Five top Union ministers offer to quit to revive Congress

NEW DELHI: Amid speculation of a rejig in both the party and the United Progressive Alliance government in order to gear up for the 2014 political battle, five Congress ministers have reportedly offered to quit to strengthen the party.
Both Union law minister Salman Khurshid and minister of state in the prime minister's office V Narayanasamy have reportedly offered to quit saying "the party came first".
Minister of Overseas Indian Affairs Vayalar Ravi said he has been asked by the party high command to look into Andhra Pradesh affairs since general secretary in charge of the stateGhulam Nabi Azad, who is the health minister, is busy. Azad too has reportedly offered to step down, sources said.
The Congress on Tuesday suspended eight Lok Sabha members from Andhra Pradesh after they disrupted the House demanding a separate Telangana state.
Another minister who has reportedly offered to move to the party is rural development ministerJairam Ramesh, who is considered a strategist.
Sources said a reshuffle in the cabinet and the Congress could take place after the ongoing budget session ends May 22.
The reshuffle has been necessitated after the party fared poorly in the Uttar Pradesh assembly polls, increasing its tally by just six seats - from 22 in 2007 to 28 - despite a high-pitched poll campaign by Congress general secretary Rahul Gandhi.
In Punjab, the Congress could not defeat the incumbent Akali Dal government due to infighting in its state unit, while in the Uttarakhand polls, where it ran neck-and-neck with Bharatiya Janata Party, the party had to work hard to handle dissenting minister of state for agriculture Harish Rawat and install Vijay Bahuguna as chief minister.
Khurshid, who has earlier headed the Uttar Pradesh Congress, said if asked to quit he won't mind serving the party again.
Khurshid's remark on quota for Muslims which had invited criticism from the Election Commission and on the Batla House shootout during the assembly elections had become controversial. His utterances were cited by state leaders as one of the reasons for the party's poor show in the politically crucial state.
Stating that leaders regularly communicate with the party high command, Khurshid said "the party came first but the government is the ultimate platform to test the ability of a leader."
Narayanasamy told reporters "party is the priority", and added, "Whatever post she (Congress president Sonia Gandhi) gives me in government or party is final."


Rs. 2.2cr for up gradation of Cattle feed plant to 5MT per hour: Mir

Srinagar, April 24 (VOS):  Expressing satisfaction with the performance of Cattle Feed Plant of   J&K Agro Industries Development Corporation Limited, at Bari Brahmana, Minister For Agriculture, Mr Ghulam Hassan Mir Tuesday said that the plant are being upgraded from 2 MT capacity to 5 MT per hour by installing latest machinery at an estimated cost of Rs2.20 crore under NABARD funding.
The Minister said this while inspecting the plant this afternoon. Managing Director J&K Agro Industries Development Corporation Limited, Dr Farooq Ahmad Lone   accompanied the Minister.
The Minister asked the NABARD to complete the project design at an earliest, so that the upgradation work of the plant can be started. He said that the plant has been succeeded in gaining the trust of people of the J&K and urged upon the management ,workers to devote full time for increasing the quality production of cattle feed. He assured the workers that the all the facilities shall be provided besides, special incentives would also be given for showing better performance.
Mr Mir said that lot of improvements are being shown in the plant by the management by running it into two and half shifts. He said still there is lot of scope for its further improvement and asked the management to work in this direction. He also asked the management to take measures for purchase of raw material from the farmers of J&K as the basic objective of corporation is to support this community.
During the Visit, the Minister was informed that the profits earned by the Cattle Feed Plant have registered a quantum jump from 46 lakhs during 2008-09 to 2.17 crore in 2011- 12 by producing 69756 qtls in last fiscal year. For increasing the production, the Minister was further informed that Rs 64 lakh has been spent for civil and fabrication works carried in the plant.
 Later Minister also inspected the Petrol pump of the J&K Agro Industries development Corporation Limted, at Bari Brahmana, and stressed on increasing the working hours of the pump for better turnout.  He was informed that the total turnout of the pump is Rs 5 crore.


J&K Bank will be come under RTI purview

Srinagar, April 24 (VOS):  The J&K Bank has been declared as Public Authority by the State Information Commission,  The State Chief Information Commissioner Mr G R Sufi in his decision pronounced in Jammu today declared that J&K Bank is a Public Authority and comes under the purview of RTI Act. The J&K Bank was not providing Information under RTI Act as it was of the opinion that J&K Bank is not a public authority. But the decision of CIC G R Sufi has made J&K Bank a public authority where people can file applications under Right to Information Act and can seek any information. The case was pending in SIC since last two years.
 J&K RTI Movement has hailed the decision of CIC G R Sufi. Convener of RTI Movement Dr Raja Muzaffar Bhat described the decision as historic one and lauded the role of Chief Information Commissioner G R Sufi.

Srinagar, April 24 (VOS): Even when the normal work in Civil Secretariat Jammu has almost come to a halt in wake of Darbar Move preparations, Bureaucrats and Lower rung officers were busy in doing rounds in the power corridors in an attempt to get their favorite postings in the Thursday’s Cabinet meeting, which is likely to order a major reshuffle in civil and Police administration. Sources told VOS that cabinet which is scheduled to meet last time in Jammu this year on Thursday evening before the seat of power shifts to Srinagar next week, is  likely to give a nod to a major overhaul in civil and police administration, for which GAD has already been asked to finalize the list of officers in the administration. “Most of the commissioners, directors, Deputy Commissioners, and other civil administration officers are likely to be transferred.” An influential Minster told VOS, adding that there might be a shake up in the Police administration also.
Meanwhile feeling the heat, number of the Deputy Commissioners and Directors have been seen rooming around the chambers and official residences of Ministers in Jammu to get their favor for a suitable adjustment. “ I have seen at least 4 directors and some  deputy Commissioners coming here for last two days.” An employee working in the personal section of a Minster told VOS.

“We have been contemplating a major shake up for some time now, but were not able to work  it out due to budget session.” A Minster told VOS. He said that now when the session was over and the offices were  to shift to Srinagar in a few days, it was the right time to go for the administrative reshuffle. “ It is a must. We have so many officers having stuck at one place for more than three years and they need to be removed from their places.” Said another Minster, wishing not to be named.
 Meanwhile VOS has learnt that all officers holding their posts for more than 3 years including deputy commissioners and directors  will be transferred, however sources added that underperforming officers might be axed on their feet and be posted on less important posts. “There are some directors, and deputy commissioner who are not in good books of govt. with regard to their performance.” a source in the general administration department told VOS, adding that such officers might be shelved somewhere in less important and little known departments.
Meanwhile Police was also holding some crucial indoor meetings to work out the posting and transfer  plans of its officers before the proposal was sent to cabinet. Sources told VOS that Director General of Police Kuldeep Khoda  was busy in holding discussions with both Kashmir and Jammu range IG's and other senior Police functionaries. “DGP is getting a first hand performance report of SSP’s and SP’s from IG’s so that their postings and transfer proposal is worked out properly.” A police officer told VOS, preferring anonymity. He further added that it is likely that the officers, who were recently promoted in DPC, will also be given new postings in the cabinet. It is believed that Cabinet may also discuss the forthcoming Municipal polls. If sources are to be believed, Cabinet may agree to deffer the polls till October; owing to pressure from Civil society and some mainstream parties who have been demanding a hassle free tourist season in valley.

Srinagar, April 24 (VOS): Pulverising the figments fabricated by main opposition party (PDP) regarding the empowerment of panchayats, Chief Minister, Omar Abdullah Tuesday pooh-poohed the baseless propaganda in this regard questioning the PDP leadership about fate of urban local body institutions during their regime. “It was your dispensation who degraded the urban local body institutions to zero degree and made a fun of their respected members”, he told the PDP leadership without naming them adding that noise making is something else and taking action on ground is different. “People are wise enough to read between the lines. They judge us on practical work rather than slogan making”, he added. Addressing a huge public gathering at Kalakote in Rajouri district of Jammu province about 150 kilometres from Jammu, the Chief Minister said that powerful and effective panchayat system is his government's commitment. “You will see soon a three-tier powerful panchayat system functioning and flourishing in the State”, he said asking the people to rest assure in this regard and don’t fall prey to any propaganda. He said that under a well drafted programme, election to block panchayat bodies would be completed soon after the election to the reserved seats for panchayats in Legislative Council is held.
            The Chief Minister said that the four seats in Legislative Council are reserved for panchayats adding that the election to these is to be conducted by the Election Commission of India. He said the delay in the process of establishing block bodies was because of this reason and now decks have been cleared for holding the election of MLCs reserved for panchayat which would follow constitution of block and district panchayat councils. He said the services of 14 government departments have already been conferred to panchayats besides providing financial support of Rs. 40 crores.Underlining the holding of panchayats as an historic achievement of his government, Omar Abdullah said that had the main opposition party (PDP) conducted these elections they would have unleashed propaganda and self praising campaign for 100 years. “The Uri-Muzaffarabad route was opened after the agreement reached between the two heads of the Countries of India and Pakistan but in this regard PDP created such an hype of self praising and blowing of own trumpet giving an impression that this party was distributing tickets for traveling in the bus service to Muzaffarabad”, he said taking a dig on the propagandist approach of PDP.
            “Similarly, they talked much about healing touch but did nothing during their dispensation. It is our government which removed bunkers, brought in rehabilitation policy, launched Awami Mulakat programmes to reach out people in all areas, introduced unemployment allowance, expanded job orbit for youth and transferred power from the Secretariat to the grass root levels by holding panchayat elections”, he said referring to a list of new initiated and path breaking measures, the coalition government has taken during the last three years in the State to bring in transparency, restrict corruption and involve people in governance. “During electioneering when we talked about providing unemployment allowance to the youth, our detectors smiled declaring it impossible. But we made it possible and presently thousands of unemployed youth are getting this benefit”, he said adding that the recently elected Utter Pradesh Government is now introducing a similar initiative in UP taking a page from our policy programme in this regard. Omar Abdullah said that peace and progress with thrust on creation of economic activities and job opportunities is the central idea of the NC-Congress alliance. “We are working in tandem to mitigate difficulties of people and restore peace and stability in the State”, he said adding that the impact of balanced development unleashed in the State during the last three years is amply visible on ground. “The next three years will witness further fillip and fast tracking of development in the State. We do not say that we have done everything but it is visibly fact that our government has reached out to all corners of the State in the process of development”, he elaborated.
            On corruption, the Chief Minister said that they (PDP) only raised the slogans and did nothing practical on ground. “Instead we brought in powerful Accountability Commission, Right to Information Commission and Public Service Guarantee Act to bring in transparency and check the malpractices and corruptions at various levels”, he said and also mentioned the third party monitoring and e-tendering launching by his government first time in the State to address the burning issue of corruption. Omar Abdullah asked the party workers to apprise the people about the path breaking initiatives taken by the coalition government regarding time bound public service delivery, restricting corruption and empowering grass root level public representatives and involving them in development process and governance.Omar Abdullah told them to make the people aware of the powers given to them under Public Service Guarantee Act (PSGA) to obtain some 50 public services from 6 departments of Power, PHE, CAPD, Housing, Transport and Revenue in a time bound manner. He said the government functionaries have been made responsible for delivery of services in a time bound manner to the consumers. “Any official to be found showing laxity or failing in providing the particular service in a fixed time frame is liable for a fine up to Rs. 5000 which shall be deducted from his salary”, he said explaining that a portion of this fine will be given to the affected consumer as compensation. Thanking the people for their wholehearted support to the Chief Minister and his government, Omar Abdullah asked them to strengthen the communal harmony and brotherhood at all costs. “Some vested elements would try to wedge apart you in the name of region, religion, caste and creed, but you have to exhibit your resolve to maintain State’s rich ethos of mutual love and brotherhood prevailing between various sections of the society and between various regions”, he said. The Chief Minister said that peace was imperative for development and every citizen of the State is equal share holder in peace and development process. He said government is determined to carry forward development to every area adding that peaceful atmosphere is necessary to accomplish this stupendous task. Omar Abdullah thanked the Union Government for extending liberal financial support to the State Government in its Endeavour to ensure equitable development in all sectors and in all regions of the State. He said that despite financial constraints the efforts are being made to ensure development equitably across the State. “My government aims at making the State financially self reliance. So many initiatives have been taken in this regard”, he said referring to the water usage tax imposed on power companies by his government. “Those (PDP) who are criticizing the power scenario in the State did nothing during their tenure”, he said. He said that the government has obtained Rs. 550 crores as water charges from NHPC as water tax so far. On the development of far-flung areas like Kalakote and Nowshera, the Chief Minister said that all round and equitable development of all areas and all sections of the society is the commitment of his government. He said special focus is being given to the development of remote and far-off backward areas. Speaking on the occasion Minister for Forests, Mian Altaf Ahmad and Vice Chairman Kissan Advisory Board, Rachpal Singh and Provincial President, National Conference, Rattan Lal Gupta listed the achievements registered by the coalition government on all fronts during the last three years. In his speech Mian Altaf Ahmad said that the commitment made by the government to the people for holistic development would be fulfilled adding that a network of schemes have already been initiated in the State in this regard.
            He referred to the endeavors the Chief Minister is making to seek peaceful and prosperous future for the people of Jammu and Kashmir. He also lambasted the opposition for circulating false propaganda to astray people for vested interests.The Chief Minister also laid the foundation of Rs. 11.72 crore Degree College complex at Nowshera, the Chief Minister interacted with party workers.The Degree Collage complex will come up on an area of over 102 kanals of land procured for this purpose. The collage building is likely to be completed in 2014.An amount of Rs 6.57 crores have been realised for the construction. Minister for Forests, Mian Altaf Ahmad, MLA Nowshera, R. S. Sharma, MLC Ravinder Sharma and NC Provincial President, Rattan LAl Gupta were present on the occasion.The Chief Minister met various deputations at Nowshera, Kalakote and Rajouri and also interacted with party workers at these places. The deputations were from different political parties, social organizations, traders, unions and other sections of the society. They presented their demands to the Chief Minister who gave patient hearing and said that the demands would be looked into actively for consideration. On reaching Nowshera, Kalakote and Rajouri, the Chief Minister was given a rousing reception by the locals.
            In the afternoon, the Chief Minister reviewed the development of Rajouri District at district officers meeting in which the District Development Commissioner, Rajouri presented resume of the work done in the district on various schemes during the last year. He also gave details of current year’s development plan. The Chief Minister directed the district administration to be at the beck and call of people and show quick response to their grievances. He said the completion of development works in a time bound manner should be made the basic ingredient in the functioning of the government departments.



Hajj aspirants accuse govt. for creating ‘confusion’ in providing.

 Srinagar, April 24 (VOS): With just one day left for the filing of application forms for Hajj-2012, hundreds of aspirants were reportedly still clueless about their passports and verification of antecedents, which may deprive them from applying for the holly pilgrimage at least this year. “Keeping the conditions of prior passport is a callous decision which should have been taken up with the union government.” Mohammad Khallel an aspirant told VOS, claiming that there were hundreds of aspirants who had not received their passports as yet even when the last date was due to come to an end on Wednesday. Meanwhile CPI(M) State secretary Mohammad Yousf Tarigami while expressing his displeasure over what he called the govt.’s unwillingness to sort out the difficulties of aspirants told VOS that they( aspirants) were being subjected to mental torture. “Everything is confusing, Government is  not coming out clean with its plans.” Tarigami said. He added that nobody knows what to do with passports and how to pursue its verification when the last date was already drawing to its end. “How can govt. be so indifferent with the problems of Hajj aspirants? It is a total failure of the govt. machinery. These people must be given the information they want.” Tarigami observed. While lamenting on government, Tarigami demanded that Govt. should make its decision about the quota and other things relating to Hajj-2012 public without wasting any more time.

The state Hajj authority, however has brushed aside any complaints of in convince to the aspirants and has claimed that every thing was going smoothly.” “We have received 19,000 forms along with the one year or permanent validity passports so far with still one full day left, and the process of scrutiny will be done after we finish receiving the forms on Wednesday.” Executive officer for Hajj, Abdul Salam told VOS, adding that the lucky draws for the selection of aspirants will open after May 10. “We have been given 6,000 quota but it is likely to get increased.” Added tha Hajj Officer.

Pertinently state government had sent 8,500 aspirants to Maka shareef last year .Sources in the HAJJ and Awqaf department however told VOS, that Government of India had in principle agreed to increase the quota from 8, 500 to near about 10,000 for Jammu and Kashmir this year. “ We are likely to get one and a half thousand seats more this time but can’t announce it as yet as the formal communication has not been received  as yet.” Added sources.

Meanwhile Regional Passport Officer Firdous Ahmad had told VOS few days back that there will be no delay in issuing passports to the Hajj aspirants from his office. He also added that there were some cases pending for some time and the aspirants had been asked to submit affidavits so that their passports could be processed and issued thereafter.



Governor wants all Yatra arrangements in place within the timeframe.

Srinagar, April 24 (VOS): N.N. Vohra, Governor, discussed the required  arrangements for the ensuing Shri Amarnathji Yatra at a meeting held at Raj Bhavan here last evening.The Governor was briefed by Deputy Commissioner, Ganderbal, and Deputy Commissioner, Anantnag, regarding the current status of snow melt at Baltal and Chandanwari and the action being taken for clearing the tracks of the frozen snows and timely putting in place all the Yatra related arrangements at the Base Camps at Baltal and Nunwan, Camps enroute and in the Holy Cave area. He also reviewed the preparations for construction of Entry Gates at the Base Camps at Baltal and Chandanwari.  During the meeting, all Yatra related arrangements, proposed to be made on the Chandanwari and Baltal routes by the C.E.O., Pahalgam Development Authority, various concerned Departments including Tourism, PHE, PDD, CAPD, Health, Labour and Animal Husbandry were discussed at length and the required decisions were taken. Referring to the implementation of the sector-wise recommendations of High Level Committee which related to the District Administration, the Governor, who is also the Chairman of Shri Amarnathji Shrine Board, emphasized that the required action on the ground must be completed timely to ensure the availability of the required arrangements. It may be recalled that a High Level Committee, comprising Principal Secretary (Home), Director General of Police, J&K, Principal Secretary (Planning & Development), Commissioner/Secretary (Finance), and Principal Secretary to HEG and CEO, SASB, had been constituted on 09.11.2011, which submitted a comprehensive Report on the various measures which should be taken to provide improved facilities for Yatra 2012. Particularly reviewing the Health related arrangements, the Governor instructed the CEO to timely co-ordinate with the Health Department and District Administration for provision of all required measures such as placing experienced and qualified Doctors at identified locations/Camps, positioning of ambulances at Chandanwari and Baltal and provision of hard bed stretchers and oxygen cylinders in the Yatra area. He also gave instructions regarding proper arrangements being made for evacuation of seriously sick pilgrims and in the event of any pilgrim losing life, there should be satisfactory arrangements for conduct of post mortem and issuance of Death Certificate.

Bamba, General Manager (Works), Shrine Board, were among those who participated in the meeting.



Mirwaiz for including ‘Kashmiri’ into School CURRICULUM



Srinagar, April 24 (VOS): Stressing upon the need to include kashmiri into syllabus, Hurriyat Conference (M) Chairman Mirwaiz Umar Faroq has said that the urge for modern education was on rise in the state which was a healthy sign . “we see a rise in the trend of modern science and religious knowledge in our generation which is very good thing.” Mirwaiz said at a function in a private school at Srinagar. He however observed that there was a need to encourage children for speaking their mother language so that it (Kashimiri) does not wipe out from our society. “Language is an identity of any nation and society so we must not ignore the importance of our mother tongue.” Added Mirwaiz, stressing that Kashmiri should be included in the school syllabus, so that new generation does not remain unaware  of their mother tongue.

According to VOS, Mirwaiz said that in the modern day world pursuing dreams without attaining formal education was an Impractical thing and expressed happiness that the trend to seek education in valley has changed for good. He however suggested that apart from formal education, students must be taught the morality and religion also.





Kashmir issue needs to be resolved as per aspiration of the Kashmiris: Chowdhary Ramzan

Srinagar, April 24 (VOS): National Conference (NC) senior leader advocate Chowdhary Mohammad Ramzan said that biggest contributions of Sheikh Mohammad Abdullah was that he gave democratic rights to the people and kept Kashmir issue alive till date.The National Conference senior leader said that Sheikh Mohammad Abdullah faced countless troubles to fight against the Dogra rule, but he gave people the democratic rights to elect their representatives for the legislative assembly and Panchayats.

Chowdhary Mohammad Ramzan also said it is the contribution of National Conference leadership that Kashmir issue is alive and both the countries are holding dialogue to resolve the issue permanently. The National Conference leader also said that it is not only the Sheikh Mohammad Abdullah who has kept Kashmir issue alive, it is the chief minister Omar Abdullah who has openly said that Kashmir is political issue and its resolution should come from political solution. He also said party has already proposed restoration of internal autonomy or 1953 position as best possible solution to the Kashmir issue and the documents has been passed by the legislative assembly and appreciated by Pakistani government also.  However, he said that if any other solution accepted by people of the state, the party would accept it also.

Terming Indo-Pak hostility a biggest concern, Chowdhary Mohammad Ramzan said that a large number of people in these countries are living below poverty line and once the Kashmir issue would get resolved as per wishes and aspirations of the people of the state, the hostility between the two countries will also end.He said that party has always worked as a bridge between the two countries and National Conference would continue to play its role in bringing the two countries closer for resolving all outstanding issues including the Kashmir issue.

The National Conference leader also said that hostility and wars have only brought death and destruction and the resolution of outstanding issue would bring a new era of peace and development in the entire sub continent and particularly in Kashmir.Meanwhile, the National Conference leader and MLC Dr Bashir Ahmad Veeri, reacting to the statement of Peoples Democratic Party (PDP) president Mehbooba Mufti regarding ignoring Anantnag district, he said that it as a false propaganda against the coalition government. He said that there are numerous examples that explain how step motherly treatment neglected Anantnag district during PDP rule.

Terming the period of Omar Abdullah led government as the golden period, Veeri said that Chief Minister is full filling his promise by provided Rs. 50 lakhs for the hospital, one auditorium for the degree college, community halls and the list goes on.


  

Agriculture Law Enforcement Team Conducts Raids.

Pesticides worth Rs. 2 Lakh Seized from Residential House

Srinagar, April 24 (VOS):     In order to check sale/distribution of  Spurious   esticides/fertilizers/seeds amongst the farming community of Kashmir valley Law Enforcement Agency of Directorate of Agriculture have launched a massive drive against the dealers involved in contravention of Insecticides Act 1968, Fertilizer Control Order 1985, and Seed Act 1966. In  this connection the Enforcement team headed by Deputy Director Law Enforcement Kashmir during their inspection in District Budgam have raided  various godowns of pesticide dealers and found Malik Seeds/Pesticides Magam and Mir Enterprises, Kremshore Budgam for indulging in running their business of various pesticides, items without license, sale stop orders for such pesticides and other materials have been issued against the dealers. Enforcement Inspector Srinagar on a confidential information raided residential premises of M/S K.J.Farmers at Rawalpora Srinagar where a huge quantity worth Rs. 2 lakhs of 120 litres of Discovery, 80 litres of Boron, expired quantity of 144 litres of Boron, 50 litres of calcium and 8 litres of SAI Gold was found which was seized after getting

the permission from Executive Magistrate South Kashmir . The said company has been involved in running the business without Registration/license, sale permission which is in contravention of Insecticide Act 1968 and Fertilizer Control Order 1985. The said dealer was conducting business on behalf of a Delhi based company namely VIVED Pesticides India Pvt Ltd office 8-39 Panday Nagar Delhi 110092 and posing as clearing and forwarding agent of an authorized products in the state of J&K. In this connection raides are being followed in other parts of Valley.

Srinagar, April 24 (VOS): As a part of aweek-long campaign on the eve of earth day, Department of Geology andGeophysics and Students Welfare Department University of Kashmir organised apainting competition titled ‘Environment’ here at KU campus to create awarenessabout the preservation of environment amongst the school children. More than 35 students studying from 8thto 12th standard in various government and private schools of theValley participated in the painting competition which was held in the lawns ofGandhi Bhawan KU campus. Prof Nilofar khan dean students welafare  and prof shakeel A rumshoo coordinator  earth day celebearations interacted with the participating students and expressed satisfaction  the way children are able to potray environment issues with brush.
During the day- long painting competitionthe school children through their sketches portrayed the reckless exploitationof land and water resources in the region and the tremendous strain on thesustainability of earth resources. Some of the paintings depicted afuture scenario expected to be worsened by climate change posing a biggerthreat to the sustainability of the natural resources. Paintings portraying issues like water shortage,water pollution, and recession of snow and glacier resources, deforestation andinadequate energy received great appreciation from the judges and the audience .The jury which included Mr NiyazAhmad  mir Technical Officer PublicRelations Centre University of Kashmir, Mr Mohd Yousuf Naqshbandi who teachesat Tyndale Biscoe and Mallinson Girls High School and Mr Rakesh Sharma Facultymember from Faculty of Music and Fine arts  evaluated the paintings of the participants on the basis of creativity, composition of colours, freshness ,texture of paintings, thought and overall visual appeal of the paintings.  



POLICE RECOVERED 174 BAGS OF CAPD SUPPLY    

Srinagar, April 24 (VOS): Baramulla Police was receiving regular complaints that CADP Government ration supply is finding its way to black marketing in Baramulla, tracking one such information today on 24.04.2012 Police Baramulla  raided Yasin General Store at Gulnar Colony, Baramulla and  seized 165 bags of Rice, 05 bags of Atta and 04 bags of Sugarof Govt supply meant for poor and general people and  Bashir Ahmad Kanroo @ Bashir Shinwari and Mohd Yaseen Kanroo @ Yaseen Shinwari R/O Khawaja Sahib Old Town Baramulla S/O Noor-ud-Din Kanroo were arrested from the spot. In this regard Case  FIR No. 93/12 U/S 409, 420, 120-B RPC stands registered in PS Baramulla & investigation has been taken up. During the course of preliminary investigation it came to surface that the Government Ration (CAPD supply) has been misappropriated by the officials of CADP department and illegally sold to the private traders for earning illegal profits.  The CAPD supply was being opened in the go down near Gulnar Park and was being  repacked/resealed into other bags and labelled as “Double Apple Brand”  and then sold  in the open market  to traders on  exorbitant rates to earn illegal profits. Both the accused persons have been arrested and put behind the bars. Further investigation is going on and more arrests and recoveries are expected in due course of time. People of general area hailed the timely action of Police Baramulla
Book-Review Session on World Book Day held at SP Collage
            SRINAGAR, APRIL 24: The S P College Debating Society organized a session on ‘Book-Review’   to mark the World Book Day .
 Fifteen (15) reviews of recently published books in different areas of study were received, of which 05 selected reviews were read out by the reviewers.
Dr. Nazir Ahmad Gilkar, (Principal) in his introductory address highlighted the importance of book reading, especially in the present era.
Prof M Shamim, Principal, Vishwa Bharti College, Srinagar, in his address emphasized upon the need for simplicity and objectivity as tools for human nurture.
            The chairman of the session, Mr. Z.G. Muhammad, a noted columnist, in his address appreciated the efforts made by the college in organizing the event.
While sharing his own experiences, he motivated the students to undertake creative writing so as to communicate to the reader ideas and perceptions about various issues, and sensitize them about the necessity of reading as a tool for human progress and development.
The reviews were presented by Mr. Bupinder Singh Bali, Ms. Tabzeer Yaseen, Mr. Mushtaq-ul-Haq Sikander, Mr. Javaid Ahmad Darzi and Dr. Nazir Ahmad Gilkar. The proceedings were conducted by Prof. Humaira Qadri and vote of thanks  was extended by Dr. M. Farooq Mir.
Gul reviews functioning of Monitoring Cell
JAMMU, APRIL 24- Advisor to Chief Minister Mr. Mubarak Gul today reviewed the functioning of Monitoring Cell at a meeting held at Civil Secretariat Jammu.
The monitoring Cell is working under the administrative control of the principal Secretary to Chief Minister which is created to monitor important schemes and projects under implementation by various departments and government agencies as are identified by the Chief Minister for close monitoring of implementation and achievement of financial/ physical targets.
The cell also monitors the implementation of decision taken in all the meetings held under the chairmanship of the Chief Minister, including the District Development Board Meetings, besides   monitoring the implementation of the directions given by Chief Minister to the offices/departments during video conferencing and monitoring the progress of issues highlighted by the Guides/Mentors appointed by the government for various districts of the State for re-energizing of administration at district /secretariat level.
Joint Director, Monitoring Cell Altaf Ahmed Zargar informed the meeting that more than 175 works/ projects, including mega projects each costing Rs. 10 crore and above have been identified under the approval of the Chief Minister for monitoring of physical and financial targets.
He apprised the meeting that physical inspection of 72 projects/works, out of the identified projects has been conducted by the officers of the monitoring cell so far. The inspection reports of 69 works/schemes have been prepared and sent to the concerned administrative departments/ offices for addressing the problem areas and initiating action on the key observations brought out in the reports by the inspecting officers, he added.
Mr. Gul directed the Monitoring Cell to conduct inspection of remaining 103 identified works besides obtained the action taken reports on the problem identified during physical inspection from all the department/ agencies.
Advisor suggested the Monitoring cell to ensure the timely completion of the various projects within approved cost being executed in the State.
He stressed need for strengthening the Monitoring Cell by way of strengthening the staff at Secretariat and divisional level.
It was informed that the PVRs of the inspected works are also being placed on the official website of Chief Minister’s Monitoring Cell www.jkcmmonitoring.nic.in.
Mr. Gul appealed the people to obtain any query/information  required by them through the website of the monitoring cell.
It was further informed in the meeting that 24 DDB meetings and 44 review DDB meetings have been chaired by the Chief Minister so far in which 1142 decision has been taken and 70% decision implemented so far.
Monitoring Cell is also working on the problems areas/ critical issues, brought out by NABCONS (3rd party Monitoring Agency).
 The problem areas/critical issues pointed out by NABCONS have been taken up with the Administrative Departments/ agencies by the Monitoring Cell for taking corrective measures and appropriate action.
All India Postal Football Tournament to be held in Srinagar
            SRINAGAR, APRIL 24: For the first time in the history of Postal Services in Jammu & Kashmir, All India Postal Football Tournament will be held in Srinagar. Chief Postmaster General, J&K said that football teams across India from all the states will be participating in the tournament.
            Last year after a long gap of 37 years, J&K Postal Circle organized All India Athletics Meet at Bakshi Stadium. This was inaugurated by Union Minister for Renewable Energy, Dr Farooq Abdullah. Now, the Department has decided to hold the All India Football tournament at Srinagar.
            According to Chief Postmaster General this is a special honour given to the J&K state. Considering the fact that football is a favourite game of the people of J&K. The tournament will be held at Bakshi Stadium in August 2012 in collaborations of J&K Football Association.
J&K Postal Circle will be focusing on organizing many events in the state level including cricket, football, badminton, athletics, kabadi.
            J&K Postal Circle has around 1700 post offices across the state. The Circle has been taking many initiatives in reviving the postal services across the state. Organizing the sports events is a part of this Circle strategy in terms of staff development. Chief Postmaster General, Sh. John Samuel also announced that staff members will be recruited on sports quota during this year. This will give a major fill up to the sports programmes that will be organized in the State. J&K Postal Circle has a very good cultural team.
A Ladakhi dance troupe of Leh Post Office has won awards at National level during the last year. Due to the local situation in Kashmir valley, sports events were also nil in the past few years. However, during the last year sports events were revived in the state.
            Chief Postmaster General stated that 2012 will see many sports events being organized in J&K involving the Post Office staff. He also announced that India Post will be holding 'Speed Post Football Tournament, PLI Cricket Tournament and India Post Badminton Tournament during this year.
Rs one lakh imposed fine on Roller flour Mill owner
            ANANTNAG, APRIL 24: District Designated officer, Food safety District Anantnag today imposed a fine of Rs one lakh on the owner of Chinar Roller Flour Mills Sempora for manufacturing misbranded Atta.
            Also a local and eight non locals form (UP & Bihar) have been prohibited from manufacturing of Bakery and Confectionery items which were found for sub- standard quality violating various provisions of safety and slandered act 2006.
Comprehensive traffic management plan in Srinagar reviewed by Div Com, Kashmir
                SRINAGAR, APRIL 24: The Divisional Commissioner, Kashmir, Dr. Asgar Hassan Samoon today convened a meeting of officers of Municipal Corporation, District Administration, Traffic, PWD, Planning, Police, RTO, Evaluation & Statistics and representatives from General Manager, RITs and discussed the issues on comprehensive traffic management policy for Srinagar city initiated by the RITs a company which has been engaged by the State Government for taking up the construction and widening of road project in the Srinagar city besides other basic amenities to the people of the Srinagar city were discussed threadbare.
            It was given out that a comprehensive perspective plan has been formulated by RIT. The meeting discussed the construction of new roads, repair of old ones and widening of important roads besides compensation to land owners and property owners.
            The meeting was attended by the Deputy Commissioner, Srinagar, Mr. Baseer Ahmad Khan, DIG Traffic, Chief Engineer PWD, Chief Town Planner, SSP Traffic, SSP Police, Commissioner, SMC, Regional Transport Officer, Kashmir and District Informatics Officer, Srinagar.
Power shut down
          SRINAGAR, APRIL 24: According to Power Controller, Kashmir in order to carry out repairs on 33 KV Sheeri-Drangbal, Baramulla line, power will remain off in the areas fed from the said line on April 28 and April 30, 2012 from 9 am to 6 pm.
            Similarly, to repair 132/33 KV Grid Stations in Rawalpora, Pampore and Awantipora, power sill remain off in the areas fed from this line on April 26, April 29, April 30, 2012 from 9 am to 5 pm respectively.

Finance Minister Asks the Sugar Sector to use Latest Technology for
Improving the Production and Productivity as Well as Quality of Sugar
and Higher Recovery of Sugar From Sugarcane Among Others

New Delhi, April 24, 2012.

The Union Finance Minister Shri Pranab Mukherjee has said that sugar
plays a very significant role in India’s agricultural and industrial
economy.  The Finance Minister said that the Indian sugar industry
being one of the largest agro based industry in India, is critical for
India’s rural development and, in turn, for the overall economic
progress. He said that around 50 million farmers are involved in
sugarcane cultivation and harvesting.  The Finance Minister Shri
Mukherjee was addressing the delegates after inaugurating the 41st
Council Meeting of International Sugar Organization, here today.

 The Finance Minister, Shri Mukherjee said that sugar sector should
use the latest technology for enhancing production and productivity.
He said that the Government has taken number of steps to revitalize
sugar industry so that it is in a position to reap the advantages of
free and growing market.  He said that the Government has been using a
variety of instruments such as trade policy, including import of duty
free raw sugar under advance authorization scheme, or import of duty
free white or refined sugar by certain Government agencies and import
of duty free raw sugar under Open General License.  The Finance
Minister said that some of the specific areas where further attention
is required especially through technological improvements include
improvement in the quality of sugar, energy conservation,
environmental considerations in the production of sugar, improvement
in the recovery of sugar from sugarcane and reduction in the water
intensity of crops among others.

Shri Mukherjee asked the International Sugar Council to examine and
analyze the information system on demand and supply, international
policies and the trade competitiveness for realistic estimation of
sugar production.  He said better information is a powerful tool for
price stability.   In his concluding remarks, the Finance Minister
Shri Mukherjee emphasized the importance of global cooperation in
research and development of sugar technologies which holds the key to
unlock the full potential of this important industry in the developing

List of Issued Passports Available at State Haj Committee Office
 
Srinagar,    April 24, 2012
A list of around 1000 issued passports, is available at State Hajj
Committee Office at BAIT-UL HUJAJ, Bemina, Srinagar, from Tuesday for
the convenience of general public.
Besides, passport status is provided to the aspirants from 09 A.M. to
06 P.M. at Passport Office, Boulevard Road which will continue till
April 25, the last date of the submission of Hajj applications.
