Srinagar , April 20 (VOS) : The central reserve Police Force
on Friday removed one of its
oldest bunkers in the high profile commercial zone of Lal Chowk. Minster of state for home
affairs Nasir Aslam Wani along with Director general Police Kuldeep Khoda
and other Police and CRPF
officials who had arrived here early in the morning fromJammu personally
monitored the removal process. The bunker housing the personnel of 132
battalion of CRPF was raised
in early 90’s near famous pladium cinema and was there for last two decades. It was attacked by militants several times and also braved suicide attacks.The development came just a week after Chief Minster Omar Abdullah announced removal of all road side bunkers fromSrinagar
city . “ We have removed 40 bunkers from the city and the remaining bunkers
will also be removed phase wise.” Omar had said.Terming the removal of the
bunker as the fulfillment of Chief Minster’s commitment, MOS home Nasir Aslam
Wani said that remaining bunkers will also be removed shortly. “ We are
committed to bring relief to the people.” Nasir told VOS, over phone. However
he made it clear that no body should think that militancy was over in the
valley. “Militants are still active in the valley.” Told Wani, adding that
police and security forces were alert to face any kind of situation.He
maintained that the improvement in the situation would help government to focus
on the welfare and development of the state. “ Chief Minster has made a
commitment to make Srinagar
city bunker free . We have removed 40 already and will continue the process.”
Asserted wani. Meanwhile
police sources told VOS, that the bunker will be replaced by a police post.The removal of the bunker
from the commercial area of lal chawk was
hailed by the public. “ This is a welcome move which will definitely bring
a positive impact on the ground.” A shopkeeper of the area told VOS.”

The spokesman said the party patron Mufti Mohammed Saeed and
president Mehbooba Mufti were shocked to learn about the killing and have
conveyed deep condolences. Party General Secretary Mohd Dilawar Mir and senior
leader Syed Mohammed Altaf Bukhari have also condemned the attack and expressed
solidarity with his family.The spokesman said many such incidents had taken
place in srinagar even though the militant presence in the state has
drastically come down. “Such attacks have been daring and carried out in broad
day light in busiest areas of the city”, he said and wondered as to why none of
these crimes could be solved so far.He said on the one hand the government had
declared srinagar as militancy free and on the other hand such incidents were
creating a scare and governments inability to solve these cases or prevent
their recurrence is leading to more uncomfortable inferences than such
crimes in normal circumstances would.
Calling
it a failure of policing in the state Akhtar said it is obvious that the police
is unable to crack these cases because the government leaders were issuing such
statements that would mislead the investigators. The police also feel it self
above any accountability because their political masters are neck deep in
criminal activities and scandals and are surviving in politics only because the
police is shielding them. “That is why the police has not felt obliged to
explain any of the shooting incidents in the city so far while their political
masters are trying to find scapegoats among their rivals”.

Siachen Glacier only consumes

Secretary Dr Mustafa Kamal has welcomed the gesture shown by Pakistani
leadership over the ceasefire in Siachen Glacier, which continues consuming lot
of lives of soldiers of both the countries.
Dr Kamal, received a warm welcome at
party headquarters, after he was re-appointed as additional general secretary
of National Conference, Dr kamal in his speech said that the party appreciates
the initiative taken by the Pakistani Army chief Parvez Kiyani and their
external affairs minister Heena Rabani Khur over the Siachin issue. The
National Conference additional general secretary said that both the countries
have realized that army presence in Siachin Glassier is a burden for both the
countries and it is win win situation for both the countries if they reached an
agreement over the issue.Dr Kamal also stressed upon the Indo-Pak leadership to
restart composite dialogue process to resolve all outstanding issues. He said
that once the both the countries would sit together; the Kashmir
issue would also be resolved. The additional general secretary maintained that
it is the reward of sacrifices of Sheikh Mohammad Abdullah and his colleagues
that no one in the state is homeless. “No one sleeps hungry. Everyone in the
state has food, shelter and clothing, which is the biggest achievement of
movement of National Conference leadership,” he said. Terming the accusations
of PDP against National Conference a bundle of lies, he said that if PDP had
done wonders on development front when they were in power in 2002, then why
they lost 2008 assembly and parliament election in the state.
Dr kamal said PDP leadership
particularly Mufti Mohammad Sayeed while in power used every possible way to
eliminate NC from south Kashmir which he
eventually failed. “Our workers were eliminated and terrorized by PDP. Now the
situation has changed. People have realized the negative propaganda of PDP and
NC is becoming a powerful party with each passing day in entire state,” he
said. The National Conference additional general secretary said that
restoration of internal autonomy will remain a political agenda of NC and party
will continue to play its role about its restoration. Member parliament
Sharief-ul-Din Shariq on the occasion welcomed the additional general secretary
of the party. He said that the entire NC leadership welcomed the latest move of
Dr Farooq Abdullah by appointing Dr Kamal as additional general secretary. The
member parliament expressed the hope that Dr kamal would come up to the
expectations of the party and would do all possible steps to strengthening the
party at the grass root level. Shariq also said that people of the state must
cautious about the negative politics of PDP and its baseless allegations
against NC leadership. Provincial president of the Party Ali Mohammad Dar on
the occasion said that the party is hopeful that the appointment of Dr Kamal as
additional general secretary would help to strengthen the party at the grass
root level. Ali Mohammad Dar also said that people are endorsing the agenda of
NC and a large number of leaders and workers of opposition PDP has joined the
party. MLA, Haba Kadal Shamima Firdous on the occasion said that NC leadership
must address the problems of the NC workers and the state government should
also take necessarily steps to give employment to unemployed youths.
The MLA said that party is satisfied with the functioning of the
chief minister Omar Abdullah and he is committed to make Jammu
and Kashmir a progressive state.

Mr Factoo directed all the Chief
Education Officer of Jammu Division that poor result will not be tolerated and
the cause and reasons for the low percent result shall be intimated to the
administrative department for further course of action. Chief Education
Officers shall adopt at least two schools in their respective districts as
Model Institute and the list of the same shall be furnished to the
Administrative Department within a week’s time. Main thrust was given to
monitor the implementation of all the centrally Sponsored Schemes in a right
earnest manner in general and mid-day meal in particular. Besides, the various
issues of the department were discussed and emphasis was given to impart the
quality education to the students in all the Government Schools. With regard to
opening & up-gradations of NPS and UPS standard norms must be adopted while
submitting the feasibility report. Deviation of the norms from any corner shall
be viewed seriously.
While giving the details of functioning
of School Education Department of Jammu Division, the Director School
Education, Mr. G.A. Qureshi, apprised to the Secretary that there are 12,133 Government Schools and 2614 Private Schools in
Jammu Division with enrolment of 12,07,263 from Ist to 12th. 5319 New Primary
Schools opened and 3001 Primary Schools upgraded to the level of Upper Primary
School under SSA. 3610 Primary School Buildings,
235 Upper Primary School Buildings, 3165 Additional Class Rooms, 275 Cluster
Resource Centre and 39 Block Resource Centers have been completed under SSA in
Jammu Division so far. Besides, 35 KGBVs are functioning with 1651 enrolment.
113 Middle Schools have been upgraded to the level of High School under RMSA.
22,276 RETs have been engaged and 12,232 RETs have been regularized as
General Line Teacher since the inception
of the Scheme. The Director also apprised about major initiatives taken by him
for the first time i.e. 100% adoption of Schools for monitoring as a result of
which top 10 positions in Arts, 10 positions in Commerce and 04 Positions in

initiatives

JU to get Rs. 50 lakh each as seed capital for promoting research
JAMMU, APRIL 20 - Mr. N. N. Vohra, Governor, and Mr. Omar Abdullah, Chief
Minister, today decided to provide a seed capital of Rs. 50 lakh each to the
University of Kashmir and the University of Jammu for the promotion of research
activities in both these institutions of higher learning.
The Governor and the Chief Minister announced this while addressing the
University Council meeting of the Kashmir University at Raj Bhavan here today.
The Governor laid emphasis on quality research on high end research projects,
particularly those having a bearing on the economic development of the State.
He added that this would also enhance the employability of highly trained human
resource which can also contribute in a big way towards securing the goal of
making J&K a frontline developed State in the near future.
The
Governor, who is Chancellor of the University, chairing the meeting, also laid
emphasis on engendering greater linkages between the Universities and the
colleges and schools so that the issue of deficiency of well qualified faculty
in various subjects at the college and University levels could be progressively
addressed by encouraging the brighter students to pursue higher studies and
research, particularly in respect of those subjects in which there is a
shortage of teachers.
The Governor observed that there is urgent need for enlarging the outreach of
various skill upgradation and placement programmes like UDAAN so that maximum
number of youth of the State could be benefited.
The Governor impressed upon the University authorities that a comprehensive
Master Plan be got formulated for the infrastructure development of the
University so that every new building and other facilities harmonize with the settings
of the varsity.
The Chief Minister, while referring to the augmentation of hostel and other
facilities for the students in the University, stressed for preparing projects
for funding by various sources, including the Union Ministry of Minority
Affairs to avail maximum benefits of the schemes available with them. He said
that adequate provisions be ensured for water harvesting and use of solar
energy in the upcoming hostels and other buildings in the University.
The Chief Minister said that employability aspects must be kept in view while
introducing any new course. He added that high priority needs to be accorded to
those courses which have higher employment potential in the existing and
emerging job market scenario.
Prof. Talat Ahmad, Vice Chancellor, University of Kashmir, in his comprehensive
power point presentation, dwelt on the status of various ongoing research
projects and those in the pipeline, achievements of the University in varied
fields since the last meeting of the Council, status of the establishment of
new satellite Campuses, etc.
The
meeting took stock of various research projects and other initiatives taken
after the last meeting of the University Council, besides discussing other
agenda items.

APRIL 20: According to District Election Officer, Anantnag, Syed Kifayat
Hussain Rezvi, the dates for Summary Revision, updating of Photo Electoral
Rolls of Municipal Council/Municipal Committees of Anantnag district has been
chalked out.
The date of publication of Draft Rolls has been slated for April 23, 2012,
filling of claims/objections from April 23 to May 03, 2012. The date for
disposal of claims and objections has been fixed for May 04 to 08, 2012 whileas
date for preparation and printing supplements of addition, deletion and
correction has been fixed for May 09 to 14, 2012. The final electoral rolls
will be published on May 16, 2012.

SRINAGAR, APRIL 20: To
enforce Tobacco Control Act-2003 in letter and spirit in Srinagar district and
rid the society of this menace, the District Development Commissioner,
Srinagar, Mr. Baseer Ahmad Khan convened a district monitoring committee
meeting here today.
The meeting discussed the implementation of various provisions of Tobacco
Control Act-2003.
The District Development Commissioner urged the officers to make extra efforts
so that the district is made tobacco free in coming days. He directed the
concerned to take legal action against violators of this act, who are spotted
smoking in public places including offices, bus stops, court premises,
educational and health institutions.
The experts urged all the concerned agencies to intensify campaign against
tobacco use at public places.
Among others, SSP Srinagar, SP Traffic, Chief Medical Officer Srinagar, Chief
Education Officers, Srinagar, Principals of various education institutions of
the district and officers of other enforcement agencies were present on the

and concluded today a commemoration parade was held at Fire and Emergency
Services, Headquarters Srinagar today.
On this occasion, the Jawans were told to prepare themselves to face challenges
being faced by the department, due to ever increasing fire risks because of
massive urbanization. The message of the year is Manage Smoke-Save Lives.
During the weeklong programme, the department organized rallies to acquainting
the common people with means and ways to minimize the losses caused due to fire

The G24 Ministers met today and discussed the Global Economy, Reform
of International Financial Institutions and Infrastructure Financing
and Sustainable Development. We had frank and fruitful discussions
amongst ourselves, including a brief interaction with the MD of the
IMF and the World Bank President. As part of the initiative to enhance
the role and effectiveness of the Group, we also had a briefing on the
G20 under the Mexican Presidency.
Our communiqué shows that despite the diversity of the Group, we can
find common ground. On the global economy, we remain concerned about
the fragility of the recovery. Recent policy actions have reduced
threats from the Euro area, but downside risks remain high, including
from high and uncertain oil prices. The subdued global growth has
adverse impact on growth in many emerging markets and developing
countries. We believe that immediate and concerted actions are needed
to restore confidence and boost growth.
We will focus on job creation and on effective and affordable social
safety nets that protect the poor and vulnerable. We call for the
timely and full delivery of the ODA commitments to LICs.
On management of capital flows, we have strong reservations on the
integrated approach proposed by the IMF staff and insist that policy
makers must have the flexibility to adopt policies that they consider
appropriate to deal with capital flows. We also call for actions to
mitigate excess volatility in commodity prices, both for food and
energy, which is undermining growth.
On the International Financial Institutions, we stress that the
forward looking commitments on IMF quota and governance reform must be
met on a full and timely basis. We welcome ongoing efforts to ensure
that the IMF has the necessary resources to play its role, but it
should remain a quota based institution.
We are concerned that World Bank lending is projected to decline at
this crucial juncture because of constrained financial capacity. We
therefore call for new solutions to bolster the financial capacity of
the Bank and IFC. We also urge the Bank to improve its responsiveness
through more flexible and innovative policies and instruments. We ask
the Bank to remain engaged with Middle Income Countries and to scale
up resources and technical assistance for the developmental needs of
MENA countries in transition.
We recognize for the 1st time in the history of the Bank that there
was an open process for the selection of the President and that 2
outstanding candidates from developing countries were presented. We
congratulate Dr Jim Kim on his selection and extend our support to
him.
We believe that to realize our growth potential, a substantial
increase in investment in infrastructure is required. We call on
efforts to strengthen the existing architecture of global, regional
and national institutions and to enhance PPPs and private sector
involvement. We also look forward to the outcome of the review called

Passenger plane crashes in Pakistan
A Pakistani passenger plane with 127 people on board has crashed near the international airport in the capital city of Islamabad, local sources say.
The Boeing 737, belonging to Bhoja Airline, was flying from Karachi and was supposed to land in Islamabad at 6:40 p.m. local time but came down outside Islamabad airport.
According to local media reports, the cause of the incident was bad weather conditions.
Witnesses said that flame could be seen rising from the crash site and fire has reportedly engulfed several buildings.
Rescue teams and ambulances have reportedly rushed to the crash site.
Sources in Civil Aviation Authority say the plane was given clearance to land but it lost contact with the control tower minutes before it crashed in Goral town.
All hospitals in the two cities of Islamabad and Rawalpindi have been put on high alert after the crash.

EU official says bloc may review sanctions on Iran oil
A senior European Union official says the bloc may in the next two months review the sanctions imposed on the Islamic Republic’s oil industry, which are scheduled to take effect in July.
“The situation in oil markets is being kept under close review,” Reuters quoted the official, who spoke on condition of anonymity, as saying on Friday.
European countries including Greece are facing difficulty finding alternative suppliers, he added.
Tehran decided to cut crude exports to certain European countries after EU foreign ministers agreed on January 23 to ban oil imports from Iran and freeze the assets of the country’s Central Bank across the EU.
Iran has already cut oil exports to France and Britain as part of its countersanctions.
Last month, crude prices reached a peak after Tehran’s decision to adopt the countersanctions, pushing gasoline prices in the US and UK to record highs.
Iran says the sanctions have not stopped it from signing new contracts with new customers.
“Iran has no problem in exporting its oil,” Iranian Oil Minister Rostam Qasemi said on Thursday.
