the occasion.
Farmers in large numbers visited the stalls installed by different wings of the
agriculture and allied departments for the demonstration and creating awareness
about various schemes being implemented by them. The farmers also attended the
awareness programme and the skill development programmes organized by various
departments at the venue.
Nasir calls upon civil society to
supplement govt’s conservation efforts
JAMMU,
APRIL 18:- Asking the civil society to play its role in preserving the glorious
heritage of the state, Minister of State for Tourism, culture, Home, PHE,
revenue and H&UD, Mr Nasir Aalam Wani today said the coalition
government has taken various ambitious projects in hand with central funding
for the preservation and restoration of heritage sites across the state.
The
Minister said this while inaugurating twin function on World Heritage Day at
Kala kendra and Mubrak Mandi Jammu. These include one day
special exhibition on “world famous Basoli Miniature paintings of Rasmanjari
series, rarer manuscripts and Historical Documents” and 5-day All
India Painting competition organised by Department of Archaeology
and Museum and Jammu & Kashmir Academy of Art, Culture and Languages
respectively.
Mr
Nasir said that the need of the hour is that government and Civil
Society work together round the clock to preserve the glorious
cultural heritage for future generation as it was their social
responsibility.. He said that the government has already taken various projects
in hand under heritage conservation programme with central funding which
includes Mubrak Mandi Heritage complex at a cost of Rs 50 cr in Jammu, Nagar
Niger-Watlab project at an cost of Rs 50 cr in Kashmir and Trans-Himalayan
project in Ladakh. He said the work on some of the projects has been started.
The
Minister said that the government was making every efforts to
restore the pristine glory of heritage sites and steps are being taken
to showcase these across the state to further boost the tourism
activities in the state. He said this would help to increase the tourist stay
in the state, particularly the pilgrim tourists in Jammu. He said “If tourist
influx of some states of our country is based on heritage sites why not same
can happen in J&K”. He said that three regions of the state have plenty of
heritage sites and asked the concerned officers to work in this direction for
which government would provide every help.
During
the exhibition at Kala Kendra, the Minister went round the exhibition and
evinced deep interest in the paintings and historical documents and Photographs
put in display. He appreciated the efforts of the department for acquainting
the younger generation about the glorious past
The
Department of Archaeology and Museum, has first time exhibited the rear
photographs of Heritage Buildings, Monuments and Forts, Historical Documents
and rarer manuscripts. The Historical documents include Gulmarg Map of 1916 A.D,
Map Of Jammu City (1880-90 A.d), Proposed Rope Way from Jammu to
Kashmir (1910 A.D), Map showing Railway routes from Jammu to Kashmir via
Banihal and Abbotabaad (1889-1902) and its project file and Map showing sites
of Hydro electric developments in J&K (1929).
At
Mubark Mandi, Mr Nasir hailed the steps of J&K Academy, Art, Culture and
Languages for holding the national level 5- days painting
competition and hoped such initiative would continue in future also .

Pensioners to
visit TOs for release of pension
JAMMU, APRIL 18: As per a circular
issued here today, the Government has ordered that every pensioner either
drawing their pension from the treasury or bank shall present himself/herself
before the treasury officer once in a year and the pension for the month of
April, 2012 shall be released by the Treasury Officers only after pensioners
presents themselves before the Treasury officer for verification and life
certificate.
But in view of the request of the
J&K Bank authorities, pensioners and in view of the short period of
completing the job of verification of the pensioners, it has been decided that
the Treasury officers/Bank Managers of the J&K Bank shall not release the
pension to the pensioners for the month of May, 2012 until and unless the
pensioner presents himself/herself before the Treasury Officer for the
prescribed verification.
Seven Brick Klin owners booked in
Budgam for over-rating
BUDGAM, APRIL 18: At the
instructions of District Magistrate, Budgam, Mr. Mohammad Rafi, the
Sub-Divisional Magistrate Khansahib and Tehsildar, Budgam led a squad of
Police, Revenue and Legal Metrology Officers and conducted surprise inspection
of brick klins in Chandpora, Bandgam and Soibug and booked seven brick klin
owners for overrating and carrying out their business without proper documents.
The
District Magistrate has asked the brick klin owners to sell their products as
per the rates fixed by the Government and keep all the relevant documents at
their business establishments for inspection of the inspecting squads.
Tax Payer Meeting Held at Srinagar
Srinagar, April 18, 2012
A meeting with the tax payers, the Bar Association Members, Chamber
of Commerce and Trade Federation was held on Wednesday with Shri A. K.
Thathai, Commissioner of Income Tax, Jammu & Kashmir, Jammu and Shri
R. K. Kakkar, Joint Commissioner, Income Tax, Range-3, Srinagar.
Thathai addressed the meeting and listened to the problems faced by
the tax payers. He urged the people to encourage maximum voluntary tax
payments for widening of the tax base. The tax payers agreed to
cooperate in mutually beneficial manner

The Proposed Disclosure Framework for the Annual Business
Responsibility Report (ABBR) was presented today to Union Corporate
affairs Minister Dr. M. Veerappa Moily here in New Delhi.
The Disclosure Framework is an electronic Report compatible with the
MCA-21 and comprises five sections in which the last section seeks
information on the nine (9) principles enshrined in the National
Voluntary Guidelines. This document is meant for reporting on the
National Voluntary Guidelines on the “Social, Environmental and
Economic Responsibilities of the Business”
Handing over the report the Convener of the Disclosure Framework
Committee (DFC) Shri Bharat Wakhlu said the frame has been designed as
a mix of data fields and brief descriptive inputs which are amenable
to data aggregation. It also takes into account the provisions of
Section 135 of the Companies Bill 2011.
Welcoming the report Dr. Moily expressed the hope that said this
document will be of immense importance for the corporate sector as
well as the small and medium businesses as they can understand the
ways to align themselves with the process of sustainable and inclusive
business growth. He said due thought will be given to examine and
discuss the proposed frame work keeping in view the New Companies
Bill, 2011. [PIB]

US soldiers posed with militants' body parts in Afghanistan
The emergence of a series of new photos showing American troops in Afghanistan smiling while they pose with the dead bodies of suspected militants have brought the Afghan war in focus.
The Los Angeles Times reported on Wednesday that an American soldier gave 18 photos of soldiers posing with corpses to the paper to draw attention to the safety risk of a breakdown in leadership and discipline that he believed compromised the safety of US troops.
The photos were taken on different occasions in the southern Zabul Province in 2010 and were submitted to The Times by a soldier from the Army's 82nd Airborne Division on condition of anonymity.
The US Army said it has launched a "criminal investigation." The US Embassy in Kabul condemned the photos in a statement.
A series of similar scandals by American troops have strained relations between the United States and Afghanistan.
A deadly shooting rampage by US troops on March 11 is the latest incident that enraged the Afghan public. Afghan villagers said a group of American troops broke into their homes, asking about the Taliban. Witnesses said they told the troops that there were no Taliban there, but they started shooting at people anyway.
While the US military announced only one soldier was to blame for the violence, a fact-finding mission set up by the Afghan parliament said at least 20 US soldiers were involved in the massacre of 16 civilians, including nine children, in the district of Panjwaii in Kandahar.
On February 20, US soldiers burned the copies of the Holy Qur'an and other Islamic texts at the US-run Bagram Airbase, located 11 kilometers (7 miles) southeast of the city of Charikar in Parwan Province. The incident triggered riots that left 30 people dead and led to the deaths of six American soldiers.
The desecration of the holy Qur’an underscores the insensitivity of the US-led forces to the cultural and religious values and rituals of Afghanistan more than 10 years after they invaded the country.
On January 13, a video showed four US Marines urinating on Afghan corpses. In the 39-second video, the four soldiers in combat gear and carrying weapons are seen acting in unison as they stand over the corpses and urinate. They sigh and laugh. One of the marines says "Have a great day, buddy" while another comments "Golden, like a shower."
There have been many large demonstrations across Afghanistan against the presence of US-led troops in the country one decade after the beginning of the war. There are currently some 130,000 US-led forces in the war-wracked country.
IMF: Oil price to rise if Iran cuts export to OECD
The International Monetary Fund (IMF) warns crude prices could rise by 20 to 30 percent this year if Iran halts oil exports to members of the Organization for Economic Cooperation and Development (OECD).
In its latest World Economic Outlook report published on Tuesday, the IMF said the eurozone debt crisis and rising oil prices pose the biggest threats to global economic recovery, AFP reported.
The IMF projected that a halt in Iran's crude exports to the OECD advanced economies could push prices up by about 20 to 30 percent, which could cause a slump similar in magnitude to the one that happened in the 1930s.
Iran has already stopped oil exports to Germany, Greece, France, Spain and the UK. Tehran says it is now considering halting crude sales to Italy.
Iran’s decision to cut crude exports to certain European countries was made after the EU foreign ministers agreed on January 23 to ban oil imports from Iran and freeze the assets of the country’s Central Bank across the EU.
Last month, crude prices reached a peak since May after Tehran’s decision to embark on countersanctions against the European countries, pushing gasoline prices in the US and the UK to record highs.
Pakistan's Army chief Kayani urges less spending on defence
SKARDU, Pakistan: Pakistan's powerful Army chief on Wednesday said he would like to see the country spend less on defence, arguing that national security depended on development as much as on protecting borders.
Chief of the Army staff, General Ashfaq Kayani, said "peaceful coexistence" with arch-rivals India was vital to both countries and the welfare of the people should be a priority.
The nuclear-armed neighbours have fought several wars since independence in 1947 and both spend heavily on their military while millions of their people languish in poverty.
"Peaceful coexistence between the two neighbours is very important so that everybody can concentrate on the well-being of the people," he told reporters.
The general was speaking at Skardu airport in northern Pakistan after visiting the remote Gayari army base in disputed Kashmir, which was hit by a massive avalanche on April 7.
Rescuers are still searching for nearly 140 people buried by the mass of snow and rock at the camp, which lies around 4,000 metres (13,000 feet) above sea level.
Pakistan and India invest significant resources in maintaining a military presence on theSiachen Glacier - dubbed "the world's highest battleground" -- and the tragedy has sparked lively debate about the human and financial cost of defending an uninhabitable patch of snow and rock.
Kayani said soldiers would do their duty come what may, but defending borders should not be the country's sole priority.
"We in the army understand very well that there should be a very good balance between defence and development. You cannot be spending on defence alone and forgetting about development," he said.
"Ultimately the security of a country is not only that you secure boundaries and borders but it is when people that live in the country feel happy, their needs are being met. Only in that case will a country be truly safe."
He said national security should be a comprehensive concept.
"And therefore we would like to spend less on defence, definitely," he said.
"Any country should do the same -- more focus should be on the welfare of the people."
Pakistan has spent more than half its history since independence under military rule and Kayani is widely regarded as the most powerful man in the country.
He said the decades of enmity between India and Pakistan should be resolved through negotiation and stressed the urgency of halting the damage to the environment caused by troop deployment on the Siachen Glacier.
"Ultimately it's going to affect the River Indus adversely and we understand water is important and water management is very important," he said.
Kashmir has been the cause of two wars between India and Pakistan and the nuclear-armed rivals fought over Siachen in 1987, though guns on the glacier have largely fallen silent since a peace process began in 2004.
