‘PDP habitual of selling good deeds of others under their brand name’

Srinagar, April 25 (VOS): Stating that Indo-Pak relations have direct bearing on the peace and development of Jammu and Kashmir, Chief Minister, Omar Abdullah Wednesday expressed the hope that the restoration of dialogue process between the two countries would be carried on to the logical end. Addressing a huge public gathering here, the Chief Minister said that the peace was pre-requisite to economic prosperity and all round development. “You have witnessed the benefits of peaceful 2011 in the shape of economic activities with fast tracking of development across the State”, he added.  The Chief Minister said that while his government is facilitating political addressing of the political issues of Jammu and Kashmir with focused attention, it is wholeheartedly involved in the resolution of day-to-day problems of the people making justice and equitable development benchmark of governance.
            “History is witness to the path breaking and innovative initiatives taken by the coalition government in the State on political and development fronts to restore peace and march ahead on road to prosperity”, he said listing the major achievements registered during the last three years in the State present dispensation with special reference to the comprehensive development in the sectors relating to the delivery of basic amenities to the people. He said the government has reached out to every area in the process of development with a committed approach to seek welfare of all areas and all sections of the society equitably. Denouncing People’s Democratic Party’s petty politicking and false propagandist approach to astray people and divert their attention from the large scale development process set in by the coalition government in the State, Omar Abdullah said that self praising and slogan raising has remained characteristics of this party since its inception. “This party (PDP) is habitual of selling the good deeds of others in their own name”, he said adding that the party miserably failed to deliver on its own when it was at the helm in the State. Citing the example of opening of Uri-Muzaffarabad road by the two heads of the countries of India and Pakistan, the Chief Minister said that the leadership of the party (Mufti Mohammad Sayeed, Ms. Mehbooba) are still selling the initiative under their brand name. “Same is case with so many other initiatives”, he added. Taking PDP leadership to task for fooling the people on various counts including on the issue of corruption, the Chief Minister said that during the PDP dispensation, the party did nothing solid to address the menace of corruption. He said it is his government which constituted State Accountability Commission, strengthened Accountability Commission and brought in Public Service Guarantee Act to check the corruption at all levels and book the culprits under the law.
            “Removing a few officials from service to pretend to be against corruption is something else and enforcing law to bring everyone from top to bottom in the government under the public scan and subservient to the law of the land is something different”, he added taking another dig on PDP which during its tenure removed some officials from the service on corruption charges but most of them re-entered back in the service through court verdicts as the cases where too weak to stand the test in the court of law.
            Omar Abdullah said that peace and progress with thrust on creation of economic activities and job opportunities is the endeavour of NC-Congress alliance. “We are working to mitigate difficulties of people and restore peace and stability in the State”, he said adding that the impact of balanced development unleashed in the State during the last three years is amply visible on ground. “The next three years will witness further fillip and fast tracking of development in the State”, he said.
            On Public Service Guarantee Act (PSGA), Omar Abdullah said his government has empowered people to obtain some 50 public services from 6 departments of Power, PHE, CAPD, Housing, Transport and Revenue in a time bound manner. He said the government functionaries have been made responsible for delivery of services in a time bound manner to the consumers. “Any official to be found showing laxity or failing in providing the particular service in a fixed time frame is liable for a fine up to Rs. 5000 which shall be deducted from his salary”, he said explaining that a portion of this fine will be given to the affected consumer as compensation.
            “My government has effected topsy-turvy in the prevailing system of service delivery”, he said adding that instead of paying bribe for getting smaller services like electricity or water connection, ration card or driving license, revenue papers or house building permission, state subject or category certificate, the consumers would now get compensation out of the fine imposed on the erring officials for not delivering the service in the fixed time limit.
            Thanking the people for their wholehearted support to the Chief Minister and his government, Omar Abdullah asked them to strengthen the communal harmony and brotherhood at all costs. “Some vested elements would try to wedge apart you in the name of region, religion, caste and creed, but you have to exhibit your resolve to maintain State’s rich ethos of mutual love and brotherhood prevailing between various sections of the society and between various regions”, he said.
            On the development of Darhal area, Omar Abdullah said that during the last three years over Rs. 8.35 crores have been spent in the area on the upgradation of education. He said 18 new primary schools have been opened, three middle schools upgraded to high schools level, 40 primary schools upgraded to middle schools level besides regularizing 180 Rehber-e-Taleem teachers. Another Rs. 90 lakhs are being spent on Darhal schools for upgradation of infrastructure.
            Stating that he will work out sanctioning Rs. 2.40 crore Grid Station at Raqeeba in Darhal area, the Chief Minister said that power development project involving Rs. 12 crore for the area has already been presented to the Centre Government for funding. He said another project for tourism development costing Rs. 8 crores is also in the pipeline for Darhal. He said Rs. 1.70 crore are being spent on the improvement and upgradation of tourist facilities in the area.
            The Chief Minister said that Rs. 8 crores have been spent on the water supply schemes in Darhal area during the last two years while more schemes costing Rs. 16.40 crores have been sanctioned. He said Rs. 18.70 crores are being spent in the area under NABARD to improve and upgrade road communication sector.
            On the demand for Degree College at Darhal, Omar Abdullah said that the college for the area would be actively considered in the next lot of colleges to be sanctioned for more areas in the State. “My endeavour would be to include Darhal Degree College in the next list of colleges to be granted to various areas”, he told the people amidst applause.
            Minister for Forests, Mian Altaf Ahmad in his speech castigated People’s Democratic Party for indulging in undemocratic and anti-people activities. He said this party’s only agenda is to mislead people and create wedge between various sections of the society. He said the party leadership tried its hard during the last three years to throw mud on National Conference but failed miserably as ‘lie has no legs to stand upon’.
            Mian Altaf listed the achievements of the government led by Omar Abdullah and said that the unblemished character, dynamic leadership and vision of Mr. Omar Abdullah is set to steer the State towards the goal of peace and prosperity.
            The public meeting was also addressed by Minister of State for Tourism, Nasir Aslam Wani, former Minster, Mirza Abdul Rashid and Provincial President, NC, Rattan Lal Gupta.
            Earlier Chief Minister, Omar Abdullah paid obeisance at the Holy Shrine of Baba Ghulam Shah Badshah popularly known as Shahdara Sharief, situated on a hillock amidst Pir Panchal range about 6.5 kilometres from Thana Mandi on Rajouri-Poonch road. He prayed for the peace and prosperity of the State and well being of the people.
            Omar Abdullah laid foundation of Baitul Zaireen and other allied works at Shahdara Sharief.
            The main component of the building complex is a double story structure to be completed at a cost of over Rs. 2.63 crores. There will be 20 rooms attached with bathrooms, two suits; two dormitories with 10-bed capacity, dinning-hall for 40 persons, one kitchen, one cater room and a store.
            Minister for Forests, Mian Altaf Ahmad, Minister for Tourism, Nawang Rigzin Jora, Minister of State for Tourism, Nasir Aslam Wani and Minister of State for Power Shabir Ahmad Khan were present on the occasion.
            In the morning, the Chief Minister met various deputations from different political parties, social organizations, advocates, traders and representing different areas of the district.
            They apprised the Chief Minister matters pertaining to their concern. He gave patient hearing and said that the genuine demands projected in the memoranda would be given due consideration.
            The Chief Minister in the officers meeting directed the district administration to devote fullest attention for assuring time bound public service to the people. He also laid stress for completing the schemes well within the targeted time frame.
            Omar Abdullah directed for exploring possibilities of expanding animal rearing activities and upgrading sheep farms in the district. He also asked for formulating befitting scheme for the welfare of cocoon producers of the area.
            The Chief Minster was also apprised that over Rs. 120 crores have been spend in Rajouri district during the last year on various development projects under the district plan and allied schemes.

Srinagar, April 25 (VOS):  Accusing ruling National Conference and Chief Minster Omar Abdullah  of putting the honor and authority of Legislative members to disrepute, Dy. Speaker of the Jammu and Kashmir Assembly and MLA Devsar Sartaj Madni has alleged that Chief Minster’s chair was being misused to gain political mileage and benefit the National Conference workers.“More than 50 Lakh rupees have been spent on CM’s directions in my constituency without consulting me and that too through little known persons to give them monetary benefit.” Madni told VOS.
He said that during the board meeting which was chaired by the Chief Minster Omar Abdullah, he had asked for additional 10 lakh rupees for the water supply scheme from Qazi Gund to Kund, which he claimed Chief Minster out rightly refused. “If I as MLA of the area could not get 10 lakh for my people, wherefrom Omar could manage 50 lakh in the same constituency and that too without taking me on board.” Asked Madni, adding that it was a ‘conspiracy’ to encroach into the powers and authority of MLA’s.Dy. Speaker while expressing his displeasure over the move told VOS that Omar’s chair was being misused and the institution of Chief Minster was being compromised and at the same time efforts were being made by the ruling party to undermine the authority of the legislatures.“More than 50 lakh rupees have been drawn vide Dy. Commissioner Anantnag’s letter no’s. DDC/A/Power/2455-59 dtd. 17-3-2012 and DDCK/2011-2012/7404/08/28-3-2012 for creations of 100 KVA substations at New Colony Qazigund, Wgay Mohallah Qazigund,Budrgund Mohallah Kulgam and installation of high mast lights in Qazigund Town on Chief Minster’s direct intervention.” Claimed Madni. He accused Chief Minster and his associates of indulging in encroachment of power jurisdiction of MLA’s and allegd that this all was done to benefit the National Conference workers and undermine his (Madni’s) position as MLA.
Meanwhile Deputy Commissioner Anantnag Kifayat Rizvi told VOS that there were instructions from the Chief Minster to undertake such works which were done after the authorization form his office. He also added that Madni has identified two schemes for a probe which were found baseless after investigation.




State govt.  Mulling to privatize ‘Centaur’ after taking its control.

Srinagar, April 25 (VOS):  After being forced to cancel the underhand deal between Air India and a Mumbai based Private company regarding the transfer of ownership of  Hotel Centaur , State government is reportedly working on a plane to privatize the premier property after taking it over form Air India who holds the property rights of the hotel. “ A letter from the Tourism department has been shot to Air India regarding the transfer of the property to state government in the beginning of this month.” A source, wishing anonymity told VOS, adding that department has in the same letter indicated of opening the property for privatization after taking it over from the Air India. pertinently Tourism Minster Nawang Rigzan Jora along with his deputy Nasir Aslam wani have been assuring of taking over the hotel after a ‘secrete deal’ between Air India and a Mumbai based Private company ‘ D.B &Royalty’ was unearthed last year. Media reports had suggested that Congress State president Prof. Siaf u din Soz along with Centaur Hotel association leaders were the front runners to oppose the deal. The association leaders have not again threatened of dire consequences if according to them Govt. does not desist from privatizing the hotel .“ Its local employees have braved all odd days to keep it going and we will never allow its privatization.” Mufti Iqbal, President Centaur Hotel Coordination committee told VOS. Other associations have also joined hands with coordination committee and have said that every such effort would be opposed tooth and nail.


NC govt. clueless on development needs of Sgr. : Mehboba

Srinagar, April 25 (VOS): Addressing a series of meetings in the Amirakadal Assembly constituency here today Peoples Democratic Party (PDP) president Mehbooba Mufti lashed out at the government for failing to respond to the development needs of the capital city. “Painting a few places on the eve of office move or redoing road dividers to benefit favorite contractors is no development while the city is facing a unprecedented crisis of infrastructure deficit” she said. “It is like treating leprosy with cold cream” she remarked while articulating the problems faced by the people. The meetings were held at Ikhrajpora, Chhanpora. On this occasion Secretary Coordination Ab Hameed Kosheen,  District President Mohd Ashraf Mir, Saifudin Bhat, Aadil Jan, Nisar Ah Mandoo, Zone president Mohd Rafiq Wani,Parvez Ah, Manzoor Ah , Youth district president Jahangir Wani were present on this occasion. Shabir Ahmed and Aijaz Ahmed also joined the party on this occasion  
Mehbooba said while the entire state was reeling under misgovernance, Srinagar had been held hostage by a clueless government that has neither a vision nor the capacity to execute any plans. Money received for the development of city, its water supply, drainage system, road up gradation, construction of flyovers, power supply or traffic management is straightaway going into the pockets of politicians who have sucked the blood of this city for decades. She said it is as a result of this loot of national resources that Srinagar is now not only becoming discomforting to its citizens but life threatening as well on account of dog menace, dug up roads, dark streets and open manholes.
The PDP president said the ruling National conference is accusing the opposition for all its ills as if we have to teach them how to govern, be honest and progressive. “While we point out the gaps in governance with all sincerity for the benefit of the people, the government becomes uncomfortable owing to its arrogance and intolerance” she said while it results in punishment for the people. “Srinagar is getting punished as if for electing eight MLAS from the city and an MP, though it is by now acknowledged universally as to how tactical rigging was resorted to for NC’s benefit on account of a low turnout in previous elections” she maintained. She said the NC was hoping to repeat the same tricks in future and was therefore least bothered about the fate of the city but advised people to see through this game that has allowed the party to rule them without a mandate.
Referring to the delay in holding civic elections Mehbooba said the government was concocting alibis to continue to rule the urban areas through their blue eyed officials who help them perpetuate unauthorized constructions and backdoor recruitments. She pointed out that the civic elections were due in 2010 and since then three winters and lean tourist seasons have passed but even now it is in no mood to conduct these elections. “However, they can only delay and not deny the right of the people to have an elected civic body that is empowered sufficiently and is accountable to people” she said.
Mehbooba said the NC was raising dead issues like the 1975 accord only to divert attention from its disastrous performance in government. She said the accord between Sheikh Sahib and Mrs Indira Gandhi was only a power sharing arrangement after the late Sheikh Sahib sold out the sacrifices of his colleagues and followers. “That arrangement is carrying on between their descendants while the interests of the state, one after the other, in the shape of water and power resources or institutions like the J&K Bank are being sold out brazenly”. She said now the autonomy under the NC has been diluted to such an extent that the state has to go by central diktats even on the level of dog population to be maintained in Srinagar. “I wonder how Omar Abdullah can live comfortably in his luxury while more than 50 human beings are bitten by dogs just in Srinagar in what has rightly been called a blood bath” she said and wondered whether the rulers were taking a vicarious pleasure out of the death dance on streets of Srinagar.
Mehbooba said the NC had greatly contributed to disempowerment and degeneration of the historic Srinagar city and its people. She said first they exploited the people here emotionally for decades, alienated them from rest of the country and then took on the role of “setting them right” through task force, POTA and now fake police cases. “It is a cruel irony that the killers of 120 persons in 2010, actors of Haji Yusuf murder and swindlers of cricket money are ruling the state and enjoying luxuries while thousands of young men who protested democratically continue to be treated like criminals” she lamented. She said only about 400 cases were being processed for withdrawal out of 5000 FIRs against the youth accused of stone pelting and regretted how an entire generation of bright, young and conscientious Kashmiris had been maligned throughout world by the NC led government. But she assured the youth who were present in large numbers in these meetings that with their help and co operation the state would be delivered from the tyranny of NC and its cohorts.






MGNREGA wage rate to be increased: Sagar

Srinagar, April 25 (VOS): The wage rate under MGNREGA would be increased from the existing Rs. 131 to 150 to speed up its implementation at the ground level.
The information was given in the 4th State Employment Grantee Council meeting held here today under the chairmanship of Minister for Rural Development, Panchayati Raj, Law Justice and Parliament Affairs, Mr. Ali Mohammad Sagar.
Mr. Sagar while impressing upon the officers to ensure that the implementation of the scheme said that we have to devise an effective and proper mechanism so that it is speeded up and funds so earmarked are judiciously. “Due care should be maintained while formulating the list of beneficiaries of the scheme and in this regard proper and systematic verifications should be conducted so that the benefit of this flagship scheme reach the genuine persons” he maintained.
Expressive satisfaction that the scheme has registered tremendous strides, the Minister complimented the officers and maintained that the comprehensive plan for convergence of the scheme with schemes of other departments, so that the scope of this flagship programme which has been instrumental in changing the rural landscape can be broadened.
While referring to the engagement of supporting staff under MGNREGA, the Minister said that a comprehensive and foolproof mechanism should be evolved so that meritorious and deserving candidates can be appointed which would go a long way in speeding up the implementation of the scheme.
It was also given out in the meeting that an amount of Rs. 2191 crore has been earmarked as labour budget under MGNREGA for the current fiscal.
Minister of State for Rural Development, Mr. Ajaz Ahmad Khan, Commissioner Secretary RDD, Mr. Farooq Ahmed Peer, Directors Jammu/Srinagar RDD, and other senior officers were also present on the occasion.



PDP condemns police action on Panches and Sarpanches in Anantnag

Srinagar, April 25 (VOS):  Peoples Democratic party today condemned the official highhandedness  in denying permission to a body of Panches and Sarpanches to hold a conference in government Dak Banglow Anantnag.
A spokesman of the party said that this was yet another instance of the NC led governments arrogance and intollerence of democratic institutions. The Panch body called as J&K Panchayati Raaj Movement which cuts across party affiliation had planned to hold a day long conference at Khanabal and had even made the booking of the hall as provided under rules. But, at the last moment the administration denied the permission and deployed police to disperse the participants.
The spokesman said the Panches and Sarpanches  are exercising their democratic right in demanding empowerment of the Panchayat institutions.
He reiterated that PDP would not rest till a genuine three tier panchati Raaj system was established in the state with full powers as is being enjoyed by rest of the country.



One way traffic on Sgr-Jmu highway.

Srinagar, April 25 (VOS):  In view of ensuing annual Darbar, authorities have decided to allow one way traffic on Srinagar- Jammu highway “ There will be only one way traffic from Jammu to Srinagar on the National Highway 1A on 28th and 29th April, 2012 and further on 5thand 6th May, 2012.” A statement from police media centre to VOS said on Wednesday. It added that no vehicle shall be allowed to proceed Jammu on these days.

 2 PERSONSARRESTED
Srinagar, April 25 (VOS): Baramulla Police was receiving regular complaints that CADP Government ration supply is finding its way to black marketing in Baramulla, tracking one such information today on 24.04.2012 Police Baramulla  raided Yasin General Store at Gulnar Colony, Baramulla and  seized 185 bags of Rice, 05 bags of Atta and 04 bags of Sugarof Govt supply meant for poor and general people and  Bashir Ahmad Kanroo @ Bashir Shinwari and Mohd Yaseen Kanroo @ Yaseen Shinwari R/O Khawaja Sahib Old Town Baramulla S/O Noor-ud-Din Kanroo were arrested from the spot. In this regard Case  FIR No. 93/12 U/S 420, 409, 120-B RPC;3/7 Ec Act stands registered in PS Baramulla & investigation has been taken up. During the course of preliminary investigation it came to surface that the Government Ration (CAPD supply) has been misappropriated by the officials of CADP department and illegally sold to the private traders for earning illegal profits.  The CAPD supply was being opened in the godown near Gulnar Park and was being  repacked/resealed into other bags and labelled as “Double Apple Brand”  and then sold  in the open market  to traders on  exorbitant rates to earn illegal profits. Both the accused persons have been arrested and put behind the bars. Further investigation is going on and more arrests and recoveries are expected in due course of time.People of general area hailed the timely action of Police Baramulla
                                                                                                     


      


AMK welcomes Mirwaiz’s statement on Kashmiri language

Srinagar, April 25 (VOS): Adbee Markaz Kamraz (AMK) hails the statement of Mirwaiz Umar Farooq in which he urged educational institutions to promote Kashmiri language and make it part of curriculum.AMK has always been stressing for collective efforts of Kashmiri society, irrespective of political and religious ideologies, to preserve and promote its mother tongue. The statement of Mirwaiz is heartily welcome, and AMK expects all other religious leaders, preachers and scholars to follow the stand of Mirwaiz vis-à-vis the importance of their mother tongue.
AMK appreciates the realisation of Mirwaiz that Kashmiri language is our identity and if we ignore our mother tongue then we will lose our identity. We request all political and religious leaders to share the concern of Mirwaiz and realise that Kashmiri language is our asset and we should promote it. AMK is working since decades to ensure Kashmir language is made integral part of curriculum, as it believes that is a potent way to promote and preserve the language.
“Mirwaiz Manzil has remained a platform of Kashmiri language, and we hope Mirwaiz Umar Farooq will revive this platform for the larger cause of Kahsmiri language which is our identity and pride,” said Dr Aziz Hajni, president AMK. “Kashmiri youth must help usher in change”

Srinagar, April 25 (VOS):  The youth should join politics to change the system and fight corruption, National Conference spokesman, Tanvir Sadiq said here on Wednesday while exhorting the youth to join the National Conference (NC). “National Conference under the dynamic and young leadership of Omar Abdullah has opened its doors to the young generation,” he said.

Adding that there is a greater realization with the youth of today that worldwide they sow the seeds but the harvest goes to a generation that only makes speeches. “There is a resolve that youth has to decide their future and a world he wants to live in,” Tanvir said.

He said, “In this new world order no one can afford to ignore the aspirations of youth and its dreams”, adding the entire Kashmir leadership has a moral obligation not to allow the peace loving people to become hostages of enemies of peace”. He remarked.

Emphasizing that the youth are the future of the state, National Conference Spokesman, Tanvir Sadiq, said that the party leadership is in a continuous process of empowering the youth to shape their own destiny.

Emphasizing the need to involve the youth into politics, Tanvir said, "The only way to change the political system is to bring youth to politics. The National conference party has opened the doors for the youth to join politics," Tanvir said adding that people are inspired by the policies of Chief Minister Omar Abdullah.

Inviting right thinking young men to join National Conference for its free and fair process, Tanvir said, “Anyone can come and join politics as there is a free and fair process "You don't need to belong to a political family or know a political heavyweight to join NC. “NC reflects voices that are democratically elected. Kashmiri youth must help usher in change," he added.

Assuring them that very soon will the Youth National Conference be functional, up and running with office bearers and new faces, the spokesman said, “the youth have to galvanize it-self in the face of political challenges”

Describing the Youth as the life line of NC ", he said "National Conference experience with the educated youth of Kashmir can change the Kashmir.

Enumerating the importance of the youth, the spokesman said, “According to the present configuration of our population we have 60% in the age group 25 to 35, the Chief Minister apart from others is committed to make that 60% self reliant and explore avenues for them so that their skills are used to benefit the state and reduce unemployment”, said Tanvir.

Talking about the initiates taken by the Omar Abdullah led coalition to address the youth; The Party Spokesman said “Udaan”, Entrepreneurship Development Institute (J&KEDI), “SKEWPY” “Employment exchange” the foray of many corporate houses in J&K and numerous tourism related programs are some of the steps taken by the National Conference, to address the unemployment.

“It was Chief Minister Omar Abdullah’s personal interest that the Central government started the “Udaan” project which will over the next 5 years provide 40,000 graduate and post-graduate students of Jammu and Kashmir State, employment and skill by imparting various trainings outside the State to ensure job opportunities for them in the corporate sector, Party Spokesman said, adding that, (J&KEDI), is a pioneering institute of entrepreneurship development in the state of Jammu and Kashmir which has not only been a success among the young men but has also helped everyone to start their own ventures” He said.

Talking about “SKEWPY” Tanvir said, “The voluntary services allowance of this program is given on a monthly basis through concerned district employment centers, adding that this policy is a step towards focused and coordinated response to the challenge of employment and it has succeeded to a large extent”.

Govt. enacting law to protect Hindu shrines, temples in Valley: Taj
            Jammu, April 25: Minister for PHE, Irrigation & Flood Control, Mr. Taj Mohi ud Din today said the Government is enacting a law to protect Hindu shrines and temples in Kashmir from being misused by some unscrupulous elements.
            Interacting with a deputation of Kashmiri Pandits here today, the Minister said the Government has already ordered that no fard is to be issued in respect of such properties. He said Kashmiri Pandits are an important constituent of Kashmiri culture and the majority community there also looks forward to their return back home.
            Mr. Taj said the Government is contemplating a law to protect the shrines and temples of Pandits in the Valley. He expressed concern that some non state subject unscrupulous elements were forcibly occupying these temples and later selling them.
            The deputation thanked the Minister for the keen interest in the issue and sought redressal of other issues also confronting the community.
            Minister for Tourism & Culture, Mr. Nawang Rigzin Jora was also present in the meeting.
PL, JPL being merged; Chib envisions JK cricketers participation in IPL
            JAMMU, APRIL 25- Minister for Medical and Technical Education, Youth Services and Sports, Prof. R.S. Chib today indicated merger of two regional premier leagues into a unified Jammu and Kashmir Premier League, with an avowed objective of preparing cricketers for representing State in Indian Premier League.
            Talking to media persons here this afternoon, the Minister spelled out broad contours of measures being taken to popularize sharpen talent by providing best coaching facilities to such of the players, who excel in all departments of the game. The purpose, he said, is to have best of the cricketers to represent Jammu and Kashmir in various tournaments.
            “The budding cricketers should excel in the game and carve out a space for themselves in the national contingents”, he said assuring all possible governmental help in this regard.
            The Minister said that the State’s Youth Services and Sports Department and Sports Council will strive for all possible assistance from Board of Cricket Control in India (BCCI) and hoped that best coaching will be made available to the budding cricketers. He acknowledged the help already being extended by Jammu Kashmir Cricket Association, headed by Dr. Farooq Abdullah and the patronage of Chief Minister Mr Omar Abdullah, who are keen to see cricket flourish in the State.
            Prof. Chib said that holding of Kashmir and Jammu T-20 Premier Leagues would not have been possible but for the great help provided by the Army, which remained in the forefront in organising various sports tournaments. “In fact, the Army played like a catalyst to advance sports activities in the State”, he said and expressed gratitude to the Army for its civic action programme under Operation Sadhawana. He said this has helped in transforming the attitude of the rural population towards development in recent times.
He said that two decades of turbulence caused big loss to the sports infrastructure which is being reconstructed anew by the Coalition Government. He further said that the department is creating modern sports infrastructure in the State by constructing stadia in every nook and corner with focus on encouraging rural sports. He described sports as best medium to channelise energies of youth in a right direction besides saving them from being caught in the web of social evils.
Referring to the launch of PYKKA for promotion of rural sport, Chib said a significant headway has been achieved in motivating rural youth towards sports and creating necessary infrastructural facilities in various rural areas. Efforts are underway to expand its coverage to hither to uncovered areas; he said adding that already 14 blocks have been brought under the programme.
            Encouraged by sports activities gaining momentum in the State, Chib said such events are an attempt to further promote various games especially cricket besides harnessing the sports potential of budding players. “Such prestigious events are organized to give a big boost to cricket at domestic level and to build local talent”, he added. He was optimistic that Jammu Premier League will also turn into a big success and help take State’s cricket to highest pinnacles. “If we build on this platform over the next few years, we will have a format that could revolutionize the sports world of the state, he opined.
            About the Finals of Jammu Premier League, he said the winning team will be awarded Rs. 5 lakh while the runner up team will get Rs. 3 lakh. The man of the match and man of the series will get Rs. 1 lakh each.
            Prof Chib said that Chief Minister Omar Abdullah will be the chief guest on the occasion.
            Among others present were Secretary to Government,  Youth Services & Sports, Mr. Vinod Koul, Director Information, Khawaja Farooq Renzushah, Director Youth Services & Sports, J. P. Singh, Secretary Sports Council, Mr. Kiran Wattal, Brigadier 16 Corp Mr. Rawat, Member BCCI, Mr. Ranjeet Kalra and other senior offices of different departments.
Rather expressed anguish over the damage caused by hail storm

            JAMMU APRIL, 25:- Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather has expressed anguish over the loss caused to horticulture and other crops due to heavy hail storm in Pakherpora of his constituency and adjoining areas today.
He has directed the district administration to send survey teams immediately in the affected area to assess the quantum of loss caused to agriculture and horticulture crops so that compensation is given to the affected families. 
Treasury Officers asked to exempt pensioners unable to attend the treasures in person
JAMMU APRIL, 25: The State Government vide government Order No. 283-F of 2011 dated 13.12.2011 reiterated the provisions of rule 5.81 of J&K Treasury Code Volume I made it obligatory for the pensioners drawing their pension from treasury or bank to appear before the Treasury officer of the area. It was clearly shown in the said Government order that the pension for the month of March, 2012 payable in April 2012 shall not be paid without the requisite verification. Despite lapse of three months a small number of pensioners had come for the requisite verification as a result of which the period of such verification was extended upto May 31, 2012 indicating therein that pension for the month of May 2012 payable in June, 2012 shall not be paid without requisite verification.
It was clarified that the procedure for such verification is given in detail in rule 5.79 to rule 5.82 of J&K Treasury code, volume I where under treasury officers can exempt such pensioners who are unable to appear in person and depute a member of the treasury staff to their residence for such verification. The Treasury officers are also required to adopt an advisable system for conducting verification of these senior citizens. 
All the Treasury Officers are hereby advised to attend to this important job on top priority and give a specific date on which the verified PPOs can be handed over to the pensioners. The Treasury Officers shall record the verification certificate on the PPOs and collect Centralized Personal Information System (CPIS) forms duly filled up from the pensioners appearing in person to their treasuries. No other form other than CPIS forms is required to be filled in by the pensioners/treasury/bank.
The Treasury Officers, the Bank Managers of the concerned branches of J&K Bank have been directed not to seek any form/forms, from the pensioners and a simple certificate is required to be written on the PPOs that the pensioner has presented himself/herself for the prescribed verification.
Doodh Pathri all set to welcome tourists

            DOODH PATHRI (BUDGAM), APRIL 25: A State of Art Tourist Reception Centre (TRC) coming up at a cost of Rs. 3.27 crore at Virgin Tangnar, Doodh Pathri tourist destination would be commissioned within 5 months. This basic tourist infrastructural facility shall give a major boost to tourist influx to Doodhpathri, known for its virgin natural beauty.
            This was revealed during an inspection of various tourism related infrastructure working going on in the Doodh Pathri by a high level team of engineers and officers led by District Development Commissioner, Budgam, Mr. Mohammad Rafi.
            The construction work on Budgeted Accommodation comprising 20 rooms at Doodhpathri is also going on in full swing at a cost of Rs. 3.64 crore which is expected to be completed in June 2013. Meanwhile, construction of 7 huts has been completed and is ready.
            The Chief Executive Officer, Doodh Pathri Development Authority informed the visiting team that on way from Rayar to Doodh Pathri to Shaliganga River, view points, rain shelter shed, parking places and food courts have been constructed for the tourists.
            The District Development Commissioner instructed the Engineers of Power Development Department, Public Health Engineering and Roads and Buildings, to complete upgradation of electricity infrastucture, road connectivity and drinking water facility in the Doodh Pathri tourist resort well in advance as the tourism season has set in, adding that intending tourists should not face any inconvenience on this account.
Power shut down on April 30
            SRINAGAR, APRIL 25: According to Power Controller, Power Development Department, Kashmir to ensure un-interruption power supply to the Civil Secretariat, Srinagar and other vital installations during the upcoming Annual Darbar Move, the branch cutting and other urgent repairs on the Receiving Stations of Exhibition and Karan Nagar is being under taken hence the power will remain off in areas fed from these receiving stations on April 30, 2012 from 9.30 a.m. to 5.30 p.m.
Creation of 165 posts in PDD in offing: Rather
State power sector to be made operationally efficient
JAMMU APRIL, 25: A high level meeting of officers was held here today under the chairmanship of Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather with the objective of making state power sector operationally efficient, financially viable and competitive.
Minister of State for Power, Mr. Shabir Ahmad Khan, Principal Secretary Finance, Mohammad Iqbal Khandey, Principal Secretary PDD, Mr. Sudhanshu Pandey, Secretary PDD, Mohammad Altaf, Director Codes, Dr. Mohammad Ishaq Wani, Development Commissioner Power, Manzoor Ahmad Salroo and Secretary Technical PDD, Mr. Asghar Ali Majaz were present in the meeting.
Detailed power point presentation was made by the Principal Secretary PDD, Mr. Sudhanshu Pandey along with consultant ‘Price Water House’ engaged for the job.
The meeting discussed threadbare the reorganization map prepared by the consultant for the existing Power Development Department.
It was agreed in Principle that the new dispensation will require creation of 165 posts which includes 67 posts to be upgraded from the existing ones. The meeting also agreed to move the proposal to finance department for its concurrence for Power Development Department.
The Minister on this occasion said that reorganization of Power Development Department is necessitated by coming in vogue of J&K Electricity Act 2010 which includes provision for creation of transmission, distribution and trading utilities besides creation of State Electricity Regulatory Committee (SERC) which is already in place in the State and is fully functional.
Other key provisions which came under discussion include formation of State Transmission Utility, constitution of State Load Dispatch Centre and constitution of State Electricity Regularity Committee.       
JAWAHAR INSTITUTE OF MOUNTAINEERING & WINTER SPORTS ORGANISES ADVENTURE COURSE

Jawahar Institute of Mountaineering & Winter Sports (JIM&WS) and
Kendriya Vidyalaya Sangathan regional Office, Jammu jointly organized
Adventure courses for 55 Kendriya Vidyalaya Schools in different parts
of Jammu & Kashmir.

According to a press release issued at Srinagar today during these
courses approximately 1300 participants were exposed to rock craft
environment awareness, flora and fauna, trekking and first aid at
different sub-training centres of the Institute viz. Pahalgam, Sanasar
& Bhaderwah..

Speaking on this occasion Principal Jawahar Institute of
Mountaineering and winter sports Colonel Virinder Singh apprised the
participants the importance of Adventure Sports and the importance of
clean surroundings and spread awareness to protect environment in the
midst of increasing Global warming. He also appreciated the efforts of
Shri PK Koul Assistant Commissioner Kendriya Vidyalaya Sangathan for
sponsoring the Kendriya Vidyalaya students for adventure courses.
JIM&WS today concluded with its 26 days long Basic Mountaineering
Course Ser.93 conducted at Pahalgam for 40 J&K Armed Police SDRF
personnel (1st and 2nd Battalions) and 13 private participants from
all over the country during which training was imparted on
mountaineering skills, casualty evacuation in mountains and snow bound
