In absence of consensus, Hurriyat’s Pak visit won’t be fruitful: Salahuddin
“India projecting elections wrongly”, panchs, sarpanchs should listen to their conscience”
 “Hanging Guru would cost them dearly”
Srinagar, Dec 02 (VOS): Terming the ‘framing of a common strategy and joint programme’ by the resistance leadership as a need of the hour, United Jehad Council Chairman Syed Salahuddin said the upcoming visit of a Hurriyat delegation to Pakistan would not be fruitful in absence of a consensus among the separatists.
 “Unless and until the two factions of the Hurriyat Conference along with the other resistance leaders devise a mutual programme and a common strategy after reaching a consensus, their Pakistan visit is not going to be beneficial. If they have a common policy and speak in one voice, then only will their visits and interactions with Pakistani leadership be meaningful and decisive. Even if they remain in separate forums, a joint programme and common strategy will give weight to their voice”, said Salahuddin in a telephonic interview with VOS adding “However, since the Hurriyat has been invited to Pakistan, it is their right to decide on visiting the country and accepting the invitation. Whoever visits Pakistan and in whatever number, the visit should not be a mere photo opportunity”.
While talking to VOS, Salahuddin asked the civil society including Bar Association, Ulema to play their role in convincing the separatist leadership to devise a common strategy for taking the ongoing freedom movement to its logical end. He said that consensus among resistance leadership was a precondition for them to be able to convince India, Pakistan and International community on their view point.

On the ongoing election process for the 4 Legislative Council seats in the state, Salahuddin said that India was wrongly projecting elections in the state as expression of will by people and appealed Panchs and Sarpanchs to stay away from the process of elections.  “For the sake of sacrifices offered by more than 5 lakh Kashmiris, if the panchs and sarpanchs have a conscience or have even one bit of sympathy for the freedom movement, they should stay away from anti-movement activities”, said the UJC Chief adding “Although they project them (panchat members) and the elections as non-political, but on the other hand Indian Prime Minister and Foreign Minister equate them with a referendum in favour of India. Local pro-India political parties are cheating the panchs and sarpanchs and pushing them toward treachery with their people, however, they should decide for themselves and stay away from elections”, he added.
No against Amarnath Yatra or Yatris
While stressing that Kashmiris would uphold their centuries old tradition of hospitality and always welcome the Amarnath Yatris, Salahuddin called the construction of concrete road leading to the Amarnath cave and development of infrastructure as an effort to harm the “muslim-majority-character” of the Jammu and Kashmir state. “We are neither against Yatra nor against the yatris and Kashmiris have proven that over so many years”, he said adding that the leadership, civil society and common people in Kashmir should start a united struggle against the government’s move to build roads and setting up infrastructure. He said the Supreme Court’s directions to lay tiles on the Amarnath track will finally lead to building hotels, guest houses, hospitals and a mecademized road along the route. Drawing parallels with the Israeli occupation of Palestine, he said,“ The aim of such an exercise to to alter the demography of the state”, adding  ”Kashmiris are being projected as communal outside whileas fact is that there has not even been one communal clash in the entire history of Kashmir as against many pogroms of muslims in rest of India, not even one non-muslim brother was harmed in Kashmir”.
“Stop repeating “peaceful struggle” mantra”
Asserting that militant struggle was an indispensable part of the freedom movement, Salahuddin exhorted upon the separatist leaders to “stop needlessly repeating the mantra of ‘peaceful struggle’ time and again”.
 “With great humility, I request the Hurriyat leadership and other separatist leaders to stop repeating the term “peaceful struggle” needlessly. They know history better than me and I would want to know which military occupation ended by a mere peaceful struggle. They (separatists) should not give people a false hope that the Indian military occupation will end through a peaceful struggle. As is evident from Iraq,Afghanisatan and Vietnam, militaries in the past have only left countries through armed struggles”, Salahuddin stressed.
 “Military occupations don’t end merely through political struggle, conferences or seminars. The political leadership has been fighting on political and diplomatic fronts, however, they should not dissuade youth from the armed struggle. They should leave the armed struggle to the youth and hold their forte on political front”, the UJC chairman said ,adding “India is strengthening its military occupation in the state by upgrading rail, road and communication networks apart from illegally occupying agricultural and horticultural land including tourist resorts”.
“Hanging Guru would cost them dearly”
Salahuddin cautioned the state and central governments against hanging of 2001 parliament attack convict Afzal Guru saying “it would cost them dearly”. “Like lakhs of Maqbool’s were born after hanging of Shaheed Maqbool Bhat, thousands of Afzals will be born if they repeated the mistake”, he added.
“Concerned over plight of inmates, judiciary biased against Kashmiri prisoners”
Expressing serious concern over the plight of Kashmiri detainees in various jails in and outside the state, the UJC Chief accused the authorities of providing unhealthy, unhygienic and sub-standard food to the jailed leaders and activists, in an effort to harm their lives. “They are being deprived of medical aid and other basic amenities in jails”, he said while appealing people especially leadership, Bar Associations and human rights organizations to come to the rescue of detainees.
He said the Indian judiciary, including the Supreme Court, works under the influence of the political leadership. While terming the repeated slapping of Public Safety Act against Masrat Alam Bhat and decision of lifelong detention of Dr Qasim Faktoo as atrocious and illegal, the Hizb Chief accused the Indian judiciary of being biased against Kashmiri inmates. “If they were not biased, then the culprits in different massacres and killings like Gandebal, Chitisinghpora, Pathribal and Machil would not have been roaming free till date”, he added.
“Consultation with civil society is in the interest of movement”
Calling people and the civil society as the driving force behind any struggle, the Hiz Supremo said that taking the civil society into confidence was in the interest of the ongoing struggle. “People are the real power which decides the fate of movements. Whether the leadership goes to Pakistan, India or remains active in Kashmir, evolving a consensus after due consultations with opinionated people is in the interest of the freedom movement. There is no harm in consultations with people or the civil society at any stage”.  (VOS)


CJM Budgam to hold enquiry into “kidnapping” of girl
Petitioner alleges police taking side with accused
Srinagar, Dec 2 (VOS): District Sessions Judge Budgam has directed Chief Judicial Magistrate Budgam to hold an enquiry into a complaint filed by a girl who has alleged that she was kidnapped by some goons with the help of police. The applicant has also alleged sexually harassment by the accused.
The Sessions Judge has asked the CJM to hold and enquiry into the matter and report back to the court. The petitioner Mst Kulsuma resident of Darwan Chrari-e-Sharief had prayed before the court for judicial enquiry alleging that police was taking sides.
Kulsama who works as prerkars in Darwan in her petition alleges that one Jehangir Ahmad, also a prerkar, was persuading her to have illicit relationship with him.
“On November 10 at around 6:30 PM the accused alongwith help of some goons tried to kidnap me from a marriage party. However, some people rescued me and afterthat I approached the police station Chrari-Sharief for registering an FIR. But the same was refused,” the applicant said in her petition.
After refusal of the FIR, Kulsama had approached CJM Budgam on November 12 who directed the SHO to register the case. “The SHO registered the case under section 341 against only Jegangir Ahmad and has not taken any action against other accused. Instead he registered a case against the brother and other relatives of the applicant. The SHO even didn’t record the statement of the applicant to shied the accused,” the petition states.
After refusal by the SHO to record her statement, the applicant on November 27 approached the CJM Budgam for recording the statement. “The CJM asked the SHO verbally through muhrir court to appear with case dairy before the court on the same day. As the applicant alongwith her brother Mohammad Afzal and his grandfather Abdul Khaliq Mir were waiting for the case to be called one policeman in civvies asked the applicant to accompany him,” the petition reads.
“Outside the court, the applicant was bundled into a gypsy and was taken to P/S Chadoora where she was forced to write a statement against her wishes at gun point and was also threatened not to disclose the incident to any person,” the petitioner alleged.
The counsel of the petitioner Advocate Hafizullah Mir prayed before the Sessions Judge Budgam that keeping in view the facts and circumstances of the case, an enquiry be conducted into the matter through judicial magistrate and action as warranted by the law be taken against the SHO Shrar-e-Sharief and the police personnel who kidnapped the applicant from court premises in the broad day light. (VOS)

Pandit elected Chairman Anjuman-e-Moeen Sopore
Sopore, Dec 02 (VOS): Haji Abdul Ahad Pandit was today elected as Chairman of local social welfare society Anjuman Mo’een (AM) Sopore for the third term. He scored 236 votes while as his opponent Abdur Rasheed Parveen who bagged only 70.
Sources told VOS that the election for the post of Chairman of the Anjuman was held on Sunday at a local public School. “Out of 324 voters 308 casted their vote to express their choice. Pandit was elected Chairmamn after he got majority of votes against his opponent”, they added.
Elections were held under the observation of Chairman Election Board, Abdur Rasheed Pandit and its secretary Ghulam Mohammad Bhat.
Traders Federation (TF) Sopore has felicitated Pandit for getting elected for the third term. “Pandit has played a significant role and deserves appreciation. We congratulate him for getting elected again. We’re optimistic about his future performance and wish him all the best”, said Haji Mohammad Ashraf Ganie, a former chariman. (VOS)


Haseeb Tramboo’s house attacked in Jammu
Srinagar, Dec 02 (VOS): Unidentified gunmen fired upon the house of a valley based businessman Haseeb Ahmad Tramboo at Sector 7 Channi Himmat Jammu during the intervening night of 1st and 2nd December, sources told VOS.However, no loss of life or property was reported.
According to sources, Tramboo’s PSOs retaliated, however, the attackers fled from spot under the cover of darkness.
Meanwhile, talking to VOS, Tramboo confirmed the attack on his house by unidentified persons. “It was around 12:30 mid night. I heard some gunshots and called my PSO’s who were on the 2nd floor. One of the PSO retaliated firing from 2nd floor of house while another took position in the ground floor, both (PSO’s) shot several rounds”, said Tramboo. 
He said that PSO’s had witnessed the movement of two gunmen who were running away after retaliation from them (PSO’s). “The gunmen couldn’t be identified in the darkness”, added Tramboo.
He said that he immediately informed the local police station Channi Himmat, adding “Police party reached the spot within 10 minutes and cordoned off the house and started search operation in the area to trace assailants. In the morning all senior police officers including DIG Jammu visited my house”, said Tramboo.
When asked if the Police have registered case in the matter, “I’ve filed a written complaint in this regard before the police and I’m sure a case must have been registered”, he replied.
Pertinently, Tramboo is one of the leading contractors of Food Corporation of India from Kashmir and was also threatened by unidentified gunmen last year in Srinagar. (VOS)


Jr Asstt applicants want written test decision revoked
Srinagar, Dec 02 (VOS): While threatening the Services Selection Recruitment Board (SSRB) to revoke its decision of holding written tests for appointment of Junior Assistants in various departments, the shortlisted candidates threatened the board with legal recourse if their demand was not met.
The candidates alleged that the board authorities were inventing new methods of creating hurdles in the appointment as there was no practice of conducting such tests in the past.
A deputation of candidates told VOS that the notification for the posts of JA was issued on January, 2, 2009 and thousands of candidates had applied for the post. “We submitted the forms to SSRB in the prescribed manner and even the typing test was held in 2011, as per norms”, said the deputation members.
They said that after going through the typing test, a short list of selected candidates was  issued and they were directed to produce the original documents. “SSRB has now asked us to appear in the written test (Examination) before going for the interview.  It is for the first time that SSRB is asking candidates to appear in written test for the posts of JA”, they said. 
Candidates threatened that if SSRB would fail to revise its decision they would go to court for seeking justice, adding, “We’re sure SSRB will revise its decisions”.

Srinagar, Dec 02: Hurriyat leader and Chairman of Jammu and Kashmir Salvation Movement, Zaffar Akbar Bhat expressed grief over death of a social, pro Islam,pro freedom diginity,Ghulam Mohi udin Rafiqui at Bhagat Barzalla in Srinagar.
He in a condolence meeting at Baghat paid glowing tributes to him for his sincere efforts for Affected Families. He said that it is really sad to know we have lost a Honest, great personality, activist and senior citizen adding that our deepest condolences to Jenab Manzoor Ahmed,Mushtaq ahmed,Farooq Ahmed and other his family and relatives.
Emphasizing the need of unity of unity among the common masses, Zaffar Akbar Bhat said that differences among the people could definitely affect the ongoing freedom struggle. At the juncture unity is imperative for our success in Islam and Azadi.
He said that permanent peace and prosperity in South Asia is only possible when the Kashmir dispute is resolved in accordance with the Kashmiris’ aspirations.
Zafar Akbar Bhat maintained that the Kashmir dispute was tormenting the people of the region and would continue to do so unless it was resolved in accordance with the Kashmiris’ aspirations. He demanded an immediate end to the killings, arrests and other atrocities by men in uniform.


Kashmiri management professional bags prestigious CII award
Srinagar, Dec 02: A Kashmiri management professional has been awarded for “Best HR Practices” by  India’s prestigious industry body, the Confederation of Indian Industry (CII).  Sofi Zahoor,  Senior Director Human Resource – India and Japan Operations for the US-based Quark Inc. received the award for his outstanding contribution at a conference jointly organised by the CII in association with  Software Technology Park India (STPI) in Chandigarh. Zahoor is the first management professional from Kashmir to have been honoured by the apex industry body if the country. The conference was attended by S Gopalakrishnan, President Designate, CII & Co-Founder and Executive Co-Chairman, Infosys Limited, Adesh Partap Singh Kairon, IT Minister Haryana, Kris Gopalakrishnan, Co-Founder & Executive Co-Chairman, Infosys Ltd and Dr Omkar Rai, Director General, STPI besides over 500 including IT entrepreneurs, experts and practitioners. 
Last year, Zahoor became the first management expert to have  been invited by Mauritian Government to promote the country as a regional ICT/Knowledge Hub.  Hailling from border town of Handwara and  with a humble family background he was the first youth from Kupwara district to go for management career in mid-1990s. Before joining Quark, he has worked with multinational companies and Indian business across several positions during his more than seventeen years of career. Srinagar, Dec 02 (VOS): Amid stringent security measures, Jammu and Kashmir State is all set to go for the legislative council polls under Pnchayti Raj qouta on Monday. Prior to the polls, authorties had a marathone meeting at Srinagar on sunday to ensure that everything goes well on Monday. More than 33,000 Village heads are to decide the fate of atleast 37 candiditaes for the avaiklble 4 seats in the upper house under PR qouta. Sources told VOS that the ECI appointed observor for the polls Shantmanu held a hiugh level review meeting on sunday which was attended by Divisional Commissioner Kashmir Asgar Samoon, Inspector General Of Poilice Kashmir, S.M Sahai besides other senior civil and police officers. The meeting reviewd the final arrangements for Monday's polls.
Meanwhile MOS Home Nasir Aslam Wani told VOS on sunday evening that the govt. was committed to provide security to all the voters and the contesting candidtaes so that the poll process pass off peacefully. Among the total 145 polling booths, 57 have been declared sensitive whereas 42 have been identified as the hypersensitive where more security will be put in place. Autghorties have said that ateast 27 companies, 20 of them in kashmir alone of paramiulitary forces have been put on high alert .
Meanwhile all the security staff along with the polling material has been dispatched from disytrict headquarters late in the afternoon amid high security cover. Sources told VOS that the parties escorted by police contengents would reach to the polling booths during night where as the staff has already reached to far flung areas via chopers. The state would be going to LC polls after 38 years.
On the other side Divisional Commissioner, Kashmir, Dr. Asgar Hassan Samoon today reviewed arrangements with regard to smooth conduct of Legislative Council elections with all Deputy Commissioner through a video conference. He was informed that all the polling staff and election material have reached the polling stations. He also reviewed the arrangements made by the respective Deputy Commissioners for despatch of the polled Electronic Voting Machines to the counting centres.
Meanwhile, Divisional Commissioner, Kashmir also convened a meeting with chief election agents and representatives of various political parties and discussed various issues related to smooth conduct of election for two seats of Legislative Council under Panchayat quota being held on December 03, 2012.
The meeting was informed that 17,912 voters will exercise their franchise in Kashmir division at block level where polling material has already been dispatched. It was further informed in the meeting that Election Commission has authorised setting up of 04 special polling booths at Karnah, Keran, Buda-Nambal and Jumgund in Kupwara district because of inclement weather and snowfall in the area. “Polling material stands already airlifted to facilitate the voters of these areas”, informed the Divisional Commissioner.
The Divisional Commissioner assured that the election will be conducted in a free and fair manner and no violation of model code of conduct shall be tolerated.
Divisional Commissioner also asked the representatives of the candidates to furnish details of the counting agents by December 04, 2012 so that security passes be issued in their favour for counting of polled votes on December 06, 2012 at SKICC, Srinagar.


Geelani appeals panchs, sarpanchs to bocott LC polls: Geelani
“Mainstream parties paving way for sectarian disharmony”
Srinagar, Dec 03 (VOS): Reasserting that casting of votes in elections was detrimental to the the Kashmir cause, Hurriyat (G) Chairman Syed Ali Geelani has appealed Panches and Sarpanches to boycott the legislative council elections being held today.
In a statement issued here, Geelani has said that those who damage the Kashmir cause are “committing sin and hurting the sacrifices offered by martyrs”.
 “India is using these elections as a tool to justify its occupation in Kashmir and those who caste votes, damage the Kashmir Cause”, reads the statement.
Geelani said,“Panches and Sarpanches are a part of our society and they themselves have presented various sacrifices directly or indirectly. Coffins of martyrs have also come out of their houses, so they should not be the part of election process”.
“Those who ignore the sacrifices of martyrs automatically come under the category of “gaddars” (tratiors), reads the statemnent.
Meanwhile, accusing the mainstream parties of creating misconceptions to pave way for secretarial disharmony, Chairman Geelani has insisted Shia and Sunni communities to uphold unity and brotherhood.
According to statement issued here, he has said that in some parts of the city, some miscreants were misleading the people by spreading rumors, “Kashmir is famous for the religious brotherhood all over the world history is witness to it. With the passage of time India is suppressing the voice of people here and under a planned conspiracy trying to create communal and sectarian disharmony”, reads the statement.
“There are no differences among muslims over the greatness or stature of Hazrat Ali (KW). Hurriyat is monitoring the situation and has established a four member committee to visit the effected areas and clear the misconceptions and rumors spread by vested interests”, reads the statement.  . Shia, Sunni leaders meet at Aga's residence, urge people to maintain calm
Coordination committee to hold peace march in Srinagar
Srinagar, Dec 2 (VOS):
  Appealing people to maintain calm and brotherhood, various religious and political leaders of both Shia and Suni sects have decided to hold a peace march in Srinagar.
Sources told VOS that on the initiative of senior Hurriyat leader Aga Syed Hassan, various leaders including Mirwaiz Umar Faroooq, Molvi Abas Ansari, Aga Syed Hassan, Gh. Rasool Malik, Advocate Zahid Ali, Syed Saleem Geelani, Hakeem Ab. Rashid and a representative of Iftikar Hiussain Ansari had a more than 3 hour long meeting at Aga Syed Hassan's residence on Sunday where they discussed the prevailing situation in the city particularly in the downtown areas, where youth from shia and suni sects are reportedly engaged in clashes.
Pertinently, the committee had also invited Hurriyat (G) Chairman Syed Ali Shah Geelani and other leaders. It is believed that the leaders expressed their concern over the prevailing situation in the city, and urged youth of both the sects to observe restraint.
 Meanwhile the co ordination committee members of both the sects have decided to hold a peace march in the city. Leaders resolved that the people behind the sectarian divide would be exposed at any cost. (VOS)



MCH Anantnage continues to long for infra upgradation
3 patients share one bed, hospital has lone OT, CC ward
Srinagar, Dec 2 (VOS):  Critical maternity related patients are having to wait for hours to get admission into the intensive care units (ICUs) at state-run Maternity and Childcare Hospital (MCH) Ananthnag due to the lack of requisite infrastructure.
While the hospital witnesses a huge rush of maternity and child care related patients, it is presently functioning with just one Operation Theater, a lone child care ward and just three ambulances.
Sources told VOS that the hospital having become referral hospital for various south Kashmir districts lacks sufficient space and infrastructure to meet with the immediate demands of patients visiting the hospital.
 “Hundreds of patients visit the hospital every day, however, they face severe hardships, which includes sharing of beds by more than one patient almost all the time. Ward number 2 is always overcrowded where three patients are forced to share one bed due to lack of sufficient beds availability”, the sources said.
Gulshan W/o Riyaz Ahmad R/o Chukura Pulwama admitted in ward number 3 under MRD number 17710 told VOS that the facilities available in the hospital are not satisfactory. “I had to wait for two days for the bed and during this time I was lying on the floor. Now I’m on the bed along with two other patients. There is shortage of doctors and nurses and patients don’t get enough attention or nursing care. Infrastructure and number of doctors need to be upgraded”, she said.
While the hospital also witnesses a huge rush of patients in childcare unit, but it is presently having only one child ward that too with insufficient  infrastructure. “It is very unfortunate that this hospital is being ignored. Authorities must understand that this hospital is not confined to the people of Ananthnag district but has become the centre of various districts including Pulwama, Shopain, Poonch, Rajouri, Kulgam and others”, said Nazir Ahamd Wani, father of new born baby.
Talking to VOS, Medical Superintendent Abdul Majeed Mehrab confirmed the lack of infrastructure, however, said  that the higher authorities in the department have recently visited the hospital and development of infrastructure is under process”.
When asked regarding the rush of patients from outside the district he said: “Yes that is true, patients from other districts and migrant patients also visit this hospital”.
Minister for Health Sham Lal Sharm couldn’t be contacted by this reporter despite repeated attempts. (VOS)



Election observer reviews election arrangements in South Kmr
Anantnage, Dec 02:  Election Observer for Legislative Council Elections, Shantmanu today reviewed election arrangements in separate meetings held at Anantnag and Kulgam.
At Anantnag, District Election Officer apprised the Observer about the arrangements made for smooth conduct of election on December 03, 2012. He was informed that 2216 voters which include 1573 male and 643 female voters will exercise their franchise.
On the occasion, the Observer stressed upon the polling staff to remain objective in the process of election.
At Kulgam, the District Election Officer gave details about the election arrangements being put in and informed the Observer that 1208 voters including 350 female voters shall exercise their franchise at 10 polling booths established in the district.
He was also informed that pooling staff has been deployed to their respective destinations.
The Observer was also informed that suitable arrangements for security have been made in the twin districts.
DIG South Kashmir, Micro Observers and other civil and police officers attended the meeting.

1st flight of Kargil Courier on December 05
            SRINAGAR, DECEMBER 02: In view of closure of Srinagar-Kargil road, due to snowfall on Zojila, Government has made arrangements for Kargil Courier Service between Srinagar and Kargil from December 05, 2012.
Indian Air Force, AN-32 planes will shuttle thrice a week between Kargil and Srinagar and once a week between Kargil and Jammu.
The stranded passengers desirous of availing the service have been asked to report to the Liaison Officer at Kargil House Bemina, Srinagar on December 03, 2012 at 10 a.m. along with two photographs and photocopy of their Identity Card.

DDC inaugurated Farm Machinery Mela at Trehgam
            KUPWARA, DECEMBER 02:- District Development Commissioner Kupwara Sarmad Hafeez today inaugurated 24th Farm Machinery Mela at Batargam Trehgam. The Mela was organized by Agriculture Department Kashmir.
            On this occasion, District Development Commissioner said that use of Modern Technology, Farm Machinery and Agriculture Inputs could take the state towards the self sufficiency. He stressed on the need to plan cropping system which economically remunerated ecological sustainable and productive as well. He said there is dire need for adopting agriculture basic units like Mushroom cultivation, vegetable cultivation, flower cultivation and Beekeeping, so that the unemployed are involved to boost the production in Agriculture and allied sectors.
            He appreciated the role of agriculture department for transferring latest technology to the farmers at their door steps through Mela’s and awareness camps. He advised the farmers to coordinate with Agriculture Department for successful implementation of various Agriculture schemes launched by Department to make state self sufficient in various crops.
            Chief Agriculture Officer Kupwara, Mushtaq Ahmad Parray said main objective of organizing such Melas is to aware farmers with latest modern technology, machinery, equipments and other tools and also help them to avail technical knowhow of latest technology. He further stressed the farmers not to keep agriculture land idle without harnessing its potential and to adopt double cropping system.
            Among others district agriculture officers, officers & field functionaries of the department and the large number of farmers were present on the occasion.
            Farmers gave overwhelming response and interacted with the experts of the department on various issues related to modern technology and machinery.
