Govt indulged into deceit tactics to
Deny powers to Panchayats: Mufti

Srinagar, April 28 (VOS)   Charging National Conference led coalition regime with eroding sanctity of all democratic institutions, patron of Peoples Democratic Party (PDP) Mufti Mohamamd Sayeed today rejected the logic given by the government for delaying the process of empowering Panchyati Raj Institutions in the State.
“Almost one year has been passed after completion of the Panchayat elections but neither Block nor District Committees have been constituted so far. Instead of constituting these committees the government has been brazenly giving one after another excuse for undermining Panchayati Raj Institutions in the State”, Mr Sayeed said while addressing a public meeting at village Kot in Raipur-Domana assembly. In this meeting a large number of Panchayat members and retired bureaucrats joined PDP.
In an obvious reference towards excuse given by the government in delaying the process of strengthening Panchayati Raj Institutions, Mr Sayeed said that elections of four Legislative Council seats, reserved for Panchayat members, have nothing to do with constituting Block and District Committees. “Empowering Panchayats and conducting elections of Legislative Council seats are two separate things and there is no reason for the government to delay empowerment of Panchayats by taking excuse of Legislative Council elections”, he observed and regretted that government’s intention was not clear on strengthening Panchayats. “It is not the question of implementing 73rd or 74thamendments but the real issue is delegating powers to the Panchayats like other parts of the country to make Panchayati Raj Institutions strengthen in Jammu and Kashmir”, he said but hastened to add that government was not interested to strengthen democratic institutions at grass root level and rather indulged in deceit tactics to hoodwink the people.
He also took the Congress to task for not taking serious steps to strengthening Panchayats in Jammu and Kashmir. “Although the Congress is part of the government but the party has failed convince its coalition partner to maintain sanctity of democratic institutions”, he regretted, adding, “except giving statements Congress leadership has done nothing in this regard”. 
Mr Sayeed reminded that it was during the PDP led regime that elections of the Urban Local Bodies were held and democratic character of these bodies was restored. “It was all due to the commitment of the PDP to strengthen democratic institutions that elections of the Urban Local Bodies were held after a gap of more than two decades”, he said and added that an honorarium was fixed for the  elected representatives of Urban Local Bodies to give them honour and respect. “PDP led regime had maintained democratic character of the Urban Local Bodies by delegating adequate powers to these bodies and  by recognizing role of elected representatives in the functioning these bodies”, he said.
He, however, expressed his anguish that present regime has failed to even conduct election of the Urban Local Bodies which were due in the month of February 2010. “For the last more than two years, this government has been delaying Urban Local Bodies elections with one or other excuse just to control these bodies through undemocratic means”, he said and added that during the last three years this regime has undermined all prestigious democratic institutions be it Assembly, Urban Local Bodies or Panchayati Raj Institutions.
He further mentioned that it was during the regime of PDP that equal treatment was given to all regions and sub-regions of the State. “Our Government had carved out a path of equitable development in the State”, he said and mentioned that functioning of the government was streamlined by bringing transparency and accountability in the government. He pointed out that recruitment process was institutionalized to ensure fair selections.
He, however, regretted that present dispensation has failed to bring transparency and accountability in the government and the government has been adopting pick and choose policy in sanctioning funds for developmental activities. He especially mentioned that instead of treating all regions equally, the government was discriminating different areas in allotting model villages.
Responding to the demands raised by local people, Mr Sayeed that his party would take up these demands at appropriate platform their rederessal. In the public meeting, Chaman Lal, M L Kalotra, Jagdish Raj, Behari Lal Shatri along with large number of their supporters joined PDP.
Trilok Singh Bajwa, Thakur Balbir Singh, Ved Mahajan, Hussain Ali Bafa, Suram Singh Chib, Rajinder Manhas, Suresh Sharma, Anil Gour, Vikram Singh, Parbhakar Singh, Sarpanch, Ajay Singh Sarpanch, Prem Singh, Ashok Bhat, R K Pardeshi and other leaders addressed the meeting.




Hurriyat (M) Welcomes Banki Moon’s statement on Kashmir.
Urges him to persuade Indo-Pak to initiate dialogue.

Srinagar, April 28 (VOS)   Welcoming UN Secretary general Banki Moon’s statement on Kashmir in New Delhi, Hurriyat Conference led by Mirwiaz Umar Farooq  has hoped that Moon will use his good office to seek a permanent  solution of Kashmir issue according to UN resolution. “ Kashmiri nation has been sacrificing for last seven decades to seek a permenet solution of the dispute and nobody can even imagine how terribly they are suffering.” Spokesman of the amalgam said in a statement to VOS. Hurriyat has appeled Moon to exert pressure on India to stop ‘human rights violations’ in Jammu and Kashmir and has urged the secretary general to make efforts of solving the issue as per the passed resolutions of the United Nations.  “ We hope that Moon will persuade India and Pakistan for a meaningful dialogue process keeping in view the prevailing situation in south Asia.” Asserted Hurriyat Spokesman.
Meanwhile Hurriyat has condemned police action of placing senior separatist leader Shabir Ahmad Shah under House arrest in Jammu.



Malik hails Moon’s statement on Kashmir, Meets Imran Khan.
Says,“ Sec. General has raised voice for oppressed Nation.”

Srinagar, April 28 (VOS)   Reiterating that Kashmir dispute was the biggest hurdle in way of prosperous future of Inida and Pakistan, Jammu and Kashmir Liberation front Chairman Mohmmad Yasin Malik  said that for a permanent development , top leadership of both these countries should take all their political class along in seeking the resolution of the dispute. Malik made the remarks in a meeting with Cricketer Turned Politician and chairman of the Pakistan Tehreek e Insaaaf Imaran Khan in Lahore on Saturday. While hailing the statement of UN secretary general banki Moon on Kashmir in New Delhi, Malik said, “ It is the endeavour of UN and other nations around the globe to see a peaceful settlement of Kashmir issue.”  He added “ Even Kashmiris also want a peaceful solution of the issue and therefore the people of Kashmir should be taken on board.”

According to VOS, Malik while talking to Imaran Khan said, “We appreciate Moon’s statement on Kashmir. He has undoubtedly talked for the oppressed nation.” He said that he has repetedly asked India and Pakistan to ‘institutionalize’ the dialogue process on Kashmir. However he added that it was but necessary that all the political parties in the two countries are involved in the process. “  All have to get united for seeking settlement of the issue.” Malik is believed to have said Khan. Cautioning against throwing the issue into cold storage, JKLF Chief said, “ Freezing the issue can have disastrous impact .”

Meanwhile Tehreek e Insaaf Chief Imran Khan while welcoming Yasin Malik said, “We appreciate Jammu and Kashmir people’s peaceful movement.”
While hailing Yasin’s role in the on going movement, Imran said that  settlement of Kashmir issue was key to peace and prosperity of South Asia.


Freedom Party hails Banki Moon’s Kashmir statement.
Blames govt. for dividing Kashmir on sectarian and communal lines.

Srinagar, April 28 (VOS)   Freedom party headed by senior separatist leader Shabir Ahmad Shah has welcomed UN secretary general Banki Moon’s statement on Kashmir and said that India should initiate a dialogue process with Pakistan on the issue. “ Moon’s statement is a major step forward for establishing peace in sub continent.” Party leader Molana Tari said in a statement to VOS.

Meanwhile party has lashed out at govt. for what it said “deliberately’’ foiling the Jammu mission of its president Shabir Ahmad Shah. “ Shah has been under house arrest at Freedom house Jammu and he was not even allowed to visit Rajouri and Kashtawar. Party leaders said in a statement. They added that placing shah under house arrest and preventing him to carry on with his political campaign was a deliberate attempt to sabotage his one month long Jammu campaign. “Govt. is on a mission to divide Kashmir on sectarian and communal lines.” Alleged Freedom party.



KISS welcomes statement of UN Chief on Kashmir
Urges UN to support Round Table on Kashmir


Srinagar, April 28 (VOS)   Kashmir institute of Strategic Studies has welcomed the statement of UN chief Ban Ki Moon on Kashmir and for his future efforts to resolve the long pending dispute. Kashmir Institute of Strategic Studies (KISS) in a communiqué to UN has urged to support a round table conference on Kashmir to be organized by KISS, by inviting the elected representatives from the Jammu & Kashmir, including observers from India and Pakistan. The Director of Kashmir Institute of Strategic Studies, Khalid Jahangir termed the statement of UN Chief as a hope among the people of Jammu &Kashmir to reignite the tie of India and Pakistan. He said that Round Table Conference on Kashmir is need of the hour, to find ways for solving the ongoing dispute.Kashmir Institute of Strategic Studies is planning to organize two day roundtable conference on Kashmir in Nigeria Falls Canada, wherein elected representatives , Leaders of opposition , journalists , from both side of Kashmir will participate and give recommendations to their Governments .

“This will be a first big Confidence Building Measure towards making conducive atmosphere for talks aimed at resolution of Kashmir conflict,” we will be writing the Chief minister Omar Abdullaha and PM of other side of Kashmir  for its sponsorship and particaption, observed Khalid.



Farooq, Omar & Sheikh Nazir express sympathies with Imam of Hazratbal Shrine

Srinagar, April 28 (VOS)   National Conference (NC) president, Dr Farooq Abdullah, Chief Minister Omar Abdullah and Party General Secretary Advocate Sheikh Nazir Ahmad have expressed grief over the death of Imam of Hazratbal shrine Peerzada Molvi Bashir-ud-Din Farooqi’s mother.   

According to the Party spokesman, the NC leaders have expressed sympathy with the bereaved family and have prayed for her place in Jantul Firdoos. The additional General Secretary of the Party Sheikh Mustafa kamal and Rural Development minister Ali Mohammad Sagar have also expressed their sympathies with the Peerzada family.








ARMY ORGANISES SEMINAR ON ENHANCING
JAMMU AND KASHMIR’S PRIDE


Srinagar, April 28 (VOS)   The two days seminar on “ENHANCING JAMMU AND KASHMIR’S PRIDE” finally culminated today after an exchange of ideas on the subject by a versatile league of speakers from all parts of the country.   Major General Gurdeep Singh, AVSM, General Officer Commanding, Counter Insurgency Force (Victor), Mr Samir Yasir, Dr Shah Faisal, Mr Nitin Pai and Mr Ajai Shukla today focused on ‘Role of Security Forces, Civil Administration, Awam and Media in enhancing Jammu and Kashmir’s Pride and Dignity’.

            Major General Gurdeep Singh, AVSM, General Officer Commanding, Counter Insurgency Force (Victor) highlighted the role of Security Forces in further enhancing the Pride and Dignity in Jammu and Kashmir. Dr Shah Faisal, the pride of Jammu and Kashmir dwelt on various aspects which are needed by the Civil Administration and the Awam to contribute in enhancing the Pride and Dignity and Mr Sameer Yasir from IUST spoke on Media’s role in Jammu and Kashmir whereas Mr Ajay Shukla deliberated upon the role of National Media in Jammu and Kashmir. Mr Nitin Pai highlighted issues of conflict management in the age of connectivity.

            The subject for the day invited discussions as Kashmiri Awam has been closely connected to it for a very long time. Audience and the speakers shared the invaluable contribution made by Security Forces in development of Jammu and Kashmir and in Enhancing Jammu and Kashmir’s Pride.  Role of Media as a watchdog was again appreciated by speakers as well as audience.  Speakers projected the need for Security Forces and Media to work together towards peace and development of Jammu and Kashmir.  Awam’s invaluable contribution in enhancing Pride and Dignity can never be under estimated as people of Jammu and Kashmir are the bed rock of Kashmiriyat and same was aptly highlighted.

            In the end Lt Gen SA Hasnain, UYSM, AVSM,SM, VSM**, Corps Commander of Chinar Corps, expressed his satisfaction over the culmination of a profound and historic event in the history of Jammu and Kashmir. The Corps Commander highlighted that the aim set for the Seminar was more than accomplished, wherein the two days of free and frank opinion received from the speakers and the august gathering focused on some of the crucial issues of understanding Jammu and Kashmir’s Pride, the security challenges and way ahead for the coming years. He reiterated that it was time, to fulfill the expectations of Awam in the post stablisation period. The Corps Commander also exhorted Civil Administration and Media about the important role to be played by them. He felt that the social harmony clubbed with overall development and creation of employment opportunities, incl self employment, were the need to bring back and enhance Jammu and Kashmir’s pride. 

            The seminar ended with a vote of thanks by Maj Gen Gurdeep Singh, AVSM, GOC Victor force to the speakers who had come to be part of the Seminar and the most inquisitive audience. This initiative of the Chinar Corps was appreciated by one and all.  College students were pleased by the efforts put in by Army to make them realise their own ethos and cultural heritage and hoped that more such Seminars will be conducted in future to further broaden their horizon.


Prof Talat crafts vision 2020 for Business School KU
Srinagar, April 28 (VOS)   Crafting a vision for business education in the state of Jammu and Kashmir and for Business School University of Kashmir to become centre of excellence by the year 2020 Vice Chancellor University of Kashmir Prof  Talat laid emphasis on quality research for making business education more result oriented during an interaction with the faculty members ,scholars of Business School here on Saturday.
Prof Shabir A Bhat director business school coordinated the interactive session. Stressing on the need to develop a synergized vision to achieve the ultimate goal of making the University of Kashmir as a globally renowned institution of knowledge and learning Prof Talat said “. We should stress on the importance of quality research for making business education more result oriented and I advise the young faculty to take up research projects and action research that can lead to socio economic development of the state.”
During his interaction Prof Talat focused on various areas that can help to make the Business School institution of repute at the international level.
He said “The need of the hour is to align business education with the present and future demands of the industry in particular and the society in general and developing the employability skills of the students so that they can come up to expectations of the corporate world.”
 He added “There is also a need to enhance the overall personality of the students and to provide adequate exposure to the students by providing them opportunities to interact with leading corporate executive and renowned academicians and to get a first hand experience of the industry through internships and industrial visits.”
He further added that these programmes will also help the students to think creatively and innovatively and create new enterprises that can shape the socio-economic development of the state as well as the country.
While maintaining that in today’s dynamic and competitive world academic institutions have to compete with one another to attract to the best brains Prof Talat acknowledged the fact that the University of Kashmir is gifted with bright and talented faculty and students who are working tirelessly to take this institution to new levels of excellence.
Prof Talat appreciated the role of Director Business School Prof. Shabir A. Bhat in providing a quality leadership o the Business School. During the interaction Dean Academic AffairsProf AM Shah highlighted the mile stones that the Business School has achieved since 1991. Prof Shah briefed the Vice Chancellor about the various socio economic development projects taken up by the faculty of the Business School and their impact.
In his address to the participants Director Business School  Prof . Shabir Ahmad Bhat stressed that both the industry and academic institutions have a strong role to play for making education more contemporary and providing the youth newer opportunities in dynamic and growing economy. Prof Bhat informed the VC about the various initiatives of the department for imparting training to MBA students in reputed  industries across the country.




Minhaj-ul-Islam has reacted on Statement.

Under the chairmanship of Maulana Mohi-ud-Din Naqeeb in which a person named Bashir-ul-Asad’s attempts to mislead the people by mud slinging on respectable who have worked throughout for sectarian harmony and spreading the teachings of saints and Auliyas.
In a statement, Maulana said that since Minhaj-ul-Islam managed to mobilize two lakh large gathering of Islamists, the Qadiyani’s has lost nerve. He said that Qadiyani’s are trying to harm our heritage and civilization and are working against us, our belief and faith in Sufi Islam.




23 cylinders seized from defaulters
Srinagar, April 28 (VOS)   A Joint team comprising of Dy Controller Legal Metrology (Consumer Protection) Mr. V. S. Sambyal and Sr. Sales Officer of HPCL, Pradeep Khyalia conducted raids to check the menace of misuse of domestic LPG cylinders by commercial establishments.
During the drive, a total of 23 cylinders have been seized from several sweet shops, hotels, restaurants from various parts of Jammu City viz Khullar Sweet Shop Kunjwani, Pahalwan’s meat shop Gandhinagar, Papa di hatti Gandhinagar, Navdurga Sweets Workshop Digiana which were found indulging in the malpractice of using domestic cylinders for their commercial uses.
It is also pertinent to note that the oil companies are losing millions of dollars on account of passing subsidy meant for household consumers. All the seized cylinders have been handed over to the oil companies for taking action under LPG Control Order.

                              
JK State Commission for Women organizes legal awareness programme

Srinagar, April 28 (VOS)   JK State Commission for Development of Women today organized a one-day legal awareness programme in collaboration with National Commission for Women on Female foeticide at New Millennium National College of Education, Sarore, Jammu.
          Chairperson State Commission for Women Mrs. Shamim Firdos was the chief guest on the occasion while Ex-MoS Mr. Rampaul was guest of honour.
          Mrs. Shamim Firdos emphasised the need for creating awareness regarding the eradication of social evils like dowry system, and other crime against women. She also advocated for grating the reservation to women in all the fields.
