JK Police to be deployed along Indo-Nepal border
Srinagar/New Delhi: In an attempt to plug the Nepal route the Centre has decided to depute Jammu and Kashmir Police personnel along with the Sashastra Seema Bal, a para-military force guarding the Indo-Nepal border. At a high-level meeting chaired by Union Home Secretary R K Singh here, the decision to depute the police personnel from the state was taken. These men will assist the SSB in identifying the Kashmiri youth who have been using Nepal as an alternate route to enter into the Valley, official sources said today. 
The JK Police may also deploy "spotters", former militants, who will help in nabbing such youths who enter into India through the Nepal border, which became an entry route after the state government announced Rehabilitation Policy in 2010. Former militants who crossed over to Pakistan-administered Kashmir (PaK) between 1989 and 2009 will be considered for safe return through the special policy. The personnel, besides being deployed at 15 points from where the people from India and Nepal enter, will also be part of patrolling parties to man areas used for illegal infiltration, the sources said
 Centre's recognition of JK efforts eye opener for critics
Srinagar, April 22 (VOS): The Jammu and Kashmir National Conference has congratulated the senior officers of the state, including Chief Secretary Madhav Lal and Director General of Police Kuldeep Khuda for being conferred with prestigious Prime Minister's Award for Excellence in Public Administration in the group category for successfully conducting the Panchyat elections in the state.
In a statement, issued here today, Member Legislative Assembly and provincial Spokesman National Conference Mr. Sajad Ahmed Kichloo said that the Center's recognition of efforts of the state government and its administration for successful conduct of panchayat elections in the state was an eye opener for all those who have unleashed a disinformation campaign against the state government and were trying to misguide the general masses for their own vested interests.
The conduct of panchayat elections in the state was not  only a sincere effort of the coalition government headed by  Chief Minister Mr. Omar Abdullah for the empowerment of people at the gross root level but also historic as NC ensured establishment of  Panchayat Raj structure institution a gap of  more than 30 years. 
“Empowerment can not be done overnight as it is a continuous process”, he said added, “The credit for establishing the structure for the peoples’ empowerment at the gross root level through Panchayat Raj System goes to the National Conference led government in the state. The establishment of the structure itself was a hectic process and as the structure has been put in place the government is now working on the empowerment of these elected institutions”.
Referring to the misinformation campaign unleashed by the opposition, Kichloo said that PDP should explain to the people as why it failed to create the institution in the state when it was in power.
“Instead of appreciating the efforts of the government headed by the Chief Minister Omar Abdullah, as a responsible opposition, and contributing in the system to get the local bodies empowered, the opposition leaders are out with their propaganda machinery”. He, however, said that the people of the state are well aware about their misdeeds and divisive politics and they can not be misled.
National Conference, he said, stands committed for the empowerment of all the democratic institutions including the local bodies and it is hopeful that the state government will take every possible measure to ensure that the process, initiated by the government, is taken to its logical conclusion.
 Governor for effectively conserving, showcasing J&K’s rich cultural heritage
Srinagar, April 22 (VOS): N. N. Vohra, Governor, has emphasized the crucial importance of timely conservation and the promotion of the traditional folk art forms and the rich cultural heritage of the State. The Governor, as Chief Guest, was speaking after inaugurating a mega cultural show, “Rangla Jammu”, organized by the Jammu and Kashmir Tourism Department in collaboration with Natrang Jammu at General Zorawar Singh Auditorium, Jammu University, here this evening.Mrs. Usha Vohra, First Lady, Mr. Nawang Rigzin Jora, Minister for Tourism and Culture, Mr. Mubarak Gul, Advisor to the Chief Minister, Mr. Nasir Aslam Wani, Minister of State for Tourism and Home, Prof. M. P. S. Ishar, Vice Chancellor, Jammu University, Mr. Atal Dulloo, Commissioner/Secretary, Tourism, Mr. Balwant Thakur, Director, Natrang and a large number of senior officers were among those present on the occasion.
          The Governor observed that folk art and culture in all its forms is an important aspect of any civilization, adding that all the required measures need to be taken for the aesthetic revival and effective showcasing of this invaluable heritage before it gets eroded and obliterated with the passage of time. He said that J&K is blessed with a glorious composite cultural heritage which must be preserved and promoted.  Referring to the organizing of “Rangla Jammu”, the Governor observed that this presentation focuses on the variegated cultural heritage of Jammu and congratulated the Tourism Department and Mr. Balwant Thakur, Director Natrang, for such a scintillating fusion.   
          The Governor lit the ceremonial lamp to mark the commencement of the “Rangla Jammu”.Earlier, on arrival at the General Zorawar Singh Auditorium, the Governor and the First Lady were received by Mr. Jora, Mr. Wani, Prof. Ishar, Mr. Thakur, senior officers and a large number of folk artists attired in their colourful costumes.  Nawang Rigzin Jora, Minister for Tourism and Culture, speaking on the occasion, thanked the Governor for inaugurating “Rangla Jammu”. He said that such programmes are being organized by the Tourism Department and the Jammu and Kashmir State Academy of Art, Culture and Languages in the various parts of the State with a view to showcase the rich cultural heritage of the three regions of the State. He said that the main focus of “Rangla Jammu” is to showcase the cultural heritage of Jammu region.         
Nasir Aslam Wani, Minister of State for Tourism and Home, said that in the past several months many initiatives had been taken by the Department for the promotion of cultural activities in the State.Senior officers, media persons, prominent citizens and a large number of people were present at the inaugural function.

Srinagar, April 22 (VOS): Days after Former Chief Minster and Union health Minster Gh. Nabi Azad stressed for filling up of vacancies  J&K Cabinet, Congress high command is believed to have given its green signal for the much awaited expansion and reshuffle of the Omar Abdullah Cabinet. " High Command has given a green signal to the cabinet expansion which should now take place any time soon." a very reliable congress Source, preferring anonymity  told VOS , adding that it was National Conference which wasn't able to decide about its lone vacancy. An influential minster in the Omar Abdullah government added that Congress high command has given its go ahead for the expansion in cabinet and has asked the state unit to send a list of probables to 10 Janpath. " State unit of congress has been asked to work out the plan and finalize the list of probables for the two vacancies it has in the cabinet." added the minster.


Senior Congress leader and Kashmir incharge Mohan Praksh however was non commital on the latest development but said that high command will take a decission soon. " We will let you know about the decision but can't say the exact dates." Prakash told VOS over phone from New Delhi. 
State Congress President Prof. Saif u din Soz refused to have received any communication from high command in this regard. " I haven't received any kind of green signal from High command." Soz told VOS, adding that it was only the high command which has the power to take any decision on cabinet expansion in Jammu and Kashmir. "  we have nothing to do with it. It is the high command which has to take a call on this." Soz added.Meanwhile National Confernce reiterated that the Cabinet expansion was over due and need to take place as early as possible." We have two capitans in the coalition team. One is in Delhi and the other one is Chief Minster " . Party Additonal general secretary Dr. Mustafa Kamal told VOS, adding that there shouldn't be any more delay in the expansion. " even Azad sahab had some days before demanded an expansion in the cabinet. we are also for an expansion." Kamal added. He said that though it was the perogative of Chief Minster to take a call on it, however he stressed that a decission on this should be taken without wasting anymore time. “We have just one vacancy, congress has two clear cut vacancies in addition to Saroori's Portfolio." maintained Kamal. 

Hinting that Sarrori may get his portfolio back, Kamal maintained that Chief Minster Omar Abdullah had said on record that Saroori was likely to reclaim his portfolio once he is cleared by CBI. " I hope Sarori does get his ministry back."  asserted Kamal Unwilling to refuse chances of a reshuffle in cabinet, NC firebrand leader said, " Party feels that all important portfolios have gone to Congress which needs to be renegotiated with the alliance partner." He maintained that though he won't mind giving chance to new comers in the cabinet and calling back some minsters for strengthening the party, but added that it was the 'sweet will'  of Chief Minster, who is also the working president of the party to take any decision in this regard.

Srinagar, April 22 (VOS): Accusing government of India of reneging on assurance it gave to people of Jammu and Kashmir in the aftermath of ‘mass protests’, President Construction Worker Federation of India R. Singeravelu Sunday said that ‘oppressive security apparatus’ was a constant source of ‘irritation and anger’ for the people in the state.  In his presidential speech to 3-day long 49th All India Working Committee meeting of Construction Workers Federation of India which concluded here today, Singeravelu alleged that Central government reneged on the assurances which it gave in the aftermath of the mass protests.  Jammu and Kashmir has witnessed a substantial reduction in violence and oppressive security apparatus is a constant source of irritation and anger for the people,” Singeravelu was quoted as saying in a statement issued here to VOS.   “We extend our support to the demands of the left in the state which include gradual withdrawal of Armed Forces Special Powers Act (AFSPA) and investigations into the excesses committed by the security forces.”  The three days working committee meeting of CWFI was attended by delegates from all states of the country.  General Secretary CWFI Debanjon Chakraborti placed the Secretary’s report before the working committee. The report stated that the working class was under serious oppression and not protected by the laws of the land. It also stressed on the fact that the working hours in India are higher than many other countries while minimum wages are very less in comparison to many other countries. The report also highlighted the demands of CWFI and include, “ILO Convention 87 (Freedom of Association and Protection of Rights to Organize convention, 1948 and ILO convention No. 98 (Right to organize and collective Bargaining, 1949) have to be ratified by the Govt. of India.” It also called for creating more stable and permanent jobs with full employment rights. “Stop use of all forms of casual and contract labour. Equal pay for equal work for men and women.”

The report also insists on allowance to unemployed and ensuring full employment. It also highlights minimum wage of Rs 10,000 for all category of work, housing to be declared as basic rights, education for all to be ensured, ban on child labour, ensuring distribution of essential commodities through Public Distribution System, ensuring safety and health protection on work site, ensuring all poor people in BPL list, reduction in prices of petrol, diesel, kerosene, LPG, building materials and food items for common people, besides implementation of “building & other construction workers” (RE & CS) Act, fully in all states and Union Territories without any further delay. On going transformation process in J&K

Srinagar, April 22 (VOS): Reiterating resolve of his party to facilitate  honourable return of Kashmiri Pandit migrants to their native places, patron of Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today said that this superior intellect  community has to play an important role in on going transformation process in Jammu and Kashmir.Addressing an impressive interactive meeting with representatives of various Kashmiri Pandit organizations from different parts of Jammu region, Mr Sayeed sought support and cooperation of the Kashmiri Pandit community to change the present system. “PDP has already started the process of transformation to change destiny of the people of this State”, he said, adding, “I want your role in the process of transformation and you have to be with us in our efforts to establish a new system in the State”.He recalled contribution of Kashmiri Pandits leaders especially Sham Lal Saraf, P N Bajaj, Kashyap Bandu, D P Dhar and others in strengthening democratic system in Jammu and Kashmir.
“Aim of PDP is not just to attain the power but our ultimate goal is to change destiny of the people of Jammu and Kashmir and to establish a system where justice will be given to all sections of the society”, he said and exhorted the displaced community to come forward and join PDP’s campaign to change the system. “You have to be instrumental in the process of transformation”, he told the gathering. “It was my desire to hold such an interactive session to meet with Kashmiri Pandits living in different areas of Jammu”, he said and termed today’s interaction was a good beginning. “Return of Kashmiri Pandits to their native places in Kashmir Valley is must to maintain the ethnicity and diversity of Kashmiri culture”, he maintained and reiterated his party’s solve to facilitate honourable return of the community. “It is my desire to bring back all Kashmiri Pandits who have left their homes and hearths two decades back”, he announced, adding, “PDP wants that Kashmiri Pandits should return to their native places with dignity and honour”. The former Chief Minister listed various steps which were taken during PDP led regime to solve misery of displaced Kashmiri Pandits. He said that comprehensive project was started by the PDP led government for the beautification of Khir Bhawani temple in Kashmir Valley.
Highlighting achievements of PDP led regime in the State, he reminded that there was total chaos and confusion in the state when PDP led regime was formed in the year 2002. “Through our visionary policies and programmes, PDP led regime has changed political discourse of the state”, he said and added that it was all due to the result of the policies of the party that peace was established in the state during that period. “There was a sense of fear and insecurity among the people when PDP led regime was formed”, he recalled and added that through its pro-peace agenda PDP had not only created a sense of security among the people but also restored dignity of the common masses.
Speaking on the occasion, former Deputy Chief Minister Muzaffar Hussain Beig said that holding interactive dialogue was a cultural necessity and there was a need to organize such sessions in future also. He said that problem of the Kashmiri Pandits should be solved with human approach. Beig assured the Kashmiri Pandits that their party was committed to the honourable return of KPs to their native place because they were part and parcel of the Kashmir.
He assured that PDP would create conducive atmosphere for their return to their native places with honour and dignity. He said that without Kashmiri Pandits, Kashmir was incomplete and their return was must to restore the aged old traditions and culture. “We are very much aware that for the last 23 years displaced community has been facing lot of hardship due to their displacement from their homes and hearths", he pointed and hoped that  days were not far when Kashmiri Pandits would return to their native places.Spokesman of PDP, Dr Sameer Kaul, who was chief guest in the function exhorted the Kashmiri Pandits to strengthen hands of Mufti Mohammad Sayeed for establishing lasting peace in the State. He said that only a leader like the stature of Mufti Mohammad Sayeed can solve problems of the community.He maintained that it was need of the hour to work under the leadership of towering personality like Mufti Mohammad Sayeed to create conducive atmosphere for the return to Kashmiri Pandits to their native places with honour and dignity. Pointing towards the problems being faced by the community, he said that State Government has done nothing to solve their problems. He said that Prime Minister’s Package was also not properly utilized and the government was not serious to solve their problems.

Srinagar, April 22 (VOS): Prof. Saifuddin Soz-MP (former Union Minister) has said that Rajouri-Poonch would be connected with the railways in order to ensure overall development and economic boost to twin border districts. Addressing a largely attended public meetings at Kalakote and Rajouri Prof. Soz said that Rajouri-Poonch has lacked behind in various spheres of life because of its topography and lack of special focus. However, he said that now the focus of the centre and state governments is towards the backward and under developed areas of the state.

Prof. Soz said that during the recent visit of  AICC General Shri Rahul Gandhi to Rajouri, the demands for railways connectivity was raised before him and the same has received due attention and is being vigorously perused by him (Prof. Soz) and the local Member Parliament Shri Madan Lal Sharma and the day is not far away when this would get railway connectivity. He said that Congress party has always played a positive role to unite the people of different religions and regions, caste and colour, as secularism is the strength of unity and integrity of the state and the nation.

PCC Chief said that equitable development of all three regions of the state is the key to ensure unity and integrity of the state. Prof. Soz who is on two days tour of Rajouri district, accompanied by  Vice President PCC Thakur Hari Singh, MOS Mr. Shabir Ahmed Khan, MLC Ravinder Sharma-General Secretary & Spokesperson PCC,  MLA Smt. Prof. Soz asked his party ministers and Member Parliament to frequently visit this remote area and listen to the people and the party workers and solve their problems on priority basis. Gun yielded nothing except destruction: Mir 

Srinagar, April 22 (VOS): Stressing upon the younger generation to contribute in socio-economic development of the state, President Democratic Party of Nationalist (DPN) Sunday that the youth were forced to take gun. “Our youth were forced to take gun but it yielded nothing but destruction. While on one side graveyards were filled across the state, thousands of children were left orphan and women as widows,” Ghulam Hassan Mir, who is also the Minister for Agriculture, said in his address to a youth rally at Pattan in Baramulla district today. Mir said that the agenda of DPN was to provide a plat form to younger generation in every sphere of life for channelizing their hidden potential in right direction for the nation building. He said he worked round the clock to find the openings for the youth in which they would excel their talent in a big way during last three years of present coalition government. Mir said that our youth has enormous potential and asked them to mobilise their energy for peace and development of the J&K as the destiny of the state is in their hand. He said during two decades long turmoil, the youth of the state had become the first casualty adding that with their sincere efforts the dark days of the valley have ended.  He said that our youth have now realised that violence give us death and destruction and asked them forget the past and come forward as future belongs to them. He urged them to work hard for attaining quality education as it is the basic pillar to reach at the top of the world  Mir said the youth would play a greater role in eradicating the menace of corruption and asked them to provide cooperation to the government to get rid the society from this menace. He said that this is the biggest threat for our existence adding that we have to act collectively to make our society free from it.

Asking the people to get the benefit of Right to information Act , DPN president said that government introduced this act to bring  transparency in the governance. He said that people have to come forward for use this opportunity in right perspective and adding that it would help to clean the system. He said with the cooperation of the people the government would succeed in fulfilling their aspirations. DPN president said that Horticulture and Agriculture are the only sectors which have survived our economy during 23 years violence in Valley and asked the youth to adopt them on commercial lines. He said that many steps have been taken to introduce hybrid varieties in these twin sectors and other horti, agri techniques to boost these sectors. He said these sectors have huge employability potential and asked them utilise their land holdings for cash crop for making their future prosperous. Senior Vice President, GM Bawan, Youth President, Kashmir DPN Mr Muzaffer Ahmad, Youth Secretary DPN, Parvaze Hilal and Vice President Baramulla DPN,  Mohmmad Asudullha also spoke in the rally. Guarantee labour laws in JK: Tarigami

Srinagar, April 22 (VOS): Deploring the neo-liberal policies ‘being pursued by the Central government’, CPI state General Secretary and president CITU (Centre of Indian Trade Unions) M Y Tarigami Sunday called for assuring implementation of labour laws in Jammu and Kashmir.  In his address to 3-day long 49th All India Working Committee meeting of Construction Workers Federation of India (CWFI) at Youth Hostel here today, Tarigami said that the workers are being denied their basic and legal rights.He explained the present political scenario in the state and called or restoration of the special status guaranteed under Article 370 of the Indian constitution while underlining eroded law has been eroded. He said that people of Jammu and Kashmir want to live a peaceful and dignified life and urged upon the delegates to convey this message to the common people, working class of their respective states.He deplored the neo-liberal policies being pursued by the Centre and highlighted that the labour laws have not been effectively implemented. “The registration of different unions is pending with labour department for months together and delay dallying is being adopted unnecessarily to deny this right to the workers.”

Expressing his dismay over the unsatisfactory implementation of various Central Acts which have been extended to the states for the welfare of workers, Tarigami, who is also MLA Kulgam, said that relevant rules and regulations under Building and other Construction Workers Act have not been framed by the labour department resulting in slow progress in implementation of various provisions of the Act. Demanding that the government of J&K should come with its policy document regarding welfare of labour class in the State, Tarigami said that performance of “Building and Construction Workers Welfare Scheme” should be made public on monthly basis so that people must know the current scenario of the construction workers welfare board in J&K. “The cess amounting to 100 crores approximately be fully utilized.” Three Days meeting was presided over by CWFI President R. Srinagar, April 22 (VOS): Chairman of his faction of Hurriyat Conference Syed Ali Shah Geelani addressed a seminar in Hyderbad, capital of Andhra Pradesh, on Sunday. In his first address in India’s fourth largest state by area, the octogenarian leader reiterated that Kashmir resolution can never be achieved through Musharaf formula, self-rule, autonomy or any other formula while warning against consigning it to backburner.“Hurriyat Conference wants to acquaint people of India about the real situation in Jammu and Kashmir,” Geelani said while addressing a 2-day seminar organized by the ‘Inqillabi Jamhury Mahas. “We may have ideological differences with the organizers but one thing is common between us and them. Both of us are facing tyranny.” “We are not enemies of people of India nor are we against the growth of India but people of Kashmir wants New Delhi to fulfill the promises the country made at international level,” he said according to VOS.The 82-year-old maintained that people of Kashmir were not against Indo-Pak friendship nor, he said, wants to be a hindrance to the amity between the two countries. However, he said, people of Kashmir will no accept any solution which is contrary to their wishes and aspirations.“Kashmir will not accept any solution within the constitution of India. Musharaf formula, self-rule, autonomy or any other formula can’t be a replacement to right to self determination.”  

He said that Kashmir issue was the long standing issue in the south Asia. “Without the resolution of the issue, perpetual peace in south Asia will remain a far fetched dream.” Geelani alleged that human rights violations were going on unabated in Jammu and Kashmir. “At this time, 716 detainees are lodged in various jails in and outside Jammu and Kashmir. Of them, 76 have been booked under PSA.” He accused Government of India of overlooking its poor population. “While on the one side country spends thousands of crores for making missiles, on the other side thousands of people die of hunger every year in India,” he said. Empowerment of Panchs, Sarpanchs a conscious decision of the Govt: Rather
Srinagar, April 22 (VOS): Reaffirming coalition Government’s resolve to empower the Panchs and Sarpanchs, the Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather today said that devolution of powers for making Panchayats effective functional units of democracy at grass roots level is a conscious decision of the Government led by Chief Minister, Mr. Omar Abdullah. Addressing one-day district level party workers convention, which was also attended by the Panchs and Sarpanchs of the district, at Budgam, Mr. Rather dispelled mis-information campaign launched by some vested elements that Government was non-serious about empowerment of Panchayats. He said that the devolution of powers to Panchs and Sarpanchs was a sincere and conscious decision of the present Government as it really wanted these grass root democratic institutions to grow and address the people’s grievances to the satisfaction of all concern. He cautioned the audience about machinations of the defeated political parties and some vested Government functionaries, who are desperately trying to sabotage initiatives taken by the present Government regarding empowerment of Panchayati Raj Institutions. All such designs would be defeated with full might, Mr. Rather asserted among thunderous applause from the crowd. He said National Conference was fully committed for empowerment of the Panchs and Sarpanchs and there was no reason to doubt the intensions of the present coalition Government in this regard. He impressed upon the Panchs and Sarpanchs to discharge their responsibilities honestly and effectively in accordance with the law and come true to the expectations of the people, who elected them. He also enjoined National Conference cadres to join hands and work unitedly for the betterment of the State and its people and urged for further strengthening the mass contact base at grass root level.
 “It is our strong belief that empowerment of Panchs and Sarpanchs, who are also elected representatives of the people, would help the Government and its functionaries in providing services to the people in an efficient manner”, the Finance Minister said adding that there was no substance in the apprehensions that empowerment of Panchayats would undermine powers of the legislators. He said this all is a part of sinister mis-information campaign launched by the opposition, who could do nothing in this regard during their tenure and was now unnerved on seeing historic and people friendly policies and programmes of the present Government.Maintaining that N.C reflects urges and aspirations of the common masses, the Minister said ensuring active participation of people in governance by bringing democracy to the grass roots level was its main agenda. He said giving every citizen a say in the State’s governance was the cherished dream of Sher-i-Kashmir Sheikh Mohammad Abdullah, which has been fructified by Chief Minister, Mr. Omar Abdullah through devolution of powers to the basic units of democracy. “Each Panchayat body has now to conceive and formulate development plans in its respective area in consultation with the local people”, Mr. Rather said adding that 14 departments have been identified, in the first phase, who will be assisted by the Panchayati Raj Institutions in discharging of their duties. These departments include Animal and Sheep Husbandry, CA&PD, Education, Fisheries, Forests, Horticulture, Industries and Commerce, PHE, Agriculture, R&B, Revenue, Rural Development, Social Welfare and Irrigation & Flood Control. Seeking people’s support to strengthen the hands of Chief Minister, Mr. Omar Abdullah, the Finance Minister said that N.C has always espoused the cause of general masses and has stood by them as and when required.   




Agriculture technocrats call off their hunger strike
Gul assures for early redressal of their genuine demands

Srinagar, April 22 (VOS): Advisor to Chief Minister Mubarak Gul today assured the J&K Agricultural Technocrats Association that their all genuine demands would be redressed on priority.He said that Government under the chairmanship of Chief Minister Mr. Omar Abdullah is committed to resolve all genuine demands of the Agricultural Technocrats regarding absorption in government jobs on seniority basis, enhancement in Stipend, and various other issues. Gul said this while interacting with the Agricultural Technocrats leadership who are on hunger strike. In response to the assurance by the Advisor to Chief Minister, the protestors called off their long hunger strike. Advisor appealed the Agricultural Technocrats to serve their duty for the up-liftment and progress of the State so that the state would progress in agriculture and allied sectors.

Centre approves Rs. 50 Cr conservation project for Mubark Mandi Heritage Palace: Jora
Srinagar, April 22 (VOS): Minister for Tourism and Culture,Nawang Rigzin Jora has said that the Centre has approved funding for Rs. 50 crore under 13th Finance Commission for conservation and restoration of four buildings of Mubark Mandi heritage complex, adding that in this regard Ist instalment of Rs. 8.50 crore have been released to the concerned department to carry out the necessary restoration works.   
Speaking at the valedictory function of 6 days All India Hritage painting camp at Mubark Mandi, organised by Jammu and Kashmir Academy of Art, Culture and Languages to mark World Heritage Day here today, Mr Jora said that sanction of another mega project of Rs. 25 crore  for conservation and restoration of historical glory of 3 heritage buildings of the Royal Palace is also under active consideration of the centre under Mega Destination and Circuit Scheme. He hoped that State government would received the approval of the project from the Centre very soon, as the quires raised by Union Ministry of Tourism on the project report was cleared. He asserted that pristine glory of  Mubarak Mandi Palace would be restored fully to make it a idol attraction for visiting tourists.
Mr. Jora said that a number of activities have been taken during the last few months for promotion of art, culture and languages of the State by Cultural Academy. He said organising of such painting heritage camps would prove beneficial for promoting rich heritage of the State, adding that such painting camps would be also organised in Kashmir and Ladakh. He appreciated the efforts of the Academy especially; Secretary Cultural Academy for taking endeavours to promote the cultural heritage of the State by organising several activities. He said such camps also provide plate form to the artists to show their hidden talent.
The Minister went round the exhibition and evinced keen interest in the paintings. He enquired from the artists about the ideas behind these paintings and complimented them for the high quality of artistic creations. 
The Minister said that Jammu and Kashmir is dotted with ancient monuments and historical heritage sites, adding that their conservation and restoration is on focused attention of the government, he said during last over three years several steps have been taken to preserve and promote culture heritage of the State.
He said the government has created Heritage conservation and Preservation Authority after notifying Heritage Conservation and Preservation Act. He said the ancient monument Act has been amended and its rules are being notified. 
Secretary Cultural Academy, Mr. Atul Duloo in his address threw detailed light on the activities initiated by the Academy for promotion and preservation of Art, Cultural and Languages of the State. He said the aim of holding such camps at heritage sites was to create awareness among the people about the importance of heritage sites, their preservation and protection so that the posterity knows the values of the society prevalent that time. He said in all sixteen artists within and outside the State participated in this painting competition and displays their talent.

2 OGWs held with money in Handwara: Police

Srinagar, April 22 (VOS): Police on Sunday claimed to have arrested two Over Ground Workers (OGWs) of Hizbul Mujahideen outfit at Handwara in North Kashmir’s Kupwara district.  A police spokesman here said that acting on a specific information, two OGWs identified as Masood Ahmad Geelani son of Mohammad Maqbool of Laribal and Zahoor Ahmad Dar son of Gulam Nabi of Saderkot Bandipora were arrested from Laribal Handwara. “Rs 45,000 Indian currency was recovered from their possession. The money was supposed to be delivered to militants in Bandipora and Srinagar,” the spokesman claimed. A case has been registered in this regard at Handwara, police said. (VOS)

Tourist dies in Gulmarg

Srinagar, April 22 (VOS): A tourist from Mumbai died of cardiac arrest at world famous skiing resort –Gulmarg, in north Kashmir’s Baramulla district, officials said Sunday. They said the tourist, Gurmukh Dass Garella son of Chitumal Garella of Maharastra felt unconscious near Gondola and was shifted to Public Health Centre Gulmarg were doctors declared him brought dead. “The cause of the death is believed to be due to heart attack,” the official said. Dass’s body was handed over to his legal heirs for last rites, they added. (VOS)



5 Day All India Heritage Painting Camp
Concludes-Jora Inugrated Exhibition

Srinagar, April 22 (VOS):  Organised by the Jammu and Kashmir Academy of Art, Culture and Languages, the five day all India heritage painting camp which begin here on 18th April coinciding, with the world heritage day concluded at  historic mubarak mandi today. Sh. Nawang Rigzin Jora Hon’ble Minister for Tourism and Culture who was Chief Guest inaugurated the exhibition of paintings prepared by
the artists during the camp. Hon’ble Minister for Tourism and Culture  in his address listed some of the measures being taken by the tourism department for protection and preservation of Mubarak Mandi and other heritage sites in the State. He said this heritage site is being renovated to  bring it to its pristine glory and making it a star attraction for the visiting pilgrims and tourist.

In his welcome address Atal Dulloo, Commissioner/ Secretary, Tourism and Culture, said that the aim of holding such a camp in heritage site is to give platform to the young artists and create awareness among the people about the importance of heritage sites, its preservation and protection so that the posterity knows the values of the society prevalent
that time.The artists from different parts of the country participated in the camp. The artists who participatd in the camp was Manoon Nomani,Delhi, Raghu Naware, Maharahtra, Sankari Mitra, Delhi, Amit Harit,Rajasthan, Neraj Bakshi, Delhi, Him Chaterjee, Himchal Pradesh, Subhash Anand, K K Gandhi, Vijay Saraf, Rohit Verma-Jammu, Rajinder Patwari,UP, Rajan Fullari, Goa, Arshad Sualeh, Noushad Gayoor, Mohd Yusuf Bacha and Mohd Yousf Naqishbandi Kashmir.The Participated artists
said that it was wonderful experience for them to work in such a heritage environs and they expected from the Academy for such camp organised  in future too.

JKP organized “Run for Fun”
       
 Srinagar, April 22 (VOS):  Thousands of men, women and children from 5 to 85 years of age participated in the Marathon “Run for Fun”, organized by Jammu and Kashmir Police under its Civic Action Programme in Jammu city this morning. The first ever such a largely participated Marathon was held for the first time in Jammu city. Minister of State for Home, Mr. Nasir Aslam Wani flagged off the Run from Police Sports Stadium, Gulshan Ground in the wee hours. The Marathon culminated back at the Venue after passing through various routes in the city. People profusely chairing them while passing through the routes. The flag off ceremony for different categories of the Run started at 5 a.m. People from different parts of the city had thronged the venue to participate in the Marathon. More than 15,000 athletics including students from different educational institutions, sports bodies, police personnel, para-military personnel, small children, members of chamber of commerce, Jammu civil society, Jammu club, Jammu Bar association, media persons and senior citizens joined the Run.   
On the culmination of Run, 33 winners from all categories were awarded cash prizes and certificate of participation by the Director General of Police, who was the Chief Guest at the concluding function. Prize winners of the Marathon who got first position in different categories include Mr. Tanvir Ahmed, Mr. Ghulam Mohammad, Ms. Ifra Anjum and Mr. Renku Kumar. 
On the occasion, the Director General of Police (DGP), Mr. Kuldeep Khoda addressed the gathering and said that the JKP has organized various sports events during the winter under its Civic Action Programme and the people particularly the youth have shown much interest in these events. The aim behind organizing sports events is to develop police public coordination and strengthen their relation with the people. He said that such events help to channelize the energy of the youth towards right direction and hone their talent. He reiterated that the police organization would continue its efforts to inspire the youth of the state towards sports and for this purpose such events would be held in future also.  He thanked the people particularly the youth for their participation in the Marathon and said that huge participation of the people has encouraged police organization to conduct such events.
 Appreciating the efforts of Additional Director General of Police, Armed/Law & Order, Mr. K. Rajendra Kumar and members of organising committee for organizing the event in a befitting manner, the DGP said that the officers put great efforts and ensured large participation of athletes from all shades of life. He said that due to the support and cooperation of sports bodies, educational institutions and other organizations, the event was concluded successfully. He also appreciated the arrangements made by the Traffic Police on the routes of the Marathon.

 Srinagar, April 22 (VOS):  Kashmir University department of geology and geophysics and student welfare department   today  joined billions of  people world over to show their concern about the deteriorating   conditions of Mother Nature by celebrating the earth day.  Kashmir University is organizing a number of events this week , that will feature a variety of  activities like interactive exhibits that highlight the research work of the  University related to Earth Sciences, debates on various relevant themes among  the students, Campus cleaning and other activities. By organizing various  activities on the Day, the aim is to inculcate within us a deeper appreciation for  all that Mother Nature has given us, said the Vice  hancellor of Kashmir  University, Prof.Talat Ahmad while delivering his presidential address at the inaugural event  at Ghandi Bhawan today.
University by all means has to be a model for the society and if we lead people will automatically follow .said prof talat Ahmad and announced that Kashmir university will from today be a no smoking zone . Prof talat also announced  that  that no use of plythine will be strictly adhered to and people who violate the ban will be dealt as per law.

Prof  Shakil A. Romshoo, Organizing Secretary of the Earth Day Celebrations at the University said that the reckless exploitation of land and water resources in the region is putting tremendous strain on the sustainability of earth resources.  He said that the scenario, that is expected to be worsened by climate change, is going to pose a bigger threat to the sustainability of the earth resources. He said that the issues like water shortages, water pollution, recession of snow and glacier resources, deforestation and inadequate energy underlie other challengesthat face and perplex us. In order to address all these issues on priority, there is a need to share knowledge and technology on how to combat the ailing earth system and to initiate the formulation of strategies for sustainable development  and conservation of earth resources in the region. Referring to the project work on various issues concerning earth and climate , Prof Romshoo said out put of many of these projects have become policy documents  at the national level.Dean physical and material sciences Prof Khaliq uz zaman said on the occasion that state of Jammu and Kashmir  once famous for its pristine 

water resources and lush green forests, is facing rapid deterioration of these  resources with adverse and serious consequences to both the ecology and the economy. The rapid changes in the population, economy, energy demand and  climate are likely to cause further environmental damage, with the region  becoming more degraded, more polluted, less forested, less galcierized, and less   ecologically diverse in the future., he said .

On the occasion, Dean Students Welfare, Prof. Neelofer Khan  said that object of earth day is not only to create awareness, but to create a consciousness about importance of planet earth and how we are unfortunately contributing to its deterioration. “Global warming is a global issue and we in J&K are also facing lots of environmental issues” he said. He hoped that such occasions would go a long way in creating awareness in youth towards saving the environment. Police arrested six gamblers 

Srinagar, April 22 (VOS): Police claimed to have arrested six gamblers and recovered bet money from them in Parimpora area in outskirts of this summer capital on Sunday. Giving details, Dr. Shailendra Mishra, SDPO West Srinagar said that acting on specific information, police raided near Tahir Khanams College and arrested six gamblers.He identified the arrested persons as Bilal Ahmad Dar son of  Habibullah Dar of Shalteng , Mohammad Afzal Sofi son of  Gulam Mohammad of Sadikadal, Gulam Mohammad Dar son of Ali Mohammad of Mustafa Abad, Aijaz Ahmad Sheikh son of Gulam Qadir  of Batamaloo, Syed Rasool son of Syed Yusuf of Bota kadal Lal Bazar and Farooq Ahmad Dar son of Gulam Ahmad of Satroona, Kangan. “The accused were found playing cards. Bet money, fruits, water bottles along with two vehicles of gamblers were seized from the place were raid was carried,” he said.A case FIR No124/2012 under section 13 Gambling Act has been registered in Police Station Parimpora, he added.  Sakina lays foundation stone of Eklavya Model Residential School
Visits Tangmarg-Aherbal
            KULGAM, APRIL 22: Addressing a mammoth gathering after laying foundation stone of Eklavya Model Residential School at Tangmarg-Aherbal, the Minister for Social Welfare, Ms. Sakina Itoo on Sunday said that the Omar Abdullah led Government has already initiated  a number of welfare schemes for the upliftment of the people of downtrodden, economically weak especially belonging to Gujjar and Bakerwal communities and added that today’s function is a part of the continue efforts of the present Government to provide basic facilities to the people of these centuries deprived section.
            She said that the Government will take every possible step to equally develop these communities as they have been deprived by centuries. she said that they have also the right to get benefits of various schemes launched by the Central and State Governments.
            The project meant for providing hostel facilities to near about 300 students belonging to Gujjar, Bakerwal and Tribal Communities will be comprised on various blocks including academic blocks, boys’ hostel, girls’ hostel, guest house, residence of Principal and other security facilities. The project will be constructed at 60 kanals of land at a cost of Rs. 24 crore. The project is expected to be completed within 3 years.
            The Minister further said, the present Government is not only committed to provide basic amenities to the people of the State, but presently there is a net of under construction works throughout the State. She said that once these projects would be completed the State will take a new shape. She further said that since the Omar Abdullah took the reins of the present Government the people of the State are being provided better health care, transport facilities thousands of villages have been electrified by providing transmission lines, transformers, schools and hospitals have been upgraded throughout the State, besides a number of colleges have been opened in the far-flung areas so that the students may get higher education near to their villages.  
            Ms Sakina said that the present government is very much committed to develop all the three regions of the State equally.
            Listing the basic facilities provided to the Noorabad Constituency, the Minister  said that before her electing  the MLA, the area was totally neglected  by the successive Governments. The roads were shabby,  even the people were  not getting the medical facility, but since she started representing the Noorabad Constituency from last three years, every basic facility has been provided to this constituency, even the students of this area have an easy access to college education which is a tremendous success of the people of this area.
            Ms. Sakina further said that God has bestowed unique beauty to Tangmarg-Aherbal resort but due to lack of attention and facilities could not attract more tourists. However, by creating Aherbal Development Authority, now it is hoped, the tourist resort will get special attention and ultimately will attract tourists in a good number which in turn will provide employment to educated unemployed youth of the area.
            She hoped by constructing Eklavya Model Residential School, the students of these backward and economically weaker sections will be able to avail the hostel facilities during their schooling.
Training for PHE, I&FC officers for implementation
 of e-procurement in Kashmir
            SRINAGAR, APRIL 22: According to the Chief Engineer, PHE department, Kashmir, the Union Ministry of Communication and Information Technology, Department of Information Technology, National Informatics Centre, J&K State is imparting training of PHE, I&FC Departments for implementation of e-procurement in Kashmir. The dates for training of officers are from April 23 to 24, 2012 and for bidders from April 25, 2012.
            The officers of the departments have been directed to attend the training programme in SKICC on the scheduled dates while the bidders of the department (Leading Suppliers, A Class Contractors and interested parties) to attend the training programme as per schedule at the envisaged venue.
            The officers and bidders shall, however, bring their laptops with them to enable practical demonstration and convenience of training.
Agriculture Deptt checks fertilizer godowns of district Budgam
BUDGAM, APRIL 22: To ensure distribution of quality chemical fertilizers and eradicate menace of black marketing, Chief Agriculture Officer Budgam M.A. Parray checked various godowns of wholesale and retail dealers of chemical fertilizers and pesticides on Saturday.
            The Chief Agriculture Officer Budgam warned that anybody found indulging in sale of spurious fertilizers and pesticides would be dealt under the Fertilizer Control Order 1985 and Insecticide Act 1968. He directed all the wholesale and retail dealers to keep rate list pasted at prominent places to avoid black marketing.
            He interacted with farmers and sought their cooperation in stopping false trade. He also requested farmer’s to purchase various chemical fertilizers as per M. R. P printed on bags and receive the cash receipt of the products from the concerned dealers.
            Meanwhile, there were sufficient stocks of Urea, DAP and MOP to meet requirement of farming community of Budgam district.
